In a press briefing on Friday, June 16, Presidential Spokesperson Ernesto Abella reassured that the chief executive’s health is no cause for concern, despite his absence from the public eye since this past Monday. “As far as I know, he’s already in Davao. But he’s — just to assure you, he’s all right,” Abella told reporters. Duterte, 72, was last seen in
public on Sunday, June 11, when he attended the funeral rites of the Marines slain in the Marawi City siege. He was supposed to lead the country’s 119th Independence Day rites the following day but skipped the event. Since then, the president has not been spotted at other public events. The schedule for his next public appearance remains unavailable, stirring up speculations that he is sick. But Abella later clarified that Duterte was ‘‘just taking some time off to rejuvenate” from his “brutal” schedule. Abella explained that the chief executive was “just tired,” dismissing rumors that Duterte
might be suffering from a grave illness. “The president is well. The president just needs [rest]… After all, you have to consider that he has been on the road for at least 23 days in fulfilling his martial law supervision. So, you know, it has been really brutal so we have to allow him this kind of rest,” the spokesperson maintained. The GOP’s core selling point of the AHCA involves the repealing of several taxes imposed by Obamacare. This reduction in taxes would temporarily raise the federal deficit and create up to 864,000 more jobs in 2018. However, researchers predict that by 2026, about 924,000 people would lose their jobs, with about 725,000 of those jobs belonging to the health care sector. Health care jobs are essential in economic maintenance in the U.S., with hospitals and clinics providing a major portion of jobs. Health care makes up about 18 percent of the nation’s gross domestic product (GDP), and a major cut to federal funding to health care could be fiscally detrimental, according to the report. “Health funds directly pay hospitals, doctors’ offices, and other providers; this is the direct effect of federal funding,” the report read. “These facilities use revenue to pay their employees and buy goods and services, such as rent or equipment; this is the indirect effect of the initial spending.” The study also found economic disadvantages attached to the GOP health care bill: gross state products (the total value of a state’s exports) would reduce to $93 billion and business output would decrease by $148 billion. One of the biggest casualties would be the income-based program Medicaid, which 70 million Americans rely on for their health care. Because of the major
cuts to the public health care sector, Medicaid would be forced to seize expansions of the program. “The AHCA significantly reduces federal funding for Medicaid. It lowers federal match funding for the 31 states and District of Columbia that expanded Medicaid, encouraging them to discontinue their expansions,” Wednesday’s report read. Earlier this month, the Congressional Budget Office (CBO) estimated that the AHCA would drastically increase the number of uninsured Americans under the age of 65 by 14 million in 2018. By 2023, that number would reach 23 million. “Over time, it would become more difficult for less healthy people (including people with preexisting medical conditions) in those states to purchase insurance because their premiums would continue to increase rapidly,” the CBO wrote in their findings. Because of all these swift changes to the American health care system, the AHCA has garnered an overwhelmingly unpopular reputation, according to various polls. Just after the AHCA passed the House on May 11, a POLITICO/ Morning Consultant poll that surveyed nearly 2,000 registered voters found that 38 percent of Americans approve of the AHCA, an approval rating that dropped four points from the week before. That same day, Quinnapiac University released a poll that found that only 21 percent of Americans approve of the GOP health care

Honolulu’s first ordained Filipino priest dies at 86 HONOLULU — Father Henry Benedict Sabog, the first priest of Filipino ancestry to be ordained by the Catholic Diocese of Honolulu, died at 86 last May 22 in Waipahu. Sabot served for 57 years as at seven parishes in Oahu, according to a Star-Advertiser report. He was active in Filipino ministries, Worldwide Marriage Encounter, parish renewal and other diocesan work, a news release said.
Sabog initiated the Office for Filipino Ministries in 1985, the Hawaii’s first centralized ethnic ministry. This led to the recruitment of priests from the Philippines for parishes in Hawaii. The state now has some 50 Filipino priests, the largest number of any other ethnic group. Sabog also was spiritual director for many years of the statewide Diocesan Congress of Filipino Catholic Clubs. Sabog was born March 8,

TAGUM CITY—House Speaker Pantaleon Alvarez on Friday, June 16 said that he was open to the idea of extending martial law in Mindanao until President Duterte steps down in 2022 to fast-track development and address the Marawi crisis and other peace and security problems in the region. THE Philippine Department of Foreign Affairs (DFA) is seeking to increase retainer agreements with law offices in other countries to help aid Filipinos who are in legal trouble, especially those on death row. “The DFA is studying to have more retainer agreements in law offices sa specific areas across the world na makakatulong sa ating OFWs (in specific areas across the world to help our OFWs),” said DFA Secretary Alan Peter Cayetano on Friday, June 16. This is in accordance with President Rodrigo Duterte’s directive to work double time in assisting Filipinos who are facing death sentences. “Yung double time at 100 percent effort gusto niya. (The president wants double time and 100 effort),” said Cayetano. “Preemptive o proactive, sa umpisa pa lang (from the start).” There are currently 85 Filipinos on death row in other countries, 25 of whom are in Saudi Arabia. Last week, a Malaysian court sentenced nine Filipinos to death over the Sabah standoff that killed at least 70 people. In January, OFW Jakatia Pawa was executed by hanging in Kuwait for killing her employer’s daughter. The DFA and the Philippine Embassy in Kuwait only learned about her case the day before her impending execution on Jan. 24. To avoid future executions of Filipinos abroad, a Quezon City representative has called for the need to draft a comprehensive legal assistance program. Rep. Winnie Castelo has requested for the DFA and the Overseas Workers Welfare Administration (OWWA) to provide a complete inventory of the OFWs facing jail term and their corresponding court cases in their host country. “We would like to find out exactly how many OFWs have been convicted or undergoing trial, the nature of their cases, the penalty they are facing, what can be done to help them,” Castelo said, according to various reports. With the list of OFWs facing jail terms and their corresponding
court cases in their host countries, Castelo said this would enable the House of Representatives to draft a comprehensive legal assistance program to prevent future executions. The DFA is now reviewing

Child soldiers
CHILDREN in several countries with armed conflict including the Philippines are being recruited as spies and soldiers, according to a study conducted by the International Labor Organization. The story is not new; children have been used for a long time as couriers, lookouts and even armed fighters by Philippine rebels and terrorists. In the ongoing Marawi siege, teenage fighters have been spotted in the company of the Mautes and Abu Sayyaf. Even crime rings in this country use children for their illegal activities, aware of the law that spares those younger than 15 from criminal prosecution for most offenses. Since Republic Act 9344 or the Juvenile Delinquency Act of 2006 raised the age of criminal responsibility from nine to 15, children have been used as drug mules, jueteng collectors and gofers for illegal activities. Children are used not only for crime but also for paid labor. Young boys have been photographed working in backyard firecracker manufacturing facilities in Bulacan, their bodies and faces covered in toxic substances. Among the reasons for the high dropout rate in basic education is that children stop schooling to help their parents in farms or in other livelihood activities. While the government is aware of the problems, the nation has limited resources to save children from direct participation in armed conflict or from
child labor. The task is complicated by the fact that children are recruited into armed groups or exploited for income-earning illegal activities often with the consent or on orders of their parents. This is true even for child pornography; parents are the most common pimps of their own children. Law enforcement agencies have scored some victories in the fight against sexual exploitation of children particularly for cybersex. All that child welfare personnel can do if street children are rounded up is to return them to their parents, who almost always send the kids back to the streets to beg or sell flower garlands. Trump now under investigation for obstruction of justice Wants to fire special counsel, deputy attorney general
PRESIDENT Donald Trump is now personally being investigated by the team of Special Counsel Robert Mueller for a possible criminal case of “obstruction of justice” after he fired FBI Director James Comey, according to reports by the Washington Post. This is a significant development in the year-long probe on the alleged collusion between Russia and the Trump campaign because this time, the president is now the subject of a criminal investigation and not just the Trump campaign. Mueller has been appointed by Deputy Attorney General Rod Rosenstein to head the Russia probe on behalf of the Office of the Attorney General, as AG Jeff Sessions has recused himself from any investigation related to Russia. Session himself has been under fire for his alleged secret communications with Russian officials as a surrogate for Trump during the 2016 U.S. presidential elections. Fired FBI Director James Comey, Robert Mueller (who was the former FBI director during the Bush and Obama eras), and Rosenstein share things in common: Trump wants to fire them. This is all after the president and his supporters initially spoke highly of them, until they all became key players in pushing the investigation against Trump and his
campaign. At the core of the allegation The Fil-Am of obstruction of justice against Trump is his supposed abuse Perspective of executive power in using his position and influence to try to make officials in the U.S. intelligence community drop the case GEL SANTOS-RELOS against Trump’s former National Security Adviser Michael Flynn with reference to the Trump campaign’s Russia connection. Comey’s testimony — given under oath before the Senate Intelligence Committee — could be material to Mueller’s determination if indeed, Trump could be held criminally liable for obstruction of justice. Mueller’s team has also invited other intelligence officials to give their testimonies so the special counsel could rule if there is a solid case against Trump. Trump fired back via Twitter on Thursday, June 15 to denigrate the people investigating, saying: “They made up a phony collusion with the Russians story, found zero proof, so now they go for obstruction of justice on the phony story. Nice” “You are witnessing the single greatest WITCH HUNT in American political history — led by some
very bad and conflicted people.” When news about Trump wanting to fire Mueller came out, it had been discussed that the president could not fire Mueller as the law mandates that it would only be the Office of the Attorney General that could appoint and fire Mueller, but only for a very good cause. Rosenstein issued a statement expressing confidence in Mueller. On Friday, Trump’s tweet appeared to be alluding to Rosenstein: “I am being investigated for firing the FBI Director by the man who told me to fire the FBI Director! Witch hunt” This tweet, of course, is based on Trump’s narrative about the “memo” supposedly written by Rosenstein recommending the FBI director’s firing because Comey had been unfair to Clinton by announcing the investigation into her email account just a week before the election. This argument by Trump, however, had been subject to questions because of statements and actions made by him. He said in a TV interview that he already decided to fire Comey even before the
“memo” submitted by Rosenstein because he had the Russian investigation in his mind. This was followed by Trump’s bragging to the Russian officials he met in the Oval Office. “I just fired the head of the FBI he was crazy, real nut job…I faced great pressure because of Russia. That’s taken off,” Trump said, according to the document read to the New York Times by an American official. Comey was reportedly fired because despite Trump asking him to drop the Russian probe of Flynn, the FBI director still moved forward with the investigation. Political analysts say it would be suicidal for Trump to fire Mueller and Rosenstein because this would just make a stronger case of obstruction of justice against him. ‘Not every tree sheds in the same way’ Chance for rebooting Philippine-US relations? Rhizomes

This outer layer of bark also happens to be a good way of telling different species apart. This works for older trees, anyway, for the distinguishing characteristics have to do with the shapes of the cracks or, you could say, with the folds and wrinkles in a tree’s skin. In young trees of all species, the outer bark is as smooth as a baby’s bottom. As trees age, wrinkles gradually appear (beginning from below), and they steadily deepen as the years progress. Just how quickly the process plays out depends on the species. Pines, oaks, birches, and Douglas firs start early, whereas beeches and silver firs stay smooth for a long time. It all depends on the speed of shedding.” – Peter Wohlleben, “The Hidden Life of Trees,” 2015. MUCH like trees, human beings as they age, grow wrinkles. Those who are constantly in renewal, shedding their old selves, and fostering new growth, hardly show wrinkles and instead, reveal a smooth face in their aging process. Hard to believe, but take a look at seniors aging and you will
see various phases and faces of wrinkles. Perhaps the wrinkles in one’s aging hands are symbolic of what an aging person goes through. Or the lack of wrinkles on one’s forehead as she or she ages suggests a high rate of renewal, a shedding perhaps of the exterior skin, to reveal the smooth underneath. Process of shedding Suppose one retains the past hurts as if backpacks carried to the present, can you envision an aging senior much like a tree with a thick exterior bark, not capable of letting the past hurts go, but building up layers upon layers, as one grows old? “Pines and the like, however, drag their feet when it comes to external makeovers,” Peter Wohlleben wrote. He contrasted pines to beeches, “whose silver-gray bark remains smooth until they are two hundred years old, the rate of renewal is high. Because of this, their skin remains thin and fits their age—that is to say, their girth—exactly and, therefore, doesn’t need to crack in order to expand.” It is why one must do a thorough examination of what one has gone through in several life stages. Who opened doors for us to get us to where we are today? What hurts must we purge? What failings must we forgive ourselves? In writing about the inspiring lives of Filipino and Filipina Americans, other Asians and Italian Americans who have become friends to Filipino musi-
cians, after writing 582+ articles, these 31 subjects taught me how to live a life of joy with an inner reservoir of sparkling joy. First, they shed their past hurts and retained the lessons of their challenges. Instead of accumulating the grievances, they became like the beeches, renewing their interior selves, keeping their hearts clean, connecting to humanity, and restored the sparkles in their eyes. How? Perhaps by first finding the truth of their misery, what was it truly rooted in? Listening perhaps to the wisdom of a true friend who will not pass judgment on their miseries and to consider forgiveness for themselves as well as others who may have failed them? Others insist on an inventory, an elephant mind that retains all details, and working through the minutiae of details, and what went wrong. That makes for a more in-depth healing if the negatives are replaced by a new rewriting of those past chapters, affirming the love shown to them. Others retain an overview, overlooking the details, to rush through a superficial healing, until the next challenges or triggers come along which create an unintended response, an inappropriate reaction which causes a spiral back to the hurtful past, prompting more repeated patterns in the present. Unless we do an exhaustive review of what we have gone through, our consciousness is partly triggered by hurts of the

Filipino Worldview ROBERTO R. ROMULO WHEN President Duterte delivered his expletive-laden tirade against U.S. imperialism at a Chinese-Philippine Investment Forum in Beijing last October where he announced a “separation” from the United States, it was the culmination of months of anti-American rhetoric since he assumed office in June. He essentially repeated this message when he visited Russia and subsequently backed it up by announcing the downscaling of military cooperation with the U.S. Many wondered whether this heralded the complete repudiation of close ties with the U.S. dating back more than six decades and a pivot towards America’s greatest rivals for global influence — never mind that we do not share the same values of democracy with them. Observers, including this column, who while supporting the pursuit of an independent foreign policy, cautioned that this zero-sum calculus of relations does not necessarily make for independence but rather a shift in dependency. For small powers like the Philippines, an independent foreign policy underpinned by the national interest requires finding the geopolitical sweet spot among competing powers. And that sweet spot lies where the benefits from such relations with these powers are maximized
without surrendering sovereignty — or at least to the point where it is not egregious and dangerous. Recent events, however, seem to suggest that state of our relations with the US might be more nuanced than what the President’s rhetoric would suggest and that the opportunity for a reset in bilateral relations is there. This also suggests that there is method to the madness, to the President’s sometimes head-spinning rhetoric. That to underestimate his pragmatism and knack for dealmaking would be at one’s peril. Last June 5, at the height of the attack of the Maute group, which claims affiliation with ISIS, the United States delivered new military equipment consisting of various firearms and assault rubber boats to the Philippines to assist in the fight against terrorism. Apparently, the deliveries were just the latest in a series that have continued even after the President took office. According to press releases, in January the U.S. delivered new military equipment to the Philippine Army and Marine Corps, including grenade launchers, sniper rifles, and surveillance drones. And in October last year, the U.S. through Jusmag delivered pallets of new military equipment to the Philippine Marine Special Operations Group, Philippine National Police-Special Action Force and Philippine Coast Guard that included tactical radios, ballistic helmets and diving gear. According to the U.S. Embassy, over the past decade alone, the U.S. has delivered and programmed P7.3 billion ($147 million) of military equipment to the
AFP to enhance its counterterrorism capabilities. This is apart from other assistance that the AFP receives through U.S. programs such as foreign military sales (FMS) and other grants from U.S. agencies. The embassy calculates that in just the last five years, the U.S. government has allocated P15 billion ($300 million) of grant funding to provide the AFP with equipment, including corresponding upgrades and training. On the ground, some personnel continue to remain to advise and assist Philippine security forces under an arrangement that started in 2002, following the World Trade Center bombing, and deactivated in 2015. These events suggest the deeply rooted ties between the US and Philippine defense establishments developed over more than half century and shared interest in facing the challenge of terrorism belie the demise of Philippine-U.S. security relations despite the President’s diatribes. There is also a practical side that is indispensable in the battlefield. While it is laudable to diversify the sources of our military’s requirements — we have been buying from Israel for example and both Russia and China offered — an important consideration also is familiarity, inter-operability, a record of reliability, and maintenance and support. This suggests that the President recognizes this as well although he deflects that as a DND decision. But before we jump to conclusion that the President has finally appreciated America as a friend

The embassy added continued U.S. support to Philippine efforts to strengthen national defense and improve its ability to respond to natural disasters, terrorism, piracy, and other transnational crimes. Interestingly, there was no mention of the South China Sea in contrast to his previous visit where he even flew on a surveillance mission over the disputed area. It may be that both sides realized that any public statements would be counterproductive particularly in view of President Duterte’s approach to the subject. We shall have to wait and see. For now, the conditions are there for a reboot of PhilippineU.S. relations. The administration should take advantage of this window to find that geopolitical sweet spot that would serve our national interest best. (Philstar.com)

The Philippine Department of Foreign Affairs (DFA) confirmed on Friday, June 16, that a Filipina is still missing in the wake of a massive fire that burned down a high-rise residential building in London earlier this week. Philippine Senator Joel Villanueva identified her as Ligaya Moore, who was in her 60s and a member of the Jesus is Lord (JIL) Church in London. The senator’s father, eddie, is the head of JIL. Villanueva said members of the church informed him that Moore had been living alone at Grenfell Tower in North Kensington, and regularly attends the JIL Church adjacent to the building. he said Moore’s family is residing in the Philippines. But three days after the tragedy occurred, Foreign Secretary Alan Peter Cayetano said Moore has yet to be found. “We still have a person missing, and so far efforts of the embassy to locate her has not been successful,” Cayetano told reporters. On its Facebook page, the Philippine embassy in the United Kingdom posted a photo of Moore and appealed to the public for any information on her whereabouts and condition. As of Friday, authorities confirmed 30 casualties in the inferno that broke out past midnight on June 14 but figures are feared to still rise. The Philippine embassy in London, meanwhile, said that it has yet to determine the accurate number of Filipinos affected by the tragedy. It then called on Filipinos affected by the fire “to make themselves known” so that it could channel the efforts of both the embassy and the Filipino communities in the United Kingdom toward delivering the assistance needed. The embassy said Filipinos can ask the Casualty Bureau for assistance or information about their relatives by calling (0800) 0961 233 or (0020) 7158 0197. AFTeR instantly receiving criticism over her remarks on rice, Sen. Cynthia Villar explained that she was misconstrued and denied that she’s initiating a measure to ban restaurants and fast food establishments from offering unlimited rice. During a committee hearing, Villar, who is also the chair of the Senate committee on agriculture and food, proposed an initiative to curb the habit of eating too much rice among Filipinos who are known to be heavy consumers of rice. She further encouraged the consumption of more vegetables over white rice, which is said to cause diseases such as type 2 diabetes. “I think we should learn how to eat vegetables because it’s healthier. Kasi sasabihin mas mura ang rice sa vegetables eh ang mahal naman magpagamot ng diabetes (I think we should learn how to eat vegetables because it’s healthier. People would say vegetable are way more expensive than rice, but look at how much it would cost you to pay your medical bills due to diabetes),” said Villar during a hearing on rice production and consumption. Villar clarified that she was merely “voicing out” her concern on the health risks of excessive consumption of rice when she made a statement during a Senate hearing on rice importation and rice self-sufficiency on Wednesday, June 14. “I just voiced out my concern that eating too much rice is one of the main causes of high blood sugar that leads to diabetes,” said Villar. Meanwhile, the senator has tasked the Department of Agriculture (DA) to stop rice importation starting 2018, a directive which that coincides with an earlier statement by Agriculture Secre-

According to the Philippine Rice Research Institute (Philrice), self-sufficiency in food staples means the country must produce the national food requirement while also maintaining a buffer stock to be used in times of need. Villar touted that attaining rice self-sufficiency for the country is a no easy job, but she is quite bullish that the DA can solve the rice problem given that it has implemented effective measures in addressing various issues on rice production. “Iyon ang projection (2018) ni Secretary Piñol, kung makukuha niya. Kasi ang importation depends on production. (That was the projection of Secretary Piñol for 2018. Rice importation depends on the production). If the production can meet the consumption, then no importation. Marami nang nag-project nang ganoon, hindi naman natupad,” she explained to reporters.
Present during the hearing were representatives from the Department of Agriculture, National Food Authority (NFA), and Cabinet Secretary Leoncio “Jun” evasco, chair of the NFA Council. Further, Villar also told the officials to encourage the consumption of brown rice, instead of well-milled rice. “We should not encourage well-milled rice. Kung pwedeng brown rice, brown rice na lang. Kasi pag kinain mo, mabigat sa tiyan, konti lang nakakain mo (If possible, consume brown rice because of its fiber content, making you feel full even with a small amount, thus, you eat less),” she added. however, Villar’s proposal to end unli-rice was met with a barrage of negative comments from netizens— from serious suggestions on other viable options to manage the production of rice, to comments with comical undertones, and those that accuse Villar of being “cruel” for denying them a simple joy. Ombudsman, antitrust body partner vs market misconduct The Philippine Competition Commission (PCC) on Friday, June 16 announced its partnership with the Office of the Ombudsman (OMB) in an effort to build a “solid campaign ground” in fighting against bid-rigging, price fixing, and cartels in government procurement and projects. “A unified front in leveling the playing field, both in government and commercial transactions, will ultimately benefit consumers and the general public,” Chairman Arsenio M. Balisacan said. The convergence of the two entities provides common ground for “upholding parallel efforts, joint task forces and coordinated actions with partner agencies to fulfill their mandates.” “The PCC is like an ‘Ombudsman of the market.’ We go after cartels, bid manipulators, price fixers, etc.–cases that may also potentially involve criminal of-
fenses such as bribery, graft and corruption, over which the OMB has jurisdiction,” said PCC Commissioner el Cid Butuyan. “There are significant synergies and complementarity of the two (2) agencies in pursuing a shared mandate to detect and penalize misconduct. We expect this partnership between the OMB and the PCC to provide a big boost in promoting integrity both in the public and corporate sectors,” This year, the PCC has committed to prioritizing international shipping, cement power, and agriculture after receiving a number of complaints on the said industries. “There were reports of scarcity of resources in these cases. International shipping, cement, power, and agriculture were endorsed for review and investigation. These aren’t just from nowhere,” Balisacan previously
told reporters. The commitment was made December last year amid the ongoing legal battle between the PCC and the two telecommunications giants, PLDT Incorporated and Globe Telecom Incorporated, over the P69.1-billion deal to buy out San Miguel Corporation’s’ supposedly third player to compete against the two giants. To date, the PCC is still awaiting the Supreme Court’s decision regarding its petition to allow it to review the acquisition of SMC’s telco assets. MANILA - The country’s jails are overcrowded by 511 percent, according to the Commission on Audit (COA). In its annual audit report released yesterday, COA noted that the number of inmates increased by 30,544 from 2015. “As of Dec. 31, 2016, the BJMP (Bureau of Jail Management and Penology) has a total jail population of 126,946, which exceeded the total ideal capacity of 20,746, having a variance of 106,200 or a total average of 511 percent of congestion/overcrowding or clogging,� the report said. The COA said the overcrowding in the country’s district jails, city jails, municipal jails, extension jails and female dormitories violates BJMP’s own Manual on Habitat, Water, Sanitation and Kitchen in Jails as well as the United Nations’ Minimum Standard Rules for the Treatment of Prisoners. Under the BJMP manual, the ideal habitable floor area for each inmate is 4.7 square meters while the ideal maximum number of inmates per cell should only be 10. The COA noted that the congestion in jails is resulting in “health and sanitation problems and increased gang affiliation of inmates.� “To sustain survival, inmates hold on to gangs or ‘pangkat’ where they find protection, network of social support and most important, access to material benefits, which are scarce in
highly congested facilities,� the COA said in its report. The audit team recorded the highest congestion rate in Region 3 with total population of 12,490 inmates versus its total ideal capacity of 1,178 or a variance of 11,312 inmates (961 percent congested); followed by Region 1 with total population of 4,962 inmates against its total ideal capacity of 528 inmates (840 percent congested); and Region 9 with 5,575 inmates against its total ideal capacity of 691 inmates (707 percent congested). The jails in the Autonomous Region in Muslim Mindanao (ARMM), on the other hand, remain in favorable condition for the whole year with 278 inmates, slightly over its total capacity of 275 or just one percent congestion rate. Drug war, slow moving cases State auditors attributed the jail congestion mainly to the “increase in the number of drugrelated cases in the country� as well as the courts’ slow or no action on the pending cases “due to lack of judges, postponement of hearings and the slow disposition of criminal cases that carry the penalty of reclusion perpetua or life imprisonment.� “Some cases were bailable but detainees who are below poverty line cannot afford to post bail so they were stuck in the jails,� the report said. The lots where some jail buildings were constructed “were of limited space, hence, construction or expansions horizontally
of the said buildings may not be possible.� Unfinished constructions The COA noted that the construction of two bigger jail buildings in Region 1, specifically in the municipalities of Malasiqui and Urbiztondo in Pangasinan, remains uncompleted despite the total funding of P1.388 million way back in 1996 and 1999, respectively. State auditors said funding of P576,200 was also allocated to Region 13 for a municipal jail in Alegria, Surigao del Norte but the project remains unfinished 16 years after construction began. Four more jails in Region 6 with total funding of P12.388 million and two more jails in Region 9 with a funding of P4.826 million and P8.893 million, respectively, “failed to meet the completion target dates� stated in the contracts. The audit body recommended to the BJMP to speed up the ongoing construction of more jail buildings and to scout for possible lot donations from the local government units for additional jail sites. The COA also urged the BJMP to improve the implementation of its existing programs to decongest jail cells such as the Good Conduct Time Allowance and the release on recognizance, which both allow compliant inmates’ early release from detention in exchange for rendering community service activities and paying other obligations. n

AN Australian journalist was hit by a stray bullet amidst his coverage on the ongoing clashes between military and Maute militants in Marawi City. The journalist, identified as Adam Harvey of Australian Broadcasting Corporation (ABC), was reportedly taking photographs of children inside a compound of the provincial capitol when the bullet hit his neck on Thursday, June 15. While the capitol compound has been declared “clear of Maute presence,� the vicinity is still “within the line of sight of the enemy,� according to authorities. “One of the members of foreign press stationed here at the provincial capitol to cover the ongoing crisis got hit by a stray bullet and was rushed to the infirmary now being manned by doctors from Amai Pakpak Medical Center,� Spokesperson Zia Alonto Adiong of the provincial crisis management committee said in a statement.
Harvey, meanwhile, affirmed that his injury was not fatal. “Thanks everyone - I’m okay. Bullet is still in my neck, but it missed everything important,� he wrote on his Twitter account while giving updates regarding his condition. Harvey is the first member of the media hurt in the conflict, which erupted on May 23. Following the incident, Armed Forces of the Philippines (AFP) spokesman Brig. Gen. Restituto Padilla reminded members of the press covering the crisis to remain in the “safe zones.� “Our advise to the members of the media covering Marawi is to remain in the safe zones, which is the capitol and those that were designated by our troops. So if I may reiterate that advice be heeded by everybody, please do not violate it for own your safety,� Padilla said. What Elmo Magalona misses the most from Francis M Richard Gutierrez: Lessons from dad to son Zion IT has been years since rapper, actor and TV host Francis Magalona passed away. Still, his son, elmo, misses him a lot, especially this coming Father’s Day. In a recent interview with Philstar.com during the launch of Billboard PH’s “Play Sound,� elmo recalled how his family would celebrate Father’s Day. “Lalabas lang kami ng kumpleto and we’ll just eat out. Simple lang kasi si papa,� he said. elmo always looked forward to Sundays with his dad, and thus, that has become his fondest memory of Francis. “I miss him a lot talaga. Chua, MD, FaCS, FPCS A DIET high in processed meat (sausages, luncheon meats, etc.) may increase the risk of carnivores developing pancreatic cancer by almost 70 percent, reported a recent major study that was published in the Journal of the National Cancer Institute and released to the public in October 2005. The report showed “an average of 41 cases of pancreatic cancer were diagnosed per 100,000 people each year among those who ate the most processed meat compared with 20 cases among those who ate the least.” This research, which included 180,000 individuals, also found that individuals who ate even non-processed red meats, including pork, beef, and any other red meats, had a 50 percent higher risk of having cancer of the pancreas. While this is 20 percent lower compared to those who ate processed meats, 50% increase in the risk is still too high for comfort, since pancreatic cancer is a very painful and fatal disease, with no known cure. Scientists think the culprit-carcinogen (cancer-causing agent) may not be the saturated fat in red meats but the nitrate-based preservatives and the cooking method, like charcoal grilling and broiling. Apparently, the cooking method and the nitrate preservatives each play a great role as carcinogens. While the saturated fat in fresh (no preservative) red meat appears not to be linked to pancreatic cancer in this study, other studies have shown that people who eat red meat regularly have a higher risk for developing cancer of the colon, breast, and other cancers in general, compared to those who

smooth complexion. Then apply a lightweight, iridescent-tinted moisturizer to the face and neck, blending well. There are so many strobe-oriented products out there. They come in liquid, cream and powder form. Choose what suits your skin best. Next, you’ll want to apply a highlighter to the most prominent areas of your face, including the top of your cheekbones, the bridge of your nose and the upper-middle forehead. A helpful trick would be to picture where the sunlight hits most directly and apply there. For a final touch, apply a light, slightly-shimmery translucent powder to set the look. Achieve a full summer strobe-y look by letting your radiant skin be the star. Keep the rest of your look simple. Strong eyebrows and a little mascara are all you need. Red meat and cancer minimize eating red meat. Red meat also causes a quick rise in the cholesterol blood level, a condition that increases the risk for the development of heart attack and stroke. In 2005 alone, 32,180 Americans and 60,000 Europeans were found to have pancreatic cancer, a disease that is often diagnosed late because they are not readily obvious clinically. Less than 5 percent of these patients live for more than five years after the cancer is first detected. Other risk factors include smoking, family history of cancer of the pancreas, obesity, diabetes, age (older ones), gender (male), ethnicity (African), exposure to certain dyes, pesticides, and chemicals related to gasoline. Helicobacter pylori infection that causes the common ulcer of the stomach is also a predisposing factor. African Americans appear to have higher incidence of pancreatic cancer and poorer prognosis than Whites. Abdominal ultrasound, CT scan, and Endoscopic ultrasound are some procedures, together with some blood and liver function tests, that aid in the diagnosis of pancreatic cancer. The treatment of pancreatic cancer varies according to the stage of the malignancy. The management includes surgery, radiation, chemotherapy alone, and chemotherapy with a targeted treatment. The Whipple Procedure is the most popular surgery for cancer of the head of the pancreas. Modern advances in surgery today have allowed resection of pancreatic cancers which were considered unresectable in the past. Completely resected pancreatic cancer provides the best opportunity for a survival on a longer term, albeit still not a cure. The most common drug used is gemcitabine (Gemzar), but recently this drug, in combination with erlotimib (Tarceva), has
proved useful in advanced cases. Chemotherapy may be used in combination with radiation, which uses high energy x-rays to shrink the tumor or slow its growth. The other option is biological and targeted therapies, which “enhances the body natural immune system to stop tumor growth, changing cellular signals that permit tumor growth, making tumors more susceptible to an immune system attack; and blocking the process that change normal cells into cancer, thereby stopping the abnormal growth behavior of a tumor.” Smoking is one of the most significant risk factors, besides eating red meat. For prevention, minimizing red meat ingestion, abstinence from cigarettes, maintaining a normal body weight, daily exercises, and eating a lot of vegetables, fruits and whole grains have all been found to significantly lower the risk of the development of pancreatic cancer, not to mention heart disease, stroke, other forms of cancer, and even Alzheimer’s. In cardiovascular illnesses, like heart attack and stroke, in metabolic diseases, like type 2 diabetes, and in most cancers, lifestyle and personal behavior are the greatest factors in the causation of these maladies, and these killers are, therefore, preventable. Even Nico has his hands full with work related to his agriculture business. “We just bought a shrimp farm somewhere in the south,” revealed the proud wife. “So Nico is now busy attending to that. He also has other businesses so he’s so pre-occupied at present.” Nevertheless, busy as they are Solenn and Nico see to it that they always have time for each other. Solenn plays her role as a wife
dutifully since they decided not to employ a live-in helper. “Our place is not big enough to accommodate an additional person,” Solenn explained. “But three times a week, somebody comes to the house to do the laundry and clean. I do the other house chores like cooking. I get up at 6 a.m. and make our breakfast. I cook other meals too like lunch and dinner. Most of the time, we have salad or pasta. Both of us are not really fond of going out at night so we just stay at home. We’re happy that way.”

ilipino-American community leader Trinity Foliente rung in her 70th birthday on Wednesday, May 24 with an elegant, star-studded celebration attended by over 400 esteemed guests, friends and family members. Trinity — or Tita Trini as she is fondly called by many in the community — fulfilled her mother’s longstanding promise that when she reached her milestone 70th year, she would throw a debutante ball in the same fashion that young Filipina women traditionally mark their 18th birthday. Friends and family from the Philippines and across the United States gathered at the Hilton Universal City Hotel in Los Angeles for a night sharing memories of the celebrant and a program filled with an array of talent. The festivities were kicked off with a Catholic Mass earlier in the afternoon. When the main program began at 7 p.m., Trini, escorted by her grandchildren Javen and Lauren San Juan, made her

formal entrance as her guests greeted her with a standing ovation. She was clad in her first ensemble of the night: a beaded beige floor length gown by Kimi in LA. Later in the evening, she changed into an emerald green gown designed by Lou Razon. A court of 10 women and 10 men — each handpicked by Trini to represent a certain aspect of her life — was introduced by each couple before the pairs performed their grand cotillion dance. Trini’s daughter, Katrina Chanbona, delivered the welcome remarks, while another daughter, April San Juan, later surprised her mother with a slideshow of old photos. Throughout the evening, guests were entertained with performances by Dr. Tess Mauricio, Ryan Gallagher, Michael Keith, Maaikee Pronda, Martin Nievera, comedienne Ai-Ai delas Alas, The Temptations, and Frank Sinatra and Celine Dion impersonators. Your Immigration Solution Brittany Milliasseau EARLIER this year, President Trump issued a memorandum which directed the Secretary of State, the Attorney General, and the Secretary of Homeland Security to implement heightened screening and vetting of applications for visas and other immigration benefits. The memorandum explained the need for immediate implementation of additional heightened screening and vetting protocols and procedures in order to ensure the safety and security of the country. Particularly, the changes are aimed at keeping citizens safe from terrorist attacks and preventing entry into the United States of foreign nationals “who may aid, support, or commit violent, criminal, or terrorist acts.” In response to this directive, the Department of State proposed the creation of a new immigration form titled DS-5535, Supplemental Questions for Visa Applicants. This form will require visa applicants to provide their travel history, including source of funding, for the last 15 years, employment and address history for the last 15 years, phone numbers and email addresses for the last five years, names and dates of birth for all siblings, children, and current and former spouses, among other specific information. Applicants will also be asked to recount the details of their travel history and provide supporting documentation. In addition, the form will also request applicants to provide their social media identifiers and handles for the last five years. While the Department of State has stated that this form will not be required for all visa applicants and will be focused on “populations warranting increased scrutiny” it is expected to impact approximately 65,000 visa applicants worldwide each year. Critics of this new form argue that these requests for additional information will place an overwhelming burden on applicants

and lead to unwarranted visa denials and potential misrepresentation findings. The Department of State has explained that failure to provide the requested information will not necessarily result in a visa denial “if the consular officer determines the applicant has provided a credible explanation why he or she cannot answer a question or provide requested supporting documentation, such that the consular officer is able to conclude that the applicant has provided adequate information to determine the applicant’s eligibility to receive the visa.” However, most applicants may have difficulty recalling specific information solicited in the application and may inadvertently answer questions on the forms incorrectly. Such mistakes could in turn lead to denial of the application and allegations of misrepresentation, which could ultimately lead to inadmissibility for future immigration benefits. Further, critics of the new form are concerned about how the information obtained about social media platforms will be utilized. What specific information will officers use to determine visa eligibility after viewing an applicant’s social media profile? Will officers review the social media profiles of applicant’s friends and relatives? Will seemingly innocent and harmless communication between friends be misconstrued? Many of these questions remain unanswered. The Office of Management and Budget recently approved the proposed rule and the Department of State has begun utilizing the supplemental questionnaire. While there remains uncertainty regarding the impact this new form will have on visa adjudication, it serves as a valuable reminder that individuals should be cautious when applying for both immigrant and non-immigrant visas. All visa applicants should consult with an experienced immigration attorney to determine their visa eligibility. In addi-
tion, applicants should utilize the services of a knowledgeable immigration attorney to assist in preparation and review of their visa application prior to submission to the Embassy or Consulate. As mentioned above, even a seemingly innocent mistake on a visa application could have dire consequences for visa applicants and even potentially lead to inadmissibility issues in the future. Any information provided to consular officers, or any immigration agency should be carefully prepared and reviewed by experienced counsel. As these new vetting procedures become implemented, longer visa wait times, consular delays, and increased denials are projected. Individuals that are looking to apply for visas are encouraged to do so as early as possible in order to avoid delays. In addition, applicants should seek counsel to make sure their visa applications are prepared completely and accurately in order to curb preventable processing delays. Sooner or later, you will need to face your debt problems
A LOT of people in debt are in denial about their situation so they go about their lives pretending that everything is OK- until one day they find themselves in a financial emergency. Most debt problems don’t go away on their own, especially if the creditor is able to file a lawsuit, obtain a judgment and then enforce that judgment through different means- putting a lien on your property, garnishing your wages or cleaning out your bank account. If property is involved, the property may be repossessed or foreclosed upon by the creditor. If you are painfully struggling with debt problems, your mind may be filled with a lot of unanswered questions. How do I make sure that I am making the right decision? Is there a way out of this besides filing for bankruptcy? Isn’t filing for bankruptcy the worst thing that I can ever do to my credit? You’re interested in getting the right answers to these questions, aren’t you? Unfortunately, there are a lot of bankruptcy “myths” out there that a lot of people simply accept and believe without even finding out the truth for themselves. A lot of these misconceptions about bankruptcy are extremely

You’d be surprised to find out that even though your loved ones care a lot about you and are concerned about your debt problems, they are often the WORST source of bankruptcy advice! For example, a lot of people ask me if they will ever be able to buy a house again after filing bankruptcy or if their credit will ever become “normal” again. Well, first of all, what does “normal” mean to you? In a lot of instances that I see, people already have a damaged credit rating with late payments, lawsuits, judgments or tax liens that are showing up on their credit report. And here they are asking if bankruptcy will “damage” their credit report! Believe it or not,
when you have a lot of the negative items I mentioned above, you may actually have a better chance of improving your credit by filing for bankruptcy now and then starting over to rebuild your credit. Fact: Banks prefer to see that you have no more debts (after filing for bankruptcy) instead of seeing all the derogatory items on your credit report that continue to be reported month after month by your creditors because you are not paying your bills. Does that make sense? Another situation I see quite often is where people owe so much in credit card and other debts and they hardly have enough income to cover all their living expenses and still make their debt payments. As a result, these people have fallen behind in all their debt payments and a lot of their accounts have been turned over to bill collectors or lawyers for collection. In some cases, creditors are either threatening to sue or have already sued and obtained a judgment. Of course, as I explained above, once a creditor obtains a judgment, a wage garnishment, bank levy or both are soon to follow. Most people are very intimidated by the legal

God sees those of us who persevere in faith and who keep doing good works without expecting any recognition. God knows us who quietly lead our lives in taking care of our families and helping those who are in need. God knows those who are
passionate about honesty and justice, for equality and liberty. He knows those who genuinely care for others, those who do not take advantage of the weak and the poor. He surely knows those who are persecuted, maligned, and oppressed. He will never forget them because he sees their clean consciences. The Book of Genesis reminds us of the truth that God acts with justice to those who are faithful to him. Abraham plea-bargained with God after seeing the sins of Sodom and Gomorrah. He asked God, “Will you sweep away the innocent with the guilty? Suppose there were fifty innocent people in the city; would you wipe out the place, rather than spare it for the sake of the fifty innocent people with it?” The Lord replied, “If I find fifty innocent in the city of Sodom, I will spare the whole place for their sake.” Abraham asked again, “What if there are five less than inno-
cent people? Will you destroy the whole city because of those five?” He answered, “I will not destroy it, if I find forty-five.” Abraham continued to bargain with God: “What if there are only found thirty, twenty, or ten innocent people?” To each plea, again God answered, “I will not destroy it.” God does not only treat justly those who are faithful to him. He is also generous to them by answering their prayers. Hence, in the Gospel Jesus assures that if they ask, they will receive; if they seek, they will find; if they knock, the door will be opened to them. This is the Good News for those of us who are discouraged, who have become victims of injustice and malicious acts. In the end, we know that God would favor us. He will not forsake us. He will liberate us from the pangs of our enemies and will let us shine before others. God knows what is right; in Him we trust. Amen!

Unpaid work included time they spent logging into software programs at the beginning of their shifts (which took between 4 to 10 minutes and as much as 30 minutes). It also included time spent logging out of the software programs and finishing phone calls at the end of their shifts, which also took several minutes. The nurses also claimed that the time they spent logging back into their computer systems interfered with their meal and rest periods resulting in them not being provided full and uninterrupted breaks. The nurses argued that the employer’s uniform policies and training led to these violations. They submitted to the court policy manuals and a job description for Advice Nurses that they said caused them to incur these unpaid off-the-clock work. Under California law, “off-the-clock” work are considered “hours worked.” “Off-the-clock” hours are hours worked by employees before or after their regular scheduled hours, even if the employer has not directly required or authorized that the off-the-clock activities be performed. Offthe-clock hours may include coming to work early to work before the shift’s official starting time or continuing to work after one has clocked out for one’s official end time. It also includes work done during the employee’s mandated breaks. Off-the-clock work may also include preliminary or preparatory activities that employees
do before they do their main tasks. For example, employees may spend time putting on a special uniform or gear before they clock in for work. Or employees may spend time cleaning equipment after clocking out of their shift. Some employees may take work home or are contacted at home by telephone for work-related reasons or are “called back” to work. All of these post-shift activities fall within hours worked and should be paid. If any of these activities caused the employees to work overtime hours, then California law requires that the employees be paid at the premium rate of 1 ½ times the employee’s regular rate if the employee worked more than 8 but less than 12 hours in a work day. If the employee worked more than 12 hours in a work day or in excess of 8 hours on the seventh day in a work week, the employee is entitled to double the employee’s regular rate. In the case against Permanente, the court granted class certification, giving the nurses the right to go to trial as a class. Rather than proceed to trial, the parties agreed to settle the case, with the employer paying a total of $6.23 million in damages. Approximately 1,325 nurses who worked at the call centers since September 2012 will receive a share of the settlement monies calculated on their actual hours worked.

Maximizing recovery in personal injury cases UNDER Howell v. Hamilton Meats & Provisions (2011) 52 C.4th 541, the California Supreme Court ruled that persons who are injured and who are pursuing a personal injury claim cannot recover the full amount of medical bills incurred if an insurer paid a smaller, negotiated amount to the medical provider. The Court’s ruling further limited an injured person’s right to recover for past medical expenses. In light of the Howell decision, it is even more important for a person who suffered injury to develop his/her claim for other economic damages. The term “economic damages” means “objectively verifiable monetary losses including medical expenses, loss of earnings, burial costs, loss of use of property, costs of repair or replacement, costs of obtaining substitute domestic services, loss of employment and loss of business or employment opportunities.” Civil Code Section 1431.2(b)(1). A person’s claim for economic damages apart from medical expenses are often overlooked and not pursued by inexperienced counsel. Loss of earnings are often a significant part of an injured person’s claim for economic damages. Damages are recoverable for both past and future lost earnings. To recover for past lost earnings, a person must prove the amount of income or earnings that he/she has lost to date. To recover damages for future earnings, a person must prove the amount of income or earnings that he/ she will be reasonably certain to lose in the future as a result of the injury. CACI No. 3903C. How are past lost earnings proven? Medical records, which show the doctor authorizing a release from work or giving instructions to restrict work activities, can support the time taken off from work due to the injury. For those self-employed, medical providers typically do not provide a release from work; however, medical records should record work restrictions placed by the medical provider. After showing that the time off was justified, the next step is to value the lost earnings. A letter from a person’s employer that outlines the amount of time that one has lost as a result of his/her injury, the loss of benefits, and the rate of pay during the time of loss is evidence of the value of one’s loss of earnings claim. Other supporting documents include pay stubs, time cards, and tax returns. The monetary value of sick leave and vacation time that are used due to the injury are also recoverable. For those self-employed, earnings history as reflected by tax returns and profit and loss statements can help prove the value of lost earnings. All property acquired during marriage and before separation, other than by gift or inheritance, is presumptively community property. Family Code §§ 760, 771(a), 772; Marriage of Bonds (2000) 24 C4th 1, 12, 99 CR2d 252, 258; Marriage of Lehman (1998) 18 C4th 169, 177, 74 CR2d 825, 828. Pursuant to Family.Code. § 760, community personal or real property is consistently defined no matter where situated. Family Code §760 defines “Community property” as “Except as otherwise provided by statute, all property, real or personal, wherever situated, acquired by a married person during the marriage while domiciled in this state is community property.” As such, out-of-state community property is community property for all purposes, including intraspousal management and control fiduciary obligations. It does not matter if the property is located in another state or another country. For the same reason, the parties to a divorce case is required to disclose all property, separate and community, including those outside the state. During the marriage, the parties’ fiduciary duties require full and accurate disclosure of true and full information affecting community property transactions. FamilyCode. §§ 721(b), 1100(e). In addition,
disclosure duties arise upon separation in anticipation of dissolution, nullity or legal separation. The post-separation disclosure duties extend to all assets and liabilities in which either party has or may have an interest or obligation, regardless of community or separate property characterization, and to current earnings, accumulations and expenses. These duties “arise without reference to any wrongdoing.” Family.Code. §§ 721(b), 2100(c), 2102(a)(1); Marriage of Feldman (2007) 153 CA4th 1470, 1475– 1476, 64 CR3d 29, 33; Marriage of Brewer & Federici (2001) 93 CA4th 1334, 1342–1344, 113 CR2d 849, 854–855. Parties to a divorce case has a duty to provide full and accurate disclosure of all assets and debts including those in other states and other countries. Failure to disclose could result to certain legal consequences to the non-disclosing parties including sanctions and attorney’s fees. EACH month, the Visa Office of the State Department publishes, in the Visa Bulletin, the priority dates for that particular month, for the various family and employment based categories. A priority date is a person’s “place in line” for a visa, meaning immigrant visas (or green cards) would be available for persons whose priority date is earlier than the cut-off date listed below. If your priority date was “current,” but later retrogressed (or “moved backwards” and became unavailable) before your immigrant visa was issued (or before you adjusted status in the U.S.), you would have to wait until it becomes current again. Beginning last October 2015, the format of the Visa Bulletin changed, in that a new column was added, called the “Application Filing Date.” If a person’s priority date is earlier than the Application Filing Date, they can already file for adjustment of status and work authorization (provided they are otherwise eligible and USCIS indicates on its website it will use the Application Filing Date for that month). This could allow people to obtain work authorization much sooner than before, where they had to wait for the priority date to be current (in the Visa Issuance Date column) in order to both file for adjustment and be eligible for a green card. *** Michael J. MANILA - Prospects for the Philippines continue to remain bright given its sound economic fundamentals, but further improvement on its domestic policies would be critical to take its economy a notch higher, global research and consultancy firm Oxford Business Group (OBG) said. OBG launched recently its latest publication entitled “The Report: The Philippines 2017” which assessed trends and developments across the economy, including those in macroeconomics, infrastructure, banking, and other significant sectors. “The theme this year is basically more on diversification and looking for the next source of growth,” said Paulius Kuncinas, OBG managing editor for Asia. “The emphasis is shifting slightly towards domestic policy. If in the past we are focusing on discussing opportunities from foreign investment prospective, it is now safe to say the Philippines is now well established so investors know what the opportunities are and they are well marked,” Kuncinas added. MANILA - Philippine Airlines (PAL) is spending $80 million for the reconfiguration of eight Airbus A330 aircraft into a tri-class model with business, premium economy and economy sections to improve passenger service and achieve a four-star rating this year. PAL president and chief operating officer Jaime Bautista told reporters during the launch of the first reconfigured Airbus A330 the national carrier is spending $10 million for each aircraft, which is being converted to have 309 seats with business, premium economy and economy sections from 414 all economy seats previously. For the reconfiguration, PAL chose the Thompson Vantage XL brand for the 18 business class seats with a legroom of 44 inches, width of 23 to 24 inches and a full-flat recline with a bed length of 78 inches. PAL’s business class also features pneumatic comfort system which allows the passenger to adjust seat firmness according to
preference, complimented with the massage function. For the premium economy seats, PAL selected the Zodiac 5810 brand. The seats have a legroom of 38 inches, width of 19 inches and a recline of eight inches. The Economy Zodiac brand, meanwhile, was chosen for the 267 economy seats with a legroom of 32 inches, width of 17 inches and recline of six inches. Bautista said the carrier decided to invest in the reconfiguration of the aircraft previously used in destinations in the Middle East, to generate higher revenues and improve passenger service. PAL currently has a three-star rating from Skytrax, an aviation consultancy based in the United Kingdom. Skytrax is expected to conduct an audit either in October or November, and PAL is hopeful it could get the four-star rating afterwards. Bautista said PAL expects the reconfiguration of the eight A330s to be completed by December.

World Bank grants $99.3-M loan for PH farming sector THE World Bank approved a $99.3 million loan to fund the development of a competitive Philippine farming sector and improvement of farmers’ access to markets. Around 300,000 Filipino farmers and farm workers are expected to benefit from the $231million Inclusive Partnerships for Agricultural Competitiveness (IPAC) Project implemented by the Department of Agrarian Reform (DAR). The Philippine government and beneficiaries will contribute $131 million and $28 million, respectively. “The government also provides support services. Through the farmer-driven matching grants, IPAC will strengthen our efforts to help small-holder farmers and their organizations engage in sustainable agri-enterprise projects. This will raise their incomes and help them become self-reliant.” DAR Secretary Rafael Mariano said. IPAC aims to “strengthen the capacity of farmer organizations to engage in commercial agriculture, provide extension services, develop enterprises, secure individual land titles for their members, and improve rural infrastructure,” the World Bank statement read. Moreover, the project also provide support services for
enhanced market linkages, Investments in Productive Partnerships, and Project Management, Monitoring and Evaluation. Remittances from Australia, Singapore and the United Kingdom also declined that month, Tetangco added. “Aside from recorded declines in cash remittances in original currency in these countries, the lower U.S.-dollar value of remittances in April could be partly due to the depreciation of major host-countries’ currencies visà-vis the U.S. dollar such as the Singaporean dollar, Australian dollar, pound sterling and the euro,” Tetangco said. Tetangco also blamed the fewer number of banking days that month, during which the Holy Week was observed, among other holidays. At the end of the first four months, cash remittances grew 4.2 percent to $9.04 billion from $8.67 billion during the same period last year. It was the first time that cash
remittance inflows breached the $9-billion mark during the first four months, BSP data showed. The growth in remittances as of end-April was slightly faster than the 4.1-percent increase a year ago. According to Tetangco, around four-fifths of the remittances that came in from January to April were from Filipinos in Canada, Hong Kong, Japan, Kuwait, Qatar, Saudi Arabia, Singapore, the United Arab Emirates, the United Kingdom and the United States. For 2017, the BSP has projected a 4-percent growth in remittances. In 2016, cash remittances totaled a record $26.9 billion, up 5 percent from $25.61 billion in 2015. Remittances are the biggest source of foreign exchange income for the country, helping insulate the domestic economy from external shocks by ensuring a steady supply of dollars into the system. These cash transfers are also a major driver for domestic consumption, which contributes to robust economic growth.

PH manufacturing sector record highest PMI The Philippines Purchasing Managers Index (PMI) recorded its highest reading as of May 2017. Led by accelerated employment and output growth, the latest PMI indicates a firm expansion on the manufacturing sector that could eventually boost the country’s economic prosperity. Nikkei Philippines Manufacturing Purchasing Managers’ Index illustrates a strong upturn in the sector by 54.3 percent in May compared to its last reading of 53.3 percent in April. The upsurge in both output and new orders alongside the fast-paced acceleration of employment greatly contributed to the sector’s performance. “Buoyant client demand and business optimism prompted firms to build inventories at a faster rate,” Nikkei reported.
Client demand remained stable in the middle of the second quarter, and the buy and sell orders accelerated within the last three months. In spite of this, “new export orders continued to rise at a much lower rate compared to total new orders, suggesting that overall growth remained mostly driven by domestic demand,” Nikkei argued. Due to the solid increase of output and orders, survey data displayed an increase of employment in the country, which helped Filipino manufacturers remain ahead of production. “Additional manpower had ensured that capacity remains well ahead of production requirements,” Nikkei added. In turn, higher production usage and orders led to a recent
build-up in inventories. “Latest survey data indicated that growth in stocks of both preproduction inputs and finished goods picked up from April. In both cases, firms highlighted the need to prepare for higher production and new orders over the coming months.” Nikkei explained. Alternatively, the weaker exchange rate in the present administration did not help boost foreign demand but in turn led a higher imported inflation. MANILA - Senate President Aquilino Pimentel III filed a resolution seeking an inquiry on the reported computer glitch in the Bank of Philippine Islands (BPI) that had accounts entering into unauthorized transactions. In Resolution 403, Pimentel directed the Senate committee on banks and financial institutions, chaired by Sen. Francis escudero, to investigate the “internal data processing error” of BPI that “tainted” the bank’s image. “A number of BPI account holders find the public statements of the bank concerning this particular issue of incorrect
balances to be unsatisfactory, lacking in details and shrouded in mysterious technical terms like ‘internal data processing error’ and are looking forward to be enlightened about this incident from a public hearing on the matter,” Pimentel said. “Although this inquiry has been prompted by the experience of only one bank, there is a need to find out if other banks and our entire banking system are vulnerable to the same phenomenon as what struck BPI this early June 2017,” he added. Stressing the nature of banking, Pimentel pointed out that the country’s banks are required to treat the accounts and deposits of its clients with meticulous care
and that the highest degree of responsibility and trustworthiness is expected of them. he said the inquiry would tackle the safeguards to injury “attributable to the negligence of banks” to banking clients. Last week, he said he was seeking the investigation as “demanded by constituents.” escudero said he would wait for the formal referral of the resolution to his committee before acting on it. The BPI earlier said its “internal data processing error” has affected its system resulting in discrepancies in the bank account balances, debits for some and increases in the bank statements of other depositors.
The international business community was assured that high—and inclusive—growth anchored on massive investments in infrastructure and human capital is on track despite the “disruption” caused by the Marawi conflict, the Depart of Finance said Thursday, June 15. The government is going ahead to reshape the Philippine economy to attract investment, create jobs and attack poverty, Finance Secretary Carlos Dominguez 3rd said. The administration had to deal decisively with the armed assault in Marawi to prevent extremist forces from making Mindanao their “main theater” for terrorism in the region, the Cabinet official noted. “This event is not expected to be a continuing disruption. None of the major projects planned for Mindanao has been delayed. The general economic program is intact. Over the next few weeks, sustained action by our security forces is expected to substantially eliminate the threat posed by extremists,” Dominguez told members of the global business community gathered at the hong Kong Chinese enterprises Association and the Bank of China Forum on Wednesday in hong
Kong. President Rodrigo Duterte declared martial law in Mindanao on May 23, as government authorities and extremist battled it out in Marawi City, the capital of Lanao del Sur. “The battle for Marawi is a decisive one. had government failed to respond firmly, the extremists might have succeeded at establishing a rallying point for the stray bandit factions in the area. The defeat of the militants is a costly one for them. Whatever terrorists designs there might have been for Southeast Asia, the main theater can no longer be Mindanao,” Dominguez said. Citing the Philippine Constitution, Dominguez pointed out that “the imposition of martial law can last for only 60 days. Beyond that, an explicit authority from the Congress is required. President Duterte has indicated he will lift martial law as soon as peace is restored.” The government has initiated talks with the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF) to help attain lasting peace in Mindanao, the DoF noted. Alongside an infrastructure development program requiring some $170 billion or about P8.4 trillion over the next five years, Dominguez said the government
also plans to spend big on education, health and other forms of human capital formation “to build a solid fiscal buffer to keep the economy strong amidst global uncertainties.” The Philippine demographic sweet spot provides a distinct advantage of having a young, workforce in a region where several mature economies are experiencing rapid population aging. “Over the past few years, the Philippines emerged as an increasingly important node of growth for the global economy. We are seeking to sustain a growth rate of at least 7 percent through the medium-term. That growth level will be driven, to a large extent, by the massive infrastructure modernization program,” Dominguez said. To provide an “ample and recurrent” revenue stream to fund the high and inclusive growth agenda, he said the Duterte administration has introduced a Comprehensive Tax Reform Program (CTRP), starting with a first package that was approved by the house of Representatives. “We hope to get this through our Senate and passed into law before the year ends. enactment of this package will send a strong signal to the investment community that this government means business,” Dominguez said.
