THE Philippine Drug Enforcement Agency (PDEA) said on Tuesday, October 23, that the government’s fight against illegal drugs will remain continuous as it reported the 110,395 anti-drug operations conducted from July 2016 to September 2018. “There is no slowing down in the operations since the aim is for the country to have drug-free barangays,” PDEA spokesman Derrick Arnold Carreon said in a forum held at the Philippine Information Agency in Quezon City. The heavily criticized war against drugs recorded 4,948 drug personalities who died in the 2,336 anti-drug operations, including the 94 recorded from Aug. 31 to Sept. 30 as reported by The Philippine Star. The operations conducted from July 2016 to September 2018 declared 8,766 of the country’s 42,044

PAGE A1 petition for an alias arrest warrant and travel ban against Trillanes, which were based on President Duterte’s Proclamation 572 that revoked the amnesty granted to the senator by former president Benigno Aquino 3rd over failed coup attempts in 2003 and 2007. Trillanes has a separate case for rebellion in Branch 150, but the one in Branch 148 is nonbailable. The presidential proclamation’s basis for voiding the amnesty is a certification that Trillanes’ amnesty papers were no longer in the possession of the defense department, and that he did not admit his guilt. In a statement, Justice Secretary Menardo Guevarra also said prosecutors would file a motion for partial reconsideration of Soriano’s ruling, “only insofar as it found that Senator Trillanes had sufficiently shown that he filed his certificate of amnesty, and that
therefore it follows that he also admitted his guilt for the offense of coup d’ etat and recanted all statements inconsistent with such admission of guilt.� Panelo said Trillanes should not celebrate as the court’s decision declaring Duterte’s proclamation nullifying the amnesty as valid was more important. “It’s more of a pyrrhic victory because if you will notice, the court decided that the proclamation issued by the president is valid. They are claiming the time that the President does not have the power to void any amnesty. And the court said he has,� he said. The Palace official however questioned the court’s refusal to issue an arrest warrant due to the supposed “principle of immutability of judgment.� “I am wondering why because effectively, that would mean it has no jurisdiction over the case. But then again, the court took jurisdiction and in fact, the parties sub-
mitted their respective positions and evidence,� Panelo said. Drilon: SC can’t overturn Makati court findings Senate Minority Leader Franklin Drilon, however, said the Supreme Court could no longer overturn the findings of Makati Judge Soriano. “Well-settled is the rule that the Supreme Court is not a trier of fact. The Supreme Court cannot assume the role of trier of facts which, by law and jurisprudence, belongs to the lower courts. The case of Senator Trillanes is undeniably a question of fact,� Drilon said in a statement. “Factual findings of the lower courts are entitled to great weight and respect on appeal, and in fact accorded finality when supported by substantial evidence on the record, as stated in the case of Xentrex Motors, Inc. v Court of Appeals (353 Phil. 258, 262 1998) and in a long line of other cases,� he said. n

increased to 8,766 from 5,000. The number of drug personalities arrested for the same period is at 158,424, including 3,231 individuals apprehended from Aug. 31 this year. PDEA seized a total of P25.01 billion illegal drugs, P891 million of them were confiscated starting on Aug. 31, 2018.
The total amount of shabu seized during the same period was placed at P18.27 billion, P878 million of which was seized starting on Aug. 31. PDEA officials claimed that the 1,076.01 kilos of shabu that were seized came from smuggling, while the 410.07 kilos were

of persons have been killed for reasons related to their alleged involvement in illegal drug use or dealing,” she said in an advisory in February. “While some of such killings have reportedly occurred in the context of clashes between or within gangs, it is alleged that many of the reported incidents involved extrajudicial killings in the course of police anti-drug operations.” The announcement prompted the Philippine government to withdraw from the treaty, with Duterte repeatedly stating that he will not allow the ICC to place him under its jurisdiction. In a statement in March, Bensouda said the ICC retains its jurisdiction over crimes committed during the time in which a state was party to the Rome Statute.

bad content off our services,” Facebook said. Facebook said it used reports from the social media community and machine learning and artificial intelligence “to detect bad behavior and take action more quickly.” “We’re monitoring for a range of abuses on Facebook, including spam behavior, and will remove any account or page that breaks our rules,” the Mark Zuckerberg-led company said. ‘More avenues’ aside from Facebook - Palace Presidential Spokesperson Salvador Panelo denied the claims that the pages that were taken down reflect those that support the current administration. “Not necessarily,” Panelo said as he denied the allegations that
the government sponsors bloggers and so-called “trolls” in order to spread false news on the popular social media platform and attack critics and those who do not favor Duterte. Officials said that Bermas was pulling her car out of a carport, when the tree fell onto and crushed the vehicle, downing power lines in the process. Orange County Fire Authority (OCFA) Captain Tony Bommarito said OCFA technical rescue teams were sent to scene at around 9:00 a.m., and pronounced Bermas deceased shortly after. A neighbor of Bermas told KTLA that he saw the eucalyptus tree fall while he was walking his dog. “I saw the lady close her door and lock it,� said Bermas’ neighbor, Danny McCabe. “I said, ‘Good morning, have a good day.’ And before I got to my house, I heard the tree snap and I turned around and watched it fall.� “I started ripping tree branches up, trying to get to her,� added McCabe. “And then I was like, ‘Ma’am? Can you hear me?’ And I shook her arm, there was no movement. I checked her pulse in her wrist, there was nothing. Duterte confers Ryan Cayabyab, 6 others as National Artists MANILA – President Rodrigo Duterte on Wednesday, October 24, handed National Artist awards to seven individuals led by popular composer and musical director Ryan “Mr. C” Cayabyab. Duterte conferred the Order of National Artist (ONA) upon recommendation by the National Commission for Culture and the Arts (NCCA) and the Cultural Center of the Philippines (CPP). ONA is the highest national recognition given to Filipinos who made significant contributions to the development of Philippine arts. Cayabyab received the title of National Artist for music, recognizing his works ranging from commissioned theater musicals, choral pieces and orchestral pieces to commercial recordings of popular music. Other ONA awardees include: Lauro “Larry” Alcala for visual arts, Francisco Mañosa (Architecture and Allied Arts), Ramon Muzones and Resil B. Mojares (Literature), Amelia Lapeña Bonifacio (Theater) and Eric de Guia a.k.a. Kidlat Tahimik (Film and Broadcast Arts). UTRECHT – If he could have his way, Communist Party of the Philippines (CPP) founder Jose Maria Sison would rather see President Duterte live long enough to pay for his crimes. In a sit-down interview with The Star last week, Sison raised the issue of health concerns hounding the President, who recently underwent procedures supposedly in relation to a medical condition in his digestive tract. “He can keep his life until he can be arrested by the ICC (International Criminal Court) or by the people’s court. It’s an easy way out for him if he dies,” Sison said in a mix of English and Filipino. “I would rather keep him alive. And who knows, while he’s alive maybe he can think of resuming the peace negotiations,” he added. He said Duterte could be suffering from a serious illness, and even claimed he had fallen into a coma. Malacañang has repeatedly denied Sison’s claims. Duterte himself announced that he tested negative for cancer after undergoing endoscopy and colonoscopy. For his part, Sison belied the President’s claim that the communist leader is suffering from a terminal illness, saying his recent tests were negative of any serious medical condition. “They are very thorough (when they conduct the tests). Final findings: no cancer, no cardiac problem, no blood disorder,” the 79-year-old CPP founder said. Peace negotiations While hopeful that Duterte would change his mind on the stalled peace negotiations with the National Democratic Front (NDF), Sison appeared to be doubtful that it would push through under the present administration. He noted Duterte’s Proclamation 360 and 374, which terminated the peace negotiations and declared the CPP and its armed wing the New People’s Army as terrorist organizations. “It was very promising up to
the time that he won… He promised the amnesty and the release of all political prisoners. He offered. But soon after that he was taking it back,” he said. “You cannot threaten or fool the movement. You will promise something and then you will not follow through. That is taken against you,” he added.

IN polluted, overcrowded Metro Manila, good news comes rarely on the environmental front. Last week saw one of those rare moments, as the Pasig River Rehabilitation Commission became the first recipient of the Asia River Prize Award conferred by the International River Foundation. The PRRC bested the Yangtze River rehabilitation effort in China. The honor, conferred during the 21st International River Symposium in Sydney, Australia, considered the scale of the problem and recognized the response of the PRRC. Fidel Ramos, whose wife Ming was among the ardent movers of the river cleanup during his presidency, may still not want to swim in the Pasig as he says he used to do in his youth. But those who haven’t taken a close look at the river for some time should try taking the ferry today. They may be pleasantly surprised. Floating solid waste has become a rare sight and water lily is not allowed to proliferate. The water does not stink like a cesspool, and children fish along the banks in certain areas. It wasn’t just the water cleanup that was recognized. The awards body noted that the PRRC, from 1999 until last year, resettled in decent homes 18,719 families living along the banks of the 27-ki-
lometer river. The PRRC dismantled 376 private structures encroaching on the river, established nearly 37,500 meters of environmental preservation areas and developed 17 of 47 identified Pasig tributaries. The challenge for the country is sustaining the rehabilitation effort and further improving the state of the river. National hero Jose Rizal wrote about fishing and picnics along the Pasig. Other countries have shown that rivers can be restored if not to a pristine state, then at least to a much cleaner one. Another challenge is to apply the principles behind the successful rehabilitation effort to other bodies of water in Metro Manila and in other densely populated and polluted urban centers across the country. This is a success story that must be replicated. (Philstar.com)

Just like when President Donald Trump limited the scope of the Brett Kavanaugh investigation, sacrificing the integrity of the quest for truth just so his pick who was accused of sexual misconduct and unfitness to sit in the Supreme Court could be confirmed. When
asked “What if the accuser Dr. Christine Ford was telling the truth,” his response was, “It does not matter. We won!” Just as he marginalized and criticized women who have accused him and his league of sexual misconduct and abuse. WILL YOU VOTE for a politician who used to trade personal insults with a former rival in politics — calling them names, convincing the American people why that candidate is BAD for America — only to kiss each other’s behinds because of political expediency to win, win, win. Just like how Trump labeled Ted Cruz “Lyin’ Ted” during their battle for the Republican nomination in 2016, insulted the latter’s wife, defamed his family, and suggested his father was a co-conspirator in the assassination of former President John F. Kennedy. Cruz fought back and called Trump a “sniveling coward” a “pathological liar.” That was then, now they need each other. Trump needed Cruz to defeat the popular Democrat Beto O’Rouke so the Republicans could continue to have control of the Senate, and so he would now campaign for Cruz, labeling him as “beautiful Ted”. Cruz, of course, needed Trump’s support and endorsement in Texas to win, and so he now sings only love songs for the president. Politics at its worst. WILL YOU VOTE for a politician who capitalizes on your baser emotions like FEAR, to cause you to hate and be afraid of other people? Just like how President Donald Trump would scare you about the thousands of people from Central America — men,
women, children who are fleeing violence, hunger, pain; fathers, mothers, grandparents who only want to give their children and grandchildren a better and safer life just like what you did when you decided to immigrate to the United States? They walked thousands of miles from their country to do a legal recourse. That is, to go to the border and apply for asylum. U.S. laws allow this, and each asylum seeker would have to be screened and evaluated, and then their application will either be accepted or denied. But they had to at least try to save their family. But what did Trump do? He demonized them and called them criminals, violent gang members, drug peddlers who are coming to destroy America. He even added another layer to the fabricated story, that these asylum seekers are NOT just people from Central America. Trump said there are “unknown” people from the Middle East — aka Muslim or terrorists in his language — who will do us harm, just as he had labeled Mexicans and Muslims even before he became president. When asked by reporters if he has proof, he flatly said “No proof.” Sadly, this is not just happening now. The Turkish government’s investigation has proven that Khashoggi was brutally murdered by Saudi officials who are close to the Crown Prince, reportedly because of his writings that call for freedom of the press and freedom for the people of Saudi Arabia. While Trump awaits the results of the investigation of the murder of Khashoggi by the Saudi government, who were named by the Turks as the suspect in the killing, Trump’s administration keeps on stressing the strong alliance between the United States and Saudi Arabia, in the fight against Iran. This, despite the fact that a big majority of the 9/11 terrorists who attacked America in 2001 were Saudi nationals. “With all that being said though, we have $450 billion, $110 billion of which is a military order, but this is equipment and various things ordered from Saudi Arabia, $450 billion,” Trump said in defense of Saudi Arabia. “I think it’s over a million jobs. That’s not helpful for us to cancel an order like that. That hurts us far more than it hurts them.” But according to the reporting of Politifact, “The $110 billion in arms sales to the Saudis would be eye-popping enough, but this was the first time we heard the $450 billion total that included everything else. This is the impact of President Donald Trump and

Brady on the plan “very hard for a pretty long period of time.” This statement by President Trump took his own White House staff and the Republicans in Congress by surprise, not knowing what Trump was talking about. The problem with this “Hail Mary” attempt is that it looks like a desperate move to “buy” votes for his cohorts in Congress. Trump’s earlier permanent tax cuts for the wealthiest Americans and corporations had already caused the U.S. deficit to balloon to $779 billion in the fiscal year 2018, up 17 percent from last year, according to final data released by the Treasury Department. That’s the biggest spike since 2012 when the Republicans were criticizing former President Barack Obama for “massive spending,” which was intended by the previous administration to stimulate an economy struggling to recover from the deepest recession. Trump’s spending, on the other hand, was to give welfare to the richest of the rich, in permanent tax breaks, when this approach was what drove the U.S. into the
deepest recession since the Great Depression. What is worse — the Republicans are now blaming the deficit to “welfare programs” like Social Security and Medicare — social benefits that we all already paid for deducted from our paycheck, as an investment toward our retirement and healthcare needs. These politicians are proposing to cut funding for social services and would want to touch our retirement money in Social Security and Medicare, but not their own lifetime entitlement. WILL YOU VOTE for a politician who uses his words and example to hate, denigrate, even suggest harm against others, especially his critics here and around the world, other world leaders including our allies, the free press? Remember when Trump said “that’s my kind of guy,” rewarding a Republican lawmaker who body-slammed a reporter, while singing high praises and openly expressing admiration to dictators like Russia’s Vladimir Putin, Kim Jong Un, China’s Xi Jinping, and Saudi Arabia’s crown prince? Customs chief hits back at accusers by William

DRUG syndicates have penetrated the highest echelons of government, including the Bureau of Customs and the Philippine Drugs Enforcement Agency (PDEA), according to Customs Commissioner Isidro Lapeña. “It is a fact that the drug syndicates have penetrated the government. They exist in the Bureau of Customs, they exist in PDEA, and they exist in other branches of government,” Lapeña said on Tuesday, October 23. Proof of it, he pointed out, was the drug matrix that had been shown by President Rodrigo Duterte himself in public. Lapeña deplored what he described as a well-orchestrated media attack against Customs, funded by drug syndicates to divert the attention from them. “The issue on X-rays, and all these noises are smokes and mirrors — technicalities being used to divert the public away from the main issue. We should refocus,” Lapeña stressed. Among the suspected cohorts of drug syndicates at Customs, Lapeña specifically identified Jimmy Guban, the former head of the Customs Intelligence and Investigation Service (CIIS) at the Manila International Container Port where the controversial four magnetic lifters that allegedly contained more than a ton of shabu or methamphetamine were released. Mangaoang and Aquino have been ganging up on Lapeña in print, radio and television interviews for the past several days, maintaining that contrary to Lapeña’s claim, four magnetic lifters that were found in a warehouse in Cavite contained more than a ton of shabu, worth up to P17 billion. “There are still personalities in the drug matrix on the loose. The names of Ismael Fajardo, a former [officer in charge and deputy director general] of PDEA and [former Sr. Supt. Eduardo] Acierto — a dismissed officer from the [Philippine National Police] are in the same document revealed by the President. Perhaps PDEA
should look into this as well,” Lapeña said. Lapeña said Fajardo and Acierto may have been feeding false information leading to Aquino’s assertion that tons of shabu were sneaked into the country through the customs bureau. “We should not let our offices be manipulated by them,” he added. Lapeña said Guban had been charged administratively for grave misconduct, gross neglect of duty and conduct prejudicial to the best interest of the service. Guban was placed on preventive suspension for 90 days, and will be criminally charged as well this week, the Customs chief said. Lapeña also said that following the recommendation of an investigation committee, he had ordered the CIIS to conduct an investigation on X-Ray Inspection Project personnel for their supposed failure to screen the lifters. n
Martial law in Mindanao has reduced crimes, says archbishop by evelyn

MANILA — Ozamiz Archbishop Martin Jumoad is not opposing the possible extension of martial law in Mindanao as he said it has helped restore peace and order in the region. Jumoad said that crime incidents in Mindanao have gone down since martial law was enforced. “In my experience, martial law in Mindanao has lessened crimes and is able to enforce discipline among people in this place. Many have
voluntarily surrendered their guns but still there is still a lot to do,” said Jumoad, who has been serving in Mindanao since he became a priest in 1983. He was named bishop of Isabela in 2002 and archbishop of Ozamiz in 2016. “Our men and women in uniform here are professionals and very respectful,” he said. The prelate did not rule out the possibility of some soldiers committing abuses as he urged people to stay vigilant and report these atrocities. “Let us just be vigilant and
point out human rights violations. There is still freedom of the press and we can still ventilate our opinions,” Jumoad said, reacting to presidential spokesman Salvador Panelo’s statement that the government might again extend martial law in Mindanao. President Duterte first ordered martial law in Mindanao on May 23, 2017, after the Maute terrorists laid siege on Marawi City. Duterte has asked Congress to extend martial law until the end of this year. n

MANILA — The Philippine National Police on Monday, October 22, said it is ready for the reopening of world-famous Boracay island on October 26. “We are all systems go,” Chief Superintendent John Bulalacao, regional director for Western Visayas, said in a press briefing. “In fact, on October 25, we’ll be conducting the capabil-

Napoleses seek court nod for US trip JO Christine and James Christopher Napoles, children of pork barrel scam prime suspect, have asked the Sandiganbayan’s Third Division to let them travel to the United States on November 15 to face charges filed in courts there. A U.S. grand jury indicted LimNapoles; her children Jo Christine, James Christopher and Jeane; Reynald Luy Lim; and Ana Marie Lim on Tuesday, October 23, for alleged money laundering. A motion filed before the Sandiganbayan stated that Jo Christine and James Christopher “most respectfully ask that they be allowed to travel to the United States of America on November 15, 2018 and to stay in the United States of America while they are defending the civil and criminal cases filed against them.” The Napoles siblings said that similar to the case before the Sandiganbayan, they “are required to personally appear during arraignment, hearings on motions, and trial in the U.S.” or the rights and privileges available to them as accused would be waived. The siblings assured the antigraft court that they would return to the Philippines not only to bolster their innocence, but also to perform their duties as accused in this case.”
Jo Christine and James Christopher are among the individuals facing charges of graft and of malversation through falsification before the Sandiganbayan’s Third Division — which is enforcing a hold departure order against the accused — over Malampaya funds in 2009 to 2010. They are also among the individuals charged with graft along with former Sen. Juan Ponce Enrile in connection with the Priority Development Assistance Fund (PDAF) or pork barrel scam. Lim-Napoles is detained at a Bureau of Jail Management and Penology facility in Camp Bagong Diwa, Taguig City over plunder and graft charges in connection with the PDAF scam. According to the motion, the undersigned law office received a letter dated Oct. 11, 2018 from Jo Christine and James Christopher Napoles’ U.S. lawyers. “The reason we are contacting you is to seek your assistance in gaining permission from the prosecutors and/or courts in the Philippines for them both to travel to the United States to appear and defend the criminal indictment and also the civil forfeiture case. Specifically, we are seeking for you to obtain permission on their behalf to travel and reside in the United States while they are
defending the two cases,” lawyer Patrick Hall wrote. “In order to defend the criminal case, both James and Jo Christine would be required to appear in the United States and be arraigned on the criminal indictment. That case would then be scheduled for motions and a trial date. Given the complexity of the case and the nature of the charges, we would anticipate that it would take a minimum of 12 months to defend the case at trial, during which time James Napoles and Jo Christine Napoles would most likely be either detained without bond or restricted not to travel outside of the United States. In other words, the United States courts would most likely not permit their return to the Philippines until the case was concluded,” he said in part. Meanwhile, according to the letter, the civil forfeiture case is not set for trial until January 2020. “Thus, at a minimum, we would be seeking permission for them both to travel to the United States until that trial is concluded. Nonetheless, we would like to defend the criminal case first and we are seeking your input on how best to obtain permission for them to come to the United States to defend the charges,” Hall said. THE Philippines is becoming a more popular expat destination in Southeast Asia, especially for those seeking a partner and finding a place to raise their children. However, the Philippines is not the best country to live and work in, and the best-paid workers live elsewhere. Based on results of HSBC’s 2018 Expat Explorer Survey, the Philippines was among the countries ranked at the “bottom,” sliding to the 28th spot from last year’s 17th place. Thirty-one economies qualified to the poll this year. The survey — which polled 22,318 expats, including 300 residing in the Philippines, from 163 economies — said the Philippines’ tropical climate, emerging economy and its increasingly influential role in Asia and beyond make the nation “extremely” attractive to migrants. 64 percent of respondents found love in PH Broken down, 56 percent of expats said the Philippines has brought them closer to their partner, 64 percent of whom found their significant other here. Fifty-six percent said raising children in the Philippines is less expensive compared to their home country, while 42 percent believe the overall quality of life for their kids is better here than elsewhere. Despite cultural differences, 69 percent of respondents said they are integrating well with the local people and feeling like they are “family” in the Philippines.

“Expats here also say that they have been welcomed by the Filipinos regardless of faith, race, gender or sexual orientation, which is not a surprise, given the Filipinos’ warmth and hospitality, and the vibrant and friendly local culture,” HSBC added. Income Singapore is rated the best expat destination for the fourth year in a row, beating New Zealand, Germany, Canada and Bahrain. But the highest expat salary is in Switzerland, where migrants earn an above global average salary of $202,900 per year. But in the overall survey,
Switzerland ranked only eighth, amid higher cost of raising children and difficulty in making friends there. In the Philippines, 56 percent of expats said they have more disposable income here and 20 percent qualified that they have less. The rest said they earn about the same as in their home country while 58 percent said they are able to save more here. “Some may have more to save and invest but tax challenges, currency risk and different spending needs all make an expat’s money management more demanding,” HSBC said. n

ACTOR Baron Geisler has come a long way since March when he was involved in a physical altercation with family members that left him bloodied and bruised. Things have been looking up for Geisler since he vowed then that he would be going back to rehab—an undertaking that he promised to take “very seriously this time.” Geisler remained true to his word and has now flipped over a new page as he continued on his journey to recovery and healing. Geisler recently shared on social media the recent goings-on in his new life, one of which is becoming a speaker in symposiums where he raises awareness about mental health and dangerous vices. He took to Instagram on Oct. 18 and shared some pictures during his time at the Digos City District Female Jail in Davao del Sur where he was a guest speaker in their “Drug Symposium.” In his post, Geisler extended his gratitude to the policewomen
of the Digos City Distritct Jail, who gave him handmade tokens as remembrance. “Special shoutout to the beautiful ladies of Digos City District Jail. I am touched by the handmade tokens of appreciation and I am more than grateful to have shared His story to each and everyone of you,” Geisler wrote. “Your strength and resilience inspire me to overcome the battles I face everyday. I will be praying for you.” Geisler also shared a picture of his certificate of appreciation from the drug symposium, which recognized him for imparting his “valuable insights and inspirations to the Female Persons Deprived of Liberty (PDL)” last Oct. 17. of cacao” — a big claim, given that the country may not initially be one that comes to mind when talking about the bean. “The Philippines currently produces less than one-percent of the world’s supply of cacao but it’s been a part of Filipino history for as long as it’s been part of European history,” said Lauber, the chocolatier behind the new bean-to-bar chocolate brand, “Oodaalolly”. According to some historical accounts, cacao first came to the Philippines aboard Manila galleons by way of Acapulco, Mexico in the 1670s. The first cacao plants in the Philippines yielded pure aromatic and mild Criollo cacao beans which have a distinct reddish color, and are today very rare and generally regarded as the superior bean over the more common Trinitario and Forastero cacao beans. Situated along the cacao growing sweet spot dubbed the equatorial “Cacao Belt,” the Philippines nonetheless found itself laying low in the modern global cacao market, unable to meet even its local demand. As a result, the Philippines began importing much of its cacao beans from nearby Malaysia and Indonesia, and its chocolate products from the U.S. and Singapore, according to the Philippine Statistics Authority. But the country has recently been showing global ambitions for its chocolate to capture a larger slice of the growing global market.
In 2015, the Philippine government’s Department of Agriculture and the Mindanao Development Authority signed an ambitious agreement to increase cacao bean production tenfold to 100,000 metric tons by 2020. By 2017, the Philippines joined the international Cocoa of Excellence Programme for the first time where it snagged a spot in the top 50. people, but it really wasn’t,” shared Lauber. “When I was a kid and spent summers in the Philippines with my mom’s family — there was no running water, no electricity, so it was humbling to have that experience.” Yet despite all the moving, there was one thing that remained rather constant and that was his exposure to quality food and most importantly chocolate by the influence of his dad who worked as a Swiss-trained pastry chef. Lauber described how his dad, after finding a business partner at Swiss hotel in Toronto, decided
to start a chocolate business in the early ‘80s. As the ‘90s came around, Lauber’s dad decided to pursue his own venture. “He is a traditional chocolatier, importing bulk chocolate from Switzerland, melting it down, and creating chocolate confections. It wasn’t necessarily something he intended to do, but being an immigrant and having no higher education, it was what he knew best,” said Lauber. He continued, “So I basically grew up in a chocolate factory, as did my two sisters,” adding that time at the family-run factory was PAGE B3

PAGE B2 a typical after-school activity that continued into college. “I first started as a dishwasher in the fourth grade, then I got to start decorating truffles, then feeding the enrobing machine, then making shells, and from that point on, I helped out with whatever was needed,” said Lauber. “You could say I apprenticed with a swiss chocolatier for over a decade.” Oodaalolly By the early 2000s, Lauber decided to try his hand at the chocolate business and create his own chocolate company that got rid of the melting of imported bulk chocolate, and focused more on bean-to-bar. After running the idea through with his dad who had a few hesitations given that the bean-to-bar market was rather small, Lauber decided still to go ahead with it and got a loan from the small Business Association. But just as he was ready to launch, he got an offer to move to europe with his engineering job and decided to take the opportunity.
However, chocolate was still on his mind. After moving to sydney, Australia with his wife who he met in europe, and then back home to the U.s., plans of his chocolate business were put back on the table. “one thing to keep in mind is 15 years ago, there were probably only a few U.s. chocolate makers being Hershey’s, scharffen Berger, and a few other companies,” Lauber said of the market when they returned. He added that today, there are close to 300 U.s. bean-to-bar makers. Lauber and his wife—who being half-Italian, also grew up with an affinity for good food—decided to try all the bean-to-bar makers they could get their hands on before deciding that entering the chocolate business was indeed what they wanted to do. “I just thought we could make bars as good as what we tasted, but we would only use Filipino beans and focus only on them,” said the second generation chocolatier. one thing that distinguishes oodaalolly from other chocolate

makers is that they source their own cacao beans directly from the Philippines without using any distributors, he said. the cost and logistics of sourcing their own beans have as a result been more challenging, but that has also meant having direct access to supply which Lauber holds important. Lauber said he spent a year working on the process before launching their original collection of bars in december of 2017. Currently, the maker has three bars: 60-percent dark milk, 70percent dark chocolate, and 70percent dark almond and sea salt. All bars are single roast, single origin, and use 100-percent Filipino cacao. Yet oodaalolly’s bars are only the beginning as the maker is taking the next step in making sure its products come as close from the source as possible. In 2018, oodaalolly planted about 4,000 cacao plants on his grandfather’s land in Western Visayas after testing some out on his mom’s property a few years ago. “they sprouted pods rather quickly so hopefully in a few years, we can start harvesting some of our own plants,” said Lauber. As for the definition of ‘oodaalolly’? the name, Lauber shared, is a play on a phrase from his older son’s favorite cartoon when he was about a year old during their days moving back from sydney. “oodaalolly is an expression of joy, surprise, delight, ecstasy, and effervescence, and is often shouted or sung repeatedly,” said Lauber. He added, “that’s what we want people to feel when they eat our bars. A bit of joy, and a bit of delight. If it causes you to sing—even better. But if it makes you smile, even a little bit, then we have achieved success!” In the meantime, Lauber hopes that oodaalolly helps make true Philippine chocolate a more common part of everyday life. “When I met my father-in-law for the first time, he had this magical ability to pull out a bar of chocolate at the most random times. While waiting for a train, when sitting on a park bench, while enjoying an espresso. It always put everyone in a good mood,” said Lauber. “the best way to enjoy oodaalolly is by sharing a bar with those you love.”

Derivative of K-1 FiancĂŠ(e) visa holder found eligible for green card Your Immigration Solution ATTY. MICHAEL BHOTIWIHOK ADJUSTMENT of status for K-1 and K-2 visa holders can be complex even under the best of circumstances. Things become even more challenging when there is a divorce and the derivative child turns 21-years-old. However, as one happy Reeves Immigration Law Group client can say, good lawyering can still lead to a green card. Reeves Immigration Law Group is proud to announce that we were recently able to assist our client in obtaining permanent resident status (“green cardâ€?) after extensive litigation in immigration court on a rare and complex area of immigration law. Our client, who we will refer to as Angela to protect her privacy, can now enjoy all the benefits of permanent resident status, including the ability to work, petition family members, and freely travel back home to the Philippines to visit family and friends. Angela entered the U.S. many years ago with a K-2 visa. Her mother had been granted a K-1 visa, which is granted to foreign nationals to enter the United States for the purpose of marrying their U.S. citizen fiancĂŠ(e) within 90 days of their entry. Angela was able to obtain a K-2 visa as her mother’s derivative since she unmarried and under 21-years-old. Angela thought everything was going to be easy after she entered the U.S. She thought her mother would marry her U.S. citizen fiancĂŠe and that shortly thereafter her application to become a conditional permanent resident would be approved by the U.S. Citizenship and Immigration Service. Every-
thing was initially going according to plan – Angela’s mother timely married her fiancÊe and they both submitted their applications for green cards. Sadly though, Angela would not be receiving her green card anytime soon. Unfortunately, Angela’s mother’s marriage did not work out. Before Angela and her mother were interviewed on their applications for adjustment of status, Angela’s mother separated from her U.S. citizen spouse. She even divorced her husband and left the U.S. to return to the Philippines. Angela, however, decided to remain in the U.S. so that she could help care for her ailing grandmother. Angela’s application for adjustment of status was denied after she failed to appear for her interview. The Department of Homeland Security then referred her case to Immigration Court with the issuance of a Notice To Appear. Angela was now facing deportation from the U.S. Angela decided to retain the services of Reeves Immigration Law Group. Her case was assigned to Attorney Michael Bhotiwihok, who is one of the firm’s Senior Associate Attorneys. Attorney Bhotiwihok explained to Angela that there were obstacles in her case, but he also devised a strategy to overcome those obstacles so that Angela could still get her green card despite her mother’s divorce. Attorney Bhotiwihok successfully argued to the Immigration Judge that Angela was still eligible for her green card based on two different cases from the Board of Immigration Appeals. First, Attorney Bhotiwihok said she was eligible according to Matter of Sesay, a case that allows a K-1 visa holder to adjust their status so long as they entered into a bona fide marriage within 90 days of entry to the United States . . . even if the marriage to the U.S. citizen petitioner has since been
terminated. Second, Attorney Bhotiwihok also had to establish that Angela remained eligible for her green card even though she had already turned 21-years-old and was therefore no longer a minor. For this issue, Attorney Bhotiwihok successfully argued that Matter of Le held that a K-2 derivative child of a K-1 fiancĂŠ(e) visa holder is not ineligible for adjustment of status simply by virtue of having turned 21-years-old after admission to the United States on a K-2 visa. The significance of Angela’s case cannot be understated. This is because even after the Board of Immigration Appeals has issued decisions favoring K-1 and K-2 visa holders in certain situations, the U.S. Citizenship and Immigration Services has inconsistently applied the law and incorrectly denied their applications for green cards. Many people are then left to fight for their green cards in deportation proceedings. However, the successful resolution of Angela’s case, even though she was over 21-years-old and her mother never received her green card, should provide a shining light for K-1 and K-2 visa holders placed into deportation proceedings before an Immigration Judge. Immigrant Living: 101 and Beyond MONETTE ADEVA MAGLAYA (First of 2 parts) (Here’s an abbreviated version of a fascinating story from Greek mythology. This is a redux.) LONG ago in the island of Crete, there lived a man named Daedalus, who was famed for his skills as an inventor. He worked for King Minos. Foremost among his many achievements was building the labyrinth in which the king kept the Minotaur, a fearsome, legendary beast which was halfman and half-bull that fed on human flesh. It was said that anyone who went into the labyrinth never came out of it again because of its complex, undecipherable winding walls and corridors. Daedalus was brilliant and this was a problem for the king. Although Daedalus had been giving the king great and loyal service all his life, Minos was deeply insecure and feared that Daedalus who was wise, celebrated and ingenious would, one day challenge him to become king. As a preemptive move, Minos imprisoned Daedalus and his son, Icarus in a prison tower. The king underestimated Daedalus, for one dark night, father and son escaped from their prison tower. They found out however that it was well nigh impossible to escape the island with the paranoid King Minos sending out an all points bulletin to his mindless minions. Minos’ soldiers carefully searched every boat that left the island. Father and son took cover in a remote cave along the shore hidden from the watchful eyes of Minos’ soldiers while Daedalus figured out a way to escape. Watching the seagulls for hours soaring and diving for food on the shore, Daedalus was struck with the idea of flight as an escape route. He caught one bird and studied the structure and form of its wings and after careful thought, decided to copy how a wing is made. He instructed Icarus to catch seagulls and pluck their feathers. When there were enough feathers, he sewed them together and used melted wax to bind the feathers on a wooden framework. He created the contraption so skillfully that they looked like a giant replica of a bird’s wings. He customized two

But having wings was one thing, knowing how to use those wings to fly was another. So Daedalus strapped his wings and still taking his cue from the seagulls on how to soar, swoop, dive and glide, he proceeded to learn how to fly so that the wings felt like a seamless part of his arms and his body. He studied wind currents, the waters of the sea and the heat of the sun. Having gained the skill, he proceeded to teach his son patiently. At first, Icarus stumbled and fell and when he got past the first few fumbles, the youth learned quickly, his lithe, svelte form seemingly destined for flight. He learned to fly like a bird, swooping and diving, gliding and circling about, looking down below at the blue waters and their island prison, now a mere speck from above, and frolicking about overhead, chasing the seagulls and rolling in the clouds. Freedom was a heady drink. Icarus felt complete elation, knew the incredible lightness of being and tasted the sweet freedom of
flight. Then came the day when Daedalus and Icarus were to fly out of Crete. The sun was up, and the wind was mild and Daedalus decided it was an auspicious day to make the great escape. Daedalus sat his son down and looked him in the eyes for serious pre-flight instructions knowing that once in the air, there would be little chance for communication. “Pay attention, Icarus. Stick close behind me and watch your altitude. Fly too low and the sea with its moisture will make your wings too heavy. Fly too high and the heat of the sun will melt the wax in your wings. Take heed and stay close.â€? Icarus nodded agreement but he was far too excited and his mind was already in the sky. The object of dieting is not only to maintain a normal weight but also to be healthier all around. nothing beats abstinence from red meat and eggs (eating only fish, vegetable, fruit, high-fiber), combined with daily exercise and abstinence from tobacco as the best formula for maintaining good health. *** Persons getting a flu shot to prevent influenza may even experience an added benefit from it. studies have shown that flu vaccination appears to be associated with a reduced risk of stroke, especially among those who are 60-75 years old. *** Forget all old worries and past problems, if you want your blood pressure not to shoot up. it is a medical fact that recalling previous sad or morbid events, or emotional trauma, raises the blood pressure during the moment of recollection. if these spikes in blood pressure happen often, they could adversely affect the heart. All of us should let go of these painful experiences of the past and not dwell on them. Anything not within our control should be left to god. The Framingham studies showed that the more elevated the level of homocysteine in the patient, the higher the finding of blockages in carotid and coronary arteries. Those with low folate (folic acid) to metabolize the harmful homocysteine have 3 times higher risk of developing heart attack. Folic acid in B complex vitamin is prescribed to these patients. This substance is found in green leafy vegetables, like spinach, lettuce, chard, whole grains, yeast, peanuts, wheat germ and dry beans. *** is genetic a more important factor than diet in the development of coronary heart disease/ heart attack? Familial hyperlipidemia (super high serum cholesterol due to a genetic defect) is seen in one in 500 persons. Except for this type of individuals, and all “unhealthy habits” (smoking, inadequate, or lack of, daily exercise) remaining equal, diet is a very significant factor in the causation of coronary heart disease. it has been shown that even if the parents had coronary heart disease, the children did not necessarily develop the disease, if these offsprings lived a healthier lifestyle than their elders. Keeping the cholesterol level low by not eating red meat and eggs, and concentrating on fish, vegetables, fruits, hi-fiber diet, coupled with abstinence from cigarettes, doing daily exercises, properly treating high blood pressure and or diabetes, if present, is the best strategy to PAGE B7

Western Governors University and Carnegie Mellon University partner to develop AI-enabled career guidance technology National Science Foundation awards universities $700,000 grant to kick off 3-year research project
THE National Science Foundation (NSF) awarded Western Governors University’s Center for Applied Learning Science (CALS) and Carnegie Mellon University (CMU) a grant to support a project partnership designed to help students navigate the increasingly complex employment landscape. The $700,000 grant will be awarded to the two institutions over three years. Bringing together leaders in human-computer interaction, machine learning, AI, and education, the project partnership strives to forge acceptable and effective paths toward career growth, community connection, and wellbeing within a constantly changing career landscape. Data-driven learning about the student experience will inform the development of “Intelligent Coaching Agents,” trained to guide students to practical resources, including human career coaches and peers, in order to lead them to decisions that ultimately improve their chances
for success. “WGU is one of the nation’s largest online universities, serving a population of working individuals seeking career transitions in the face of a dramatically changing career landscape,” said Dr. Carolyn Rosé, Professor of Language Technologies and Human-Computer Interaction at CMU. “We’re building a sociotechnical solution that can have a real-world impact on decision making. This partnership offers the opportunity for tremendous impact with populations who need the support most.” The aim of the project is to make career guidance more readily available to students by augmenting human effort with AI-enabled insight into data from past students who completed WGU degree programs. It builds on a foundation in computational modeling informed by theories of human behavior, embodied within a novel paradigm of Socially-Sensitive Reinforcement Learning (SSRL). Ultimately, the goal is to enhance,
not replace, the support students receive from career counselors and fellow students. “WGU is thrilled to be working in partnership with the team at Carnegie Mellon. Their track record for creating new paradigms that leverage technology to advance human learning aligns perfectly with WGU’s mission and model,” said Jason Levin, Executive Director of CALS at WGU Labs. “We have the opportunity to design a scientifically sound, data-driven model that improves the student experience and, most importantly, outcomes.” The project is designed to facilitate transition of the research directly into practice at large scale through deployment to WGU students. Named the Wall Street Journal’s Architecture Innovator of The Year in 2014, Fujimoto has designed public and private buildings around the world since establishing his atelier in 2000. This exhibition is a showcase of over 100 models and large-scale photographs of past and current projects by the celebrated Japanese architect. Fujimoto addresses many opposite concepts, including the recurring theme the “primitive future.” This apparent contradiction refers to the primordial, intuitive moments that reconnect us with our own humanity, and open us up to new possibilities. His designs often feature juxtapositions of outside and inside, nature and urbanity, objects and spaces, public and private. And, his work considers the macro and micro: when does an object become a space? “I am just so blessed for having reached 15 years. If given the chance to have another five or 10 or 15 more years, I would happily accept it. Pero ako naman, I go along as how the industry would accept me. I’ve reached 15 years so perhaps I’m doing something good, I’m doing something right and people still accept me. and tuloy-tuloy lang. as long as there are people who continue to support me, as long as there are people who continue to hear my voice, my songs, I will continue performing.” Jed’s showbiz journey is not a walk in the park, so to speak. He says he also had low moments to the point that he almost quit showbiz because he felt ignored and underappreciated by the industry. “The feeling of not being wanted anymore was one of my frustrations. Na parang dati lahat puro si Jed, si Jed. Si Jed i-guest natin dito...pakantahin natin. Then suddenly biglang pahinga ka (because) there were new artists, may mga mas sikat so sila yung tinutukan. Then kahit anong labas ng single or album hindi talaga pinapansin so that’s one of the lowest points in my life that I’ve realized anybody can be disposed of, everybody is dispensable and anyone can take your place,” Jed recalls. “Nawala ako for a while. I stopped social media. I went
home and then I assessed myself. But (thinking that) I was just surrounded by the right people during that time (so I was able to cope with it). They were the ones who told me to just stay there because people love you, people want to hear you sing pa rin.” Despite all this, Jed says he doesn’t regret anything at all. “Honestly, I have no regrets because the things that I’ve gone through for the past 15 years siguro have made me who I am today. I’ve learned a lot. Kasi ako totoong tao. Whatever I say and whatever I do, it’s there all the time kaya minsan napapa-trouble ako sa social media kasi whatever I think, I post. Then bigla na lang mami-misunderstood. I’m very upfront. Whatever you see and read on my socmed, it’s me. and same thing with the concert, whatever you’re going to see there is my personality talaga. That’s what you’re going to see because I think (I) owe that to (my) audience. I don’t believe in putting up an image just to entertain people. You can be entertaining enough for them.” asked about his biggest achievement as an artist aside from winning awards internationally, Jed says it is being able to mentor new artists in “Tawag ng Tanghalan,” in “Your Face Sounds Familiar” and at WCOPa. “Until now, I’m very active as a mentor of new artists.
