WHO: Philippines remains polio-free Survey: Majority of Filipinos still satisfied with anti-drug campaign by GAEA
The pollster also noted that the main reason why 82% of Filipinos across the country are satisfied with the war on drugs is because of the reduction of drug suspects in their local communities. The undecided respondents, meanwhile, claimed that the drug trade and drug suspects are still prevalent. Those who are dissatisfied, SWS noted, were the same group who recently gave Duterte lower net satisfaction rating. The June 2019 survey also revealed that net satisfaction with the performance of Duterte was excellent 76. Presidential spokesperson Salvador Panelo said the poll showed that the international community has a warped understanding of what was happening
in the country. “If it’s true that there are human rights violations, then the people of this country will rise against this administration,” Panelo said Monday, Sept. 23. “It’s not true that policemen just kill at will, they cannot do that,” he added. The survey was conducted by SWS using face-to-face interviews of 1,200 adults nationwide: 300 each in Metro Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of 3% for national percentages, and 6% each for Metro Manila, Balance Luzon, the Visayas, and Mindanao). FILIPINOS remain satisfied with President Rodrigo Duterte’s three-year war on illegal drugs, a recent Social Weather Stations (SWS) survey revealed. The poll, conducted from June 22 to 26, found 82% of adult Filipinos satisfied with the government’s anti-narcotics campaign. Those dissatisfied accounted for 12% and 6% were undecided — resulting in a net satisfaction score of “excellent” 70. According to SWS, the net satisfaction of the anti-illegal drugs campaign has always been either “very good” or “excellent” in the past 11 survey rounds with the highest rating recorded in December 2016 at “excellent” 77.

MANILA — The Philippines has not yet lost its polio-free status despite having two cases of the highly contagious disease, the World Health Organization stressed on Wednesday, September 25. Rabindra Abeyasinghe, acting WHO representative in the Philippines, explained that a country remains polio-free if no new case of wild poliovirus has been reported. “The Philippines continues to remain polio free... The occurrence of the vaccine derived polio cases does not constitute the fact that you have lost your polio-free status,” Abeyansinghe said in a press briefing. The last case of wild poliovirus is the Philippines was reported in 1993. WHO declared the countrypolio free in 2000. Only Afghanistan and Pakistan are the only two countries where the wild poliovirus has not been eradicated. “Vaccine derived polio is not unique,” Abeyansinghe said, citing outbreaks in Papua New Guinea, China and Laos. Trump then nominated the 41-year-old Fil-Am for a district judge position on the U.S. District Court for the Southern District of California this past January. If confirmed to the Ninth Circuit, Bumatay would become the first Fil-Am judge to serve on a federal appeals court, and the second Fil-Am Article III judge ever in U.S. history. Bumatay would also become the second openly LGBT federal circuit court judge. In his current position, which he has held since 2012, Bumatay is a member of the Appellate and Narcotics Section. He previously served as counselor to then-Attorney General Jeff Sessions on various criminal issues, including the national opioid strategy and transnational organized crime. “Patrick Bumatay will make a terrific judge on the Ninth Circuit,” Sessions said in a statement on Friday. “He has dedicated his career to upholding the rule of law. PAGE A1 According to the UN Human Rights Office, it has been receiving more information on incidences of intimidation and reprisals against victims, members of civil society and activists, reflecting a rise in cases globally. The cases range from activists suffering detention and prison sentences, to acts of intimidation such as filming participants in meetings without their consent. “We also have some severe cases of authorities threatening and harassing family members of activists,” said UN Assistant Secretary-General for Human Rights Andrew Gilmour on Thursday, September 19. He added, “Some governments seem prepared to go to almost any lengths to punish people who cooperate with us. This may actually underscore the justice of the victims’ causes.” The report, presented Thursday to the Human Rights Council in Geneva, detailed the cases in the Philippines as well as other
countries. Philippine Senator Leila De Lima’s detention was cited as one of the cases. “Regarding the former Chair of the Commission, Ms. Leila M. de Lima, on 24 August 2018 the Working Group on Arbitrary Detention adopted an opinion which highlights, among other things, that the detention is deemed arbitrary and recommends that Ms. De Lima be released immediately, afforded compensation and that her detention be investigated. Ms. de Lima has been in prison since February 2018 on allegations of drug-related charges, deemed ‘politically motivated’ by several special procedures mandate holders,” the report read. Another one was the complaint filed by Karapatan, a national human rights organization, before the Commission on Human Rights (CHR) with regard to the red-tagging and terrorist-labelling of rights groups. “In April 2019, Karapatan members reportedly were subjected
to continued threats, harassment and intimidation against them and their partners. They noted in particular the ‘red-tagging,’ which attempted to discredit the reports Karapatan sends to the UN as a basis for smear and vilification campaigns, and the terrorist-labelling of organizations in line with the Government’s counterinsurgency program,” the report said. Low vaccine coverage The acting WHO representatives in the Philippines stressed that the transmission of vaccine-derived polio usually happens when the vaccine coverage in an area is inadequate. “It’s unfortunate that in the Philippines, the vaccine cover-
age is far from satisfactory,” Abeyansinghe said. The oral polio vaccine coverage in the Philippines for three doses is only around 66%—way below the target of 95%. The coverage of the injectable vaccine is even lower at only about 40%. “That means that one in three children is not receiving their vaccine. This situation is giving rise to the occurrence of vaccine derived polio outbreaks,” Abeyansinghe said. He also pointed out that while the Dengvaxia controversy has contributed to the low vaccine coverage, it is not the only factor that gave rise to the low immunization rates in the country. “Vaccine coverage for polio

It’s critically important that we ensure that all children have access to vaccines on a regular basis,” Abeyansinghe said. Polio is a highly infectious viral disease, which mainly affects young children. The virus is transmitted by person-to-person spread mainly through the fecal-oral route. Initial symptoms of the disease include fever, fatigue, headache, vomiting, stiffness in the neck and pain in the limbs. Polio can cause paralysis, which is often permanent, in a small proportion of cases. n

According to Lacson, the plan of House members to stash pork allotments in the P4.1-trillion spending program for 2020 fizzled out even before he spoke about it on Monday. “It did not push through, not because I mentioned it,” he told reporters. “Even before I talked to you [on Monday], they decided not to push through with it … But I was not aware that they dropped [the plan]. I just found about it moments ago when I checked with my sources what really happened,” he said. Villafuerte move Lacson, whose objection against the pork barrel system has become his personal crusade, claimed that the alleged plan to insert pork happened when Camarines Sur Rep. Luis Raymund Villafuerte Jr. asked for the withdrawal of the General Appropriations Bill after the plenary had approved it on third and final reading. Villafuerte, the deputy speaker for finance, made the move upon the order of Speaker Alan Peter Cayetano on Aug. 28. “You cannot do that here (in the Senate). This is worse than what happened last year [when] the budget measure was approved on second reading during the time of [then Speaker Pantaleon] Alvarez,” Lacson said. He said that when there was a change in the House leadership last year, the approval on second reading was withdrawn. “That was when the amendments were made, including the P75 billion [in pork].” ‘Cholesterol-free’ budget Sen. Christopher Lawrence “Bong” Go said he would join his colleagues in ensuring that next year’s national budget would be free of pork. “I’m not in favor of pork. As a neophyte senator, I want [the budget] to be cholesterol-free,” Go said.
“For me, what’s important is that the funds would go to the people and the services that the public needs,” he stressed. Senate Minority Leader Franklin Drilon and fellow opposition Sen. Risa Hontiveros said they would remain vigilant in closely scrutinizing the budget measure that the House would transmit to the Senate. “I’m sure with the sustained leadership of Senator Lacson, guarding against pork in the [budget] will not lack a champion in the Senate,” Hontiveros said. Veto Presidential spokesperson Salvador Panelo, meanwhile, said President Duterte would scrutinize and veto any unconstitutional item in the P4.1-trillion proposed 2020 national budget, amid allegations that it included pork insertions for congressmen. Pork, a source of kickbacks, refers to all forms of discretionary and lump-sum items in the national budget allocated to lawmakers for their pet projects. The House passed the spending measure by a vote of 257-6 last September 20, two weeks ahead of the original October target, as the chamber’s leaders sought to prevent a repeat of the prolonged delay that marred the enactment of the 2019 budget. Passage of the current budget was delayed by more than four months after the House, Senate and the Cabinet traded accusations of making pork insertions in the bill, forcing the government to operate on a reenacted budget. The spending measure was signed into law only in April, but the President vetoed P95.3 billion worth of projects inserted by lawmakers. Interparliamentary courtesy In the House, Capiz Rep. Fredenil Castro, a former majority leader, said he hoped Lacson would stop making unproven allegations against a coequal body. Castro said Lacson should stop giving his opinion and remember interparliamentary courtesy, noting that the senator had not even scrutinized even one line of the appropriations bill. Senior Deputy Majority Leader Jesus Crispin Remulla said the House would not be drawn into a tit for tat with the Senate over Lacson’s statements.
Remulla said the current House leadership, unlike the previous one, had no interest in a war of words with senators on pork allegations, noting how a feud between the two chambers delayed the passage of the current budget for more than four months. In a statement on Tuesday, one of the 22 deputy speakers, Rep. Eddie Villanueva of the anticorruption Cibac party list, denied Lacson’s allegations. “As far as I am concerned, as deputy speaker for good governance and moral uprightness, with due respect to Senator Lacson, his allegation of the said alleged plan to give all House deputies P1.5 billion each is a big, big LIE!” the founder of the Jesus is Lord movement said. MANILA – The Department of Justice (DOJ) has asked the Makati City Regional Trial Court to exclude the Rizal Commercial Banking Corporation (RCBC) from “attending and interfering� in the case it filed against its bank officials related to the $81-million funds stolen by hackers from the Bank of Bangladesh in 2016. RCBC, last month filed a motion to quash the subpoena to stop its internal auditor from testifying and producing in court the initial audit report dated Feb. 8, 2016, and the updated final audit report dated March 17, 2016. The audit reports were supposed to be used by the prosecution to prove the existence of money laundering. RCBC, in their motion to quash said that there are other accounts not related to the case that is included in the audit report and submitting them in court could expose them to liability and may be held criminally, civilly and/or administratively liable. But the Makati Regional Trial Court, on September 17, denied RCBCs motion. “The authority of the AMLC [Anti-Money Laundering Council] to have full access on related accounts under the bank inquiry order should not be frustrated by

The DOJ pointed out that RCBC’s participation in the case “has caused undue delay� in the proceedings. During the September 24 hearing, the court has already submitted the DOJ’s motion for resolution. The Makati Court is hearing the case filed by the DOJ against officers of RCBCs Retail Banking Group (RBG). In a press conference, Evangelista announced that he tendered his resignation to Gen. Benjamin Madrigal, outgoing chief of staff of the Armed Forces of the Philippines. Evangelista said Brig. Gen. Bartolome Vicente Bacarro, commandant of the military’s cadet corps, also resigned from his post. “It is now the proper time for
me as the head of the institution together with the Commandant of cadets to relinquish our respective positions,� Evangelista said. He said he was not leaving his post “in the midst of crisis� but that the Filipino people would have to be shown “what command responsibility should be.� Evangelista and Bacarro’s resignations came a day after two more cadets were admitted to the hospital after they were subjected to hazing rites. Before this, Cadet 4th Class Darwin Dormitorio became the latest hazing fatality, reuslting in he dismissal of two academy officials who were identified as having the ranks of major and captain.
Evangelista said, however, that Dormitorio’s case was up to proper authorities. “All that is right, legal and moral must be learned, experienced and inculcated in every lesson, activity, interaction and relation in every cadet’s four-year journey at the PMA,� Evangelista said. Bacarro clarified that the resignations did not mean an admission of lapses on their parts. “We did everything we can and even with that, [for] the principle of command responsibility, we volunteered [to resign],� he told reporters in a phone interview. MANILA — The House of Representatives started on Tuesday, September 24, deliberations on the proposal to revive the death penalty. The House committee on justice tackled 12 bills seeking reimposition of capital punishment for heinous crimes, particularly plunder and drug-related cases. The measures seek to amend Republic Act 9346, the law signed by former president Gloria Macapagal-Arroyo in 2006 that abolished death penalty in the criminal justice system. Proponents argued that the revival of the death penalty would deter heinous crimes and serve justice to victims. But during the hearing, human rights commissioner Karen Gomez Dumpit opposed the proposed measure.
She argued that the death penalty takes away the chance of convicts of heinous crimes to reform. “In life sentence, the prisoner would be given the chance to be reformed and he should be suffering for the crime he did,� Dumpit told lawmakers. During his fourth State of the Nation Address, President Duterte asked Congress to reinstate capital punishment for heinous crimes related to drugs and corruption. The death penalty bill was passed by the House of Representatives in the 17th Congress, but was not enacted after it faced strong opposition in the Senate. Allies and critics of President Duterte in the House expressed support for moves to revive the death penalty for heinous crimes. “The alarming increase in heinous crimes calls for the reimposition of capital punishment,� Surigao del Norte Rep. House Minority Leader Bienvenido Abante also supported the revival of the death penalty for heinous crimes such as massacre, terrorism, murder with rape and plunder. Teachers and nurses hold the same pay rate, which is Salary Grade (SG) 11. Their entry-level pay is P20,754. There are proposals in the House to upgrade them to SG 15, which pays about P30,000, or nearly P10,000 more. The law Cayetano referred to is the Philippine Nursing Act of 2002, under which government nurses should be entitled to SG 15 salary. But Congress subsequently passed a joint resolution authorizing the Department of Budget and Management (DBM) to reclassify positions and compensation. The DBM downgraded the pay for nurses to SG 11. Party-list group Ang Nars has challenged the DBM decision in a case filed with the Supreme Court, which is still pending resolution. The DBM, through the solicitor general’s office, has opposed the petition. Unfortunately for nurses, Ang Nars lost in the May elections, though other party-list groups, including those belonging to the Makabayan bloc, have taken up the cudgels for them. Under Executive Order No. 201, President Duterte’s salary this
year increases to P399,739 from P298,083 last year. The adjusted basic pay of the Vice President, Senate president, House speaker and chief justice is P353,470, while that for senators and congressmen is P295,191. Duterte is not included in the planned three-year compensation adjustment program that will start next year, as he will sign any bill approved by Congress. Vice President Leni Robredo will benefit from the increase. EO 201 was signed by then president Benigno Aquino III in February 2016, four months before he finished his term, due to the failure of Congress to approve the proposed Salary Standardization Law 4. Aquino’s issuance served as the legal basis for the four-year fourth round of pay hike in the bureaucracy, under which government personnel, from the President down to the lowest-paid employee, are getting their last annual increase this year. AS the country marked the 47th anniversary of the declaration of martial law last Saturday, September 21, about 20,000 people gathered around Manila Bay for a different type of observance: International Coastal Cleanup or ICC Day. The special day is now seen as the world’s most extensive volunteer effort to promote ocean health, with over 100 countries participating. The Philippines has been among the most active participants in the event, which was started in 1986 by the U.S.-based environmental group Ocean Conservancy. This is due in part to the fact that the country, with its extensive coastline, is also among the most threatened by rising ocean temperatures and sea levels. Beyond the annual observance, the Philippine government continues its cleanup of Boracay. In Metro Manila, about 10,000 people participated in the launch on Jan. 27 this year of the government’s ambitious program to clean up Manila Bay, including the rivers and other waterways that drain into the bay. During every ICC observance, tons of garbage are collected from Manila Bay. This indicates that the clean-up effort isn’t trickling down to communities around the bay and the waterways that flow into it. Encouraging such communities to clean up should be the job of local government units, starting with barangay offices.
In Metro Manila and other urban areas facing the sea, this task often goes hand-in-hand with governance in informal settlements. The so-called Battle for a Trash-Free Manila Bay must include a program to deal with the slum communities that use the bay and waterways as their septic tank and garbage receptacle. Garbage piles up even in waterways that run through communities where there are no squatters. Local governments must intensify efforts to enforce ordinances on proper garbage disposal. Garbage collection must also be enhanced, with recycling and segregation encouraged. Ordinances against littering must be enforced, with violators apprehended and appropriate penalties imposed. Alongside this, garbage receptacles must be installed at strategic spots and the trash collected regularly. People litter because they can’t find a place to put their trash. Outside the cities, there are areas that are facing the risk of becoming another Boracay before the cleanup. With a clear plan and political will to carry it out, it’s possible to clean up coastal areas. (Philstar.com)

I have covered all sorts of politicians and officials in my journalism career, but I have yet to figure out who Mayor Isko Moreno really is. Those who know him tell me “what you see is what you get.” Few politicians are like that. He served as Manila councilor for nine years and then as vice mayor. But he had the initiative to attend governance courses at the Kennedy School in Harvard and then in Oxford. That only shows he sees more in public office than making it a family business. He started poor… knew hunger in his youth… lived in a garbage… then got a break in

The youth takes charge of the adults’ denial, apathy and inaction on the climate crisis threatening life on earth Just recently, we have seen how the students from Parkland, Florida who faced a tragic shooting at their high school in February 2018 spearheaded a movement that demands gun control legislation and came up with the “Peace Plan” to put an end to gun violence and mass shooting in America, all because the adults of the country — especially the current occupant of the White House and the Republican leadership have nothing to offer but “thoughts and prayers” as they remain beholden to the rich and powerful National Rifle Association lobby group for political expediency. This is the same dilemma faced by activists in a more urgent problem that affects not just a state, or a country, or a region of the world. It affects the whole planet earth. It affects all of us living thing. Last Friday, September 20, millions of the youth and young adults in different countries all over the world walked out of their classrooms and work to join a global protest to demand URGENT action on climate change.
This was lead by climate activist Greta Thunberg, a 16-year old student from Sweden who started this global movement. She happens to be in New York City to speak before the UN General Assembly, after delivering her forceful message to Congress. Greta Thunberg and 15 other young people on Monday, September 23 filed a potentially and hopefully world-changing climate complaint, announcing that “they’re suing five of the world’s major carbon polluters on the grounds that the countries are violating their rights as children’. The lawsuit, according to Gizmodo report, was filed on behalf of the youth by the international law firm Hausfeld. It contended “that world governments are violating children’s rights under the UN Convention on the Rights of the Child. The convention drafted in 1989 is the most-signed human rights treaty ever crafted and lays out the inalienable rights of children. They include among others, the right to life, health, and peace, all with special stipulations for indigenous groups. They’re also all things climate change is up-
ending. There’s ample evidence climate change is already making kids and adults sick, killing them, and uprooting their lives.” With the success of this fight, the UN would then classify the climate crisis as a children’s rights crisis. “And more importantly, it would compel Argentina, Brazil, France, Germany, and Turkey— the five countries named in the suit—to work with other nations to forge binding emissions’ reduction targets,” as reported by earthergizmodo.com. Greta was only 15 when she took time off school to demonstrate outside the Swedish parliament, holding up a sign calling for stronger climate action. The power of one exploded to a global movement driven by young people who are afraid about what is happening in our planet and how this will affect their future. “This is all wrong, I shouldn’t be up here,” Thunberg said, addressing the General Assembly and shaking with rage. “I should be back in school on the other side of the ocean. You have stolen my dreams, my childhood with your empty words. We will not
let you get away with this. Right here, right now is where we draw the line.” The message isn’t just for the world’s major carbon polluters, but are also directed toward the adults — who, despite the facts and data from scientific research, had not acted urgently enough to solve the climate crisis that has now endangered life on earth as we know it. “We are at the beginning of a mass extinction and all you can talk about is money and fairytales of eternal economic growth. How dare you!” were the strong impassioned messages of Greta on behalf of her generation and the future generations. She continued, “For more than 30 years the science has been crystal clear. How dare you continue to look away and come here and say that you’re doing enough when the politics and solutions needed are still nowhere in sight. You say you hear us and understand the urgency. But no matter how sad and angry I am I do not want to believe that because if you really understood the situation and still kept on failing to act,
then you would be evil, and that I refuse to believe.” “There will not be any solutions or plans presented in line with these figures here today, because these numbers are too uncomfortable and you are still not mature enough to tell it like it is,” Thunberg added. “You are failing us. Young people are starting to understand your betrayal. The eyes of all future generations are upon you. If you choose to fail us, I say we will never forgive you. Basic governance showbiz. If lots of money is all he wanted, he could have remained in showbiz. He seems strongly motivated to show the world that poor boys can aspire for anything in life and achieve it. The young Manila mayor caught the people’s attention the day after he was sworn into office. Over the next two months and a half, he has done more than his predecessor who had two terms at city hall. Indeed, the mayor provided a bright spot of hope at a time when many Filipinos have given up on their public officials. People wonder if he is for real, or if he can keep this up. The mayor seems amused at all the attention. “I just do what I am supposed to do under the law,” he said, “I am just doing basic governance.” He cited the example of rampant rumbles involving young people in the depressed areas of the city. He used a long existing city ordinance that penalized parents of children caught in the streets. He imposed a curfew for children from 10 p.m. to 4 a.m. Overnight, there was peace and order. As for clearing the streets of Divisoria, he said he simply talked to the organizers in the language of one who grew up in Tondo and they understood. The streets were clean the day after
his deadline. The mayor joked that the eminent business people in the audience are in the wrong careers. If they want oodles of money, they should just be mayor of Manila… he was offered P5 million a day to look the other way in Divisoria. He rejected it and insisted that they give the streets back to the people. The mayor manages by wandering around. He wanders around at odd hours of the day and night. No city official or even police officer is safe if he finds something wrong in their areas. The mayor said his idol in governance is the late Singapore Prime Minister Lee Kuan Yew. He has been reading a lot about LKY and tries to apply lessons learned. He also subscribes to the broken window theory used by Mayor Rudy Guilliani in New York City. This is why he is focused on cleaning up the city and asking the private sector to help him revive the historical buildings in Escolta and Binondo. He claims to have a PhD in garbage management because he spent a good part of his youth earning a living in the garbage dumps. He knows what to do about garbage collection, which he said, starts with changing the mindsets of citizens.
Hunger is a special concern of the new mayor. So he sought the help of another Tondo boy, Ramon Ang of San Miguel. Last week, the mayor and Mr Ang inaugurated SMC Better World Community food bank and education center in Tondo. The San Miguel feeding program would help students do better in school. “I know what it feels like to come to school starving,” said Moreno. “Hindi lang ako, pati ‘yung mga kaklase ko, medyo slow at hirap ‘pag walang chicha,” he said. San Miguel Foundation’s “Better World Community” will provide daily meals to impoverished kids in Tondo for the next 10 years. They are also planning to build nine other food banks in other depressed areas of Manila. They are working with another volunteer group to help gather food donations from restaurants and hotels. Ease of doing business is now a reality in the City of Manila, he said, and business permits can be had in a day or two at the latest. He said there is no valid reason to delay. There are those who say the mayor reminds them of Duterte and is his best successor in 2022. But Mayor Isko dismisses the thought. He is focused on proving good governance can change the city for good.

But I noticed how he differentiates himself, perhaps subliminally, to Duterte. He says he believes in the rule of law and he intends to stay within the law at all times. No EJKs, no shortcuts. Highly placed sources tell me that Duterte is a fan of the mayor. Duterte likes the spunk and humility of the man. THE Bureau of Customs (BoC) has installed six state-of-the-art xray machines in four major ports around the country, giving a boost to its campaign against illegal drugs and other contrabands. Customs Commissioner Rey Leonardo Guerrero said on Tuesday, September 24, that the six fixed portal x-ray machines, which are capable of detecting illegal drugs, were installed at the Port of Manila (PoM), Manila International Container Port (MICP), Port of Davao (PoD) and Port of Cebu (PoC). They are part of the P1.2-billion contract awarded by the BoC’s Bids and Awards Committee (BAC) last year to the Joint Venture of Astrophysics Inc., Astrophysics Asia Inc. and Genesis Transunited Inc. (Astrophysics) for the supply, delivery, installation and commissioning of 50 various types of modern x-ray equipments.
The 50 consist of 15 units of fixed baggage x-ray machines, 25 units of hand-carried baggage x-ray machines, 4 units of mobile baggage x-ray machines, and 6 units of portal-type x-ray machines. Guerrero said that strengthening customs efforts and capabilities against smuggling and other customs fraud were among his top priorities. “We need to immediately install and upgrade our x-ray machines to strengthen vigilance and prevent the entry of smuggled and contraband goods in the Philippines,” said Guerrero. Guerrero said the equipment upgrade was significant for the enhancement of the BOC’s nonintrusive inspection of shipments using x-ray machines. According to BOC-X-ray Inspection Project (XIP), the newly acquired modern x-ray machines can scan at least 120 containers per hour. The machine is also equipped with material discrimination ca-
pability allowing x-ray image analysts to distinguish organic and inorganic materials. The capacity makes image analysis of x-ray inspectors more accurate in their decision-making process. The x-ray machines also have lower radiation dose ensuring the safety of x-ray workers, as well as the transacting public who may be exposed to radiation. The x-ray scanners are expected to further enhance the capability of the BoC in detecting smuggled and anti-social goods like misdeclared items, undervalued goods, non-declared goods, as well as the entry of narcotics in various ports nationwide. It will also enable the rapid and effective screening of containerized shipments with minimum interruption to the movement of goods inside the ports. MANILA – The Commission on Human Rights (CHR) opened on Tuesday, September 24, new facilities in its main office, including a human rights “collaboratory” space, as it commemorated the sacrifices of people and the atrocities committed during the martial law regime of President Ferdinand Marcos. The renovations are a sign of the unwavering commitment of the CHR to uphold human rights, CHR Chairman Chito Gascon said during the program on Tuesday afternoon, which was attended by several members of the diplomatic corps. “Our commitment as a commission, that we will, while we remain in office, continue to establish this institution as a safe, enabling, and empowering space for the broad human rights community not just for the commission and its staff, but more importantly, for our partners,” Gascon said. The space, originally a seldom-used corridor, is located beside the hall and their new multimedia room. The working area, which contains various information resources, will be open to rights advocates, students, and reporters covering
the CHR beat. Computers are also available for visitors to access the Human Rights Observatory — CHR’s “online platform and dashboard for key human rights thematic areas.” According to Gascon, there is a certain symbolism in why they chose this part of the CHR office as the human rights collaboratory space — which he says is a combination of the words corridor, collaborate, laboratory, observatory, and oratory. “You may not know it, but this space was the darkest, and the wettest, and the gloomiest part of the entire building. Because it is the singular corridor that meets two buildings, the old building of CHR, and the new spaces that we have been inaugurating over the last two years,” he told guests at the inauguration. “We consciously decided to open this space and make it available to you, because we are believers in what is possible, even in the darkest and most difficult of times, we can still innovate, we can still create so that we might be able to transform,” Gascon added, apparently in reference to the dark era of the Marcos regime. Aside from the mentioned changes, several offices in the CHR complex were also reno-
vated, while a caucus room was added. Funding of the renovations was made through the European Union (EU) Governance in Justice (GOJUST) Project and aid from the Agencia Española de Cooperación Internacional para el Desarrollo (AECID). EU Delegation head Thomas Weirsing, Spanish Ambassador Jorge Moragas Sánchez, and French Ambassador Nicolas Galey attended the event and praised CHR for the betterment of the rights situation in the Philippines. Weirsing vowed to support the programs of CHR and strengthen the justice system. They also called on Filipinos to remember the pains of martial law and to prevent such incidents from happening again, in order to truly move forward. “The EU intends to support the Philippines, growth of the people’s access to justice and human rights, through cooperation together with our partners,” Weirsing said. “We need a culture of remembrance, and continuing education to learn — in this context, I praise CHR and civil society organizations for their tireless efforts to spread the lessons of martial law to today’s young generation. It is important not to forget,” he said. n

Fil-Am Bailey Munoz wins ‘So You Think You Can Dance’ Season 16 by Billy

A FILIPINO American emerged as the best dancer of them all! On Monday, September 16, Fil-Am Bailey “Bailrok” Munoz was hailed the champion of the 16th season of “So You Think You Can Dance (SYTYCD)”. The 19-year-old succeeds Filipino American Hannahlei Cabanilla who won the previous season. Aside from being named “America’s Favorite Dancer,” Las Vegas-native Bailrok will also take home a $250,000 grand prize and a cover article in Dance Spirit.
Fellow finalists Mariah Russell, Gino Cosculluela and Sophie Pittman finished second, third, and fourth respectively. Bailrok will also join the rest of this season’s top 10 dancers as they go on tour this fall. “It hasn’t sunk in yet that I’m the first b-boy ever [to win],” Bailrok told Hollywood Junket following his victory. Week by week, Bailrok has wowed the judges by breaking out of his “b-boy shell” and excelling at every genre — from ballroom, to contemporary, to hiphop — and

nailing every performance assigned to him. “B-boying/ girling” is a form of hip-hop dancing which has evolved into a highly demanding type of dance physically and mentally. Bailrok revealed that finding a whole new strength in himself was his favourite part of his “SYTYCD” journey. “I really wanted to show that I could do it, that I could [overcome] obstacles I was faced and to give it my 100 percent every time I was on that stage,” he said. Behind BailRok’s recent success, are his proud parents, Ferdie and Barbra Munoz, and her younger sister Faithe, who were all present during all his live performances. Judge Nigel Lythgoe told Buzz that America got it right when it voted Bailrok as “America’s Favorite Dancer.” “What I loved about Bailey is his heart is bigger than him. And he’s the only one with the only style that hasn’t been done by anybody else on the series,” the “American Idol” producer added. During the show’s finale episode on Monday, judge Mary Murphy was asked to name her favorite routine of the competition. She picked Bailrok’s Broadway routine with “SYTYCD” alumna Koko Iwasaki on the show’s 13th episode last September 2. “He affects me,” Murphy explained. “He triumphs over his challenges.”
For his part, Bailrok said that performing a jazz routine to “Need You Tonight” by INXS, with fellow finalist Mariah was his favorite performance. Bailrok said that he appreciated the challenge to be sexy. The judges stood from their seats as they raved about the duo’s performance. Judge Dominic Sandoval especially commended Bailrok for his moves saying that “you’re a b-boy, but you’re like Magic Mike the Filipino version.” “Once again, blown me away!” Sandoval concluded. Bailrok found his niche in breakdancing as early as eight years old. He earned respect within the b-boying community as he showed confidence and creativity that matched those of his older and more experienced contemporaries. In 2010, Bailrok performed as the other half of the Future Funk duo on “America’s Got Talent” and finished in the semifinals. Since then, Bailrok has worked and met with countless celebrities through dancing. He has charmed a lot of audiences with his diverse performances, ranging from a New York Knicks game to a political sortie of former U.S. Senator Harry Reid. Here are more suggestions and observations: 5. Notify NVC of beneficiary’s marriage or divorce/ annulment. Sometimes, a person is petitioned by their U.S. citizen parent while they are still single, and they later get married. In other cases, a person is petitioned by their U.S. citizen parent when they are married, and their marriage is later terminated by divorce, annulment, or death of their spouse, making them “single” or unmarried. If there is a change in the beneficiary’s marital status, they should notify the NVC, as there is at least a 12-year difference in the waiting time between married and single children of U.S. citizens. I had one consultation, where the child was petitioned in 2000 as married. However, over the course of time, the marriage was annulled. As a result, the person was now considered unmarried or single. There was still a wait of several additional years if they were still married. However, as a result of the termination of the marriage, the priority date for single children of U.S. citizens was already current. But they were unaware of the conversion of the petition classification and could have immigrated to the U.S. years ago as the single/unmarried child of a U.S. citizen. On the other hand, if a person was petitioned as single, and later got married, they are considered married and subject to the priority dates of married children. They should not try to sneak through as “single,” as that would be considered fraud. Instead, they should notify the NVC of the marriage,

and although it will require additional waiting time, at least they will now be placed in the proper family classification. 6. Monitor the priority date. A person’s priority date is based on the date the petition was filed. That becomes their “place in line” for a visa. They then have to wait for their priority date to become current, in order for them to be eligible to receive their immigrant visa or green card. But the waiting time can be anywhere from 2 to 30 years. If your petition was filed and approved, you should continue to monitor your priority date. For my part, each month I publish the monthly Visa bulletin on my website, Facebook, etc., which shows the current priority dates being processed. There are also numerous other sites, including the State Department, that has the monthly Visa Bulletin. Make sure your priority date has not already passed and has been current. There have been some situations I’ve encountered where a person may have been petitioned by a brother or sister in 1990, and they say they are “still waiting.” But the NVC is already processing brothers and sisters who had been petitioned in 1998. Therefore, this person’s visa had been available for years, but they did not monitor their priority date, and were totally unaware that their visa was available for years. These are only a few tips and suggestions while you are waiting for your priority date to become current. If you have issues with any of these items, you may want to seek the advice of an attorney now, rather than risk “losing” your petition. Also, when the priority date finally becomes current you may also want to seek the assistance of an attorney in connection with either eligibility for adjustment of status or consular processing, especially

THESE are the best of times. These are the worst of times. Charles Dickens could have said these words just as fittingly to apply to this tech crazy world we live in today. There are far too many distractions emanating from tech wizardry that derail us from being mindful — that glorious state of mind which allows us to fully live joyfully while recognizing and appreciating the present moment. Mindfulness is a skill borne of discipline. It is the mental and deeply spiritual process of laser focusing one’s energy and full attention to the sensations and experiences happening right now. This skill effectively places all other concerns in the back burner while fully engaged in the moment. Mindfulness has become a highly valued skill in today’s extremely distracting world seemingly spinning at warp speed. It is essentially a mental skill that can be honed and developed by consciously tuning out all distractions through the discipline of regular prayer and meditation. It is the finely honed craft of just being yourself in the moment, without the baggage of the past or the anxieties of the future. It is considering the present moment as a gift to be relished and enjoyed fully. Do you feel incomplete, naked, inept and insecure when you are not tethered electronically to your cellphone or your computer? Do you feel less of a person? Take heart. Just like the common cold, thoughts and images “go viral…” The power of a message is now measured by the number of tweets, retweets, hits and views it gets. Many are choosing to live in virtual reality rather than in the real world believing they can safely hide behind a cloak of anonymity. Disabuse yourself of the idea. No one remains anonymous for long. Just like sin, nothing and no one remains hidden in secret. These thoughts and images go around fast just like the weather patterns that change and swirl around the globe. And just like the weather, our cultural world is being shaped by our collective thoughts within the structure and framework of the technologically wired environment we live in today. Do we then damn technology because of the potent power it helps wield over us? Certainly not. It would be a big mistake to blame technology for our present woes.
Just like fire and electricity and practically all of man’s tools and inventions through the ages, technology is a double-edged sword. It can enhance human life or it can destroy just as well. The fault, dear tech user, is not in our stars but in ourselves. It is how we define our relationship with technology and use it in our daily lives. We can be the boss of it. Or if we lose control, we can let ourselves be obsessed by it. It can wreak havoc on our souls, our persona and ultimately our lives. How do we know if technology has us wrapped around its little keypads? It is easy enough to self-diagnose this condition. When we are no longer mindful of our present conditions and depend on technology overly much to do the thinking for us, then we are truly in deep doodoo. People have become so preoccupied and distracted by the mind boggling possibilities presented by multitasking that is engendered by a tech-enhanced way of life, that they tend to forget what is important and what truly matters. With discipline, proper attention and care, ozone sanitizers are safer and more effective than chemical cleaning agents for our home. The ozone gas can reach tiny spaces, nooks, and corners, even on the ceiling, where chemicals like chlorine and other bleaches and cleaning agents could not be used as safely. Chemical fumes are also much more harmful to inhale (unintentionally but could not be helped sometimes) than residual ozone smell. Ozone also removes bad odors in
our homes. Releasing an extra atom of oxygen into the atmosphere (as O3 dissipates within an hour, and becomes O2 again) provides a little more oxygen for our environment, and is therefore ecologically better than the chemicals that pollute our respiratory system, our rivers, lakes (our sources of drinking water) and finally the oceans. Although the use of ozone is becoming popular, it is still prudent to do a due diligence before using any method of sanitizing. ***

It is a sad commentary that while we have all the technological aids at our disposal to make our lives better, we fail to use them appropriately. How do we detox? Try going tech free at designated times or for long stretches of time without having to check your phone or your computer for messages that you feel compelled to respond to ASAP. As I have said in another article championing the cause of living mindfully in the moment, “Log off and enjoy your hot chocolate.” Unless your work involves saving lives, taking a vacation from technology may prove to offer a higher quality of life by getting back to a state of
mindfulness. Eventually, as we learn to synch and balance our lives with our tech tools, they will be obedient dogs serving us as their master. Think of the perks. We get to appreciate the present moment and appreciate and deeply love the people we are with right then and there. We get to “Carpe Diem” and experience joy in real time. We get to open our eyes and our hearts to the beauty and infinite majesty of just breathing and knowing LIFE IS GOOD– so good you can feel it in your bones. THE nonprofit organization Philippine-American Writers and Artists, in partnership with the San Francisco Public Library, will hold the Fifth Filipino American International Book Festival from October 12-13, 2019 at the Main Branch of the San Francisco Public Library on 100 Larkin Street. In response to the urgent call of the times, marked by increasing anti-immigrant rhetoric, the theme of the book fest is “Isang Mundó (One World): Humanity, Diversity, and Resistance in the Arts. This year’s book fest promises an exciting and diverse program. Immigrant rights activist and Pulitzer Prize winning journalist Jose Antonio Vargas will deliver the keynote address at the October 13 opening plenary session. Vargas, who penned his moving memoir Dear America: Notes of an Undocumented Citizen, has been a staunch advocate for the rights of the undocumented in the U.S. He is the founder of Define American, aimed at promoting dialogue about immigration issues, including the Dream Act, which would provide a channel to citizenship for the undocumented. Vargas will join authors, educators, and activists from the Philippines, New Zealand, Canada, and major cities in the U.S. for a weekend of literary events, performances, and activities for book lovers of all ages. The only gather-
ing of its kind and with this level of continuity in the Filipino diaspora, the book fest enables Filipino writers from diverse “homes,” genres, and generations to come together and share their works in fiction, non-fiction, and poetry, as well as their unique writing experiences. Aimed at a multigenerational audience, the two-day event will also include storytelling and readings, a puppet show, and craft and coloring activities for children. Graphic and fantasy novels, popular among young adults, will be well represented by artists from both the Philippines and the U.S. And since cuisine is a vital component of Filipino culture, writers and chefs will share stories and recipes about the best-loved Filipino dishes, which have been getting a lot of attention in the U.S. in the last few years. Attendees will have a spectrum of non-fiction topics to choose from throughout the weekend, ranging from the immigrant experience to queer identity and other LGBTQ issues, to history of resistance by Filipinos and Filipino Americans for democracy, equal rights, and social justice. Resistance has been a common thread in the immigrant experience in the U.S. as well as the history of the Philippines against colonialism and authoritarian rulers. Public forum on developing CA Master Plan on Aging draws interest
SAN FRANCISCO – More than 1000 seniors, people with disabilities and citizens concerned about quality of life for the fastest growing age group – older adults – turned out at the Hyatt Regency Embarcadero in San Francisco last September 20. The gathering was the largest event to be held in California to date, with information shared and big ideas offered for the California Master Plan on Aging, called for by Governor Newsom in June 2019. Policymakers, activists and foundation leaders, all called for a robust response to the Governor’s executive order to develop a CA Master Plan On Aging by October 2020. “This plan poses an historic opportunity to move beyond a patchwork approach to supports and services,” said Marie Jobling, Co-Chair of the Dignity Fund Coalition, a co-sponsor of the event. “We need to build an effective, holistic response that assures the growing number of older adults get the services and supports they need to live with dignity at home and to continue to have a vital role and presence in our communities.” A panel of policy experts and elected officials – State Senator Scott Wiener, Assemblymember David Chiu, San Francisco Supervisor Sandra Lee Fewer and longtime elderly advocate San Francisco Supervisor Norman Yee – discussed the enormity of the challenges posed by California’s growing population of older adults. California’s senior population will increase by nearly 90 percent or 4 million people in the next few decades, according to the Public Policy of California. Currently, 1 in 5 seniors in California lives in poverty, 3 in 10 older Californians do not have enough income to cover basic needs, and 1 in 4 older adults is facing housing cost burdens with many falling into homelessness. In San Francisco, older adults and persons with disabilities represent over 25 percent of San Francisco’s population. By 2030, nearly 30 percent of San Franciscans will be age 60 or older.
Speakers also noted that as the CA Master Plan develops, policymakers will look to learn from San Francisco’s decades long leadership in providing critical supports to older adults and people with disabilities. Local activists and policymakers observed that San Francisco has made great strides, but a statewide vision is necessary to make lasting gains. “We welcome this opportunity provided by the Governor,” said Anne Quaintance, Co-Chair of the Long Term Care Coordinating Council of San Francisco, a co-sponsor of today’s event. “We know from our experience that state involvement is critical to building the integrated and sustainable vision necessary for age-friendly cities and communities to become a reality in the years to come. We look forward to contributing to the CA Master Plan and collaborating with the state to identify opportunities and solutions.” Participants also acknowledged that the large public turnout is indicative of widespread public interest in meeting the needs of older adults and persons with disabilities. Two recent surveys conducted by the “We Stand With Seniors” campaign found that 86 percent of voters support the state investing in more caregiver services for olderadults and their families and 73 percent of voters say they are concerned about their own ability to pay for long-term care. Nine out of 10 voters surveyed across party lines feel it is important for California to have a Master Plan for Aging to invest in services that allow seniors to age in place. The September 20 public forum was the first of a series of public forums that will be held in San Francisco during the CA Master Plan development process. Continued public input will be key to identifying ways in which the CA Master Plan can build environments that promote healthy aging and potentially revolutionize how Californians age for decades to come. Writers, such as Gina Apostol, Elaine Castillo, Grace Talusan, Erin Entrada Kelly, and Randy Ribay, have helped put the community on the literary map with their incredible prose. Since 2009, PAWA, in collaboration with other community organizations, has been helping create venues for Filipino American artists through the book fest
and literary and other cultural events series, such as book readings, performances, and the series of textile exhibits of PAWA’s The Hinabi Project, which seeks to increase awareness and appreciation for the exquisite and rich tradition of Philippine weavings and textiles.
