FOR the last decade, it’s been known that Asian American and Pacific Islander (AAPI) voters comprise the fastest growing electorate in the United States. However, a recent study shows that AAPI voters are still largely ignored by political parties and organizations, rendering the diverse community underrepresented when it comes to policy decisions. The Asian American Voter Survey — which was released on Monday, July 25 by a coalition of AAPI-focused organizations — observed current political attitudes and voting behaviors among Asian American voters at a time whenthe spotlight is pointed at the collective civic AAPI identity. The survey’s main takeaway is that even though more than two-thirds of AAPI registered voters are planning to vote in the

It didn’t take long for Emily Caesar to realize that her husband Trevor had to have his way on everything — how she dressed, who she spoke with, how much she ate, where she went. He never let her forget that he was head of the household, Emily told the court. Emily provided written documents and audio to show how he had allegedly abused her time and again. “I felt I was not allowed to have my own thoughts,” she recalled. California declares state of emergency over monkeypox by AJPRESS

AS part of California’s ongoing response to the monkeypox outbreak, Governor Gavin Newsom on August 1 declared a State of Emergency to bolster the state’s vaccination efforts.

The proclamation supports the work underway by the California Department of Public Health and others in the administration to coordinate a whole-ofgovernment response to monkeypox, seek additional vaccines and lead outreach and education efforts on accessing vaccines and treatment. “California is working urgently across all levels

Pulse Asia survey: Filipinos trust US the most; China, Russia the least FILIPIINOS are generally more trustful towards the United States while strongly wary of China and Russia, new survey results released by Pulse Asia suggest. The survey results released to the media Friday morning, July 29 found that the Filipinos felt a "fair amount of trust" should be afforded to the United Kingdom, South Korea, Japan, Indonesia, the United States, Germany and Australia. Those countries made up seven out of the ten countries the survey asked respondents about. The remaining countries were India, Russia and China, for whom 48%, 62% and 67% of respondents said they had "not too much trust" or "no trust at all," respectively. "In the case of Russia, nearly the same percentages of adults are of the view that the Philippines must

government to secure more vaccines, raise awareness about reducing risk, and stand with the LGBTQ community fighting stigmatization.” To expand vaccination efforts, the proclamation enables Emergency Medical Services (EMS) personnel to administer monkeypox vaccines that are approved by the FDA, similar to the statutory authorization recently enacted for pharmacists to administer vaccines. The state’s response to monkeypox builds on the infrastructure developed during the COVID-19 pandemic to deploy vaccine clinics and ensure inclusive and targeted outreach in partnership with local and community-based organizations. Last month, California public health leaders urged federal partners to make more vaccine doses available to the state as quickly as possible so that the state can expand eligibility to both confirmed and probable exposures, as well as to

individuals who are at high-risk of contracting the virus. To date, the state has distributed more than 25,000 vaccine doses and will make additional allocations in the coming days and weeks. Los Angeles County has received a separate allocation of vaccine. In all, the state has received more than 61,000 doses. The state is also supporting overall vaccination efforts in collaboration with locals, including helping provide staffing and mobile clinics. The state allocates doses to local health departments based on a number of factors, including the number of reported monkeypox cases in an area and estimate of atrisk populations. As of July 28, the state had expanded its testing capacity to process more than 1,000 tests a week. The state’s public health laboratory leaders have been working with local public health, academic, and commercial laboratories to ensure testing capacity is increasingly available and coordinated with the public

health response. CDPH is also expanding treatment options. Access to the antiviral prescription drug tecovirimat (TPOXX) used to treat monkeypox is limited, but the treatment can now be administered at more than 30 facilities and providers across the state. The state continues outreach and education efforts to inform Californians about monkeypox and ways to limit its spread. The state has hosted multiple webinars for local health departments, community-based organizations, and other health care providers and has attended various town halls and community meetings to speak with and hear from the public and local leaders. CDPH is also scheduling listening sessions with the LGBTQ community. CDPH is currently running paid ad campaigns on various digital media platforms to promote awareness and engage communities at higher risk of contracting monkeypox. g

The Hague-based court seeks to resume its investigation of alleged abuses during the Duterte administration’s crackdown on illegal drugs. In an order dated July 14, the ICC said the country has until Sept. 8, 2022, to provide any observations on the ICC prosecutor’s request to reopen its probe. Marcos confirmed the meeting he had on July 27 with Foreign Secretary Enrique Manalo, Solicitor General Menardo Guevarra, Justice Secretary Jesus Crispin Remulla, Chief Presidential Legal Counsel Juan Ponce Enrile and private lawyer Harry Roque to begin discussing the administration’s strategy in dealing with the ICC. The president said Roque was consulted because “he is involved and recognized by the ICC.” An expert in public international law and human rights, Roque is among the lawyers — the only Filipino — accredited to practice before the ICC. “So anyway, [the meeting was held] so we will know what we will do, if we will respond, if we will not respond. And if we will respond, what will our response be. Or it’s also possible that we will ignore them because we are not under them anymore,” he said. The president said the ICC was “a very different kind of a court” so the government’s legal team would “study” the correct response to the ICC probe resumption. “I told them to study well the procedure so that we’ll be able to do the correct thing. Because we do not want, of course, that they might misinterpret our actions. That’s why we should be clear about what we have to do, who will write who, what will be in the letter (among others),” he said.

Senate Minority Leader Aquilino Pimentel III said he did not agree with Marcos’ move, but he acknowledged that the chief executive was the “decisionmaker on if and/or when to join an international organization or treaty.” Probe resumption Lawyers representing the drug war victims said they remained undaunted by the president’s decision not to rejoin the ICC, expressing confidence that the probe would still continue. Edre Olalia, president of the National Union of Peoples’ Lawyers, said Marcos’ decision “would not fatally affect the resumption of the investigation even as it would not be a walk in the park.” “The ICC has the means, experience, resources and creativity to deal with situations such as noncooperation by states,” Olalia said. Experts in international law and even the ICC itself believed that withdrawal from the statute would not affect ongoing proceedings, including the current investigation into the alleged crimes against humanity committed during Duterte’s sixyear war on drugs. This follows Article 127 of the Rome Statute, which states that criminal investigations and proceedings that started before withdrawals took effect will continue. The ICC’s chief prosecutor, Karim Khan, recently asked the court to reopen a probe into the drug war, which was deferred last year upon the request of the Philippine government, after finding that the country did not conduct any genuine investigation into the crimes being investigated by the high tribunal. Lawyer Kristina Conti, cocounsel for the victims, called Marcos’ decision “a terrible mistake, and could prove to be a costly miscalculation not to rejoin the ICC.” “Should [the president] choose not to cooperate with the international court’s investigation supported and called for by many Filipinos, he will contend with a political storm with international Inquirer.net photo impact,” she added. 

Last January, then-presidential aspirant Marcos said he would not allow ICC prosecutors to come and investigate accusations of crimes against humanity. “We have a functioning judiciary, and that’s why I don’t see the need for a foreigner to come and do the job for us. Our judicial system is perfectly capable of doing that,” he said then. Regrettable decision The Philippines, a state party to the Rome Statute since Nov. 1, 2011, formally notified the body of its withdrawal from the statute on March 17, 2018. The withdrawal took effect only a year after, or on March 17, 2019. However, the ICC retained jurisdiction with respect to alleged crimes that occurred in the Philippines while it was a State Party, or from Nov. 1, 2011, to March 16, 2019. In March 2018, then-President Rodrigo Duterte ordered the withdrawal of the country’s ratification of the Rome Statute, the treaty which created the ICC, just weeks after former ICC chief prosecutor Fatou Bensouda announced a preliminary examination was underway into the deaths of thousands due to his administration’s illegal drugs crackdown. Opposition leaders earlier asked Marcos to rejoin the ICC to boost safeguards against human rights abuses. On Monday, Sen. Risa Hontiveros said Marcos’ decision for the Philippines to stay out of the ICC was “regrettable,” insisting that those being investigated by the international body should not be afraid if they “have nothing to hide.” “It is the prerogative of the President, though it is regrettable as the Rome Statute is the collective commitment of the community of nations against

And in true Jo Koy fashion, the comedian had people laughing in stiches during his acceptance speech. “Thank you so much. Man, I’m overwhelmed right now. I am at a loss for words,” Koy said. “I am going to put this on my keychain (elicits laughter)… have this key with my other keys… Oops, this is the key to the city. Sorry, I’m trying to get into my house here.” “And of course this, I’m also going to make a walletsize (gesturing to the County citation),” he continued, while chuckling, “so I can always show people that I have my own day here. So I will be frequently here July 22nd… ‘Jo’s here again’… everyone, go home, this is my day. And then close the gate to Daly City. ‘No one’s allowed in here! It’s my day, have a nice day, bye!’” In referring to the movie “Easter Sunday” which features Daly City, Koy said, “Like I said, it’s a movie about family. It’s the family we know, not just in Daly City but in this world… through

laughter we can identify and relate to each other. And that was the biggest thing I wanted to get across in this film. I wanted to tell the story about my family, but most importantly I just didn’t want to let people know that only Filipinos can get this.” “When you leave, you’re gonna be like, ‘Oh, that mom is just like my mom’ and ‘that kid is just like my kid’. And funny is just funny. At the end of the movie we can just all look at each other and go, ‘Ohhh, my mom did the same thing to me’… and that’s what it’s all about. We all want to be heard,” he added. Koy went on to relate how the circumstances were different when his mom came to the United States – there was no Google, no Instagram. Koy said she had to find her own community, which he talked about during his set in Seattle where his mom would scan the sea of people after church and try to find people who looked like her, asking them if they were Filipinos, and apologizing if they were of a different ethnicity. “And as funny as that is, but that was her reality,” Koy related. “So we got to teach this generation the struggle that our ancestors went through for us so that we can live this one. And it’s crazy that in 2022, we’re still trying to make sure that

she’s heard or he’s heard,” he reflected. He went on to cite Steven Spielberg and the studios for opening the doors for performers like him, and the hope that those doors are kept open so that other people can also walk in those doors. “Let’s try not to bring it back, let’s try not to close it on us ourselves. Let’s keep the door open, right?” he appealed. “And I just want to end it with this: if that door does close, I have the key to open it,” he said, eliciting a ton of laughs. “Love laughter and life. I know how cheesy that sounds, but that’s Filipinos to me. That’s all we do – we love, we laugh and we live, that’s it. And you see it right here in Daly City. Look at us, we’re here and we’re all celebrating this moment together.” After the ceremony, Koy spent the time taking pictures with officials present at the morning rites and posing with fans and well-wishers. Koy is one of the few Filipino American comics with a wide following here and across the globe. upcoming midterm election, less than half have been contacted by the major parties. What’s more is that 52% of Asian Americans said they haven’t been contacted by the Democratic Party while 60% haven’t been contacted by the Republican Party. Among Filipinos who surveyed, 52% said that the Democratic Party hadn’t reached out to them and 57% said that the Republican Party hasn’t reached out to them. “Asian American communities, despite the progress we have made and increasing political power, are still being ignored by many politicians, to their detriment,” said Christine Chen, director of APIAVote. Among the “extremely important” issues among these subjects included health care, education, economy, public safety, and gun control. Notably, Filipinos were the largest group who considered health care (66%) an extremely important issue when deciding who and what to vote for. “Many people, including candidates, think about Asian Americans as very single-

dimensional or dual-dimension, but they don’t think about these complexities and how to really appeal to the broader Asian American agenda,” Janelle Wong, co-director of AAPI Data, said in a press briefing. Following the trends shown in past surveys, the majority of the subjects of this survey support Democratic or left-leaning lawmakers and politicians. As a whole, 56% of Asian Americans consider themselves more leftleaning. However, Filipinos in the survey had the secondlargest share of self-identified Republican or conservative voters, with 32% identifying as such. Likewise, 54% of Filipinos surveyed reported leaning more toward Democratic ideology. About 54% said they would vote for Democrats in congressional races and a majority agreed with generally liberal ideals: a more streamlined citizenship system, stricter gun laws, opposing bans on books and critical race theory, to name a few. Notably, 73% of Asian Americans today worry about hate crimes and harassment,

which is likely due to the uptick in anti-Asian hate incidents over the last two-and-a-half years. The survey was conducted in June 2022 and consisted of 1,601 voters of Chinese, Filipino, Indian, Japanese, Korean, and Vietnamese descent. This survey’s main limitation is the makeup of its subjects as the Asian diaspora in America comprises of dozens more broad ethnic groups. However, this survey is only one of a few dedicated to the Asian American voting bloc, and the researchers are confident that more disaggregated data will lead to more race and ethicityinclusive policies and attitudes among seats of power. Jiny Kim, vice president of policy and programs at Asian Americans Advancing Justice, said in a statement, “Asian Americans are part of a diverse community comprising over 50 different ethnicities and 100 different languages, so it is critical that we conduct this survey every two years because often we are either left out of the polling data or considered an afterthought in the numbers that get reported.” (Klarize Medenilla/AJPress)

WHEN President Joe Biden tested positive for covid-19 on July 21, his physician recommended he take the antiviral drug Paxlovid. The drug significantly reduces the likelihood of hospitalization or death for someone at high risk of developing severe covid. Biden started the five-day course that day, according to the White House, and within six days he tested negative for the virus and was cleared to leave isolation. Biden’s chief medical adviser, Dr. Anthony Fauci, also took Paxlovid when he contracted covid in June yet soon tested positive for the disease again. So he took a second round of the drug even though it isn’t approved for that. Since Paxlovid became available seven months ago, it has eclipsed other available therapies created to forestall lifethreatening covid symptoms in high-risk patients. Some doctors are quick to prescribe it, but as with so much about the covid pandemic, there is controversy. Some patients are concerned about a possible rebound of the disease, while others have difficulty convincing their doctors they are good candidates for the drug. “Paxlovid is still the go-to drug” even though it may not be appropriate for everyone, said Dr. Priya Nori, an infectious disease physician who directs the covid outpatient treatment program for the Montefiore Health System. In a clinical trial, people who had mild-to-moderate covid and were at high risk for becoming seriously ill lowered their risk of being hospitalized with or dying of the disease by 88% if they took Paxlovid within five days of developing symptoms. But even as specialists in infectious diseases praise the treatment’s effectiveness, many doctors say they have questions about prescribing the drug and want better data. Here are answers to some common questions about Paxlovid. Q: What is Paxlovid, and how does it work? Paxlovid is an antiviral medication that is made of two drugs: One blocks a key enzyme

that the covid virus needs to replicate, and the second blocks the first drug’s metabolism in the liver so it doesn’t leave the body as quickly. Patients take three pills twice a day for five days. Q: Who should take Paxlovid? When the FDA authorized the emergency use of Paxlovid, it specified that the drug was to be prescribed to people at high risk of getting severely ill from covid. The high-risk list is long, including people older than 65 and those who have chronic or serious health conditions such as cancer, obesity, diabetes, asthma, and heart disease. Yet seven months after Paxlovid was authorized, some patients have the protection of two booster shots of a covid vaccine, and many were previously infected by the omicron variant of the virus. So doctors are left to assess how much a patient’s history elevates or lowers their risk of severe infection, balancing that against the utility of prescribing a drug that has downsides as well. Some people who fall into a high-risk category may not be able to take Paxlovid if they take any of a long list of drugs that could interact with the antiviral. Temporarily pausing some drugs on the list — like those that treat high cholesterol or high blood pressure — until a course of Paxlovid is finished may not risk serious health problems. But for people who are on drugs such as transplant rejection drugs or antiarrhythmic drugs that regulate their heartbeats, “these could cause catastrophic complications” if taken with Paxlovid, said Dr. Scott Roberts, assistant professor of infectious diseases at Yale School of Medicine. Paxlovid is not recommended for people who are unlikely to get seriously ill from covid. In June, the drug’s manufacturer, Pfizer, announced it was discontinuing a clinical trial for standardrisk people because Paxlovid didn’t significantly reduce hospitalization and death in that group. The trial included both vaccinated and unvaccinated people. Perhaps those results aren’t surprising, since “for people who are low-risk, their risk of getting hospitalized is so low that taking Paxlovid isn’t adding any advantage,” said Dr. Daniel

Kuritzkes, chief of the division of infectious diseases at Brigham and Women’s Hospital in Boston. Also in June, Pfizer announced it had applied to the FDA for full approval for Paxlovid. Q: What are the options for someone who can’t take Paxlovid? A couple of other antiviral medications (Veklury and Lagevrio) and a monoclonal antibody drug (Bebtelovimab) also reduce people’s risk of hospitalization and death from covid. But they are less convenient than Paxlovid, requiring injections or infusions, or not as effective. Still, they are possibilities if someone can’t take Paxlovid. Q: How often do people experience rebound infections after taking Paxlovid? A small percentage of people get covid symptoms and test positive for the coronavirus again after completing a fiveday course of Paxlovid. But how many patients are affected and why rebounds occur are much debated. In the Pfizer clinical trial, 1% to 2% of participants tested positive for covid again after completing a course of Paxlovid. Because the rebound occurred in people who got the drug and those who got a placebo, the FDA concluded that “it is unclear at this point that this is related to drug treatment.” A study published in June by researchers at the Mayo Clinic found that fewer than 1% of 483 high-risk patients who had received Paxlovid experienced rebound symptoms. Anecdotal reports suggest that the rebound figure is higher, though. Several prominent people in the medical community have reported experiencing rebound infections and symptoms, though they are typically mild. MANILA — The Philippines reaffirmed its stance against using nuclear weapons and instead promoted the use of nuclear energy for other peaceful means. The statement comes just as treaty party representatives from around the world attend the 10th Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which kicked off on Monday, August 1 in New York and will continue until August 26. “The humanitarian consequences of [the] use of nuclear weapons are too unimaginable to consider. No nuclear weapons should ever be used and there is nothing that justifies their salience in the military and security doctrine of any nation,” Secretary of Foreign Affairs Enrique Manalo said in a statement on Monday evening. Manila emphasized that international instruments such as the NPT “are fundamental to a rules-based international order that sustains the security of nations and the conditions for our peoples to thrive in peace.” The Philippines also said that the NPT serves as an important avenue to “enhance transparency and establish security dialogue mechanisms among relevant regional actors.” The treaty, which entered into force in 1970, aims to prevent the use of nuclear weapons and their technology. Conference participants are now tasked to look into how the treaty is being

implemented. “The Review Conference is an opportunity to affirm that the Treaty is on a solid footing 50 years after its adoption, and the spirit of constructive multilateralism prevails among nations, notwithstanding geopolitical challenges and conflicts,” Manalo said. The Philippines also emphasized that the NPT is important in keeping nuclear states in the direction of getting rid of their stockpiles as well as discussing the modernization of nuclear arsenals. “We support efforts towards nuclear risk reduction as an intervening measure while we work towards the total elimination of nuclear weapons,” Undersecretary of Foreign Affairs for Multilateral Affairs and International Economic Relations Carlos Sorreta said during the review conference. HE wanted all Filipinos to rally behind “Team Philippines” – and Fidel Valdez Ramos meant it, without snide remarks behind his opponents’ backs or smear campaigns directed at his critics. Winning the presidency by a plurality in a seven-cornered fight in 1992, “FVR” reached out to enemies of the state, forging peace with the secessionist Moro National Liberation Front, granting amnesty to right-wing rebels and negotiating peace with the communists. A hero of the 1986 people power revolt that toppled the dictatorial regime of his cousin, Ramos also reached out to the constituencies of Ferdinand and Imelda Marcos. Upon assuming the presidency, his first achievement was to put an end to the crippling blackouts. Although his solutions led to costly electricity in the long-term, the restoration of reliable power especially in Metro Manila and the production centers of Central Luzon got the economy back on its feet. Ramos then set out to liberalize the economy, allowing the country to avoid the worst of the Asian financial crisis that erupted in July 1997. Within the formidable constraints set by Philippine politics and culture, he made sincere efforts to introduce structural reforms and promote good governance. FVR said six years is too long for a bad president, and too short for a good one. His supporters tried to

push for a constitutional amendment that would have allowed him to seek a second term, but the people’s initiative was shot down. Upon retirement, Ramos gladly played the role of elder statesman. In 2016, following the leadership change, Rodrigo Duterte publicly thanked Ramos for persuading the former mayor of Davao City to run for president under a platform of shifting to federalism. Between rounds of golf and socializing, FVR wrote books. In one, he declared: “The only thing that countries cannot outsource is good government – which must be homegrown – along with leadership, national solidarity, competence, teamwork, and other cherished values.” In an interview in his twilight years, he said, “Who wants to slow down? The most glorious way of dying, as far as soldiers are concerned, is to die from an enemy’s bullet in combat. But equally glorious and noble is just to drop dead of old age after providing for a family, paying your taxes, and helping your community and your neighbor.” That is exactly what Fidel V. Ramos did. MELANDREW T. VELASCO “WE Filipinos have always found it easier to die for our country than live for it. In times of peace and civil order, we seem to fritter away in bickering. We split so easily into fractions, each intent on its petty agenda. We play at intrigue: each pursuing his or her self interest, although doing so may be self defeating.” Thus wrote former President Fidel Valdez Ramos as part of his foreword in the landmark book “Twilight Glory: A Tribute to Filipino Heroes and Veterans” published in August 2020 by Philippine Veterans Affairs Office (PVAO), Media Touchstone Ventures, Inc (MTVI) and the Ramos Peace and Development Foundation (RPDEV). Prophetic it may seem were the former Chief Executive’s words of wisdom, Twilight Glory would go down as my last book collaboration with FVR who joined our Creator last Sunday, July 31, at the ripe age of 94. For over 20 years since my first book on the Ramos family published in November 2000 in time for the birth centennial of FVR’s father, Ambassador Narciso R. Ramos, I have authored and co-published 15

landmark books on FVR’s family members and his foundation. Not all are privileged to work with a former Philippine president. I’ve had the blessing of serving alongside FVR whose love for our country and heart for good governance always ring a bell until he breathe his last. FVR or Steady Eddie, as he was fondly called by his peers and constituents, was better known not just for his thumbs-up sign, “Kaya Natin Ito” slogan, his ears or his tobacco but also for his push-ups and crunches and his programs of his administration especially with Philippines 2000. Before COVID-19 came into being in early 2020, FVR, even at a ripe age of 92 still reported to his RPDEV office in Makati almost daily but stopped playing golf in 2021 upon doctor’s advice. Even in his nonagenarian years, he never failed to carry on what he had started. Always a good soldier, FVR always liked to say that he would rather die serving his country with his boots on than sit idly to enjoy his retirement. Thus, I remember him continuing to inspire and to stimulate, stir and enthuse, define and redefine, challenge and defy the odds. In hindsight, even 24 years after he finished his term as President, FVR or Eddie, the private citizen, refused to be

“tired even while retired.” He continued to be “a reformer despite being a former President,” and delighted by an “ex” but never considered him to be an excess and not yet expired. Other former chiefs of state write their memoirs and then fade into the sunset. FVR was an exception. In fact, he had written more than 30 books while in retirement and through keynote speeches, roundtable discussions, university convocations, etc., kept reminding his successors and other leaders of the urgent things what’s needed to be done for our country and people to achieve a better future. My relationship with FVR can be described as a wonderful journey that transcended beyond the books we have done together. As stated earlier, since 2000, FVR had commissioned me to write on the biographies of his loved ones: “Enduring Legacy,” on his father Foreign Affairs Secretary Narciso Ramos; “ In A Class of Her Own,” on his mother Angela Valdez Ramos; “Mommy: The Pillar of Social Work” on his mother-in-law Josefa Jara Martinez; “Simply Ming,” on First Lady Amelita “Ming” M. Ramos; “Uncle Sim” on Simeon Marcos Valdez; and, “Colors of Light” on his artist, poetess and

ambassador’s spouse auntie Lucia Mangapit Valdez. Among the best book projects we worked and produced together are: Silver Linings, a story on the 25 Years of the 1986 Revolution, RPDEV @ 15: Our Continuing Voyage for Enduring Peace and Sustainable Development and the first volume, Teamwork for Enduring Peace and Sustainable Development chronicling ten years of the Ramos Peace and Development Foundation (RPDEV), a non-profit, nonpolitical, non-partisan nongovernment organization where he served as chair. Our last book together as copublishers was co-authored with PVAO Administrator Gen. Nesty Carolina and Gen. Pol Bataoil, former Congressional Chairman for Veterans Affairs and now Lingayen mayor. Twilight Glory was supposed to be presented on his 92nd birthday celebration on March 22nd 2020 at Fairmont Hotel but had to be cancelled due to COVID-19 and lockdown in Metro Manila. Looking back, it is not only a singular honor and privilege writing and publishing books. All these years, I always consider it is a gift and a blessing from the Almighty and from FVR himself who always served as a constant guide, inspiration, editor and prime mover of said book projects. The past 21 years and the several book teams formed have been a great journey of

rediscovering FVR and RPDEV. With his passing to the great beyond, we have a bunch of team that now form part of a select group called Fidelistas, ardent students and admirers of Fidel V. Ramos. Working with him has allowed the various book teams, notably the millennials, to experience some of FVR’s core values and best practices such as CSW (Completed Staff Work), CSD (Caring, Sahring and Daring), and UST (Unity, Solidarity and Teamwork) – all advocated by FVR. There’s no denying that FVR also became my loving mentor and my second father having earlier lost my own when he succumbed to cancer in 1994. Just like a disciplinarian father, there were times when FVR scolded me when especially when coming in late for our appointed meetings; reprimanded me when I was not up to his high and excellent standards; and, he patted my back in times of appreciation and satisfaction on good works done. During regular visits to his office, he personally saw to it that my team was served with his “coffee royale” laced with virgin coconut oil because according to him, it works well for the health and vitality. We all have to agree. After coffee, he treated us either with a glass of red wine or his special “FVR cocktail drink” invariably laced with soda, rum, cognac, whiskey or brandy while

watching some documentaries or FVR taped interviews showcasing his milestone presidency and continuing work as senior statesman. As for his many sorties overseas wherein I was privileged to join, I witnessed how he continued to be admired, respected and adulated as former President and head of state. But there’s one unforgettable experience I had with him that showed the stuff he was really made of. I remember one incident in June 2013 when we staged the Pilipinas Roadshow with my co-book authors former DILG Secretary Rafael M. Alunan III and Gen. Reynaldo V. Velasco featuring our book “Silver Linings: 25 Years of the 1986 People Power Revolution,” and “Tagaligtas: A Documentary on the Spercial Action Force” (long before the Mamasapano massacre happened) in eight key cities in the United States to promote Filipino values and instill patriotism to the Fil-Ams in time for the Independence Day celebration. Inspite of the debilitating pain on his back and leg when he injured himself in San Diego, California while doing his usual crunch with some Fil-Ams, FVR, who was very well beyond his years, withstood the pain and committed to continue the 8-city tour to Atlanta, Georgia, Washington D.C., Virginia, New Jersey and New York without  PAGE 9

WE can understand why the Congressional delegation led by U.S. House Speaker Nancy Pelosi should skip Taiwan in its meetings with their staunchest security partners in the IndoPacific region, but why is the Philippines, a long-time treaty ally, left out? Pelosi’s delegation, in Singapore on Tuesday, August 2 will proceed to Malaysia, South Korea and Japan while weighing the wisdom of also calling on President Tsai Ingwen of Taiwan as China warns of the dire consequences of such a visit to what it claims as its province. If the Pelosi consultation with allies on “shared interests and values” is any indication, President Ferdinand Marcos Jr. will have to work harder to pull up Manila from the cellar that his predecessor Rodrigo Duterte had brought down relations with Washington. Since Duterte’s watch, has

the Philippines shrunk into a small dot on the U.S. geopolitical screen of the Indo-Pacific region? Would that speck now loom bigger with the ascendancy of the lead male member of the controversial Marcos dynasty? President Marcos enjoys the immunity customarily accorded to traveling sovereigns, but members of his family not in his entourage still have to sort out their individual status – and also that of their Stateside assets – should they plan to enter the U.S. China has been careful to keep strong the bilateral ties cemented during the term of Duterte, who announced in 2017 his country’s “separation” from Uncle Sam while he was standing in Beijing as guest of President Xi Jinping. In Washington, U.S. President Joe Biden raised last week concerns about Pelosi’s trip, telling reporters that the military thinks her trip is “not a good idea right now.” No China policy shift is expected to result immediately from the consultations by her group. But the Pelosi swing through the region – with a stop in

Taipei left hanging – would be productive by helping draw out a deeper and larger view of the official attitude of the inscrutable Chinese leaders on the Taiwan issue and related matters. CIA director William Burns has said he believed a Chinese attempt to forcibly seize the island, with its 23 million population – 154,000 of them Filipino workers! – was only a matter of time. But time is an infinite continuum! Although China sometimes flies warplanes menacingly close to Taiwan, many security analysts say that an invasion at this time is not probable, nor profitable, for China. If one does occur, however, the U.S. is committed at least on paper to rush to its defense. Such a military confrontation exploding soon may look farfetched. But if it does happen, what will Manila do? What will Marcos do? Watch from across the Babuyan channel the war raging some 711 air km away from his Ilocandia redoubt? ‘Resetting barangay polls unconstitutional’ There is again another move in the Congress to postpone the

barangay elections that have already been set this December. Instead of resetting these village polls to suit the changing politics of some potent groups, why don’t we just make elected barangay officials hold office for life? After saying that, more in exasperation, we yield to an expert election lawyer, Romy Macalintal, who says that postponing barangay elections is unconstitutional. He elaborates: “The Constitution gives Congress the power to ‘fix the term of office of barangay officials’ but not the power to ‘postpone’ their election. Only the Commission on Elections has exclusive authority to postpone an election after it has determined that any of the causes under Section 5 of the Omnibus Election Code warrant such postponement. “However, Congress has the power to postpone the Sangguniang Kabataan polls since SK is not created by the Constitution and SK officials are not barangay nor local elective officials. “While Congress has postponed several scheduled

barangay polls in the past, said act was never challenged before the Supreme Court. Now that several lawmakers plan to postpone the Dec. 5, 2022, barangay polls to Dec. 5, 2025, which would be its fourth postponement, it is high time that this constitutional transgression committed by Congress be stopped. “The moment Congress has fixed the term of office of the barangay officials, say for three years, the said term cannot be extended by law as it will violate the electorate’s right to choose their own leaders. When the voters cast their ballots, the mandate given these barangay officials is only for three years. “Thus, the Supreme Court ruled that said officials can only ‘legally and morally justify their reign by obtaining the consent of the electorate.’ “It is again proposed that the incumbent barangay officials be allowed to continue serving in a ‘holdover capacity.’ But this, as SC ruled, is ‘a subtle way to lengthen governance without the mandate from the governed. If they want to continue serving, they must get a new mandate in

the elections as scheduled by law.’ “It is unconstitutional because ‘holdover positions’ are actually ‘legislative appointments’ making holdover positions violative of the constitution’s rule that barangay officials should be elected and not appointed.” On ‘saving funds’ by postponing the election, we agree with former senator (now representative) Ralph Recto’s opposition when the Senate voted to postpone the 2016 barangay polls. He said: “Makakatipid daw? Pero paano? The math here is that by putting off the elections for a year, we are only putting aside funds budgeted for the elections for a year. We can only save money if we are permanently canceling the polls. More Senate panel heads elected; Imee Marcos gets 4 chairmanships by Maila

MANILA — Senator Imee Marcos, the sister of President Ferdinand “Bongbong” Marcos Jr., will now lead four committees in the Senate. On Tuesday, August 2, Imee Marcos was named head of two more committees: electoral reforms and people’s participation, as well as cooperatives. This is on top of the two panels — foreign relations and social justice — earlier assigned her to

lead in the upper chamber. Meanwhile, neophyte Senators Mark Villar and Robin Padilla were elected chairman of the Senate committees on banks and public information, respectively. Villar was also earlier named chairman of the trade panel, while Padilla has been chosen to lead the committee on constitutional amendments and revision of codes. Senator Grace Poe is the new head of the committee on economic affairs, while Senator JV Ejercito will lead the committee on urban planning,

housing, and resettlement. Aside from economic affairs, Poe will continue to lead the public services panel. Five senators — Cynthia Villar, Nancy Binay, Sonny Angara, Christopher “Bong” Go, and Ramon “Bong” Revilla Jr. — will keep the chairmanship of their committees in the 18th Congress. Villar will continue to lead the environment committee, Binay is still the panel tourism head, and Angara will remain chairman of the youth panel. Go will keep the committee’s

chairmanship on sports, while Revilla will continue to head the committee on civil service, government reorganization, and professional regulation. Aside from the environment panel, Cynthia Villar was also earlier elected chairperson of the committee on agriculture, food, and agrarian reform. Q: Given the rebound effect, do current prescription guidelines need to be revisited? Some medical experts wonder if tweaking the timing or duration of a course of Paxlovid might eliminate the rebound effect some patients experience. If people started taking Paxlovid on day 3 of symptoms, instead of right away, for example, their bodies’ defenses could kick in, bolstered by vaccines or previous infections, Nori said. “Then we augment with the antiviral, and this rebound might be mitigated,” she said. Many experts believe a fiveday course is just too short, said Wachter, who wants more data. “You would think it wouldn’t be that hard to do a study on five days versus seven days versus 10 days,” he said. According to Pfizer’s Longley: “There may be some patient populations who may benefit from longer durations of treatment or recurrent treatment, and we are considering additional studies to evaluate this in some populations.” Q: Fauci took a second course of Paxlovid after experiencing a rebound effect. Philippine Airlines supports Asia Pacific Fashion Week 2022 THE past two pandemic years were not particularly focused on flying or fashion events. By Ferdie Villar THERE was a time when Anjanette Abayari was a busy bee in showbiz circles in the Philippines. A former Binibining PilipinasUniverse winner (she was dethroned due to citizenship issues), Anjanette got to star in a “Darna” movie, and was a leading lady to many of that time’s action stars in the ‘90s. That time was a hectic one for Anjanette, having made, in her estimate, some 30 movies in the eight years she was active in showbiz. “Coz my whole intent was just to go and work. I wasn’t anywhere near my family. It was just me there alone. I wanted to just not have time to miss them,” she recalled in a recent vlog with Cristina Gonzalez-Romualdez which was featured in an article in PEP.ph. During that time, Anjanette says that she made wrong choices, including becoming involved in relationships for the wrong reasons. “Life happens and then we kind of drift apart from Him… in and out, in and out,” she said. “Showbiz is the world. The temptations of the world get to us. We’re only humans. We all fall short. So that’s what happened.” “I was more about pride and myself and all just… everything was me, me, me,” she continued. “We’ve had a lot of boyfriends in our lives… most [of] my boyfriends were all based on choices of how they looked or whatever… That it’s always about our image before. And you think, ‘Okay, maybe.’ But then it never works out. They don’t have that respect for God. They don’t have that fear. They don’t have law or commandment or things that they go by. They always hurt you somehow,” Anjanette added. Her life today is a far cry from what it was about three decades ago. Anjanette met her husband, Gary Pangan, who is a pastor, after a tumultuous incident in her life. She got caught with drug paraphernalia at the airport in

Guam, which Anjanette said in a March 2017 interview in Esquire did not belong to her. That incident led her to be blacklisted by the immigration bureau in Guam and declared persona non grata in the Philippines. They met at a Bible study and became comfortable with each other. Gary also became close to sons. Soon after, Anjanette became a very active and devout Christian. For Anjanette, it is important to find a person who believes in God. “Somebody who believes in and trusts and respects and loves God,” she said. “It’s the most important thing, because everything else will follow. Seek first the kingdom and all those things will happen.” “This one is just amazing,” added Anjanette, referring to her husband Gary. Anjanette also admitted that her husband is not perfect, and stated, “but if God is the center, everything will follow.” Currently, Gary and Anjanette have a YouTube channel where viewers get to the former Darna star and beauty queen reading Scriptures. *** Cebu’s Nicole Borromeo was crowned Binibining Pilipinas International in pageant rites held at Smart Araneta Coliseum on Sunday, July 31. THE World Health Organization on July 23, 2022 declared Monkeypox a global emergency. Worldwide, there are more than 16,000 cases of Monkeypox, involving 75 countries so far, with at least 5 deaths. In the United States 4,600 cases have been reported in 30 States, the greatest number of cases compared to any country in the world. In the Philippines, one case was reported on July 19. Today’s article on Monkeypox is authored by our guest infectious disease consultant, Dr. Joel C. Ang, MD. FAAFP, AAHIVM, President/Lab Director, Q Street Medical Associates in Washington, DC. What is monkeypox? Monkeypox is an illness caused by a virus closely related to the smallpox virus. Think of monkeypox and smallpox as their own unique type of virus. Historically, monkeypox has mostly infected animals in Africa, with an occasional spread to a human. The virus has escaped from its usual animal host and is now spreading from person to person. It has entered the sexual networks of men who have sex with men, and is increasing among that group. There are also a smaller number of cases occurring in other people. What are the symptoms of monkeypox? The virus causes blisters or pustules (“poxes”), which can be very painful. These can appear anywhere on the body. In the current epidemic, they also are commonly found in the “underpants zone,” namely the genital and anal areas. They can also cause swelling and pain inside the anus. People infected with monkeypox may also have fever, muscle aches, headache, cough, swollen lymph nodes, loss of appetite, and other symptoms. People with monkeypox are generally ill for 3 to 4 weeks and must quarantine to prevent further transmission. How is monkeypox spread? Most commonly this virus is spread by skin-to-skin contact, such as during sex, especially via contact with the fluid from one of the pox lesions. Monkeypox may also be transmitted by respiratory secretions and by body fluids

such as semen. Close intimate contact seems to be the most common way it is transmitted, as opposed to simply being in the same room as someone. Because of the risk of transmission, a person with monkeypox is asked to isolate from other people until they have fully recovered. Is monkeypox an STI? According to authorities, monkeypox is not a sexuallytransmitted infection, because it does not always require sex for transmission, just skin contact with the virus. However, the same could be said of herpes, which is often thought of as an STI, but is easily transmitted by non-sexual skin contact. There are many other STIs that can be transmitted non-sexually: by transfusion, needle-sharing, perinatally, etc. Just “being gay” does not necessarily put a person at risk of monkeypox; rather, it’s who he is in intimate contact with. This is important as gay males, who are not sexually active at all, have the same risk as anybody else. It is what one does intimately and with whom he does it with that exposes a person to this virus. How does one get tested? A health care provider swabs the fluid from a pox lesion and sends the swab to a lab for testing. This test is now available via large commercial labs in the U.S. There is no self-testing yet, and there is no blood test. A person must have at least one pox lesion in order to be tested. In that case, they should go to a health care provider. How can monkeypox be prevented? The most surefire way would be for a man to not have sexual contact with new male partners for the time being, since the virus is circulating primarily among men who have sex with men, and by intimate (often sexual) contact. It’s helpful to know who you are intimate with, whether they have a rash or other symptoms, or have been ill recently. Sex clubs, sex parties, and other similar settings pose a high risk of infection if a participant has this virus. There is a vaccine, JYNNEOS, that is effective at preventing monkeypox (and smallpox). The vaccine is given as a shot under the skin, usually in the upper arm, with a second dose a month later. People tend to have minimal aftereffects from the vaccine. Protection begins a few weeks after the first dose. Although it

is a live (but "crippled”) vaccine, JYNNEOS appears safe for people living with HIV, at least if their CD4 count is over 200. If a person has had close/ intimate contact with someone who proves to have monkeypox, the person can get a dose of vaccine. If given soon enough it may prevent the infection completely, or (especially if given more than a few days after exposure) it still may make the infection less severe. The supply of JYNNEOS is limited, although much more will be available over the next few months. It is being distributed by the CDC and local health departments, and from there to clinics where it is given to patients. Currently in the United States, the supply is allocated to cities and counties based on the number of cases there. A question from a reader: “I am ‘older’ and I had the smallpox vaccine when I was a child, which younger folks today have not had, will this vaccine protect me from monkeypox?” We know that the immunity from smallpox vaccine fades with age. The smallpox vaccine that some older folks had decades ago is unlikely to prevent monkeypox now. However, it may help reduce the severity of the disease if the person catches monkeypox. How is monkeypox treated? Most people with monkeypox do not need antiviral treatment; their system clears the virus on its own. The most common treatments a person might need are for control of symptoms such as pain and fever. There is an experimental antiviral (tecovirimat, or TPOXX) that can be obtained for people with severe symptoms. This is not available at regular pharmacies and would have to be accessed through the local health department, infectious disease clinic, or other clinic that has been authorized. HIV antivirals do not treat monkeypox, nor do antivirals designed for other infections such as herpes, flu, COVID-19, etc. COVID-19 updates As of this writing, there are 5,83,344,860 cases of COVID-19 infections, with 6,422,569 deaths worldwide. In the United States, there are 93,225,110 cases, with 1,055,576 deaths; in the Philippines, 3,782,822 cases, with 60,749 deaths. MSG Sphere in Las Vegas is on track for late 2023 opening by RealtoR

EXPECT Las Vegas to always be in the forefront of groundbreaking venues. In the second half of 2023, Madison Square Garden Entertainment’s one-of-a-kind shaped venue, the MSG Sphere, will debut. It is located just east of the Strip and near the Venetian. It is the largest spherical structure in the world, and is a reported 516 feet wide and 366 feet tall. The MSG Sphere is a project of the Las Vegas Sands Corporation, which owns the Venetian, and MSG Entertainment. When completed the MSG Sphere will be able to host anywhere from a 17,500 to 18,500 seated audience, which can ultimately expand to 20,000 when standing room is added, on seven levels. It is going to be built at a reported cost of $1.9 billion. The Sphere is connected to the Venetian Expo by an indoor pedestrian bridge.

According to news reports, the MSG Sphere will be able to host a wide variety of events, including concerts, corporate events, musical residencies, custom-made live or pre-taped events, product launches and sporting events (boxing, wrestling or mixed martial arts, but reportedly not basketball or hockey). What makes the venue stand out, aside from its shape, is a curved interior display plane that is about 160,000 square feet, and standout resolution that should blow people’s minds. According to an official, “the display wraps from behind the stage over the top of the seating sections and goes all the way back behind the audience.” To create a fully immersive experience for the audience, the company is working on 4-D technologies, such as immersive seating, evocative scents and changing temperatures that will take attendees’ experience to a

It is also working with German electronics firm Holoplot to have beam-forming audio comprising of 164,000 speakers that will deliver consistent, targeted and crystalclear audio to every guest. And viewing is not limited to its interiors. The exterior shell, or exosphere, will have the ability to show programming. The 580,000-square-foot, fully programmable outer shell will be a canvas where content creators can display elaborate visuals for brands, events, and artists. Imagine seeing your favorite artist, band, celebrity, product and whathave-you on a grand scale… it will surely push content developers to go out of their boundaries as the exosphere can be seen from quite a distance. It could become quite the attraction for those in Las Vegas already, or those flying in by plane due to its size. As traveling has resumed after strict lockdowns due to the pandemic, Las Vegas has experienced considerable gains in passenger traffic in its airport, with a reported 4.7 million travelers arriving or departing in June 2022, which is a 23% increase from the past year. Similar to when the Luxor debuted in the 1990s and people regaled at the beam of light emanating from the top of the pyramidical structure, the MSG Sphere can be quite the sight for those coming in from the sky and looking at the Las Vegas skyline. And since MSG Entertainment is one of the partners for the Formula 1 race taking place in 2023 in Las Vegas, it is a safe bet that the exosphere will play a part in enhancing the racing experience for both drivers and spectators. them to the straightaway on the Strip. Reportedly, the popular band U2 is scheduled to open the MSG Sphere when it debuts in 2023. It is rumored that the secondhighest grossing band will have a residency at the venue to be spread in multiple months and on non-consecutive days. U2, which formed in 1976, is said to be the longest-running band with its original lineup. It only trails the Rolling Stones among highest grossing bands, having earned a reported $2.2 billion and having sold more than 28 million tickets in concerts around the world. It will be interesting to see the MSG Sphere when it opens in 2023. If everything goes according to plan, it should become a leading venue for companies, musical acts and immersive events where both attendees on the inside and onlookers from outside can get the experience on different scales. Hard Rock International, which recently purchased The Mirage Hotel and Casino for a reported $1.075 billion, is pursuing its plans to construct a guitar-shaped hotel in Las Vegas. If they are successful, that would make two guitar-shaped hotels in the United States for the company. The first one is located in Florida. What does this all mean for the consumer in Las Vegas? ALDEN Richards is set to take his ForwARd concert to the U.S. as part of continuous efforts to raise funds for the beneficiaries of his educationfocused AR Foundation. “(Education) is a great cause to support,” the Kapuso star told The STAR recently. Alden said he planned on visiting four to five cities this August to September. “That will happen right after matapos ko yung taping ko with Start-Up Philippines,” he added. He’s been confirmed to perform in at least four different venues in California, Chicago and Florida next month. What also excites Alden about the concert tour is the chance to perform before a live audience after staging virtual shows for the last two years. “Since the pandemic, I’ve done a lot of digital shows but it’s still a different experience when doing (the concert) live and in front of an audience, rather than just facing cameras,” he said. “The energy and the good vibes that you get from the people watching you live are different from, you know, when they’re not there.” Kapamilya star Sue Ramirez is his special guest in all his U.S. shows. Concert proceeds will go to the beneficiaries of his nonprofit, the goal of which is to raise and grant funds for “scholars who aspire to achieve their full potential and be well-rounded, confident and responsible individuals.” For almost a decade now, the 30-year-old has been setting aside a portion of his showbiz earnings and quietly supporting charitable activities, particularly helping out finance the schooling of cash-strapped but driven students. Over the pandemic, Alden decided to step up efforts and establish the AR Foundation, Inc., which he officially introduced early this year through a documentary-concert titled ForwARd. Alden also felt fortunate that brands he’s endorsing, such as mobile brand TM, have supported his cause. The actor has been an endorser for the brand for two years now and was the headliner at the recent TM IS THE KEY Reunion Concert at the Pelaez Sports Center, Cagayan De Oro, his first provincial show since the pandemic. He was joined by fellow TM ambassadors Seth Fedelin, Matthaios, The Juans, as well as special guests Zack Tabudlo, December Avenue, SB19 and CDO-based bands Inside City and Cyber Band, among others. Said Bea Lacson-Limon, TM brand head: “I’m very, very happy to have Alden on board with us because swak na swak siya sa values namin and everything we stand for. So apart from being an avid gamer, makaPilipino si Alden and that he helps drive education opportunities for people who have difficulty. Ang sarap lang makahanap ng partner brands that have the same advocacy as yours.” The last time we spoke with Alden about his charitable work early this year, he was supporting at least 14 scholars and was able to produce two college graduates. As of the latest update, he has helped another student graduate.

“Now, we’re pooling new scholars for the next school year. We’ve screened them already, then they will probably start this coming enrollment,” he said. Aside from scholarships, Alden said the AR Foundation is looking into organizing special events for its beneficiaries. “‘Di lang kasi kami natatapos sa giving of scholarships and we also want to execute different activities for the scholars for them to be familiar with each other na hindi lang puro aral ng aral,” he explained. “At least, maiba rin yung foundation namin from other foundations, na hindi lang solely scholarships. We want a holistic approach so that when they finish (schooling), talagang paying it forward is what we want to inculcate in these students. That they won’t just think of themselves but also the welfare of others,” Alden said. Speaking about the kind of fulfillment he gets out of this project outside of showbiz, he said it keeps him motivated in his acting job. “‘Pag tumutulong ka na hindi nagbibilang (when you’re helping out without counting the cost) and then you see these kids prosper because of their hard work, it’s priceless for me. It’s a thing that money can’t buy. No material thing can, you know, be at par with that experience. So masaya lang. It motivates me more ngayon nga. My definition of success is not really achieving something for myself. It’s about how I can change people’s lives every day.” Meanwhile, in case you haven’t noticed it yet, Alden is looking stronger and leaner nowadays. Alden has yet to disclose his weight loss regimen in interviews (maybe soon?). But he hinted that it’s mainly due to a lifestyle change that he kick-started when he did the series The World Between Us, which aired mid of last year on GMA and is now available on Netflix. He shared that at the moment, he’s at his fittest and healthiest. “I am in my best form. I’d like to say, yes, I am. Kumbaga as I go along and nakakatulong tayo sa ibang tao, siempre, trying to help change their life somehow, I want to change my life as well in a different way,” Alden said of his fitness motivation. “So, iba rin siya. It’s a very liberating experience for me — this journey as a healthier, mas happy and contented (person). Iba kasi nagagawa if you feel good about yourself. Everything just follows,” he concluded.
