MANILA — Accusing the former president of encroaching on the powers of Congress, Ombudsman Conchita Carpio Morales on Wednesday, June 20, found probable cause to indict Benigno Aquino III for usurpation of legislative powers over the implementation of the controversial Disbursement Acceleration Program. In a press release, the Office of the Ombudsman said that it found “probable cause” to indict Aquino for the issuance of National Budget Circular 541, which authorized the P72-billion DAP. PRESIDENT Rodrigo Duterte’s “anti-tambay” order will not lead to a declaration of nationwide martial law, Malacañang assured on Tuesday, June 19. The directive against “tambays” was issued by Duterte on Wednesday evening last week. It was met with criticism, however, pointing out that it might be used to justify illegal detention and arrests. PRESIDENT Rodrigo Duterte, on Tuesday, June 19, insisted that peace talks should be in the Philippines despite exiled Communist Party of the Philippines (CPP) founder Jose Maria “Joma” Sison saying that talks would be doomed if they would be held in Manila. “Why should I talk outside? I’m talking about our country, my country, their country and they want to take over, overthrow government. And why do we have to talk [about] the f***ing thing outside?” Duterte said at the 81st anniversary of the Government Service Insurance System (GSIS) in Pasay City.

According to Sison, the peace negotiations would collapse if the president would dictate the venue of the resumption of the peace negotiations. Talks were usually held in Norway, the third-party facilitator in the peace negotiations between the government and the communist rebels. Criticizing the president’s choice of venue, Sison said that it would be easy for the government to conduct “surveillance and control” among communist rebels joining the talks. Former Chief Justice Maria Lourdes Sereno Duterte, for his part, assured Sison that he would guarantee the safety of the exiled leader while he is in the Philippines.

THE Supreme Court (SC) has ruled with finality to remove Chief Justice Maria Lourdes Sereno from her post via quo warranto, according to its spokesman. In a short press briefing on Tuesday, June 19, Theodore Te read the high tribunal ruling that voted 8-6 in denying Sereno’s motion for reconsideration against the quo warranto petition that was the basis for her ouster. In an en banc session, the high court said that the arguments Sereno raised were “rehashed” and “discussed exhaustively” and therefore “saw no reason” why it should reverse its ruling on May 11. The eight justices who voted to oust Sereno were Noel Tijam, who

drafted the resolution; Teresita Leonardo-De Castro, Diosdado Peralta, Lucas Bersamin, Francis Jardeleza, Samuel Martires, Andres Reyes and Alexander Gesmundo. “Wherefore, respondent’s Ad Cautelam Motion for Reconsideration is Denied with Finality for lack of merit. No further pleadings shall be entertained. Let entry of judgment be made immediately,” a source told the Times, quoting the draft resolution. The DHS is to prioritize the immigration cases of detained families, which would result in other immigration cases being pushed back

Trump said that he was pressured by First Lady Melania Trump and his daughter and White House senior advisor Ivanka Trump to end the practice that separated immigrant children from their parents as they await adjudication. “We’re signing an executive order I consider to be a very important executive order,” Trump said in his remarks in the Oval Office on Wednesday. “We are keeping families together, and this will solve that problem. At the same time, we are keeping a very powerful border and it continues to be zero-tolerance. We have zero tolerance for people that enter our country illegally.” The president also claimed that family separation at the border is “a problem that’s gone on for many years, as you know, through many administration,” which has been debunked by various sources. As previously reported by the Asian Journal, the practice of separating children from their parents — as well as husbands from wives — was a feature in Trump’s “zero-tolerance policy” which automatically prosecutes all immigrants crossing the border illegally. The policy was first announced in May by Attorney General Jeff Sessions,

who described family separation as deterrence to discourage people from seeking refuge in the U.S. As more Central American families try to escape gang violence and abuse in their native countries and try to seek asylum in the United States, a new Trump administration stipulation that automatically criminally charges border crossers has resulted in separating parents from their children. Articles and photographs depict young children crying themselves to sleep because they don’t know where their parents are. The glaring warehouse lights are reportedly kept on all the time, even during sleeping hours. On Monday, June 18, ProPublica released audio from one such center in which children can be heard sobbing, wailing and calling out for their parents. Over the crying, a Border Patrol agent can be heard joking, “Well we have an orchestra here. What’s missing is a conductor.” From Oct. 2017 to June 2018, some 2,000 children — more than a hundred of them being younger than 4 years old — have been separated from their parents upon arriving at the border. DOJ lets Sister Fox keep missionary visa

Justice Secretary Menardo Guevarra granted the petition for review filed by Fox earlier this month questioning the BI order that became final on May 17. Informed of the development, Fox said she felt “surprised” but “very happy” about being allowed to continue her missionary work in the country. The DOJ chief held that BI’s forfeiture of the nun’s visa for supposed violation of the terms and conditions by her joining protest rallies was “without legal basis” simply because the bureau does not have any power to do so. “Our existing immigration laws outline what the BI can do to foreigners and their papers – including visas – when they commit certain acts within Philippine territory. What the BI did in this case is beyond what the law provides, that is why it has to be struck down,” read the ruling. “This Office cannot sanction BI’s resort to a visa forfeiture procedure, and Orders against (Fox) which result therefore. To hold otherwise will legitimize (BI’s) assertion of a power that does not exist in our laws,” it stressed. Guevarra explained that while the BI was correct in saying that a visa is a privilege, it does not mean it could be forfeited without legal basis. “The BI cannot simply create new procedures or new grounds to withdraw a visa already granted to a foreigner,” he pointed out. The DOJ chief made the ruling as he differentiated visa forfeiture from visa cancellation, the latter being the more appropriate proceeding for the nun’s case. “There are specific grounds for visa cancellation, such as fraud or misrepresentation. The

BI adopted a procedure styled as forfeiture that did not address any of these grounds at all,” he explained in a text message. He said the bureau, which is under the administrative supervision of the DOJ, erred in revoking the nun’s visa and separately process a deportation case against her. “The BI treated this as a case for visa forfeiture instead of one for visa cancellation. As a result, the bureau has yet to decide whether the supposed actions of Fox do indeed justify the cancellation of her visa,” he said. With this, Guevarra said the BI should instead resolve the deportation case against Fox and decide whether or not to cancel her visa. The DOJ chief directed the BI to now hear the visa cancellation and deportation case against Fox. He said that until the BI rules on the pending case or until her visa expires, Fox may continue to perform her duties as a missionary in the country. This means the victory in the nun’s bid to stay in the country is still temporary because of the possibility that the BI could order her deportation to Australia. BI agents arrested Fox, an advocate of land reform, last April 16 for allegedly joining protest rallies against the government. She was released the following day for further investigation. The government cited a photo taken last April 9 showing Fox speaking at a rally organized by the Kilusang Mayo Uno and Gabriela party-list outside the local Coca-Cola factory in Davao City, Duterte’s hometown where he served as mayor for more than two decades. It was not the first time that Fox was taken into custody for political activities in the country. In 2013, she was detained for speaking at a rally in Hacienda Luisita in Tarlac. The provincial superior of the Notre Dame de Sion admitted she is still worried about a separate deportation case against her at the BI. Fox has served as a missionary in the Philippines for 27 years. Her missionary visa will expire in September. “We do not know what will happen there,” she said, referring to the deportation case. “We will just have to wait and see what happens, whether that affects the deportation case also because that is separate from the visa issue.” Fox’s lawyer Sol Taule said they are “hoping that the decision of the DOJ would affect the deportation proceedings at the BI since clearly it was said that there is no legal basis” in cancelling her visa. The bureau, she pointed out, used “the same ground in the cancellation of Sister Pat’s visa and in the deportation case. So we are hopeful that the BI would resolve the deportation case in our favor.” She added that in the DOJ resolution, there were no restrictions imposed on Fox. Taule said the DOJ ruling could have an effect on the other foreign missionaries in the Philippines. “The BI could no longer just cancel the visa of a foreigner,” she said, citing they are entitled to due process. Fox’s camp expressed gratitude to Guevarra as well as to others who openly defended her innocence and her right to stay in the country. n

PRESIDENT Rodrigo Duterte is “killing” peace talks with the National Democratic Front of the Philippines (NDFP) by ruling out a third-party facilitator for the negotiations, exiled Communist Party of the Philippines (CPP) founder Jose Maria “Joma” Sison said on Tuesday, June 19. “The political swindler and butcher Duterte is willfully and maliciously killing the peace negotiations by breaking the standing GRP [Government of the Republic of the Philippines]-NDFP agreement on foreign neutral venue and dismissing the third-party facilitator,” Sison added in a statement. The CPP was reacting to pronouncements of Malacañang on Monday that Duterte wants to hold the stalled peace talks in the Philippines, a move opposed by the communist rebels. “He [Duterte] knows very well that the NDFP will never submit itself to surveillance, control and duress by his bloody regime and his military and police butchers and death squads,” Sison said. He slammed Duterte by “justifying” methods of the “fake sur-

Rachel Pastores, NDFP legal consultant, hit back at the Armed Forces of the Philippines (AFP) for saying that the communists were “insincere” while the peace talks were ongoing. She was responding to a statement of Col. Edgard Arevalo, AFP spokesman, who called on the NDFP to have political consultants who had been released to surrender to authorities. Pastores said the consultants of the NDFP were granted bail by the

government for their participation in the formal peace talks. She explained that the 19 NDFP consultants’ bails are effective and valid while the peace negotiations with the government are still ongoing, pending a new schedule for the formal peace talks. “[The consultants’] liberty should not be based on the whimsical decision to have the formal talks canceled,” she said. Pastores cited the situation of Rafael Baylosis, who was arrested earlier this year in Quezon City for illegal possession of firearms and explosive devices in his house. PH hopes for full Dengvaxia refund as study confirms its effects by RAE

A NEW study confirmed that the world’s first dengue vaccine, which was given to over 800,000 school children in the Philippines, poses risks of hospitalization and severe sickness in those who have not been infected by the virus before getting vaccinated. Now, the Philippine government hopes the new study will help amplify its demand for a full refund from the controversial Dengvaxia maker Sanofi Pasteur. “Sanofi has rejected the DOH’s [Department of Health’s] request for a full refund multiple times now, refusing to pay the Philippine government back for the vaccines already used. But all Dengvaxia has given is grief and anger to us Filipinos who unfortunately served as guinea pigs,” said House Committee on Appropriations chair, Karlo Nograles, on Monday, June 18. “The Philippines through the DOH has more leverage than ever to seek the refund,” Nograles added. The study published in the New England Journal of Medicine (NEJM) last week confirmed a WHO recommendation made in April that Sanofi’s dengue vac-

cine should not be administered without testing for prior dengue infection. The problem was first revealed in November when Sanofi Pasteur, after analyzing blood samples of thousands of vaccinated children, warned that its Dengvaxia vaccine could in fact increase the risk of severe dengue, prompting an investigation by the Philippine government. Sanofi received backlash by experts who said the company and its regulators dismissed the vaccine’s warnings and risks, despite knowing about them as early as 2015. The NEJM study’s authors said that their findings supported the hypothesis that in the absence of previous dengue exposure, Dengvaxia “partially mimics primary infection and increases the risk of dengue.” Included in the study were 2,384 children who were vaccinated with Dengvaxia, and 1,194 who were not. The study found that if given to one million children over the age of nine, the vaccine could prevent 11,000 hospitalizations and 2,500 severe cases of dengue. It could also though lead to 1,000 hospitalizations and 500 severe dengue cases in children who had

not been previously infected. The study’s data also found that there was a significantly higher risk of hospitalization among uninfected children aged 2 to 8 who had received the vaccine. There was also a trend towards increased hospitalization among those aged 9 to 16. For children aged 9 and older who were previously exposed, rates of severe dengue and hospitalization were reduced 80 percent by the vaccine in comparison to the control group. “The published findings confirmed Sanofi’s belated admission of the pitfalls of Dengvaxia,” said Nograles. “It also upheld the World Health Organization recommendation last April that the vaccine should not be used without testing for prior dengue exposure.” Nograles said that the new findings should further motivate the Senate to approve its own version of a proposed P1.16 billion supplemental budget meant to extend medical assistance to Dengvaxia recipients. THERE are many reasons why people loiter in the streets. One is that they intend to foment mischief or commit a crime, especially petty offenses such as vandalism. A number of them look for pockets to pick and purses or mobile phones to snatch. Some are part of the flesh trade. Others amuse themselves by making wolf-whistles and catcalls at passing women. People welcome any effort to rid the streets of such individuals, including the latest campaign that has seen hundreds of loiterers or istambay rounded up by police in the city of Manila alone. The campaign, however, needs careful implementation, because there are many other reasons for spending idle time in the streets. One is that the loiterer has nothing else to do; jobless individuals and out-of-school youth usually spend their idle time outside their homes. This raises another reason for loitering on the street, which is that the idler’s home is too cramped and poorly ventilated so the person prefers to while the time outdoors. This is why police are rounding up the largest number of istambays in the slums, where there is hardly room to move in the shanties. Still another reason for loitering is the lack of parks

and other public recreational areas where residents especially the youth can gather and pass the time. In Metro Manila and other urban centers, residents have set up makeshift basketball courts right on the street, further slowing down traffic flow. Children also play hopscotch and other games on the streets and sidewalks. Crime prevention measures are always welcome especially in a country with Asia’s highest homicide rate and a serious drug problem. Beijing claimed to the whole world that the Philippines had militarized the dispute by sending a “warship,” even though the vessel was a hand-me-down from the U.S. Coast Guard that the President like a kid with a new toy had been itching to deploy. China, therefore, felt it had the right to retaliate and occupy the shoal. Sea-borne People Power Cleverly, though, instead of deploying any number of its 400 warships that has made China the second biggest navy in the world—as it did in its battle with the Vietnamese in the Paracels in 1974—China launched a seaborne People Power of sorts. Escorted of course by three CMS vessels, 90 small Chinese fishing boats occupied the shoal’s lagoon, which is actually the most strategic or useful area of Panatag as it provides a sanctuary for vessels during rough seas. When the BRP Gregorio del Pilar left, Aquino could deploy only one vessel of our Bureau of Fisheries and Aquatic Resources (BFAR) and two Coast Guard vessels to remain near the entrance to the shoal’s lagoon. A stand-off ensued that lasted for a month and a half, with neither side of course unwilling to fire the first shot. China even managed to take advantage of another of Aquino’s blunders, which was to appoint Trillanes as his secret envoy to resolve the stand-off peacefully. Trillanes only confused the situation. April 12 to June 2: The Chinese CMS vessels and 90 fishing boats occupy the lagoon, while about seven Philippine BFAR and Coast guard vessels position

themselves just outside the entrance to it in a stand-off. June 2: After his trip to China to talk with his “contacts” — “of Politburo rank,” he told me — Trillanes told Aquino that the Chinese agreed on a simultaneous withdrawal of the Chinese ships and the Philippine vessels. “PNoy directed me to work on the sequential withdrawal of government ships inside the shoal,” Trillanes wrote in his aide-memoire on the crisis, which was made available to me. June 3: Aquino orders the remaining two Coast Guard vessels to leave the area.The Chinese didn’t.They haven’t left the area to this day. That’s how we lost Panatag. “PNoy called me to inform me that our two BFAR vessels already left the shoal but China reneged on the agreement of simultaneous withdrawal of their ships, so two of them [were] still inside the shoal,” Trillanes wrote. In his aide memoire on his “Backchannel Talks” made available to me, Trillanes put the blame squarely on del Rosario: “I asked him who agreed with what, since I was just hammering out the details of the sequential withdrawal because the mouth of the shoal was too narrow for a simultaneous withdrawal. The president told me that Sec. del Rosario told him about the agreement reached in Washington,” Trillanes wrote. “This time I asked PNoy: ‘If the agreement was simultaneous withdrawal, why did we leave first?’ PNoy responded to this effect: “Kaya nga sinabihan ko si Albert kung bakit niya pinalabas yung BFAR na hindi ko nalalaman.” (“That’s why I asked Albert [del Rosario]why he ordered the BFAR vessels to leave without my permission.”) Since that time no Filipino ship or fishing vessel has been able to enter the shoal, now occupied by CMS vessels and Chinese fishing boats. China has imposed a 15-nautical mile restriction perimeter around the shoal, and prevents any ves-

sel from going into the shoal’s lagoon. Laughing at Aquino Chinese strategists must have rolling on the ground laughing at Aquino. They cleverly manipulated Trillanes, del Rosario and their U.S. contacts to fool Aquino that they would withdraw their ships from Scarborough if we did. They didn’t. Even American generals closely monitoring the Spratly territorial disputes must have been pulling their hair out in utter frustration at how their puppet Aquino dropped the ball. A November 2014 report of the Center for Naval Analyses (CAN) — a thinktank for the U.S. military — entitled “The South China Sea: Assessing U.S. Policy and Options for the Future” pointed out matter-of-factly that in the past 40 years, China has been able to take other nations’ territory only in two instances. The first was in 1974 when Chinese troops and vessels fought South Vietnamese forces on the Paracel islands, resulting in 53 Vietnamese soldiers being killed and dozens wounded. Chinese forces have since occupied the area. The second territory acquired by China, the CAN reported, was Scarborough Shoal, though in this case, because of a bungling President, no single shot was fired: “From its perspective, China resolved the sovereignty dispute with the Philippines over Scarborough Shoal in 2012 when it established control over the shoal. Again, it is unlikely to relinquish it. The government of the Philippines is in no position to even begin to contemplate the use of force to recover Scarborough, and the United States is not going to become involved in any attempt to expel the Chinese.” (Emphasis mine.) Aquino filed the arbitration case against China in January 2013 to cover up for our loss of Panatag because of his ineptness, which was successful in terms of public perception because of his control over media during his administration. She said that based on their research, around 32 new cases of HIV are being recorded daily, and many of these new infections are among young people. Ditangco explained that one reason for an increased vulnerability among the youth is they have become more sexually active in recent years. Another factor could be the proliferation of new technologies like online dating apps that let young Filipinos meet and engage in behavior that could expose them to HIV, she said. IT seems that every few years, Hollywood picks up a new social cause. In tandem with the rise of #MeToo and awareness for the overwhelming prevalence of sexual harassment and assault, minority representation and diversity has also been a hot topic circulating the entertainment industry within the last year. With the success of “Black Panther” and the anticipation for “Crazy Rich Asians,” it’s evident that a tectonic shift is occurring in the racial makeup of Hollywood success, which has historically been synonymous with whiteness. At the 4th annual Hollywood Actors Panel hosted by FilAm Creative on Saturday, June 9, four seasoned Filipino-American television actors shared their experiences as ethnic minorities in an overwhelmingly majority-white industry. On the panel were Jon Jon Briones (FX’s “American Crime Story: The Assassination of Gianni Versace”), Ginger Gonzaga (NBC’s “Champions”), Reggie

Lee (NBC’s “Grimm”) and Ellen D. Williams (FX’s “Baskets”), all of whom agree that while studios should be more inclined to diversify, the Asian American and Pacific Islander (AAPI) community should create the representation that it wants to see on screen. “One of the biggest things for anyone at anytime [to do] is if you don’t see it and if you don’t see yourself represented, then do it!” Williams, 45, said. “Write it, film it, and put it out there: there’s no excuse anymore. You can even pick up your iPhone now and create something. There’s so many outlets to be able to do that. We need to be represented more and tell our stories ourselves and not wait.” The effort to magnify AAPI representation is still in its early stages and all panelists agree that although there has been a monumental shift in the visibility of Asian actors, the fight is just getting started. “We still have a really long way to go,” Gonzaga, 33, shared with the Asian Journal. alike, more people of color have been more vocal about calling out the industry for its racial homogeneity and ignorance to the impact of misrepresentation on ethnic minorities. When the Cameron Crowe film “Aloha” came out in 2015 and Emma Stone, who is white, was cast as a character of Chinese descent, members of the AAPI community did not shy away from criticizing the film for “whitewashing,” the act of casting a white actor in an Asian role. In 2016, the campaign #OscarsSoWhite was a response to the overwhelmingly white class of Oscar nominees and have called upon the Academy of Motion Picture Arts and Sciences and studio heads to do two things: diversify the industry and create more nuanced portrayals of the Asian community. ACTOR Robin Padilla announced that the shooting of the Marawi-based film titled “Children of the Lake” is now on its pre-production stage and will begin shooting soon. In an interview, Robin said the movie is based on a true story that happened during the war against the Isis-inspired Maute group. “Malapit na ang partnership ng Spring Films at ng ABS-CBN, ito po ang ‘Children of the Lake’ – true story ng Marawi siege kung ano ‘yung nangyari talaga don. Filipino family in ‘Parts Unknown’ remembers Anthony Bourdain by GHIO

THE weather in December 2015 was unfamiliar – humid and rainy – to celebrity chef and travel show host Anthony Bourdain and his crew, as they shot some scenes in a crowded community in Maricaban in Pasay City. Despite this, the Dela Cruz family, who served as host to Bourdain and “Parts Unknown” staff, felt his warmth and sincerity. A segment of the show’s Christmas episode about Manila, aired in early 2016 on CNN, featured the family’s matriarch Aurora Medina cooking the well-known Kapampangan kare-kare (oxtail, pork hocks, calves feet, pig feet, beef, or offal stewed in peanut sauce), as she told Bourdain

stories on her being an overseas Filipino worker (OFW). Erik Osterholm, “Parts Unknown” executive producer, earlier got in touch with Aurora’s daughter Analyn dela Cruz and requested to show her mother cooking, Analyn told The Star last Saturday, June 16. For 30 years, Aurora had been Osterholm’s nanny in the U.S., The Star learned. Analyn and her cousin Jhoy fondly recalled how Bourdain made them feel no different from him, in spite of his celebrity status. “We never expected that all of a sudden, someone would knock on our gate and tell us he is Bourdain. She thought that it could not be done, that it would never happen, until she was proven wrong not once, not twice but thrice. “To God be the glory,” Odette Khan said in her acceptance speech when she received her Best Supporting Actress trophy first at the Star Awards for Movies (of the Philippine Movie Press Club), then at the FAMAS and finally at the recent Gawad Urian. her near-grand-slam victory (counting only the major award-giving bodies and not the dozens of others, mostly from schools) was for her performance as a judge/law professor in Bar Boys, an indie directed by Kip Oebanda about young law graduates preparing for the bar exams (played by Kean Cipriano, Rocco Nacino, Sebastian Castro, enzo Pineda and Carlo Aquino). “First thing I asked when they offered me the movie was, ‘Am I going to play a mamasang (mother pimp)?’ Kasi Bar Boys so I thought it was about boys who hang around in bars,” Odette recalled with a laugh in an exclusive interview with Funfare. “Then they told me that I would play a judge and a law professor and my peg was Sen. Miriam Defensor-Santiago. I said, ‘What!?!’ Miriam was still alive at that time so nakakataranta if I didn’t do the role right.” easy does it, it turned out. movie? “I’m sure she would love it,” assured Odette who acknowledged Miriam in her acceptance speeches. The triple award capped a career that spans decades, marked by just one FAMAS nomination. For what movie? “Naku, I forgot na. That was a long time ago when I was young.” Does she have a selective memory? “Alam mo, I have lost count of how many movies I have done. Basta marami. I was typecast in kontrabida roles kasi masungit daw ang look ko. Hindi daw ako puedeng bida. Oh yes, I do count not movies but money…sometimes mayroon, sometimes wala. Showbiz runs like a wheel, parang gulong. Sometimes you have work, sometimes wala.” But she vividly remembers how she broke into showbiz. “It’s a long story. I will tell you how pero I will make it short.” In kindergarten, she was asked to offer a bouquet to a certain Sor evangelista. Onstage, she was dictated lines until she realized that she was playing a blind girl in a school play. Then she began competing in oratorical/declamation contests (and winning them), once against contestants from La Salle Bacolod. After school, Odette watched black-and-white Tagalog movies and mimicked the actresses at home. “I wanted to be in showbiz so on my second year college, I decided to go to Manila and enrolled in a Theater Arts course at FeU. I was a production assistant for Sir Nick Agudo and Ma’am Sarah Joaquin. “Between classes, I worked as a promo girl at ABS-CBN once a week from 1 p.m. to 5 p.m. earn-

ing P50. That was good enough. I was staying at a dorm in Quiapo, walking distance to FeU, so I saved a little. “One time, Ma’am Sarah told us to observe how a movie was done, so I went to Sampaguita Studio where the movie “Kapag Langit ang Umusig” was being shot, starring Charito Solis. The set was around the rotunda inside the studio and I stayed there from morning till night. Luckily, I was taken in as extra. My dialogue was, ‘happy birthday, Normita!’ Years later when I did a movie with Charito, I told her about that experience and she was laughing.” To make a long story shorter, Odette did more movies (“Naku, I forgot na the titles. That was a long time ago!”) playing mostly villainess roles. She was one of the late director Danny Zialcita’s favorites (remember her as the tomboy in “T-Bird at Ako”, starring Vilma Santos and Nora Aunor?). “I was honored to have worked with Laurice (Guillen) who was also Danny’s favorite,” said Odette. “I’m a big Laurice fan. I love her natural acting style. She’s my idol.” Who would have thought that, years later, they would be reunited in the hit GMA soap “Ika-6 Na Utos” where Odette plays a lovable nanny pushed in her wheelchair off a cliff and left for dead? “I felt like I won an award working with direk Laurice,” said Odette. Come to think of it, what if, just IF, she won another Best Supporting Actress award at the eddys (of SPeeD) come July 9? “Siguro mabla-blangko ako,” admitted Odette. “Kahit isang award nga lang, ayos na ako!” But then, as a malaprop actress is often quoted, she can never can tell, ‘no?

Through this movie, I want to help people understand what it is.’ Gary Valenciano’s son Gab, a man on a rebound after a failed marriage and an apparent public admission of guilt, is embarking on perhaps his most ambitious personal venture: Direct a fulllength movie about depression, a subject he knows quite well. “I am working on a script for a movie and we will start production in six to eight months’ time,” revealed the 30-year-old dancer who late last year put up a production company called Nativ Global. The suicides of globally known celebrities Anthony Bourdain and Kate Spade should fuel Gab all the more as the subject he chose is as timely as it gets. he related, “The movie has to do with depression and how you can redeem yourself from it. Depression is real and suicide is not a decision. It is a chemical imbalance that makes you feel down. PAGE B1 “There is more of a push and I think it’s important that we’re squeaky about it and I think that public shaming is a good thing in this case and it gets us somewhere. It’s odd to not be 100 percent represented but I get how people are easily blind to it because if it’s not their cause then they’re not aware of it,” Gonzaga continued. “It’s just so odd for so long we haven’t seen a rainbow of actors because that’s what makes stories interesting. The whole goal in creating art is to keep chasing stories and making things different and affecting people and the only way you can do that is if you diversify your mind which diversifies stories and diversifies upbringings and ways of thinking.” Seasoned stage actor, Jon Jon Briones first got his start on the original 1989 London production of “Miss Saigon,” and even then,

he noted times when the AAPI community fought against racially insensitive portrayals of Asians. In that original production, renowned British actor Jonathan Pryce, who is white, used prosthetics around his eyes to make himself look more Asian. “I think this was the turning point of the change because when Cameron [Mackintosh] decided to bring ‘Miss Saigon’ to Broadway, the Asian Americans, who are aware of lack of representation, were up in arms and that’s when I realized that [whitewashing] wasn’t good,” Briones, 52, said. “That was a wonderful thing that happened, and it’s one of the positive things that happened because the community had banded together and said, ‘you should stop this, you need to change it,’ and I think from then on, Cameron made an effort to do that and to cast appropriately.”

Reggie Lee, who plays Sgt. Drew Wu on NBC’s “Grimm,” shared with the Asian Journal that, one day, he’d like to play more “human” characters who are more complex and fluid in personality and behavior rather than playing strictly archetypal roles. Lee, 42, describes his earlier career as a slew “bad guy” characters, but the industry-wide diversity conversation continues to evolve, he wants to see more nuanced, human representations Asian characters. “I think you don’t see a lot of Asian characters living their everyday lives, you know, going through the humanity of an everyday life like breakups or death in the family or any of that stuff,” Lee told the Asian Journal. “When are we going to get to play those roles? When are we going to be invited to the party? And I think what we have to do now is that we have to throw the party.”

While having lunch on the rooftop of the Dela Cruz building, Bourdain asked questions and told stories, which Analyn and Jhoy noted were not scripted. Bourdain told them that a Filipina served as nanny to his daughter and revealed that his child was more familiar with Filipino food than his own cooking. “He was amazed and wanted to know what was with Filipino food that his daughter acquired a taste for it,” Jhoy recalled. Bourdain wanted to know how sinangag — the Filipino version of fried rice — was cooked, which his daughter liked the most. “He (claimed to have) cooked the dish for arou nd an hour, but his daughter did not like it and instead chose the sinangag (of) her yaya (nanny),” Analyn said. He also shared his amazement at Filipinos’ love of bonding with family and friends and the seeming obsession with food during these moments. Above all, he expressed his admiration toward Filipinas, who he said are “dedicated and loving toward (children in their care), treating them like their own.” “Even if he is away due to his work, he does not worry that his daughter would get sad, as she is in good hands,” Analyn said. In the same episode, Analyn’s mother Aurora talked about being an OFW. Bourdain read Osterholm’s letter to Aurora, saying “I am 100 percent the man I am today because this woman raised me literally from when I was six months old… There are literally thousands of people around the

Osterholm was unable to join the shoot because he had a previous commitment. “We never felt awkward with (Bourdain)… We can say he was being (true), who chatted and laughed with us even off-camera,” Analyn said. Bourdain carried his own plate of kare-kare with bagoong alamang (shrimp paste) and rice when it suddenly rained, Analyn said, adding that he gave her a scarf and a hat, both yellow, which is her favorite color. Jhoy described Bourdain as “serious, but can give you even a little smile.” “Imagine Bourdain walking on our street with just his cameraman… He was happy walking there, smiling at the kids whenever they called out ‘hey, Joe,’ to him. He was a normal guy,” said Jhoy. Analyn learned about Bour-

dain’s death through an email message from Osterholm’s mother Anne, hours before CNN announced his death. Even Analyn and Jhoy’s neighbors wanted to know what drove Bourdain to end his life. The Dela Cruz family, particularly Aurora, was shocked and saddened by Bourdain’s sudden death. “(My mother Aurora) cried when I visited her… she said, of all the people she met, she never expected that Bourdain would commit suicide,” Analyn said. Aurora, now 80, is recuperating at a hospital in Tarlac province after suffering from hypertension while she was gardening. “I told her, ‘you should call Erik, now,’ but she told me, not now… She said if she calls Erik, she would also cry… she would fail to become Erik’s source of strength,” Analyn said, wiping away tears. Masses are being offered for Bourdain by the Dela Cruz family, led by Analyn, at the nearby Mary, Comforter of the Afflicted Chapel. “This is what we can offer as our gift for Bourdain,” she said.

Getting your detained family member out on bond ment operation was conducted by ICe across Los Angeles between February 11th through the 15th of this year, which resulted in the arrest and detention of over 200 people, while raids in Northern California on February 27th, resulted in the arrest and detention of 150 people on suspected immigration violations. For the relatives of those arrested, the aftermath of such raids are frightening and filled with uncertainty. However, for many people caught in these types of workplace raids, detention doesn’t have to mean the end of their life in the U.S. or that their situation is hopeless. After a person is arrested and detained by ICe, the first thing that everyone wants is for the person who is detained to be released. The initial bond determination is made by a deportation officer. If the officer denies bond or sets it at an unreachable amount, it is important to know

that they are legally entitled to a review of this initial bond determination by an immigration judge. The request for a bond redetermination can be made orally but is best if presented in writing with strong supporting documentation. Some people, such as those with previous criminal convictions, those who are being charged as removable on certain terrorist or political grounds, and those who already have a prior order of removal entered against them, are subject to mandatory detention and are not eligible to be released on bond. However, if a person has no prior criminal convictions and their only arrest and detention is in the present immigration context, they may be eligible to be released on bond while their case proceeds, which is why requesting a bond redetermination when they appear before the Immigration Judge is important. During a bond redetermina-

tion hearing, the person who is detained (the “detainee”) bears the responsibility to demonstrate to the Immigration Judge that he or she does not pose a danger to the community and should be released on bond while their immigration proceedings are ongoing. The detainee must also demonstrate that they do not pose a danger to national security, that they do not pose a flight risk, and that they are not a poor bail risk. when deciding whether to grant release on bond, the Immigration Judge may consider many factors. These factors can include, but aren’t limited to, whether the detainee has a fixed address in the United States, how long he or she has resided the U.S., if the detainee has local family ties and whether those ties may enable them to obtain legal immigration status, any immigration relief that may be available to the detainee, the detainee’s employments history, membership or participation

in any community organizations, ownership of any property in the U.S., if he or she has any prior immigration violations, how the detainee entered the U.S., if the detainee is facing any pending criminal charges, any previous immoral acts or participation in subversive activities, as well as his or her financial ability to post bond if granted. This is not an exclusive list of factors the Immigration Judge may consider, as what is relevant varies from person to person and is greatly dependent on the facts of each case. Additionally, it is important to understand that after the initial bond redetermination by the Immigration Judge, a request for a subsequent redetermination can only be made in writing and must demonstrate that, “circumstances have changed materially since the prior bond redetermination.” Therefore, it is important to hire an attorney who is knowledgeable

In a vacation at Boracay many years ago, on the spur of the moment, I had a massage by the beach done by a blind, elderly woman, licensed by the Philippine Department of Tourism. She was good. It was as though all the knotted areas in my neck and back disappeared. Foot massages are wonderful as well. In the hands of an expert masseuse, a foot massage

can feel like all the tired bones and muscles in the feet are given attention and care on a cellular level. Your feet, and by extension, the entire body, would become rejuvenated with the human touch. If you walk, jog or run regularly as part of your fitness routine, try getting a foot massage sometime. Leg cramps may be a way of telling us that we need to treat our legs and feet with the same tender loving care we give our faces. PhiliP S. ChuA, Md, FACS, FPCS THe controversy about the increased risk of brain cancer and other health concerns among avid users of cellular phone is upon us once again. The Internet is flooded with claims and counterclaims, and some misinformation. In this column in May 2000, we wrote about the “possible” adverse health effects of the frequent and prolonged use of cellular phone. Following are excerpts from that article, which are still current technical/medical information: Is the use of cellular phone safe? So far, it seems to be. while there are some concerns that the use of cellular phones might be harmful to the users, the final word has not been said yet. There are medical investigations currently going on to find out if there are any health risks associated with the use of cellular phones. What is the current theory? It is postulated, but not scientifically confirmed, that the frequent and extended use of a cellular phone (where the phone is right at the user’s cheek, the earpiece smack against the ear) might be associated with increased incidence of brain cancer. As I have stated, this has not be proven yet. Clinical studies are underway around the world. How could the cellular phone “cause” harm? The cellular phone antenna is the “probable culprit” in this unconfirmed medical suspicion. It is theorized that the antenna, which receives electromagnetic waves (eMw) or signals, transmits the same eMw to the brain of the person using the cellular phone (since the unit is in close proximity to the brain), and that these eMw might explain the suspected increase in the incidence of brain cancer among chronic users. whether this observation is valid or not, we still do not know for sure, but it is only prudent for cellular phone users to take some precautions. Is one cellular phone worse than the other? The ones which are with dual band (1800 MHz) are said to be worse than the regular ones with only 900 MHz. Obviously, there are

other factors, like length of exposure and proximity of the cellular phone to the brain, etc. What other illness can cellular phone use cause? The other condition often mentioned is leukemia. Again, we would like to emphasize that we do not have scientific data to support this suspicion at this time. Are microwave ovens safe? The normal use of microwave ovens is safe, provided the protective shield is not broken. However, we caution users not to bring their face near the oven door while the oven is on, because the microwaves can harm the eyes by causing premature cataracts. A leaking microwave oven can also affect (inhibit) cardiac pacemakers. How about television sets? Since television sets or computer monitors also emit some electromagnetic radiation, it is advisable not to go too close to the TV or monitor. The fact that medical science does not have any evidence that these eMw are harmful does not mean they are totally safe. It is best to be cautious and view the television at least 5 feet away from you. Does cellular phone use cause infertility? There is no factual basis for this concern. we do not have any reason to believe that infertility or impotence can be caused by the use of cellular phones, or having one in a holster by the hip or in a purse. A renewed warning Dr. Ronald B. Herberman, director of the University of Pittsburgh Cancer Institute, released a warning earlier last year to his own faculty and staff, advising them to “limit cell phone use because of the possible risk of cancer,” in spite of the lack of evidence and absence of any alarm from the U.S. Food and Drug Administration. The UPCI researcher based his concern and stated that science might take some time to provide the public with a definitive conclusion. He admonishes everyone to take the proper precaution now. “Really at the heart of my concern is that we shouldn’t wait for a definitive study to come out, but err on the side of being safe rather than sorry later,” Herberman said. In the advisory he sent to about 3,000 faculty and staff, he also suggested that “children should

Since there are serious medical concerns raised about the safety of the frequent use of the cellular phone in spite of numerous initial studies that showed, in particular, that there “is no increased risk of brain cancer among cell phone users,” the public finds itself in the middle of this medical debate, while waiting for the final confirmatory studies. There is no question that the cell phone is one of the most wonderful devices man has ever invented and one that is most vital in today’s world, in business as well as for family and personal use. It is here to stay, like all the other electronic gadgets that make life easier, more comfortable, more secure, more efficient, and more productive for the majority of the people around the globe. while the medical controversy rages on, it is prudent for everyone using a cell phone to use the common sense approach to the situation at hand. If we suspected our tap water to be contaminated, what would we do? we would surely boil it properly or use bottled water, instead. In other words, we would take the necessary precaution on the basis of the suspicion, even before a pending bacterial culture analysis is obtained, even without a definite proof as yet. It’s better to be safe than sorry later. Some precautionary measures we can take are: (1) Limit our use of the cell phone to necessary calls only, and as briefly as possible; (2) Use text messaging, instead, especially for children; and, (2) For all calls, use hands-free devices. And, if you want to meet God sooner, text and drive! Let us enjoy our cell phone safely and wisely. It is a fabulous friend. *** Philip S.
