THE ABS-CBN News Channel (ANC) will remain on the air, parent network ABSCBN said on Monday, January 29 despite the looming shutdown of broadcasts by SkyCable. “ANC, the ABS-CBN News Channel, will continue its operations on February 26 as recently announced,” the network wrote. ANC programs will remain on air through partner cable television providers nationwide and online via its YouTube channel and the ABS-CBN News website. MANILA — The Philippine Navy has spotted about 15 to 25 warships near Panganiban (Mischief) Reef, some 37 kilometers southeast of Ayungin (Second Thomas) Shoal where a grounded World War II-era warship serves as a Philippine outpost. Commodore Roy Vincent Trinidad, the newly appointed Navy spokesperson for the West Philippine Sea (WPS), also said about 200 Chinese maritime militia vessels, including 10 to 15 China Coast Guard (CCG) ships, were also spotted in the West Philippine Sea. This is higher than the figure cited by U.S. maritime expert Ray Powell, when he said last week that China has deployed
at least 50 maritime militia ships at Panganiban ahead of another resupply mission to Ayungin Shoal. ‘Consistent’ presence China seized control of Panganiban Reef in 1995 and has since developed it into a military base. Chinese warships were spotted around Ayungin in November and December last year, but only two to five were seen at that time. Since then, however, their relationship has seemingly fractured ahead of next year’s midterm polls and the 2028 presidential race. On Sunday, January 28, former President Duterte launched a tirade against Marcos over a campaign to change the Constitution. He accused his successor of being a “drug addict” without evidence and of trying to amend the Constitution to extend his term. The Duterte patriarch also warned Marcos

Marcos struck back at his predecessor, suggesting the former leader’s use of fentanyl had taken a toll on his health. He said he met with Romualdez on Jan. 8 to discuss the operational and administrative aspects of the process. Fielding questions from Sen. Francis Escudero, the Pirma official said he initially approached former Ako Bicol Rep. Alfredo Garbin Jr. and Cagayan de Oro City Rep. Rufus Rodriguez a month ago to discuss efforts to alter the Charter. In several social gatherings, Oñate said he shared his experience pushing for Charter change (Cha-cha) during the Ramos administration. He said they decided to solicit the assistance of House members since the Constitution mandated that the signatures of voters per legislative district were needed in proposing constitutional revisions through the people’s initiative. “I coordinated with the congressmen because 3 percent per congressional district was needed, and [they] are the leaders of the congressional districts,” Oñate said. appropriations committee. “I did not talk to [Co],” Oñate told Marcos. “Is that so? Are you sure? Because you had many meetings, parties, and dinners. Are you sure that the Speaker and Co were not there at your events?” Marcos asked. Garbin also claimed that the two House leaders did not attend any gatherings they hosted to discuss Cha-cha. However, Marcos presented a photo showing Garbin and Oñate with Romualdez, Co and several lawyers. The picture, apparently sent from Oñate’s mobile phone, had the caption “People’s Initiative for Charter Change Staff Meeting,” taken on Jan. 8. Pressed to comment on the photo, Oñate admitted they met with Romualdez to ask for assistance as the “CEO of the (House).” “That was the time I sought the help of the Speaker to help us in our signature campaign,” Oñate said. He initially hesitated to provide other details of the meeting but later recalled that it was held at the Speaker’s house in Makati City. Reminded by Marcos that he just mentioned that he had never met with Romualdez and Co, he replied: “It [just] slipped my mind.” According to Marcos, it was “very clear” that Romualdez was indeed backing the people’s initiative despite his
previous denials. “He is all out behind the people’s initiative. Is that correct?” the senator asked. To which Oñate responded, “Yes. We coordinated with the speaker and the congressmen in getting the 3 percent per congressional district. That’s correct.” No direct involvement The House leadership sought to defend Romualdez and themselves from allegations that they were personally involved in the initiative. They had previously affirmed their support for the people’s initiative and coordinated with Pirma on doing the grunt work in the legislative districts but had consistently denied direct involvement in it. In a press briefing on Tuesday, Deputy Speaker David Suarez, Majority Leader Manuel Dalipe, Senior Deputy Speaker Aurelio Gonzales, and Bataan Rep. Geraldine Roman said they were insulted by the “malicious interpretation” of Romualdez’s photo with the Pirma members. “Let’s not take things out of context,” Suarez said. “Like any other Filipino meeting, it always ends up with a picture. It shouldn’t be taken with malice, it had nothing to do with ill intent and the photo was just used for propaganda and political gain.” Echoing his sentiment, Roman noted that even if they were involved in the people’s

Vietnam, through its private sector, commits to supply 1.5 million to 2 million MT of white rice to the Philippines’ private sector a year at a competitive and affordable price for a period of five years. The Philippines and Vietnam are also expected to exchange information on policies, plans and regulations, and other rice-trade-related activities through the MOU. It seeks to intensify bilateral linkages in agriculture, rural development and other related fields, as well as establish 19 areas of cooperation in high-value crops, livestock and aquaculture, farm management and sustainability, smart agriculture and aquaculture technology, research training, and exchanges of experts. The maritime deal aims to establish a comprehensive partnership between the two nations’ coast guards on capacity building, training, and personnel and ship exchanges, all to improve their ability to operate together, Marcos said in remarks made in a meeting with Chinh. “The South China Sea remains to be a point of contention,” Marcos said at the meeting. “We are firm in defending our sovereignty, sovereign rights, and jurisdiction against any provocations. But at the same time, we are also seeking to address these issues with China through peaceful dialogue and consultations as two equal sovereign states.”
Before meeting President Thuong, Marcos said Vietnam was “the sole strategic partner of the Philippines” in Southeast Asia and stressed that maritime cooperation was the foundation of that relationship. “The world and regional situation is evolving in a rapid and complicated manner and therefore we need to unite and cooperate more closely,” Chinh said, noting Marcos’ visit helped boost bilateral relations. Competing claims It aims to strengthen the understanding, mutual trust and confidence between the two countries through the development of a Joint Coast Guard Committee to discuss common issues and interests between the Philippine and Vietnamese coast guards that will also entail the establishment of a hotline mechanism. The two countries have competing claims over some parts of the South China Sea, a conduit for $3 trillion of annual ship-borne trade that China claims almost in its entirety. The agreement could risk angering Beijing, especially if they paved the way for future compromises on disputed claims. China tends to view progress in the resolution of border disputes among other claimants with skepticism. Both Hanoi and Manila have had run-ins with China’s coastguard in the past, but altercations have been frequent in the last year between vessels of China and the Philippines, adding strain to deteriorating relations. —with a report from Reuters n

It’s their gray ships.” He noted, however, that their presence is “really not alarming in terms of the numbers,” adding that the number of Chinese ships deployed to Philippine waters has been “consistent throughout the past years.” He also said: “It is difficult to give you the exact number [of Chinese ships] at an exact point of time.” “[F]or the warships and the coast guard vessels, over the past, I would say, 8 to 10 years, the number has been fairly constant,” he said of the 15 to 25 warships and 10 to 15 CCG ships now seen at Panganiban. Trinidad said “the escalation in the numbers” of Chinese ships began with the deployment of more militia vessels. “[W]hat we are really concerned about is their actions towards our own troops,” he said. “Of course, we will always look out for the welfare of troops on the contested waters.” Chester Cabalza, president of Manila-based think tank International Development and Security Cooperation, said the Chinese Navy is known for its tortoise formation at sea. “That means they always deploy their vessels and warships during peacetime… as a shield and first line of defense in times of conflict,” he told the Inquirer. Cabalza suggested that the Navy and Coast Guard “should also deploy a stand-by Philippine armada to safeguard our islands and other maritime features.” “It is just fair to maintain those floating and parked vessels in our own internal waters without doing any commotion to antagonize the Chinese Navy and militia,” he said. “That’s the reason that we have to increase bigger and faster ships to counter any eventuality,” he added. He explained that this was not to escalate tensions “but to stage a strong presence in our own maritime domains.” ‘Balikatan’ near Taiwan Meanwhile, the Armed Forces of the Philippines announced a “bigger” joint exercise between Philippine and American troops scheduled in April.
This year’s “Balikatan” drills would have “more challenges” and “more complexity,” and would include training in cyberspace and information warfare, AFP spokesperson Col. Francel Margareth Padilla said in the same press briefing with Trinidad. “Aside from kinetic activities and litoral airspace and land space, we will also be doing exercises in the nonphysical domain such as cyberspace and information warfare,” she added. The locations for the joint drills have yet to be determined. But Northern Luzon Command chief Lt. Gen. Fernyl Buca said the AFP is considering the provincial capital of Basco in Batanes and uninhabited Mavulis, the northernmost of the Batanes islands which is some 250 km from Taiwan. Beijing regards the selfgoverning island as a renegade province. Last year its embassy in Manila expressed its objection to the establishment of sites in northern Luzon under the Philippines’ Enhanced Defense Cooperation Agreement with the United States. The AFP said on Monday it is considering the country’s islands facing Taiwan as potential sites for the Balikatan drills. Airdrop of supplies Padilla also said the airdrop of supplies to troops at Ayungin Shoal is now part of the AFP’s “operational mix.” There had been suggestions since last year to deliver the supplies by air, but after repeated efforts by Chinese ships to block resupply missions to Philippine troops posted at the BRP Sierra Madre, the ship grounded at the shoal. In August last year, the AFP’s Western Command said it was considering all options. Padilla reiterated that position in a press briefing, but declined to elaborate on the details of the operation. Nevertheless, the airborne mission has been accomplished, a senior military officer told defense reporters on condition of anonymity. Trinidad also affirmed the government’s position that providing support by air or ship at Ayungin Shoal is “our constitutional mandate,” after China had claimed that its coast guard had not attempted to block the airdrop of supplies.

Punsalan, who is a musician and FilAm content creator, became well-known for being a full-time caregiver to his grandma. Their social media journey began in 2019 when his TikTok video about his typical day as a caregiver went viral. Since then, Punsalan continued to document their moments, and their inspiring videos have earned him a massive following on various social media platforms, including 2.4 million TikTok followers, 962,000 Facebook
followers, and 1 million Instagram followers. In a TikTok video, Punsalan expressed his heartbreak over his grandmother’s passing, saying, “My heart is broken, grandma fought so hard and lived such a fruitful life. I’m relieved that she can finally rest and she’s in better hands than we could’ve ever provided. I love you forever Grandma.” Many digital and video creators have also expressed their sympathy and shared their memories of Grandma. RATES of routine childhood vaccination hit a 10-year low in 2023. That, according to the Centers for Disease Control and Prevention, puts about 250,000 kindergartners at risk for measles, which often leads to hospitalization and can cause death. In recent weeks, an infant and two young children have been hospitalized amid an ongoing measles outbreak in Philadelphia that spread to a day care center. It’s a dangerous shift driven by a critical mass of people who now reject decades of science backing the safety and effectiveness of childhood vaccines. State by state, they’ve persuaded legislators and courts to more easily allow children to enter kindergarten without vaccines, citing religious, spiritual, or philosophical beliefs. Growing vaccine hesitancy is just a small part of a broader rejection of scientific expertise that could have consequences ranging from disease outbreaks to reduced funding for research that leads to new treatments. “The term ‘infodemic’ implies random junk, but that’s wrong,” said Peter Hotez, a vaccine researcher at Baylor College of Medicine in Texas. “This is an organized political movement, and the health and science
sectors don’t know what to do.” Changing views among Republicans have steered the relaxation of childhood vaccine requirements, according to the Pew Research Center. Whereas nearly 80% of Republicans supported the rules in 2019, fewer than 60% do today. Democrats have held steady, with about 85% supporting. Mississippi, which once boasted the nation’s highest rates of childhood vaccination, began allowing religious exemptions last summer. Another leader in vaccination, West Virginia, is moving to do the same. An anti-science movement picked up pace as Republican and Democratic perspectives on science diverged during the pandemic. Whereas 70% of Republicans said that science has a mostly positive impact on society in 2019, less than half felt that way in a November poll from Pew. With presidential candidates lending airtime to anti-vaccine messages and members of Congress maligning scientists and pandemic-era public health policies, the partisan rift will likely widen in the run-up to November’s elections. Dorit Reiss, a vaccine policy researcher at the University of California Law San Francisco, draws parallels between today’s backlash against public health and the early days of climate
change denial. Both issues progressed from nonpartisan, fringe movements to the mainstream once they appealed to conservatives and libertarians, who traditionally seek to limit government regulation. “Even if people weren’t anti-vaccine to start with,” Reiss said, “they move that way when the argument fits.” Even certain actors are the same. In the late ’90s and early 2000s, a libertarian think tank, the American Institute for Economic Research, undermined climate scientists with reports that questioned global warming. The same institute issued a statement early in the pandemic, grandly called the “Great Barrington Declaration.” It argued against measures to curb the disease and advised everyone — except the most vulnerable — to go about their lives as usual, regardless of the risk of infection. Tedros Adhanom Ghebreyesus, director-general of the World Health Organization, warned that such an approach would overwhelm health systems and put millions more at risk of disability and death from covid. “Allowing a dangerous virus that we don’t fully understand to run free is simply unethical,” he said. Another group, the National Federation of Independent Business, has fought regulatory measures to curb climate
change for over a decade. It moved on to vaccines in 2022 when it won a Supreme Court case that overturned a government effort to temporarily require employers to mandate that workers either be vaccinated against covid or wear a face mask and test on a regular basis. Around 1,000 to 3,000 covid deaths would have been averted in 2022 had the court upheld the rule, one study estimates. Politically charged pushback may become better funded and more organized if public health becomes a political flashpoint in the lead-up to the presidential election. In the first few days of 2024, Florida’s surgeon general, appointed by Republican presidential candidate and Florida Gov. Ron DeSantis, called for a halt to use of mRNA covid vaccines as he echoed DeSantis’ incorrect statement that the shots have “not been proven to be safe and effective.” And vaccine skeptic Robert F. Kennedy Jr., who is running for president as an independent, announced that his campaign communications would be led by Del Bigtree, the executive director of one of the most well-heeled anti-vaccine organizations in the nation and host of a conspiratorial talk show. Bigtree posted a letter on the day of the announcement rife with misinformation, such as a baseless rumor that

Marcos also presented nine witnesses, four of whom admitted they received money in exchange for signing the petition submitted to the Commission on Elections. Upon the request of her colleagues, the senator issued a subpoena compelling lawyer Anthony Abad to attend the next hearing. Abad’s name appeared in the forms Pirma distributed to gather signatures for the people’s initiative. Escudero, a lawyer, said Oñate’s admission could torpedo the entire Cha-cha campaign as the Supreme Court had previously ruled that politicians should not take part in a people’s initiative. AT least three senators have expressed their opposition to the plan of former president Rodrigo Duterte to conduct a signature campaign to separate Mindanao from the Philippines. These were Senate Minority Leader Aquilino “Koko” Pimentel III and Senators Maria Josefa Imelda “Imee” Marcos and Francis Joseph “Chiz” Escudero.
“[It] needs more study, although I am against any suggestion of secession or separation of [any] part of Philippine territory,” Pimentel said in a text message to Manila Times. “We have to work tirelessly on making this nation function as a working effective State,” stressed Pimentel. Escudero said Duterte’s plan “is not constitutionally possible.” As for Marcos, she said it
would be heartbreaking if the Philippines would be divided. “We’ve been hearing about that [plan] from other sectors in Mindanao because [according to them] we [in ‘Imperial’ Manila] have apparently neglected them,” she said. Pressed to comment that Duterte, a Mindanaoan being a native of Davao City, had been president for six years, Marcos said, “You can’t catch up [development for Mindanao] for six years.” n
MANILA — United Nations (UN) special rapporteur Irene Khan met with the Commission on Human Rights (CHR) to deepen her understanding of laws concerning Filipinos’ right to expression and access to digital communications, the agency said on Wednesday, January 31. Khan, the UN special rapporteur on freedom of opinion and expression, and the CHR officials discussed Tuesday how these affect various sectors, particularly the marginalized. “The findings of the Special Rapporteur based on her meeting with the CHR will be part of her final report which will be presented during the 59th Session of the UN Human Rights Council in June 2025,” the commission said. Over the weekend, Khan visited detained journalist Frenchie Mae Cumpio and human rights workers Alexander Philip Abinguna and
Marielle Domequil at the Tacloban City Jail. They have been imprisoned on charges of illegal possession of firearms and explosives, but rights groups, including Karapatan, argued their detention shows the use of red-tagging and filing of trumped-up charges against advocates of freedom of expression and opinion in the country. Khan also met with Department of Justice officials, during which she raised concerns on red-tagging, media killings and impunity. Khan also had field visits in Baguio City and Cebu City. In a statement on Wednesday, January 31, the CBCP President Pablo Virgilio David questioned the legitimacy of the people’s initiative, suggesting it was primarily driven by “a few public servants and not truly the initiative of ordinary citizens.” “Many could sign for various reasons, but it is clear that their signing is not the result of a careful study and discussion,” said David, who also serves as the bishop of Kalookan. “If that is the case, it involves deception and disregard for our true and free participation in the democratic process of our country. Is that good?” he added. The Commission on Elections (Comelec) has indefinitely stopped all its duties related to the people’s initiative, noting the need to review and enhance provisions in its rules to avoid confusion and misinterpretation of law. The poll body had received signature forms from municipalities and cities across the country

On Thursday, the vice president again reiterated that the allegations against her are a “new script” and said that she was never accused of ordering drug-related killings when she held local posts in Davao City. As President Ferdinand Marcos Jr. and his predecessor Rodrigo Duterte swapped charges of illegal drug use, one question inevitably came up: if they are both sure of their allegations, why hasn’t either of them been charged or arrested on drug-related offenses? Duterte cast the first stone by accusing Marcos, in a prayer rally in Davao City on Sunday night, January 28 of being a drug abuser. Back when he was mayor of the city, Duterte said, Ferdinand Marcos Jr. was on the drug watch of the Philippine Drug Enforcement Agency. He did not name Marcos, Duterte said, because they are friends. The PDEA denied this on Monday, Januaruy 29. During the 2022 presidential race, Duterte had also warned voters about an alleged cocaine addict among the contenders. He did not name the candidate. President Marcos said he would not dignify the accusation with a reply. But he said Duterte’s tirade might have been caused by prolonged use of fentanyl, a powerful opioid that has caused deaths in the U.S. and other countries. Duterte had admitted during his presidency that he had been prescribed fentanyl against chronic pain following a motorcycle accident when he was 68 years old. Fentanyl is a controlled substance in the Philippines; cocaine is a prohibited drug. Duterte had carried out the bloodiest crackdown in the
country’s history against prohibited drugs, since his days as Davao City mayor until he became president. He had campaigned for the presidency in 2016 on a platform of ridding the country of the drug menace in six months. At the end of his presidency, the police reported killing over 6,000 drug personalities in law enforcement operations. Nearly all those killed were from low-income families, including several teenagers. Meanwhile, alleged largescale traffickers such as Cebu businessman Peter Lim, who was on the PDEA’s list of most wanted but whose family reportedly supported Duterte’s campaign for the presidency, appeared untouchable. Charter change: Only the economic provisions should be included
Babe’s Eye View BaBe Romualdez SO much controversy is being unnecessarily generated with this Charter change issue but in reality, changes to the overly protectionist economic provisions in the 1987 Constitution should be debated upon because it hinders the country from realizing its full economic potential. So many limitations on foreign ownership to just 40 percent in various sectors such as advertising and mass media, and even educational institutions, is already irrelevant today. We’re glad that after initially indicating that economic Charter change was not a priority, President Marcos is now seeing the need to make adjustments, saying that the “1987 Constitution was not written for a globalized world. And that is where we are now. We have to adjust so that we can increase the economic activities in the Philippines and attract more foreign investors.” In a report published by pwc.com, the Philippines
in 2020 ranked “third most restrictive out of the 84 countries in the Organization for Economic Cooperation and Development (OECD)’s foreign direct investment regulatory restrictiveness index (FDI Index)” based on four types of restrictions – foreign equity limitations; discriminatory screening or approval mechanisms; restrictions on the employment of foreigners as key personnel and other operational restrictions. “The restrictions are evaluated on a 0 to 1 scale (1 being the most restrictive). It is no surprise that the Philippines scored 0.374, as we have several laws restricting FDI and most of them are enshrined directly in the Constitution,” the report said. All the investment pledges and other economic gains from the foreign trips that the President has made would come to a full stop if the problematic provisions and restrictions that businessmen and potential investors have been complaining about are not addressed. Vietnam, and other countries that have a similar political system as ours, because our economic policies have been too restrictive and inflexible – not to mention outdated and unresponsive to the changing needs of a highly globalized world. There are a lot of investment opportunities that are available to us, especially from the United States because of the strong economic and security relationship we have today. This is underscored by the highly anticipated Presidential Trade and Investment Mission arriving in March headed by U.S. Commerce Secretary Gina Raimondo, with a toplevel delegation composed of CEOs representing over 100 companies. The trade mission is expected to open up more investment opportunities in clean energy, critical minerals, agriculture, infrastructure, innovation economy and other sectors. Other countries are also looking at investment opportunities in the Philippines, such as Germany that is interested in the renewable energy sector. But like others, a major concern is economic
liberalization and “unclear rules” regarding foreign participation. Several foreign chambers in the Philippines have in fact voiced their concerns, saying that the 40 percent minority ownership provision is making foreign businessmen hesitant to invest, resulting in low foreign participation in some key sectors. As pointed out by the country’s “economic czar,” the recently appointed Special Assistant to the President for Investment and Economic Affairs Frederick Go, legislators should review these laws that have become outdated, irrelevant and, more importantly, are in conflict with newer policies, because they confuse potential investors and hinder efforts to improve the ease of doing business in the Philippines. Every time a new law is passed, five old ones need to be repealed or amended because this could result in overlapping that create confusion and worse, result in six laws that businessmen have to deal with, Go explained during a forum organized by the Anti-Red Tape Authority, adding that these old laws have generated serious concern from foreign direct
investors. Foreign businessmen and potential investors certainly welcome the Resolution of Both Houses (RBH) No. 6 filed by Senate President Migz Zubiri that seeks to start the discussion on amending specific economic provisions to the 1987 Constitution. RBH No. 6 would require concurrence from the House of Representatives, which has indicated its support for the proposal through a letter from Speaker Martin Romualdez. There have been efforts in the past to change the Charter and repeal or amend the economic provisions in the 1987 Constitution, but these have been met with resistance and even distrust because the timing is suspicious, the initiative is surrounded by controversy and there are disagreements regarding the process – Cha-cha or people’s initiative? Actually, the Constitution itself is silent on the mode of amendment. I firmly believe that the issue about constitutional amendments on the economic provisions should not be dismissed but properly dissected and debated upon through a rigorous process of discussing the pros and cons. That way,
controversies as well as suspicions attached to Charter change would be assuaged, plus the hysteria that some people go into when they hear the phrase “constitutional amendments” would simmer down. As for the continuing controversy surrounding the push for Charter change through the people’s initiative – this should be investigated to get to the bottom of the issue and must be resolved one way or another. The bottom line is – we have to do things the right way. If we want to change certain provisions in the Constitution, it should be done properly and in a transparent manner. People should be given a chance to look into the whole issue and have the opportunity to thoroughly study the potential ramifications of any amendment to the Charter. But definitely – changes should not be rammed down the throats of the Filipino people. Campaign of disunity must be nipped in the bud
The Corner Oracle andRew J. masigan THE Marcos-Duterte UniTeam has disintegrated. It was flimsy in the first place, never founded on creed or principles but on political interest. Both camps collide in practically all facets of governance, and nowhere is this more apparent than in foreign policy, particularly on our relations with China and America. Their foreign policy differences are as stark as night and day. How do they differ and which works better? Mr. Duterte adopted a policy of appeasement towards China, coupled with overt hostility towards America. His stance remains the same today and for the most part, adopted by the vice president. Has it been effective? Let’s put this way – we are where we are today due to the lack of deterrence on the Philippines’ part during the Duterte years. Meekness and weakness were akin to an open invitation for China to have its way on our sovereign territories with
impunity. So notwithstanding years of humble servitude and red carpet treatment for the Chinese, Beijing never stopped its illegal annexation and militarization of the West Philippine Sea. Mr. Duterte failed to detect that China views meekness with contempt and opportunistic lust. The absence of pushback from the Philippine government only accelerated China’s maritime incursion. Worse, Beijing wrote-off Mr. Duterte as a “given” and saw no need to make good on its $24-billion investment pledges. Why should they when China’s interest was already being served? Mr. Duterte showed his personal bias too early and the Chinese took advantage of it. It was an amateur move. So with Mr. Duterte’s policy of appeasement, we ended up with an occupied West Philippine Sea and nearly no economic benefits from China to show for it. Marcos’ China policy The Marcos government understands that a country need not be pro-China or pro-America, exclusively. Relationships between nations are nuanced, depending on
where the country’s best interests lie. So while the Marcos government pursues vibrant economic and cultural relations with China, it also pursues defense alliances with like-minded countries. Marcos’ parameters are clear in as far as our relationship with China and the WPS are concerned. He clearly defined them during the recently concluded ASEAN Summit in Jakarta. They are as follows: That the Philippines condemns the illegal grab and militarization of the WPS; that the Philippines and likeminded nations will not allow the peaceful order in the disputed waters to be disrupted by a country with hegemonic ambitions; that the use of coast guards and maritime militia for coercive activities is a cause for escalation; that peace and stability in the maritime domain can only flourish in a regime anchored on the rule of law; that UNCLOS is the primordial framework within which activities in the maritime domain are to be conducted; that there is a need for a code of conduct among nations; that actions, not words, are the ultimate measure of our collective commitment to
ensure peace in the WPS. Early in his presidency, President Marcos declared that he will not allow a single inch of Philippine territory to be subsumed by China. Neither would he allow the Philippines to be bullied. He also acknowledges the validity of the 2016 arbitral ruling of ITLOS. The position of the Marcos government is consistent with the will of the people. A recent survey by the Stratbase Institute revealed that 79 percent of Filipinos choose the U.S. as its ally in the West Philippine Sea row. Further, 80 percent of the population consider the protection of fishing rights in the disputed waters a top priority. The same supermajority say that the Philippines must not engage with China on security sensitive industries like telecommunications. The Philippines was right to expand the Enhanced Defense Cooperation Agreement (EDCA) as it gives both credence and substance to the Mutual Defense Treaty between America and the Philippines. Look at it from America’s perspective – why should they stand in the Philippines’
defense if its own government is pro-China, hostile to the West and unwilling to capacitate the U.S. in fulfilling its defense commitments to its allies. Expanding EDCA shows that our values are aligned. Similarly, the ratification of multilateral defense agreements with like-minded countries like Japan, Australia and South Korea are indications that the Philippines is among nations who espouse the rulesbased global order and a free and open Indo-Pacific. EDCA and the rest of our defense alliances serve as effective deterrence against China’s aggression. Marcos’ foreign policy opened the floodgates of international support for the Philippines’ cause. It resulted in closer cooperation with countries like Canada, the UK and the EU, for whom we will do well to ratify an EDCA with. It also caused China to view the Philippines not as a “given” but with respect. Sowing disunity There are forces trying to divide the country. Trolls associated with Mr. Duterte are back on social media in full force. Masquerading as political commentary, the trolls
criticize Marcos’ foreign policy with such rancor that their intent to discredit, destabilize and divide is obvious. What’s alarming is that the trolls propagate China’s narrative, untrue as they are, and force-feed them to the unsuspecting public. They have gone so far as to blame our own government and countrymen for the bullying we suffer and for escalating tensions with China. The trolls are causing confusion and dividing the nation and this posts grave threats to national security. It is so dangerous that it deserves a Senate and/or congressional inquiry… because a divided nation will never prosper amid the security challenges we face against China. It will make us weaker in a situation where we are already at a disadvantage. This treasonous campaign must be nipped in the bud. MANILA – Manila Mayor Honey Lacuna on Tuesday, January 30 expressed hope that the elevation of the Quiapo Church to a national shrine will inspire more Catholics to develop an even more intense devotion. “We expect more people to be drawn to our very popular Quiapo Church, which had created a huge religious and cultural impact on the nation as a whole, even bridging the gap between societal classes particularly during the holding of the annual ‘Traslacion’, easily the most deeply-revered religious event in the country,” she said in a statement.
Lacuna added that even before the official declaration, the Quiapo Church or Minor Basilica and National Shrine of Jesus Nazareno, had long been esteemed as a shrine not only by Manila residents and devotees of the Black Nazarene but also by the Catholic faithful both here and abroad. During Monday’s rites, January 29, Msgr. Bernardo Patin, secretary-general of the Catholic Bishops Conference of the Philippines (CBCP), handed over to Quiapo Church rector Fr. Jun Sescon the decree that now classifies the basilica as a national shrine during the solemn declaration which was
attended by over 70 bishops, other members of the clergy and devotees. Canonically known as the Saint John the Baptist Parish, the Quiapo Church was recognized by Pope John Paul II in 1987 as the Minor Basilica of the Black Nazarene for its cultural impact on the religiosity of Filipinos. It has become worldfamous for drawing millions of devotees during the holding of the procession of the Black Nazarene every Jan. 9. During its 126th plenary assembly in Aklan in July last year, the CBCP has decided and subsequently announced that from being an archdiocesan

shrine, the Quiapo Church will be officially declared as a national shrine on Jan. 29, 2024. It approved Manila Archbishop Cardinal Jose Advincula’s petition to designate the home of the centuries-old image of the Black Nazarene as the nation’s 29th national shrine. A national shrine is a Catholic Church or other sacred place which has met certain requirements, and is given the honor by the national episcopal conference in recognition of the church’s special cultural, historical, and religious significance. PAGE 2 Relations and Diplomacy chair Glona Labadlabad made the commitment during their meeting with United Nations Special Rapporteur (UNSR) Irene Khan at the House of Representatives on Wednesday, January 31. Ferrer said the House has taken steps to uphold freedom of opinion and expression, media freedom, and access to information as enshrined in the Philippine Constitution. Ferrer highlighted 14 House bills that would operationalize the right to information and the policy of full public disclosure in all government agencies and instrumentalities. Aside from the Freedom of Information bills, she also noted that measures have been filed to promote the welfare of media workers and protect journalists and their sources. “The Philippine Congress has enacted and will continue to discuss and enact timely and impactful legislation to uphold the Filipinos’ constitutional right of access to information, freedom of expression, and press freedom,” she said. Labadlabad, for her part, described the meeting as a “pivotal moment that embodies the House and the UN’s shared commitment to human rights, equality, and open dialogue”. Khan urged the lawmakers to prioritize three important bills, namely the Human Rights
Defenders’ Bill, the Media Welfare Bill, and the possible decriminalization of libel and cyber libel. “Those three would be absolutely critical to make sure you are on set very well the mainstream of human rights in this country,” Khan said. Ferrer said the Human Rights Defenders’ Protection Bill has already been approved by the House Committee on Human Rights in February 2023. KABAYAN Party-list Rep. Ron Salo, who was also present during the meeting, said the provision on rights of the people to freedom of speech, expression and peaceably assemble is already in the Bill of Rights of the 1987 Philippine Constitution. “It’s self-explanatory, hence, it doesn’t need a bill to implement it,” Salo said. Salo also pointed out that there are no laws that regulate mass media in the country. “They are all around. The standards they follow are developed by themselves,” he said. Khan visited the country to meet with various government agencies to assess the country’s human rights mechanisms. Khan’s ten-day visit will end on Feb. 2. Khan is expected to provide recommendations to the UN on enhancing the country’s human rights mechanisms after her 10day visit. (PNA) n

He and Kennedy frequently pair health misinformation with terms that appeal to anti-government ideologies like “medical freedom” and “religious freedom.” A product of a Democratic dynasty, Kennedy’s appeal appears to be stronger among Republicans, a Politico analysis found. DeSantis said he would consider nominating Kennedy to run the FDA, which approves drugs and vaccines, or the CDC, which advises on vaccines and other public health measures. Another Republican candidate for president, Vivek Ramaswamy, vowed to gut the CDC should he win. Today’s anti-science movement found its footing in the months before the 2020 elections, as primarily Republican politicians rallied support from constituents who resented pandemic measures like masking and the closure of businesses, churches, and schools. Then-President Donald Trump, for example, mocked Joe Biden for wearing a mask at the presidential debate in September 2020. Democrats fueled the politicization of public health, too, by blaming Republican leaders for the country’s soaring death rates, rather than decrying systemic issues that rendered the U.S. vulnerable, such as underfunded health departments and severe economic inequality that put some groups at far higher risk than others. Just before Election Day, a Democratic-led congressional subcommittee released a report that called the Trump administration’s pandemic response “among the worst failures of leadership in American history.” Republicans launched a subcommittee investigation into the pandemic that sharply criticizes scientific institutions and scientists once seen as nonpartisan. On Jan. 8 and 9, the group questioned Anthony Fauci, a leading infectious disease researcher
who has advised both Republican and Democratic presidents. Without evidence, committee member Marjorie Taylor Greene (R-Ga.) accused Fauci of supporting research that created the coronavirus in order to push vaccines: “He belongs in jail for that,” Greene, a vaccine skeptic, said. “This is like a, more of an evil version of science.” Taking a cue from environmental advocacy groups that have tried to fight strategic and monied efforts to block energy regulations, Hotez and other researchers say public health needs supporters knowledgeable in legal and political arenas. Such groups might combat policies that limit public health power, advise lawmakers, and provide legal counsel to scientists who are harassed or called before Congress in politically charged hearings. Other initiatives aim to present the scientific consensus clearly to avoid both-sidesism, in which the media presents opposing viewpoints as equal when, in fact, the majority of researchers and bulk of evidence point in one direction. Oil and tobacco companies used this tactic effectively to seed doubt about the science linking their industries to harm. Kathleen Hall Jamieson, director of the Annenberg Public Policy Center at the University of Pennsylvania, said the scientific community must improve its communication. Expertise, alone, is insufficient when people mistrust the experts’ motives. Indeed, nearly 40% of Republicans report little to no confidence in scientists to act in the public’s best interest. In a study published last year, Jamieson and colleagues identified attributes the public values beyond expertise, including transparency about unknowns and selfcorrection. Researchers might have better managed expectations around covid vaccines, for example, by emphasizing that the protection conferred by most vaccines
is less than 100% and wanes over time, requiring additional shots, Jamieson said. And when the initial covid vaccine trials demonstrated that the shots drastically curbed hospitalization and death but revealed little about infections, public health officials might have been more open about their uncertainty. As a result, many people felt betrayed when covid vaccines only moderately reduced the risk of infection. “We were promised that the vaccine would stop transmission, only to find out that wasn’t completely true, and America noticed,” said Rep. Brad Wenstrup (R-Ohio), chair of the Republican-led coronavirus subcommittee, at a July hearing. Jamieson also advises repetition. It’s a technique expertly deployed by those who promote misinformation, which perhaps explains why the number of people who believe the anti-parasitic drug ivermectin treats covid more than doubled over the past two years — despite persistent evidence to the contrary. In November, the drug got another shoutout at a hearing where congressional Republicans alleged that the Biden administration and science agencies had censored public health information. Hotez, author of a new book on the rise of the anti-science movement, fears the worst. “Mistrust in science is going to accelerate,” he said. And traditional efforts to combat misinformation, such as debunking, may prove ineffective. “It’s very problematic,” Jamieson said, “when the sources we turn to for corrective knowledge have been discredited.”

EVERAL Filipino American chefs are in the running for the 2024 James Beard Awards as S the James Beard Foundation announced its Restaurant and Chef Awards semifinalists on Thursday, Jan. 25. The James Beard Awards are among the nation’s most prestigious culinary honors, recognizing the outstanding and talented leaders making their mark on American food. The awards celebrate excellence across a range of experiences, from fine-dining establishments to casual gems, and emerging talents to established luminaries. Nikko Cagalanan of Kultura in Charleston is in the running for the Emerging Chef Award, given to “a chef who displays exceptional talent, character, and leadership ability, and who is likely to make a significant impact in years to come while contributing positively to their broader community.” Chef Nikko moved to the United States from the Philippines in 2011 and worked as a nurse. Driven by his passion
for Filipino cuisine, he decided to transition to a career in cooking. In 2018, Chef Nikko made the move to Charleston, taking significant steps in his culinary path that in early 2019, he founded Mansueta’s Filipino Food to share his love for Filipino cuisine with the community. Cagalanan achieved recognition as the Best Filipino Restaurant in South Carolina by Food & Wine magazine, coupled with the prestigious title of Chopped Champion in November. Last year, he opened Kultura, a personal space where he can welcome guests and collaborate with chefs from diverse backgrounds, allowing them to showcase their own cultures through the art of food. When the IRS files a federal tax lien Minding Your Finances Atty. RAymond BulAon A NOTICE of Federal Tax Lien (NFTL) is a public record filed by the Internal Revenue Service (IRS) with the County Recorder where you live. When the IRS wants to enforce delinquent taxes against you, there are various mechanisms that the government can use to achieve that goal. This is one of them. Technically, the IRS has a “secret lien” the moment that taxes are assessed, but this is between you and the IRS, and the public doesn’t know about it yet. But when the IRS makes the lien public by recording it, it puts creditors and everyone on notice that the government has a lien or a secured interest against your property. In other words, it tells everyone that you have an unpaid federal tax debt. Of course, filing the lien is not something that the IRS just does without prior attempts to collect. If you have received several collection notices and do nothing, this is the next step by the IRS to force you to pay. In other words, federal tax lien can be avoided by paying the tax in full before they are filed. But this is not always possible, especially if you owe a large amount. The federal tax lien could have negative effect on your finances and your credit. Until the underlying tax debt is resolved, it would be difficult to remove the lien. By having a lien on your property, it would also be very difficult, if not impossible,
for you to purchase a home, refinance your mortgage, and purchase things on credit. While the credit bureaus stopped reporting tax lien information on your credit report in 2018, the IRS still makes tax liens a matter of public information. If lenders, landlords and employers find out about the lien, they may use that negative information against you if you are applying for a loan, a house or apartment rental, or a job. If you have just received a notice of federal tax lien, the notice will tell you that you can generally apply for a “Collection Due Process” hearing where you can have your side of the story heard and possibly dispute the validity of the tax lien. And if the hearing does not work out in your favor, you can also typically have another chance to do so in tax court. However, the request for such a hearing needs to be filed in a timely manner. Read the letter carefully as it will tell you exactly how much time you have. Now, you may ask: What are my options in resolving the federal tax lien once I get the notice from the IRS? Of course, you can always pay the full amount of the tax debt and resolve it quickly. That’s a no-brainer. But what if you cannot afford to pay the full amount? If you qualify for an Offer in Compromise, you will be able to settle the outstanding debt for less than full amount. If the IRS accepts your offer, the lien will be released. Whether or not you qualify for this program will depend on your income, the value of your assets, and the amount of time remaining under the IRS 10-year collection statute. The IRS uses a specific formula to determine eligibility and requires very detailed
financial disclosures. Another method is to ask for an installment agreement that allows you to pay off what you owe over time. If you abide by the terms of the agreement, the IRS may release the lien. In some cases where the only way to pay what you owe is to refinance your property, the IRS may allow you to subordinate their tax lien to your new loan so that you can access the equity in your property to pay the IRS. City of San Diego to offer emergency grant funds for storm-impacted small businesses and nonprofits
Grants of up to $5,000 will help neighborhood businesses get back on their feet SAN DIEGO – In an effort to support local businesses impacted by the recent record storm, the City of San Diego will launch an emergency response grant to provide funds for up to 100 small businesses and nonprofits. The Business Emergency Response & Resilience Grant will make financial assistance available with up to $2,500 per business and up to $5,000 for businesses and nonprofits in the federally designated Promise Zone and Low-Moderate Income Census tract areas. The application period will open in midFebruary. The city is encouraging business owners to track any expenses related to storm recovery. We are doing everything we can to ease the burden on residents and small businesses that were in the path of this natural disaster,” said Mayor Todd Gloria, “Having our neighborhood businesses up and running is important for the community’s recovery from the devastation, and I encourage business owners to start preparing to apply so we can get these grants out to them as quickly as possible.” Eligible expenses for the grant funds include supplies and labor for storm cleanup efforts;
repairs and equipment replacement not covered by insurance; employee wages; and insurance deductibles. The current budget for this program is $370,000 through the city’s Small Business Enhancement Program. In order to qualify for this grant, business owners will need to demonstrate they were impacted by the storm and have a current Business Tax Certificate on file with the city. Only businesses with 12 or fewer employees are eligible. City staff will proactively reach out to businesses and community groups to share information about the upcoming application period for the Business Emergency Response & Resilience Grant, with materials provided in multiple languages. Mayor Gloria is also working to Secure Federal Disaster Relief for residents who have suffered from property damage. Affected residents are encouraged to fill out a voluntary online survey that San Diego County will use to determine the residential financial losses caused by the flooding and that will help the County qualify for federal disaster relief. BEVERLY HILLS – Filipino American cinematographer Matthew Libatique has received an Oscar nomination for his work on “Maestro,” starring Bradley Cooper. “Maestro” is Libatique’s third Oscar-nominated film. He also received Academy Award for Best Cinematography nominations for his work on “A Star Is Born,” his first project with Cooper, in 2018 and “Black Swan” in 2010, for which he won his second Independent Spirit award. He has also won best cinematography awards from the LA Film Critics Association, NY Film Critics Online and SF Film Critics. Libatique’s notable films include blockbusters such as “Iron Man” and “Iron Man 2.” He is also known for his collaborations with director Darren Aronofsky on the films “Pi” (1998), “Requiem for a Dream” (2000), “The Fountain” (2006), “Black Swan” (2010), “Noah” (2014) and “Mother!” (2017). COUNTY supervisors took new actions on Tuesday, January 30 to help people in communities flooded by last week’s torrential rains, starting with protecting them from unfair evictions and shifting $10 million in funds to support them. Protect your home and property • Get free sand and bags at county and various cities locations. Tips to stay safe while cleaning up after a flood
IF your home or business was flooded during the Jan. 22 storm, it is important to keep yourself and your family safe when cleaning up. Before attempting to clean up after the storm, visit the recovery page at AlertSanDiego. org for safety tips, information on how to properly document damages and other available resources. Residents should only enter a flood-damaged building after local authorities have said it is safe to do so. You should not enter if there are floodwaters in or around the building or if you smell gas. According to FEMA, you should follow these important tips when cleaning up following a flood: Wear protective clothing If you have been cleared to return to your home, wear long clothing, work gloves and heavy or rubber boots if you have them. FEMA also recommends wearing goggles and a mask if possible. Avoid possible hazards Do not wade in floodwater, which could have dangerous debris in it. The water could also be contaminated or electrically charged from a downed or underground power line. Use a flashlight instead of matches, lighters or any other open flames for lighting, since gas may be trapped inside the building. Do not use electrical equipment if it is wet or if you are standing in water. If it is safe to do so, turn off your electricity to prevent electric shock. Throw away any food or drinks that may have come in contact with floodwater. You should only drink clean, safe water. Wash your hands with soap and clean water or use an alcohol-based hand sanitizer before eating. Watch for mold Dry out your home as soon as possible to
prevent mold. If you suspect there is mold present, wear a respirator or N95 mask when entering the building, in addition to other protective gear. People with asthma, other respiratory conditions or suppressed immune systems should not be around mold. To make cleaner, mix one cup of household bleach with one gallon of water. Never mix bleach with ammonia. If you do attempt to clean the building yourself, open the doors and windows for at least 30 minutes after to air it out before staying for a length of time. Document your property damage Before any clean up, you should take photos and/or videos of any property damage. You should then conduct inventory and contact your insurance company for assistance. The county is working to assess flood damages throughout the region. The public can help through a voluntary online survey. The survey will only be used to gather information to determine if the county is eligible for state and/ or federal assistance. Completing the form does not guarantee that you will be eligible to receive any disaster relief assistance. Filling out the survey is not a substitution for filing a claim with your insurance. You should check with your own insurance first to check for coverage. The County urges all county residents to be prepared for emergencies. Roughly 1,000 of those were from people who reported having no insurance. • The county immediately proclaimed a local emergency on the day of the storm to help make the region eligible for state and federal help. • The county has helped 777 households representing more than 2,000 people at the Local Assistance Center since it opened at the Spring Valley Library Jan. 28. • Residents can get information at the Local Assistance Center from nearly 20 County and state departments, as well as the American Red Cross, SDG&E and other organizations to help them recover. They can learn about debris and household hazardous waste removal, erosion control, rebuilding permits and how to replace vital records. • Initial damage assessments to public infrastructure alone have been estimated at $90 million regionwide. Of that, $4.1 was estimated to be for the County in its unincorporated communities. • County crews have been working in flooded unincorporated communities to remove debris from private properties and roads to keep the public safe. • Homes and businesses in the unincorporated area damaged by the rains and floods reported “broad damage” to homes, including to interior drywall and flooring, and exterior sidings. • County parks and trails damaged by the rains and floods will remain closed while county staff conduct inspections.
