Illegal irrigating warning BY LINDA CLARKE

Mid Canterbury farmers found irrigating the roads can be fined $500 by the Ashburton District Council. Irrigators with water spraying over farm boundaries on to roads is a major headache for the council and Environment Canterbury over summer, sparking complaints from motorists and other road users. The district council will continue to operate a three strikes warning system this irrigation season, with offenders warned twice, then fined $500. Roading manager Brian Fauth said 13 farmers had been issued $500 infringement notices in the past two years. The fines had followed the appropriate warnings to desist. He said education and advice was the favoured approach, but that did not always change behaviour. Water hastens the deterioration of road surfaces and leads to potholes, while unexpected water on a windscreen can be a hazard for drivers. Fauth said people should use council’s Snap Send and Solve app to report illegal irrigating or complain directly to council. ECan compliance monitoring officers have heard every excuse in the book from farmers caught irrigating roads, members of the Ashburton Water Zone Committee heard this week. ECan compliance and monitoring officer Stephen Howard said farmers identified as irrigating on roads would earn themselves a compliance visit, which they would be charged for and graded non-compliant.

“That is a serious thing to get, but it is dangerous. Someone driving down the road at night when someone is irrigating 10 litres a second going across a shingle road and it hits their windscreen … it could kill someone.” Ashburton compliance officers are amongst the busiest in Canterbury and last year responded to 256 incidents – 64 per cent involving discharge to air, water or land, and 36 involving using water. They issued 31 written warnings, seven infringement notices and three abatement notices. Howard said their preferred intervention was to dispense advice and education, which they did in 28 cases. Three compliance officers monitored some 1454 mid-high risk consents in the district in the 12 months to the end of June this year, three-quarters involving water; they found 82 per cent were compliant. Officers also found 99 per cent of dairy discharges were compliant. Just one abatement notice was issued, along with 34 written warnings; 118 consent-holders received advice and education. Abatement notices are typically issued when the offender doesn’t co-operate or officers have reason to believe that the offence could happen again. Prosecution is reserved for the most serious offences. Ashburton inspections represented 23 per cent of the total number carried out in the Canterbury region. Howard said there had been a huge improvement in consent compliance and farmers were front-footing mistakes. Farm Environment Plans were pushing the improvement.

If you’ve got a hidden talent that you think would do well in a travelling fair, this weekend’s the time to let it shine. The Extravaganza Fair has arrived for its fourth visit to town, and among the entertainment options this year are open mic sessions. “We’ve seen some really interesting things,” said musician and emcee for the show, Karl Austin. “We were in Raglan one day and these kids came on stage, chucked on some music and started doing all this crazy gymnastics. There’s also been kids with ukuleles and guitars. There’s been some real talent.”

Alongside the open mic event, around 30 participating families of the Extravaganza Fair will be delivering a magic show, a fire show, live music, rides, massage, tarot and tea leaf reading and a large variety of craft, food and activity stalls. They are the largest travelling market in the country and have just set up in Ashburton for their second stop-off of the season. “What’s great is that you can come and enjoy it without spending a cent. It’s just a fun, family day,” Austin said. The fair is also designed to be dog-friendly, with bowls of water out for furry visitors, and ecofriendly, with no plastic packaging or straws in sight, he said. Fair co-founder Hipsy Scott

said stallholders are enjoying being in the South Island, where they make 10 stop-offs each season, before another 22 in the North Island. They are on the road for 32 weeks in total. Scott said members generally agreed that Ashburton was a lovely town to visit. “We’ve been over at the beaches … and it’s got great shopping. We like having a look through the shops here,” she said. “The weather has been beautiful and we’re just waiting for more of it for the weekend now.” The Extravaganza Fair will get under way from 9am today, until 5pm, in the Ashburton Domain It also runs for the same hours tomorrow.

Big Little Theatre Company fundraiser a sell-out success By Katie todd

Ashburton fashion businesses and community groups gathered for an evening of entertainment and indulgence on Thursday night. An Evening at Sparrows left one guest with a makeover, one with a new $1000 Sparrows wardrobe, dozens with raffle prizes – and the Big Little Theatre Company (BLTC) with hundreds more in the bank towards their trip of a lifetime next year. Fifteen young members of the company are voyaging to the Globe Theatre next July and have been working towards a $60,000 fundraising goal through a range of ventures. Toni Barns, whose daughter is in the company, said the evening was an opportunity for students to practise their drama skills and local businesses to get behind the cause. One hundred tickets were available and sold out weeks ago, she said. Peter Mac from Hokonui FM took on the role of MC, while the Life Dance Academy and BLTC actors themselves put on ample entertainment. Visitor levy could benefit Mid Canty By Linda CLarKe

New Zealand’s new $35 visitor levy has the potential to boost tourism in Mid Canterbury and improve facilities like toilets and roads at hot spots, Experience Mid Canterbury boss Bruce Moffat said. The levy is expected to raise an estimated $80 million a year, which will be put towards infrastructure and conservation projects.

Moffat said it was not yet known how the money would be divvied up between the 30 territorial authorities. It could be an agreed percentage or, more likely, a contestable fund. If Mid Canterbury was to receive 0.5 per cent of the levy, a reflection of its share of the tourism market, then up to $800,000 could be available for the district. Moffat said that money could be split between tourism promotion, tourism development and

conservation. If the $80m was in a contestable fund, then there were many projects that Mid Canterbury could seek funding for, he said. “It would be ideal for Experience Mid Canterbury to be able to be funded by it (the levy) as opposed to relying on ratepayers.” Visitor spend in Mid Canterbury was valued at $182m for the year to June 30. Amanda Moore and Steph Hansen decided the best way to celebrate their pre-school’s 10th birthday was by packing up and moving to a new, purpose-built centre. And come April next year, Tiddlywinks owners and their staff will be enjoying life in a new building in Tinwald’s Oaklea subdivision, where youngsters will be able to enjoy exploring naturebased learning. And it’s that philosophy that’s been the driver behind the move, Moore said. Technology had changed so many things in society and getting back to basics was important for children in learning skills for the future, she said. “We believe children learn through nature. And we believe children need to be creative, empathetic and to develop perseverance. Nature supports this in a natural way.” The new centre will have a strong focus on providing children with skills that will be with them for life, by using the natural

environment to do this, Moore said. A strong focus will be on providing outdoor areas that look less like a traditional pre-school play area and more like a garden. The play areas would also reflect the district’s natural environment with a little braided river, native plantings and curved fences to represent the mountains. While the new pre-school will be sited in a residential area, it will blend in with its neighbours. It won’t be a pink elephant. We’ve kept it very simple,” she said. The building will be an open plan design to help children transition from one area to another and so they’ll have a sense of family and connection, Moore said. The new centre had been designed with significant input from staff, students and parents. “There’s a lot of the children’s voices in there. Everything the children said they’d like we’ve taken on board.” The new building’s foundation was poured earlier this week and weather and unforeseeable events willing, the centre will open its doors in April, she said.

Mouse blamed for fire

A mouse has been pinpointed as the culprit in an electrical fire at Alpine Sports in Methven on Friday morning. A passerby noticed smoke coming out of the building, rang emergency services shortly before 6.30am and Methven Fire and Emergency volunteers came rushing to the scene. Firefighters were able to tackle the fire before it grew into anything major, Chief Fire Officer Brent Anderson said. He said the shopkeepers were fairly lucky. “It was pretty minimal damage fortunately, just a bit of smoke damage,” he said. Firefighters were working at the scene for around an hour, when they discovered the mouse still clinging to the wire, he said.

It began as an attempt to walk the entire length of the South Island, then to walk to every one of their clinics in the South Island – and now staff at Vetlife Ashburton are ramping up their efforts even further. In a bid to raise money for supporting deaf children, staff have walked well over 2500 kilometres this month, all from a little treadmill in their foyer. With just four days of September left, staff were around 1000 kilometres off their new goal – a return trip from the top of the island to the bottom and back via all 18 Vetlife clinics. Visitors to the clinic can take a stroll for a gold coin donation, place bids on a special loud shirt, participate in raf-

fles, guess how many lollies are in a jar or donate through a Givealittle page, receptionist Rebekah Welsh said. Yesterday was the crux of their project, as staff simultaneously celebrated loud shirt day – the annual appeal for the Hearing House and Southern Cochlear Implant Paediatric Programme. Both charities help enable deaf children with cochlear implants or hearing aids to listen and speak like their hearing peers. Staff at the clinic are confident they will be able to reach their goal. They are keeping track of their distance contributions through a whiteboard tally, but won’t know who has walked the furthest until the end of the month.

First the church, next the – the changing face of

Community halls might have been the glue that bound a community together, but that glue is well and truly coming unstuck, with many of those halls now looking at a grim future. Reporter Sue Newman takes a look at the gradual dismantling of rural communities.

ural churches, schools and finally halls have all been victims of changing social needs in their communities. Dances, balls, pot-luck teas, indoor bowls, rural group meetings, district gatherings. They’ve gone. Residents seek their recreation elsewhere, effectively nailing shut the community hall’s doors. Add to that rising maintenance and power costs and, for many, the need to upgrade and strengthen to meet new post-earthquake building standards and many rural halls have a very shaky hold on life. Around the Ashburton District there are 15 rural halls owned by their community. There are a handful more owned by communities and built on Ashburton District Council reserve land. There were more. Some have simply closed their doors, others have found a new use. Some couldn’t be given

away. The Maronan community tried to sell its hall but there were no takers. It’s now used as a storage facility. Time and lack of use will push others in the same direction. And the loss of those halls means a rural community’s sense of place disappears. Its heart stops beating. And along the way something very special has been lost. The ones that will survive are memorial halls. There are five of those – in Rakaia, Methven, Mayfield, Tinwald and at Lagmhor/ Westerfield. They’re largely funded and supported by the council. Rural halls are not so lucky. Ask any of those who’ve volunteered their services as committee members over the years. The booking sheet lies unfilled month after month, the hall’s only tenants are dust, dead flies and an air of desertion Flemington’s hall has about two hires a year. Not enough to pay the bills, but making a decision on its future is a tough call for the community, says hall committee secretary Jos Everest. It’s the same story. The church closed, the school closed and the heart of the community had gone. Flemington, Eiffelton and Wil-

lowby schools were consolidated to form a new school, Longbeach, and that, along with a changing focus for locals on Ashburton as their centre rather than their own community, changed the value of the hall to its people, Jos said. Yes, the community knows it will have to make some tough calls and yes, closing, shifting or selling the hall has been discussed, but no one’s keen to make a call. “We’ll have to have a community meeting and we know it’ll go at the end of the day, we just need to work out how we’ll offer it for sale. It’s on piles, so I guess it could be shifted,” she said. When the hall goes, it’s one more stab in the heart of a once strong community, Jos said. The community events that were once a regular on the calendar are no longer held and the people the hall really mattered to have either moved away or died. “We’re not a community anymore.” Since the school’s closure, the hall has become keeper of school and sports trophies no longer competed for, but they’re trophies that carry the history of the district

in the names inscribed on their surfaces. The power’s turned off and there’s just enough money in the bank to pay the monthly lines fees – in case someone ever wants to book it. And it does have one booking next month, but that’s likely to be its last, Jos said. A re–roof two or three years ago has probably given Rokeby Hall a stay of execution, says committee secretary Margaret Crozier. An insurance payout meant money in the bank, that meant a new roof and for the hall that means it stays in business a little longer. But in terms of use, there’s nothing much happening, Margaret said. “It’s a good hall in good order,

but once our school shut the focus went out of the local community. The school used it once or twice a month and while it’s still used, it’s not used much now,” she said. Yes, it’s hired out for the odd function, mainly to locals, but its heyday has gone. Looking to the future Margaret hopes it has one, but given the amount of use it gets, next time substantial repair work is required – who knows. Winchmore’s hall committee is not ready to throw in the towel on its community hub – yet, said committee chairman Bob Verrall. Having a local tennis club is one of its saviours, as that means regular use during the summer. Being close to town means it’s seen as an alternative to more expensive town

halls hires, he said. “We’re breaking even, but maintenance is a big thing. Everyday running costs we can cover and we’re just doing a bit of updating at the moment.” Rural women, craft classes, they’re the regular users and to keep them coming, the committee’s putting in a new kitchen and carpeting the supper room. “We’re not looking at closing it. We lost our church so we need to keep the hall going,” Bob said. The Ruapuna community counts itself lucky to have a couple of paddocks alongside its hall that are used to raise money for its upkeep, said committee member Jacinta Schmack. After a few years where use was pretty minimal, there are now ex-

ercise and yoga classes that mean bookings three nights a week. Add to those the odd booking for rural meetings, birthday celebrations such as 21sts and the hall’s getting by, she said. “Basically it’s in good condition and by using the paddocks we can fund it and keep it alive, but it’s the ongoing maintenance, the little things we keep needing to fix up like the septic tank. It’s definitely had its place in the community and at the moment it’s paying its way.” Ruapuna might be one of the better used halls, but committee members have asked the question – if the hall burned down, would they rebuild it? They’re not sure. Mayfield’s memorial hall is just down the road. Dorie Hall has a good-luck

double whammy. The community still has its school and that means regular use of the hall, and the community itself still holds events and that means its future looks reasonable, said committee secretary Phil Sloper. It’s one of the halls built on council reserve land so it has a link – if tenuous – to council support. Like all community halls, however, Dorie’s is always in need of maintenance. So far the bills have been paid and the books have balanced, but who knows down the track, Phil said. And for all of those hall committees there is the issue of bringing the buildings up to the required standard of post-earthquake building codes. Halls, council building services manager Michael Wong

said, are just the same as any other building when it comes to making them safe for public use. Strengthening work needs to be preceded by an engineering report that determines current strength and that cost alone could be enough to tip some of those halls over the edge towards closure. Another choker for community halls is insurance. In 2013 the council opted to pay insurance bills for its memorial halls, but community halls were left to fend for themselves and to decide whether insurance is worth the bother. As those community halls close their doors, they take with them the life stories of countless rural families for whom the church, the school and the hall were the centre of their world.

Chrome domes and bubble balls were the order of the day at Ashburton College on Wednesday. Before one student and one teacher went under the razor for Shave for a Cure, fellow students took the opportunity to rally support with a fundraising sausage sizzle and bubble football match. Students and teachers donned giant bubbles to play in teams against one another, before moving to the hall to cheer on the duo undertaking the big chop. Teacher Kyle Henderson said it was the second time having his hair chopped off in support of the cause, which is particularly close to his heart. “Today it’s two years and three months since my mother died of cancer,” he said. Year 13 student Joe Danielson had not been bald before, but agreed it was a really good cause to support. “Today started as just another day, and then suddenly it was time to get my head shaved,” he said.

In brief Murder charge A man has been charged with murder just weeks after police re-opened a cold investigation into the death of a baby twin. Karlos Stephens was just 10 months old when he died in Rotorua Hospital in November 2014 and the senior detective leading the inquiry said the explanation for his injuries was “vague”. Detective Inspector Mark Loper confirmed a 59-yearold man had been charged with murder but said he could not comment further as the matter was before the courts. The man appeared in Rotorua District Court yesterday afternoon and he was remanded without plea until October 19. - NZME

The jailhouse snitch known as “Witness C” who gave false evidence at David Tamihere’s double murder trial has failed in his bid to have his sentenced reduced. Roberto Conchie Harris, was revealed as Witness C earlier this year after he abandoned his appeal against the perjury conviction. His identity had remained suppressed for 27 years. In its decision delivered yesterday, the Court of Appeal said it had no doubt that Harris’ perjury “falls into the more serious category of offending” and that a nine-year starting point adopted by the judge was well within that available to him. - NZME

300g pearl fish fillet diced into 1 inch squares (also known as ghostshark) 2 cans chopped tomatoes 1/2 onion, finely diced 1 zucchini, diced 1 carrot, diced 1 chilli, finely diced Small piece of cinnamon bark (or 1/2 t powdered cinnamon) 1 clove garlic 1t cumin Bunch of fresh coriander 1 packet of couscous Finely grated zest of 1 lemon Bunch of fresh mint Small pot of greek yoghurt ■ In a saucepan, sweat diced carrot, zucchini, onion and garlic in a little olive oil until soft. matoes, cinnamon and cumin and bring to the boil, seasoning well with salt and black pepper, then allow to simmer for 10 minutes. Add the diced pearl fillets to the simmering mixture then turn off the heat, cover with a lid and leave for 10 minutes. Make couscous up as per packet instructions and add the lemon zest. Mix yoghurt with the chopped mint. Serve the tagine and couscous in a shallow bowl. Top with a spoonful of the mint yoghurt and garnish with plenty of fresh coriander. Chef’s tip: To sweat vegetables turn the heat under the pan down to low and cover the pan with a lid, checking and stirring occasionally until translucent and soft. We need to promote our local sights A

ny opportunity to boost the experience for people visiting our little part of the world has to be seen as a positive. News this week of the new $35 visitor levy for travellers coming into New Zealand is fantastic for regional New Zealand with so many people every year travelling away from the main centres of New Zealand to visit some of our destination hot spots – often on a route that takes them right through the very heart of the Ashburton District. So, the opportunity for all of the 30 territorial authorities to get their hands on some of the predicted $80 million income each year is just what the doctor

ordered. And it’s not surprising that Experience Mid Canterbury boss Bruce Moffat has already been pondering over the very logistics of how any form of funding allocation may be spent – and he’s right on the mark when it comes to what he’d like to see it used for. Enhancing some of the more critical services such as toilets

and rest areas is a definite must, but Moffat’s suggestion that, should the allocation be sufficient enough, be spent on actually funding Experience Mid Canterbury and taking that cost away from the ratepayers would be a big win for everyone. We love seeing people enjoying our region, but it does come at a cost with wear and tear to our facilities so any other way of fitting that bill is a good result all round. We have this incredible canvas on which to work from when it comes to our region. We are at the beating heart of the South Island, a central location that should be suitable to everyone who passes through it.

But to ensure they stop, that is the biggest challenge and one Moffat has certainly highlighted when he talks about upgrading some of our facilities and making the overall experience of being in our region all that much better for visitors. It’s an area we have probably been a little behind the eight ball on for quite some time. The Ashburton District boasts just about everything a holidaymaker might wish to enjoy with mountains, water, incredible scenery and a host of other recreational opportunities. But unless you go looking for it, it’s not something you’ll find right in front of you at any point when

travelling through the middle of the Canterbury Plains. We don’t boast what we have to offer when you come into the district from either the north or the south and other than the cursory road signs scattered around that point to various spots, there’s no enticing advertising hoardings that showcase the region. Perhaps that should become the top of the list, before anything else. Because, at the end of the day, you can have clean toilets, beautiful rest areas and everything else but if you haven’t got anything which entices people to actually stop, then it is kind of defeating the purpose.

Jacinda tells a porkie? C

an it possibly be that Jacinda told a porkie? Yes, I know, it’s virtually unthinkable but one has to wonder. You can be sure the media won’t wonder, they’ll move in for the kill. Neve’s mummy may have found the going at the UN not quite the walk in the park she was hoping for as problems at home kept rearing their ugly heads. These media vultures can be so unforgiving and unsporting, willing, even, to go to the extent of pouring cold water on any parade. And what a parade Jacinda had; feted on all sides, by gushing television hosts and diplomats from every nation under the sun including, we’re told, even a friendly wave of recognition from the current Ogre of the Free World (OOTFW), Donald Trump. That the OOTFW then proceeded to the podium of the UN and claimed, with his customary modesty, greater progress under his watch as president than under that of any of his predecessors who have occupied the White House, tended to deflect the spotlight from Jacinda’s troubles back home. It also brought laughter to the assembled dignitaries in the auditorium, a response the blinkered Trump neither expected nor understood. He seemed to be presenting himself as some latter day version of Abraham Lincoln speaking at Gettysburg. However, as Jacinda sat demurely listening to the Ogre rubbish, viciously, Iran and all its work, in her mind the picture of her friend, Derek Handley was

The unavoidable conclusion has to be that it was. However, the bally-hoo surrounding Neve and her rarity value at the United Nations may have given our PM time to find a strategy to deal with the Handley issue. So, on his arrival back home, Handley, the enthusiastic Kiwi, was greeted with the news that Jacinda and her comrades had decided that, after all, they didn’t need a CTO. As compensation, Handley was paid $100,000 – a sum he has since donated to charity – which has left him in a vacuum of uncertainty, his determination to fight the good fight under threat but, apparently, still on the table. Along the way, he had the misfortune also to be interviewed, off the record – and therefore illegally in terms of government policy – by the subsequently tongue-tied, and seriously incompetent, Clare Curran, whose involvement cost her her ministerial office, unceremoniously sacked by Jacinda. The whole episode was a stuff up of epic proportions. It is not clear what Handley thought of the poor way in which he was treated but he sounded like a man loyal enough to keep those thoughts to himself. Since the debacle over Handley and Clare Cullen, another minister, Meka Whaitikiri, seems to have been implicated in some sort of “rough house” in her office, leading to Jacinda having to move her on too. So there are a couple of domestic headaches the PM might have had on her mind while

likely to have been very much first and front. Handley, you will remember, is the New Zealand entrepreneur and technical high-flyer, to whom Jacinda and her Government offered an important new job, that of Chief Technical Officer (CTO). Handley had made it clear to the PM how much he admired her leadership of NZ and expressed himself keen to do anything he could to assist her crusade. Thus, when the job was first created, and then offered to him, he jumped at it, sold his homes in America and proceeded, hot foot, with his whole family, back to the land of his birth. He and Jacinda were acquaintances of some standing, yet the PM quickly down-played that relationship and gave us to understand she hardly knew him and had not been in touch with him for “about two years”. Thus, when private texts between them in the last few months were revealed to the world, Jacinda, at the very least, could be said to have misled parliament if not actually lied to it. However one looks at it, Jacinda was a little more than economical with the truth, hence my wondering out loud whether a straight-out porkie was involved here.

CONTACTS wining and dining in New York and hob-nobbing with – by their own judgement – the Great and the Good. And a third issue still rankles greatly with a lot of her Kiwi constituents, namely, her earlier, reckless decision to stop all oil exploration off the coast of New Zealand, a decision which, longer term, is said to be going to cost the country roughly eight million dollars. The relevant ministry, whose opinion was neither sought nor given at the time, as the government rushed head-long to make its radical announcement, has now had time to do the sums and an $8,000,000 “loss” is its conclusion. So while the flatterers and fawners billed and cooed at Neve, and Jacinda and Clarke glowed with parental love and pride, back here in NZ the atmosphere was less rosy. The PM should also still keep in mind the undoubted fact that Winston, like the roaring lion he is, constantly roams the corridors of power seeking whom he may devour. (As St Peter was once heard to say, in an entirely different context.) Be on your guard, Jacinda; you don’t seem to have the knack of popularity and unchallenged survival as that enjoyed by Mr – these days, Sir – John Key. learnt in primary school what community is many years ago. Today whenever I hear the word community, I am always reminded of what our Social Studies teacher told us. We were told that community is “a group of people working and living together in the same place”. While this is historically and traditionally true, I am learning that community is more than a collection of human beings who are geographically located in the same place. Indeed all of us have been born into a community and the community plays an important role in our life’s formation. Community therefore for me is a group of people who care about each other and feel that they belong, giving them a sense of shared identity. Community is no longer restricted to geographical location especially today.

The Psalm goes on to say that where God’s people live together and belong to one another, God imparts blessing and life to God’s people who are walking together. Community is about belonging and allowing others to belong regardless of where they are coming from. The Southern African concept of “Ubuntu” comes to mind when I talk about belonging. The word ubuntu comes from the Zulu phrase “Umuntu ngumuntu ngabantu.” The closest translation of this phrase is “a person is a person through other people”. This understanding is rooted in the African philosophy, where community is one of the building blocks of society. John Mbiti an African theologian from East Africa translates this understanding with the phrase – “I am because you are and we are because I

Jesus called his disciples and sent them to all the earth so that a new community is firmly built on Jesus Christ. Banks await fallout from inquiry Any day now, Australia’s Royal Commission into misconduct in the financial services sector is due to release its initial findings. After all the evidence of misconduct that the inquiry has heard, it’s unlikely the industry is eagerly awaiting its report. Given the links between the Australian and New Zealand banks, the inquiry’s findings could have implications for this country. Once the report comes out, New Zealand regulators have just a month to process it before releasing their own report into New Zealand’s banking sector. Australia’s four big banks – Commonwealth Bank of Australia, ANZ, Westpac and National Australia Bank – as well as insurers and financial advisers, have been under the spotlight since March, when the first in a series of court examinations kicked off. Credit growth in Australia has slowed as a result and Curtayne says the banks have lost market share to non-banks. Property prices in Sydney and Melbourne have dropped in recent months and Auckland’s property market has flattened out after years of double-digit growth. Mortgage brokers in New Zealand report that banks here are also asking for more information on people’s expenses, although just one bank – Westpac – says it has made changes to its methodology. Andrew Bascand, managing director at fund manager Harbour Asset Management, who closely follows the Australian banks, says: “What we don’t want is no lending in New Zealand and Australia. But we also don’t want irresponsible lending.” He says the general impression from regulators in New Zealand – the Financial Markets Authority and the Reserve Bank – is that there have been no systemic behavioural issues. But there may still be individual cases that need to be put right. “I do think we will continue to see changes in the banking struc-

ture in Australia and that will filter down to New Zealand,” says Bascand. But he says it is not just the Australian-owned banks that should heed the inquiry’s message, but New Zealand-owned banks too. “Kiwibank, TSB, Heartland – there are lessons here for those institutions as well.” Bascand says the Australian banks have already tried to interpret what might come out of the inquiry. Commonwealth Bank of Australia, which owns New Zealand’s ASB bank, has decided to spin off its asset management and mortgage broking businesses into a separate operation in a bid to reduce perceived conflicts of interest. Winery in receivership as Las Vegas lawsuit hits business A high-profile Nelson winery has been tipped into receivership as its owner fights a lawsuit from a Las Vegas executive who allegedly threatened to bury him in the Nevada desert and kill his three show dogs. Mahana Estates Winery, at Upper Moutere, was on the market but has asked its bank to appoint a receiver after a buyer failed to meet their first payments on a purchase. Mahana, which hosted Prince Charles and the Duchess of Cornwall during their 2015 visit to New Zealand, has pinot noir, pinot gris, riesling, chardonnay, and sauvignon blanc grapes, as well as a winery, restaurant, and an upmarket guest lodge. But Mahana’s director, Glenn Schaeffer, confirmed the bank will appoint KordaMentha as receivers, his local lawyer Rick Farr told the Herald. Farr said it was hoped that a further proposal for sale to an overseas interest would continue to be pursued. Farr said the business had been hit by the lawsuit Schaeffer is facing and “that it became impossible and impractical to continue”. For the past three years, Schaeffer has been battling a High Court lawsuit bought against him by James Murren and Daniel Lee. Murren is chief executive of MGM Resorts International, a multi-billion dollar Las Vegas hospitality business, while Lee is also the boss of a casino company in the same city. Murren and Lee, in court documents, say they and others dis-

They allege that Schaeffer, after 2008, made further representations to them that they were part owners of a vineyard and winery in New Zealand. Mullen says he and his trust have personally paid Schaeffer $US1.6 million while Lee says he paid $US700,406. Mullen and Lee allege the representations made to them were false and say the payments they made were not used to make the investments promised but instead for the assets he holds as a shareholder of New Zealand company

Woollaston Estates Holdings. The pair’s case alleges the representations breached the Fair Trading Act, that Schaeffer breached a duty of care he owed and that he knew the representations were false. A 10-day hearing for the case is scheduled to begin next month. Schaeffer, however, has made several bids this month to halt the action or delay it. He alleges that last year, during a mediation to try to settle the dispute, Lee threatened him. Schaeffer applied to put a halt on the lawsuit on the basis that the alleged threats meant he could not adequately defend the proceedings and was unfairly constrained because he feared repercussions. However, the Court of Appeal on Thursday refused another bid to stop to the proceedings, with Justice Stephen Kos saying Schaeffer’s concerns “do seem somewhat hyperactive”. - NZME

The Old French Road Olive Grove is located on the outskirts of Akaroa, overlooking Takamatua Bay. The first olive trees were planted on the property in 2000 when it was under the ownership of Rob and Sue Cooper. Prior to this the land received little care and was riddled with gorse and broom. The grove is nestled in a valley of 20 acres with fresh water springs, ponds and native woods. We bought the Grove in 2011 and renamed it Old French Road after the track on which it is located. This was the route taken by early settlers travelling from Takamatua to Akaroa. Garry McFarlane, who has been involved in the establishment and maintenance of the grove from inception, has helped landscape the property with paths, ponds, terraces for the olive trees and native plantings. The valley has a northerly orientation and the sloping grounds make it almost frost free. The warmth and fertile soils ensure ideal growing conditions.

Showdown at the Senate In a day like few others in Senate history, California psychology professor Christine Blasey Ford quietly recounted her “100 per cent” certainty that President Donald Trump’s nominee for the Supreme Court had sexually assaulted her when they were teenagers – and then Brett Kavanaugh defiantly testified he was “100 per cent certain” he did no such thing. That left senators to decide whether the long day of testimony tipped their confirmation votes for or against Trump’s nominee in a deeply partisan fight with the future of the high court and possibly control of Congress in the balance. Showing their own certainty, Republicans quickly scheduled a recommendation vote in the Senate Judiciary Committee, where they hold an 11-10 majority. They’re hoping for a final Senate roll call next week, seating Kavanaugh on the court shortly after the October start of its new term. The University of Minnesota has awarded the late rock star Prince an honorary degree to recognise his influence on music and his role in shaping his hometown of Minneapolis. University President Eric Kaler and Regent Darrin Rosha presented the school’s highest honour, the Doctorate of Humane Letters, to Prince’s sister, Tyka Nelson. The university had been preparing to present it to Prince himself before his death in 2016. Students from the university’s School of Music were joined by guest artists including St. Paul Peterson and Cameron Kinghorn in paying tribute to Prince.

Plane crashes into lagoon Everybody survived a plane’s crash landing in a Pacific lagoon yesterday, with boats helping rescue more than 40 people from the half-submerged aircraft in the Micronesia archipelago. The Air Niugini plane hit the water short of the runway while trying to land at Chuuk Island, according to the airline. Seven people were taken to hospital, according to officials, including one described as being in a critical but stable condition. Striking footage shows people being rescued in boats in images reminiscent of the 2009 crash landing in New York City known as the Miracle on the Hudson. “It’s really fortunate that we didn’t have any fatalities,” said Glenn Harris, a government aviation security inspector for the Federated States of Micronesia. Harris said the plane left from the Micronesian island of Pohnpei about 700 kilometres to the east before making the water landing a little before 10am. He said he has yet to see a passenger manifest, but he understands at least 30 passengers and 10 crew members were aboard. Harris said he doesn’t know what caused the crash landing or whether the pilots had alerted air traffic control of any problems. He said an investigative team would be on the ground in Chuuk by today to figure out what went wrong. He said that the latest reports he’d heard indicated the plane remained afloat in the lagoon. - AP

A third Heartland Championship loss on the trot today would leave the Mid Canterbury rugby team’s season hanging by a thread. So coach Sean Carter and his troops are determined not to let that happen when they take to the main oval at the Ashburton Showgrounds against the competition’s cellar-dwellers East Coast today, putting the losses to both Wanganui and South Canterbury over the past couple of weeks behind them and focusing on the job at hand. A team that started the season with hopes of a top four finish and a spot playing off for the Meads Cup, Mid Canterbury knows that a win today is vital to its 2018 title chances, but the side also knows that East Coast is not a team to be taken lightly. Two weeks ago South Canterbury pummelled East Coast and

notched up 100 points in doing so, but last weekend East Coast produced one of its performances of the season and only just went down to Poverty Bay. “East Coast … I like them. “They never give up and they live off scraps and once they get that inside channel and the ball in the air, anything can happen,” Carter said. Adding to the challenge for Mid Canterbury is the fact that its players were a tad bruised and battered, both physically and mentally. Losses to the top two teams in the competition on the road in the past fortnight had been tough to take, but they had also left Mid Canterbury with an extensive list of walking wounded, meaning the side that takes to the park today has a very different look about it. But Carter said that wasn’t a bad thing. A number of players who had

been on the fringes would get a chance to shine today, and he was hoping they would make the most of it and help Mid Canterbury ensure East Coast’s winless season continued. The biggest changes are in Mid Canterbury’s backline, and they are all forced changes, with second-five Andrew Letham out for three weeks after having been knocked out cold against South Canterbury last weekend and speedy winger Brian Matoramusha away. Methven’s Tyler Blackburn will take Letham’s place, with Isireli Masiwini set to start at centre in the place of Tom Hanham-Carter who was recovering from a muscle strain, and will come off the bench today. Nathan McCloy would also get his first start of the season at first-five, with Jarred Percival moving to fullback. Matoramusha has been replaced on the left wing by Timoci

South Canterbury’s forwards well and truly dominated Mid Canterbury’s last weekend, so Carter and co-coaches Jason Rickard and Dale Palmer have put a big focus on scrummaging and the set piece at training this week. Sitting eighth with three games to go before the Meads Cup (top four) and Lochore Cup (next four) semi-finalists were decided, Mid Canterbury could not afford to drop another game. “The goal was to make the top four, so we just need to readjust the sights to win the next three games, regardless of what’s happening around us, and not put ourselves under pressure,” Carter said.

Tom Blyth would be the first to admit that at the start of the 2018 rugby season he wasn’t in great shape. The Welshman had just married his Kiwi wife Rebecca and with all the celebrating that had come with that the 27-year-old had piled on a few extra kilograms. “I was fairly overweight at the start of the season so I wasn’t sure if I was going to be able to play at all,” Blyth said. But he did, and to his surprise the season turned out to be one of his best. As the season went on the pounds he’d put on started falling off and as of today, as he prepared to once again start at lock for the Mid Canterbury team in the Heartland Championship, Blyth had dropped a total of 17kg. “(Rakaia) had a pre-season training camp at Mt Somers and I came away from that wondering if I was going to be able to play, so it was a real surprise when I got asked to go along to the Heartland training,” Blyth said. He ended up making the final cut for the Heartland squad and after starting the first couple of games off the bench, has become a regular in the starting line-up in recent weeks. Today he is set to start at six when Mid Canterbury takes on East Coast in a mustwin round six Heartland Championship clash. Blyth said East Coast would have a big forward pack and the key for Mid Canterbury was likely to be its backline. “If we play expansive, running rugby this week, we will be hard to beat,” Blyth said. For Blyth, this season has been a huge learning curve.

He’d played sevens for Mid Canterbury and rugby for Mid Canterbury A before, but 2018 had been his first taste of Heartland rugby, and he was constantly learning from the experienced heads around him. Blyth only touched a rugby ball for the first time when he was about 13. Having grown up in the Welsh countryside and attending a primary school that only had a dozen or so students all up, team sport wasn’t really an option until he got to secondary school. Blyth came to New Zealand six years ago as a 21-year-old, only intending to stay for three months to do a season calving. “I actually didn’t have any intention of playing rugby, I just chucked my boots in my bag just in case.” Within four days of arriving though, Blyth found himself on the field for the Southern senior Bs. It was only meant to be a three-month stay, but Blyth enjoyed it so much he ended up staying and meeting a nice Kiwi girl, who was now his wife. The couple lives at Te Pirita where Blyth works on a sheep and beef farm, and it was the move to Te Pirita that resulted in Blyth moving to the Rakaia Rugby Club after a couple of seasons at Southern. He missed last season after having surgery on his knee. He’d ruptured his ACL a few seasons prior and decided to go under the knife to get it fixed last year, and it was paying dividends on the field now. “I’m enjoying it again because you’re not worrying about it blowing up after a game, and how much you’re going to be struggling for the next week,” Blyth said. “I’m definitely getting around the pitch a bit easier.”

Adaam Ross is no stranger to running onto the Ashburton Showgrounds with his game face on. He’s had three stints playing for Mid Canterbury in his rugby career to date, but today when he emerges from the changing sheds he wouldn’t be wearing green and gold of the province he grew up in – he’s be wearing the light blue strip of East Coast. Ross is one of the loan players in this year’s East Coast side and will take to the Ashburton Showgrounds field at lock today, although he was wearing jersey 23 this season because he couldn’t fit the East Coast number five jersey. Rugby was inevitably in Ross’ blood and he was well and truly built for the game at 195cm and 116kg. The son of Mid Canterbury’s former All Black Jock Ross and former New Zealand women’s rugby player Christine Ross, and the brother of Isaac Ross – a former All Black now playing rugby in Japan – rugby has always been a part of Ross’s life. Attending boarding school in Timaru as a youngster, Ross played much of his age grade rep rugby for South Canterbury so was no stranger to playing against Mid Canterbury, but today would be his first time playing against Mid Canterbury’s Heartland side. The 32-year-old has achieved a lot in his career to date. He made the New Zealand Under-20 side in his younger days and has played for Manawatu in the Mitre 10 Cup, as well as spending three seasons with the Hammers. In 2006 he was a loan player while playing in Christchurch for New Brighton, in 2011 he returned as the side’s player of origin, and in 2015 – after returning from a couple of years living in Australia – he spent the year living in Mid Canterbury. He played his rugby for Southern and Mid Canterbury, and made the New Zealand Heartland XV. The possibility of playing for East Coast was something that was first put to Ross over a few drinks a couple of years ago, and this year it came to fruition. The side was at the bottom of the Heartland points table with no wins, and had just one bonus point to its name, but Ross said it had been a great experience so far. “They are good people. “If you’re playing good rugby they treat you right. “Even though the scoreboard’s not that flash, if you’re playing half decent you’re going to be

shouted a beer after the game,” Ross said. Remarkably, Ross wasn’t the only former Mid Canterbury player in the East Coast side this season. Former Rakaia player Hakarangi Tichborne, who played for Mid Canterbury in 2011 and 2012, was another of the side’s loan players. Tichborne originally hailed from Tokomaru Bay on the East Coast. But he hasn’t made the trip for the clash with Mid Canterbury today, with a knee injury sustained against Wairarapa Bush having brought his season to a premature end. Injury also ended Tichborne’s 2011 season for Mid Canterbury early, with a broken ankle suffered during a New Zealand Defence Force tournament meaning he only made a couple of appearances for the Hammers that season. Ross and Tichborne have something else in common too – the army. Tichborne was still in the army, based out of Linton, while Ross left the army last year after more than a decade of service. It was time for a change, so Ross and his wife and two kids – aged 13 and 10 – headed to Whangarei, where his wife is from. Ross got himself a job as a polytech transport tutor and joined the Kamo Rugby Club. East Coast was a long way from home, but with the side’s only real training every week taking place on a Friday night when the team came together for the weekend’s game, it was manageable. With East Coast, Ross is a vital link in what is a formidable forward pack that, despite letting in 100 points against South Canterbury a couple of weeks ago, had stood up well to one of the leading Meads Cup contenders this season. “We’ve got a pretty good pack. “Forwards are pretty easy to come across on the Coast, but it’s harder to find really good, fast barn-storming backs,” Ross said. After the thumping at the hands of South Canterbury, East Coast bounced back to almost topple Poverty Bay last weekend. “The good thing about Coasties is they have got a heart of gold and they don’t give up, even against South Canterbury with 80 points on the board with 10 minutes to go everyone still was giving it their all,” Ross said. Just how today panned out, only time will tell. But one thing is certain, there will be plenty of members of the extended Ross whanau on the sidelines a little torn as to who to cheer for today.

International pool clash When top swimmers from across New Zealand and further afield line up next week for the national short course championships in Auckland, two Ashburton swimmers will be among them. Jennian Homes Ashburton swim team members Bree Middleton, 15, and Blake Farr, 14, will be flying the flag for Mid Canterbury at the New Zealand Short Course Championships, which are being held at the Sir Owen Glenn National Aquatic Centre. All up there will be 699 swimmers taking part in the championships, with some coming from as far away as Switzerland, America, Fiji and Australia to battle it out for honours in the water. The championships are a five-day event which start on Tuesday, with age group racing in the morning sessions and the open age finals in the evening sessions. The national short course championships are raced in a 25-metre pool and both Farr and Middleton will be competing in their favoured freestyle events where they are hoping to make waves and come away with podium finishes.
