The fight to see a revival of the Ashburton i-SITE hit a major stumbling block yesterday when potential suitors, local radio station Hokonui, announced it would be unable to relocate to the vacant building on East Street. After a tumultuous few months last year following the closure of the i-SITE, in which the Ashburton District Council came under heavy criticism from within the community about the decision, it was Hokonui who appeared to come to the rescue and save the day. They mooted the possibility of their business relocating from their base in Somerset House down to the i-SITE building and reinstating normal opera-

tions there while also broadcasting the radio station from the building. This was met with great positivity from the community and the council. But after months of meetings and planning, the decision was officially announced yesterday morning with the Hokonui option off the table. Ultimately, capital expenditure hurdles have meant the end of the plan which was pitched to NZME, the parent company of Hokonui. NZME local team leader, Carol Johns, said the outcome was not the one desired by the company and the entire team in Ashburton was gutted to have not been able to get the idea over the line. “We are pretty disappointed,” she said yesterday morning.

“Ultimately, it’s come down to the money it would cost to make the change to the building from our current location in Somerset House, as well as maintaining some of the elements that would have had to remain in that building.” Yesterday’s decision will be met with some disappointment by those who wished to see the i-SITE reinstated to its former glory. The public opinion on the closure was strong with a huge crowd turning out to a public rally held on the chessboard next door to the i-SITE building last year.

End of the road for i-SITE battle?

Ashburton woman Jo Doyle enjoyed front-row viewing at the most exciting event of the year – last weekend’s royal wedding. The Ashburton mum and her mother Jennie Swan travelled to England full of hope they would see a real prince and princess join in holy matrimony – and they were not disappointed. Their day kicked off at 5.30am on Saturday, as they woke in their accommodation of a loft-room atop a gorgeous Windsor house. “We put our glad-rags on, and fresh faced we strolled on into Windsor town to join in all the royal wedding hype,” Doyle said. A team from One News had set up a spot along The Long Walk, which is a grand pathway leading into Windsor Castle. The media members were just as enthusiastic about the proceedings to follow, and were more than happy to make a little room for the two Kiwis. The pair then played a waiting game as it would not be until midday that the wedding would begin. Huge screens kicked into gear at 9am with coverage of the leadup, and Doyle was able to break the wait with a Pimms at 10am. “Why not? It was 10pm in New Zealand so I had to celebrate with everyone back home,” she said. By this time the crowds were building up quickly, with people from all over the world, with America represented in particular. Then came the moment everyone had been waiting for – bride Meghan Markle and her mother Doria Ragland escorted past on their way to Windsor Castle. Loud cheers erupted all around as their vehicle quickly moved past. Silence then befell the crowd as the royal wedding magic began, and proceedings unfolded

For Doyle, the highlight was the delivery from the Reverend Michael Curry, and then what was to come as Prince Harry and his new princess waved as they went past in a carriage. “The highlight of the day had to be the besotted newlyweds doing the carriage procession around the streets of Windsor. It was truly amazing, and incredible to be so close to them,” Doyle said. “The wait was so worth it. “They definitely are the new royal power couple. Everyone is so happy for them.”

From P1 Ashburton Mayor Donna Favel said the news was disappointing when approached yesterday morning. “I think we had all hoped for a positive outcome from the plan,” she said. “But unfortunately, that hasn’t happened, however, the i-SITE issue has been raised a number of times in submissions on the longterm plan so it is something we will no doubt be discussing again at next week’s hearings on those submissions.” The Ashburton District Council later issued a press release on the announcement stating that the council would continue to explore options for the Ashburton information centre building. The release made no mention of the council exploring options which would see the building reinstated as some form of information centre. “It is unfortunate that Hokonui is not able to go ahead with this proposal and we appreciate their efforts to help find a workable and welcome solution for the building. Although this offer will not proceed, we will continue to consider other options for the building,” Favel said in the statement. The building in question has been a hive of activity over the past week with the visiting Filipino group hosting more than 1000 visitors into the building in the past five days.

Gang expert shares words of wisdom with Ashburton BY KATIE TODD

He’s spent six years inside New Zealand gangs: forging countless connections, undertaking extensive ethnographic research and occasionally receiving a fist to the face or a bar stool to the back. Yesterday morning, sociologist Dr Jarrod Gilbert shared his insight as the country’s “foremost expert on gangs in New Zealand” with 104 interested members of the Hakatere/Ashburton U3A group. What the University of Canterbury lecturer had to share with members of the life-long learning group was something they had likely not heard before, he said: that New Zealand overestimates the degree to which gangs are responsible for organised crime. And a more efficient criminal and justice system would acknowledge that organised crime is in fact “much, much, bigger” than just the gangs, he said. Gilbert made the news in 2014 when he challenged Police Minister Anne Tolley’s claims that 28 per cent of the prison population

are gang members. Tolley had also stated that gangs were responsible for 34 per cent of class A & B drug offences and 25 per cent of homicide-related offences. However, having spent six years researching the gang scene, Gilbert said he highly doubted the statistics were accurate and told

Tolley he was willing to eat a suitcase full of carrots in front of the University of Canterbury Sociology Department if she was right. An Official Information Act request revealed that the statistics included anyone with a connection, familial tie to a gang member, or anyone charged together

with a gang member for the same offence. Gangs were in fact responsible for 4 per cent of class A & B drug offences and zero per cent of homicide-related offences. “Gangs are highly criminal and they do require policing. “I’m not saying gangs aren’t bad

… but all evidence points to the overinflating of the problem,” Gilbert said yesterday. “We have limited resources – and this could influence how to use them.” However, Gilbert’s address to the Hakatere/Ashburton U3A came shortly after an announcement from Police Minister Stuart Nash that 700 of the 1800 additional police promised in the new budget would be part of the organised crime squad “going after gangs to disrupt the supply of drugs in our communities”. Nash had described gangs as a serious problem in communities up and down the country, which have morphed into highly organised trans-national organisations. Gilbert said police are in need of much more higher level research on gangs in New Zealand – an issue which compelled him to study and write about gangs in the first instance. Hakatere/Ashburton U3A’s Jill Ross said the group met monthly to hear from guest speakers and Gilbert had drawn the biggest crowd she had seen for some time.

Police Minister Stuart Nash has rejected claims by Rangitata MP Andrew Falloon that the budget does not deliver additional police. “During the election campaign Labour and NZ First claimed that wasn’t anywhere near enough. Stuart Nash, now Police Minister, came to Ashburton promising additional police resources across the country,” Falloon said. “The coalition agreement between Labour and NZ First made the promise explicit: 1800 more

police over three years. “The Budget last week makes a lie of that promise. They’ve broken their pledge and will deliver additional police over five years, not three years as they promised to do. “They’re also trying to classify police roles like forensic accountants as frontline officers. Police Minister Stuart Nash has had to admit that only 1100 police will be out on the streets as frontline officers. “Eleven hundred new frontline officers over five years, an aver-

age of 220 each year, exactly what National had pledged to deliver. Labour have broken their promise and are not delivering any additional police,” Falloon said. However, Nash said Falloon was “very wrong”. “We are delivering 1800 frontline police,” he said. “Eleven hundred of those will be community constables whose role will be prevention first. They’ll be on the street, keeping people safe. “The other 700 will be in the organised crime squad. They’ll be going after gangs to disrupt the

supply of drugs in our communities. Gangs are a serious problem in communities up and down the country. They’ve morphed into highly organised trans-national organisations.” Nash said the organised crime squads represented frontline policing of the 21st century, adding that putting all the extra 1800 extra police on the beat was not the best allocation of resources. There would also be an additional 485 non-sworn support staff, he said. The extra police would be

brought in over three years. Nash said the reason for that timeframe was because about 1000 police needed to be trained every year to meet the target of 1800, as about 400 a year would leave. He was comfortable if it took three-and-a-half years to reach the target, as long as the best people possible were joining the police. “I’m determined not to see a drop in quality. We need top quality men and women in our police service.”

New president hits the ground running By Katie todd

When the Mid Canterbury Young Professionals launched in 2016 they shared a simple objective: to unite like-minded young locals in the first 15 years of their career. They became an instant success story, attracting 75 attendees to their very first meeting, and since hosting regular events from seminars to golf games, drinks, bowls tournaments, bus trips and motivational speakers. Now, MCYP’s newly elected president Emma Silva said she is looking forward to carrying on the group’s successful beginnings. After taking over the helm from Penny Costello last month, Silva and seven new committee members have already been busy with a calendar-full of exciting new events and a brain-full of ideas to bring more newbies on board. Silva, a relationship associate at ANZ, said the group helped make her move from Christchurch to Ashburton “very enjoyable and easy”.

MCYP is for everyone, she said – those beginning their careers to those further down the professional track – town-dwellers and rural workers alike. “I personally have met a wide network of people across the group … accountants, teachers, lawyers, builders, sales reps – from all sorts of places.” For founding member Natalie Ward, born in Ashburton, it’s been a matter of forging new links and helping others get involved and active in her great town. “When I moved back to Ashburton in 2016 I couldn’t believe how many people had moved to Ashburton for their career when they had no other links to the town,” she said. “MCYP has given me the opportunity to meet quite a few of these people and build relationships with them.” For $25 a month, members enjoy discounted events and deals from local businesses – but events are also open to non-members. Costello said during her 18

months as president, she has been blown away by the support from both members and local businesses. “It has been an absolute pleasure working with such a fantastic group of people,” she said. “I hope to see the group continue to grow from strength to strength.” Next on the cards for the group is a social catch-up at Kelly’s this Friday at 5.30pm, which anyone is welcome to attend. Also on the cards for next month are a seminar with motivational speaker Hollie Woodhouse and a bus trip around Mid Canterbury’s pubs, Silva said. A specialty sock made in Ashburton is being worn by serious mountain hunters in the United States and Europe. American outdoor clothing retailer Kuiu has been selling the NZ Sock Company-made socks in North America for five years and is now tapping into the European market with socks that can be worn for several days, don’t smell and keep feet dry with cutting-edge wicking technology. The American team was in Ashburton last week to watch the loading of a container of hunting socks destined for their online store. The company has a huge online following and is recognised for its lightweight, groundbreaking gear. NZ Sock Company managing director Euan Sparrow said it was great to host the Kuiu team and further emphasise its own story about the development of sock science using home-grown merino and technology developed in Mid Canterbury. Sparrow, international sales manager Gabrielle Simpson, chairman Gary Leech and board member Andy Wynne met with Kuiu’s Jason Widaman and Shaun Ayers, who had earlier been hunting deer in the Mt Cook region. “Kuiu is committed to crafting the lightest, most advanced mountain hunting clothing and equipment on earth, and their

The Nuyarn technology, which takes the twist out of the yarn, produces a well-fitting sock designed for high-stress outdoor activity. The Ashburton company supplies several niche markets, in-

cluding socks for sailors in the round-the-world Volvo Ocean Race; it also makes socks for outdoor retailer Kathmandu. Sparrow said the company had also been invited to tell its story at an international yarn fair in China later this year. The expo was expected to attract 14,000 people over three days.

The specialty socks are made, tested and packed at the company’s Ashburton factory, where 56 Italian-made machines operate almost 24 hours a day. Sparrow said the only downside to the company’s growing reputation as sock engineers was the struggle to attract qualified engineers to keep the machines running smoothly.

Dealer told to pay An Invercargill car dealer has been ordered to pay $41,999 after a Chevrolet Corvette it sold failed to comply with the guarantee of acceptable quality. The Motor Vehicle Dispute Tribunal upheld John Neale’s rejection of a 2005 Chevrolet Corvette C6 purchased from Graham Williamson X Factor Cars Limited in September 2016. Prior to purchasing the vehicle Neale told Graham Williamson, the company’s director, that he wanted to drive it from Bluff to Tauranga return, monthly, at least six times. However, during Neale’s first journey he found the car had a number of defects including an exhaust leak, water ingress, faulty electronics, air bag warning lamp and main engine seal leaking. In its determination, the tribunal said the vehicle failed to comply with the guarantee of fitness for particular purpose in section 8 of the Act. “The vehicle proved to be unsuitable for its stated purpose of being used as a vehicle for long-distance journeys up to the North Island and back,” the tribunal said. “Neale has established that the vehicle was not reasonably fit for the purpose that he made known to the trader.” Under the Act, a purchaser must give the trader reasonable opportunity to remedy a vehicle’s defects. And while evidence provided by Graham Williamson X Factor Cars Limited showed repairs were carried out in December 2016 and August 2017, evidence provided by

Neale, who had obtained an expert report from Rakiura Motors in Bluff in February 2018, showed there was still ongoing defects. The tribunal agreed that the issues had not been remedied. “The consequence of Graham Williamson X Factor Cars’ failure to remedy the defects in the vehicle is that Mr Neale is entitled to reject the vehicle, as long as he has not otherwise lost his right of rejection under s 20 of the Act,” the tribunal said. In addition to paying Neale $41,999, Graham Williamson X Factor Cars Limited were ordered to collect the Corvette at its cost and pay costs of $650 to the Crown. Sentenced for sex slavery The partner of the “most despised woman in New Zealand” has been sentenced for helping keep a teenage girl as a sex slave – selling her to men around Auckland some 1000 times. Avneensh Sehgal, 26, appeared for sentencing yesterday before Justice Graham Lang in the High Court at Auckland – he is the cooffender of Kasmeer Lata. Justice Lang said Sehgal’s culpability was less than Lata’s, who forced her daughter into prostitution, but still significant given the lasting effects the pair’s offending will have on the teen. He sentenced Sehgal to four years and eight months’ imprisonment with a minimum period of imprisonment of two years and four months. The Herald has followed the court proceedings and revealed details of what is New Zealand’s third-ever conviction for dealing in slaves – which was handed down to Lata last month along with a six year and 11 month prison term. Justice Matthew Muir also imposed a minimum period of imprisonment of three years and five months for Lata. “New Zealand’s courts will not [tolerate] the prostitution of children,” he said. “Children are entitled to the love and care of their parents – not to be farmed out for financial gain.” Sehgal was charged with dealing in underage people for sexual

He pleaded guilty just mere minutes after Lata was sentenced for keeping her daughter as a slave, first selling her for sex on her 15th birthday. Sehgal first met Lata after she moved to New Zealand from Fiji in 2014 with her children and the pair began a de facto relationship the following year. Lata told her daughter to begin work as a prostitute to help feed her family, who initially lived in Whangarei, when just 14. Despite refusing, the teen was kept as a prisoner inside her Papatoetoe home and taken to men around Auckland in motels after the family moved into an apartment. Sehgal would go on to help

Lata facilitate as many as five “appointments” a day with men wanting to have sex with Lata’s daughter, selling her body about 1000 times over a two-year period. The teen, who has permanent name suppression, fled her home to police in November 2016. During the 18 month period it is estimated the teen’s 36-yearold mother collected about $100,000, keeping half, court documents show. Sehgal’s part in the scheme also included helping to arrange advertisements, selling the girl online and in print. He further allowed Lata to use his New Zealand bank account to deposit the money she earned from pimping out her daughter and assisted his partner in driving the teen around Auckland for

the “appointments”. Sehgal continues to deny the offending, Crown solicitor Natalie Walker said, referencing a pre-sentence report. Walker added that Sehgal showed little to no remorse. Sehgal’s lawyer, Graeme Newell, said his client “aided and abetted” Lata but that Sehgal’s role was not essential for Lata’s offending to occur. Justice Lang said Sehgal must have known the gross breach of trust which was occurring between a mother and her daughter. He gave Sehgal no credit for any remorse. The court heard that Sehgal was likely to have his permanent New Zealand residency revoked and he will be deported to India at the conclusion of his sentence. Lata’s defence counsel Karl Trotter said at her sentencing that his client has “come to the realisation that she may well be the most despised woman in New Zealand”. She will likely be deported to Fiji at the end of her sentence. The teenage victim, now 18, was granted residency and can now live, work and study in New Zealand without fear of deportation. “All I wanted was your love when I was a child, teenager – and as your girl,” the teen said in her victim impact statement. “You did not care about me – and I just wanted your attention.” - NZME

Whitehouse told the Ashburton Water Zone Committee yesterday, but braided rivers changed their course and were harder to define. The reach to be looked at runs from the eastern edge of the Ashburton town to Digby’s Bridge and beyond, where the river has separate north and south branches.

The section under scrutiny includes stopbanks, designed to protect the town in the event of a major flood. The project will include the views of people who live by the river and others interested in its health. Whitehouse said people will be provided with information including what the reach looked like at times of flood, and images

from 50 years ago. They would be asked to describe what they saw as the extent of the river bed and the values they associated with it. He said there had been a lot of land intensification on the margins of braided rivers in the past decade and the project would help create new RMA rules for braided rivers.

In brief Water tested for E.coli Water samples taken from the Ashburton River and Carter’s Creek in Tinwald are being sent for scientific analysis, specifically levels of the bacteria E.coli. The analysis will help Environment Canterbury water scientists identify possible sources of contamination. ECan staff have installed a rubbish filter in Carter’s Creek above the railway to collect items like plastic bottles and this should improve flows in the water way.

Fish screens checked Environment Canterbury officers will be checking fish screens as part of their compliance campaign in 2018-19. Irrigation schemes and individual water users install screens to keep fish out of water intakes and officers will be checking they are working effectively. ECan records show there are around 900 consents related to 1200 intakes that require fish screens in the region; 40 per cent relate to older consents and might not be operating at good practice levels.

Her school, north of Wellington, is decile 1A, the poorest decile. It doesn’t ask parents for school donations because it knows many can’t afford them. The $150 per pupil payment Labour promised would replace the school donation system would have given O’Neill an extra $25,500 a year for activities and resources for her 170 pupils. - NZME

i-SITE dream had a lot riding on it H

opes and dreams are often built on the wildest of ideas, sometimes they come to fruition and other times they don’t. When Peter McQuarters went to an Ashburton District Council meeting last year with an out of the box idea that could have saved the then, and still now, defunct Ashburton i-SITE it was a plan built very much on the premise of hopes and dreams. On paper, the plan for Hokonui to relocate their main operations into the vacant East Street building and take over the day-to-day running of the i-SITE seemed like the answer to everyone’s prayers. When the idea was mooted to the Ashburton District Council there was renewed energy within the council chambers and out

in the community. Councillors around the big table looked relieved to have a potential resolution to a situation that was beginning to get rather tumultuous and those who had fought so hard and protested so vocally actually had something to pin their hopes on. The idea was delivered with the warning that it was very much just an idea and it required a lot of work and a lot of buy-in from outside parties to get it across the

line and unfortunately, it’s fallen short of reaching the goal. Hokonui announced yesterday that they would no longer be able to pursue the idea due to the costs involved. And just like that, it appears the dream of an i-SITE return is over. Let’s not belittle the effort and work done by McQuarters, Carol Johns and the entire team at Hokonui though, they are more disappointed than anybody that the decision has had to be made. They took a pipedream and nearly turned it into reality and without their plan of attack that renewed hope would never have existed in the first place. But, as mentioned earlier in today’s paper, this does appear to be the final nail in the coffin for the i-SITE.

The Ashburton District Council appear to have no desire to see the building return to its former state – underlined by the fact it’s now referred to by them as the Ashburton information centre building on East Street. They might be pledging to continue to investigate the options around future use of the building, but the chances of that including any form of i-SITE type set up seem about as likely as Hamish Riach’s arrival in the Ashburton scene bringing a covered stadium to our doorstep. And as frustrating as that might be, at this point in time it is somewhat understandable. There are still people who walk the streets of Ashburton in search of our i-SITE, but the introduction of boards of information at

various locations around the CBD has somewhat countered that. And without the loud public opinion on the matter, which quietened right down when the Hokonui plan was mooted, there’s been no pressure towards council to deliver what a good percentage of the population of this region seemed so intent on getting back. The Hokonui team finished their announcement yesterday by saying that the fate of the building now rests with the council and they couldn’t be any more correct. But perhaps those who get the opportunity to vote at the next local government elections might have something to say about how we got to this point in the first place.

hile Ashburtonians have been spinning into a Wheels Week frenzy – gearing up for festivities, rolling out all the stops and pondering how many wheel references it’s possible to fit in one opening line, a wheely different reality has been developing in Auckland City. OnzO bikes have recently cropped up across the cityscape in their oodles. If you ain’t in the know, OnzO is a type of bikesharing scheme which operates successfully in locations like London and Dublin. Using an app, commuters can track down a nearby bike and ‘unlock’ it for use for just 25c per 15 minutes. But what the makers didn’t consider was that Aucklanders and bicycles go together a bit like those black and white Burger King floor tiles and the rest of the glorious 14th century chapel which hosted the royal wedding. They just don’t. Auckland is bike HELL. Broken OnzO carcasses have quickly littered the landscape, and dozens have had their control panel guts ripped out and ruined. Glancing at the OnzO App’s map, several bikes have been tossed into the sea, and more smuggled across to Waiheke Island. The city of sails has become a two-wheel slaughter site. Back in working form (i.e. mere months ago) the bikes were okay. Each OnzO features airless tyres, perfect if you regularly commute across beds of nails; no gears, perfect if you can avoid each and every one of Auckland’s 48 volcanos; and large, nonergonomic seats, perfect if you have as much cushioning on your backside as the Purex dog. A basket on the front provides five kilograms worth of carry-on luggage capacity – a little stingier than Jetstar. But hey, 25c for 15 minutes. I decided to try and find one that still worked. Along with two other (somewhat reluctant) bike-testing accomplices, Andrew and David, I devised a plan to commute along the waterfront from Mission Bay to a Britomart iced coffee spot and back. I figured with fourteen kilometres to cover, three riders to test the bikes, and three bikes available to start us off on the same street in Mission Bay – suuuu-

Our first three were all completely deformed, and our bike brigade had not an iota of dignity as we set off on our journey. Picture me: using crank-shaft style movements to operate a bike with a missing pedal, David: cruising behind with his knees at chest height and a bike seat permanently locked at the minimum height, and Andrew: drunkenly wiggling and swerving atop an OnzO with unscrewed handlebars. But with plenty more bikes situated between us and our iced coffee, there was hope for a bit of street cred improvement. Each glimpse of black and yellow brought a wave of hope, shortly proceeded by bitter disappointment as we discovered yet another faulty variant. I made myself comfortable on

a bike with faulty brakes and a severely skewed front axle while Andrew opted for one that produced alarmingly loud crunching sounds with each push of the pedals. Multiple OnzOs (apparently suffering some sort of disassociate identity disorder) generated an ‘unavailable’ message when we attempted to unlock them, and at Quay Street we stumbled upon a poor bicycle soul that had spilled its chain guts right across the footpath. My favourite bike of the day was one which somewhat worked, but was uniquely embellished – top to bottom – in barnacles and fragments of sea life (presumably after spending some time in Bikini Bottom). Then, seven kilometres and three bloody delicious iced coffees later, the unthinkable happened. Lurking in the shadows of the Ferry Terminal I found myself an anatomically com-

plete, barnacle-free WORKING OnzO bike. The Auckland pigeons parted on the footpath before me like the Red Sea before God. The traffic lights buzzed a congratulatory chorus. I’d done it. I’d found it. A faultless OnzO. Most unfortunately, Andrew and David weren’t so lucky, and the day ended on perhaps the only transport mode less glamorous than an OnzO: an Auckland Transport Bus. But dearest OnzO bike 81003421, I wish you all the best in this ruthless world – and I hope the bike Gods are looking out for you. You will be missed. ‘Political quake’ unleashed After months of ever louder rumblings, Donald Trump has unleashed a “political earthquake” by demanding an investigation into whether the FBI spied on his presidential campaign. He suggested the Obama administration may have had a hand in persuading the bureau to probe alleged links between his team and Russian interference in the 2016 election, and he called for the identity of a protected informant to be exposed. The US President became increasingly agitated over the weekend, firing off tweets and calling lawyer Rudy Giuliani at all hours, from 6.30am Saturday to late in the evening. By Sunday afternoon, he tweeted his demand for a probe by the Department of Justice, which agreed to do as he asked within hours. Now, there are fears the fallout could send Washington into meltdown and trigger a constitutional crisis. Although some dismiss Trump’s repeated talk of a “witch hunt” as paranoia, he has now triggered a major investigation. The Department of Justice has asked its inspector general to assess his claim in the hope of minimising further clashes between the President and federal law enforcement. Trump’s demand for an in-

Song use upsets Sheeran Pop singer-songwriter Ed Sheeran has a message for anti-abortion campaigners in Ireland: He doesn’t approve of them using his song Small Bump to advocate for their cause. He posted a statement to his Instagram story saying he had been informed the song was being used to promote a “Pro-Life campaign”. “I feel like it’s important to let you know I have not given approval for this use, and it does not reflect what the song is about,” Sheeran wrote. Small Bump, which is from Sheeran’s 2011 debut album +, was reportedly being played by antiabortion activists campaigning in Dublin’s city centre, The Guardian reported.

Outspoken finance expert Sam Stubbs has already called for New Zealand to follow Australia and have a Royal Commission into misconduct in the financial services sector. And now he has come up with a list of questions he believes the banks, insurers, KiwiSaver providers and fund managers should answer. Stubbs said the questions were not just a “once over lightly” but had taken about a month to work out and were based on questions asked at the Australian inquiry which were also pertinent to New Zealand. Some questions had also come from industry executives who had approached him on a confidential basis. Stubbs said it was not just banks that had questions to answer. “The insurance industry needs a damn good look as well.” Stubbs said the questions were not just small queries but addressed big issues like those in Australia. “Hopefully this will stimulate debate,” he said. While the list of questions is expansive Stubbs said the two biggest areas of concern for him were the pressure on bank staff to meet sales targets and whether that meant people were being sold inappropriate products and life insurance commissions which can be as high as 230 per cent of the first year’s premium.

they transfer their banking or KiwiSaver to a bank? Are sales staff being paid a commission to sell their own products while representing themselves as ‘advisers’? Do commissions paid by fund managers and insurance companies prejudice the advice New Zealanders receive? What is the sales culture and what pressure is applied to sales staff? Do high customer penalties discourage good financial behaviours? Are penalties applied to cover costs and discourage bad financial decision making, or simply to increase profit? Like utility statements, should all financial fees be disclosed in dollars and cents each month/year and be shown how and where they are charged, for full transparency? Are merchant fees at appropriate levels for the market? Why do NZ companies pay higher merchant fees than Australia? Insurance Why are life insurance premiums remaining so high in a competitive environment? Who is controlling what is paid, the product manufacturer/provider or the sales agent? How do we measure churning of policies to generate new commissions? With so few NZ adults insured, how can the industry deliver such high profits and shareholder returns? NZ has not followed Australia’s lead to reduce commissions paid to life insurance sales agents. The high commission incentives have not led to more New Zealanders being insured. Does this mean they are driving the wrong behaviours? Have non-cash incentives paid by life insurance provid-

ers e.g. overseas trips, incentivised appropriate sales behaviours? Funeral, credit card and repayment insurance are criticised as expensive and delivering poor value to customers. Do customers really understand what they are paying for, and the real cost relative to the benefit? Are some customers being sold funeral insurance by companies that could sell them lower cost life insurance with better terms? When is credit card repayment insurance in the best interests of customers? How profitable is it for banks? KiwiSaver KiwiSaver fees are high by global standards for longterm superannuation funds. They have averaged around 15 per cent of total return since inception. If the fee differential for an average KiwiSaver member is $65,000 between the lowest cost provider and the average cost provider at retirement, what value does that $65,000 provide? Why haven’t KiwiSaver members benefited from economies of scale. The pool of savings is now $50 billion but there has been very little downward pressure on fees over the last 10 years. Should NZ follow the UK and cap fund management fees? Managed funds When do performance fees add value to an investor? What performance fees are being charged by fund managers when an investor is getting a return that is below similar products or the market? How can performance fees be justified and valued in a fair and transparent way? – NZME

Petrol prices hit record levels at $2.30 Petrol prices have surged to their highest levels – at $2.30 a litre for 91 octane fuel at some stations. The previous high was $2.27 in the middle of 2013. And the new high price is before a regional fuel tax of 11.5 cents a litre kicks in for Auckland motorists from July 1. However, a petrol retailer insists little more can be done to make petrol cheaper at the pump for motorists. Z Energy spokeswoman Sheena Thomas told Newstalk ZB the price rise is justified and largely driven by a rise in prices on the international market. She said international increases get passed on to customers. Z’s profit margin was around 5 cents a litre, before it pays expenses such as wages and electricity. Thomas said not much can be done to decrease the price at the pump without international prices easing. Oil prices spiked to their high-

est level since 2014 last week as US President Donald Trump pulled out of the Iran nuclear deal and threatened to impose new trade sanctions. That’s a 25 per cent rise since its most recent low in February and a rise of about 90 per cent since the price hit rock bottom in January 2016. Oil prices crashed in 2014, plunging from $144 a barrel to a low of just above $57. Before the GFC they had traded as high as $193 per barrel. The steady increase from record lows has strongly suggested that petrol price increases were always on the cards. Given this context, Herald business editor at large Liam Dann last week suggested that paying $3 was no longer farfetched. Road Transport Forum NZ chief executive Ken Shirley added further weight to this prediction by suggesting to TVNZ 1 News yesterday morning that this could become a reality within the next six months. – NZME

Healthy, versatile kidney beans I

f you have a tin of kidney beans in the pantry you have the making of a tasty, filling meal. On their own they don’t look like much, but add a little spice, some herbs, vegetables, pasta or meat and you have a meal that will satisfy even the hungriest of diners. Kidney beans are a great staple if you’re a vegetarian, but they’re also great for using alongside meat to make a casserole go a little further.

Kidney bean curry 1 onion, finely chopped 2 garlic cloves, finely chopped Thumb-sized piece of ginger, peeled and finely chopped 1 small pack coriander, stalks finely chopped, leaves roughly shredded 1t ground cumin 1t ground paprika 2t garam masala 400g can chopped tomatoes 400g can kidney beans, drained 1/2 C chicken stock Cooked basmati rice, to serve ■ Heat the oil in a large frying pan over a low-medium heat. ■ Add the onion and a pinch of salt. ■ Cook slowly, stirring occasionally, until softened and just starting to colour. ■ Add the garlic, ginger and coriander stalks and cook for a further 2 mins, until

fragrant. ■ Add the spices to the pan. ■ Cook for another 1 min, by which point everything should smell aromatic. ■ Tip in the chopped tomatoes, kidney beans and stock. ■ Simmer for 15 mins until the curry is nice and thick. ■ Season to taste, then serve with the basmati rice and the coriander leaves.

Kidney bean burgers 1 carrot, peeled and sliced 1 tin (400g) red kidney beans, drained 1/2 green capsicum, chopped 1/2 onion, peeled and chopped 1 jar salsa (450g) 1C dried breadcrumbs 3T wholemeal flour Salt and freshly ground black pepper to taste 1 pinch chilli powder 1T olive oil ■ Place carrot into a bowl and fill with a little water. ■ Cover with plastic film and cook in the microwave for 2 minutes or until soft. Drain. ■ Mash beans and steamed carrot in a large bowl. ■ Mix in green pepper, onion, salsa, breadcrumbs and wholemeal flour.

■ Season with salt, black pepper and chilli powder. ■ Add more flour to create a firmer mixture, or more salsa if the mixture is too stiff. ■ Form mixture into 8 patties. ■ Heat a large frying pan over medium-high heat and add olive oil. ■ Fry the patties for about 8 minutes on each side, or until browned and firm.

Spicy kidney bean dip 1 tin (400g) red kidney beans 20ml tomato juice 1/2 t cider vinegar 1t Worcestershire sauce 1 crushed clove of garlic 1t chilli powder 85g cheddar cheese Salt and black pepper to taste ■ Place the drained kidney beans, tomato juice, cider vinegar, Worchestershire sauce, garlic and chilli powder into a food processor and blend until totally mixed. ■ Add to a frypan with the cheese ■ Stir over a low-medium heat until the cheese has melted and is thoroughly mixed. ■ Serve it hot or cold.

Kidney bean lasagne 1T olive oil 1 small onion, chopped 1 clove garlic, minced 1 (400g) tin red kidney beans, drained 1 (400g) tin diced tomatoes, drained 1/2 red capsicum, chopped 1t dried basil 1t dried

oregano Salt and pepper to taste 3T butter 3T plain flour 1 1/2 C (375ml) cold milk 1/2 C grated parmesan cheese 1 packet lasagne 125g grated gruyere cheese ■ Preheat oven to 180°C. ■ Heat the olive oil in a frypan over medium heat and cook the onion until tender. ■ Mix in garlic and cook until heated through. ■ Mix in beans, tomatoes and capsicum. ■ Season with basil, oregano, salt and pepper. ■ Continue cooking 10 minutes, stirring occasionally. ■ Melt the butter in a saucepan over medium heat and gradually mix in flour until smooth. ■ Slowly stir in the milk. ■ Mix in parmesan cheese and continue to cook and stir until slightly thickened. ■ Spread 1/2 the red bean mixture in casserole dish and top with lasagne. ■ Layer with remaining bean mixture and remaining lasagne. ■ Cover with the cheese sauce and top with gruyere cheese. ■ Bake 20 minutes in the preheated oven or until lightly browned.

Chicken and kidney beans Cooking spray 1 onion, roughly chopped 1 red pepper, cored, deseeded and roughly chopped 1 garlic clove, halved 250g boneless, skinless chicken thighs, cut into 3cm/1 1/4in chunks 2t mild chilli powder 200g long-grain rice 400g can red kidney

beans, rinsed and drained 400g can cherry tomatoes, in natural juice 200ml chicken stock Salt and freshly ground black pepper To garnish: Fresh coriander leaves, roughly chopped and lime wedges ■ Heat a large frying pan with a flameproof handle over a medium heat. ■ Lightly spray with oil. ■ Add the onion, red pepper, garlic and chicken. ■ Cook for 3 minutes, stirring continuously. ■ Preheat the grill to a hot setting. ■ Add the chilli powder, rice, beans, tomatoes and stock to the pan. ■ Season to taste with salt and freshly ground black pepper. ■ Bring to the boil, then reduce the heat and simmer for 15 minutes. ■ Place the pan under the grill and cook until golden. ■ Divide between four plates, garnish with coriander and serve with lime wedges.

Beef and beans 1T olive oil 750g beef casserole steak, cubed 1 large white onion, finely diced 5T paprika 4 beef stock cubes, divided 4 fresh garlic cloves, crushed 1 litre tomato puree or passata 2 (440g) tins red kidney beans, drained 1 1/4 C (310ml) water 4 carrots, diced 200g pasta ■ Preheat the oven to 150°C. ■ In a large oven-safe casserole pan, heat the olive oil over medium-low heat. Add the beef, onion, paprika, 2 beef stock cubes and 2 crushed garlic cloves. ■ Cook until browned and turn the heat down to a low setting. ■ Leave for about 10 minutes, stirring occasionally. ■ Add the tomato puree or passata, beans, water, 2 stock cubes, garlic and the carrots. ■ Place the cover on the casserole dish and put in the preheated oven. Add pasta about an hour before taking from oven.

Western Springs preferred venue New Zealand Cricket wants Western Springs to become the home for the sport in Auckland. Regional Facilities Auckland has proposed the stadium be developed into a world-class cricket ground, once it’s phased out as a motorsport venue next summer. In its submission to the Auckland Council, New Zealand Cricket said Auckland is currently missing out on international cricket exposure, primarily due to the lack of a cost-effective, financially-viable venue. Concerns were also raised that the current economic benefits top-level cricket could bring to Auckland were considerably lower than what they should be. NZC said developing a fit-forpurpose and multi-use cricket venue was essential for bringing more tests, one-day internationals, and Twenty20 internationals to Auckland, as well as upcoming tournaments of significance such as the women’s World Cup. In a March 27 submission to the 2018-2028 Auckland Council long-term plan, NZC chief executive David White wrote: “Eden Park – the only ICC-sanc-

ibility at the venue, with the likes of a drop-in pitch, so it could also host non-cricketing events and activities. “Genuine cricket grounds, by dint of their grass fields and terraces, have long proved ideal spaces to complement other modes of entertainment, adding to the financial well-being of a venue,” the submission surmised. The question over where to play cricket in Auckland has plagued the city’s sporting landscape for years. NZC were committed to Eden Park last summer, because the ground was deemed the best option to host the country’s inaugural day-night test – against England. On the other hand, Mt Maunganui’s Bay Oval has shown it is capable of meeting the day-night brief. However, funding the new stadium and finding speedway an alternative home after a legacy of 90 years will remain a sticking point. Purpose-built grounds such as Hamilton’s Seddon Park, the Basin Reserve, Christchurch’s Hagley Oval and Dunedin’s University Oval have been preferred for the game’s longest form. - NZME

In brief Perry pulls a hammy The Crusaders have been handed another blow with the news Tim Perry has strained a hamstring while training with the All Blacks yesterday. Battle for the bolter Ben Smith has a fair idea how new All Black Shannon Frizzell will be feeling. Smith was as much of a surprise selection in 2009 as Frizzell is in 2018. If Frizzell is feeling much the same way, it would be no surprise. Just four days after a massive defeat to Christ’s College in Canterbury secondary school rugby’s UC Championship, Mid Canterbury Combined is again staring down the barrel today. The Mid Canterbury Combined first XV lost 87-0 to Christ’s College, one of the competition’s traditionally strongest teams, in Christchurch on Saturday and today were headed back up there for another game against a team just as strong, if not stronger. Their game against Christchurch Boys’ High School (CBHS) had been brought forward from

Saturday, to today, at the request of the Mid Canterbury side. With the Mt Hutt College ball on Friday night affecting a number of players, they were keen to move the game to mid-week, but with CBHS unable to travel it meant having to give away the home ground advantage and board a bus to Christchurch. Mid Canterbury Combined coach Blair O’Donnell said the big loss to Christ’s College had been a bit disheartening, but not unexpected, and they were expecting much the same again today. “These two games are going to be pretty tough, but there are so

many teams on par with us that we will beat,” O’Donnell said. Christ’s scored 28 points in the opening 12 minutes on Saturday, but only led 33-0 at half time, so Mid Canterbury Combined rallied well after a bad start. O’Donnell said the game blew out at the end as his team tired from spending so much time defending against a much bigger and stronger side. O’Donnell said his side never gave up and played with great heart against Christ’s, and that was all he could ask. “They knew that was a strong team. “They knew it wasn’t going to

be a game they were going to win. “We just need to pick ourselves up and let’s keep fighting and go again, and just try our best.” Mid Canterbury Combined has had to bring in a couple of replacements for today’s match, thanks to injuries including a dislocated shoulder from Saturday’s match. O’Donnell said that was one of two serious injury blows to come out of the Christ’s game, with Fotu Hala also suffering his fourth concussion and potentially ending his season. Mid Canterbury Combined will play CBHS today at 3.30pm in Christchurch.

Hartley may be on thin Formula One ice The “vultures will be circling” around battling Brendon Hartley according to former British Formula One driver Martin Brundle. Speculation in Barcelona’s F1 paddock just over a week ago apparently suggested Hartley would need a good result in Monaco this weekend to save his fledgling F1 career. Hartley has scored one point after five races in his first full season. He received the shock F1 call up from Red Bull in 2017, when he was given four starts with jun-

ior team Toro Rosso to prove his worth. Sky Sports commentator Brundle said that rumours quickly spread in the tight world of F1, and he was unsure if predictions Hartley faces the axe from Toro Rosso are valid. But Brundle said Hartley needed good results and the upcoming races in Monaco and Canada were ideal for that. Various websites and commentators have been analysing Hartley’s year and observations include the claim that he is too nice.

Brundle said: “The whirlwind starts in the [F1] paddock – it is a very small place where you can start a rumour and see how quickly it gets back to you as we’ve done in the past for a laugh. “I’m not saying that’s what is happening with Brendon ... it’s very hard to get to Formula 1 and even harder to stay there. “It’s a brutal place in the Red Bull hierarchy as he knows because he’s already been on the receiving end of it. “I suspect there are some concerns to his absolute pace and is-

sues he’s been having, but I really wouldn’t know if those rumours about replacing him are true. “Monaco and Canada often have a bit of carnage – if the opportunities arise he needs to be there to take them. He’s a nice lad, a great driver. I know Mark Webber and co. are always trying to give him some advice and fast track where he needs to be. “Pierre Gasly is doing good job in the other car and it’s inevitable vultures will be circling if they see someone having a bit of a difficult time.” - PA

Quade ‘should play’ When it comes to the Reds not utilising Quade Cooper in their set up this season, Lima Sopoaga is just as confused as the rest of us. Cooper, 30, is currently contracted to the Reds on a deal worth $700,000 a season, yet has not featured at the top level in 2018. “I guess if you’re paying a guy $800grand a season, he probably should be playing,” the Highlander said. “If you’re paying a guy that much, he probably should be out on the park under the bright lights instead of playing club footy at 2:30 in the arvo.” - NZME

The numbers of kids wanting to play basketball is soaring and two Ashburton coaches are determined to keep those young players on court, and getting better. Mark Douglas and Pip Johnston have started offering weekly early morning training sessions for term two to help develop the skills of young players and if the numbers are good, they’ll keep getting out of bed early to ensure the future of the sport they love is in good hands. Douglas said the number of kids playing basketball at Ashburton College has pretty much doubled in the past couple of years. “I think we almost accommodated about 95 per cent of the kids who turned up into teams, whether that be A grade blokes or social level for the senior C team. “But it means they are still balling and that’s what they want to do, so that’s awesome,” Douglas said. Ashburton College this year had seven basketball teams, ranging from the senior boys and girls who played in the Canterbury secondary schools’ Whelan Trophy and Thomson Trophy competitions respectively, down to the junior girls who defeated Cashmere High School in the first game of their premier intermediate grade (Year 9 and 10) competition a couple of weeks ago. “In the past I think they have had three or four teams and last year we saw growth to maybe six or seven teams, and then six or seven this year with numbers to burn, with a couple we couldn’t fit in,” Douglas said. “There’s growing pains but that’s why we want to offer them some options, if they want to train.” Douglas and Johnston would hold the morning training sessions for intermediate and high school aged kids every Thursday morning at the EA Networks Centre, from 6.30am until 7.30am, at a cost of $5 per week per player. If the numbers were good, they’d look to continue into term three. “We thought, why not? There might be some kids out there who are keen to ball, and we are

“You feel like you’ve done something, like you’ve achieved something, before a lot of other people are out of bed.” The number of youngsters who are playing basketball in high schools around New Zealand had grown by 27 per cent over the past five years, Douglas said. “Basketball is on a sprint to become number one between the next 18 months and two years.”

Growth was great, but it did lead to other issues. “Our growing pain at college level is referees, because in a small town everyone who is involved with basketball plays,” Douglas said. So the hunt was also on for anyone who might be keen to become a basketball referee, because there was no game without referees.

LeBron leads the way for Cavaliers LeBron James scored 44 points, surpassed Kareem Abdul-Jabbar atop a post-season list and helped the Cleveland Cavaliers even the Eastern Conference finals at 2-2 yesterday with a 111-102 victory over the Boston Celtics, who are looking forward to getting home. Pushed by a raucous crowd that wasn’t so confident a few days ago, the Cavs held off Boston’s comeback in the fourth quarter and squared a series that is now a best-of-three. Cleveland is trying to become the 20th team – out of 300 – to overcome a 2-0 deficit and James, who has already orchestrated two such rallies, is a step closer to a third. But to do it again the Cavs will have to win in Boston, where the Celtics are 9-0 this post-season. Kyle Korver added 14 points with several hustle plays, and Tristan Thompson had 13 points and 12 rebounds for Cleveland. Jaylen Brown scored 25 and Boston had all five scorers in double figures, but the Celtics fell behind by 19 in the first half and didn’t have enough to catch Cleveland. And, of course, they didn’t have James, who moved past Jabbar (2356) for the most field goals in play-off history. James also recorded his 25th career postseason game with at least 40 points – his sixth in this post-season. The Celtics hung around in the second half and pulled within 100-93 on Marcus Smart’s basket with 4:29 left. But Thompson got free for a dunk, and after a miss by Boston, James recovered after making his seventh turnover by making a steal and layup. Moments later, James drilled a 3-pointer from the left wing to finally put away the young Celtics, who will now feel the immense pressure of trying to hold off the three-time champion. The Burnham Chevaliers handed the Ashburton Barbarians their first loss of their 2018 Canterbury Rugby League division one campaign on Saturday. Playing at Burnham, the Barbarians led at half time 14-10, but Burnham’s superior fitness shone through in the second half and the home side ran away with the game 44-26. Team manager Matt Milne said it was every bit of a contest in the first half with the Barbarians gaining the early dominance the game, but not capitalising on all opportunities. A slow start in the second half resulted in Burnham scoring 22 unanswered points and shooting out to a 32-14 lead, but the Barbarians managed to claw their way back into game to reduce Burnham’s lead to six with 10 minutes to go. But Burnham again pulled away, scoring two late tries to seal the match. Milne said the high intensity of the match saw his side with only one reserve left late in the second

half after two players left the field with concussion, and the other with a leg injury. “The extra minutes our boys had to play took a toll. “The majority of Burnham’s tries were long range efforts, created from exposing holes in our defence,” Milne said.

Burnham’s superior fitness also showed with them maintaining a high intensity throughout the whole game, he said. Player of the day Xavier Bartlett continued his superb form, scoring another three tries, with Milne describing his footwork as “breaking opposition ankles”.

Tanye Philpott continued his outstanding form as well, but unfortunately suffered a fractured wrist during the game, putting him out for a few weeks. Milne said Taki Eketone also put in a real captain’s knock and continued to go from strength to strength with his leadership, while Marvin Brown had a perfect day with the boot hitting five from five off the tee. The game was a good indicator of where they were at, Milne said. “It became apparent that to win this comp this year we need to be fitter. “As disappointing as it was to lose its always better to lose early on and know what areas we need to improve on, so we’ve taken a ‘better now than later’ attitude and will get to work increasing the cardio work,” Milne said. The Barbarians are looking forward to playing at home this week after three away games on the trot. They’ll take on Marist Gold – somewhat of a surprise packages this season – at Robilliard Park, Chalmers Ave, at 2pm on Saturday.

Support for Walker Manly skipper Daly Cherry-Evans has encouraged serial niggler Dylan Walker not to change despite the fractured eye socket he copped. The Sea Eagles will be without Walker for up to six weeks as he recovers from the punches which earned Curtis Scott a two-match ban. PLAN CHANGE 2 TO THE CANTERBURY LAND AND WATER REGIONAL PLAN – OPERATIVE At a Council meeting held on 10 May 2018, the Canterbury Regional Council (Environment Canterbury) approved Plan Change 2 to the Canterbury Land and Water Regional Plan, and in accordance with Clause 20 of Schedule 1 to the Resource Management Act 1991 resolved to make Plan Change 2 operative from 1 June 2018. Plan Change 2 to the Canterbury Land and Water Regional Plan (LWRP) has been developed in collaboration with the Ashburton Zone Committee to deliver freshwater outcomes for the Hinds/ Hekeao Plains catchment. Plan Change 2 is part of a ‘package of actions’ developed to assist with delivery of outcomes described in the Hinds Plains Zone Implementation Programme Addendum (ZIPA). The plan change inserts new policies, rules and methods into the LWRP to regulate activities within the catchment. Ashburton’s go-karters had to battle a strong, cool Wakanui wind as well as each other when they gathered for their monthly race day on Sunday. The Ashburton Family Go-Kart Club meets once a month for a day of fun and racing for all ages, and this month’s racing was held in a paddock on a Wakanui farm. No seeding for Serena French Open organisers say they will not be giving three-time champion Serena Williams a seeding for this year’s tournament but several of her biggest rivals believe the American great deserves more than just a guaranteed spot in the main draw. The 23-time grand slam champion is expected to play in her first major at Roland Garros, which

starts on Sunday, since giving birth to her daughter in September. But the French Tennis Federation said in a statement: “This year again, tournament officials will establish the list and ranking of the women’s seeds based on the WTA ranking. Consequently, (the seeds) will reflect this week’s world ranking.”

While Williams, 36, can enter Roland Garros under the WTA’s protected or “special” ranking rule, it’s up to grand slam organisers to seed her. Although she was No.1 when she left the tour to give birth, Williams is now ranked No.453. The WTA Tour said it is considering a rule change to add protected seeding for highly-ranked

players returning from maternity leave but the earliest that could take effect is next year. And several of Williams’ biggest rivals believe she deserves a seeding.
