Crusaders boss Hamish Riach will take over Ashburton’s top job as the Ashburton District Council’s chief executive. Councillors opted for a change of leadership, declining to reappoint incumbent Andrew Dalziel to the job. He is now on leave, but Riach will not take over until September. The position was advertised as Dalziel came close to the completion of his fiveyear contract. This could have been rolled over for another two years, but a decision was made to go to the market. Dalziel applied but was told last week

he was not the preferred candidate. Riach was confirmed yesterday as the new chief. Riach said he was honoured to be taking on the role and making a return to local government. “I am feeling motivated by this new challenge and my wife Jane and I are looking forward to moving into the district. It’s still within the Crusaders region so at least there is no issue with me continuing to cheer on this team,” he said. While he has spent the past 17 years with the Crusaders franchise, Riach had previously notched up 18 years of local body experience. His last position in the sector was a

two-year tenure of the chief executive’s position at the Selwyn District Council. After 17 years Riach said he was ready for change. “There always comes a time when you sense it’s right to move aside and let someone else take over. “After 17 years away I’ll be coming in with quite a different view of local government. I’ve always enjoyed the breadth and range of issues that come across your desk.”

Philippines ambassador Jesus (Gary) Domingo is meeting Mid Canterbury farming sector representatives and Filipino workers during his five-day Ashburton visit, to help ensure the positive relationship between the two groups continues. Ambassador Domingo and embassy staff spent much of yesterday in the former Ashburton i-SITE Visitor Information Centre processing Philippine consular services. However, the ambassador had a number of different goals he wanted to achieve during his time here. He said he would meet with farming leaders and employers, along with Filipinos who work on farms in the area, to gain as much

information as he could on the relationship between the two groups that he could take back to Wellington. “The relationship between the farming sector and Filipino workers is particularly strong and I want to facilitate that as much as I can. “I want to hear first-hand from management and workers what the situation is (concerning the effect of the government’s immigration policy) and how we can work together. “I can act as an ambassador for the sector in Wellington. “It’s about building alliances. We both have the same objectives. I want to see how we can work together.” Ambassador Domingo would like to see more of the 50,000 Filipinos who live in New Zealand to

be more active in areas such as politics, business and the media. The key to that is helping to develop leadership skills in youth, he said. To help achieve that he will talk to students from Ashburton and Mount Hutt colleges during his visit. Ambassador Domingo also wants to encourage tourism links between the Philippines and the Ashburton District. The Philippines is about to give its farm tourism industry a big push, he said, and it could learn much from Mid Canterbury farm stay operators. The ambassador attended a meeting of the Ashburton District Council yesterday and will open the Inaugural Flores de Mayo (Flowers of May) Festival on Saturday, May 19.

A Newshub investigation into migrant workers brought to New Zealand to help with Auckland’s construction boom has led to the resignation of a manager at one of the country’s biggest labour hire firms. AWF’s divisional manager Kurt Reed has stepped down after signing part of an employment contract which was illegal. Newshub can reveal Reed has a history of dishonesty – he admitted charges of theft after more than $160,000 went missing from the Ashburton District Council. “They’d be very hard working, productive people with good English skills and good technical skills,” said AWF’s Kurt Reed in the Philippines in 2015, selling New Zealand on the local TV news as a destination in need of workers. But for the group of workers who arrived in January, there’s been nothing but disappoint-

ment. Many say they’ve only worked one or two days since arriving. The biggest issue was the contract they brought with them – and a clause which says their contracts will be terminated if they engage with unions. Kurt Reed signed off on the document which is illegal. AWF & Madison Group CEO Simon Bennett says Reed has stepped down. “He acknowledges the mistake that he made and is very upset about it,” Mr Bennett said, adding that he didn’t suggest Reed resign. Fourteen years ago, Reed pleaded guilty to charges of theft after his law firm failed to pay more than $168,000 to the Ashburton District Council over the sale of council properties. Swapping rugby for council From P1 As good as it would be for him to move on to a new career, it would be just as good for the Crusaders to be in the hands of someone with a fresh perspective, he said. The experience he’d gained during his time out, as chief executive of the Newspaper Publishers Association, in the brewing industry and latterly with the Crusaders had given him a breadth of experience to bring to the Ashburton position, Riach said. He described his management style as collaborative and said he enjoyed working with a group of people to achieve a good outcome. “I’m relatively informal and I don’t stand on ceremony. I try to sit down with people and say, what will we do about this and I’m relatively open in the way I get things done.” While he does not officially take up the job until September 10, Riach said he will be making

regular trips to Ashburton to get to know staff and to look for accommodation. Until September, the council’s environmental services manager Jane Donaldson will take on the role of acting chief executive. The decision to appoint Riach to the role was made by council vote but the employment process that saw 30 applications for the job, was managed by an employment consultant, mayor Donna Favel said. In announcing the appointment she said it was no reflection on Dalziel’s work. “He concluded several significant projects and introduced many positive changes at the council in his five-year tenure and on behalf of the council and people of Ashburton I thank him for his diligence, dedication and commitment to the council and the district.” Dalziel was appointed to the position in May 2013 taking over from Brian Lester in September that year.

A lack of knowledge about mycoplasma bovis is one of the biggest threats the disease poses to the dairy industry, Pendarves farmer Frank Peters says. Peters, who this week has seen 360 of his cows trucked to the works after a positive test by one led to a directive that his whole herd of 1400 would have to be culled, said more effort needs to be put into educating farmers about the symptoms and science behind the disease and what they can do immediately if they suspect it may be on their property. “I can’t understand why this hasn’t been done already,” he said. “We need it to be studied in a New Zealand herd so we can learn how to keep it out.” More education about M. bovis would mean farmers were better informed, which would lessen some of the fears associated with the disease, he said. “People need to not be scared of it,” Peters said, adding that the more fear there was, the more likely it was for farmers to be secretive, as they would not want to be labelled as having an infected herd. “The cow has to be battling with something else before the M. bovis virus attacks.” Peters firmly believed that it is

too late to try and eradicate M. bovis from New Zealand and efforts should instead switch to helping farmers self-manage it.

“Farmers aren’t being given the recognition they deserve for their ability to manage diseases. You’ve got to give us some credit. This sort of thing is not new to us.” The current approach of culling whole herds if just one cow was infected was out of step with the rest of the world, he said. “What we’re doing here doesn’t make sense if you look at the overseas experience. Everyone else has learnt to live with it and manage it, so why can’t we?” Seeing his cows being sent to the works this week has been a traumatic experience, Peters said, and other New Zealand farming families would feel the same way. “The scars are deep and they won’t go away,” he said. “Sure they offer free counselling but you can’t describe what that emotion feels like. “I wake up in the morning and think ‘has this really happened? When will it end?’ “The old saying is here today and gone tomorrow. But that’s not true. It’s here today, here tomorrow and the next day and the next.” Although none of Peters’ cows are destined for the works over the weekend, the truck will be back again next week, every visit taking another 90 cows.

Skifield faces increased DOC lease costs By SuSaN SaNdyS

Mt Hutt Ski Area is absorbing a substantial increase in its lease cost to the Department of Conservation as it renews its concession with the department. Submissions are currently open until May 29 on the Minister of Conservation’s intent to grant a 40-year concession for the continued operation of the existing ski area. The increased rental has just recently kicked in for the ski area, in line with its DOC lease renewal, and it is now paying two to three times the previous cost. Manager James McKenzie said the cost was due to a new revenue model introduced by the department, and was based on a percentage of the ski area’s revenue. McKenzie was philosophical about the increase, saying it was just another cost the ski area had to work out how to factor

into its operation. Ski pass prices were not increasing simply because of this cost, rather rises each year were related to overall increasing fixed costs. “It’s a commercial arrangement, we have now factored

that into how we plan. All of our costs go up, whether its wages for staff, or fuel, electricity, food and so on,” he said. For example, the recent rise in the minimum wage had been among such costs the ski area

had to factor in. Many staff at the ski area were in their first jobs so received around the minimum wage for the first few months. The cost of an adult day pass at Mt Hutt this year is $104, compared to $99 last year. McKenzie believed the price, in association with deals such as learner packages, kids under 10 skiing for free, and low season pass prices for local students, represented good value. As part of the DOC concession renewal, the ski area is planning to increase its south-western boundary to a valley behind the ridge leading up to the summit of the mountain, as well as reduce other boundaries. Whereas the concession area used to be for thousands of hectares, it was now for hundreds, concentrating on the ski area operation area. The valley behind the summit ridge is an area where people ski and access the triple chair.

Among the wide-ranging responses in this year’s Ashburton District Council residents’ survey, roading stood out as the single issue when it came to how and where rates money should be spent. It retained top slot on the wish list for greater council investment with dozens of the 500 plus respondents taking the time to make a plea for more work and more money to be spent on the district’s roads. That plea comes as no surprise to eastern ward councillor and service delivery committee chairman Stuart Wilson. He’s long been an advocate of higher roads spending and said he is frequently told by rural ratepayers that they don’t mind paying a bit more in rates if it means better condition roads. For the past five or six years the council had been fighting to se-

cure adequate funds from the NZ Transport Agency to do the work needed. Each year it had applied for around $14 million and each year has been told it would only receive a subsidy on $11 million worth of work. The council then opted to put in around $1 million of its own money, unsubsidised, into roading, but the $2 million shortfall meant roads deteriorated, Wilson said. The ultimate answer would be a complete dig out of a road, but that was a hugely expensive job, he said. In its long term plan the council went to the community with three options for roads spending if it received only $11 million of subsidised funding as it did last year, rather than the $14 million it needed. Those options included not funding any extra work, funding half of the $3 million shortfall or

funding the full amount. To ensure the network did not deteriorate any further, the full $3 million was need, Wilson said. When councillors deliberated on long term plan submissions at the end of this month, Wilson said, they could still opt to put additional money into roading. “Even if it was a three or four per cent increase in rural rates I’m sure the majority of rural people would be happy. And I’d certainly be in favour of putting a bit more into roads.” Ashburton had become a victim of the government’s One Road Policy that penalised districts with roads considered in good condition. The policy graded roads according to traffic counts, but in highly productive areas the numbers didn’t tell the true story, Wilson said. ‘You can’t go on traffic numbers. A lot of our roads might have lower numbers but they have much

higher weight vehicles on them.” Council roading manager Brian Fauth’s life is a constant balancing act. “The $14 million is the level of funding we think we need to maintain the district’s network to the level of service we feel it should be, but even if we get this we’ll still have five years of catch up,” he said. This year the council had been faced with around $900,000 of extra spending to repair roads after heavy rain in July. While that was covered by subsidies and insurance, the extra work put a huge strain on resources and often mean other work had to be left undone, Fauth said. While Ashburton’s roads had been well built in the past they were not built to handle today’s heavy vehicles and higher vehicle numbers. Weights had gone up 25 to 30 per cent and volumes were moving up all the time, he said.

In brief Pods dismantled Sleeping pods going for up to $200 a week inside an Auckland CBD apartment have been dismantled for violating a number of council bylaws. The pods drew controversy when they popped up on Trade Me in August last year, with eight “state of the art” Japanese-style sleeping capsules in one apartment stacked two high. Each pod on the bottom row was, at $180, $20 cheaper to rent per week than the pod above it. Prospective tenants were encouraged to rent the pods and share a kitchen and living space with other pod tenants. - NZME

Hit and run A van has fled a crash scene yesterday after hitting three vehicles, leaving one person trapped. A Fire and Emergency spokesperson said they had freed one person from a vehicle after being called at 11am to a crash in Sanson. A police spokeswoman said what was believed to be a commercial van had hit three other vehicles in a crash at the intersection of SH3 and SH1 before fleeing the scene. Police had the registration number of the offending van and were following up enquiries at an address. - NZME

Pills in sundaes Police have confirmed they are investigating claims that prescription pills made their way into sundaes purchased from a McDonald’s in west Auckland. Two people claim they visited the Te Atatu McDonald’s on Wednesday night and ordered sundaes. They then took the ice creams home and ate them, reportedly discovering halfway through that there was prescription medication in the sundaes. The police are investigating. - NZME

Temporary fix for treacherous road BY KATIE TODD

Ashburton District Council have secured one of two specialist water cutting machines in the South Island in a bid to temporarily improve a dangerous stretch of Ashburton Staveley Road. After a school bus slid off the road and clipped a power pole on Tuesday morning, residents were pleading for something to be done about the damaged road surface. Several had already contacted the council after their own bad experiences on the same stretch, but were advised the road needed “much more intensive rehabilitation” than a reseal – work which would have to wait until spring. The council said rehabilitation works cannot be undertaken in colder months as the bitumen will not set in colder conditions, and residents expressed concerns about the risk of icy, greasy conditions over winter. But yesterday the council announced that they will be making temporary improvements, by water cutting to remove the top layer of bitumen and restore a layer of traction on the wheel tracks. A temporary speed restriction of 70km/h has also been put in place on the 1km stretch. Contractors have informed the council that a water-cutting machine will arrive from Nelson this weekend and work on the road will be completed before the end of next week, service delivery group manager Neil McCann said. “Ashburton Staveley Road continues to be a top roading priority,” he said. “We are very thankful that no one was injured in yesterday’s incident, as I’m sure everyone in our community is, and it has further indicated the importance of our plans to improve the safety on the road.” Police were seen testing the condition of the road on Tuesday after the incident,

The mother of a student on board said the Pearsons School Bus was travelling at a low speed when it lost traction. The bus, en route to Ashburton, had only

travelled seven power poles from its last pick up and had begun slowing down for its next pick up before it slipped off the road, she said. Three children waiting in their driveway managed to jump out of the path of the vehicle, which clipped its wing mirror off

against the power pole and came to a halt on the side of the road. The children and driver on board suffered no injuries, but were shaken up after the accident. They were transported to their primary and secondary schools on a replacement vehicle.

Restricted speed zones for slippery railway crossings A 50km/h reduced speed zone has been put in place on State Highway 1 over the Chertsey railway crossing until the slippery road surface can be repaired. The New Zealand Transport Agency has also put a temporary 50km/h zone on a level crossing at Winchester for the same reason.

The sealed and curved approaches to the two rail crossings deteriorate in hot conditions, with the seal “bleeding” or melting and the surface roughness is reduced. As a result, if it rains, drivers are much more likely to slide on the road surface unless they are travelling at the temporary

50km/hour speed limit. “We need to do a full road repair at these two level crossings in the coming spring/summer season,” said Pete Connors, Transport Agency System Manager. “In the meantime, for everyone’s safety, we will keep the temporary speed limits in place

until these full repairs are completed. That will be until October at least.” Crews have now completed minor road repairs using water cutting technology at the two sites, which reduces the potential for slipperiness in wet conditions, but is only a short term solution.

“Thanks to everyone who crosses SH1 at these points regularly for slowing down and taking care over the coming winter,” Connors said. “Additional safety measures will soon be undertaken to reinforce the need for the 50km/hour temporary speed limit at these two locations.”

Labour’s budget ‘for the kids’ Blessed with fiscal surpluses for as far as the eye can see, Jacinda Ardern’s government has bestowed multi-billion dollar spending surprises for health, education and housing in its first budget. “I want my child to look back on the history books and judge me and this government favourably,” the country’s pregnant prime minister told parliament yesterday. “If we’re not here for kids or the future of the country they live in, why are we here? If our budget isn’t about people, what is it for? On both accounts, this government is happy to be judged.” After plenty of goodies in December’s half-year “mini-budget” and announcements in recent months, the coalition Labour-led government had been playing down the odds of another splurge. It warned it needed to “rebuild” after what it described as nine years of underfunding of schools and hospitals by the previous centre-right National government. So it was no surprise yesterday’s budget – the first from a Labour-led government in a decade – led with a $3.2 billion boost to health operating funding over four years and $1.6 billion for schools. Housing was another big winner, with $1 billion to build 6400 state houses over four years among other initiatives. Of $10 billion of new capital investment promised over four years – to a total $42 billion – $3.8 billion has now been allocated. Finance Minister Grant Robertson called it a “start”.

in at $3.1 billion – $600 million more than expected, largely thanks to a healthier tax take. And 2018/19 is pegged at an even better $3.7 billion, followed by more, rising to

$7.3 billion by 2021/22. Net crown debt is forecast to drop to 19.1 per cent of gross domestic product by 2022, below the 20 per cent target promised to voters. But in a fiery speech in parliament, opposition leader Simon Bridges refused to let the government wear the glory, saying its predecessor had “gifted” it an economy to be proud of, which was now being wasted. “Rebuild what exactly?” Bridges asked. “Grant Robertson has an enviable position for really any finance minister all around the Western world. “But for Grant Robertson, enough is never enough.” Meanwhile, Treasury’s forecasts for GDP growth has steadied to 3.3 per cent for 2018/19. It’s expected to average 3 per cent in further years while unemployment is expected to flatten out at 4.1 per cent. But the budget wasn’t without what some will call let-downs. Despite a focus on health, a plan to make visits to doctors cheaper has become more narrowly targeted. Promised funding for 1800 new police officers has largely been pushed out to 2020. Ministers have warned deals with its allies in government, combined with a promise of no new taxes or borrowing, have meant some tough decisions for Labour. - AAP See also editorial on P26

The first Budget by the Ardern-Peters government is a Budget of broken promises and wasted opportunities, Rangitata MP Andrew Falloon says. “The Budget confirms that the Labour Party will not honour their pre-election promises to lower the cost of universal doctor’s visits and increase the number of police by 1800. “Labour couldn’t have been more clear before the election, they promised: “From 1 July 2018, Labour will lower the cost of GP visits by $10.” They haven’t done that, they’ve broken their promise. “Instead of delivering 1800 more police over three years as they promised, they’ve now lowered that figure to 1100, and they’re trying to classify staff like forensic accountants as frontline staff. “It’s all smoke and mirrors. “National similarly made commitments to lower the cost of doctor’s visits and lift the number of police, the difference is that we’d costed it and knew we could afford to do it. “Instead Labour have spent a billion dollars on a new embassy in Sweden, foreign aid, and more for the diplomatic cocktail circuit. “They’ve chosen diplomats over doctor’s visits. “The Ardern-Peters Budget will hit Mid Canterbury hard. Our local petrol taxes are being whisked off to Auckland to spend on rail and cycleway projects instead of important maintenance and improvements to our state highway network here. “Jacinda Ardern had a unique opportunity to build on the good work of the pre-

That’s all changed in just a few short months, job growth is down, confidence is down, and debt will be $10.8 billion higher just to keep track with Labour’s spending. “Labour have forgotten that regional New Zealand is the powerhouse of the New Zealand economy, they’ve turned their backs on regions like Mid Canterbury and put their focus solely on Auckland,” Falloon said.

School gunman shot A police officer at a northern Illinois high school was hailed as a hero Wednesday for shooting and arresting a former student who fired on him in a hallway while staff and seniors were meeting for a graduation rehearsal. The 19-year-old former Dixon High School student suffered wounds that weren’t life threatening, according to police, who didn’t release his name. The school resource officer, Mark Dallas, took the gunman into custody after shooting him. “He saved an enormous amount of lives,” Lee County Sheriff John Simonton said. His comments were echoed by Illinois Gov. Bruce Rauner, who in a statement credited “Dallas for his bravery and quick action to immediately diffuse a dangerous situation.” The shooting happened shortly after 8am while staff and students were gathered for a graduation rehearsal. Police Chief Steven Howell Jr. said several shots were fired near the auditorium, and Dallas rushed to the area to confront the gunman. Howell said Dallas chased the suspect after he fled from the school. The suspect fired several shots at the officer, who returned fire, wounding the suspect and taking him into custody. Neither Dallas, who’s been a resource officer at the school for five years, nor anyone else at the school was injured. Police said they believe the gunman acted alone and that there was no further threat to anyone in the area. Howell declined to dis-

school they found that the faculty and students had barricaded themselves inside by blocking the classroom doorways with desks, chairs and other furniture – just as they had been trained to do. “A lot of things went right today and many things could have gone wrong,” Dixon Mayor Liandro Arellano Jr., told reporters at a news conference outside the school. Officials said all schools in the city about 130 kilometres west of Chicago were placed on lockdown in the immediate aftermath of the shooting.

The other schools reopened after officials determined the gunman acted alone. Illinois State Police later identified the man who authorities say fired shots outside a high school auditorium as seniors met for a graduation rehearsal. Matthew A. Rapper T.I. arrested Rapper T.I. has been arrested as he tried to enter his gated community outside Atlanta and was charged with disorderly conduct, public drunkenness and simple assault — but the artist’s lawyer called it a wrongful arrest. Henry County Deputy Police Chief Mike Ireland said T.I. was arrested around 4.30am after he got into an argument with a security guard. Media reports say the Grammy-winning artist, whose real name is Clifford Harris, had lost his key and the guard wouldn’t let him into the community. Ireland said T.I. and a friend were arrested. The rapper has been released on bail.

Children beaten, strangled, waterboarded Prosecutors allege in court documents filed yesterday that the 10 children rescued from a Northern California home were punched, kicked, strangled, shot with a BB gun and subjected to waterboarding by their father and their mother did nothing to stop it. The details of the alleged abuse were included in a motion to increase the bail of Ina Rogers, 31, who was charged with nine counts of felony child abuse yesterday in Solano Superior Court. Rogers did not enter a plea, but has previously denied allegations her children were harmed. He has pleaded not guilty to nine counts of felony child abuse and seven counts of felony torture. He is being held on $US5.2 million bail. Records show the 10 children removed from the house March 31 are 6 months to 12 years old, but the documents do not specify which child suffered which injuries. Yesterday, Judge William J. Pendergast set bail at $US495,000 for Rogers, saying she “may not be a danger to the public at large, but these charges make clear she is a danger to the children.” It’s unclear whether any California government agencies had an opportunity to intervene sooner or knew of turmoil in the household. - AP

NCIS star accused of stalking Former NCIS actress Pauley Perrette has been accused of stalking her ex-husband, sending him handwritten death threats and climbing through his bedroom window to attack one of his female friends. The claims are made in a lawsuit filed against the actress by her former husband, musician and actor Francis ‘Coyote’ Shivers. The pair were married between 2002 and 2006 but parted ways acrimoniously after six years together. Shivers, 52, is now seeking personal injury damages from his ex, claiming she has done nothing but defame and harass him since they split.

THAN ONE PROPERTY AT A TIME?

Some people fall in love at first sight when they’re looking to buy a property, but many like to keep their options open until the last minute. This is understandable, because it can be scary signing up to such a major financial commitment if you think something better might come along. But it can also be hard to know what to do if you’re not sure if your offer on a property will be accepted and you are worried about missing out on the other ones on your wishlist. “Every time you make an offer on a property you are saying you are committed to buying it, subject to whatever conditions you include in the offer,” says Kevin Lampen-Smith, chief executive of the Real Estate Authority (REA). “These conditions might be things like getting a satisfactory property inspection, or confirming insurance, or having finance approved. It would be extremely unusual to add ‘we want the right to change our minds in case we see a property that we like more’.” Remember that a sale and purchase agreement – the document that you and the seller sign that lays out all the particulars of the property and any chattels being sold with it, the price you are prepared to pay and the date that it will take place – is a legally binding contract, Lampen-Smith says. “Whether you can make offers on other properties will depend on how your conditions are written. This is why it’s crucial to get legal advice before making the offer, which becomes legally binding as soon as it’s accepted. If you offer on a property while you’re waiting to hear back on another one, you could end up with two accepted offers and two legally binding contracts.” The REA says a seller doesn’t have to

respond to your offer within a certain time frame unless there is a strict deadline, such as in a tender or deadline sale. If you are making an offer on a property that is for sale by negotiation or by advertised price, and you think you might want to keep your options open, talk to your lawyer about adding an expiry time to it. “Alternatively, if the deadline for offers has not passed and you have a change of heart, you could consider asking the agent about withdrawing your offer,” Lampen-Smith says. “In this situation we recommend you have the agent confirm in writing that your offer has been withdrawn.

“Keep in mind too that making a conditional offer on a property, such as having finance approved, will not necessarily provide you with a ‘get out of jail free card’ if you subsequently decide you don’t want to go through with the purchase. In this situation you could be required to prove you weren’t able to get finance. The better option is simply to arrange for your offer to be withdrawn promptly.” Buying a property is a complex process whether you’re doing it for the first time or not – but it’s important to take every decision seriously. If you’re finding it hard to keep going on your property search, or to commit to making an offer, it might be helpful to remind yourself about why you want to buy a home and to identify your musthaves. Popular POPPIES Poppies are always one of the most popular seedlings we sell. And it’s not hard to see why. They’re very pretty, they grow easily, and they make good cut flowers. Currently at Awapuni we have three varieties of poppies available – Shirley, Anzac and peony. A lot of gardeners are fans of peony poppies. Their many fluffy layers of petals look striking – they’re a great alternative if you don’t get enough frosts to grow true peonies. Shirley poppies are also lovely and have a very delicate look to them. But my favourite variety of poppy would be Anzac – particularly planted en masse. They are a very special sight to see in a garden. You can order any of these poppies. Our newspaper-wrapped bundles of seedlings are delivered regularly all over the country

Once you’re ready to plant, simply dig a small hole and plant each seedling around 30cm apart. Next give them a water to help them get established. After that they shouldn’t require too much watering. If you do water them be careful not to overhead water as the pressure of the water might squash them. Your poppies will start to put on their pretty display of flowers in around six to eight weeks. Remember to remove the flower heads when they die (deadhead) to prolong their flowering.

Variety spectacular

t’s so good that Wheels Week is going well. As in previous years Roger Hart and I selected vehicles taking part in the annual Rotary Classic Car Rally for prizes in various categories. It’s something we’ve done for around 15 years and we have always been impressed and amazed by the cars – driven with pride by their enthusiastic owners – which turn up. This year was no exception. Some of the cars we’ve enjoyed seeing repeatedly and most years we also like seeing some vehicles which haven’t appeared previously. Again this year was no exception. What a wonderful variety of very special vehicles. Basil and Bev Attewell who are dedicated Citroen enthusiasts have been regular supporters of the rally and this year they came along in their delightful Citroen 2CV. Basil shared a very interesting article from a Citroen magazine with us. It’s about the Citroen 2CV which James Bond drove during a chase scene in the movie “For Your Eyes Only”. Yes that’s right he drove a Citroen 2CV and did some amazing things in it. Driving that is. Mind you, it was fitted with a more powerful Citroen motor, and because it had such appeal Citroen produced a limited

number of Special edition 2 CV 007 models, which unsurprisingly have become very collectable. There is an interesting twist to this. The appeal of the delightful little Citroen was reflected in the results of a 2006 worldwide survey in which James Bond fans voted it the best car in which 007 had slipped and shaken. Ahead of the famous Goldfinger Aston Martin DB5! Basil and Bev’s Citroen is similar to the car 007 drove and the whole thing got us thinking maybe there were other cars on the rally which had a connection with Bond movies. There were at least four marques in addition to the Attewell’s car which met that criteria – an almost new Aston Martin, a BMW Z3, a Sunbeam Alpine and a Lotus. Examples of all these marques have been driven by James Bond. This year saw the 26th running of the Ashburton Plains Rotary Club Rally.

That magic number again

fortnight ago this writer got all mathematical and explained the importance of the number 28. The number is significant to Wheels Week because 28 sponsors are among those who have made the event possible. Incidentally Wheels Week is going very well. But a reader whose opinion we value has explained to the writer he didn’t get his mathematics right. Well not totally correct. Our reader explained that the num-

ber 28 takes on its real importance and significance when preceded by the digits 1 and 9 becoming 1928 and being used to record the 28th year of the twentieth century. You’ve probably guessed why our esteemed reader pointed this out and we are glad he did so. And you’ve no doubt guessed that a particular day and month in that year is special for him. We thank John Harper for contacting us and of course it’s with great pleasure we congratulate John on having recently celebrated his 90th birthday.

Starting as the brainchild of some Rotarians and always run as a community fundraiser, it’s a well-established event on the motoring calendar and a special part of Wheels Week. A particular marque is featured each year, with the honour going to Austin this time, and a variety of models wearing that badge were seen. Interesting routes to a lunch stop have always been a feature of these rallies. This year enthusiasts were welcomed to Longfield – which has been the home of succeeding generations of the Marr family since 1878. Nine categories of vehicles have been established for prizes. These include five countries of origin, along with commercial, veteran, vintage and most unusual. All categories were well represented, although understandably veterans – vehicles manufactured prior to December 31 1918

– are usually a little thin on the ground. So it was great to see a new entrant in the veteran section – a 1915 Ford Model T Pick Up – arrive this year to keep company with the other Model Ts and veterans which over the years have been faithful attendees. A very well organised event the Plains Rotary Classic Car Rally, like all the other events on the programme, is what Wheels Week is all about. There are still six events to go – a motorcycle tour, 4X4 club adventure, and an open day at the Aviation Museum all happen tomorrow. On Sunday classic boats will be seen on Lake Hood, the street parade will proceed through town and the Aviation Museum will open again. Wheels Week has been great thanks to all the people – organisers, sponsors, participants and spectators – who ensure it happens.

selection of British Legends will take pride of place on a unique Bridge of Weir feature for this year’s Concours of Elegance at Hampton Court Palace. Beef burger pitas Not just your average burger – this version is created with a simple mince patty, topped with a refreshing mix of mint, yoghurt and a crumble of blue cheese for added flavour. To finish off, serve in a warmed or toasted pita bread and dive in. Trust us, this recipe is easy, quick and big on flavour. Serves 4 500g Quality Mark beef mince 1/2 C fresh white breadcrumbs soaked in 3T milk 4 spring onions, trimmed and finely chopped 2 cloves garlic, crushed 1 egg, lightly beaten 2T Worcestershire sauce 3T finely chopped parsley Pinch dried red chilli flakes 1C natural unsweetened yoghurt 2T shredded mint leaves 4 pita breads 8 handfuls small salad leaves or

shredded iceberg lettuce 100g blue cheese, crumbled ■ Place all the ingredients in a large bowl and mix well. Season well and shape into 4 large patties. Heat a dash of oil in a large frying pan over a medium heat (or heat a barbecue plate until hot) and place the patties on. Cook for 16-18 minutes, turning and cooking the sides as well until they are cooked through.

■ Mix together the yoghurt and mint. Soften pitas as per packet instructions or toast. Place salad leaves moistened with a little yoghurt and mint dressing into the pita, follow with the beef patty and a scattering of blue cheese. Budget 2018 a Bill English-like affair Y

esterday’s Budget was a fairly cautious affair – but that’s not necessarily a bad thing. It was Finance Minister Grant Robertson’s first Budget and he’s shown some admirable restraint, while still promising a couple of pre-Christmas spend-ups, with health predictably being the big winner. District health boards will receive $2.3 billion over the next four years, $750 million of that earmarked to tackle urgent building problems. Although the election campaign promise of cheaper doctors’ visits has, as signalled earlier by the Government, fallen by the wayside, it has delivered a sweetener in extending free GP visits to children under the age of 14, up from under 13. On top of that, the cost of visiting the doctor for all those

who hold a Community Services Card will drop by up to $30. There will be some Labour supporters who will think that the Government could have promised to spend more, particularly on schools, given the Government has said more than once recently that the education system has been underfunded for years. However, the sector didn’t miss out entirely, with just under $400 million set aside to rebuild schools and provide more classrooms, $62 million of which will

be spent in Christchurch. Mycoplasma bovis has been on the minds of many in Mid Canterbury and Robertson’s Budget included a $38 million boost for the Ministry of Primary Industries over four years, while biosecurity gets another $9.3 million. Given the projected costs of the M. bovis outbreak and the compensation bill that is growing every day, far more money will be needed in this area, something Robertson acknowledged when he said more spending was inevitable. It’s one of the reasons why the Government has decided to hold back on making too many spending promises, instead following what some commentators have described as a very Bill Englishlike approach, squirrelling away money for a rainy day. Or an un-

foreseen disaster like a biosecurity incursion. Although there was nothing significant in particular in the Budget for Mid Canterbury, Robertson did confirm that the Provincial Growth Fund would receive $1 billion a year, so the potential is there further down the track. Overall, business leaders will more than likely give Robertson at least a pass mark. He’s stayed well within the fiscal responsibility guidelines and resisted the big spend-up that can be tempting having only come to power in the past nine months or so. That forecast $3.7 billion surplus in 2018/19, up from $3.1 billion forecast in the current year, was made easier for the Government by the predicted windfall on its way through extra tax revenue that’s on its way thanks to better-

than-expected economic growth figures. The good news for the Government is that Treasury has forecast this to continue for a while yet. According to the Treasury forecasts presented in Budget, economic growth is expected to average about 3 per cent per year over the next five years; the unemployment rate is expected to drop to 4.1 per cent, which would be the lowest rate in 10 years; real wages are expected to grow each year, with average annual earnings rising to $71,000 by June 2022 and inflation is expected to remain steady and stable at around 2 per cent. That should give the Government a more-than-steady platform on which to operate. There will be no excuses for not being able to.

onight is poker night. A gathering of up to eight, umm, gentlemen for a game of Texas Hold 'em Poker and a yarn about the world’s problems. It’s an interesting mix, with an accountant, truck drivers and freezing workers in the group. Ages from around 40-70 lead to a variety of topics up for discussion. We take it in turn to host the night each month and provide a supper as a part of hosting. This ranges from burnt pizza (my bad, when I was single) to rather posh cheese boards and tapas depending on who is hosting. end of the night. I think $20 for plenty of laughs and a nice supper is great value for money. I really like cooking and do most of it in our house, but baking and fiddly little stuff like tapas aren’t really my bag, so I’m always looking for ways to step things up when it comes to supper when it’s my turn to host. I can’t believe all I had to do was serve it up in bowls. If you want to make your food taste better, you might think of adding a little salt or hot sauce. But science says there is an even simpler trick that you’ve likely never considered before – just put it in a bowl. Charles Spence, a professor of experimental psychology at Oxford, agrees that food quite often tastes better when served in a bowl. He says that food that’s presented in an appealing way actually ends up tasting more appealing. And bowls, because of both the hearty

dishes we associate with them and our tendency to lift them right up to our noses, set us up to experience a meal as hearty and satisfying. Not only will a warm bowl make your usual instant noodles (or Cheerios) taste better, it will more generally give you a cosy, warm glow, according to science. Some research shows that if you feel something warm in your hand the world seems like a better place. That, of course, also adds to the enjoyment of your meal. Ok so that’s supper sorted, now what else can I do to enhance the experience at my place. Atmosphere! How about some background music? I’m sure the boys won’t mind the rugby on mute. Let’s work though the playlist. First song up would have to be The Gambler, by Kenny Rogers: “Know when to hold 'em, know when to fold 'em.” 'Nuff said. Ace of Spades, Motörhead: “You know I’m born to lose. And gamblin’ is for fools. But that’s the way I like it, baby, I don’t wanna live forever. And don’t forget the joker …”

Losing Hand, Ray Charles: This unfortunately could be my theme song. The Roving Gambler, the Everly Brothers: “I am a roving gambler, I’ve gambled down in town” and in Fairton and Timaru. Poker Face, Lady Gaga, I wish I had one! Luck be a Lady, Frank Sinatra, does this have something to do with Manda helping with supper? Viva Las Vegas, Elvis Presley, didn’t have any luck there either! Queen of Hearts, Juice Newton, "and so go with that queen" and The Jack, AC/DC. It sounds like a dream job – complete with a $136,000 salary, 28 days of annual leave plus public holidays, a 48-hour week and accommodation included. But there’s a very good reason why jobseekers aren’t breaking down the doors to hand in their resumes. The role, which was recently posted to parenting site Childcare.co.uk, is for a full-time, live-in nanny – but the desperate parents have admitted the children’s behaviour is so “challenging” the family’s three previous nannies all left the post within the last six months alone. Now, the parents from Leicestershire in the United Kingdom are seeking a new carer for their two children, aged 7 and 9 – and they’ve let the kids set all the rules. “To make sure that we find someone perfect we decided we’d let the kids tell us exactly what they wanted, and this is what they came up with,” the ad stated. 1. We want to play football and other stuff with them 2. I want them to play Fortnite and

Business class revamp Just over 5 per cent of passengers fly business class or better but they provide nearly a third of annual global revenue for airlines which totals $1.1 trillion. Business class space has been described as the most expensive real estate on the planet, so airlines have to get it right and most importantly fill it for the right price. Rakon back in profit

Some children can be a bit of a handful to look after.

Rakon shares gained 7.5 per cent after the high-tech components maker returned to a full-year profit, benefiting from growth in its core markets and some nonrecurring gains. The Aucklandbased company posted a profit of $10 million in the 12 months ended March 31 versus a loss of $13.6m in the prior year. Underlying earnings before interest, taxes, depreciation and amortisation more than tripled to $12.1m from $4.0m and met guidance of between $10.7m and $12.7m. The shares rose 1.5c to 21c. - NZME

Budget not the only news in town T here was plenty of economic data and corporate news flow to digest this week, both locally and offshore. The NZX 50 reached record highs while the reshuffle of the MSCI index also grabbed headlines. The government announced the 2018 Budget yesterday, the first for Grant Robertson as Minister of Finance. Geopolitical tensions and violence continued to erupt in the Middle East, and the second round of US-China trade negotiations resumed. Interest rates surged in the US and uncertainty over Italy’s next government was the focus in Europe. The NZX 50 pulled back on Wednesday after a nine day winning streak and four straight record breaking highs, with a number of companies in the index trading at all-time highs. The highly anticipated reshuffle of the MSCI Main Global Index saw the addition of a2 Milk while Mercury was removed. Mercury is now in the MSCI Global Small Cap Index where Restaurant Brands, Synlait Milk and Tourism Holdings were also included. On Wednesday, a2 Milk released a trading update and FY18 outlook. The company is anticipating revenue in the range of $900 to $920 million for the 12 months ended June 2018. It expects a gross margin flat on the prior year and a lift in marketing spend. The guidance missed expectations and saw a sell-off as the share price tumbled as much as 21 per cent in intraday trading, however

recovered from its lowest levels. Production partner Synlait Milk, which has seen a stellar run recently, was pulled down with a2 Milk after the update. ATM and SML remain the best performing companies on the NZX 50 this year, up 40 per cent and 43 per cent respectively. Meanwhile, the New Zealand dollar fell to $US0.685 as the US 10-year Treasury yield inched higher boosting the strength of the greenback. Fears of the mycoplasma bovis disease and its potential to wreak havoc on the dairy industry dented the NZ dollar. Dairy product prices rose 1.9 per cent at the latest Global Dairy Trade auction. This contrasted with the auction two weeks ago when prices dropped 1.1 per cent. Key product group whole milk powder slightly underperformed, up 0.2 per cent, while anhydrous milk fat surged 5.8 per cent, marking the biggest gains. The biggest fall was seen by rennet casein which dropped by 6.1 per cent. The recent fall in the NZD will also be good news for dairy farmers. The 10-year Treasury yield pushed toward 3.1 per cent as retail results and solid economic data boosted confidence in the

American economy, as investors weighed the prospect for higher Federal Reserve rates. The 10-year Treasury yield is important given its role as a benchmark for global borrowing costs and acts as a barometer for mortgage rates and other financial instruments. Gold fell below $1300 an ounce for the first time since December. US and China were back in the spotlight as they underwent the second round of negotiations. Trump tweeted he was working with Chinese President Xi Jinping to give Chinese telecommunications equipment maker ZTE ‘a way to get back into business, fast’, after the Chinese company was found to have illegally shipped equipment to Iran. However, US lawmakers hit back rejecting any plan made by Trump to ease restrictions on ZTE, calling the company a security threat. Meanwhile, over in Europe, the focus remains on the political situation in Italy. Italy is now headed towards a coalition government between the Five Star Movement and the League parties after two months of paralysis since the inconclusive general election. This coalition would be a huge blow for the European Union as these parties are both prominent Eurosceptic parties and would be seen as a win for the populist movement. Home ground advantge Track conditions will play in Dressedtokill’s favour on her home turf at Riccarton today. The capable mare is unbeaten in two appearances in heavy going and she is a strong prospect to go close to furthering that record when she runs in the Speights Mid Ale Open Handicap (1200m). The winner of four of her 14 starts, Dressedtokill returned to form last time with a solid third behind the talented William Wallace in a Rating 85 event. “William Wallace is no mug and I thought he would be first past the post and so it proved, but I was thrilled with our mare,” trainer Pam Robson said. Dressedtokill had been unplaced in her previous two appearances that opened her current campaign. “They were on firmer tracks and we had to try her and clearly she didn’t cope. “We won’t be doing that again,” Robson said. “She did run second on a good track on the West Coast, but that was at a different level.” A five-year-old by Battle Paint, Dressedtokill will be ridden by Lee Callaway who has winning experience aboard the mare.

Good track vital Ferrando is capable of running the time required to be a major player in Saturday’s $1 million Darley Goodwood (1200m) at Morphettville if he gets the right conditions, according to co-trainer Graeme Rogerson. “He can break 1.08, but he has to have a really dry track,” the Tuhikaramea horseman said. Such is the depth and sheer volume of horses crossing the Tasman, the bar must and should be set higher than just one win, which would be the first by an Aussie-trained raider. Depending on final fields and crucial barrier draws, Aussie horses could be favourite to at least be right near the top of betting in four, five, maybe even six Jewels’ races. It’s an exciting scenario given just 12 Aussie-trained horses have contested Jewels finals since 2007. Divisive’s second to Monkey King back in 2007 remains the equal best result so far by an Aussie, being matched by both

Hampstead sounded a warning to their Mid/South Canterbury senior women’s hockey rivals with a resounding victory over Cambridge on Wednesday night to claim their first silverware of the season. Hampstead took on Cambridge in miserable conditions in Timaru in what was effectively a final for the first round of the competition and won 5-0 after leading 4-0 at half-time, to take home the Mary Smith Trophy. The two sides had been scheduled to play each other earlier in the season but the game was deferred and being a mid-week game involving travel, Hampstead were missing a few of their usual side. But coach Rex Turnbull said they managed to pull in a cou-

ple of former players – Karen Fletcher and Sara Harrison – who looked like they’d never left the turf. “Even though we had a few away, you couldn’t tell,” Turnbull said. Sam Dalziel was dominant up front and grabbed a hat-trick, while Emma Mealings chimed in with her side’s other two goals. Hampstead headed into the match expecting a tough encounter with the unbeaten Cambridge side. Hampstead were also unbeaten but were behind on the points table due to a draw. What they didn’t expect though was the weather that greeted them. A biting southerly blew through just as the game was starting, with early drizzle turning into heavy rain which at one

point had officials wondering whether the game should continue. “We were up 4-0 at half-time and then it got really bad so it wasn’t pretty hockey at the end because everyone was cold and it was really miserable,” Turnbull said. The win saw Hampstead claim the Mary Smith Trophy for the first round and while that was a good confidence boost, the big goal was to finish on top at the end of the season and Turnbull said his side couldn’t afford to get over-confident. Hampstead’s season came to a disappointing conclusion last year, beaten in the final by Timaru Girls’ High School (TGHS) and it was that young side they’d face when teams returned to the turf for the start of round two on Saturday.

Turnbull said TGHS had lost a couple of key players from their 2017 squad, but they were still a team not to be taken lightly. “I think any team can beat anyone on their day. “On paper we probably look the strongest, but the game isn’t played on paper,” Turnbull said. Hampstead’s set to head to Timaru again on Saturday for that game at midday, while back in Ashburton Mid Canterbury’s other side in the competition, Hampstead/Collegians, would take on Craighead at the Ashburton hockey turf at 2.40pm. Round two of the senior men’s hockey competition would also get under way on Saturday, with Mid Canterbury’s only side, Wakanui, starting with the bye. Temuka finished on the top of the table after round one, with Wakanui second.

Coll goes deep into British Open tourney New Zealand’s world No.10 Paul Coll secured a quarter-final berth for the first time in his career at the British Squash Open after defeating Egypt’s former World No.1 Karim Abdel Gawad in a tight contest yesterday. Currently ranked No.7 in the world, Gawad started in top form as he took the first game by a comfortable 11-3 margin. The Egyptian appeared to lose his way in the second as Coll came back positively with a proactive approach to take it 11-4. In the third, Gawad managed to

Basin stand survives The Basin Reserve’s iconic Museum Stand is here to stay after Wellington City Council agreed the 94-year-old structure is worth preserving. At a meeting yesterday, the council’s city strategy committee voted unanimously in favour of spending $7.7 million to strengthen the stand and refurbish it. The building and grandstand is yellow-stickered and, apart from the museum, has been closed to the public since 2012. The building would have to be demolished by 2022, if not strengthened. - NZME

They’re only two games into this season’s secondary schools’ rugby UC Championship, but the coach of the Mid Canterbury Combined side is already thinking ahead to next season. Mid Canterbury didn’t have the best lead in to this season. The side, made up of players from both Ashburton College and Mt Hutt College, struggled to find a coach and as a result didn’t come together as a team to start training and preparing for the tough competition until February. Despite that, they had already shown glimpses of what they could be capable of as the season progresses, pushing Marlborough Boys’ College – the competition leaders after two rounds – hard in the season opener. They were a good bunch of kids, and the thought of Ashburton not having a first XV because they couldn’t find a coach didn’t sit well with Blair O’Donnell. That’s why he put his hand up to help. O’Donnell was overseas getting married at the start of the year and found the side was still coach-less when he returned. Knowing many of the team members already, having

“If we come out like they did against Marlborough Boys’ there are a lot of teams that would be shocked. “It’s just putting a complete performance together and it’s really still early days for us. “We started a lot better than other teams.” Next season he hopes they’ll start even better. “I hope for next year we get 30odd kids on board and we’ll start doing some gym work, conditioning and fitness before Christmas,” O’Donnell said. “I know it seems a long way away, but to compete with those bigger schools we have to.” For the players and the coaches, the step up to secondary school rugby from age group club rugby has been huge, but O’Donnell is confident they’re up to the task. “We will win a few this year and hopefully we will make the top eight. “That’s our aim for this year, and hopefully we will get better next year,” O’Donnell said. Ashburton College is away to Christ’s College tomorrow, and then away to Christchurch Boys’ High School on Wednesday, with the game being played early due to the Mt Hutt College school ball which is on next Friday night.

A 13-year-old Ashburton College student’s dream of a big future in basketball is another step closer after he was named in a New Zealand under-15 training squad. Riley Sa is a Year 9 student at the college but he’s already over six-foot tall, and those in the know believe he’s got the natural talent and dedication to make it all the way to the top. On top of the usual practise and games, three mornings a week Sa and his dad, aunty and cousin could be found at the EA Networks Centre working on his game. They arrived at 6am and practised for an hour before heading home to get ready for school. And that family support and understanding that school work was still important too, had set him on a good path to hopefully one day achieving his goal of gaining a basket-

ball scholarship to an American university. That was something Ashburton College’s teacher in charge of basketball Andrew Shepherd knew all about. He went to America on a basketball scholarship himself when he left school, and knew how valuable it was, but also that you had to do well in the classroom to get the opportunity to do well on the basketball court. “It’s four years of education that can be paid for, you’re talking hundreds of thousands of dollars US,” Shepherd said. “You get to play the game you love, study and not have a student loan at the end of it, and if you have the potential you could go on to big things.” Sa wanted those bigger things, so this year he’d had to make a big decision. A talented young number eight on the rugby field too, Sa hung up his rugby boots to focus his attention fully on basketball.

Oddly, Sa admitted he didn’t really like the sport when he first started playing miniball in Year 4. But once he hit year seven and a few of his friends started playing too, that changed. Now, he lived for basketball. As well as playing basketball for school and in Ashburton, Sa was a member of the Mainland Eagles talent identification squad based out of Christchurch and the Canterbury under-15 team, and last year he played club basketball in Christchurch. Shepherd said he’d been at Ashburton College for eight years and Sa was the first Year 9 student that he could remember who had made the school’s senior basketball team. As part of the school’s Thomson Trophy team, competing in the Canterbury secondary schools’ competition, Sa was finding himself playing against players a good four or five years older than him, but the

aspiring young guard was more than holding his own. Having been named in the New Zealand under-15 training squad of 25, Sa would now go to two camps from which a team would be picked to attend the 2018 FIBA Oceania Championships in Port Moresby, Papua New Guinea, in December. At 13, he was one of the youngest members of the squad and one of only a handful from the South Island. His selection came a year after he made the national under-14 side to play at the Australian state championships in Melbourne. It was the first time New Zealand had formed an under-14 side and they won the tournament. Sa’s selection in the under-15 squad last week wasn’t the only good news for Mid Canterbury Basketball lately, with another Ashburton College student Sophie Adams named in the under-17 Canterbury A team.
