Event Centre planning for the future BY SUE NEWMAN

With its first 10 years of business behind it, the Ashburton Trust Event Centre is looking to a future that could see it expanding its auditorium, providing sound and lighting crews for off-site events and securing money for upgrading plant and furnishings. In his end of year report to the Ashburton District Council, centre manager Roger Farr said that while the past year had been very successful with use of most areas of the centre increasing, it was important to start looking to the future. “Over the next 10 years there will be a lot of expense in maintaining and upgrading the infrastructure in the building and we’re starting to plan towards this. We need to start planning now for how it’ll happen and how it will be paid for,” he said. There would always be challenges in increasing use of all facilities in the centre and in boosting ticket sales for performances, but the past year had been one of the centre’s best, Farr said. “The auditorium’s use exceeded last year with something happening in the building every two-anda-half days now and bookings are generally up.” There had been significant
growth in the community using the event centre and people were now seeing it as an affordable venue, he said. Fewer national events and more community events, however, might increase numbers through the centre, but it did not increase
revenue because local event hire was at a cheaper rate. The average number of tickets sold per show was 349 last year, up from 254 the previous year. Ashburton Performing Arts Theatre Trust chairman George Brown said that one of the things the trust
should consider was whether it needed to enlarge the theatre in any way. “Right now we’re limited to 500 seats, but could this be increased to 600? Are there ways we could improve other things we’re doing?” he said. The event centre had high-tech
sound and lighting equipment and skilled operators and it should also be looking at taking on work that was outside the centre itself, Brown said. “We’re looking at whether we should put on another young person. We need to keep this momentum going.”

Mid Canterbury principals are echoing sentiments that the New Zealand education system could make a “stronger commitment” to te reo Maori. Following the results of a nationwide survey, the New Zealand Council for Educational Research (NZCER) are calling for te reo to be incorporated as part of the core curriculum, along with more Maori-language schools and a plan to train more Maorilanguage teachers. Statistics New Zealand also revealed yesterday that 53 per cent

of Kiwis want the language to be a core subject in primary schools. Locally, teachers would likely aim for higher fluency levels if they had the resources available to do so, Mid Canterbury Principals’ Association President Tim Kuipers said. “It is the natural choice alongside English, to be taught in the New Zealand education system,” he said. Currently, the majority of Mid Canterbury schools teach “basic Maori” such as songs, greetings and simple words, with the help of three specialist teachers. But according to Ministry of Education data, just 70 Mid Can-
terbury students learn Maori for three or more hours a week, and 1444 have no exposure to the language through their schooling at all. Kuipers says we should keep in mind that the potential benefits of being strong in Maori are not only those of culture and identity. “If children could become strong in Maori and English then taking up a third language of choice later would be quite natural,” he said. The NZCER report found that schools across New Zealand are currently trying hard with te reo, but their successes are “fragile” –
often depending on a single Maori teacher and liable to collapse if that person leaves. It also found that government support for the language was “inconsistent”. Efforts such as scholarships for Maori-language teacher trainees had not been matched by giving te reo the same status as other core subjects such as English and mathematics. Kuipers said the clear majority of local parents were supportive of the language being used in schools – some strongly so. “This would be the same for most principals and teachers.”

New scope on the Mt Hutt slopes next winter By Sue NewmaN

When you hit the slopes of Mt Hutt Skifield next season, there will be a new playground to test the skill and the nerve of skiers and snowboarders. Once the snow disappears from the mountain, work crews will be moving in to create a raft of new features in the terrain park zone. Currently the field has around
30 features, including jumps, boxes, rails, banks and quarter pipes. Come next winter there’ll be new bowls, jumps and banks, creating extra opportunities for guests of all abilities to expand their on-field experience, said terrain park head of department Chris Neeve. “Our main goal is to provide the best possible freestyle progres-
sion for our guests, whether they are a beginner or an aspiring athlete. With the addition of summer earthworks and last year’s snowmaking upgrade, we’ll be able to provide a better jump progression earlier on in the season with up to 14 jumps ranging from 2m to 15m,” he said. “A new beginner terrain park and intermediate jump line will be built and there will be a big
focus on building and shaping creatively outside the park’s progression zones.” An aspirational target for the parks was to acquire a 13ft Zaugg Pipe Shaper, that would be used to shape transitional features, and that meant more quarter pipes, waves and bowls around the parks, Neeve said. “We take a lot of inspiration from skateboarding and surfing
and integrate this into our feature design. “Our goal was to get the best possible progression in the terrain park from start to finish. We want to make every feature accessible to all levels.” The new features would utilise under utilised zones within the park, he said. “Our goal over the next five years is to get every single piece of terrain in use.”

Ashburton may no longer have an i-SITE, but possible use of the central town building that was its home has potential new users lining up at the door. A report on the building’s future will be presented at an Ashburton District Council committee meeting next month and options on the table are likely to range from another information based use, changing the resource consent to allow it to be leased to a commercial tenant, keeping it as a venue that can be used by community groups or the council itself, or
moving it off-site. Three Ashburton businessmen believe the best and only option for the community is to reopen the building as an information centre or i-SITE. Tony Todd, David West and Paul Mullens have talked to Ashburton Mayor Donna Favel about their proposal to develop a new business that would fill the gap left by the i-SITE’s closure. They’re keeping the details under wraps, but Todd said their proposal was well developed and if ticked off by the council would see the i-SITE reopened very quickly. “The council wouldn’t be in-
volved in this. It would be quite separate, but it would need to be a win/win for the council and for us. We’d be looking at it as a community project,” he said. The group had prepared a budget for the new i-SITE. It would have a community focus and any profits made would be returned to the community, Todd said. The only hints he would give on the proposal was that it would be an i-SITE and more. Given the outrage at the i-SITE’s closure last year, he believes the community would be behind the reopening proposal. “We need and hope that people
will get really excited about this,” he said. The three have spoken with potential staff and have several other members of the community who are committed to being involved in the project. The i-SITE was closed after running at a loss for several years. The building is still occupied, in part, by Experience Mid Canterbury. When the closure was announced there was community outrage and a large protest meeting held in central Ashburton. The original consent was issued for the building to be used for the provision of information, but the
council could apply for a variation to this to allow a commercial operator to take up a lease. Favel said she was aware of a number of potential users, but remained tight-lipped on who these might be, saying the options needed to be discussed with councillors before a decision was made. “We’ve had a few expressions of interest; at least four,” she said. When the i-SITE closed last year, the Ashburton Library became de facto provider of information for tourists, while House of Travel took over the bus booking service.

Award-winning Kiwi musician on form for Bite Nite By Katie todd

For award-winning Kiwi singer songwriter Jamie McDell, one of the many highlights of performing live is the opportunity to meet people after the show. The 25-year-old is bringing her voice and guitar to town later this month for Bite Nite and said she is particularly excited to get to know a few Ashburtonians. McDell was born at Mangawhai Heads, raised on a boat and schooled in Auckland – but the visit to Mid Canterbury will be her first. Since signing to record label EMI at age 16 McDell’s songwriting has earned her gold album sales, hundreds of thousands of social media followers, a New Zealand Music Award and global attention. “I like to describe my style as Americana,” she said. “It’s not really a common term in New Zealand yet but I think it really captures the essence of my songs. They have fringes of country and at the core of it all is storytelling. That’s what I grew up listening to and what led me to start writing.” In May McDell released her third album, Extraordinary Girl, which she said closely resembles a live record. “It’s a very honest and raw album. We recorded it in Nashville in the space of about two days. Most of the songs took about half an hour to write, and in that time I felt like I was able to say what I wanted to say,” she said. In turn, she feels her recent performances have been some of the most natural to date.
Jamie McDell’s self-described Americana style will be rocking the stage at Baring Square East on September 26. “We’ve just finished touring New Zealand and I think they’ve been my favourite set of shows. “I think the closest we came to Ashburton was a show in Christchurch, but I’m really looking forward to coming down and playing for some new people.”
Her set, she said, is likely to be a bit of a mix. “I will be playing a mixture of the new songs and some of the classics. And when I’m on stage I like having conversations with the audience, you know, telling stories, joking around and letting
people get to know me a bit better.” McDell will be joined on stage at Bite Nite by local singers and dancers. The event, organised by Ashburton’s youth councillors and held in Baring Square East, will also fea-

ture a variety of food trucks and a photo booth. Bite Nite starts at 5.30pm on September 26 and will run until 8pm. Entry will be a gold coin donation with all funds raised going to support youth organisation, Mid Canterbury Boxing Academy.

New Zealand welcomed 61 new citizens yesterday in an Ashburton ceremony that saw people of 11 nationalities become new New Zealanders. This is the third citizenship ceremony mayor Donna Favel has hosted this year and brings the number of new citizens welcomed to the district this year to 149. In welcoming those about to take their oath, Favel said that in bringing their stories and their history to the district it would enrich the community. “When you first came to New Zealand you may not have known that you would one day call this your home. Today your journey is complete as you call New Zealand home. Today you are fulfilling the hopes and dreams that brought you to New Zealand,” she said. She reminded the new citizens that in becoming New Zealanders, they were pledging their loyalty to Queen Elizabeth and that they were agreeing to obey the laws put in place by the New Zealand government. In times of conflict, their loyalty would be to New Zealand, but as New Zealanders they would also be free to enjoy a democratic way of life and to follow their own beliefs and dreams. Last year 213 people from the district became New Zealand citizens, the biggest year on record. Over the past 10 years the number of people taking their oath of allegiance in the district has grown from just 40 in 2008. Since then 1075 people have become New Zealand citizens in Ashburton based ceremonies. Offender programme gets positive results By Sue NewmaN

Safer Ashburton has secured a new, three-year contract, that will see it deliver two services that are having a big impact on reducing youth offending, says Safer Ashburton manager Kevin Clifford. The three year contracts are with Oranga Tamariki – the Ministry for Children and are for three years. They’re valued at $59,000 a year and put additional youth justice services into the community through its supervision with activity and supported bail programmes. Both are aimed at higher level youth offenders. And those two programmes had made a marked difference in youth offending in the Ashburton District said the organisation’s manager Kevin Clifford. “Youth crime spiked over the past few years and that mirrored what we were seeing in larger centres but the difference was that we didn’t have access to the

Since the programmes were introduced the youth justice worker had dealt with around 14 young, high level offenders and the results had been impressive. Some had not re-offended and those that had were offending at a much lower level and less frequently, Clifford said. The investment of time into each of the young offenders was high, and the work intensive, but the results were very positive, he said.

Children at Active Explorers were captivated by the creators of the award-winning Te Reo Singalong Show during a special visit yesterday morning. Sharon and Allan Holt have penned 17 books aimed at making Te Reo Maori fun, which students at the centre – and in schools around New Zealand –
have come to know and love. During their stop-off in Ashburton, 50 spellbound children joined Sharon and Allan in dressing up, dancing and performing the tales. Marangi Mai (Get Up) tells the story of some restless farm animals, while Whai Mai (Follow Me) takes audiences on a tour of a playground. Sharon said they are currently
on a two-week tour of the South Island, which began in Blenheim and will take them down to Dunedin, with a total of around 20 shows. “We’ve been writing and publishing for around six years and doing shows for the past three or four,” she said. She said this tour is timed to coincide with Maori language week.
Ashburton Art Gallery turns a profit – first in three years By Sue NewmaN

For the first time in its three years at its West Street site, Ashburton’s Art Gallery is looking at end of year accounts that are in the black. At the start of the year, curator Shirin Khosraviani said it had been her goal to recover the deficit of the past two years, and
that had been achieved, with the $47,000 profit achieved through two significant fundraising events, she said. “In achieving that we’ve had some incredible support from the community and we’ve done our own belt tightening,” she said. The past year had been one of achievements on many levels for
the gallery, with visitor numbers, exhibitions and public and education programmes all up. During the year 19,408 people visited the gallery. Visitor surveys showed that 94 per cent of people were satisfied with their gallery experience, Khosraviani said. The gallery’s water project exhibition had been shortlisted for a Cawthron Institute Award and
had been booked as a touring exhibition by seven other galleries and that was a major achievement, she said. Increasingly the gallery was becoming a valuable resource for schools with more than 1000 children from 17 different schools taking part in structured learning programmes. In reporting the year’s activi-
ties to its major funder, the Ashburton District Council, gallery committee chairman Derek Binnie said the gallery was punching well above its weight and was increasingly being recognised nationally. During the year it had had reviews printed in Art New Zealand and had also featured on the cover of Art Zone magazine.

The ski company operates conservation programmes at Mt Hutt, the Remarkables and Coronet Peak ski fields and it has now strengthened its commitment to work closely with the Kea Conservation Trust to find and protect the kea. The commitment comes at the start of Conservation Week, and is spearheaded by $50,000 worth of funds and donation support in partnership with the Kea Conservation Trust (KCT). The company has been awarded platinum partnership status with Kea Conservation Trust in recognition of the donation, fundraising and additional support it’s set to provide every year until 2023. NZSki CEO Paul Anderson said the donation was an important step in the company’s continued conservation efforts. “Our three skifields each oper-
ate extensive summer projects to protect the biodiversity in each Ski Area Subzone through initiatives such as weed and pest control, wilding pine eradication and native revegetation for example tussock propagation and planting. “These programmes are aimed at improving the environments for native species to thrive. But we want to do more, so earlier this year we started investigating longterm projects,” he said. Queenstown-based Kea Conservation Trust chair, Tamsin OrrWalker, said that with only a few thousand birds remaining, NZSki’s support provided a massive boost to kea around the Wakatipu and Mt Hutt areas. “Kea numbers have declined dramatically over recent years and this long-term commitment to protect these remnant populations is vital if this trend is to be reversed. Working with NZSki, the KCT will be able to research the status of our local kea and support those remaining birds by removing local threats – particularly predators and lead – and by educating young kiwis and visitors to our slopes as to how communities can support their iconic mountain parrots, South Island wide.” Over summer, tens of thousands of dollars will also go toward set-

n programme KEAS UNIQUE TO NEW ZEALAND The New Zealand Kea is a unique parrot species. These sociable and highly intelligent birds are well adapted to their harsh environment in New Zealand. Unfortunately, the traits that kea developed for survival, their curiosity and omnivorous appetite, have created conflict with humans over the last 150 years.
Kea are one of three parrot species that evolved in isolation. They serve as alpine seed distributors and are recognised as one of the most intelligent bird species across the world. Persecution and predation have sorely depleted numbers and, with only a few thousand birds remaining, the kea is a Nationally Endangered species.

$3m spent on two summits The Government spent more than $3 million for two education summits in May. Education Minister Chris Hipkins revealed the cost of two two-day summits in May – one in Auckland and one in Christchurch. Hipkins released a Cabinet paper reporting back on the “conversation” with New Zealanders about making the education system fit for the future and for the needs of all. Around 1400 people took part in the two-day events. “They included teachers and principals from all levels of education, parents, young people and children, Maori, Pacific people, and other ethnic groups, and representatives of learners with disabilities,” Hipkins said. The Christchurch summit
cost $1.41m, the Auckland event $1.26m. Pre-engagement with stakeholders, and material preparation for the events and the ongoing discussions, cost just under $440,000 to design and develop. Earlier this week Prime Minister Jacinda Ardern made her feelings clear on the costs of summits after it was revealed that the recent criminal justice summit in Porirua for around 600-700 people had blown out from a budget of around $700,000 to $1.5m. “My expectation is that when we set a budget, we stick to it,” she said on Tuesday. A spokesman for Ardern said yesterday she had spoken to Hipkins, and all ministers were clear about her expectations on the costs of such summits. - NZME

Battery blows up A man has been taken to hospital with multiple burns to his body after a battery explosion. At 9.15am yesterday, the Auckland Westpac Rescue Helicopter was sent to Great Barrier Island to assist a male patient whose truck battery blew up in his face. Paramedic Chris Deacon said the man was connecting up some batteries to recharge them. “However, some battery acid had spilled out on to the terminals and when he put the electrical leads on there it just exploded and a chunk of the side of the battery blew out and hit him.” - NZME

The council had already begun covering the bush with non-toxic pre-drop pellets, to be followed up with 1080 within 7-10 days, when a temporary injunction was granted earlier this week. ■ Into a large bowl place the flour, salt, sugar, lemon zest, eggs, vanilla and milk. Whisk until well combined and lump free. Let it rest for 10 mins. ■ Heat a small pan to a medium heat, brush with a little butter. Pour in 1/4 C mixture, rolling the pan around to get an even cover. Cook until the pancake starts to bubble, then flip and cook for a further two mins. Stack the pancakes until needed. ■ Tip: Place a little strip of baking paper between each pancake to prevent them from sticking together. Salmon, avocado and horseradish cream ■ Omit the sugar from the pancake recipe. Place two pancakes on to each serving plate. Top with slices of Select smoked salmon and sliced avocado. Squeeze generously with lemon juice. Mix 1/2 C sour cream with 2T horseradish to dollop on top. Garnish with dill leaves and freshly ground pepper.
Lemon coconut stack ■ Bring to a boil in a small pot 1/2 C lemon juice and 1/2 C sugar. Cook for five mins until it is syrupy. Add 1/2 C coconut cream. Allow to cool. Whisk another 1/2 C coconut cream until thick. Dip the cooked pancakes in the syrup and place one on top of the other to form a stack. Pour over any leftover syrup or serve separately. Spoon the whipped coconut cream on top. Garnish with berries and toasted coconut. Cut into wedges to serve. Banana and salted caramel pancakes ■ In a small pot melt 50g butter, 1/4 t sea salt with 1/2 C sugar and cook, stirring until the mixture turns a caramel colour. Add 1/2 C cream stirring carefully to combine. Remove from the heat, pour into a bowl and cool. Serve pancakes with banana and crispy bacon, pour over salted caramel sauce. eeing the signature of their grandmother Lavinia Ellis on the 1893 suffrage petition was a proud moment for two Ashburton sisters this week. Audrey Bruce, 86, and Shirley Cullimore, 91, were informed by Ashburton District Family History Group librarian Marilyn Ellis about the presence of the signature. “Well, well, well,” Audrey said as she viewed the signature on a petition copy in the family history rooms for the first time this week. “It’s come as a surprise,” Shirley added. Both women knew their grandmother as a determined woman, so they could see that she would have been quite motivated to get to the place where the petition was stationed in Ashburton. In order to do this she would have had to travel in from the family farm at Hinds by horse and cart, most likely with her husband on what would have perhaps been one of their monthly grocery trips to town. Lavinia would have been aged about 26 at the time and married to their grandfather John Ellis. At Hinds Lavinia and John raised a family of four daughters and two sons. Lavinia helped milk the cows and to this day her grandchildren can remember her wearing a sack apron for this chore. She had long hair down to her waist when not tied up and was an avid homemaker, enjoying baking and more often than not in her pinafore. Lavinia is one of about 545 women who signed and gave a Mid Canterbury address, among the approximate 24,000 nationwide aged 21 years and over on the main petition. The locations they gave were Ashburton, Eiffelton, Waterton, Wakanui, Flemington, Hinds, Rakaia, Methven, Mt Somers, Rangitata, Winslow and Mayfield.
Hundreds of Mid Canterbury women went to extraordinary lengths to make sure their signatures were on the 1893 suffrage petition. And today their descendants recall their efforts as 125-year celebrations approach. Susan Sandys reports. 1
Marilyn is the wife of Audrey and Shirley’s cousin Bruce Ellis, who shared the same grandmother. The family history group has a print-out of the petition with the local signatures and is hoping Mid Cantabrians will take the time to see if any names may represent
one of their ancestors. A copy can be accessed at nzhistory.govt.nz/politics/womenssuffrage/petition Marilyn said signing the petition would have been quite some feat in the late 1800s. Women were often raising many children, in
homes without power and water, and relied on their husbands to get out. “A lot of them may not have signed because they were told they couldn’t. It was a more male-dominated society,” she said. “And when they did get to vote,
many may have voted the way their husbands told them to, for a long time anyway.” Among locals looking into whether they have ancestors represented on the petition are Betty Watson, 82, and her younger sisters who are twins, Ngaire Brown

and Alison Lawton. They recall their maternal grandmother Jane Robinson, who lived at Hampstead, would never miss an opportunity to head out to the ballot box, even in her 80s as she spent much of her time ailing in bed.
“She got out of her bed to go and vote and I seem to remember her putting an overcoat over her dressing gown,” Betty said. However, Jane was just 15 or 16 when the suffrage petition was submitted to Parliament in 1893. They found another family con-
nection, with their grandfather George Leadley having his first wife Elizabeth among signatories. Betty recalls a reference in a Leadley family history book about Mrs Elizabeth Leadley and Mrs W. T. Lill being delegated by the local Women’s Christian Temperance
Union (WCTU) to go to a Christchurch WCTU meeting in relation to the suffragette movement. “I can only assume that grandfather approved of it, or she wouldn’t have gone,” Watson said. He was a strong advocate for temperance and very politically
minded, having been a member of many organisations including as national president of the Farmers Union. Suffrage 125-year anniversary celebrations kick off nationwide and in Mid Canterbury this coming week.

More chapters added to i-SITE saga L
ike a really good movie, the tale of the Ashburton i-SITE is one that just keeps you on the edge of your seat. When Radio Hokonui announced earlier this year that their idea of relocating into the East Street building which formerly housed the now defunct Ashburton i-SITE closed down by Experience Mid Canterbury and the Ashburton District Council last year, most thought that was the end of the road. There had always been hope by those who fought against the closure that one day someone might wake up and come to their senses and see that they’d made a poor
decision in closing the doors. They tried to convince those people through public rallies, letters to the editor and attending public meetings – but it was all to no avail. Or so it seemed. While the cauldron might have stopped bubbling on the surface, underneath it’s been still quietly
cooking away and it appears as though we are closer than we ever have been in the past 12 months to seeing the i-SITE return to its former glory through the hard work and efforts of some wellregarded Ashburton locals. No one will have been surprised to see Tony Todd’s name in amongst the action on today’s story on page three. Todd has been the voice of the people, both in written and oral form and he’s led the crusade to see things return to normal. Add to that the business nous and passion of David West and Paul Mullens and there’s a good recipe for success sitting right
there. Again, there’s still a lot of water that first needs to go under the bridge – but all signs are encouraging. But above all else, probably the most exciting part of what is being proposed is that the profit margin from the building should this plan go ahead would see money returned to the Ashburton community which will really warm the hearts of the people. The team behind the idea have clearly done their homework, but most of all they seem to have listened to the people. When hundreds of Ashburton locals turned out to the public rally held on the chessboard,
that should have been enough to invoke some form of change, but that large presence was treated with some contempt and basically told that their strong outcry wasn’t enough. Luckily for this town though, there’s a few individuals who refuse to lie down from a battle and they’ve rolled up their sleeves and jumped right into the middle of it all in the hope of getting a positive resolution. With more than just the three players at the table pitching for potential rights to use the building, the decision process will be interesting to watch unfold when it comes to the council table.

potted history. Do you recall the lazy, hazy days of 2004? That was when there was a thrust from Maori demanding – as of customary right – much greater access and control of the Foreshore and Seabed (F&S) by which this beautiful nation is surrounded. To their eternal credit, the political hierarchy of the day was having not a bar of it. I talk, of course, of “Dame” Helen Clark and Knight of the Realm, Sir Michael Cullen – as he later, quite rightly, became. “No way”, said these Warriors of Aotearoa, New Zealand. “The foreshore and the seabed belong to all Kiwis; the Queen’s Chain is sacrosanct.” And just in case some people had difficulty understanding that declaration of fact and intent, Clark and Cullen ensured it was duly enshrined in the law of the land. There was instant reaction, you may also recall. Tariana Turia – these days, Dame Tariana Turia – a minister in the Labour administration at the time – upped and left the Labour Party and, with academic Dr Pita Sharples – now Sir Pita – set up the Maori Party, in what turned out to be a life-changing moment in the history of New Zealand politics. Not long after that Clark – to her considerable chagrin – and her Labour comrades were electorally defeated by the up and coming John – today Sir John – Key and a swarm of fellow Nats. However, that swarm didn’t quite make a hive large enough to govern on its own so needed a coalition partner of some sort to be certain of getting their bottoms on the merino-covered, treasury benches. But the wheel has now turned almost completely full circle. In last year’s election the Maori Party failed to get any sort of MP into Parliament, mainly because there are now 20-plus Maoris representing other parties in the House. Tears were shed and recriminations expressed. But in this area of political bargain-
ing, at least, the Maori Party had achieved its raison d’être, to have the Foreshore and Seabed provisions abolished. Now, though, before there is even more coastal violence, its re-instatement is very much required. However, I cannot see Jacinda and her colleagues spending much time on a beach. Should they decide to do so it might be a good idea to take the Armed Offenders Squad with them. So, something has to be done before our coastal expanses become battle grounds of great danger to innocent picnickers, swimmers of all ages and sand castle builders. Could Andrew Little be the man to sort this out? He seems to be making good progress at Pike River and as Minister of Justice could bring his considerable talents to bear on the marine and coastal imbroglio. Meanwhile, Winston Peters continues to hijack the government of which he is the lynchpin. No legislation can be passed into law without his seal of approval. Thus he seems to be policy changing – such as the number of immigrants he is prepared to allow into the country, five hundred fewer than the PM has
given her authority for – when it appears convenient for him to do so. Now, he has trespassed onto that most sacred of Labour shibboleths, union matters, where he has been playing fast and loose with the Government’s “blue riband”, new Employment Law. Clearly, Peters is more comfortable with National’s attitude to such matters than he is with alterations Labour is keen to bring in. Obviously, too, he so much enjoyed his time as acting PM when Jacinda was away having her baby he would now like the real thing. It seems most unlikely though that Labour would stand aside and invite him to become Prime Minister even if he does hold the whip hand, but where Winston is concerned anything is still possible. However, Winston would also be well advised not to go too far out on a limb. Overstretched limbs have a nasty habit of snapping and should the one he is currently on do so he might come an awful cropper. At his age, his medical advisers might be keen to avoid such an outcome. Handley walks away with $107,000 Entrepreneur Derek Handley will walk away with three months’ pay after being offered the role of government Chief Technology Officer a month ago, then having his contract terminated. Handley, a multi-millionaire, will walk away with around $107,500. However, he said he would not accept the money and it would be donated. Handley posted on LinkedIn yesterday that one month ago, he was offered and accepted the role. “I felt deeply grateful and incredibly privileged for this important responsibility to help shape the future of our country. “Earlier this week I was deeply disappointed to learn that the Government will no longer follow through with their commitment and will not be making that appointment at this time. “However, given the unnecessary and sustained lack of transparency around the process and building pressure to rethink the approach, their decision to stop the process is understandable.” Handley said the past few weeks had been distressing for him and his family, after they returned to

New Minister for Government Digital Services Megan Woods yesterday confirmed the recruitment process had been halted. “What’s clear is that we need to step back and have a good look at the role and see how it fits in with the other work being done in the digital transformation space. Even as recently as three days ago, the Government would not confirm whether Handley had been offered the job, or whether he might be entitled to compensation if the process was halted. National’s State Services spokesman Nick Smith called the process a “shambles”. “The process around appointing a Chief Technology Officer has been a shambles from the beginning. One hundred and twenty jobs at risk More than 120 jobs are on the line at an Auckland factory as food and drink packaging company Huhtamaki proposes to shift some manufacturing to Asia. Huhtamaki Henderson general manager, Bryan Mould, said Huhtamaki was “committed to manufacturing in New Zealand and was making clear strategic changes to secure long-term success in this market”. But the company needed to “look at off-shore options to remain competitive in the market”. It planned to continue to supply the same “high-quality products’’ with the advantage of increasing an environmentally sustainable portfolio of products. “There has been a shift in the market’s requirements and to meet these needs Huhtamaki needs to reset to offer sustainable changes for our customers and for us. More jobs at risk in Northland Jobs are on the line at one of Northland’s largest employers as the business looks to modernise its operations. Forestry and wood processing company Juken New Zealand Ltd (JNL), which employs around 250 full-time staff across Northland, met yesterday with employees to start consultation on a number of proposed changes at the Kaitaia Triboard mill New Zealand general manager
of JNL, Dave Hilliard, said the changes will involve some tough decisions but the move was integral to the long-term future of the mill. The company is proposing to make a significant investment over the next few years to upgrade and modernise the mill. The move will see a shut down across parts of the mill to carry out the upgrade, a change to a more efficient operating structure, and in-
vestment in new technology and machinery to streamline production. “This investment will result in a modern, safer and more efficient mill which can continue to be one of Kaitaia’s largest employers well into the future,” Hilliard said. “We are being upfront, though, that the steps required to be taken to address the mill’s issues are unfortunately likely to result in some job losses.” - NZME

Millions in typhoon’s path An “extremely dangerous” super typhoon predicted to be the one of the strongest systems on record is tearing towards Hong Kong and the Philippines with up to 43 million people in the firing line. Bureau of Meteorology Australia tropical climatologist Greg Browning told news.com. au Typhoon Mangkhut was equivalent to a Category 5 severe tropical cyclone. Boasting maximum sustained winds of 205km/h and gusts to 285km/h, it’s significantly stronger than Hurricane Florence which is simultaneously hurtling towards the US. “It’s at the top of the severe scale and any category 5 cyclone is relatively rare,” Browning said. “(Mangkhut) is extremely dangerous as it’s a very large system with very strong winds and a potential storm surge over a large distance. “There will be very heavy rainfall associated with it which has potential to cause widespread damage.” Browning said Typhoon Mangkhut was the most powerful storm system to have developed on Earth this year but that it wasn’t the strongest since records began in 1946, as has been reported internationally. Typhoon Haiyan, which stormed through the Philippines with maximum sustained winds of 230km/h and gusts of 325km/h in 2013, holds that record. Yesterday, Typhoon Mangkhut was in the Pacific, about 450km from the Philippines and expected to make landfall today. The Hong Kong observatory’s tracking system shows a 70 per cent probability that Typhoon Mangkhut could deviate within a 500km radius from its predicted position, leaving a lot of uncertainty over the next few days. The system is already stronger than any of the 15 past severe or super typhoons that warranted the highest No. 10 warning sign, the South China Morning Post reports.
Thousands of people in the path of Typhoon Mangkhut are being evacuated from their homes in the Philippines. Typhoon Mangkhut is forecast to hit the northeastern Cagayan province, where over four million people live, early on Saturday local time. Schools have been closed and bulldozers are on the ready for landslides with rescuers and troops in the area on full alert. With a massive rain cloud band 900km wide, combined with seasonal monsoon rains, the typhoon could bring heavy to intense rains that could set off landslides and flash floods, the forecasters said.
Storm warnings have been raised in 25 provinces across the main northern island of Luzon, restricting sea and air travel. Office of Civil Defense chief Ricardo Jalad told an emergency meeting yesterday led by President Rodrigo Duterte that about 4.2 million people in Cagayan, nearby Isabela province and the outlying regions are vulnerable to the most destructive effects anywhere near the typhoon’s 125km-wide eye. Nearly 48,000 houses in those high-risk areas are made of light materials and vulnerable to Mangkhut’s ferocious winds. - PA
Elvis ‘right as rain’ Elvis Costello has said he is feeling “right as rain” and “extremely lucky” after his cancer operation. Earlier this summer the musician cancelled the remaining dates on his European tour after being advised to rest following surgery for a “small but very aggressive cancerous malignancy”. Appearing on The One Show on Thursday, the singer, 64, said the problem had been taken care of. “I got extremely lucky and it goes to prove you have to keep up with your checks,” he said. “They did discover that there was something, shall we say a lodger, that needed to be removed from the premises.”

Alleged killer ‘went off to mow lawns’ Just hours after allegedly murdering his mother-in-law, Anthony Harvey went off to work and mowed two people’s lawns. Jim Penman, the managing director of Jim’s Mowing, said the 24-year-old was assigned two gardening jobs to complete last Tuesday. The father-of-three allegedly murdered his 41-year-old wife, Mara, three-year-old daughter Charlotte, and two-year-old twins Alice and Beatrix on September 3 – a day after Father’s Day – before killing his wife’s Kiwi mother Beverley Quinn, 73, the next day when she turned up at the house. According to Penman’s records, Harvey had sent two
quotes to clients at 6.21pm and 6.37pm on Tuesday “as if everything was normal”. “Those quotes are striking to us. “Highly courteous and wellmannered but they were sent just before and then suddenly five hours later they’re dead,” he said. “He was telling us repeatedly that everything was fine, he was going well, had plenty of work and enjoyed what he was doing.” Harvey had a 4.6 rating out of five, Penman said. “There must have been something going on we didn’t know about.” The sister of Mara Lee Harvey, who was murdered with
her mother and three young daughters in their Bedford home in Perth last week, has revealed the harrowing way she found out her family was dead. Speaking to Nine News, Taryn Tottman said she turned on the television and recognised her sister’s house on the news. “You never recover from something like this,” Tottman told Nine. “Part of me didn’t think it was real.” Brother-in-law Alan Tottman said that there was never any indication Ms Harvey was in danger. “It’s just a very raw time, it’s just unfathomable,” he said. “We can’t come to terms with what’s happened, we
don’t know why it’s happened. “There was no indication of trouble, problems.” Mr Harvey allegedly used a blunt instrument and knives to kill his five family members. Police say he stayed in the house for days before travelling about 1500km north, and then turned himself in on Sunday. Ms Tottman said the last time she saw her mother and sister was at a funeral on August 27 and they both seemed fine. “We were sisters. We had times when we laughed. We just laughed,” she told Nine. Mr Harvey is due to face court for the second time next week. - AAP

Dan Fransen’s 2017 Heartland Championship came to a premature end thanks to injury, so this year he was determined to make amends. Three weeks into the season the 22-year-old Christchurch vinyl layer had well and truly proven his worth in the Mid Canterbury squad. He has become a firm fixture in the backline and has scored three outstanding tries that has helped keep Mid Canterbury on the upper half of the leaderboard after three rounds. In a tight competition though, no win came easy and today Mid Canterbury will face arguably one of the toughest asks in Heartland rugby – Wanganui at home. Wanganui is top of the table three weeks in along with King Country, while Mid Canterbury is third courtesy of wins over West Coast and Horowhenua-Kapiti, and two bonus points picked up in a loss to North Otago. Fransen said Wanganui traditionally had a good forward pack and would undoubtedly have
speed out wide, which would be a test for Mid Canterbury’s outside backs. He said Mid Canterbury’s players will need to ensure they were switched on from the opening whistle. “Our forwards are setting a good platform for us in the competition. “We are not the biggest team but we have got a bit of speed in the backline and that’s where we are wanting to attack, but it all starts in the forwards,” Fransen said. “But we fell asleep late in the second half for the past two weeks which has brought teams back into the game.” That was something Mid Canterbury couldn’t afford to do against a side like Wanganui; a team that no matter who came and went, seemed to be contenders every season. Last season, Mid Canterbury proved Wanganui was beatable though, downing the team that went on to win the Meads Cup in Ashburton courtesy of a long range Jarred Percival penalty goal on full time in pool play.
Fransen was sideline that day and was looking forward to his first crack at the defending champions. “It’s do-able, it’s about putting in the full 80,” Fransen said. Fransen was this season’s player of origin, after spending his early rugby playing days in Ashburton. He played for Celtic until moving to Christchurch and going to St Bede’s College. He first appeared on the Mid Canterbury radar in 2016 when someone put his name forward as a potential player of origin. He came off the bench in Mid Canterbury’s pre-season match against Ellesmere, but didn’t feature again that season, instead making the Canterbury under-20 side. In 2017 he transferred to the Rakaia club mid-season and made the Mid Canterbury Heartland side, but a second sprained ankle for the season meant he only played a limited role in last year’s campaign. He returned to his Sydenham club in Christchurch this season and was stoked when he was named as one of the loan players

in the Mid Canterbury squad. He said returning to his roots to represent the region where it all began for him was special. “It was definitely something I wanted to do. “Last year I didn’t get much game time because injury put me out, and the Heartland Championship is one of the best competitions going in New Zealand so I definitely wanted to make amends and get back out there,” Fransen said. Fransen is one of the fastest players in the Hammers’ backline this year – if there was a prize up for grabs for the fastest man on the paddock it would likely come down to Fransen and Zimbabwean wing Brian Matoramusha. Both players have scored impressive tries already this season, with one of Fransen’s three being a spectacular chase of a perfectly timed Tom Hanham-Carter kick against North Otago. “It happened so fast. It was just a quick turnover and I saw the fullback was up a bit, so I just told him to kick it and I just sort of pinned the ears back and went for it,” Fransen said.
And he got there. “Our coach just sort of says ‘go for it’, so I did.” That speed meant Fransen was also a handy sevens player. He was Canterbury’s sevens player of the year last season, and was named in a New Zealand development team which travelled to Malaysia following last year’s sevens nationals. Also in that team was Jesse Houston, a Mid Canterbury export who went on to play sevens in the national side in the sevens world series last year. Last week, Houston was also called in to the Mid Canterbury team as an import, to cover an injury for another import, Aron Einarsson. Houston started at seven in Mid Canterbury’s win over West Coast last weekend and Fransen said it was great to take to the park with him again. He said Houston was one of those players on the field players could always turn to for advice. Wanganui at home may be one of the toughest assignments in Heartland rugby, but for Mid Canterbury it is just another game. The Hammers headed to Wanganui yesterday for round four of the Heartland Championship sitting in third on the ladder after two wins and a loss so far this season, while Wanganui is sitting at the top of the table courtesy of three wins from three outings. Mid Canterbury coach Sean Carter said his players needed to ensure they didn’t take the foot off the gas in the second half as they had in the opening three rounds. Doing that against Wanganui today, would likely cost the visitors the game. But, any team was beatable, including Wanganui, Carter said. “I think any team at home is a tough ask. “People probably say the same thing when you have teams coming down here to play Mid Canterbury,” Carter said. Mid Canterbury’s build-up to the big game hit a couple of snags during the week, which meant late changes had to be made. One of those was the loss of Jesse Houston, a Mid Canterbury born and bred player who played sevens for New Zealand last year who was last week brought in as a loan player to cover for another loan player – Aron Einarsson – who was out with an achilles injury. Einarsson would this week return to the fray at number eight and it was unclear how big a part Houston would now be able to play in the 2018 campaign after re-injuring his hamstring at training on Tuesday night. “I feel really sorry for him because he had just come back from a hamstring injury and had done really well,” Carter said. That meant Carter and cocoaches Jason Rickard and Dale Palmer had to go back to the drawing board. They’d been considering in-

Steve Hansen couldn’t resist having a little fun at the All Blacks press conference ahead of Saturday’s test against the Springboks. The All Blacks are going into the test in Wellington as heavy favourites. South Africa are the No. 7 ranked side in the world and are coming off back-to-back losses against Argentina and Australia. The TAB has the All Blacks at a meagre $1.05 to take the test on Saturday, while the Springboks are on $8.50. So when a South African journalist reminded him that the All Blacks only managed to beat the Springboks by one point in their last meeting – a tightly contested 25-24 win in Cape Town – The All Blacks coach couldn’t even start answering the question without letting out a chuckle, perhaps anticipating an opportunity to land another one of his zingers. “You always remember the last ones, not the ones before that,” he said while cracking a wry smile. The one before that, of course, was a 57-0 thrashing, one of the All Blacks’ most dominant performances in recent years. “The last one could have gone either way and if we’re really honest, should’ve gone South Africa’s way,” Hansen continued. “So they should probably be the favourites, I reckon.” Hansen barely managed to keep a straight face while delivering the line, his expression basically the personification of a massive wink face emoji. This isn’t the first time Hansen has dropped the “favourites” bomb. Before the All Blacks’ first Bledisloe Cup test of the year, Hansen called the Wallabies favourites. Back then, Hansen supposedly claiming the underdog tag was just a quote in a press release. We didn’t have the luxury of seeing Hansen’s face which tells you all you need to know. Huge offer for Barrett Beauden Barrett has reportedly been made an offer to become the richest rugby player in history. It is highly unlikely that Barrett would bail out on one of the great All Blacks careers in his prime, but L’Equipe have reported that French rugby club Lyon have made an audacious bid for the back-toback world player of the year. Pollard key for Boks Springboks coach Rassie Erasmus says the All Blacks’ finesse and ability to finish opportunities is even more of a threat than their physicality but the selection of No.10 Handre Pollard suggests he is preparing for both. There is little doubt that the All Blacks are the best in the world at creating something from nothing and Pollard and his teammates will have to make a lot of tackles. Moeen slams Aussies England allrounder Moeen Ali has opened up about his distaste for Australia’s aggressive approach, saying they’ve lacked respect and acted rudely in the past. Strappers still going strong By Matt MarkhaM A Mid Canterbury based harness racing syndicate, which holds the mantle of being one the longest running syndicates in New Zealand racing, will be hoping for a bit of hometown success at tomorrow’s Methven Trotting Club meeting. Established in 1984, the Strappers Syndicate is believed to be one of the oldest still-running syndicates in New Zealand with Harness Racing NZ confirming that only the Setarip Syndicate from Southland is older, according to their records which began in 1969.

Tomorrow a majority of the group will head along to the first grass track meeting of the new season at Methven, pinning their hopes on promising mare, Tabitha Franco, who tackles the third race on the programme. “She looks like she has a bit of a future,” syndicate member, Chris Morrison said. “There’s certainly a lot of promise in what she’s done so far, that’s for sure. “The only problem this week is we have a tough draw, so she’s going to need a lot of luck.” Tabitha Franco has started five times in her career and placed
second twice – showing lots of promise. The four-year-old mare is trained by Terry May on the outskirts of Methven and will be driven tomorrow by his son Ricky as they look to continue a long line of success as owners, trainer and driver. The May family have been predominantly the trainers of the Strappers Syndicate horses although Morrison said there have been other trainers who have had horses for them over the years. “Dick Prendergast trained one for us and it won a race, but we’ve also had horses with the likes of

Juniors take centre stage The first ever Ashburton Barbarians junior rugby league teams will take to the field for their first taste of the game today. A junior tournament would transform Robilliard Park into a hive of activity this morning, as teams from Ashburton, Christchurch, Timaru and Rolleston take part in a tournament to kick-start a big day of rugby league in Ashburton. The Barbarians had been overwhelmed by the response from youngsters keen to give the sport a try, after putting a call out for players last week, with more than 50 kids putting their hands up, Barbarians’ juniors co-ordinator Matt Milne said. As a result the club had entered two under-10 teams to play today, and ended up having enough to field two under-8 teams, although it was too late to enter a second one as the draw was already sorted. So the under-8s would be split into two teams and play a half of each game played today, Milne said.
The junior tournament would start off today’s big day of league, with games kicking off at 9am this morning, before the big boys take over this afternoon for the first round of the Aoraki Cup competition. The Chertsey Oilers will take on the Timaru Outlaws at 1pm, and the Ashburton Barbarians will play the Country Cowboys at 3pm. Another double header for the Aoraki Cup’s third round in Timaru in a fortnight will provide another opportunity for the youngsters to hit the paddock in another mini-tournament, and it was hoped that there would be four junior Barbarians teams on the paddock that day, Milne said. That day will also feature third round action of the Aoraki Cup, with round two next weekend seeing the two local teams – the Barbarians and the Oilers – facing off at Robilliard Park.
Dumbrell sets pace Car No.1 has enjoyed a perfect start to the Sandown 500, where Jamie Whincup and Paul Dumbrell both topped the timing charts in practice for the Supercars endurance classic. Dumbrell burst out of the blocks to smash the practice lap record – set by Whincup in 2014 – with a 1:07.8467 lap around the Melbourne circuit yesterday. - AAP

Life membership recognises contributions A man described as a dedicated and reliable member of the Tinwald Hockey Club has become the club’s newest life member. Robin Breakwell had the honour bestowed upon him on Thursday night after more than 50 years of involvement in the club. Breakwell, who was deaf and mute, had only missed one season in the past 50 years of hockey and was a true stalwart of the club, officials said. When he played senior hockey Breakwell always turned up to practices, and some of his earliest coaches were Don Hefford and Sid Swift. He played senior representative hockey for

the Ashburton Hockey Association and in later years continued to play for the Tinwald senior reserve side. He was still playing for Tinwald, and had played masters hockey for Canterbury age group masters teams. At a club level Breakwell had also been involved in various fundraisers – selling peastraw, bagging and selling coal, raffles, and bagging and selling sheep manure. His life membership recognised what was a significant period of years of continual involvement as a player in the Tinwald Hockey Club.
