$1m closer to target Methven Care Trust has hit the $1 million mark in its fundraising programme to rebuild the village’s community run resthome Methven House. The milestone was reached at the end of the first quarter of this year, thanks to three significant, anonymous donations of $200,000, $100,000 and $100,000. And the good news does not stop there with close to another $20,000 likely next month from the the trust’s raffle of a Hyundai car, trust chairwoman Joanna Suyker said. “The trust has worked tirelessly to reach this point and we’d like to pause and thank our supporters and the wider Methven com-

munity for getting us here. It’s no small feat raising $1 million in this economic climate and we’ve been told the first million dollars is the hardest,” she said. Having three anonymous donors come forward and contribute such significant amounts showed there was real faith in the project, Suyker said. Methven Care Trust is a fundraising group set up by the Methven Aged Persons Welfare Association (MAPWAI) to raise funds for, and oversee, the building of a new aged care facility for Methven. Trustees have been drawn from the Methven and foothills community and work alongside Methven Care Trust fundraising

co-ordinator Sue van den Heuvel to deliver fundraising initiatives hand-in-hand with the community. The trust’s goal is to replace the existing community-run resthome Methven House within the next few years. The estimated cost is $5.5 million. There is an urgent need to replace Methven House as the building is rapidly reaching the end of its useable life, Suyker said. “Methven House has served us well for 40 years but it certainly won’t last another 40. It’s vital we attract sufficient funds so we can get on with building a new facility that will care for the elderly in our district,” she says.

Recent fundraising activity includes a raffle for a Hyundai car which will be drawn in May. With only 400 tickets on sale at $100 each, punters across Ashburton District have embraced the opportunity to win a car at such good odds, she said. Other funds this year have come from the Landrover 70th anniversary celebrations, leasing of land for farming activities and a lily fundraiser initiated by Sue Duff’s childcare operation. More fundraising ventures are being sought from the community. Methven Care Trust will build the new aged care facility on gifted land in the town’s Camrose Estate.

Raffle ticket sales at four A&P shows raised $1216 to go towards a local STEM scholarship, says Rangitata MP Andrew Falloon. “We had a fantastic response from people across all four A&P shows in the Rangitata electorate – Ashburton, Winchester, Mayfield and Methven. “I’ll now top up the fund to $1500 and open applications on September 1 to anyone who has studied at a high school level in the Rangitata electorate. “Students undertaking a course at a tertiary institution in science, technology, engineering or mathematics are eligible, and (the scholarship) is available for any year of tertiary study. “When National were in government we changed the funding mechanism to make it easier for students to study those subjects, but with strong economic growth and unemployment low there’s still a real shortage in some parts of the country, like Canterbury. “Arts degrees are great, I studied one myself, but it’s important we continue to encourage kids to study courses like engineering and agricultural science; our local economy needs them and there’s jobs for them at the end of it,” Falloon said. Two more properties in the Ashburton area have tested positive for mycoplasma bovis, with an additional 2000 cattle set to be culled as a result. That’s on top of the 3253 that will need to be destroyed on the four Mid Canterbury properties previously identified. Both of the latest properties are dairy farms and are connected to properties already known to be infected. A Ministry for Primary Industries spokesperson said although a full census is yet to be completed on the latest two properties, it appeared around 2000 animals are involved. The spokesperson said culling has begun on some of the local properties, while planning is in progress for the others. Ashburton District mayor Donna Favel said she

was saddened to hear that two more properties in the area have tested positive. “It is a very worrying time for the farming community, as it has been for the past few months,” Favel said. “My thoughts and sympathies go out to those with animals affected by this disease. “If you know people who are directly affected by the discovery of M. bovis, please give them your support to help them through this difficult time. “I know dairy farmers in our district will be concerned but the Ministry for Primary Industries has assured me that this recent detection does not mean the disease is out of control.” The MPI spokesperson said as well as the six infected properties, there are four more in the Ashburton area under restricted place notices (RPNs), and another five under notices of direction (NODs). RPNs prohibit all unauthorised movements of farm stock and other risk goods onto and off the property, while NODs don’t restrict movement of stock or goods onto a farm but cattle can only be moved off with a permit. The spokesperson said MPI was still confident culling across the country would be completed in time for Gypsy Day but that was dependent on a number of factors, some of which are outside its control.

As phone scammers dial their way through Ashburton phone lists, authorities are refreshing warnings to stay wary. The growing “one ring” scam has seen bots targeting cellphone numbers around the country, including dozens of Ashburton residents. Scammers are dialling numbers and letting the phone ring once before hanging up, said Canterbury Rural Area Prevention Manager Senior Sergeant Antony Cal-

lon. “This is bait to get you to call them back, and they then charge a call-back rate which could scam you out of a lot of money. You will likely be greeted and then put on hold or they will try and engage in conversation,” he said. It’s understood call-back rates can cost customers up to $50 a minute. Ashburton residents are among those being repeatedly rung from international numbers from Taiwan, Canada, France, the UK and Tunisia, along with other New Zealand cellphone numbers.

When a survey generates 2324 responses and 2200 individual ideas, it has to be rated an outstanding success. That was the response to the Ashburton District Council’s preconsultation project, Our Place, ahead of its long-term plan review and on Thursday that project’s success won the hearts and minds of the judges in the Society of Local Government Managers (SOLGM) excellence awards. With their entry in the community relations category, monitoring and research adviser Toni Durham and policy adviser Rachel Thomas had to pitch their project, Our Place, against 25 others. When the results came in Ashburton was placed second. Kaikoura, with its earthquake recovery presentation, won the category and that’s a win no one could quibble with, it was outstanding, said council community relations manager Vincie Billante. “Our Place was a great campaign, it was a first in New Zealand using this method for a survey, it was unique. It was Toni’s brainchild and she took something that was academic and developed it into this context,” she said. The project saw a team of people involved in developing the survey and one of the keys to its public appeal were the great graphics created by design and media officer Rosemary Hinchliffe, Billante said. “Selling it to the elected members was key and they bought into it and were along for the journey. We put this out to the community and said, ‘tell us what you want’.” The response was overwhelming and out of the 2200 ideas, eight clear priorities emerged, she said. “We couldn’t do all the

Zookeeper’s death result of ‘tight budget’ By Natalie akoorie Cost-cutting ultimately claimed zookeeper Samantha Kudeweh’s life when she was mauled by a Sumatran tiger, according to a WorkSafe report into her death. Hamilton Zoo was critically understaffed and changes made to a gate system on the tiger enclosure where Kudeweh was killed in 2015 contributed to the tragedy, the report said. The crucial change, installing a two-gate airlock system and repositioning the keeper gate following a near-miss encounter between another keeper and tiger in 2013, meant Kudeweh, 43, could not easily see the tigers’ exit gates were open. And simple changes including painting sliding-gate counterweights a bright colour could have saved Kudeweh’s life, but the paint was deemed too expensive to buy, according to the report – released to the Herald under the Official Information Act. Moving the keeper gate was chosen over realigning the fence because that would cost too much and the report found the Hamilton City Council-owned zoo had a dangerous staffing ratio of one keeper per 21 animals, compared to one per seven at Auckland and Wellington zoos. It also found those low staffing numbers meant zookeepers were attending to the most dangerous animals, tigers and chimpanzees, alone instead of in pairs. Staff felt it was a matter of time before an accident would happen. Kudeweh, a mother-of-two young children, was killed on September 20, 2015, when she entered the enclosure of one of two Sumatran tigers without realising he was not secured. She went in to cut bamboo for the red pandas because the zoo was trying to reduce food costs by using its own vegetation. – NZME

It’s time to move on, says Tuarangi Home owner Paul Clark. He has had the former rest home and hospital on the market for four years and while there has been plenty of interest, a sale has never quite materialised. Now he’s dropped his price, and is confident the property will be snapped up by someone with an eye for a bargain. Clark’s ties with Tuarangi stretch back to early last century. His grandfather Jim Clark lived there for years when it was run by the local hospital board, providing accommodation for single elderly or homeless men. It was initially built for Boer War veterans and opened in 1901. Clark had fought in World War One and been mustard gassed and had also developed Parkinson’s disease in his old age. Clark remembers visiting him as a child at Tuarangi. Later Clark’s association with Tuarangi developed further when he bought it in 1993. He ran it as a backpackers’ and boarding house, and has lived there for many years, more recently taking on a minder who has moved in to help him protect and keep the grounds. There’s been incidents of vandalism over the years, but the rewards have outweighed the challenges and Clark revels in the property’s rich history. “Half of Ashburton has just about worked here, or know someone who has worked here over the years,” he said. And as much as he has enjoyed that association, he said it was now time to move on, and for the Guardian photo he held a clock from long ago he had found inside. He initially put Tuarangi on the market in 2014, and has had strong interest, from the likes of

Measles hit SI More than 100 people may have been exposed to measles in the South Island. Cabinet minister Phil Twyford has accused National’s Judith Collins of lying during a fiery clash over the Government’s decision to end offshore oil and gas exploration. Prime Minister Jacinda Ardern announced on Thursday that no new offshore permits would be granted and inshore exploration would be limited to Taranaki. National called it “economic vandalism” and on Newshub’s AM Show on Friday former energy minister Ms Collins reaffirmed her party would reverse the decision. – NZN

Colour run marks end to first term By Katie todd

Tinwald School students were literally dashing across the finish line of term 1 yesterday, with a colour run held on their last day before the holidays. The PTA event saw students flocking to the school field in white clothes and tackling a course featuring obstacles, a water slide and volunteers hurling colourful paint their way. Among those to tackle the course was principal Peter Livingstone, who initially endured difficulties with the crawlthrough obstacle course but made it across the finish line. Dozens of parents turned out to cheer students on at the fun event, and many students chose to run the course multiple times. ACL Contracting provided water by the truckload for the waterslide. Tinwald School, along with the rest of the district’s primary and secondary schools, will now be on holiday until April 30. Annual autumn art show ready for opening By Katie todd

Autumn is here, and local art lovers know just what that means. With the shift in seasons brings a brand new array of artwork for sale from talented local creators. Ashburton Society of Arts have just put the final touches on their annual autumn show at the Short Street Studio, and will be welcoming viewers from tomorrow morning. This year, around 12 of the society’s own artists have joined guest artist Sue Currie, who hails from Charteris Bay in Lyttelton. Convener Ngaio McKee said Currie is a wellknown Canterbury artist who has previously helped to tutor the society of arts’ members. She has over four decades experience as a painter, best known for producing contemporary style paintings in watercolour, acrylics and oils. Currie’s paintings, which she describes as “colourful, lively work to capture the light on the subject,” have been lauded with countless accolades and awards throughout New Zealand and overseas. The Autumn Show will open at 9am on Sunday, and will be open for viewing on weekends from 10am to 3pm until May 17 at 53 Short Street, or by appointment.

Our place, our fu Every year every property owner in the Ashburton District hands over around $2000 – more if you’re a rural landowner – in hard-earned cash to the Ashburton District Council. We do this believing the people we’ve elected to run our district will spend our money wisely. Reporter Sue Newman takes a look at what they’re planning to do with our money over the next 10 years.

othing is left to chance when it comes to spending the $36.4 million the Ashburton District Council will receive in rates next year. This money represents 51 per cent of its total income for the year. How our rates will be spent is carefully planned and carefully detailed every three years in the council’s long-term plan. The plan spells out what is spent where and when. Like all good plans the LTP, as it’s known, requires hundreds of hours of work by council staff who build the plan, work out the numbers and present their work to councillors to mull over, change, add items and delete others. While the spending details might change, how much is spent is governed by the council’s self-imposed cap on the percentage rates should rise in any one year and the borrowing level it believes is acceptable. And that means when they look at where the money goes, councillors start juggling – what’s urgent, what’s needed and what’s nice to have. Some spending – roads, water, infrastructure, core council business – doesn’t come with a choice. The long-term plan does not belong to council staff and councillors, it belongs to the community. Already there has been preconsultation through an Our Place survey that identified the things that are most important to residents and there has been consultation on the council’s revenue and financing policy.

That draft policy attracted more than 200 submissions from people who wanted to have their say on several key issues – the proposal to change Lake Hood to an urban rating area and the plan to change the way the EA Networks Centre was funded. This would have resulted in a huge price hike for stadium users in particular. On both issues councillors listened to what people were saying and modified the plan. The same process will be followed with the long-term plan. It’s now out for consultation in draft form. Yes, it’s complex, but council staff have created an abbreviated document that spells out clearly through graphs, diagrams and in words where every cent of rates money will go in the years ahead. It tells residents what they should expect in terms of rate increases, it explains the real cost of some big ticket items and it looks at the challenges the district will face in the years ahead. The long-term plan is our plan. We have two choices – ignore it and simply accept what we’re given, or we take the time to read it, think about it and, if we don’t like it, complete a submission form or attend a public meeting. It’s too late when the plan is done and dusted to say we don’t agree. No point in being part of the anonymous wave of critics. This is an opportunity for every person living in the Ashburton District to take the long-term plan and make it their own. Read it, look at the options and have your say.

WHERE DO MY RATES GO? The council spends its money across 12 areas, each one playing an integral part in keeping the district not just ticking over, but that it grows and develops to meet the needs of residents today and well into the future. Planning how to spend the approximately $444 million over the next 10 years is a constant balancing act – keeping the rates component as affordable for ratepayers as possible, but ensuring there is sufficient in the pot to pay the bills.

THE FINANCIAL LIMITS The council’s financial strategy aims to keep rates affordable at the same time as a good level of services is provided for residents. Like its residents, the council has to work to a budget. It can’t always do what it might like, or what it’s ratepayers want. Councillors have to make smart choices when they decide what’s in and what’s not. Activities and services are funded through a mix of rates, fees, charges and other sources such as central government. Sometimes law changes or community demand means unexpected expenditure and that means borrowing, with debt servicing likely to impact on rates. Like every budget, the council’s comes with some self-imposed limits and that means councillors have to make smart choices as they plan for our future. It has decided that total rates in any one year should be no greater than 1 per cent of the capital value of the district; that interest payments on borrowings for external debt are less than 25 per cent of total rates for the year ,that interest payments to service external debt are less than 20 per cent of total revenue, that net debt does not exceed 175 per cent of total revenue and that its liquidity level is no less than 110 per cent. To meet those targets, the council has to spread major expenditure over the 10-year span of the long-term plan and that means some years will have higher rate rises than others. Inevitably this means some projects are deferred to allow others deemed more urgent to move forward a year or two.

The long-term plan does not belong to council staff and councillors, it belongs to the community.

Rates increases When it comes to rates increases, the amounts will inevitably be different for ratepayers in different parts of the district. Each year when it does its annual plan, fine-tuning expenditure in the year ahead, it must take into account the rates increase it has tagged in the longterm plan. Its goal is to achieve an increase below that signalled in this plan.

Key issues: Roading Ashburton has the fourth largest roading network in New Zealand and the third largest rural roading network. Of that total network, of 2623 kilometres, 1116km is unsealed. Keeping the district’s roading network in good order takes the greatest slice out of rates. While the NZ Transport Agency funds work on state highways, the council is left to pay 49 per cent of the cost of maintaining the rest of the district’s roads. Over the past three years the council has included extra money from rates for rehabilitation on the district’s roads because the NZTA fund was lower than expected. The gap between what is needed and what is subsidised is $3 million – just to maintain the current level of service. The council has three options, each with a different impact on rates and ultimately on the standard of our roads: ■

Option one: Reduce the amount of work to match NZTA-approved funding. This would mean roads would deteriorate over time, but a lower level of spending by council would mean rates would decrease. Option two: Maintain council funding without NZTA subsidy. This would mean about half the work proposed by NZTA would be done using only council money from loan funding and from rates. This would mean a decreased level of service, increased borrowing, but no change to rates. Option three: Fully fund the extra $3 million without loan funding by rating for the work needed. Rates would increase by 1.8 per cent next year. This option, however, would not result in an increased level of service, it would simply mean maintaining the current road maintenance programme.

The question for ratepayers is how much they are prepared to pay for this project. For the council, the question is who should pay and what proportion of the costs the council should absorb. While NZTA has suggested a 50/50 split between itself and the council, the council wants NZTA to pay 80 per cent of the costs. Construction of the bridge is anticipated to start in the 2025/26 year and take two years to complete. It is intended that borrowings will be intergenerational, with repayments spread over 25 years. There has been no indication from NZTA that it will pay 80 per cent of the costs. If funding is not provided the project could be placed lower on the NZTA priority list and work could be deferred or the council could revisit the project when it reviews the long-term plan in three years and reconsider how it is paid for.

The centre receives more than 480,000 visitors each year and currently carries $28.8 million of debt that is being paid back over 40 years through rates across all properties in the district. A number of additions have been considered for the complex, including a climbing wall, ice rink, hydroslide, extensions to the pools and stadium and adjacent sports field development.

Option one: If the council pays 49 per cent of the cost of the bridge, the $17.2 million needed would be loan funded over 25 years and there would be a moderate increase in rates at that time. Option two: If NZTA assumes 80 per cent of the costs, the $7 million would be loan funded over 25 years and there would be a minimal increase in rates. Option three: The council could opt to pay all of the costs, likely to be $35 million. This would still sit well within the council’s borrowing limits and this would mean a significant increase in rates

Tougher standards around drinking water are anticipated to be introduced after the Havelock North water contamination incident in 2016 and that means local authorities have to make significant improvements to their drinking water supplies. The district has 12 potable water schemes which service more than 70 per cent of its population. New standards are likely to mean below ground boreheads need to be raised and additional groundwater bore treatment will be needed. The council currently has two options. ■

Option one: Adopt a waitand-see approach which means no work is carried out until there is a directive from central government. This would mean no change to service and no change to rates. Option two: Plan and prepare for the future. This would mean an increased level of service but no change in rates.

Option one – climbing wall: The Our Place survey indicated many people felt there was not enough for young people to do in Ashburton and a climbing wall has been proposed as an additional recreational activity young people and families would enjoy. The likely cost of this is $307,000. This would be loan funded and would have a minimal impact on rates. Option two – swim school extension and splash deck: The EANC swim school has experienced significant growth and this proposal would see the swim school area extended and a new interactive splash zone area created. The addition would cost $5.2 million and would be loan funded over the life of the asset. This would see a minimal change in rates. Option three – sports field development: There is a large area of land around the centre that is intended to be developed as sports grounds in the future. The proposed development would cost $4.8 million, with the costs split between the council and a partner. There would be a moderate increase in rates.

The fascination of Facebook

I

’ve been a newspaper sub-editor since leaving school. Without telling anyone my exact age (I’m 48), that’s 31 years. When I started at the age of 17, we used paper and wax and a giant camera. Some of the younger reporters like to say that we chipped the paper out of rock. The newspaper industry has seen massive changes and the biggest, of course, was the arrival of the internet. Some of those changes are fantastic … some of them make me doubt whether humanity has a right to make it past 2020. As a daily paper, joining the growing Facebook crowd was a necessity. You move, or you get left behind. And it’s fantastic when we need to inform people of things quickly, do updates to help keep people safe, run old photos from our archives to give our community a giggle and to promo our

publications and what might be coming out in a day or two. But it’s astounding what I’ve learned about people through Facebook in my workplace. It’s a source of endless repulsion and fascination to me, all at the same time. Facebook evokes emotions and quickly. It’s very easy for a tiny flame to become Dante’s Inferno. It’s like being stuck in a king tide that can drag you under very quickly. Here’s some of my lessons: 1: Many don’t read the whole sto-

ry to be completely informed 2: Lots of people can’t spell 3: People can be brave and abusive when they’ve not face-toface 4: People think it’s ok to sink to name-calling and/or threatening when they don’t like the job being done Yes, it’s a public forum, and if anyone believes in giving people a voice it’s newspapers. But honestly, I question my faith in humanity after reading Facebook comments at times. One week, I left my place of employment feeling like a battered woman … and I don’t have the thinnest of skins, newspaper people are used to being told off. I’m not too bothered when it’s aimed at me, I’ve been in the game for some time now, so a tough skin becomes a mental prerequisite. Sometimes we deserve it, sometimes we don’t. But what I do find is that no-one seems to

understand the complexities of other people’s jobs … and that’s a problem – for us, for farmers, for councillors, for anyone to be fair. Facebook has become an almost living, breathing, all-powerful being. Even some big companies live in fear of being trashed on that social media platform. Take the council, for example. I’m not anti or pro the council. They are just doing a job, many of them for the love of the district, because it’s sure not going to make them rich. And, for sure, as a ratepayer there are times I may not like a decision, but I know that if I wanted an opinion I should’ve moved faster and added my voice when I was invited to. Freedom of speech is fantastic. We should be able to criticise openly and honestly, we’re not living in North Korea. But many times I find that criticism is little more than an ignorant, personal

attack that lacks in understanding of the process, the role – the whole picture. Come back with an intelligent, factual, well-thought-out response and I’ll clap my hands in glee and enjoy the healthy debate that will ensue. Waggling your fingers on a keyboard when you’ve never so much as attempted to read a council document or speak to a councillor, well that comes from the “bravery” of being a keyboard warrior. They’re the reason I like my dogs so much. Backbenchers are what I call those people. You know, the ones who won’t stand up, who won’t make an effort to find out facts … the ones that just flap their gums. We, as a society, have a long way to go before we understand the true potential, power and problems of Facebook. It’s fascinating and dangerous.

ave you ever sat amongst colleagues in a meeting, daydreaming about getting out of there and then realised you have missed a part of the discussion and are not sure what’s going on? Even worse, been faced with a question or asked to comment and you didn’t actually know what you were talking about? Well don’t you panic my little confused desk jockey, stick to my handy little guide about how to look smart in a meeting and you won’t go wrong. Use non-committal phrasing Practise and remember a couple of the following phrases that can be used for making statements or answering questions in any situation: “Thinking through the points raised, I’m left to ponder the next steps.” “Is this requiring further analysis before decisions are made?” “I agree with the sentiments expressed and appreciate personal opinions are being valued.” “I think I may need to take time to reflect on the objectives at hand.” Use current trend words Yip, being able to drop in some current phrases and words from your industry is a great way to make others feel inadequate, especially if you couple them

together. For example, in education I am coming across the following words: segue (pronounced segway), co-construct, pedagogy, relational, cognitive, responsiveness, agency and disequilibrium. Now, they might sound flash on their own, but string them together and here’s how it goes; Question – “So Peter, what is your belief about charter schools?” Answer – “It highlights a belief that cognitive responsiveness should be based on relational pedagogy that enables us to co-construct student agency preventing a segue into a state of disequilibrium.” They will never ask you another question. Direct questions back to the chair Often used in Parliament to get a wayward MP out of a tight spot, deflecting back to the chair of the meeting puts the pressure on them. Often the chair is some poor sod who reluctantly accepted

the role, or an arrogant and ignorant superior who is actually more clueless than you. Here’s how it goes: “Peter – any comment to make about that last point?” “It has crossed my mind during the discussion, has the chair considered where our organisational goals sit in relation to the points raised?” See, now the poor chairperson now has to come up with some fluff while you sit back and dream of a vanilla latte with a Cadbury Cream Egg. Blame technology Yip, having your laptop open and reading the Guardian online is a good use of technology during meetings. Being interrupted by a question is just downright rude. So, what you do is thump the space bar a couple of times, sigh heavily, lower the screen with all the eye rolling of a contestant on Married At First Sight, and say – “I was about to share a Google doc I had prepared in anticipation of that very question, however, my wifi is playing up so I will get back to you about that.” Use your phone Blaming technology is one trick, but actually it can be a real use to you as well. Set the alarm on your phone for odd times during the meeting and make

When asked to respond, tell them you weren’t actually listening because previous comments had caused you to deeply reevaluate your philosophy on the ethos of the conversation. They can’t handle this because you told them you were deliberately not listening and the reason is one they themselves don’t have the guts to admit to. Kiwi retailers to cop Aust GST By Aimee ShAw Retail NZ is urging Kiwi retailers to register to pay Australian GST and again urging the Government to follow suit by making foreign websites pay their fair share of tax. The Australian Tax Office has been holding seminars in New Zealand this week to brief local retailers on the new tax requirements which will take effect from July 1. Australia has updated its GST legislation on low-value goods, meaning Kiwi businesses will soon be required to charge 10 per cent GST, effective from July next year, if they have sales of more than $A75,000 ($NZ83,000) a year to consumers. Currently, imported physical goods under $A1000 are not subject to GST. Greg Harford, general manager of public affairs for Retail NZ, acknowledged New Zealand online retailers did substantial business in Australia, but was concerned Australia was giving Kiwis yet another disadvantage. “Retail NZ accepts Australia’s

to pay Australian GST to the Canberra Government, while Australian retailers are effectively given a tax-free pass by our Government when selling into New Zealand. “It’s another example of action by Australia to disadvantage Kiwis that’s not being reciprocated by the New Zealand Government.” Deloitte tax partner Allan Bullot said Australia’s new legislation could be a challenge for small retailers, who will now need to advertise payable GST. “If you’re a New Zealand retailer, supplier or manufacturer, selling directly to end consumers in the Australian market, and you sell more than $A75,000 of sales into Australia in any 12-month period and any of those goods which are less than $A1000, you will have to charge Australian GST when you make that sale,” Bullot said. “Even though you have no physical presence in Australia you will have an obligation to return Australian GST at 10 per cent ... and you want to be charging that 10 per cent GST when you’re making the sale.” Retail NZ, lobby groups and New Zealand retailers have long

been calling for the Government to update its current tax legislation. The Business Herald approached revenue minister Stuart Nash in February about the matter who said new GST legislation on imports was off the table this year. “We won’t have it by July this year, that there’s no doubt [about], but we will be watching Australia very closely,” Nash said at the time. The Government’s Tax Working Group was examining the matter, but getting such GST legislation changed was a lengthy process, he said. “I’m certainly not in favour of rushing tax legislation because that’s when you end up with something that really is sub-optimal and doesn’t benefit the country.” Nash could not confirm whether new legislation would be implemented next year. Retail NZ estimates the Government is missing out on $235 million of GST per year, or $5.8 billion, over the next 10 years. – NZME

Trump flip-flops on TPP US President Donald Trump (right) has told top administration officials to look at rejoining the Trans-Pacific Partnership, the multination trade agreement he pulled the United States out of shortly after taking office. Rejoining the pact would be a major reversal as Trump escalates a trade conflict with China. The Pacific Rim trade deal was intended by the Obama administration as a way to counter China’s influence, but Trump criticised the pact as a candidate and pulled the United States out of the pact in early 2017. Trump gave the new orders to US trade representative Robert Lighthizer and national economic council director Larry Kudlow during a meeting with lawmakers and governors on trade issues, according to two GOP senators in attendance. Senator John Thune said that he and others at the table raised the point that “if you really want to get China’s attention, one way to do it is start doing business with all the people they’re doing business with in the region: their competitors”. Trump then told Lighthizer and Kudlow to “take a look at getting us back into that agreement, on our terms of course”, Thune said. “He was very, I would say, bullish about that.” Senator Ben Sasse also confirmed Trump’s surprise move. “We should be leading TPP,” Sasse said. “China is a bunch of cheaters and the best way to push back on their cheating would be to be leading all these other ruleof-law nations in the Pacific that would rather be aligned with the US than with China.” Engaging in talks to re-enter the TPP would be part of a broader White House strategy to respond

to an escalating trade flap between Trump and Beijing. Trump is looking for ways to crack down on what he believes are unfair trade practices in China, but he is having a hard time rallying other countries to backstop his push to impose new tariffs or raise the costs of exports and imports for China. The president is also running into strong pushback from Republican lawmakers, particularly those representing agricultural regions where China’s threatened retaliation against US exports would hit hard. The TPP is a trade agreement the United States, Canada, Mexico, Japan, Vietnam, Singapore, Australia, New Zealand and a number of other countries signed in early 2016, aiming to strengthen economic ties between the countries and give them more leverage in dealing with China. The agreement never went into effect, however, because Trump withdrew from it three days after he was sworn in. The remaining countries still ratified a version of the TPP without the United States earlier this year.

Trump has never fully articulated what he opposed about the TPP, but he has shown a general reluctance to enter into multilateral trade deals because he believes these allow the United States to be ripped off. “The Trans-Pacific Partnership is another disaster done and pushed by special interests who want to rape our country,” Trump said in June 2016. “Just a continuing rape of our country. That’s what it is, too. It’s a harsh word – it’s a rape of our country. This is done by wealthy people that want to take advantage of us and that want to sign another partnership.” Trump was not the only one to oppose TPP during the campaign. His Democratic rival, Hillary Clinton, also said she did not plan on ratifying the deal, even after she had a role in its formation during her time as President Barack Obama’s Secretary of State. Before Trump’s election, efforts to ratify the deal had stalled in Congress. In May 2016, as domestic political support for TPP was starting to erode, Obama wrote an op-ed in The Washington Post aiming to rally support. “Increasing trade in this area of the world would be a boon to American businesses and American workers, and it would give us a leg up on our economic competitors, including one we hear a lot about on the campaign trail these days: China,” he wrote. Trump did not give Japan, one of the US’s closest allies, an exemption from new steel and aluminium tariffs, making it less likely that they would rush to the White House’s defence during a trade war. – Washington Post

Syria action decision ‘soon’ President Donald Trump has put off a final decision on possible military strikes against Syria after tweeting earlier that they could happen “very soon or not so soon at all”. The White House said he would consult further with allies. Defence Secretary Jim Mattis warned such an attack carried the risk of spinning out of control, suggesting caution ahead of a decision on how to respond to an attack against civilians last weekend that US officials are increasingly certain involved the use of banned chemical weapons. British officials said up to 75 people were killed. The White House press secretary, Sarah Huckabee Sanders, said in a brief statement after Trump met with Mattis and other members of his National Security Council: “No final decision has been made. We are continuing to assess intelligence and are engaged in conversations with our partners and allies.” Sanders said Trump would speak later with French President Emmanuel Macron and British Prime Minister Theresa May. Hassan al-Kontar’s plight emerged when he began posting videos of himself at Kuala Lumpur International Airport 2. He says he was deported from the UAE to Malaysia in

2016, after losing his work permit when war broke out in Syria. He says he is unable to enter Malaysia, and that his attempts to reach Cambodia and Ecuador were also in vain. The airport and Malaysia’s Immigration Department did not immediately respond to journalists’ requests for comment. Speaking on a call over

She died at the age of 87, according to her son, actor and comedian Pauly Shore. “Looking back on my mom’s life, the one word that comes to mind is giver,” Pauly Shore said. “She gave her heart and her soul. Hampstead’s tough start to the Combined Country Rugby season takes another step into the difficult corner this weekend with another former competition winner, this time Waihora, waiting to take them on. In the opening month of the 2018 season, they’ve already faced Lincoln and Southbridge who are former winners and then current Division One leader, Celtic. In a season where the club is out to get its mojo back and get back on track after a few seasons in disarray, the tough nature of the draw has certainly tested the steely reserves of the blue and golds. But if there’s been any concerns, all conversations with coach Shaun Bovey haven’t

shown them – they know it’s going to take time and are prepared to wait and let it happen. “Nothing is going to happen overnight,” Bovey said recently. “We were never going to come straight out and win the combined comp – it’s about building the culture back in the club and taking steps slowly but surely to achieve that.” Waihora will pose another tough challenge today considering their recent form including a demolition job on Ohoka last weekend. Celtic will get a chance to extend their unbeaten streak to five on the trot when they face the winless Ashley in front of their green faithful in one of only two matches

played locally over the weekend. They’ve been the surprise package of the season so far, especially after starting the campaign with a huge turnover in players form last season. Shane Enright has worked his magic and has them firing on all cylinders and already in a good position to push for higher honours later in the competition, particularly if they can win again today. Up the road in Methven there’s another Mid Canterbury derby in the offing with Methven hosting Southern. Both sides have had less the desirable starts to the competition with just the one win to show for their efforts and whichever side puts the hand up and performs today is going to find themselves in a good po-

sition as the halfway point in round robin play looms. Methven were woeful against Prebbleton last week, failing to keep the game tight and allowing their rivals to run all over them. Andy Pearce won’t want to be seeing that again this week and will be fully aware of what Southern are capable of doing to a side which allows them a chance. Southern were disappointing last week too, beaten soundly by Springston. They have a squad capable of winning the competition, but like last year seem to be taking some time to get everything going properly. Mid Canterbury’s other side, Rakaia, who are also unbeaten, have the weekend off with the bye.

The southerners return to action against the Brumbies in Dunedin on Saturday anxious they unearth their winning ways after Kiwi derby losses away to the Hurricanes and Chiefs. Those results came as a reality check after winning their three opening games in Dunedin. While five matches is less than anyone in the competition has played, leaving the Highlanders with a closing run of 11 successive matches, Mauger says the latest week off was beneficial. “We’ve had a chance to freshen up and have a good reflection of our last two performances, which obviously we’re

The Highlanders have now won their last eight matches in a row under Dunedin’s covered roof. And they won’t want to be the Kiwi team which ends a remarkable winning streak of 33 matches against Australian opposition stretching back nearly two years. Mauger has named a largely unchanged side to that beaten

in Hamilton two weeks ago. He retains first five-eighth Lima Sopoaga, who hobbled off early with what had looked like a serious Achilles injury. Mauger said the injury was two bones that had “jammed up”, causing pain and inflammation. “Lima’s trained really well this week,” Mauger said. “Obviously, a bit of a scare against the Chiefs but he did everything he needed to do in those first two or three days and he’s been very diligent around his rehab.” Lock Alex Ainley is on the reserves bench and is poised for his first appearance of the season. No chance of complacency in Warriors’ camp By DaviD Skipwith Warriors back-rower Leivaha Pulu says he’ll happily make way for Simon Mannering as the former skipper continues to work his way back to full fitness ahead of today’s clash against Brisbane. Intrigue surrounds the makeup of the Warriors forward pack to face the Broncos at Mt Smart Stadium, with Mannering again named on the bench after overcoming a shoulder injury to get through close to an hour of work in last week’s win over the North Queensland Cowboys. Mannering’s initial replacement, Isaiah Papali’i, has also been included among the extended reserves after making a swift recovery from a knee injury suffered in the round two win over the Titans. Pulu performed strongly while filling in for Papali’i and has grown in confidence over the past four games, but the hardrunning Gold Coast recruit says he’s prepared to play a reduced role once Mannering is ready to reclaim his starting spot on the left edge. “It’s all right, I’ll still be going out there to do my job for the team,” Pulu said. “Simon came back on to the left edge and it’s awesome to have him back.

Leivaha Pulu is happy to put the team before himself. “He brings another presence, he’s been around for that long and I’m still learning from him as well. “I don’t know what’s in Mooks’ [coach Stephen Kearney’s] plans. “I’m happy to put the team before myself and if that means I have to fit in wherever I can, so be it.” Kearney has plenty of options around his forwards, with Mannering equally at home on the edge or at lock, while Adam Blair is able to fill both middle roles of lock or prop, with Jazz Tevaga providing a point of difference off the bench as cover for both the back-row and hooker.

Front-row enforcer James Gavet is expected to miss another couple of weeks with a hamstring injury, but the side has covered his absence well over the last two weeks. Kearney may make a late change and start with Mannering this week, but Pulu says he’s just focused on improving his own play regardless of whether his job description changes. “I’m happy with the direction I’m going but I can keep improving,” he said. “Tackle technique, there’s times in the game where I get a bit sloppy, and just being a voice on the field.

“As you get fatigued you go into your shell and so I need to have a louder voice and be more of a leader in that situation.” The second-placed Warriors are full of momentum having started their campaign with fivestraight wins, while the 12thranked Broncos suffered their third loss in last Saturday’s 15-10 defeat to Newcastle. Questions are being asked of Brisbane’s underperforming halves, Kodi Nikorima and Anthony Milford, with talk strong that big money recruit Jack Bird could make the switch from centre to five-eighth to ignite their attack. But Pulu believes there’s no risk of the Warriors getting too comfortable, with the players desperate to extend their winning run. “We know they’re going to come out firing and the Broncos have always been a classy outfit,” he said of coach Wayne Bennett’s troops. “We’ve got a lot to improve on and it’s still a learning curve for us. Boost for the Eels Parramatta coach Brad Arthur says Clint Gutherson’s return from a long-term knee injury has given the club a boost as the Eels look to end a winless start to the season. While Arthur said Gutherson wouldn’t automatically turn around their worst start to a year since 1991, the 23-year-old’s “good energy” had rubbed off on his teammates. Nyika eyes gold By Angelo Risso Kiwi boxer David Nyika says his Commonwealth Games men’s 91kg semifinal victory was even easier than his first-round win. The 22-year-old Nyika won through to the Gold Coast gold medal match yesterday with a 5-0 unanimous verdict win over Englishman Cheavon Clarke. Despite Nyika’s fighting words, he struggled early, took several blows and lost the first round in the eyes of all five judges. But he eventually got on top of his opponent, dominating the second and third rounds and proving too technically strong and agile. Notable was a second-round combination that caught Clarke – who had a cut eye by the end of the fight – flush in the face. Having won gold in the men’s 81kg division at the 2014 Glasgow Games, Nyika will look for successive Games golds in today’s final. He will face a boxer he’s already beaten three times in Jason Whateley after the Australian overpowered Indian opponent Naman Tanwar by a 4-0 scoreline. “It was easier and more straightforward than my first fight. “I know Cheavon well, I’ve worked with him over in England (and) he always comes and brings his A-game,” Nyika said. “He’s No.5 in the world and I have the utmost respect for him. “I finished strongly, I’ve got gas to spare.”

Nyika had earlier defeated Antigua and Barbuda’s Yakita Aska and Cameroon’s Christian Ndzie Tsoye, and benefited from a second-round walkover. He backed himself to defeat Whateley. “I’ve beaten him three times but I can’t take anyone for a given,” Nyika said. “He won’t stop coming forward, a little bit more boxer than puncher. “I’ve just got to bring him out of his comfort zone.” Meanwhile the New Zealand women’s sevens team have opened their campaign with a thumping 45-0 win over Kenya, which included a hat-trick to try-scoring machine Portia Woodman. The Black Ferns Sevens outscored the African side seven tries to none, dominating possession and territory at Robina Stadium on the Gold Coast. The Kenyans never had possession in the New Zealand half while the New Zealanders were able to run at will. Woodman scored 45 seconds after the kick off when she beat three would-be tacklers, and Kelly Brazier then scored a long-range try when she split the Kenyans through the middle Gayle Broughton scored on the stroke of half-time after an extended attack spread the Kenyans across the park to stretch the lead to 19-0 at halftime. Discus thrower Siositina Hakeai was robbed of a Commonwealth Games bronze in the final round at the athletics field on Thursday. Hakeai was sitting in third with a best effort of 57.16 but ended up fourth for the second straight Games after Indian Navjeet Dhillon bettered the Kiwi by just 37cm with her sixth and final effort. “Finishing fourth it’s heart-breaking. Apology for ‘unsportsmanlike behaviour’ Sam Gaze has apologised for his unsportsmanlike behaviour after winning gold in the mountain bike race. He delivered one of the most exhilarating moments of this Commonwealth Games when he suffered a puncture on the final lap but chased down Anton Cooper to take gold, reversing the medal order from four years ago. However, poor sportsmanship overshadowed his performance when he was captured extending his middle finger in the direction of Cooper after getting forced off his bike. Rakaia’s sporting legends The Rakaia community paid tribute recently to two local sporting legends, Noreen Smith and John Hough. The pair were honoured at the Rakaia Sports Awards and the Guardian is sharing their biographies.

Noreen Smith

N

oreen Smith is one of those sportspeople who loves playing sport and her service to sport at club level, from committees to fundraising, is seemingly endless. Always competitive, Noreen enjoyed running and playing netball at primary school and played hockey on Saturdays. She moved on to tennis and golf and now enjoys outdoor bowls. She is probably best known for her connection to hockey, which started while she was in school. She was a member of several winning teams, including the 1947 winning Methven six-a-side team. By 1950-51, Noreen was in the Rakaia senior team, which won both the Ashburton competition and the Bishop Shield. She continued playing senior until 1954 and over that time represented the Ashburton association at the K Cup, Mills Cup and Holden Cup travelling to Christchurch, Auckland and Gore to compete. These competitions are still played today. During this period Noreen coached an intermediate grade

Noreen Smith hockey team, was treasurer of the club, served on the committee for many years and was often involved with fundraising ventures along the way. She helped organise the ladies’ hockey club’s centennial in 2000. Noreen also played tennis for

the Rakaia club and a highlight of the season was an annual exchange with the St Albans tennis club in Christchurch. After a break to have her two daughters, Gail and Robyn, Noreen returned to Saturday tennis, playing senior reserve.

She was again involved in fundraising to help raise money for new courts in 1969 and then the pavilion which followed a few years later. After son Aaron was born, Noreen started playing golf and it wasn’t long before she was representing the club in pennant teams and competitions in the Aorangi district. A highlight was being in the winning vets pennant team in 2008. She involved herself on the ladies’ committee as treasurer from 1997 to 1999, was catering convener and helped with the garden. She was on the Rakaia Golf Club’s 75th jubilee organising committee in 2002 and continued to walk the fairways until 2012. In 2000 Noreen joined the Rakaia Bowling Club and played both golf and bowls for 12 years. Her parents Amy and Tom Gaylor were keen bowlers and Noreen also supported her late husband Des in the sport. The bowling club also benefitted by Noreen’s presence on the committee and after 15 years, she has retired from the committee although she is still tournament convener. She was once elected Queen of Sports in a competition to raise money to rebuild the community hall, which burnt down and, at age 85, she shows no signs of taking off the crown.

John Hough

M

odest John Hough has a long list of achievements and a stack of medals and trophies, most to do with shearing. John started shearing in the late 1960s; he had a run in Riversdale where he helped to start the Riversdale Shears, which he won a couple of years after it was up and running. He shore his biggest tally in Riversdale, 609, which at the time was an unofficial record. He was offered a job with the New Zealand Wool Board, so sold his run in Riversale to work as a shearing instructor from 19811985. John went back to shearing for other contractors before having an open run in Canterbury. Settling in Rakaia in the 1990s, he became an integral part of the Rakaia shearing committee and decided to move the three stand Chertsey shearing competition to the Rakaia Community Centre. Picken’s career in limbo Western Bulldogs coach Luke Beveridge has laid bare Liam Picken’s concussion woes, saying he may not play AFL football again. Julie and John Hough ing shorn on the day. In the 1980s, he was a member of a three-man team that set a world record for the number of sheep shorn in a three stand shed over nine hours. John became a master shearer in 1986, a title you earn when you shear more than 500 sheep in a nine-hour day and when you’ve won more than five open class competitions. He has also managed New Zealand shearing teams and

judged at the World Championships in Norway. He was a competitor and judge, as well as referee for blade and machine shearing competitions, as well as a drugs tester and tutor. He was chairman of New Zealand Shearing Sports South Island committee, examiner for judges in the South Island and record referee for shearers for the World Records’ committee covering Australia and South

Africa as well as New Zealand. When John retired, he and six mates shore at 22 shows around the country in a memorable Last Stand tour. His last outing with the blade was in Fairlie in 2015. Shearing’s man of influence also coached Kirwee senior rugby in the 1980s and Rakaia’s senior netball team at the end of that decade and managed the Rakaia Senior B team in the mid-1990s.

Clasina Maria set for finale The Canterbury Country Cups series is set for an intriguing finish in the Mt Hutt TC Cup at Methven tomorrow with the top five points scorers all engaged and a chance to win the $6000 bonus. With double points on offer, or 34 to the winner and 24 for second, a win by either Johnny Eyre (51.5 points), Don Domingo (49), Kardesler (47), Mossdale Rose (46) or Clasina Maria (44) will see them take the bonus, regardless of who runs second. If one of them doesn’t win, but some are involved in the finish, then there’ll be a rush for the calculators. Acolyte and Boomer Bailey are next on the points table that are starting in the Mt Hutt TC Cup, but with 17 points they cannot head off Johnny Eyre. Much of the interest will centre around the backmarkers Don Domingo (40m) and Clasina Maria (30m) and the latter is clearly in the best form of her career. She was super last time in the Waimate Cup, steaming home from the tail of the field for fifth in a race dominated by the front runners Acolyte and Boomer Bailey. “She seems to have been showing a bit more speed in her last few starts and she seemed as good as ever when I worked her the other day.” Clasina Maria has won seven races and all of them have been on grass tracks since winning her debut at Omakau over two years ago. Whatever the outcome tomorrow, Clasina Maria will have her usual big following of fans, or the 30-odd owners who make up the One Chance Syndicate which races her on lease. The five-year-old daughter of Art Major began racing for trainer Paul Young and his wife Barbara

along with breeder Richard Sissons, but then the syndicate made a “one-off” payment to lease her for her racing career, which meant they no longer paid any training fees or vet bills. The Youngs will get her back for breeding one day. “They’re mostly people who had never raced a horse before, hence the name of the syndicate,” said Jessica. “One of them is Pete Drummond, a retired friend of dad’s in Ashburton who travels to where ever Clasina Maria races. “She’s quite well-bred and is the last filly foal her of dam who died a few years ago.” - NZHN
