As the state’s most trusted authority on health care, the AHA has a seat at the table for all major policy initiatives, with the goal of making improvements to enhance individual patient care and public health for all Arkansans Through the AHA, Arkansas hospitals present a united voice to lawmakers and regulatory agencies.

2025 LEGISLATIVE SESSION

The 95th General Assembly adjourned sine die on May 5, 2025 Of the 1,959 bills filed, 1,026 (about 52%) became law. Key legislative focus areas for hospitals included Medicaid expansion, the passage of the landmark “Healthy Moms, Healthy Babies Act” (addressing maternal health), pharmacy access, commercial insurance relationships, graduate medical education, and health care worker protections.

KEY WINS AND KEY SAVES

Maternal Health Improvements (Healthy Moms, Healthy Babies Act - HB 1427 & SB 213, Act 140): Significant legislation was passed to address Arkansas’s maternal mortality rate Requirements for Medicaid include:

Reimburse providers for depression screenings of pregnant women

Reimburse providers for prenatal, delivery, and postpartum services separately (unbundled payment).

Add “presumptive eligibility” for pregnant women (temporary Medicaid coverage)

Cover blood pressure monitoring and medically necessary remote ultrasound procedures for pregnant women.

Add reimbursement opportunities for community health workers and doulas related to prenatal and postpartum care.

Amended the Graduate Medical Education Residency Board (HB 1384, Act 196) to ensure that start-up costs for new programs can be grant funded

Worked with a broad group of stakeholders to expand the definition of “healthcare worker” in the enhanced penalty statute (SB 435, Act 753) for assault and battery of a health care worker

While HB 1930 did not pass, it advanced the conversation around commercial reimbursement and set the stage for future legislative wins

The soft drink tax remains in place, which funds the discretionary portion of the Medicaid Trust Fund.

Medicaid Expansion Reauthorization (ARHOME): The Medicaid expansion was successfully reauthorized and modified to include a work requirement for enrollees and a medical loss ratio requirement for insurers

Prior Authorization Transparency:

HB 1300 (Act 510) established a trust fund for the Arkansas Insurance Department to collect penalties from insurers for noncompliance with Prior Authorization Transparency laws.

HB 1301 (Act 511) better defined the “Gold Card” program, which requires health insurers to authorize exemptions from prior authorization requirements.

Provider Reimbursement:

HB 1288 (Act 423) requires health insurers to retroactively reimburse providers awaiting in-networking credentials for services provided back to the date the medical board submitted a completed packet.

HB 1788 (Act 571) requires a health insurer to determine a non-physician provider’s innetwork participation within 90 calendar days of a completed application.

HB 1296 (Act 556) mandates reimbursement health care services delivered in a mobile unit

HB 1314 (Act 512) creates the medical audit bill of rights to ensure fair audits of claims.

Hospital Retail Pharmacy (SB 58, Act 52): Removed the prohibition on Arkansas nonprofit and governmental hospitals having a retail pharmacy permit, allowing new opportunities to provide patients with better pharmacy access.

The AHA brought together hospital leaders from across the state to speak directly with legislators during the 2025 session

Monitors federal and state policy, providing testimony and formal comments to protect the interests of our members and their patients

Worked closely with the Arkansas Insurance Department and stakeholders to protect Arkansas’s 340B hospitals, other covered entities, and contract pharmacy relationships.

Worked with the American Hospital Association and 340B Health to file an amicus brief on 340B Rebate Cases in federal court in the U.S. District Court for the District of Columbia

Upon the favorable ruling from the Eighth Circuit Court of Appeals, collaborated with various stakeholders and the Arkansas Insurance Department to enforce Act 1103 of 2021.

Began preparing for an amicus brief filing to ensure hospitals are included in the opioid settlement cases

Continuously monitored and worked directly with CMS and the Arkansas Department of Health surveyors on hospital issues

Continuously monitored local cases for challenges to tax exempt status. Continuously monitored legal hot topics to evaluate whether amicus briefs are warranted for the good of the hospital industry.

Benefit Program

Curated and drafted the AHA proposal for the Arkansas Rural Health Transformation Program Request for Information for the Department of Finance and Administration.

The 2026 AHA Summer Statistics Magazine focused its special analysis on the impact of poor Medicare Advantage reimbursement on Arkansas hospital sustainability and patient access to care

The edition also provided standard updates on numerous hospital and health-system metrics, including financial indicators, economic impact, and service availability

The AHA Analytics program redesigned its website in 2025 to improve functionality and resource access for member hospitals, adding a link to the AHA Data Hub and offering the first downloadable data resources for critical access hospitals, with ongoing additions planned

Initially included: delivery services, palliative care, psychiatric services, swing beds, intermediate care facilities, skilled nursing, rehabilitation services, and home health and hospice Expanded Enrollment and Access Data involved adding Medicaid, Medicare, and Medicare Advantage enrollment data to the dashboard, and introducing an access-to-care analysis page using drive-distance calculations for hospital birthing locations, which highlighted care deserts and regions with limited access to maternal health services.

Released the new HIDI Social Determinants of Health (SDOH) dashboard suite, providing hospitals with tools to:

Analyze risk for specific health conditions at the intersections of race, geography, age, and other demographics. Assess health equity performance for their unique patient populations

Identify and address health disparities in vulnerable communities

Benchmark progress on the health equity journey relative to peer hospitals. Secured a three-year contract with the Arkansas Department of Health, funding 50% of development costs ($215,875)

AHA Vitality Index (Arkansas Payor Scorecard):

Supported 39 actively participating hospitals in the AHA Vitality Index. Secured 45 total signed hospital contracts, with six hospitals in the onboarding phase

Delivered 22 virtual review meetings with hospital leaders to evaluate payor performance and financial trends. Participated in the monthly Hyve Health national user forum to guide platform improvements and represent the needs of Arkansas hospitals

Used Vitality Index data to influence federal comment letters, provide evidence in review meetings with private payors, and support communication in the AHA Summer Magazine

The AHA Analytics program oversaw the administration of the 2024 AHA Annual Survey, which collects hospital-level information required under Act 670 of 1995 (Statewide Health Data Clearinghouse). This survey is completed each year by all hospitals in the state and serves as a foundational source of information on hospital services, staffing, utilization, and financial indicators. While the data collection process has historically been shared between AHA and the Arkansas Department of Health, significant state funding reductions led to AHA assuming full responsibility for survey management this year.

Providing in-person and online learning opportunities for our members, the AHA offers cost-effective courses, each tailored to a specific hospital role. Our Annual Meeting and Summer Leadership Conference both feature industry experts and other thought leaders, who present on trending topics and best practices. These conferences bring our members together for networking and collaboration

2026 PLANNING

Secured the ADH Emergency Preparedness Grant (2025-2026) to provide a one-day hospital preparedness conference, four virtual sessions, and a planning conference for 41 hospital regional leaders, readiness response coordinators, and key ADH, AHA, and ACHA representatives.

Successfully hosted two inaugural STOP THE BLEED ® Courses in Fall 2025 and are planning two more classes for 2026.

Initiated planning for the 2026 virtual series on women in health care leadership, including a leadHERship kit incentive for full-series registrants.

2025 ACCOMPLISHMENTS

98% of member hospitals attended at least one AHA educational event in 2025 with over 3,200 individuals attending in-person and virtual events Events covered topics including EMTALA; CMS CoPs for both CAH and Acute Care hospitals; legislative updates; risk assessments; ethics; workplace violence; cybersecurity; workforce development; governance trends; maternal health; employment law; utilization reviews; and more.

Partnered with the Arkansas Center for Women and Infants Health to host the first ever Arkansas Maternal Health Roundtable, a convening of Arkansas’s birthing hospitals. The 104 attendees included Senator John Boozman, Representatives from the Arkansas House of Representatives and Arkansas Senate, and representatives from Governor Sanders’ Office, the American Academy of Pediatrics, Arkansas Center for Health Improvement, Arkansas Department of Health, and Arkansas Department of Human Services Division of Medical Services

Hosted the annual, two-day Emergency Preparedness Forum with over 120 individuals in attendance each day Presentations focused on domestic terrorism, a hospital’s response to a mass shooting, the National Disaster Medical System, preparing to shelter in place, environmental justice and civil rights considerations in emergency preparedness, artificial intelligence, and cybersecurity AHA secured $55,644 in Healthcare Preparedness Program (HPP) grant funds for this event. Provided staff assistance to 13 affiliated organizations to produce in-person, virtual, and hybrid events, building events for online registration, newsletters, websites, listservs, board meetings, conference calls, and communications to members, consisting of more than 700 hours of staff work time

Secured grant funds through the U.S. Department of Health and Human Services, Assistant Secretary for Preparedness and Response (ASPR) to provide a Certification in Infection Control (CIC) Prep Course at no cost to AHA members. This course included one in-person event and eight virtual events to assist members in preparing for the CIC exam The cost of the exam was reimbursed by AHA through these grant funds for the 20 individuals that successfully complete the exam by March 1, 2025 Total cost savings per participant was $1,500 (covered by AHA) Hosted the 2025 AHA Annual Meeting in Little Rock on October 15-16. The two-day event featured a new closing keynote session which included an ACHE in-person panel, revamped layout to support the sponsors for the event, and a new “Scan and Score” interactive game for attendees to win a prize worth over $800.

Offered 150+ hours of continuing education, including American College of Healthcare Executives (ACHE) education, engineering, human resources, materials management, medical staff services, nursing, risk management, ethics, quality, legal, and coding Of this total number, 7 5 hours were ACHE in-person education, 20+ hours were qualifying education, and 25+ hours of networking.

The AHA quality improvement team supports members through on-site visits, coaching calls, mentoring, and programs for building quality improvement capacity throughout the state

We participated in monthly calls and the annual training, reviewed educational activities, and contributed to the Annual Report. Approved Provider Unit 3-year application successfully submitted, in collaboration with AHA’s Education Department

This allows AHA to provide nursing continuing professional development, in which we offered 70.75 contact hours to nurses across the state this year

Participated in the American Hospital Association’s National Rural Health Patient Safety Convening

Provided monthly virtual Quality Forums for members, addressing high-priority quality improvement areas and offering nursing continuing professional development hours.

Continued the AHA Quality Advisory Committee, implemented in 2024, comprised of Quality and Patient Safety Leaders across all hospital types in the state. Successfully developed the Community Acquired Sepsis toolkit, that was published during National Sepsis Awareness Month

Provided support and facilitation to Arkansas’s statewide Patient and Family Advisory Council which is now in its 7th year

Continued to partner with member hospitals to co-host a statewide Patient Experience Collaborative for Arkansas hospitals twice a year with great participation and increasing attendance at each event

AHA staff named as President for the Arkansas Association of Professionals in Infection Control (APIC)

Supported the Arkansas Association for Healthcare Quality (AAHQ) and served as a senior liaison for the AHA.

Partnered with Goldfinch Health to bring the “Billion Pills Pledge” to Arkansas, focusing on decreased opioid prescriptions and usage.

AHASI connects member hospitals throughout the state with products and services that reduce cost and drive performance improvement. All AHASI vendors undergo a strategic vetting process to ensure that their offerings will help AHA member hospitals respond to the ever-shifting health care landscape.

Returned $750,000 in unspent workers’ compensation insurance premiums to participating hospitals for fund year 2022, from AHA Workers’ Compensation SelfInsured Trust. The Trust has returned $16,892,191 in unspent workers’ compensation insurance premiums since its inception in 2003 During the 23 years the average Percentage returns by the trust by year declared or closed is 32.91% while maintaining a healthy fund balance to meet all workers’ compensation obligations Provided Funding for all AHA Members to participate in the Vitaliy Payer Scorecard at no cost to their facilities

To date the AHA Connectivity Consortium (AHACC) has provided over $2.1 million in funding for participating members, with an additional $600,000 pending approval for Fund Year 2025 Since its inception in 2021, AHACC has grown by 450% with a 95% rurality rate. This far exceeds the federal requirement that consortia maintain a majority-rural makeup, allowing us to welcome urban hospital into membership as well AHACC is a cost-effective way for public or not-for-profit member hospitals and their affiliated clinics (and other sites) to access subsidies through the FCC’s Healthcare Connect Fund.

Through our partnership ChartSpan, AHASI began offering care management services to Ashley County Medical Center in 2025 Ashley County now benefits from preventive, remote care for 750+ patients and an anticipated $200,000 in new revenue this year. ChartSpan also continues to serve four other AHASI members, leading to care management for an additional 1,130+ Arkansas Medicare patients and more than $388,000 in additional revenue for Arkansas practices

Purchased an application for AHA Members to provide to their employees, families and communities as a free employee benefit, AHA Care Bucks. This application is a branded version of the free Savers App – a simple no-cost way for families, staff, employees and the community to earn cashback when they shop at 25,000+ popular retailers, restaurants, and travel booking platforms.

Partnered with PYA to provide AHA members with top-tier accounting and advisory services.

Continued quarterly GoToMeeting calls with Arkansas 340B Hospitals for a place to meet (virtually) and share ideas, strategies, and solutions.

Provided Sponsorships for AHA Annual Meeting, AHERT, Arkansas HFMA, and four AHA affiliated groups

Continued hosting the AHA Healthcare Cybersecurity Alliance (AHCA) quarterly meetings, a collaborative forum for Arkansas hospitals to share best practices and bolster statewide security To support this, we launched an AHCA community sharing platform on Circle.

Partnered with Cyrano to bring hospitals a scalable, on-brand video creation solution designed to strengthen their local marketing efforts Whether a team is looking to: spotlight service lines and patient programs, promote providers and highlight expertise, recruit top talent, or engage their community online, Cyrano makes it simple They provide a program to produce highquality video content without a heavy lift on the team or budget.
