History and Overview

Arkansas State University in Jonesboro enjoys a reputation as an excellent institution of higher education serving citizens throughout Arkansas and surrounding states. It is the only comprehensive public university located in this region. Dedicated to teaching, research and service, the university provides students with the broad educational foundations that help develop critical thinking and analytical skills, decision-making capabilities, and communication skills. Dr. Tim Hudson became chancellor of the ASU-Jonesboro campus on May 1, 2012.

This institution was founded in Jonesboro in 1909 by the Arkansas General Assembly as a regional agricultural training school. It began offering a two-year college program in 1918, then became "First District Agricultural and Mechanical College" in 1925. A four-year degree program was begun in 1930, then A & M College became "Arkansas State College" in 1933. The Arkansas Legislature elevated the college to university status and changed the name to Arkansas State University in 1967. Today, the institution has more than 67,000 alumni. ASU was designated a tier I Southern Regional institution of higher education by the editors of U.S. News & World Report in the 2012 edition of “America’s Best Colleges.” Military Times Edge magazine listed ASU among the top 10 most veteran friendly institutions of higher education, and the editors of Military Advanced Education listed ASU among the top military friendly institutions of higher education in 2010-11. Degree Programs

Master degree graduate programs were initiated in 1955, and ASU began offering its first doctoral degree, in educational leadership, in the fall of 1992. Additional doctoral programs are now offered in environmental science, heritage studies, molecular biosciences, and physical therapy. Programs at the specialist, master, bachelor and associate degree levels are available through the various colleges: Agriculture and Technology, Business, Communications, Education, Engineering, Fine Arts, Humanities and Social Sciences, Nursing and Health Professions, Sciences and Mathematics, and University College. Classes also are offered through The Honors College and the independent Department of Military Science. Accreditation

Arkansas State University's commitment to excellence in higher education is demonstrated by its accreditation by The Higher Learning Commission of the North Central Association, as well as 23 specialized accrediting organizations. In addition, the university holds membership in numerous national organizations which support the highest educational standards.

The ASU System

The ASU System includes campuses at Jonesboro (Craighead County), which offers degree programs through the doctoral level; Beebe (White County), Mountain Home (Baxter County), and Newport (Jackson County), where associate degree programs are offered; and at Heber Springs, Marked Tree and Searcy. Dr. Charles L. Welch is president of the Arkansas State University System, which was created by Board of Trustees resolution, effective July 1, 2006. Arkansas State University-Beebe became part of ASU in 1955. White River Vo-Tech at Newport became associated with ASU-Beebe in 1992; that campus is now Arkansas State University-Newport. The Mountain Home campus officially became ASU-Mountain Home on July 1, 1995. Delta Technical Institute at Marked Tree merged with ASU and became Arkansas State University Technical Center on July 1, 2001. ASU-Heber Springs operates as a sister campus of ASU-Beebe. Foothills Technical Institute at Searcy was merged with ASU-Beebe on July 1, 2003, and is now ASU-Searcy, a technical institute of ASU-Beebe.

ASU offers bachelor degree programs, master degree programs and upper level courses through ASU degree centers at ASU-Beebe, ASU-Mountain Home, and three other cities—Blytheville, Forrest City and West Memphis—where partnership agreements have been established in cooperation with the local community colleges. ASU also operates instructional sites at nearby Paragould in Greene County, and at Little Rock Air Force Base.

Enrollment Growth

ASU has grown significantly over the past three decades. The Jonesboro campus enrollment in the fall of 1981 was 7,448; in the fall of 2012, it was 13,900. Today, because of the close partnerships between the campuses, ASU reports a combined enrollment for the ASU System. Total ASU System enrollment in the fall of 2012 was 21,976.

COMMENCEMENT SPEAKER

Bill Carter

Born in the small town of Rector, Arkansas, Bill Carter graduated from Rector High School and at once embarked on a life that some have described as almost unbelievable and most definitely worthy of a movie. That post-high school life began with serving his country in the United States Air Force and then led to Arkansas State University. At ASU he earned a Bachelor of Science degree in economics before later earning his law degree from the University of Arkansas.

Carter’s career path led him to a number of diverse and interesting endeavors—all highly successful and all connected by a common thread—his tenacious approach to a job. Anyone who knows him also knows that one of his guiding principles is this: when you take on a job, do it well.

In 1962, Carter entered the U.S. Secret Service and worked as a special agent during the John F. Kennedy administration. Ironically, he was completing his advanced training in Washington the day Kennedy was assassinated in Dallas. He was immediately assigned to President Lyndon Johnson during the four days of the funeral, but he also accompanied the slain President’s body to the Capitol, the funeral and Arlington Cemetery.

He was assigned to Dallas as part of the team of federal agents investigating the assassination, accompanying Lee Oswald’s family to testify before the Warren Commission. He served during the early part of the Johnson administration before returning to law school.

Carter’s law degree helped turn the corner for yet another career change, this time in the music industry. In 1973, powerful Arkansas Congressman Wilbur Mills asked for Carter’s assistance with a sticky immigration matter involving the biggest stars in rock music—the Rolling Stones. This introduction was to be a career builder.

He negotiated with the U.S. State Department to allow the British rock group to undertake their American tours in 1975, 1978 and 1981 after being banned from touring in the U.S.

Carter’s relationship with the Stones continued as he represented guitarist Keith Richards after Richards’ arrest for heroin trafficking in Canada. Also, Carter’s negotiating skills were required to secure the return of Steve McQueen’s body after the actor had died in Mexico in 1980 and the Mexican authorities refused to release the body for burial. Carter was successful in his mission, and McQueen’s body was returned to the United States.

He also either managed or represented many other entertainers and music stars, including Tanya Tucker, Reba McEntire, the Bee Gees, The Guess Who, Rodney Crowell, Waylon Jennings and Bill Gaither, to name a few.

Carter is also the executive producer of the Johnny Cash Music Festival at ASU. Thanks to his many connections, some of music’s greatest names have donated their time and talent over the past three years to raise money for the restoration of Cash’s boyhood home and other parts of the late singer’s hometown of Dyess. Money raised from the concert also funds scholarships established in Cash’s name, allowing deserving young people to attend ASU. The third festival will be held in the Convocation Center on August 17th.

In 2011, Carter received the Distinguished Alumni Award from Arkansas State. In 2013 he was honored with the prestigious Crystal Award from the Arkansas Governor’s Conference on Tourism for

his production of The Johnny Cash Music Festival. And in June of this year, this distinguished alumnus will be inducted into the Arkansas Entertainers Hall of Fame. While he is grateful for and proud of these honors, if asked, Carter would tell you the achievement that he is most proud of is the Helping Hands Foundation, an organization he co-founded in Rector. Helping Hands has been responsible for providing disadvantaged school children in that city with basic school needs, health care and other essentials, as well as providing college scholarships for deserving high school seniors.

Carter and his wife Marlow live outside Nashville. He has two daughters, both of whom reside in Nashville—Julia Carter Hansen, the mother of two children, Carter and Olivia, and Joanna Carter, who is vice president of creative services at Universal Records/Nashville.

ACADEMIC APPAREL

The present-day academic costume probably originated at Oxford and Cambridge universities and is a survival of the ecclesiastical garb of the late middle ages. As the universities passed from ecclesiastical control, the academic gown used brighter colors to distinguish it from the totally drab clerical robe. Although colonial American universities used academic gowns based upon the British system, people continued to associate them with the clergy.

Late in the nineteenth century, a student movement centering in New England instigated the establishment of a “senior badge” to improve commencement week exercises and revive the traditions of university life. In the 1890’s, American universities and colleges established a uniform code for caps, gowns, and hoods for the various degrees, thereby standardizing academic styles in this country. The gown, the cap, and the hood are the characteristic elements of academic apparel.

The gown is usually of black material. However, some doctors’ gowns are of the school color. Bachelors’ gowns have pointed sleeves; masters’ have long, closed sleeves, with slits from which the arms protrude; the doctors’ have wide, round, open sleeves. Doctors’ gowns are faced with panels of velvet down the front and three bars of velvet across each sleeve.

The cap, the square mortar-board in American universities, but a round, soft, flat velvet hat in British, Canadian, and some European universities, bears a tassel which may be black for all ranks and degrees, or may be of gold thread for doctors and the color of the degree for bachelors and masters.

The hood, worn around the neck to hang down the back, is the principal emblem of the nature and source of the degree held. It is edged with velvet of the color of the degree, while its lining of silk bears the colors of the institution which granted the degree. Hoods may be worn only after the degree has been granted.

Originally, the hood had three uses: as a head covering, as a shoulder cape, and as a bag in which alms could be collected. When large wigs were in vogue in Britain, the cape part of the hood was split in front and a narrow neckband inserted. The entire cape and hood was allowed to fall back as it is today, and it was never restored to the original style.

The degree colors in the hood are appropriate to the category of the degree, rather than to the scholar’s major subject. Appropriate colors for degrees:

Black tassels are correct for all degrees, but gold metallic tassels may be worn by holders of doctoral degrees or by presidents of universities and colleges. The tassel should be worn draped over the left front quarter of the cap.

THE MEDALLION

Medallions were used as adornments in biblical days and also served as symbols of authority. The Arkansas State University medallion, designed and cast by Robert Mitchell, a former member of the ASU art faculty, is made of sterling silver and bears the seal of the university. It is worn by the president of the university at official academic ceremonies.

THE MACE

Originally a weapon of the Middle Ages, the mace gradually became ceremonial in character. The mace was carried by church officials, guards of kings, and other high officials. Today it is used symbolically in academic ceremonies.

The Arkansas State University mace was designed and crafted by former faculty member Robert Mitchell. It was presented to the university on April 12, 1981 by the men of Arkansas Gamma Chapter, Sigma Phi Epsilon Fraternity, Arkansas State University.

The mace is composed of three parts: the head, the staff, and the finial. The three blades of the head symbolize the three diamond-shaped torches of the ASU seal, representing teaching, research, and service. The central core supports the seal, surrounded by the blades and protected by them. The contrast of the highly polished and shaped surfaces of the sterling silver blades with the hammered edges magnifies the dual roles of education—refinement of rational thought and strength of hard labor and intellectual work.

The staff is made of rosewood, a material commanding as high a place among woods as silver among metals. The finial, also of sterling, symbolizes the foundation of university excellence: students, faculty, and alumni. It also contains the crest of the donor.

The marks on the finial collar are quality marks of the maker. The sterling stamp attests to the metal’s purity, and the “M” is the personal hallmark of the maker.

THE SEAL

The official seal of Arkansas State University has been designed for the purpose of authentication, and to both represent and build upon the impact of an education at ASU.

The current design of the Arkansas State University seal was adopted by the Board of Trustees in 1998. The new design incorporates current concepts and goals of the University.

The seal has three distinct characteristics:

1) The torch symbolizes leadership, a call to action, learning, and education.

2) The arch symbolizes a portal or entrance to new life, balance in form, and university tradition.

3) The inset date of 1909 is the date the institution was established. These three features represent qualities of tradition, authority, and integrity of the University.

GRADUATION WITH ACADEMIC DISTINCTION/HONORS

Arkansas State University recognizes the academic achievement of graduating baccalaureate-degree students in the following ways:

1.Students graduating summa cum laude (4.00 grade point average) will wear a gold cord.

2.Students graduating magna cum laude (3.80-3.99 grade point average) will wear a red cord.

3.Students graduating cum laude (3.60-3.79 grade point average) will wear a white cord.

4. Students who complete the Honors Program or the University Honors program shall be designated as graduating “In Honors” or “In University Honors.” The ASU Honors Medal, developed in 2006, is a means of recognizing undergraduate students who graduate from The Honors College at Arkansas State University. The medal’s design is taken from “The Scholar” character which is an architectural relief on Wilson Hall, the university’s oldest building on campus. There are two separate medals, gold and silver. Students who graduate “In Honors” are awarded the silver medal. Students who complete an honors thesis and graduate “In University Honors” are awarded the gold medal. Students graduating “In University Honors” or “In Honors” will wear blue cords.
