Pope To Direct. Council Schedule Personally His Holiness Pope John XXIII has announced the creation of commissions to prepare directly for the forthcoming ecumenical council. In a letter drawn up on his personal initiative and signed by him, Pope John said the commissions would be composed of prelates and priests "chosen from different parts of the woad, so chat itt this respect also, the catholicity of the Church may be displayed." The Pope's letter, known as a motu proprio and entitled "Superno Dei Nutu" (As an InA commission of the bishops and diocesan spiration of the Most High), specified that 10 commissions and a central co-ordinating comgovernment; mission have been set Lip "to devote themselves to the study of the matters which it will be A commission for discipline of the clergy and faithful; possible to have discussed at the council." Pope John thus brought to the threshold an event which will almost certainly be the most important for the Church in the 20th Century. His announcement came on Pentecost Sunday, the feast on which a year ago he established the Pontifical Ante -preparatory Commission for the ecumenical council, the work of which is now crowned by the new announcement. Paramount importance of the Pope's action lay in the fact that in great part he was already fashioning the character of the Second Vatican Council, although its date has not yet been set. For he not only established the ten preparatory commissions, bur-possibly of even greater popular interest-he also established two secretariats: one to deal with questions of communications media, the other to deal with questions of Christian duty. The Motu Proprio left no doubt that Christian unity would be a dominant theme in the Second Vatican Council since this element was given a prominent place in its text.. In the first paragraph the Pepe said that "there is quickened once more the hope that those who, though claiming the name Christian, and yet separated from this Apostolic See, may listen to the voice of the Divine Shepherd and approach the one Church of Chriist." A few paragraphs later the Pope recalled his first encyclical letter in which he had stated the ecumenical council's primary objective. He quoted it, saying: "The event will surely be a wonderful manifestation of truth, "A gentle invitation to seek and God that unity." unity and charity; a manifestation indeed which We hope will be received by those who behold it but who are separated from this Apostolic See, as a gentle will be the secretary-general of the preparatory cominvitation to seek and find that unity for which Jesus missions. Christ prayed so ardently to His Heavenly Father." Next will come the ten commissions: And he declared that the secretariat on Christian A theological commission on questions touching unity would be established "as a token of Our affection Holy Scripture, sacred traditions, the Faith and and goodwill towards those who bear the name of its practiCes; Christians but are separated from this Apostolic See, to enable them to follow the work of the council and to find more easily the path by which they may arrive at

Personal Interest And Control The second element which the Pope emphasised before detailing the preparatory commissions' organisational structure was his personal interest in them and control over them. He noted how he had personally examined "with the greatest attention" the suggestions and advice of the bishops, the pi opssals of the sacred congregations and the studies of the universities. He provided that he will make all major appointments to the commissions and secretariats personally. that he will preside personally or through his personal legate over the central commi,,sion, and that the central commission will be responsible for reporting to him personally on the progress and conclusions of the preparatory
commissions. The Motu Proprio provided that the preparatory commissions for the Second Vatican Council will be organised in this manner: At the top will be the central commission presided over by the Pope himself or his legate. It will have as its members the ten cardinal presidents of the other commissions along with certain other cardinals and bishops of the Pope's choosing. The central commission will also have a secretary who
