Soviet Silent on Religous Freedom Right to Marry Questioned NEW YORK.-Articles upholding the right to marry and the family as the fundamental unit of society, and upholding the right to freedom of religion, have been adopted by the Human Rights Commission of the UnitedNations, with representatives of Soviet Russia and satellite nations either opposing or abstaining from voting. An effort of the soviet representative to amend the marriage declaration to include a statement favouring the right of equality of dissolution of marriage was defeated by a vote of seven to six. Miss Catherine Schaefer, as representative of the International Union of Catholic Women's Leagues, opposed this amendment on the ground that it would be out of place in a declaration "supposed to serve as an ideal to which the nations should aspire in their conduct." As finally adopted the article on marriage reads: "Men and women of full age have the right to marry and to found a family, and are entitled to equal rights as to marriage. The family ls the natural and fundamental unit of society, and shall be entitled to protection." On the proposal of the Soviet representative, the Commission decided to add a provision that "marriage may be entered into only with the full consent of both spouses." The article was adopted by eight votes to one (Yugoslavia), with six absentions: Philippines, United Kingdom, U.S.S.R., Ukraine, Uruguay, Byelorussio. The draft adopted was that of the United States as amended by France. The article on freedom of religion was adopted as follows: "Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or bee lief, and freedom, either alone or in community with others, in public or private, to manifest his religion or belief in teaching, This article was adopted by practice, worship and observance." 11 votes for and none against.
