AdequatelyDisproved

TicklishQuestionofBritishSentimentinNorth

ThepartitionofIrelanddatesfrom theGovernmentofIrelandActof 1920,whichdividedthecountryinto NorthernIrelandandSouthernIreland.

Theformerstilloperatesundersubstantiallyitsoriginalgrantofpower. SouthernIrelandwassoonreplacedby theIrishFreeStatewhich, sincethe adoptionofthenewConstitutionin 1937,isgenerallyknownasEire, thoughthatnameisproperlyapplied tothewholeofIreland.

TheIrishFreeState,establishedby theAnglo-IrishTreatyof1921,hadthe statusofaDominion,equaltoCanada; anditnaturallyevolvedtothecompleteautonomywhichwasrecognised bytheImperialConferenceof1930and wasembodiedintheStatuteofWest minster,1931.Bytheadoptionofthe Constitutionof1937,Eireassertedits connectionwiththeBritishCommonwealthtobeoneoffreeassociation, basedonthesovereignwilloftheIrish people(Article29:4,2),Ameasure ofhire'sautonomyisitsneutralityin thepresentwar.

TheNorthernGovernment,onthe otherhand,hasonlylimitedpowers.It hasaParliament,withconsiderable localautonomy;butthePostOffice, Defence,coinageandmanyothermattersareretainedbytheBritishGovernment.NorthernersarerepresentedbothintheBelfastParliamentand theWestminsterParliament.

ThepopulationofEireisnotquite threemillion,andisoverwhelmingly Catholic;thatofNorthernIrelandis about1,200,000,ofwhomabout750,000 arenon-Catholicsand450,000Catholics. LoyaltytoIrishindependenceorto Englandhasmostlyfollowedreligious linesinIreland;sothatthevast majorityoftheCatholicsinNorthern Irelandareinfavourofmergingthe twopartsintoone.Ontheother hand,thenon-Catholicpopulationhas alwaysclungtotheEnglishconnection.ThepowerfulandbigotedOrange Orderhasbeenthebackboneofthis feeling;itisviolentlypro-Englishand anti-Catholic.tInfact,theveryidea ofPartitionwasconceivedasacon cessiontotheOrangemen'sineluctable antipathytoHomeRuleforIreland, whichwouldhaveinevitablymeant theirbeinginaminorityinaCatholic Government.Theiroppositionwas FOstrongthatin1913theywerearmed andreadyforcivilwarandsecession shouldtheHomeRuleBillgothrough.
