Ifthestomach-pumpissmearedwith oilorothersubstancewhichcanbe digested.thefastis,veryprphably, violated.Whenastom,,ch-pumpis usedtointroducemilk,souporother nutritivesubstanceintothestomach, eventhoughitbeagainremoved,the fastisviolatedwhethertheinjected liquidbeintendedtonourishormerely toflush.

Rev.Mr.Doylesaidhequiteunderstoodthatnooneshouldeverbegina talktwithanapology;buthehadnot readtheButlerReportortheEducationBillbasedonthereport-He hopedwhenthetextreachedPerthto beabletodiscussbothmorecompetently.Hewould,therefore,justread officialsummariesoftheBillandcommentonthem.Becausehehadnot readthetext,someofthesecomments mightbequitebesidethepoint;butat anyratetheymightbeexpectedto arouseinterestintheBillandtoindicatecertainweaknessesinfundamentals:therecouldbenoquestionofdetails.
Thelasteighteenmonthshad'seen thepublicationofthreevitallyimportant"Reports'onReconstruction:The BeveridgeReportonSocialSecurity; ThePortalPlanonHousing;TheButlerReportonEducation.Thesewere allinterdependent,andformedpartof aninterlockingsystemofsociallegislation;foreveryoneofthem(and dozensofother''Plans")envisagedlegislationtoimplementtheirrecommendations.TheButlerReportwasthe firsttocomebeforeParliamentinthe formofaBill.
Commentingonthis,theofficialsummaryaskedustoadmire:
"(a)Thepeople'sdemocracyinactioninspiteoftotalwar.
"(b)TheGovernment'sspeedand determinationinbringingtheproposals tothelegislativestage."
Inpointoffact,neithercalledforadmiration:thefirstwaslargelyillusory; andthesecondseemedratheranattempttorushlegislationthroughbe foreprotestcouldbeorganised.While sometimesMr.Butlerreferredtohis Reportasakindofthermometerto testresponse,atothershepreferred toregardisas"abalancereached afterverycarefulassessingofdifferent pointsofview,"sayingthattheone thinghecouldnotaffordtodowasto disturbthebalancesocarefullyfound. Inotherwords,alltheauthoritieswith homhehaddiscussedhisproposals hadagreedtothem,andanycriticism nowmustbeirresponsible.Thisview seemedtohavebeentakenbythe ArchbishopofCanterbury,too,when hesaidthatitwouldbea"calamity ifChristiansweretorisktheruinof thewholeenterprisebyinsistingona particularsolution.Churchproposals cannotwellbepreferredtotherequirement'softhesettlementasa whole."
TheCatholicHierarchyhadprotestedagainstfinancialdiscrimination,not againstthewholeBill,manyofwhose provisionstheywelcomed.Moreover, theyhadtoldMrButlerbeforetheRe portwaspublishedthattheycouldnot accepttheseproposals:theReportwas notanagreedmeasure,thoughthis wastheimpressionpeopleweretrying tocreate.Why,then,hadtherebeen noprotestbefore)Becauseallthe discussionswereconfidential,attherequestoftheBoardofEducation. Thosewhoknewwhatwascoming couldnotpubliclydiscussit.We mustlookwithdisquietonthegrowing tendencytoappropriateforparticular proposalsallthesupportofpeople whowanttosetreforminthisorthat socialfield,andaretoldthatthechoice isbetweenacut-and-driedschemeandnoreformatall.Thiswasscarcelydemocracyofaction.
Anothergeneralcriticismwasthat therewasinrecentlegislationagrowingtendencytoincreasetherigidityof publicobligationsandtoloosenand weakenprivateobligations.Wewere tohaveobligationsascitizens.notas privatepeople,membersoffamilies andprivateassociations.Therewas
tobenoescapefromthelife-longcontractofSocialInsurance,forexample; whileescapefromthelife-longcontract ofmatrimonywasbecominglyandincreasinglyeasy.Thefamilyespecially,thefundamentalunitofSociety, wasbeingattacked."Bewareofthe illusion,"LordEltonhadsaidrecently,"thatchildrenarebornforthe State,orevenfortheMinistryofEducation,forthatwayliesracesuicide. BewareofcreatingaworldofStatecontrolledsecuritywherethecitizenis tendedandshepherdedandwatched over-inaWhipsnadeworldofsecurity.Asecureworldifyouwill,my Lords,but-thesortofworldinwhich theinmatesdonotbreed."
Anotherrootevilwasthereplacementofopportunitybycompulsion. Thatthechildrenofpoorparents shouldhavetheopportunityofgoing ontotheUniversity.forexample,was admirableandright;butthatthey shouldhecompelledtodosowas wrong.Itwasnotfreedom.Moreoverthepropermethodofproviding reliefforthepoorwastoenablethem tosendtheirchildrentotheUniversity,nottosendtheirchildrentothe Universityforthem:toenablethem tofeedandclothetheirchildren,not directlytofeedandclothetheirchildren.Suchinterferencewasoneof themostinsidiousanddangerousassaultsthatthefamilyhadtoface.
Parentsweretobeobligedbythe newBilltoseethattheirchildrengot inefficientfull-timesecondaryeducationuntiltheywerefifteen(latersixteen),andthenthattheyattended part-timeschoolsforonedayaweek oritsequivalentuntiltheywereeighteen.Thisraisingoftheschoolage andextensionworkmeantanenormousbuildingprogrammeandincreased staff:somethinglike70,000additional teachers,oneforeverythreenowin theschools.Thenewsecondaryprogramme(childrenofIIplus)envisagedthreekindsofschools:academic, technical,andcivic-thelastforthose childrenwhoshowedlittleaptitudefor intellectualor-technicalwork.He thoughtwemightexpectagreatimprovementinintellectualtraining(cf., NorwoodReportonCurriculum)and intechnicaleducation.Fortherest, theschoolenvisagedwouldhavetobe verydifferentfromwhatwenow knew:YouthMovementswouldseem tobetheidealsolution-private thingsthough,nottheContinentalpatternofGermany,RussiaandItaly,but liketheY.C.W.Thesewouldprovide bestfortheafterschooltrainingup totheageofeighteen.Suchthings couldeducate;fortheywereactiveand attractive;theygaveformationnotinformationmerely.Whileitmightbe criminalfollytothrowimmaturechildrenontheworldjustwhenthey mostneededguidance,mightitnotbe equallycriminaltokeepthemat school-equallydestructiveofcharacter-iftheyhadnotasteforbooks? Unlesswewereawareofthisdifficulty,raisingtheschoolagemightbe verybad.
ThenewBillembodiedanearnest attemptto.doawayaltogetherwith the"DualSystem"ofdenominational andStateschools-Theattackwas insidious,forinmanyplacesithad beenstatedthat"Religionistobeemphasisedasanessentialelementofeducation;"thatitwas"thedesireofthe Governmenttofindamorelastffig placeforreligiousinstructionandworship."YetwhatReligionwastobe taught?---"Asyllabusagreedbetween Religiousbodies,teachersandLocal Educationauthorities."Denominationalschoolshadtwoalternatives: theycouldbefullyprovidedbythe GovernmentandtheLocalEducational authorities-andthentheywouldbe
allowedtogivedenominationalteachingfortwoperiodsaweek;butthey wouldhavetoteachalsotheagreed syllabus.TheteacherswouldbeappointedbytheGovernment,some being"reserved"toprovidethedenominationalteaching.Inschools whosestaffnumberedoneortwo,a priestorministermightenterthe schoolforthispurpose.Nowonereservedteachedintenwouldbesufficient:inotherwords,anAnglican schooloraCatholicschool,mighthave onitsstaffonly10percent.Anglicans orCatholics."Thealternativewas thattheseschoolsshouldcontinueas atpresent,with50percent.financial aid.Theywouldhavetoobeythe Board'sbuildingrequirements;but wouldhavetoraisehalfthemoney themselves.Inotherwords,parents whoconsideredathoroughlyreligious educationtheonly"efficient"education,weretobepenalisedfortheirreligion.ItwasagainstthisunjustdiscriminationthattheHierarchyprotestedintheirAdventPastoral-Nor wereCatholicstheonlyonestoobject.TheAnglicanBishopofSt.Albans:"Arewereallygoingtoperpetuatethisfoolishandperniciousideathat cancanheapractisingandrealChristianwithouttryingtobeapractising memberofsomeChristianFellowship? InthisIamnotaskingforanypreferentialtreatmentfortheChurchof Englandoranyotherbody.Iplead thatinallschoolschildrenshouldb' taughtthatbeingaChristianmeansbelongingtoaworshippingChristianFellowship.YoucannotheaChristian inanyotherway,anymorethan:ou canbeafightingsailor,afightingsoldierorafightingairmanwithoutbelongingtotheRoyalNavy,Army,or theR.A.F."
LordQuickswood(ChurchofEngland):"Whatreallystandsintheway isthatwecannotpersuadeourFree Churchbrethrentodowhatwewant themtodo,tomaketheirownchildren,thechildrenofparentswhobelongtotheirawnbody,goodmembers oftheirownbody.Iamcertainthat unlessyoubringupthechildofMethodistparentstobeagoodMethodist, youcannotpdssiblyhopethathewill bebroughtupagoodChristian.Unlessyouattachhiminthedaysofhis childhoodtotheMethodistChurch, andletthatorganisationhaveinfluenceoverhim,hewilldriftaway.All theforceswhicharenegativewilloperateuponhim,andhewillbecomeone ofthosewhohavenoparticularreligiousconviction."
Dr.Headlam,BishopofGloucester, inanotablelettertothe"Times," pointedoutthedangerthattheagreed syllabusesbeginbymakingthechurchesunimportantandgoontorepresentthecentralarticlesoftheChristianFaith,whichhadalwaysbeenan institutionalandhistoricalreligion,as neitherinstitutionalnorhistorical.The "Religion"envisagedbytheReport, addedthelecturer,wasatravestyof Religion;andMr.Butler'sassurance aboutthefosteringofworshipwas blatantlycontradictedbytheprovisionsoftheBill;foronlyin"aided" schoolscouldtherebefulldevotional life-andsuchschoolsweretoberegardedasluxuries.Povertywasnot tobepenalised;Religionwastohe penalised.Itwasastrangecontradictionofdemocraticprinciples.
WhyshouldtheDualSystemnot severe?WhyshouldReligiousschools notreceive100percent.finance?Mr. Butler'sonlyanswerwassimplythat "Ifwehadgiven100percent.tothe denominationalschools weshould haveperpetuated(theDualSystem) intoto,and,moreimportant,weshould havealienatedbeyondrecallpartners intheeducationalfieldwhoareindispensable,namely,theauthorities,the FreeChurches,andtheteachers." What,wemightask,oftheparents? Whatofjustice?Educationalpolicy shouldnotheplannedaccordingto politicalexpediency.Itisstrange thattheArchbishopofCanterbury shouldsaythatthe50ercent.subsidy
was"reasonablybutnot`exceedingly generous,"andthatitwouldbe"a calamityifChristiansweretoriskthe ruinofthewholeenterprisebyinsistingonaparticularsolution"-"a Christiansolution,"asweshouldrather say.
Thelecturerthenspokeofseveral otherproposalsintheBill.Inparticular,heawaitedwithinterestthe appearancehereoftheNorwoodRe. portonCurriculaandoftheMcNair Reportonthetrainingofteachers. Hethoughtthatthebestwaytosecure agoodbodyofteacherswastoguaranteeforthemprofessionalstatusand professionaltraining:theyshouldbe classedwithdoctorsandlawyers ratherthanwithclerks.Hedrewattentiontothemeetingsorganisedby theNationalUnionofTeachersagainst theDualSystem,andremarkedthat theoppositionwassostrongthat chairmenofthesemeetingshadbeen warnednottoputtheirmotionbeforethemeetingunlesstheywereconfidentofastrongmajority.Heconcludedbyreadingpassagesfromthe AdventPatsoral,andthankinghisaudiencefortheirattention.
AweekafterRev.Mr.Doyle'stalk. ourpaperspublishedreportsofthe Government'sreactiontotherejection bytheHouseofoneclauseoftheBill. WethereforemakenoexcuseforquotingfurthercommentsfromtheLondon "Tablet"ofJanuary29:
"Thepaymentofteacherswasonly touchedonlightlyinthedebate,but itiscrucial.WhatinfactMr.Butler isdoingisimposingalegalobligation onparentstosubmittheirchildrento teacherswhomhehasnotyetfoundor trained,andwhosevaluemustbeproblematical.Allthatiscertainisthat theirnumbersaretorisefrom200.000 to270,000:thattheworkisarduous andcanbemonotonous;andthatit isoneoftheprofessionswhichdonot becomepleasanterandeasierwithtime, butis inthefirst thaninthesecondhalf."Itisdifficultforteachers,"saidMr.Parker,of Romford,"toriseabove£350ayear." Somewilltakethewords"maygain aknowledge"veryliterally,a'smeaningaformofhistoricalanddetached knowledgeaboutwhatwasbelievedin thepast;butnoChristiancanfailto beconsciousthatanimmenseinnovationistakingplace,ofwhichtheEducationBillisonlyonemanifestation.
Itisnotperhapsanexcessivestatementtosaythatwhatwearenowwitnessingisasmuchanewestablishment,an"alterationofreligion,"as happenedunderQueenElizabeth.Parliamentisaccepting,afternearlythree centuriesoftheexperimentofan establishednationalChurch,theidea ofnon-institutionalChristianity a Christianitywithoutbishopsorpresbyters..
Thereisto-dayaviewthatChurch Government,thestructureofBishops andevenofordainedministers,wasa kindofscaffolding,necessarywhile buildingwasgoingon,butsofarfrom necessarynorwthatthebuildinglooks betterwithoutit."ChristianitywithoutChurches"istheagreedsyllabus. thetypicallyEnglishcompromisebetweenthenationalChurchandorganiseddissent;anditsachievementovera generationmarksagreatturningpoint, somethingtobesetoveragainstand contrastedwithwhattheparliaments ofQueenElizabethachieved.

ThejuniorbranchoftheHolyName Societyisbeingreorganised.Several oftheolderguildsaregraduatinginto theseniorbranch,andnewjunior guildsarebeingformed.Membersof theL.C.Y.,then,whowouldliketo jointheHolyNameSociety,should mentionthemattertothepresident oftheclub.
ThefirstfootballmatchoftheseasonwasplayedlastSaturdayagainst WesternDistricts,whowerethewinnersby14points.Theplaywaskeen andwilling.Bothteamsfoughthard anditwasnotuntilthelastquarter thatthematchwasdecided.The L.C.Y.teamiscertainlyacreditto FrabkLyons,thecoach.

Amidthecountlesswondersthatourmachineagehasproduced,ostensiblyforthebenefitofman,nonehasdisplacedor evenrivalledtheterriblepoweroftheprintingpress.Ithaswielded,andcontinuestowield,anincalculablepotencyoverthe thoughtsofthemassesoftheworld.Itmaytrulybesaidthat theaverageman'sintellectualadvancementisindirectratioto thementalstandardofhismorningandeveningpaper.Thefield ofknowledgehasbecomesobewilderinglywideandspecialised, therushoflifesopressing,astoleavebutscantyleisure,andthe educationalsystemsoinadequatetoprovidefortheintelligent useofthatleisure,thatmostpeopleareforcedbackuponthedaily newspapersasthesolefountofinformationandthought.The Presshasachievedatremendousimportanceinthelivesofmen andwomentheworldover.Inproportiontothisvastinfluence, aretheresponsibilitieswhichrestupontheworld'sPress.Inthe lightofrecenteventsitisopportunetoexaminehowthesecular Pressisacquittingitselfofitsmightyresponsibilities.

Wehavepointedoutfrequentlythatitssinsarechieflythoseof omission-itsfailuretomentionfactswhicharevitaltoaproper understandingofvitalissues.Notableinthisconnectionisits completefailuretogiveanyindicationwhateverofPapalpolicy duringthesewars,thoughthenumberofimportantstatements madewouldfillvolumes.Thiscurious(andaccordingtothe Pope)calculatedsilenceisquiteasdamagingasdeliberatemisrepresentation,whichisanotherofitspractisedarts.Thegrossest exhibitionofthiskind'inthehistoryoftheprintedwordwasthe SpanishCivilWar,andthelocalPressanywaygaveampleevidenceofitsinsinceritybypublishingthetruefactsafterthewar hadendedinaNationalistvictory,andnothingfurtherwastobe gainedbybolsteringupthedefeatedsideandthephilosophyit represented.Again,occasionally,somecuriousphraseoccurs whichcannotbeexplainedawaybyignoranceorevenbybias.The explanationseemstolieabouthalf-waybetweenfrivolityand idiocy.Acasewehaveinmindappearedontheallegedliterary pageofthe"WestAustralian"recently.Itwasashortarticleon "Casino-AnExplanation,"by"Recorder."TherewassomeillconceivedhumourabouttheBenedictinesbeing"pouredout"of theirMonasteryfourtimessinceA.D.529.andthearticleconcludedthat"itwillnodoubtriseagaintohelpperpetuatethememoryofApolloandVenus,onthesiteofwhosemythicaltempleand grove,respectively,theMonasterywasoriginallybuilt.-
Fromthetoneofthearticleasawholeonemightthinkthe AllieswerefightingtheBenedictineOrder,andthattheywere abouttobe"pouredout"afifthtime,notfromahouseofprayer, butfromanimpregnablefortress.Andfromtheconcludingsentence,onemightnotunjustlydecidethatthewriterwasanexultingpaganwhohadnoconcernintheworldoverthedestruction ofoneoftheoldestandmostvenerablemonumentsoftheChristianreligionandculture,andlookedtothefuture,notfortherestorationofaCatholicshrine,butfortherevivalofapagancult. ApolloandVenusindeed!Wewonderwhatthe"WestAustralian"wouldhavethoughthadPerthbeenbombedandtheiroffices destroyed,andsomebrightscribehadwritten:"But'TheWest Australian'willriseagaintoperpetuatethememoryoftheSwan sewagebedsonthesiteofwhosedepotthenewspaperofficeswere originallybuilt."

FatherBourkeperformedtheceremony,whichwasfollowedbyNuptial Mass,theorganbeingplayedbyMrs. Chauncey.
Thebride,whoenteredthechurch onthearmofherfather,woreacream satingownof'simplecut,fullskirt,with bodicedrawnsoftlyintoashaped band.Ahand-workedveilwasheld inplacebyasprayoffrangipani;she carriedabeautifulsheafoffrangipani, chrysanthemums,androses.
Thebride'sattendantswerehersister,DorothyFoale.andsisterofthe bridegroom,MavisSmith.Theywere daintilyfrockedinpinkandbluesilk creperomaine,respectively.Features ofthedresseswereunusual:tucked sleeves,heart-shapedneck,waist-line andfullcircularskirts.Asmallveil ofmatchingcolourwasheldinplace byasprayofgladioli,andeachcarried alovelysheafofgladioli,rosesand carnations.Eachworeapendant,the giftofthebridegroom.
Dutiesofbestmanwerecarriedout byBillGibson(A.I.F.),friendofthe bridegroom,andthegroomsmanwas TomFoale(R.A.A.F.),brotherofthe bride.
ReceptionwasheldattheStirling SocialRooms,wheretheguestswere receivedbytheparentsofthebride andbridegroom.W/ON.H.Baird ablycarriedoutthedutiesofmaster ofceremonies.Motherofbridewore asmartfrockofnavybluecrepewith pinkbeadedtrimmingsandnavyaccessories,andcarriedaposyofredroses. ExaggeratedNationalism.
Onegoodreasonforsuchdoubtis theexaggeratednationaloutlookof someIrish-Australians.Afewyears agowhentheAustralianmarketwas druggedwithoverseasproducts,tothe depressionoflabourandindustryat home,asloganbecamepopular,"AustraliafortheAustralians."Inthat caseandinsimilarcasesthesloganwas welljustified.Butitdidnotpause there.Thekindofindividualswho expecteverythingtobehandedto themonasilversalvertookupthe cry.Many,evenamongtheIrishAustralians,'tookitup,toturnthe sharpedgeofthesloganagainstthose ofIrishbirthandagainstthoseofIrish traditions.
Thatis-theun-Irishextreme.Thtt another--thepseudo-Irishextreme. Itistheattitudeofthosewhohaveno trueideaoftheIrishtradition,whointerpretitasacrudethingofblood andvindictivenessandrevenge,who omitallthatismostnobleandmost gentleinit,andturnitintoalustfor violenceagainstenemiesancientand modern,realorimaginary.Inthat spiritwefindmanyIrish-Australians nowadaysabandoningtheFaithand themostcherishedandkindlyprinciplesoftheirfathers,tobecomewild fanatics,imaginingoppressionwhere nonecanbefound,concoctingunrest wherepeacewasprevalent,fomenting strikesinthedayofAustralia'speril, urgiagonpeopletoRedRevolution and'toamythicalageofUtopianprosperity.

tionandfalsepatriotismhecried,"AustraliafortheAustralians'" "Away withtheCatholicIrish,"thinksthe Irish-Australianashecries,"Down withFacisrn!"Theyhavenotcouragetospeakopenly,butyetarepreparedandactivetouseeveryslyfraud, everyserpentineintrigue,everystreak ofmeangeniusthatisinthem,to accomplishtheunspokenconvictions oftheirapostateminds.

IftheIrishtraditionistohavea placeintheunitednationaltraditonof Australiainthefuture,wemustclearly understandit.Wemust,therefore, defineitandthenaskifitbeworthy tosurvive.Andifitbeworthyto survive,wemustestablishitanddevelopit,andmaintainitagainstthe un-IriShextremethatisanti-Irishand aganstthepseudo-Irishextremeofthe wildman.
Possiblyamisunderstandingconcerningthebirthofthisnationisat therootofalotofourtroubles.For somethinkthatEnglandistheparentofAustralia,andsomeassertthat Irelandis.Icanonlysaythatsuch isnotclearthinking.Foreverynationhasmorethanoneparent.Ithas onefatherandoneormanymothers.
Itisthefatherwhogivesthenew nationaname,andalanguage-'he father's,andalaw-thefather's,and ashareinthefather'spossessions.But itisthemotherwholabourstobring forththenewnation,whogivesherlifebloodtogiveitlife,whonursesitin gentlelove,andtrainsitinhighprincipleandhighideals.Thosewerethe rolesplayedbyEnglandandIreland, respectively,inthemakingofAustralia.LegallytheBritishCrowninstitutedherasapenalcolony,andasthe colonylostitspenalcharacter,itacquiredthelawandtheinheritanceof 'theEnglishEmpire,andthenamethat Englandgaveit.

Butitsfirstandmostprogressive citizensweretheconvicts,mostof whomhadbeentornforciblyandunjustlyfromthewombofIreland,and theIrishimmigrants,mostofwhom hadbeendrivenfromIrelandbyfamineandeviction,byfireandsword andgrossinjustice.TheEnglishinvestorrubbedhishandingleefulanticipationofarichdividendonhisinvestments,butthemotherlandwrungher handsinsorrowandweeping,mourned herexiledchildren.
Addtothattheinnumerablelegionof doctors,lawyers,dentists,engineers,industrialists,andpa'storalists.Addthe rollofIrishmenwhosepoetry,prose, architecture,sculptureandpainting helpedtolaythefoundationsofAustralianart.Rememberthatallthese leftthestampoftheirChristianprinciplesontheAustralianConstitution, Australianlaw,andindustry,andart, andontheAustralianwayoflife,and youwillunderstandthatthemotherland,howeverdespisedbytheprejudiced,hadrichestogiveandgavethem, andthatAustraliaowesheradebt whichcanneverberepaid.
