Noristheconnectionbetweenrace andreligionanentirelynewone.For example,havewenotoftenheardthat IhedivisionofEuropean'sandAmericansintoProtestants,Catholicsand EasternOrthodoxisreallyduelargely torace?ThusProtestantismisthe religionofTeutonsorNordics,asis CatholicismoftheLatinsandCelts, andOrthodoxyofGreeks.
Usuallyinthebackground,andsometimesintheforeground,hasbeenthe ideathat,astheNordicsweresuperior,sowasProtestantism,andthatCatholicismandOrthodoxywerefitonly forthenot-so-superiorLatins,Celts andSlays.Or,tolookatittheother wayaround,theNordicsshowedtheir superioritybyadoptingthemore"advancedandprogressive'Protestantism whereastheotherraces,beinginferior, werecontentwith"reactionary,obscurantist"formsofreligion.How oftenithasbeenassertedthatthe freedom-lovingTeutonicpeopleswere chafingunderthetyrannyofRome andlongedtoreplacetheshowy,externalRomanRitebyasimpler,more spiritualworship.
Ontheotherhand,someLatinsCatholicandevennot-so-Cathcilichaveundulymagnifiedtheconnection betweenCatholicismandLatinculture,asifthereweresomenecessary bondbetweenthetwo.Similarly. Russianshaveoftenproclaimedthat theSlavicsoulwasmoredeeply spiritualthantheWesternsoul,immersedinamultitudeofactivities, andthatOrthodoxywaslikewisesuperiortotheactivistic,mechanicalreligionsoftheWest.
Oneneednotheaprofoundthinker tograspthatsuchreligiousracalism isadaggerthrustattheveryheartof Catholicism,whichclaimstobethe universalreligion.IftheChurchis .Roman,notmerelyinthesensethat itscentreofunityisatRome,but becauseitisthereligiousexpression oftheRomancepeoples;ifitisLatin, notmerelyinthesensethatLatinis itsofficiallanguage,butalsobecause itistiedupwithLatinculture,then itcertainlyisnotCatholic.Thenthat glorioustitleisasmeaninglessasis thatofCatholicApostolicwhenap**pliedtothetinybodyofIrvingites.If

Buteveniftheseraceswerereally separateanddistinctgroups,stillthe theoriesofreligiousracalismwouldnot holdwater,atleastasfarastheCatholicChurchisconcerned.Theyhave adegreeofplausibilitywhenapplied totheProtestantorEasternOrthodox bodies,fornationalismisoftheessenceofmanyofthem.ThusEasternOrthodoxyisreallyEastern.The ChurchofEnglandisdistinctlyEnglishinitsloveofcompromise,inits irrationalconservatism-retainingold formswhiledescardingtheirmeaning -andinitsdislikeofemotion.Itis perhapsinsignificantthatithasnever beenpopularwiththeCelticpeoples. Lutheranismislargelyconfinedtothe GermansandScandinavians,anditis aplausibletheorythatitstendency towardspassivityandmysticismofa sortmakesitunpalatabletothemore practicalandactivisticAnglo-Saxons andLatins.
Buteveninthecaseoftheseand similarbodies,thereisneedforcaution,particularlyifonedistinguishes betweentheiressentialandnon-essentialfeatures.Lutheranismmaysuit theGermanandScandinaviantemperament:buttheMethodists,Baptists, Pentecostalitesandotherbodieshave madegreatinroadsinthestrongholds oftheConfessionofAugsburg.On theotherhand,thoughevensome Lutheransdoubtedwhethertheirfaith couldbe"translated"intoEnglish, Lutheranismhasenjoyedgreatprosperity,inAmericasinceithasbecome Anglicised.Anglicanismmayfitthe Englishsoullikeaglove,butalarge minorityinEnglandandalargemajorityintheUnitedStatesandthe Dominionsprefertofeedinother spiritualpastures.AmongtheAnglicanfaithful,alargeminorityisabsorbingCatholicbeliefsandpractices inlargedosesandcomingbackfor more.OrthodoxymaynotbeacceptabletoWesternsinitsEasterngarb; butthereisamarkedaffinitybetween itandHighChurchAnglicanism.

Thattheoryinitsbarestoutlinesis this:PoliticalpowercomesnotimmediatelybutultimatelyfromGod.It mustultimatelycomefromGodfor, amongitspowers,theStatehasthe righttoexecutecriminalsandpass lamsbindingonconscience.Mendo notpossessthisrightindividually,nor cantheycreateitforthemselveswhen theyjointogetherincommunity.The rightoverlifeandconscienceisthe rightofGod,butHedelegatesitto menthattheymaylivetogetherin peace,inawaybefittinghumandignity.
Thecruxofthequestion,however, is:towhomdoesGodgivethesepoliticalpowers?TheanswerofSuarez wasclearandunambiguous:"This pdwer restsinnoparticularman butinthebodyofmen. Forby natureallmenarebornfreeandthereforenoOnehaspoliticalpowerover another."
"Politicalauthority,"hegoesonto say,"naturallybelongstothecommunity."Butsincethenumberof menthatmakeupastateisusually toogreattopermitthemtoexercise theirauthorityinpublicassembly. theyusuallydelegateittooneman orasmallgroupofmentoexerciseit intheirplace.
Itisnothardtoseehowthisdoctrinesweptthegroundfromunderthe DivineRightstheory.JamesI(and theotherDivineRightists)hadsolemnlyassertedthatGodhadgiven himhisroyalpowerdirectly.The

AsaresultofSuarez'assaultonabsolutepower,hiswritingscausedno littleflusterattheroyalcourtofJames and,tothereadingofaroyaledictof condemnation,theworksoftheSpanishJesuitweresolemnlyburnedinthe publicplace.Buthiswritingscontinuedtobeathorninthesideofthe absolutists.Evenaslateasthenine-
tenthcentury,theGermanProtestant historian,Ranke,complainedthat:
"TheJesuitsmakenoscrupleofderivingthepoweroftheprincefromthe people-"Headds-asifbywayof correction-"Godalone,astheProtestantsmaintained,appointsprinces overthehumanrace...
Therewasoneapparentweaknessin thepoliticaltheoryofthe priest,andhiscriticshaveneverfailedtopounceonit.Discussingthe problemfromapurelytheoretical standpoint,Suarezadmittedthata peoplecould,iftheywished,handover theirpowercompletelytotheirruler. The"infamous"passage,broughtinto questionbythesecritics,reads:

Inotherwords,thepeople,when choosinganabsoluteruler,donottotallydeprivethemselvesoftheirsovereigntybutmerelytransferdictatorialpowerstooneman-thesovereignty stillremainsradicallyinthepeople. Thereisstillanothersafeguardof humanrightsinSuarez,andthatis thenaturallaw-thelawofGod,found innature.Man'sintellect,studying himselfandtheworldaroundhim,proclaimshisowndignityandthehierarchyinGod'screation.Tothislaw ofnature,allman-madelawsmustbe subordinate.
Reformationthinkersdestroyedthe veryideaofnaturallaw.Natural lawaffirmedtherightsanddignityof man;Protestanttheologiansproclaimedhistotalcorruptionanddepravity. Naturallaw,thescholasticsdeclared, couldbeknownbyreasonalone;reasonitselfwasattackedbytheReformers,whocalledit"thedevil'sprostitute."D'Entrevesrightlyremarked, duringhisOxfordlecturesinthesummerof1938:"Itisundoubtedlytrue thatamongthefirsteffectsoftheReformationuponpoliticaltheorywas theforSakingoftherationalarguments ofnaturallaw. ."

Suarez,ofcourse,foughtthenew ethics.Hesawthedangerthatlayin it.Herealisedthatthereplacement ofreasonbywillvirtuallymeantthe replacementofrightbymight.Restating,explainingandelaborating SaintThomas'ideasofnaturallam', theSpanishpriestdrewupasystemof law,publishedunderthetitle"DeLegibus,"thatstillwinstheadmirationof jurists.
Bythisdefenceandexpositionof naturallaw,Suarezdidnotmerely safeguardtherightsofmenagainst theirrulers,buthepointedoutthe broadlinesthatinternationallaw Shouldfollow.Fornaturallawisimmutablelaw:itcontainsthoseprinciplesofjusticewhich,beingcommon toall,canfurnishacommonbasis forinternationallegislation.
Thesecondsignificanceofnatural lawtointernationallifeliesinits poweroflimitingnationallegislation, fornaturallawremindsmenofthe rightsofothernationsaswellasof theirown.Itthusactsasacheck onjingoismandshort-sightedisolationism.ThissignificanceofSuarez' teachingwasnotlostonEdouardHer. riot,theex-PresidentofPrance,who wrote:

TheJapanesehavetriedtousethe existingadministrativemachinery,so faraspossible,intheregionswhich theyhaveoccupied.Siamremainsa nominallyindependentally;inthe Frenchterritoriesa"Vichy"GovernmentcarriesonundertheJapanese shadow.ThePhilippineshaveanativeQuislingadministrationworking underthe"advice"oftheJapanese, andasimilarsystemhasbeensetup inBurma.MalayaandtheDutchIndiesaresimplygovernedascolonies. :Butwhiletheform13asbeenpreserved anewJapanesecontenthasbeengiven toit.
Firstofall,everywhereamilitary administrationisestablishedunderthe suprememilitarycommanderofthe area-thisapplieseventoFrenchIndoChinaandSiam.Theservicechiefarmyornavy-isalwaysthemaster ofthesituation,andhehasacompletedepartmentalmachinery,includingcivilofficials.Thenaive"Government's"taskistocollaborateunder thestrictestsupervision.Burma,for example,enjoys"independence"since Augustoflastyear;butaJapanese generalisstillinsupremecontrol there,withagreatarmyontheIndian frontier.Theauthorityofthelocal SultansisasunrealasthatoftheEmperorsofAnnamandCambodia.The useofthenativeadministrationisto createillusion,whilelighteningthe airdenoftheJapaneseofficialandsoldier.
JneachoccupiedregiontheJapanesehavecreatedorencouragedthe formationofnativepoliticalmovements,toworkuppropagandasympa-
thetictothe"Co-ProsperitySphere." ThesepartiesareoftheFascisttype and,ofcourse,onlyoneispermitted toeachplace.Theirobjectisto strengthenthegripoftheGovernment overthepeople,andmembershipprobablyconsistslargelyofofficialsand civilservants.Tothesewemayadd anumberoftheBuddhistmonksin thecaseofBurma,whereJapanhas successfullysoldherselfasthechampionofOrientalreaction.Youthorganisationshavealsobeencreated,to indoctrinatetherisinggenerationwith thespiritofthe"NewOrder."
Theattempttogainthesympathy ofreligiousorganisationshasnotbeen confinedtoBuddhism. AlargeconferenceofMalayandSumatraMoslemswassummonedtoSingaporelast year,andthiswas"expectedtohave awideeffectontheentireMoslem world."Thesamekindofthinghas beenattemptedinthecaseofCatholics inJapanandthePhilippine's,though thishasnotpreventedtheimprisonment,maltreatment,andslaughterof anumberofCatholicmisionaries.Similarly,Confucianismisexploitedinthe approachtoChina.Itmaybeseen thannostoneisleftunturned-nopersonorinstitutionneglectedwhichcan conceivablybeusedintheserviceof Japan'sImperialplan.
Japanesepropaganda,ofcourseis continuousandintensivebyradio, newspaper,cinemaandeducation. DutchandEnglishhavebeenbanned intheIndies-theyaretobereplaced byJapanese,andlanguageschools havesprungupeverywhere.
Onethingisclear:Japaneserule,in spiteoffinepromises,hasmeanteconomicdislocationanddeterioration andincreasedprivationstothemass ofthepeople;hardwork,lowwages, andhighprices.Yet,toomuchhope shouldnotbeplacedineconomicconditions;theenemymayyetsucceed withthenatives,ifhecanpersuade themthatwhathestandsforisfor theirultimateadvantage,eventhough itinvolvesseveretemporarysuffering.
Hisweaknessisrelianceuponreactionaryforces-anditprovidesopportunityfortheAlliestoundermine himbyapropagandaappealingtoprogressiveelements.Suchapropaganda, however,mustoffersomethingbetter thanamerereturnofthewhite "Sahibs"and"Tuans."Itmustlook towardsthetimewhentheAsiaticwill assumecommandofhisowndestiny, joiningonequaltermswiththeWesternerinthemakingofthenewworld -"Zealandia."

Theoneexceptiontothisrulewas SovietRussia.HeretheReport mighthavebeenmoreexplicit.ItinclinestoattributePiusXI'sattitude towardRussiatohisfearandhatred ofAtheisticCommunism,andholds thatheshouldhaveseenthatitwas alesserdangerthanNazisminitseffectonmen'sminds.Itmighthave recordedthatPiusactuallycondemnedtheRussiansystem-thedictatorshipoftheproletariate-asanunjust Cormofgovernment,whereastheinjusticeofGermanyandItalylay ratherintheirpolicythanintheiractualpoliticalsystem.
ItisthisthatexplainsthedifferenceofpolicywhichthePopesadoptedtowardsItalyandGermanyonthe onehandandRussiaontheother. ItistruethattheReportdoesaccept thedifferenceasinevitableandonthe wholejustified,butonewouldexpect aclearerreasonforit.ThePopes, ofcourse,inmakingaConcordatwith eachnation,arehopingthatthatinstrumentwillcorrecttheinjusticesof policy.Itwasatragedythatinthe
casesofbothItalyandGermanythose hopeswereshattered;butnobody candoanythingbutpraisethePopes forhoping.TheReportisclearon thispoint.
Thisleavesafinalandmoresubtle questiontobesolved.Ithastodo withwhatwemaycallthequalityof thepolicyadopted.TowardGermany, afterthefirstfewmonthsoftheConcordat,thepolicywasharshandunbending;towardsItalyitwasuniformlygentleandforgiving,withturbulent interludes.

However,realisingthesewidedivergenciesbetweenCatholicismandCommunism,itissomewhatamusingto findtwolistenerswhoconsideredadescriptionofCommunismgivensome timeagointhissession,aperfectde,criptionofCatholicism.Onesigns himself"ATrueLoverofChrist," biaco,andtheotherisananonymous 'utburstinwhatappearstobea woman'shandwriting.Isetoutto describeaheresy,andamajorheresy atthat,andsomeofmylistenersconitthebestdescriptiontheyhave everheardoftheorthodoxyIwastryingtodefend.Havinghopedtodo wellamongstthepedigreeddogs,it isalittledisconcertingtobegivenfirst prizeamongsttheplatypussies!
Eachlettercontainsavolumeof abuseonanotparticularlyinspired level."Icansee,"writesone."the poordeludedR.C.'sarebeginningto wakeuptowhattheR.C.Churchis, andthatsheisnot,andneverhasbeen, thefriendoftheworkingclass.I knowforafactthatshewouldroba widowandstarveanorphan."It's hardtoknowwheretobeginansweringprejudiceofthat'sort.Icanonly suggestthatvouarejudgingCatholicismbyCatholicswhodon'ttrytofulfil theirideals,andthatyouaretotally
ignorantofwhatthoseidealsareand towhatadegreetheyAREfulfilled. Thesecondletterhasthefaultof protestingtoomuch.Thefollowing accusationsaremade:
1.Weareavastmoney-makingorganisation.
2.WearebehindtheLabourGovernment.
3.WearrangedMr.Curtin'sbroadcastimmediatelyatterthissession,presumablyforOURbenefit.
4.WeareattemptingtobringinNationalSocialism-whichisatechnical descriptionofHitler'sparty.
5.PopePiusXIIisaGerman.
6.Thenumberissurprisingwhoare seeingthroughourdouble-cunning.
7.Onlyquestionsthatfurtherthe causeareanswered. Thatlastistheunkindestcutofall. Afteronehastakenthetroubletofile anddealwithALLtheletters,even thetediousones,thatoft-repeatedaccusationthatwehavesomethingwe areafraidofisalittletrying.Well. anyhowI'mgoingtotryandanswer youbrieflyoneachpoint:

4.Wedon'twantSocialism,either nationalorinternational.Ifyou meanNazism,thenitisobviousyou haveneverreadthefrequentPapal pronouncementscondemningbothFascismandNazism,aswellasCommunism.ThetotalitarianideaisthecompleteantithesisofCatholicteaching.
5.PopePiusXIIisnotaGerman.
6.Perhapsyoumoveinbigotedcircles. Perhapsyoucannotseethe thingyouattack.Ionlywishyou couldseeitasCatholicsdo.

Thereisagreatdealofinconsequentialtalkaboutjournalistic ethicsandalltoolittleevidenceoftheirapplication.Evenacode ofethicsrecentlydrawnupandadoptedbytheAustralianJournalists'Associationdoesnotseemtocontainanyclausewhichwould discourageorprohibitthetypeof"news"uponwhichthegutteror yellowpressfeeds.Onewouldhavethoughtthatpornography wouldenterintothescopeofethics.Itisextremelydifficultto imaginehowthePressmonopolycanbebrokendown,butcertainlythetimeforreformiswelloverdue,andifthepressbarons willnotlooktothemselvesitisobviousthatdisciplinewillbeimposedfromwithout.Toignore-the,widespreadpublicdissatisfactionwiththewaynewsishandledatpresentistoinvitegovernmentalinterferencewhichwillbeunwelcomeandinefficacious.Butat leastitwillhaveapleaofjustification.

Iamhappytoseeyouherefilling thisvastcathedralthismorning,togetherwithyourbelovedArchbishop. DuringtheMassthatwehavejustofferedtogetherIwasdeeplymovedas Ithoughtofallthebeautifulprayers thatyouweresayingforme.They arethebestgiftsthatIcouldpossibly havereceivedforthis,the25th.year ofmypriesthood.WhenIwasordainedtwenty-fiveyearsagoinRome inthePope'sownCathedral,Inever thoughtthatIshouldbecelebrating myJubileewiththousandsofyoung AustralianshereinSydney.
IknowthatalltheCatholicgirls andboysofAustraliaandNewZealand havebeenprayingformeforweeks past-Theremusthavebeenmillions ofprayersgoinguptoGod.Thank you,then,dearCatholicgirlsandboys ofSydney,andinthankingyou,Iwish tothankalltheCatholicgirlsandboys ofAustraliaandNewZealand.Iam verygratefulforwhatyouhavedone forme.

Firstofall,asyouknow,becauseI amApostolicDelegate,Ihaveveryimportantworktodo,andIhaveto makedecisionsveryoftenaboutseriousmattersthataffecttheChurch.II theApostolicDelegatetakesawrong decisionormakesonefalsestepthat wouldmean,perhaps,abadeffectupon themillionoddCatholicsinAustralia. TheworkoftheApostolicDelegate, then,isloadedwithresponsibility.He oftenfearstheDayofJudgmentwhen hewillhavetogiveGodanaccountof whathehasdone,howhehasdone it,andwhathehasnotdone.Hewill havemanymorepointstosubmitto thesearchingexaminationofGodthan mostotherpeople,mydearchildren. Therefore,inorderthathemaydohis workwellandpleaseGod,hefeelsvery deeplytheneedofGod'shelp.He knowsthatwithhisownmindandhis ownhumanwillhecannotpossibly succeed.Andsohealwayspraysto Godforspeciallightandstrengthand understanding.Ihavebeenvery consoledoverthepastweekstoknow, wheiIwasworkinginmyofficeatthe DelegationinNorthSydney,that,besidesmyownprayers,Icouldalso countonthethousandsofprayersthe CatholicchildrenofAustraliaandNew Zealandweresayingforme.
Romehasbeenreadingreportsand despatchesfromallovertheworldtell inghimaboutthousandsofsoldiers killedandwoundedonthefieldofbattle.thousandsofothersimprisonedin enemyterritory;aboutthemen, womenandchildrenkilledinairraids; hereadsofotherswhoaresickand dyingbecausetheyhavenofood,hundredsofyoungchildrenlikeyourselves.Hismindisfilledwithterrible picturesofsuffering.Ashepraysto GodformercyhethinksoflittlechildreninhospitalsinEngland,Germany andothercountrieswithterriblescars ontheirbodiesfrombombexplosions; inmanyhospitalstherearegirlsand boyslyingonbedsofpainwhowill neverwalkagain.TheHolyFather hasnotgottousehisimaginationto seeallthesufferingthewariscausing. Hepersonallysawmuchofitduring thefirstWorldWarfrom1914to1918, whenhewasthePapalNuncioinGermany.
Itwasbecauseheforesawallthese bleedingbodies,allthesemen,women andchildrensufferingfromhungerand thedeadfathersandsonsofthefamiliesofthewholeworldthathedid everythinginhispower,assoonashe becamePope,tostopthenationsgoing tobattle.Heevenusedtheradio thatthegreatMarconisetupatthe Vaticantospeaktothepeopleofthe worldandtotellthemofthehorrors ofwarandtopleadwiththemtopreventit.Buthewasnotheeded,war brokeoutandhasspreadeverywhere.

Romehasbeenbombed-Romewhere ourHolyFatherlives,andwherethe Popes,sinceSt.Peterfirstcamethere, havelived.Hehasseenwithhisown eyessomeofhischurchesburningand reducedtoapileofstone.Hisown city,packedwithLourhundredchurcheshousingOurDivineLordinthe Eucharist,withconvents,monasteries, universitiesandoffices,whereEnglish, German,French,Italian,American, AustralianandIrishnuns,priests,and studentsprayandwork,andfrom whencehedirectstheChurch,isbeing threatened.Allthegreatwritingsand holyrelicsthatCatholicsfromallover theworldhaveveneratedinthisgreat centreoftheirFaithareindangerof beingblownupwithbombs.Ashe workslateintothenightattheVaticanandlooksoutovertheblacked-out city,nodoubt,hismindwouldalsobe filledwithdarkness,ifhedidnotthink ofyouandthechildrenofthewhole worldwhomhehasaskedinparticular toprayforhim.
Forthesereasons,then,mydearchildren,asRepresentativeoftheHoly FatherinAustralia,Ihaveincluded alltheintentionsofthePopeinthe prayersthatyouhaveofferedforme.

ThesecondthingIamalwaysasking GodforisthatHewillgivetheHoly FatherHisdivinestrengthandgrace duringtheseterribledays.Asthe Pope'sRepresentative,Iamalways thinkingofhim.BecauseIstandfor theHolyFatherinthislovelyland,I feelsadwhenheissad,Iamworried andanxiouswhenanythinghappens toworryandfillhimwithanxiety.It couldnotbeotherwise,couldit,my dearchildren?Yourememberhow athomewhenyouseethatyourdear motherorfatherissadorworriedhow youfeelit.Everydaynowforthe pastfiveyearstheHolyFatherin
When,afterthefirstfewweeksin1939, itstartedtodestroyandkillonan everwiderscale,hebegantoputall hispowerandresourcesintohelpingas muchashecouldallthevictimsupon whomitwasbringingsuffering.He sentoutagreatrallyingcrytoallhis menattheirstationsthroughoutthe world,andhesummonedthemtowork withhimtorelievethesufferingofthe people.Hehasgiventhousandsof poundstobuyfood,clothingandmedicineformen,womenandchildren,no matterwhatsidetheyareon;forhe isthefatherofthemall.HisNuncios andhisDelegatesinthedifferentcountrieshaveorganisedinvestigationcentresand,whatyoumightcallpostoffices,sothatmothersandfathers couldtracetheirsonsandwrite throughtheVaticantotheminprison campsinenemyterritory.Perhaps thegoodmothersofsomeofyouchildrenhavewrittenthroughtheDelegationinAustraliatoyourbrotherswho areprisonersofwar.tosupportthis work,toanswertheappealsofthe thousandsofwarvictims,theHoly Fatherisconstantlyaskingthosewho cantohelphim.Lastmonth,the 12th.ofMarch,onthefifthanniversary ofhisCoronation,hesaid:"Wecall onallwhohavethemeanstohelp, whetherwithmaterialgiftsorwith theactiveassistanceoftheirlabour, nottodenytheirassistanceandtheir aidtosourgentandcharitablea cause."
WhiletheHolyFatherinhischarityhasnotbeensparinghimselfto helpthepeopleintheirsorrow,toconsolethemintheirmiseries,and.heal theirwounds,hishearthasbeeninflictedwithnewanddeepersorrow,and hehasbeenforcedtobeholdwithhis owneyesmoresuffering,morewounds, moremisery,andthatinhisowncity ofRome,fromwhichhasalwaysgone forth,andwillcontinuetogoforth, thelightoftheGospelwhichhaspropagatedChristianityallovertheworld.
InRome,sanctifiedwiththebloodof thefirstPope,St.Peter,andthousands ofmartyrs,inRomesacredtofour hundredmillionCatholics,andmost deartoallthosewhohavetheleast
