Toexercisefreedomofconscienceto theextentofthesubstitutionofdefinitereligiousinstructionforindefinite, isnottoenjoyaprivilege.Itis merelytoexerciseafundamental right.Theexerciseof-thisrightis concededunconditionallytothbsewho chooseto,useprovidedschools.It shouldbeconcededwithoutpenaltyto thosewhocannotconscientiouslysend theirchildrentoprovidedschool'sor 100percent.grant-aidedagreed-syllabusschools.

Thethirdprincipleconcernsthepartnersintheeducationfield.Inlaw,as itstandsatpresent,thenecessityor otherwiseofaschoolhastobedeterminedbytheinterestsofsecularinstruction,theeconomyoftheratesand thewishesoftheparentsastothe educationoftheirchildren.Ofthese three,thewishesoftheparents,which wassuchaprominentfeatureofthe EducationActof1921,hasalwaysbeen heldofparamountimportance.

Forthislastconsiderationthereis nowsubstitutedthewishesofthe LocalEducationAuthority,thewishes oftheNationalUnionofTeachers,and thewishesoftheFreeChurches.The LocalEducationAuthorityisanelectivebodywhichhastocarryoutthe law;ithasnospecialprerogativeto determinewhatthelawshouldbe.The FireeChurcheshaveallthattheyare entitledtointheeducationalspherein theprovidedschools.andnow,inaddition,inthemanyone-timevoluntary schoolswhichwillacceptagreed-syllabusteachingand100percent.aid. AmongtheGermans,thelargestand inmanywaystheleadingpeopleofthe mainland,itistheirownGovernment, itistheythemselves,whohavecrystallisedhumanlivingintoitshard;tyrannicalshape.Amongthesubjectpeoples,itisanexternalandaGerman pressurewhichisbeingendured.But inItaly,inSpainandinFrancethis generationhasseenvariousmanifestationsofthesamebasicidea:thepolitical.minorityPartyseekingtocaptureandorganiseanddictatethenationallife.Theexperimenthasfailed inItaly.ItwillcertainlyfailinSpain.

Itisapparentlygoingtobeattempted intheFranceofto-morrow.InCentralEurope,onebyonetheStateshave hadtoabandonparliamentaryformes becausethoseformsmerelysterotyped theracialdivisionsofmixedpolitical societieswhosegroupingsandfrontiers hadbeendeterminedultimatelyby militaryconsiderationsattheVersaillesConference, andwereneverinternallyacceptedbytheminorities uponrwhomtheywereimpersed. Those CentralEuropeanStateswererightto thinkthatastableexecutiveisthe firstprerequisiteoflawandorder, and thereforeofcivilisedhumansociety; buttheywerewrongtothinkthatthe needforanyformoftotalitarianism, foranywiderextensionofpoliticalauthorityoverhumanlife;andinthe mainnoneofthemhascommittedthat greatmodernerror.CentralEurope isnotanareaofsingle-Partyrule.
