Again,allmustnotbesubordinatedto economicprogress,asthoughthat werethechiefthingtobeattained. Therearemoreimportantformsof progressthanthat,andtothemeconomicprogressmustitselfbesubject.

Atthesametime,IagreewithMr. Menziesthatindividualinitiativemust notbeputononeside,foreconomic progresswithinitspropersphere mustcontinue,andforthatindividual initiativeisnecessary.Now,suchindividualinitiativedemandsanincentive.Theoldsocialisttagthateach shouldcontributetothecommongood, accordingtohiscapacity,andthat eachshouldreceivefromthecommon goodaccordingtohisneeds,doesnot work.Ifamanisnotgoingtoreceivemorethanhisbareneedsfor puttingagreatercapacityanddevotednessattheserviceofsociety,he won'tbebothereddevelopingthe greaterdevotedness.Everymanhas arighttogreaterrecompensefor greaterservices.Andwithoutthat incentive,individualinitiativewill vanish.

Thefutureoftheland,inparticular,wasdiscussedinpurely"economic" terms,withreferencetoworldmarkets, homefoodsupply,andsoforth;itwas assumedthat"primaryindustries" oughttoberegardedlikeotherindustries,and"progressive"mechanised methodsintroduced,sothat"powerfarming"wouldproducethesupplies neededinthecitiesandoverseas.The speakerreferredbrieflytotheevilsresultingfromfarmingconductedinthis spirit-the"rapingofvirginsoil" whichhadledtoexhaustionanderosion.Morefundamental,however,was theevilofdestructionofanoble,humanwayoflifewithoutwhosesurvivalcivilisationitselfmightperish.

Certainmodernwritersandstatesmenwouldhaveusbelievethatthe "goodlife"wastobefoundin"beautifulBabvlons"ratherthaninNazareth, andsneeredattheadvocatesofagrarianismas"medievalromantics."They wereneithermedievalistnorromantic, however;theirideashadbeenshown asworkableinanumberofmodern progressivecommunities(heinstanced thoseofnorthernEurope)anddidnot involvetherejectionofrationalmechanisation.Theystoodforabelief thathadbeenheldbywisemenand ablestatesmenthroughouthistorythatgreatcities,andasocietyoffew ownersandmanagers,andmanydispossessedweresignsofdecadenceand death.Againstthemwere"Utopian" modernswhodreamedofmechanised supermen,politicianswhomerelydrifted,andrichmenwhosemotiveswere thoseofself-interestandwhoencouragedbeliefthattheirwaywasanin evitableprocessofnature.Men,however,wereonly"economicallydetermined"whensocietyceasedtobeactivatedbymoralaims.

Agrarianlife,hesaid,wascommendedasgoodbecauseitwashuman,natural,andcreative,notbecauseitwas comfortable-heemphasised,especially, itsclosecontactwithnature'scycle, theloseassociationsoffamilyand neighbourhoodwhichitinvolved,and itsadvantagesfromthepointofview ofnutrition.Citylifeshoweditself asunnatural,becauseitwassterile. andmustdrawuponthevitalityofthe landtosurvive.Itdisintegratedthe family,andinducedartificialbirthpreventionandmoralindiscipline,symptomsofa"TaediumVitae"characteristicofthisphaseofciviliseddevelopment.Thedoomwhichhadfallen onNinevehandotherancientcities mightfallto-morrowonMelbourne andSydney

Thespeakerwentontospeakofthe problemofAustralianculturewithrelationtotheland.Wesuffered,he said,fromhavingourthought"overlaid"bythatoftheolderworld,and havingasenilesocialorderimposedon ouryoungnation.Oneoftheliesof thepromotersofindustrial"leisure state"culturewasthatmass-productioncouldbeusedto"promote"appreciationofgreatartandcreative effort.Thiscouldnotbeso,because its"museumart"wasdivorcedfrom life,whileitssegmentationofworkand leisurewasdestructivetothesensitiv, balanceofthehumanspirit,sothat themassproductionofbadandsensationalstuffwouldalwaysbemoreprofitable.Finally;educationin"humanities"tendedtoyieldtothedemandsofasepcialisationwhichproducedabnormaltypes.Theescape fromthisimpasselayinarestoration ofthevaluesandsanitiesofagrarian life,bringingmanagainincontact withtheexternalveritiesofnature,and givinghimworkandleisureofahuman kind.Cultureandtheartsflowered outofasane,humanwayoflife,"asa songspringstothelipsofahappy child":andnationalfeelingbecame pureandnobleastheloveofmen fortheirmothers.

Mr.Jacksonconcludedbysaying thattochangetheoutlookofapeople -thetaskbeforethem-involvedgreat spiritualzealaswellasrationalpracticality.TheymustliveasChristian countrymen,rejectingtheeasyliving andfalsevaluesofthecity,accepting thehardshipandlabourneededto buildafreeChristiansociety,andlovingChristintheirfellow-farmers.If theydemandedsomethinglikeasocial miracle,theywereonlyaskingwhat theHolyFatherhimselfwasseeking throughthepowerofGodmanifested inCatholicAction.Theybelieved thatthepatternofsocietywasapattern,notadoom,andthatitcouldbe changed,ifmenhadmoralenergy,into themorehumanpatternneeded,so thatAustraliamightlive.
