HistoryoftheCortes.

ThehistoryoftheCortesofthe variousSpanishkingdomsgoesback tothetwelfthandthirteenthcenturies.Allofthem, evenaslongago asthat, wereinonerespectoranother moreadvancedthanthebodynow created.

Asearlyas1188,thetownssent theirrepresentativestotheCortesof Leon,andtheserepresentativeswere notnominatedfromabove,butchosen bythetownspeople.TheLeonese andCastilianCorteshadtechnically nolegislativepowers,butindirectly theycouldensurethepassageoftheir laws;andinCatalonia,which,time andagain,hasshownitselfthemost progressivepartofSpain,Peterthe Great,attheendofthethirteenth century,pledgedhimselftoconvoke Cortes,consistingofthreeEstates,at leastonceyearlyandtopassno statuteswithouttheirspecificapproval.Longbeforetheunionofthe Kingdoms,theCortes,withtheirtraditionalThirdEstate,cametotypify theindependenceofthepeopleand theirrighttobeheard.

Itisunlikelythattherevivalofthe name,underpresentconditions,will doanythingtoalterthecourseof eventswhichseemslowlytobeshapingthemselves.

Itcannotbedeniedthatsignsof thetimes,especiallythepsychological factor,favourthelatteralternative.In "NotesandComments"forJuly24the suggestionismadethatthe"traditionalintemperance'oftheSpaniard inpoliticswillmilitateagainstanythinglikeacompromise.Thatisonly toolikelytobecorrect.Ifitproves so,weshallprobablyseearepetition oftheexcessesofthePopularFront's supportersduringtheCivilWarandan advanced-left-Wingregime,controlled ineffectbyacoalitionofextremist groupsandUnions,eventuallysplittingasunderandplungingSpaininto anewcivilwar.
