"Forthepurposeofinsuringtothe workersrealfreedomfromtheChurch: libertyofreligiousconfessionandof anti-religiouspropagandaisrecognised toallcitizens."

Inthisfoulmannerthepeoplewere deprivedoftherighttoengageinreligiouspropaganda,foronlyanti-religiouspropagandawaspermitted.Thus, theatheistgripovertheRussiannationwastightenedbytheSoviets.

Finally,the''StalinConstitution"of 1936didnothingbutconfirmthefreedomofanti-religiouspropaganda,withoutrestoring,orevenpretendingto restore,therightofthecitizenstodefendpubliclytheirreligiousidealsand aspirations.

Moreover,onthestrengthofArticle 122oftheSovietPenalCode,thegivingofreligiousinstructioninschools, whetherStateorprivate,ispunished byforcedlabour,whileallschoolmastersarerequiredtoimparttothe childrenatheistteachings.Suchin briefisthelegalstatusofreligion undertheexistingSovietlegislation. Thefactthattherewasnochange intheattitudeoftheRedrulerstowardstheproblemofreligionafter 1936isfullyborneoutbythefollowing statementintheFebruary,1937,issue ofthe"Bezbnozhnik"("TheGodless'), amagazinepublishedundertheauspicesoftheSovietauthorities:

"DoesthenewStalinConstitution meanthatwehavechangedourattitudetowardsreligion,towardstheministersofreligiousworship,thatwemust weakenouranti-religiouspropaganda? Certainlynot. Echoingtheseviews,the"Anti-Religious,"anotherGovernmentsubsidised publication,declared:

"TheSovietStatecannotpermitthe freedomofreligiousagitation,sinceit isprofoundlyhostiletoourpeople,to ourState,toscience,toourwholereligion."(1939,No.1,p.49.)

AndtheofficialSovietdaily,"Pravda:ofJuly20,1939,unhesitatinglyassertedthat:
