Outspokenlyhecondemnsthatcoateptionofjuridicalorderwhichclaims forparticularnationsorracesanover-lordshipfromwhichnonemayappeal.

Reinforcingtheteachingsofthegreatsocialencyclicals,theHoly Father'smessagepleadsagainforthewelfareoftheworkerandcriesfor protectionofthefamilyagainstexploitationbyprivatecapitalorthe State.

Itendswithaclarioncalltothecrusader-volunteersofadistinguished newsocietytodeclarewaronthedarknesswhichcomesfromdesertingGod andonthecoldnessthatcomesfromstrifeamongbrothers.

Mydearchildrenofthewholeworld:

TheChurchwouldbeuntruetoherself,ceasingtobeamother,ifshe turnedadeafeartochildren'sanguishedcries,whichreachherfromevery classofthehumanfamily.Shedoes notintendtotakesidesforeitherof theparticularformsinwhichtheseveralpeoplesandStatesstrivetosolve thegiganticproblemsofdomesticorder orinternationalcollaboration,aslong astheseformsconformtotheLawof God.But,ontheotherhand,asthe "PillarandGroundofTruth"andguardian,bythewillofGodandthemandateofChrist,ofthenaturalandsupernaturalorder,theChurchcannotrenounceherrighttoproclaimtoher sonsandtothewholeworldtheunchangingbasiclaws,savingthemfrom everyperversion,obfuscation,corrup. tion,falseinterpretationanderror.

All-EmbracingLove.

Thisisallthemorenecessaryforthe factthatfromtheexactmaintenance oftheselawsandnotmerelybythe effortofnobleandcourageouswills, dependsinthelastanalysisthesolidityofanynationalandinternational order,soferventlydesiredbyallpeoples.

Weknowthequalitiesofcourage andsacrificeofthosepeoples,andWe alsoknowtheirstraitenedconditions andtheirsorrow;andinthishourof unspeakabletrialandstrife,Wefeel Ourselvesboundtoeachandevery oneofthemwithoutexception,bya deep,all-embracing,unmovableaffection,andbyanimmensedesiretobring themeverysolaceandhelpwhichisin anywayatOurcommand.

InOurlastChristmasMessage,We expoundedtheprincipleswhichChristianthoughtsuggests,fortheestablishmentofaninternationalorderof

friendlyrelationsandcollaboration suchastoconformtothedemandsof God'sLaw.To-dayWeshallwiththe consent,Wefeelandtheinterestedattentionofalluprightmen,pauseto considerverycarefullyandwithequal impartiality,thefundamentallawsof

policytowardsothernationsis.in fact,impossiblewithoutaspiritof peacewithinthenationwhichinspires trust.Itisonly,then,bystriving foranintegralpeace,apeaceinboth fields,thatpeoplewillbefreedfrom thecruelnightmareofwarandthe

materialandpsychologicalcausesof iurtherdiscordanddisorderwillbe dimnishedandgraduallyelimnated.

Everysociety,worthyofthename, hasoriginatedinadesireforpeace, andhenceaimsatattainingpeace,that "tranquillivingtogetherinorder"in whichSt.Thomasfindstheessenceof peace.

Twoprimaryelements,then,regulate sociallife:alivingtogetherinorder andtranquillity.

Order,whichisfundamentalinan associationofmen(ofbeings,thatis. whostrivetoattainanendappropri atetotheirnature)isnotamerely externallinkingupofpartswhichare numericallydistinct.Itisrather, andmustbe,atendencyandanever moreperfectapproachtoaninternal union:andthisdoesnotexcludedifferencesfoundedinfactandsanctioned bythewillofGodorbysupernatural standard.

ToOvercomeOisorder.

Aclearunderstandingofthegenuine fundamentalsofallsociallifehasa capitalimportanceto-dayasneverbefore,whenmankind,impregnatedoy thepoisonoferrorandsocialaberrations,tormentedbythefeverofdis cordantdesires,doctrinesandaims,is excitedlytossingaboutinthedisorderwhichithasitselfcreated,andis experiencingthedestructivefarceof falseideas,thatdisregardtheLawot God,orareopposedtoit.Andsince, disordercanonlybeovercomebyan orderwhichisnotmerelysuperimposed andfictitious(justasdarknesswithits fearfulanddepressingeffectscanonly bydrivenawaybylightandnotby willo'thewisps);sosecurity,reorganisation,progressiveimprovementcannot beexpected,andcannotbebrought aboutunlessbyareturnoflargeand

APPLICATIONOFPRINCIPLES.

Q.:Now,thequestionarises.How oughtwetointerprettheteaching andexampleofJesus?

R.:Wehavetodistinguishbetween thosethingswhichwerepropertoHis ownparticularandpersonalmission, andthosethingswhichareindeedap plicabletous.Inthethingsthatare applicabletous,wehavetoaskin whatway,andtowhatextent.For themostpart,theteachingandexampleofChristsetbeforeusgeneralprin cipleswhichweourselveshavetoreducetopracticeinourdailylivesaccordingtocircumstances.

Q.:WhatisthedutyofaChristian whenitcomestoapplyingtheteachingandexampleofChristtotheproblemsofeverydaylife,andmoreespeciallyatthepresenttime?

R.:Thatcanonlybedecidedineach caseaseachcasepresentsitself.The solutionofeachindividualcasewill notbefoundintheGospels.Itis forustofindasolutioninharmony withtheirprinciples.Now,youproceedtoaskmanypracticalquestions, andinansweringthemIwillnothave timetogiveallthereasonsforeach answer.If,therefore,youhaveany reasonforrejectingaparticularanswer,Icanbutaskyoutosubmitthem forfurtherdiscussion.Theanswers thatappealtoyoutherewillbeno needtodiscuss.

R.:IfaChristianknowsforcertain thathisowncountry'scauseisunjust, heoughtnottovolunteertoservein themilitaryforces.Butagreatdifficultyariseshere.Fortheaverage citizenhaslittlehopeofknowingfor certainalltheinsandoutsofnational andinternationalentanglementstoday;andintheabsenceofcertainty,it wouldbehisdutytoobeythelawful authoritiesofhiscountry,leavingthe moralresponsibilitytothem.And evenwerehepersonallyconvincedthat hiscountry'scauseisunjust,whilstin thatcaseheshouldnotvolunteer.he wouldbejustifiedinservingasacombatantifcompelledbyconscription underthreatofseverepenaltiestodo so.Manyethicalprinciples,whichI cannotexplainatlengthhere,areinvolvedinthisreply.

OCCUPIEDCOUNTRIES.

Q.:Shouldpeopleintheconquered countriesbetold,notasamerematterofprudence,butinobedienceto Christianprinciples,thattheyshould rendertmtoHitlerthethingsthat areHitler'sbyrightofconquest.

R.:No.ForHitlerhasnorightof conquest.Hisinvasionoftheoccupiedcountrieswasunjust,andhisuniustdominationofthosecountries givehimnorightsatall.Hisdominationoverthemisasiniquitousas hisinvasionofthem.Theforce whichgivesanunjustvictorthesupremacyforthetimebeingcannot createaright.Anditfollowsfrom theabsolutenullityoftherightsassumedbytheunjustvictorthatthe vanquishedpeoplesmaycontinueto hopeandstrugglefortheirliberation. * * * *

POLICYOFNON-VIOLENCE.

Q.:Shouldtheyrefusetoemploycarnalweaponstoregaintheirfreedom whenafavourableopportunity arises?

RNo.Theyarequitefreetodo se. ThereisnothingintheGospels forbiddingChristianpeopletoresist, byforceofarmsifnecessary,theunjustoppressoroftheircountry.

Q.:Shouldthesepeopleemployonly methodsofpersuasionandnon-violence,asGandhihasdonewithsome successinIndia?

R.:Thereisnomoralobligationto restrictthemselvestosuchmethods. Untilthereissomehopeofsuccessful armedresistance,theinterestsofthe countryandofinnocentoldpeople, women,andchildrencouldmakepassiveenduranceofthevictor'sdominationanobligationinjustice.Butthe justicewouldbetothecountryitself, notanacknowledgementoftheright oftheoppressor.Forsucharight doesnotexist. * * *

R.:OnChristianprinciplesoneis obligedtotrynottolethatredorvindictivenessdictatehisattitudetowardsthepersonwhohaswronged

USEOFPHYSICALFORCE.

Q.:Ifavictimofpersonalphysicalviolence,oughtonenevertoemploy physicalweaponsinself-defence?

R.:Oneisalwaysfreetoemploy suchphysicalweaponsasarenecessary againstunjustphysicalaggression,provided,ofcourse,thattheyareused onlytotheextentinwhichtheyare necessarytowardoffviolence.One wouldbefree,ontheotherhand,to sufferpatientlysuchphysicalviolence fromamotiveofself-denialandabnegation,providedhisinjuriesdidnot proveagreatinconvenienceandexpensetoothersdependentuponhim. Forexample,thebreadwinnerofa familyowesittohisfamilytopreserve hishealthandstrength.Suchaman wouldbeobligedtodefendhisphysicalwelfareagainstviolence.

Q.:Oughtwenottodefendothersby similarmeans?

R.:Weoughtalwaystodefend othersagainstunjustassaultbywhatevermeansarenecessary,andtothe bestofourability.Whateverright onehastosufferhimselfwhenonly hehimselfisaffected,hehasnoright topermitinjuriestoanotherthathe couldpreventwithoutgravepersonal risk.

THECHRISTIANSPIRIT.

Q.:Finally,wouldyoumaintainthat, fromtheChristianstandpoint,processesatlaw,imprisonment,thedefeatofone'sfoesinwar,etc.,are onlyinordertodogoodtoone'senemies,andnotforthedefenceofone's owninterests?

R.:FromtheChristianstandpoint onemayintendboththepreventionof furtherwrongdoingbyone'senemies, andalsothedefenceofone'sownlegitimateinterests.AllthattheChristian lawdemandsisthatweavoidallmotivesofhatredandvindictivenesstowardstheenemieswhoseevilconduct wedesiretocurb,andfromwhom weseekreparationoftheharmthey havewrought.Now,thatcoversall yourquestions,Ihope,toyoursatisfaction.

Inanswertothatstatementthereare severalthingstobeobserved:-

(1)Becauseofhisambition,greed, treacheryandutterlackofscruple, HenryIV.wasintheXIth.Century

verymuchwhatHitleristo-day.And hismostformidableopponentwasPope GregoryVII.,whostoodundauntedfor therightsofGodandmanagainstthe depredationsoftheEmperor.

(2)RudolfofSwabiawaselectedby theTeutonPrinceswhowereheartily sickofthetyrannyandtreacheryof Henry.Hiselectiontookplacewithouttheknowledgeorconsentofthe Pope,whorecognisedRudolfonly afterHenryhadrepudiatedthesolemn agreementhemadeatCanossa.and hadgenerallydemonstratedhisfaithlessness.

(3)Henrydidnotappoint.anew Pope.Heappointedananti-Popein thepersonoftheambitiousGuibertof Ravenna,whoassumedthenameof ClementIII.ButHenrydidnotand couldnotestablishthelegitimacyof Clement'sappointmentordeprivethe lawfulPopeofhisrighttothePapal Office.Henry'screaturewasnomore thelawfulPopethanQuislingisthe lawfulrulerofNorwayto-day.

SOMEABSURDASSUMPTIONS.

Wouldyoupleasecommentonthis reply?

Itisnotaquestionofthe"Roman religion"orof"Papalhistory;"orany othersortofreligionorhistory.Itis aquestionoffactandoffundamental principlesoflaw.NowthatGregory wasandremainedthelawfulPopeand thathisrivalwasausurperwithno righttothetitleofPopeotherthan thearmedmightofHenryarefacts whicharenowgenerallyrecognisedby historians.TheEmperorhadno moralpowerorrighttodeposeaPope andappointanewPope-nomore rightthanHitlertoday.

Secondly,thereplyisbasedonthe sillyassumptionthatGregorywasout ofofficebecausehewasoutofthecity ofRome."Hewasactuallyoutof office,"wearetold,"in1084whendrivenfromRomebyHenry."Applying thesamestrangereasoningtoamoderncase,theSovietGovernmentwould beoutofofficebecauseithashadto leaveMoscow. ItistruethatDesiderius,Abbotof MonteCassino,wasnotelecteduntil nearlyayearafterthedeathofGregory.Butitshouldbeobviousthat, juridically,thevacancyofthePapal officeforayearorevenmorewould nomoreinterruptthePapalsuccession fromSt.Peterthanthelapseofafew daysorweeks.

OriginofSocialLife.

Fromindividualandsociallifewe shouldrisetoGod,theFirstCauseand UltimateFoundation,asHeisthe Creatorofthefirstconjugalsociety, fromwhichwehavethesocietywhich isthefamily,andthesocietyofpeoplesandofnations.Asanimage, albeitimperfect,ofitsExemplar,the OneandTriuneGod,Whothroughthe MysteryoftheIncarnationredeemed andraisedhumannature,lifeinsociety,initsidealsandinitsend,possessesbythelightofreasonandofrevelationamoralauthorityandanabsolutenesswhichtranscendeverytemporalchange.

Ithasapowerofattractionthat,far frombeingweakenedorlessenedby delusions,errors,failures,drawsirresistiblythenoblestandmostfaithful soulstotheLord,totakeupwithrenewedenergy,withaddedknowledge, withnewstudies,methodsandmeans, theenterpriseswhichinothertimes andcircumstancesweretriedinvain.

Theoriginandtheprimaryscopeof sociallifeistheconservation,developmentandperfectionofthehuman person,helpinghimtorealiseaccuratelythedemandsandvaluesofreligion andculturesetbytheCreatorforevery manandforallmankind,bothasa wholeandinitsnaturalramifications. AsocialteachingorasocialreconstructionprogrammewhichdeniesorprescindsfromthisinternalessentialrelationtoGodofeverythingthatregards manisonafalsecourse;andwhile itbuildsupwithonehand,itprepares withtheotherthematerialswhich soonerorlaterwillundermineanddestroythewholefabric.Andwhenit disregardstherespectduetothe humanpersonandtothelifewhich ispropertothatperson,andgivesno thoughttoitinitsorganisation,in legislativeandexecutiveactivity,then insteadofservingsociety,itharmsit: insteadofencouragingandstimulatine. socialthought,insteadofrealisingits hopesandexpectations,itstripsitof allrealvalueandreducesittoautilitarianformulawhichisopenlyrejected byconstantlyincreasinggroups.

Ifsociallifeimpliesintrinsicunity,it doesnot,atthesametime,excludedifferenceswhicharefoundedinfactand nature.,WhenweholdfasttoGod,the SupremeControllerofallthatrelates toman,thenthesimilaritiesnoless thanthedifferencesofmenfindtheir allottedplaceinthefixedorderof being,ofvalues,andhencealsoofmor ality.

FatalMasquerade.

When,however,thisfoundationis removed,thereisadangerouslackof cohesioninthevariousspheresofcul ture:thefrontieroftruevaluesbecomesuncertainandshiftingevento thepointwheremereexternalfactors

andoftenblindinstinctscometodetermine,accordingtotheprevalent fashionoftheday,whoistohavecontrolofthisorthatdirection.After thefatefuleconomyofthepastdecades,duringwhichthelivesofall citizensweresubordinatedtothestimulusofgain,therenowsucceedsan.,therandnolessfatefulpolicywhich, whileitconsiderseverybodyandeverythingwithreferencetotheState,excludesallthoughtofethicsorreligion. Thisisafatalmasquerade,afatal error.Itiscalculatedtobringabout incalculableconsequencesforsocial life,whichisnevernearertolosingits noblestprerogativesthanwhenit thinksitcandenyorforgetwithimpunitytheeternalsourceofitsowndignity:God.

Reason,enlightenedbyfaith,assigns toindividualsandtotheparticularsocietiesinthesocialorganisationade-

Theprecise,bedrock,basicrulesthat governsocietycannotbeprejudicedby theinterventionofhumanagency. Theycanbedenied,overlooked,despised,transgressed,buttheycannever beoverthrownwithlegalvalidity.It istrue,indeed,that,astimegoeson, conditionsoflifechange.Butthere isneveracompletebreakoracompletediscontinuitybetweenthelawtit yesterdayandthatofto-day,between thedisappeaarnceofoldpower,and constitutionsandtheappearancesof aneworder.

Inanycase,whateverbethechange ortransformation,thescopeofevery socialliferemainsidentical,sacred, obligatory:itisthedevelopmentof thepersonalvaluesofmanasthe imageofGod;andtheobligationremainswitheverymemberofthehuman familytorealisehisunchangeabledestiny,whosoeverbethelegislatorand theauthoritywhomheobeys

Inconsequence,therealwaysremains,too,hisinalienableright,which nooppositioncannullify-aright whichmustberespectedbyfriendand foe-toalegalorderandpracticewhich appreciateandunderstandthatitis theiressentialdutytoservethecommongood.

SECULARISTEXCLUSIONOFRELIGIONANDDIVORCE OFLAWFROMMORALITYHASLEDTORACISM, ANDTHEABSOLUTESTATE.

finiteandexaltedplace.Itknows,to mentiononlythemostimportant,that thewholepoliticalandeconomicactivityoftheStateisdirectedtothepermanentrealisationofthecommongood.

Itistocreatethoseexternalconditionswhichareneededforthemass ofthecitizenstobringtheirnatural virtuestomaturity,tofulfiltheirdutiesanddevelopfullytheirmaterial, intellectualandreligiouslife.Thisis, inasmuchas,ontheonehand,thefamilyandotherassociations(towhich naturehasgivenprecedenceoverthe State)maybephysicallyandmorally insufficientfortheirneeds;andonthe otherhand,God'sredeemingwillhas nowestablishedintheChurchanother anduniversalsocietytodirectthehumanindividualtotheattainingofhis supernaturaldestiny.Inaconceptionofsocietywhichispervadedand sanctionedbyreligiousthought,theinfluenceofeconomicsandofeveryother sphereofculturalactivityrepresentsa universalandmostexaltedcentreof activity,veryrichinitsvarietyand coherentinitsharmony,inwhichmen's intellectualequalityanddiversityof occupationcomeintotheirownand secureadequateexpression.

Whenthisisnotso,workisdepreciated,andtheworkerisbelittled.

JuridicalOrder.

Thatsociallife,suchasGodwilled it,mayattainitsscope,itneedsajuridicalordertosupportitfromwithout, todefendandprotectit.Thefunctionofthisjuridicalorderisnotto dominatebuttoserve,tohelpthedevelopmentandincreaseofsociety's vitalityintherichmultiplicityofits ends,leadingalltheindividualenergiestotheirperfectioninpeacefulcompetition,anddefendingthemwithappropriateandhonestmeansagainstall thatmaymilitateagainsttheirfull evolution.Suchanorder,thatitmay safeguardtheequilibrium,thesafety andtheharmonyofsociety,hasalso thepowerofcoercionagainstthose whoonlybythismeanscanbeheld withinthenobledisciplineofsocial life.Butinthejustfulfilmentofthis right,anauthoritywhichistrulyworthyofthenamewillalwaysbepainfullyconsciousofitsresponsibilityinthe sightoftheEternalJudge,before WhoseTribunaleverywrongjudgment, andespeciallyeveryrevoltagainstthe orderestablishedbyGod,willreceive withoutfailitssanctionanditscondemnation.

Intheoneasintheother,sinceboth radiatefromthesameSpiritofGod,We readtheprogrammeandthesealofthe humanspirit;theycomplementone another.giveeachotherlifeandsupport,walkhandinhandalongthe roadofconcordandpacification,while rightclearsthewayofloveandlove makesrightlessstern,andgivesita highermeaning.Bothelevatehuman lifetothatsocialatmospherewhere, evenamidthefailings,theobstacles andthedifficultiesofthisearthafraternalcommunityoflifeismadepossible.

ASadForetaste.

Thejuridicalorderhas,besides,the highanddifficultscopeofensuring harmoniousrelationsbothbetweenindividualsandbetweensocieties,and withinthese.Thisscopewillbereachediflegislatorswillabstainfromfollowingthoseperiloustheoriesandpractices,soharmfultocommunitiesand totheirspiritofunion,whichderive theiroriginandpromulgationfrom falsepostulates.

RacismCondemned.

AmongsuchpostulatesWemust countthejuridicalpositivismwhichattributesadeceptivemajestytothesettingupofpurelyhumanlaws,and whichleavesthewayopenforafatal divorceoflawfrommorality;thereis, besides,theconceptionwhichclaims forparticularnations,orraces,or classes,thejuridicalinstinctasthe finalimperativeandthenormfrom whichthereisnoappeal;finally,there arethosevarioustheorieswhich,dif-

Anyonewhoconsiderswithanopen andpenetratingmindthevitalconnectionbetweensocialorderandagenuinejuridicalorder,andwhoisconsciousofthefactthatinternalorderin allitscomplexitydependsonthepredominanceofspiritualforces,onthe respectofhumandignityinoneselfand inothers,ontheloveofsocietyandof itsGod-givenends,cannotwonderat thesadeffectsofjuridicalconceptions which,farfromtheroyalroadoftruth, proceedontheinsecuregroundofmaterialistpostulates.Buthewillrealiseatoncetheurgentneedofareturntoaconceptionoflawwhichis spiritualandethical,seriousandprofound,vivifiedbythewarmthoftrue humanityandilluminedbythesplendoroftheChristianFaith,whichbids usseekinthejuridicalorderanout-

Theseareliberalindicationsofthe extenttowhichtherecommendations oftheAustralianCatholicHierarchy totheFederalGovernmentonpostwarreconstructionmayprevail.They givereasonforhopethatarational andpartiallyChristianordermaybe :naugurated.Ontheotherhand,of course,themadrushtowardscollectivismhasgatheredmomentumatthe sametime,andtheextremelyfacile natureofitssolutionmustbeaconstantsourceoftemptationtopoliticians.Butanultimateradicalresolutionofoursocialdisorderscannotbe simpleifitistobesane.Forsociety mustcorrespondtothecomplete natureofmanifitistobeanordered community.Andthenatureofmanis bynomeanssimple.Theinter-play ofthespiritualandthematerial makeitextremelycomplex.

ApartfromCatholicsources,little exceptionhasbeentakentotheBeveridgePlan.TheEnglish-speakingpress withanalltooreadyidiocyhailedit asanoracleandapanacea.Butthe warmthofitsadulationwasitselfsuspicious.RecentlytherehasbeendiscontentintheranksoftheBritishLab- 'ourPartywhichthePress,againwith unimpeachablelunacy,describedas"a storm.'Butitwasastorminateacup.SomeoftheLabourpoliticians, itappears,fearthattheChurchillregimewillnotfullyimplementBeveridge.ButtheLabourMinistersare sittingtightintheNationalGovernment.Somuchfortherealitiesof thePartysystem!Itonlyremainsto

Fortheguidanceofthesegentlemen itmaybewelltonotethattheirproposalwillcontributepreciselynothing tothesolutionofthejuveniledelinquencyproblem.Itwillbeasifa doctorplacedabiabetespatientina lasaretfortreatment.Thefundamentalfactaboutdelinquencyisthatitis areligiousdisorder.Thesechildren are,forthemostpart,inevitableproductsofasecularandmaterialisticsocialorder.Theycomefromhomes wheremoralityisinthediscard-the off-springofillicitunions,ortheunwantedwaifsofthedivorceprocess,or fromhomeswherecontraceptionand infidelityhavesappedtheveryvitals ofthemostintimatehumanrelationshipanddestroyedthegravestmoral responsibilitythathumansbear.They gotoschoolswherethenameofGod isexcluded,andwherethesaving truthsofChristianityarenevertaught. Theygoouttoworkinadead,demoralisedindustrialworld,wherethere isnorelationbetweenworkandresponsibility,nosenseofadivinevocationordignityinlabour,andwhere moralcorruptionisalmostuniversal.

How,inthenameofallthatisreasonable,isaGovernmentindustrial schoolgoingto"reform"thesegaping spiritualdisorders?Theobviousremedyisnottopatchsecularismbyseenliarism,buttogiveadequatefinance andlegislationtotheexistingreligious trainingcentrestoenablethemtodo efficientlywhattheyatpresentdo underinsufferabledifficulties.Itwould alsobemoreeconomic,forthereisnot theslightestjustificationforthecapitaloutlayofnewbuildingsandthe maintenanceofnew,largestaffs.Also, whatisreallyefficaciousintheexperienceofotherlandsisnottheindustrialschool,butthefarmschool,where nearnesstothewholesomenessof natureisitselfahealingelement.Again. thereligiousschoolshaveanticipated thesecularistsolution,allourdenominationaltrainingcentresbeingsituatedinthecountry.

Itwouldseemthat,inthematterof Communism,theFederalGovernment hasbeenashadeprecipitate.Despite theappallingrecordofthePartyprior toRussia'sentryintothewar,itwas quicklylegalisedandtookupanembarrassingstandbehindtheCurtin Government.ButCanadahasnot beenwillingtobesoeasilywooed.In-

credibleasitmustseen-,totheRussophiles,theCanadiansstillseethat therearedifferencesbetweeninternationalCommunismandtheconstitutionalandChristianset-upoftheir countrywhicharefundamental,andso theyrefusetolifttheban.InEngland,thenations:executiveofthe LabourPartyhasagainrefusedeven toplacebeforetheLabourPartyConferenceanapplicationfromtheCommunistPartyforaffiliation.Thereasonsgivenforthisactionareveryinteresting.i.e.:"TheCommunistParty's completeirresponsibilityinBritish politicsanditsgeneraloutlookareentirelyoutofharmonywiththeLabour Party'sphilosophyandobjectives."It recallshowtheCommunistshaddishonestlyexploitedeverypossiblegrievance,notonlyintheworkshopsbut evenamongtheworried,anguished peoplewhosoughtrefugeinLondon's undergroundshelters,andcallsupon itsmemberstovisualisethe"unrelieved agony"whichtheworldwouldhave beenenduringhadtheLabourParty's policyofstandinguptoaggression beensubmergedbythatoftheCommunistParty.

This,indeed,isamostterriblestigma foracorporatebodytobebranded with,andonefromwhichanassociationofnormallysensitiveandhonourablepeoplewouldnotrecover.Buta fanaticism,comparabletothatofthe Nipponese,markstheRedsandis sufficientlyintensetodullthereactions whichtheoutrageofthefundamental loyaltieswouldnormallyevoke.But eveniftheAustralianGovernmentgot alittleaheadofitselfinlegalising suchagroup,noamountoftalkand publicitycaneversucceedinnaakith peopletrustthemagain.Theyare markedforduplicityandtreachery onceandforall.

Inthisconnectionitisinterestingto notethat,despitethecordialitywhich

hasbeensaidtoexistbetweenSikorski andStalin,aNewYorkcableduring theweekreportsanaccusationfrom thePolishPremierthatRussiahas beendroppingparachutistsinCentral andEasternPolandforpurposesof carryingonpoliticalwarfareandorganisingCommunistcells."Icannot deny,"saidSikorski,"thatthereare verygreatdifficultieswithRussia."He openedupthequestionofthe"whole attitudeoftheSoviettowardsdemocracy."FromthisandotherindicationsitwouldappearlegitimatetowonderwhetherRussia'spre-occupation withtheGermanshadcausedherto neglectherinternationalaffairs.And itwouldmakethestatementsofresponsibleBritishpoliticiansonthe "bogeyofCommunism"andthereal valueandmeaningoftheAnglo-Soviet pactringalittleunrealandsavouring oftoomuchprotestforcompletesincerity.Atanyrate,sofarastheRed virusathomeisconcerned,itmaybe aswellforittodevelopinthelight ofdaywhereitcanbewatchedrather thanintheplacesofdarkness.But asIhavesaid,inthelightofthevery recentpast,wemayexpectmore noiseandheatthaneffectiveheadway.

AtthemeetingoftheGuildonSunday,February14.atwhichseventy membersattended,inspiteofthestiflingheat,severalitemsofinterestwere discussed.

Themeetingwasopenedwithashort talkbyFatherLalor,ontheaimsof theGuildandtheambitionswehad inview.Ourpresident,MaryMoir, wasintroducedtothegirlsandshe saidafewwordsabouttheworkwe intenddoing.

ThePresident,whoishopingtoget someofthemembersoftheGuildto writeplays,dialoguesandotheritems forfutureconcerts,suggestedthata guineashouldbegiventothewriterof thebestone-actplayforanall-girlcast, handedinbeforethenextmonthly meeting,andhalfaguineaforthesecondbest.ManyCatholicidealswere put.forwardtoerwouragethegirlsto takeanactivepartinthecompetition.

Forthosemembersmoremusically inclined,thepresidentsuggestedahalfguineaprizeforsettingtomusicthe "PrayerofYouth."Themelodychosenwillbeorchestratedbytheleader oftheorchestraandwillbeusedasa "finale"atallpublicconcertsandclub socials.Thesesuggestionsfromthe presidentwerereadilyacclaimedbyall present,whoshowedoutstandingenthusiasmattheopportunitygiven themtodemonstrateeffectivelytheir willingnesstoco-operateinthefurtheranceofCatholicculture.

Turningtotheworldoflabour,thePope,whilereiteratingthe Church'soppositiontoMarxistSocialism,askswhatpriestor Christiancanremaindeaftothecryforjustice,aspiritofbrotherlycollaboration.Silenceisculpableandunjustifiablebefore God.Thedignityofthehumanperson,PopePiusinsists,normallyrequiresprivateownershipofproperty.ifpossibleforall. Theworkermustnotbecondemnedtoeconomicdependenceand slavery."To-day,"hedeclares."asneverbefore.thehourhas comeforreparation,forrousingtheconscienceoftheworld thecallofthemomentisnotlamentation,butaction reconstructionofwhatmustariseforthegoodofsociety."

Hencehecallsuponacrusadeofall"thebestandmostdistinguishedmembersoftheChristianfamily"tomarchonasCrusaderstofreetheholylandofthespirit onwhichwillarisea socialconstructionofsolidinternalconsistency.Hewarnsthat theroadfromnighttofulldaywillbelong,callingforserviceand sacrificeinaspiritoftruth,justiceandlove..Helaysdownfive "milestones"onthatroad.thelastofwhichincludes"theconservationandperfectionofasocialorderwhichwillmakepossiblean assured,ifmodest,privatepropertyforallclassesofsociety."He pointsthewaytosalvationintherenunciationofegoismandnationalisolationandtherehabilitationofajuridicalorderwhich willsecureman'sinalienablerightsimmunefromallarbitraryattack.Heconcludeshis"appealtotheconscienceoftheworld" byindicatingthesharewhichevenChristianshavehadinthe growthoferrorandinthelackofmoralfibreinsocietyto-day. Heseesthewarasthecrumblingprocessofasocietywhichwas unableanylongertohideitsmortalweaknessanditsunbridled lustforpowerandgain.Hecallsupon"crusader-volunteers"to liftupadistinguishednewsociety,anewcallformoralandChristianre-birth,sothatthehumanrace,gravelyill.mayhehealedin thenameofconscienceennobledbyChristianity.

ConversionPresupposes CompleteAcceptance

AreAnglicansinanysensemembers oftheChurchofChrist?Thestock answer,Ithink,isthatalthoughthey donotbelongtoits"body,"theymay toits"soul,"whichisoneofthose convenientexplanationsthatsound wellbutmeanverylittle.Wecan forgetit.Iampreparedtoadmit, indeed,thatinaveryrealsenseAnglicansbelongtothe"boys"ofthe Church.

St.Thomas,discussingtheChurch asthemysticalbodyofthosewhoin onewayoranothercomeunderthe headshipandsavinginfluenceofChrist, includeswithinitallmankindwiththe soleexceptionofthosewhoarefinallyseparatedfromHiminhell.Our friendsarecertainlymembersofthe "body"inthiswidesense.Inthe sameplace,however,wereadofamore restrictedconceptionoftheChurch,in whichmembershipdependsonunion withChristbyfaith.Thereisalsoa stillnarrowerdefinitionwhichincludes withintheChurchonlythosewho,besideshavingfaith,areunitedtoChrist bycharityorsanctifyinggrace.Itis vaintoenquirewhetherAnglicansbelongtotheChurchinthelastsense, becauseitsmembershipisknownto Godalone.Whatwehavetodecide, therefore,iswhetherourfriendsbelong totheunityoffaith.

Baptism-ItsImportance. NowunionwithChristbyfaith,we say,canonlybeachievedthroughunity ofmindwiththevisibleChurchon earth.Anditisnousebeingvague aboutwhatwemeanbythe"visible Church;"thusitissimplythe"Roman Communion."Thequestiontobesettled,therefore,iswhetherAnglicansare inanysensemembersofourownbody. Itmayseemanabsurdquestion,buta littlethoughtwillshowthat;tcannot beansweredallatoncewithanunequivocalnegative.

Theoutwardsignofentryintothe CatholicChurchissimplyBaptism., butthefirstrequirementformembershipisthewholeheartedacceptanceof itscorporatefaith.Whatshallwesay, then,ofpeoplewho,althoughtheydo not"thinkwiththeChurch,"have nonethelessbeenbaptised?WecannotignoretheirBaptismasamere emptyform:ifvalidlyadministered ithasarealeffectuponthesoul, whethertherecipientisa"believer" ornot.

Obviously,wecannotassumethat allwhohavereceivedBaptismarein astateofgraceandmembersofChrist byfaithandcharity.Theinvariable effectofBaptism,however,isthis: Itimpressesuponthesouloftherecipientwhatiscalledthebaptismal character;asortofdistinguishing markbyvirtueofwhichhepossesses acertainstatusbothinthesightof GodandinrelationtotheCatholic body.InthesightofGoditestablishesakindofrightortitletosanctifyinggrace,effectivewhenevertheobstaclestograceareremoved,andinrelationtotheChurchitbringshim withinthesphereofitsjurisdiction.

PersonintheChurch.

ItwillbeunderstoodthattheCatholicbodyclaimsnospiritualjurisdictionovertheunbaptised.From thestandpointofCanonLaw,however, themerefactofhavingreceivedthe baptismalcharactergivestherecipient (whoeverhemaybe)thecanonical statusofa"person"intheChurch, thatistosay,oneofwhomthelaw takescognisance.Itisnotnecessarily actualmembership,butitnevertheles carrieswithitalltheobligationsof membership,and-subjecttocertain restrictions-allthepriviliges.

Asregardsthelatter,theCanonLaw mentionstwothingswhichmayina greaterorlessdegreedepriveabaptisedpersonoftherightsandprivileges ofmembershipintheChurch:oneis ajuridicaldeprivationofcertainrights by"censure,"asapenaltyforsome offence:theother(whichisallthat concern,ushere)is"someobstacle whichisanimpedimenttothebond ofunionwiththeChurch"-forexample,heresyorschism.

Accordingtothisprinciple,then, everybaptisedAnglicanbelongsto theCatholicandRomanChurch,and theonlythingthatstandsintheway offullmembershipandtheenjoyment ofitsprivilegesishisnon-acceptance ofthatChurch'sfaithanddiscipline.

PerhapsImaybringthemattera littlenearerhomebysaying(with muchhumilityinthethought)thatall thebaptised"non-Catholics"inmy parishbelongbyrighttomycongre-r gation;allofthem,Anglicans,Methodists,clergy,ministers,whateverthey maybe,oughttocometoMasson Sundays;andallofthem,thoughdeprived,alas!ofaccesstothesacrameats,retainatleastsomefundamentalrightsasbaptisedpersonsand myparishioners.

SeparatedBrethren.

Such,then,isourviewofAnglicans asindividuals.Theyareseparated brethren.Butwhatshallwesayof theChurchofEnglandasabody?

Firstofall,itisevidentthatthere aresomereligiousbodieswhichare nomorethanvoluntaryhumanassociations,whoseonlyreasonforexistence isthefosteringofsomemistakenform ofChristianity.These,ofcourse,possessnoecclesiasticalstatusatall. Canitbesaid,then,thatthisrepresentsthepositionoftheChurchof England?Thisbodycertainlyperpetuatestheoldecclesiasticalorganisation,andisthereforenotwhollya humancreation.ManyofitsBishops occupyancientSees,andmanyofits parishclergyclaimdirectdescentin theirbeneficesfromtheolddays.Only theirordersareinvalid.

Itmaybesuggested,indeed,that thisisfataltoanypretenceofcon-r tinuityorprospectof"corporatereunion:"butreallyIamnotsocertain onthepoint.Ifeelsurethatifthe ChurchofEnglandasawholeshowed anylikelihoodofacceptingthefaith asweunderstandit,theHolySee mightconceivablyregardtheancient provincesanddiocesesofEnglandas havinginasensesurvived(though withinvalidorders),andthereforeas capableofreinstatement.

MarxistSocialism.

Anyonewhoconsidersinthelightof reasonandoffaiththefoundationsand theaimsofsociallife,whichwehave tracedinbroadoutline,andcontemplatesthemintheirpurityandmoral sublimity,andintheirbenefitsin everysphereoflife,cannotbutbeconvincedofthepowerfulcontributionto orderandpacificationwhicheffortsdirectedtowardsgreatidealsandresolvfacedifficulties,couldpresent,or better,couldrestoretoaworldwhich isinternallyunhinged,whenoncethey hadthrowndowntheintellectualand juridicalbarriers,createdbyprejudice, errors,indifference,andbyalongtraditionofsecularisationofthought,feeling,actionwhichsucceededindetachingandsubtractingtheearthlycity fromthelightandforceofthe-Cityof God.

TheHourForReparation.

To-day,asneverbefore,thehour hascomeforreparation,forrousing theconscienceoftheworldfromthe heavytorporintowhichthedrugsof falseideas,widelydiffused,havesunk it.Thisisallthemoresobecausein thishourofmaterialandmoraldisintegrationtheappreciationoftheemptinessandinconsistencyofeverypurelyhumanorderisbeginningtodisillusioneventhosewho,indaysofapparenthappiness,werenotconscious oftheneedofcontactwiththeeternal inthemselvesorinsociety,anddid notlookuponitsabsenceasanessentialdefectintheirconstitutions.What wascleartotheChristian,whoinhis deeplyfoundedfaithwaspainedbythe ignoranceofothers,isnowpresented tousindazzlingclearnessbythedin ofappallingcatastrophewhichthepresentupheavalbringstoman,and whichportraysalltheterrifyinglineamentsofageneraljudgmentevenfor thetepid,theindifferent,thefrivolous.Itis,indeed,anoldtruthwhich comesoutinevernewforms,andthundersthroughtheagesandthroughthe nationsfromthemouthoftheProphet:"Allthatforsaketheeshallbe confounded;theywhodepartfrom theeshallbewrittenintheearth:becausetheyhaveforsakentheLord,the VeinofLivingWaters."

SpiritofCrusaders.

Thecallofthemomentisnotlamentation,butaction:notlamentation overwhathasbeen,butreconstruction ofwhatistoariseandmustarisefor thegoodofsociety.Itisforthebest andmostdistinguishedmembersof theChristianfamily,filledwiththeenthusiasmofCrusaders,touniteinthe spiritoftruth,justiceandlovetothe call,"Godwillsit,"readytoserve,to sacrificethemselves,liketheCrusaders ofold.

Iftheissuewasthentheliberation ofthelandhallowedbythelifeofthe IncarnateWordofGod,thecallto-day is,ifWemaysoexpressOurselves,to traversetheseaoferrorsofourday andtomarchontofreetheholyland ofthespirit,whichisdestinedtosustaininitsfoundationstheunchangeablenormsandlawsonwhichwill ariseasocialconstructionofsolidinternalconsistency.

Theessentialaimofthisnecessary andholycrusadeisthattheStarof Peace,theStarofBethlehem,may

shineoutagainoverthewholeofmankindinallitsbrilliantsplendourand reassuringconsolationasapledgeand auguryofafuturebetter,morefruitful andhappier.

Itistruethattheroadfromnight tofulldaywillbelong;butofdecisive importancearethefirststepsonthe path,thefirstfivemilestonesofwhich bearchiselledonthemthefollowing maxims:

AnnualGeneralMeeting.

ThesixteenthannualgeneralmeetingoftheW.A.C.L.T.A.tookplaceat BactonHouseonFridayeveninglast. Thepresident,Mr.A.E.Heagney,presidedoveranenthusiasticgathering ofmembers.

Thehon.secretary(Mr.J.W.Wall), inaveryexcellentandcomprehensive report,outlinedtheactivitiesofthe Associationduringthepasttwelve months.Hestatedthat,despitethe troublesometimesthroughwhichwe arepassing,itwaspleasingtoreport thatthesolidarityoftheAssociation wasasstrongasever.Thenumber ofclubstotalled12(11metropolitan andonecountry),andthetotalmembershipwas233. Thisnumberwas considerablyless(about50percent.) thanlastyear,duemainlytoenlistments,etc.However,theAssociationhopestobuilditupthisyear withthemembershipofjuniors.

Thefinancialpositionwasoutlined bythetreasurer(Mr.P.Reilly),who enlightenedmemberswiththefact that,despitethreeyearsofwartime conditions,thefinancesoftheAssociationwereinaverysatisfactorycondition.

WarConditions.

Wherejuvenilecrimeflourishesitis inspiteofChurchandschool.But allthreeagenciesmightwelllaymore emphasisonthesocialimplicationsof religiousteaching,ontheindividual's dutiestothesocietyinwhichhelives. Thiswouldoffsetthepresentoveremphasisonrights.

Thepresentoutbreak,thereportcontinues,hasbeenaggravatedbyconditionsarisingoutofthewar,suchas homesbrokenbyevacuation,absence unwarworkofmothersaswellas fathers,disorganisationofschools,with lossofsomeoftheirplaygrounds,excessivewagesforyoungpeople,anddoublesummertime,whichtendsto leavechildrenoutofdoorsandidle untilfartoolateintheevenings.But theseconditionsaretheoccasions ratherthanthecausesofdelinquency, anditmustberememberedthatthe greatmajorityofpoorfamiliesaresufferingunderthemwithoutproducingtheconsequenceofcrime.

Dealingwithlong-termremedies,the reportstatesthattheChurchesmust makeaconcentratedand,ifpossible, aconcertedattempttoawakenpublicopinionbothtotheexistenceofa nationaldangerandalsotoafaith thatitcanbecountered.Anewand sterneremphasismustbelaidupon

God'seternalandinexorablelawsof rightandwrong.

Tothesameendtheymustclaim anduseaunitedinfluenceuponthe re-orderingofthenationaleducational system.

Theymustapplyeverymeansof co-operatingwithcivilauthoritiesin appealingtoasenseofresponsibility, latentinallparents,foradisciplined careoftheirchildren,andalsowith teachersinthetaskofcorporatelife whichshallenlistthenaturalloyalty ofthechild.

Theheadteachershouldbedirectly associatedwiththepreventionofdelinquencyandthetreatmentofchildrenwhobecomedelinquentwhile membersofhisschool.

Thereportsuggeststhatmorecarefulattentionshouldbepaidbythe Churches,intheschool,andinthe hometothechild'straininginthe rightuseofleisure.

Iwastalkingsometimeagowith averyinterestingman,amanwho hadspentsomeyearsinIndiabefore thewar.HewaswiththeArmyon theNorth-Westfrontier,andhehad verystrangestoriestotellaboutthe wildtribesmenthere.Atfirst,he said,youmightimaginethattheywere themostinnocentmeninthewhole world.Bigmentheyare,withblack beards;jollylookingmen.Andtheir favouritegameis,whatdoyouthinkyou'dneverguess-marbles!When youseethemplayingmarbles,laughingandjokingtogether,yousay, ''Whatcouldbemoreinnocentinall thewideworldthanthesefellows?" Butsuddenlythereisacry.They leavetheirgameofmarblesandrush off.Anhourortwolatertheycome backtotheirgame,butinthemeantimetheyhavebeenkillingmen, womenandchildren.Theirfavourite game,ashesaid,ismarbles,theirfavouriteoccupation-murder.

Now,boysandgirls,theDevilcan lookjustasinnnocentasthesebig, beardedmen.Youknowhowpleasantlyhecanspeak.Andheisan expertatcamouflage.Camouflage maybeanewwordtosomeofthe Youngerboysandgirls,althoughithas comeintogeneralusesincethewar.It isfromaFrenchwordmeaningtodisguise.Natureyouknowisfullof disguise,fullofcamouflage.Wild creaturesarecolouredsoastomake themalmostinvisible.Thetigerin theZoolooksverynoticeablewithhis brightstripes,butamongthejungle grassheisnoteasilyseen.His stripedcoatmingleswiththeshadows castbythesunonthejungle,andso hecanstealunnoticeduponhisprey. Whatisthisworldwar,withallits attendantcircumstances,whetherthey beremoteorproximatecauses,its progressandmaterial,legalandmoral effects?Whatisitbutthecrumbling process,notexpected,perhaps,bythe thoughtless,butseenanddirectedby thosewhosegazepenetratedintothe realitiesofasocialorderwhich-hehindadeceptiveexteriororthemask ofconventionalshibboleths-hidits mortalweaknessanditsunbridledlust forgainandpower?

Thatwhichinpeacetimelaycoiled up,brokelooseattheoutbreakofwar, inasadsuccessionofactsatvariance withthehumanandChristiansense.
