Theanti-Christiantotalitarianworld viewexistsinfourforms:
1.Anhistoricalformasarevivalof theimperialtraditionsoftheancient RomanEmpire,whichisFascism;2, Ananthropologicalform,astheglorificationoftheNordicrace,whichis Nazism;3.Abiologicalformasthe identificationofGodwithadynastic house,whichisJapaneseImperialism.
4.Asociologicalform,astheglorificationofclassstruggleandthedictatorshipoftheproletariat,whichisCommunism.
ImakethesamedistinctionbetweenRussiaandCommunismthat StalinmadebetweenGermanyand Nazism.StalinsaidhewasnotfightingagainstGermany,butagainstNazism.Inlikemanner,wearefighting forRussia,butwearenotandwe mustnoteverfightforCommunism.
NoneoftheseformsoftotalitarianismisaStateinthepoliticalsenseof theterm;rathertheyarephilosophies oflifeworkingthroughapartywhich isasubstitutefortheState.They allinvestprimitiverealitiesofclass, race,nationandbloodwithadivine significance.Inacertainsensethey markthereturntotheworldofthat whichdiedwiththeadventofChristianity,namely,polytheism.
CommunismFounded.
Tounderstandtheessenceofthe rtotalitarianworldview,consideritin itsNaziform.Itisanti-Christian,
anti-Semiticandanti-democratic.These conceptsweretosomeextentdominantinPrussiabeforetheybecameunifiedunderHitler.Forexample,all threeideaswerefoundinPrussia's philosophers,likeFichte,whoprostitutedGodintoanationaldeity,taught theJewcouldneverbeaGermanand affirmedtheoldMachiavellianthesis thatthestrengthofaStatemakes tight:andinaHegel,whoseantiChristianityidentifiedGodwiththe PrussianState.foretoldafuturechosenracetoreplacetheJews,andwho spawnedananti-democraticGerman, KarlMarx,whofoundedCommunism. Thesetotalitariansystemsareintrinsicallywicked.
ThesecondworldviewisthenonChristiantraditionofWesterncivilisationforthelastfewhundredyears. Itmightbedescribedasaphilosophy oflifewhichseekstopreservecivilisationonanon-religiousbasis.Itis notanti-Christian.Onthecontrary, itbelievesthatChristianityisgoodfor theindividual,butitshouldnotbecomethefabricofapolitical,socialand economicstructure.Itbelievesinthe greatrealitiessuchasthevalueofa man,democracy,freedomofthepress, conscience,speechandthelike,but, quiteindependentlyoftheirrootsin God'snaturallawandtheChristian tradition.
Alongsidethesegreatrealitieswhich areessentialsofadecentworldview, thereareanumberofassumptionsin ourWesterncivilisationwhichare morepaganthanChristian,andwhich havebeendefinitelyprovedfalse. Amongthemare:first,theideathat manisnaturallygoodandprogressive, and,thankstogreatcosmicfloodsof evolution,issweepingonwardsandupwardstoaworldwheretherewillbe nowarbutaneverlastingplenty.Second,relativisminmorals,namely,there isnodistinctionbetweenrightand wrong.goodandevil:italldepends

Third,economicfreedommeansthe righttodowhatevervonpleasewith yourproperty,ortodowhateveryou pleasewithyourlabourorganisations withoutregardforthecommongoodof all.Fourth,thatmanisnothingbut ahighlydevelopedanimal,andhasno otherdestinythanwithinthehistorical perspectiveofspaceandtime.Fifth, sincethepurposeoflivingistogetthe maximumofpleasureoutoflife,itfollowsthatloveisdevoidofresponsibilitiesandmarriagecontractsareno longersacredandinviolable.
TheNewChristianOrder.
Thusfarwehaveindicatedtwo worldorders,oneanti-Christianandthe othernon-Christian.ThereyetremainsaChristianorder,whichmustbe re-establishediftheworldiseverto havepeacewithjustice.ThecharacteristicnoteofthisnewChristianorder towhichallJews,Protestants,andCatholicscanagreeisthatitisfounded
onthemoralprinciplesofthenatural law.Andbythenaturallawisnot meantthephysicallawoftheuniverse,northehabitsofprimitivepeople,butthereflectionoftheeternal reasonofGod.
Innationalanddomesticlife,this Christianorderwouldrecognisesuch principlesasthese:everyhumanbeing intheworldisentitledtorespectasa creaturewithanimmortaldestiny: therecanbenotruesociallifeunless thefamilyisrespectedastheessential unitofsociety.Humanwelfaremust rankhigherthaneconomicpower.The dignityofmanisattackedeverytime heisthrownintounemployment throughnofaultofhisown,orwheneverhehastosellhislabourforless thanajustwage.Allsuchprinciples flowfromtheinitialonewhichtotalitarianismhasdenied,namely,fullrespectforthedignityofaperson.And fundamentally,thereisonlyonereasonwhyeverypersonandeveryfamilyshouldberespected,namely,becauseweareallchildrenofGodand

IntheCommunistpapersandperiodicals-inthoseintendedforCommunistsasopposedtothoseintended forthegulliblepublic-therewaslittle ofthealleged"RussianEnigma"with whichourdailypapersarewontto misleadthepublic.Likethe"EnigmaticJoeStalin"the"RussianEnigma"isnotanenigmabutamyth. IfIonlyhadtheeducationIcould writeabookonwhatIhavelearned abouttheCOmmunistsinmyown home.

Afterthattherewasalwaystrouble inthehomeoverreligion.
Thepossibilityofsuchtroubleis oneofthereasonswhytheChurchdiscouragesmixedmarriages.Asuccessfulmarriageandahappyhomerequirethegreatestharmonyofaims andidealsbetweenhusbandandwife. Suchunityisscarcelypossiblewhen theybelongtodifferentreligions;for religionisinreasonandrealitythe deepestthinginman,andconsciously orunconsciouslyshapesandpermeates hiswholeattitudetolife.
Whenmymotherdied,hetriedto stopusfromgoingtoMass,and toldusallsortsofawfulthings abouttheCatholicChurchwhich werenottrue.
Itisagreatpitythathedidnot knowalittlemoreabouttheCatholic Churchasitisinreality,andnotas heimaginedittobe.Hadheknown thetruthabouttheCatholicChurch, hecouldscarcelyhaveadoptedsuch anunreasonableattitude.Buthe wasguided,itwouldseem,bytheprejudicesabsorbedinchildhood.Besides,heshouldhaverememberedthat yourmother'sdeathdidnotrelease himfromthesolemnpromisehemade whenhemarriedher.

Therearesomewhocondemnthe CatholicChurchforherreluctance tosanctionmixedmarriages.But longexperienceofunhappymixed-marriagesprovesthewisdomofherattitude.

Ifanykindofeconomicorstrategicinferiorityistobecalledslavery,the Italianshaveonlyachoiceofservitudes,becausetheywouldveryplainly beinferiorineconomicandstrategic powertoasuccessfulGermany:and whattheRomepropagandaistelling themisthatitisworthfightingand dyinginordertohaveTeutonicinstead ofAnglo-Saxonmasters.
Letusgrantthehistoricaltruth thattheItalianswere,indeed,apoor nation,andwerebeingincreasinglydiscriminatedagainstinnewcountries.
Itistruethatthisdiscriminationwas onlyhalftheobstacletotheirsettling abroad;frominsideItalyemigration wasveryfirmlydiscouraged;andthe furthertruthisveryrelevantforthe future,thatcountrieswillwelcomeindividualsinawayinwhichtheywill not,afterrecentexperience,welcome organisedandaggressivenational groups.Theconclusiontobedrawn isthattherearenopeopleinEurope whohavederivedlessadvantagefrom theeraofall-absorbing,self-centred nationalismthantheItalians,andno peoplestandtogainmoreifthatera canbebroughttoanend.Mussolini tappedadeepspringofemotionwhen hemadehisSocialismpatrioticand putitintouniform.huttheemotions weretheproductofthelastcentury, andhebecametheresiduarylegateeof theenthusiasmgeneratedbytheRisbrgimento,fortheideathatItalians, too,shouldbeaunitarynationalState, withallthepowerthatunionwould give.Itusedtobesaid,inthe eighteenthcentury,thattherulerof Piedmontcouldnot,fromhisgeographicalposition,beexpectedtobe honest.Hewasnotofanadequate size,placedbetweentheKingof FranceandtheEmperor.ButaunitedItalycouldplayagreathand,it wasthought.Infact,theItalianGovernmentswerealwaystooweak,both inEuropefacingGermany,andinAfricafacingBritainandFrance,todo morethanfishforpickings.Therewas nocountrywhichreceivedless:Libya,
AbyssiniaandEritrea,Albania,the Trentino,theDodecanese-thesewere thepainfulacquisitionsofseventy yearsofdiplomacyandthreewars.The Fascistdeductionwasthatinaworld ofsuchinjusticetheonlythingwas tobestrongandunscrupulousandto helpyourself.Thatpolicyhashadan elaboratetrial.Thegreatestexertions havebeenmadetoincreasenational strength,sofarasacripplingabsence ofthematerialsformodernwarhas allowed.Ifthepolicyofalliancewith GermanyduringGermany's ofyears
greatestpredatoryefficiencyhasnot beenabletoproduceresults,whataggressivealliancecould?
TheItaliansshoulddrawthemoral thattheyhaveagreaterinterestthan anybodyelseinbreakingawayfrom thegrippingnationalistvice.Few moresensiblethingshavebeendone latelythantheUnitedStates'declarationthatItaliansinAmericaarenot regardedasenemies.Nodoubtthat wasadecisiontakenwithsomeregard fortheimpendingelections,butitwas adecisionincompleteharmonywith thegeneralapproachofthePresident, andoftheBritishGovernment,tothe post-warworld.Formen,asmen,we wanttosecurenotonlythebasicfreedoms,wherevertheylive,butalsoa freedomofmovementwhichisotherwiseoneofthefreedomswhichthe twentiethcenturyhascomesonearto losing.Ifwedonotwanttheyouth ofto-morrowtogrowupthroughYouth Movementsintoconscription,andso turnintomenwhocanbereliedon ifnottocheeraggressivenationalist policies,atanyratetocarrythemout, wemustprovideanalternative.Just asthemilitaryproblemofbreaking theItalianpowertowagewarisa smalleronethanthatofbreakingthe German,so-isitfareasiertoseethe fruitfullinetofollowafterwards,to weanyoungItalyfromthedisastrously mistakendevelopmentofnearlyacentury,notmerelyfromtheerrorsof thelasttwentyyears.
Therearefewmoreilluminatingcontraststhanthatbetweentheeasyand mutuallyprofitablerelationsbetween FrenchmenandItaliansinthesouthof Francethesemanyyears,andtherancorousbitternessofFrenchandItalian politicianstowardseachother.In proportionasrelationshipsarethought ofentirelyintermsofStateinterests, itishardtoseehowtherecanbeany improvement.Everythingthathas happenedtheselasttwoyearshasincreasedthemutualdisesteem.Butor-
dinarypeople,FrenchmenandItalians alike,haveeveryinterestincuringthe cankerbybuildingupextra-politicalrelations,byestablishinganewconceptionwhichdiminishestheplaceofGovernmentandthepoliticalcharacterof men.TheItaliansarebetterplaced thananyoneelsetocarrythroughthis necessaryandsalutaryredistribution ofemphasis,foritisinthemaina matterofemphasis.Theremustbe somesortofcentralisedGovernmentin Italy,butthetendencymustbereversedbywhichithassoughttodiminishthemucholderlocalpatriotisms ofthegreatcitiesandtheirsurroundingcountrysides.Thewholenationalistphaseissorecent,andthaton whichitissuperimposedissoveryold, thatthepeninsulaisstillinfactinhabitednotsomuchbyItaliansasby Romans,Venetians,Florentines,Neapolitans,Genoese,Milanese,Sicilians. Ineachofthesecategoriesthereis bothatraditonalprideandaformationofcharacterwhichthejerry-buildingoftheUnitedItalyepochhasnot supplanted.Itisalongtheselines, makingthelocalcentrescountfor more,andmakingtheStatelessand lessinsteadofmoreandmoretotal, thatthereexistsapracticalwayofimplementingthegeneralphrasesinthe AtlanticCharterandtheFourFreedoms.
Thelineofleastresistancemaywell leadtheotherway.Itmaywelllead
toattemptstoreplacetheunitaryFascistStatebyanequallycentralised SocialistState,whichwilltreatthedevelopmentinItalyfrom1860until1922 aswholesomeandsoundandonlythe lasttwentyyearsasamistake.Itis mostimportantthatthebasiccontinuityofItalianforeignpolicyandItalianpoliticalstructureshallbeappre elated.Ithasbeentotheinterestof Mussolinitoexaggeratethebreakwith thepast,andtopretendthatawhollynewerabeganwhenheseizedthe centralpower.Itisequallytothe interestofthepoliticianswhowillhave thechancetosupplanthimtopretend thattheirideashavenothingincommonwithhis.Soatthetimeofthe FrenchRevolutionboththeRevolutionariesandthe'AncienRegime"concentratedattentionontheirdifferences fromeachother,anditwasonlyafter thelapseoftimethatthecalmsurvey ofastudentlikedeTocquevillecould bringouttheunbrokencontinuityof theRevolutionandthe"AncienRegime'.inthegreatessentialmatterof thecentralisedStateestablishingan evermorecompleteauthorityoverthe privateman.Talkingsomuchabout liberty,themakersoftheFrenchRevolutioninfactintensifiedStateauthority.Thewholesalebonfireof privilegesandimmunitiesin1789was hailedasthejettisoningofirrational burdens,inthebeliefthatmeasuresof (ContinuedonPage11)
THEcompletesolutenofthedelinquencyproblemrestsultimatelywiththeGovernment.Forbyits parsimonyitcompelsboththeChildren'sCourtandtheChildWelfareDepartmenttohalf-bakedmeasures.The onlyresultsofGovernmentalcheeseparinghavebeentoinitiatetheancient gameof"PassingtheBuck."ThetragedyofthatgameisthattheInstitutions,whichdoalltheworkandtake allthekicks,havenoonetowhom theycanpassthebuck.Theyare left,almostliterally,holdingthebaby.
Thereisanotherandsimilargame beingplayed,butthistimethechild lelinquentsarethevictims.itis called,"Sendthefoolfurther."The Government,whosewardsthesechildrenare,passesthemontothetendercareofthestreetsfortwoor threeyears;thentheChildWelfare Departmentpassesthemontothe Court,whicheitherreturnsthemto thestreetsorsendsthemtoanInstitution,afterasuitableapprenticeshipintheRoe-streetlock-up.There arecasesofabscondingfrequently,and theboyissentbacktotheCourt, whereincreasinglyherefusestoreturn toanInstitution.TheonlyremainingalternativesarethestreetsorBarton'sMill.Smallwonderthedelin quencyproblemgrowsinnumbersand viciousness!
Ibeganbysavingthatthesolution ofthetroublerestswiththeGovernment.Primarilythisistrueasregardstheprovisionofadequatemoney tobuyandmaintainaproperReceptionHomeandtoenabletheInstitutionstosegregaterealdelinquentsand totrainthemtobecomeusefulcitizens.
ButtheGovernment'sresponsibility doesnotendthere.Thereisacryingneedfordrasticamendmentstothe RegulationsmadeundertheChild WelfareAct.Fartoomuchisleftto thediscretionoftheMagistrate.He shouldbeobligedtocommitdelinquentsforasufficientlylongtraining periodandnobodyshouldbeper-

theconsiderationthatsecularismgapes atusfromallsides,andshouldbe permittednofutureadvance,onefact isundeniablyclear.Noreformofde:inquentscanheconsideredpossible withouttheinfluenceofreligion.The ChildWelfareActinsiststhat"the pupilshouldbetaughttobehonest, truthful.obedient,andconsiderateof thefeelingsandpropertyofothers." Butobviouslythiscannotbeeffected bycivilservants.Itispre-eminently ataskforthosewhoselivesarewhollydedicatedtothepracticeandpreceptsofChristianlife.
Iampreparedtomaintainthe thesisthatthedelinquencyproblemis thedirectheirofthesystemofseculareducation.Andifitbetruethat secularismhascausedthetrouble,it isextremelydifficulttobelievethat secularismwillmendit.Thetrainingcentresatpresentoperatingare doingafinelobundermostvexatious conditions.Theyhavemenand womenwhounderstandtheproblem notmerelyacademically.butbylong andpracticalexperience.Itwould bethesheerestfollytoattempttoreplacethembyaGovernmentalInstitution.Suchanatemptwouldprove inevitableabortive.
Theaspectofwarwhichneitherour politicalleadersnorthePressbring intoprominence,andthatwhichisactuallyofparamountimportance,is theruinofsouls.Similarlyitisso intheabusesofthesocialorder(which iswarfareontheeconomicfront),and inthespiritualdisordersthatderive fromboththesetypesofwarfarethe Churchfindsgoodandsufficient groundsformediation.RecentreportsfromEnglandproclaimdeliberateattemptstolowermoralstandards onthepleathatlaxityisanecessary resultofwar.Hencebottleparties, nudityandblatantlasciviousnesson thestagehaveincreasedtosuchan extentthatvigorousprotestshave beenmadetotheauthorities,andnot theleastsignificantofthesewasthat madebytheLondonshowgirls.One ofthedifficultiesinmeetingthissituationisthatreportsbyprivatebodies, althoughexcellentinsubstance,are sometimescastinthephraseologyof merepruderyandwithoutanyclear standardofmoralvalues.Theresult ofthisisthatthePressandthelewd gentlemenwhoreaptheprofitsofthis
salaciousnessareaytctreatprotests withderision.Ontheotherhand, thereisthedangerofexaggeratingthe mattertosuchanextentthatforeignersmightreadilybelievethatthe moralstandardsofBritainandher Dominionshavetotallycollapsed. Atthemomentthereislittleto complainoflocally.Allthingsconsidered,theconductofthetroopshas beenabovemajorreproach,andthe civilianpopulationshowsnotendency towardsthoseexcesseswhichhaveappearedinLondon.Buttheprinciple fromwhichthesethingsderiveisin fairlygeneralcurrency.Experience hasshownthataloweringofmoral standardsisoneoftheconsequences ofwar.Butbecauseitisexpected, thatbynomeansmakesitinevitable. Ifthecauseforwhichwefightisjust andnoble,itshouldbereflectedin thehighmoralsense,bothofthesoldiersandofthecivilianswhomaintainthehomefront Nottheleast remarkablefeatureofFranco'swarof liberationinSpainwasthattheNationalistArmyhadnocampfollowers. Similarly,afterthesiegeofWarsaw, survivorsreportedthatitwasaperiod ofself-sacrifice,ofinteriorpeaceand happiness.Itisoflittleusetospeak ofanewordereventuatingfromthe warifduringhostilitiestheauthoritiesdeludethemselveswiththefalse notionthattheyshouldmeetthe moralreactionhalfway.Thecornmanmanhopesthatoutofthiswelter ofbloodandtearstherewillemerge ahighermoralstandardinsoundpolitics,butunlesstheintegrityoftheindividualisprotected,suchaspirations aredoomedtodisappointmentand frustration.
Duringwar,underthepretextofa fatalisticnecessity,therearisecreatureswhodeliberatelyexploitvice, partlyasanattackuponthecommunityandpartlybecausethereisbig moneyinbatteningoffhumanweakness;andthepublicauthoritieshave thedutytoprotectthesoldiersand civiliansfromharpieswhoarenothing butprofiteersinwhiteslavery.'Ordinaryyoungmeninthearmywill havedifficultyenoughincombatting themoralevilsofthedaywithout beingexposedtotouts-insearchof profit.Immoralityisnotsuddenly wantedbyyoungmensimplybecause theyareintheServices.Thismatter alsoisoneofgreatmilitaryimport. anceforthedemoralisationofanarmy maybeginintheunder-world,andour enemiesmustknowthereactionofvice onmilitarydiscipline.Iflewdshows

Rehearsalsareinfullswingforthe nextconcert,thedateofwhichwillbe announcedshortly.Aplay,"The KrazyKids,"isgoingtobeariot. Therearetwoshortskits,andweare organisingthreeverse-speakingchoirs. AttheGuildmeetingonSundayevening,February14,therewillbeseveral itemsdiscussedofinteresttotheDramaticGroup.Wehavebigambitions forthefuture,andhopetoseeallour memberspresentatSunday'smeeting whenplanswillbeexplained.
AswiththeotherGroupsinthe Guild,so,too,theChoirhasgrownin numberssinceitsdebutinourlastconcert.Twenty-fivearenowrehearsing severalpopularsongsforournextappearanceinafewweekstime.Much toeverybody'sdelightwearecombiningwiththeorchestraintwopopular numbers,"TalesfromtheVienna Woods"and"TheSongofLoyalty."We arealsopractising"PanisAngelicus." ThecombinationofChoirandOrchestraisgoingtobeagreatsuccess,and wepromisesomethingreallygoodfor thecomingconcert.Newmembers fortheChoirarealwayswelcome,and girlsthinkingofjoiningareaskedto makeenquiriesattheClubRooms whenevertheyhappentodropin.
Well,girls,we'veletourheadsgoat last,andboughtabassfiddle!No matterwhatwesoundlike,wearecertainlygoingtolooklikeaSymphonyOrchestrabeforewearefinished.Rehearsalsaregoingwellfortheconcert, andlastweek'srunthroughofthe "HungarianDance"justthrilledthe littlecrowdwhowerelisteningin.

NowthattheChurchhastakenherplaceinthepublicandintellectuallifeofEngland,theinterestinherhistoryhasinnowise waned,butratherincreased.TheMiddleAgeshavebeenthe subjectofespecialstudy,forthenitwasthattheChurchgaveto Europeallthatshehadofcultureandcivilisation,and,indeed,all thatshestillretains.Moreover,officialhistoricaltext-bookshave adoptedamisleadingattitudeofignoringthiscentralfactthat theCatholicChurchdidmakeEurope.Unlessthisisclearlyunderstood,subsequenthistoryand,inparticular,thehistoryofthe Reformation,simplycannotbeintelligentlyexplained.Forthe _ReformationitwasthatdismemberedEuropeand"setitalong thepathwhichhasledtoitspresentperilofdissolution."Englishhistoryduringthepast-100yearshasattempted,andinno smallmeasuresucceeded,inpresentingCatholicismasaninfluence banefultopatriotism.Thiswasduetoacompletemisunderstandingoftheposition,forCatholicsbytheirconvictionsare boundtosubjectthemselvestoauthorityforconsciencesake.But historyisbeingre-written,andtonoonemanmorethantoHilaire Bellocisduethesuccessofthisimportantandlaboriousundertaking.
Atrueperspectiveofhistory,then,is,orshouldbe,thechief positiveguidetopresentactivity.Chestertonhascoupledit withtraditionas"thedemocracyofthedead."Nogenerationis sufficientuntoitself.Allourknowledgeiscumulative,builton dataestablishedinthepast,andoftenintheveryremotepast. HowmuchhasphilosophyprogressedsinceAristotleorSt. Thomas?HowfarhasartadvancedbeyondMichaelangeloor Raphael?ThisisthemoststrikingerrorofModernism,thatit attemptstobreakawayaltogetherfromtraditionandtorestcontentedinthefrailsufficiencyofitsownintelligence.Thedire resultsofsuchfollyarepainfullytotheforeinthedecayofthe fineartsandtheriseofmuchthatiscrudeandchaotic,suchas voodoomusicandunintelligiblepaintingandpoetry.Inreligion itbringsaboutthatpitiableconditionwheretheminddoubtsfundamentalrealities.Itleadstoanarchy.Likewiseinthesocial system,thedesiretodestroythetraditionalnotionofpropertyand ownershipisbecomingmoreandmoreinevidence.Onlyatrue knowledgeof,andreverencefor,thepastcansaveusfromthe pinfallsofthefuture.
BishopNelligan,Ordinaryofthe CanadianForces,somemonthsago wrotetothe"CanadianRegister"tellingofabriefvisithepaidtoMr.BellocathisSussexhome.
"IcelebratedHolyMassinhisprivatechapel,atwhichmyillustrious host,"theBishopsays,"assistedand receivedHolyCommunionwiththe tumblefaithofachild.

Sir,-WinstonChurchilltoldthe Russianswheretheystoodinrespect totheideologyofCommunism,when promisinghelptowithstandtheGermanonslaught.PriortoRussia'sentryintothewar,theCommunistParty wasbannedasapoliticalentitybecauseofitsanti-waractivities.This, however,didnotpreventthelocal fanaticsfromplasteringthestreetswith demandsforaSecondFrontandclutteringthehoardingswithsimilardemands(insmallprint),anddemands toremovetheban(inlargeprint)
whentheGermanswerepressinghard. Itshouldbesuperfluoustosaythat thiswasadirectusurpationofthe functionsofourmilitaryleadersOn accountofthewonderfulperformance oftheRedarmies,andonundertaking tobegoodboys,andnotdoanything tohamperthewareffort(they couldn'tdootherthanthiswithRussiaasanally),thebanhasbeenremoved.
TheCommunistPartyconsequently becomesloudlyvocalagain,andthe publicispresentedwiththeCommunistviewoneverything,andforthe timebeingweseethemasanunwantedappendageoftheLabourParty. OurlocalCatholicschoolopened lastTuesday,andstudentscommencedtheyearbyattendingaspecial Masscelebratedat9a.m.atAllHallows' Church.

Thedeathofahighlyrespectedand esteemedwell-knownresidentofthe Northamdistrictformanyyears,in thepersonofMrs.JuliaConnell,wife ofMr.J.H.Connell,tookplaceon January27attheNorthamHospital, fortifiedbyalltheritesoftheHoly Church.Thedeceasedladywasborn atCountyKerry,Ireland,66yearsago, andcametothisStateintheyear 1897,whenaged20years.Soonafter herarrivalinAustraliashewentto Northam,andforthemajorportionof thetimesincethenhadresidedinthe ,urrounding,districts,wherehermany friendswillregretherdeath.When attheageof24yearsthelateMrs. ConnellwasmarriedatSt.Joseph's Church,Northam,in1901.andthusher husbandandthreesonsandonedaughter,Messrs.William,James,Danieland Kathleen(Mrs.G.Hovey),surviveher. ARequiemMasswascelebratedin St.Joseph'sChurchonthefollowing morning,andwaslargelyattended. Lateronintheafternoonthefuneral tookplace,theintermentbeinginthe NorthamCemetery,theRev.Father Lynchofficiatingatthegraveside.The chiefmournerswereMr.J.H.Connell (husband),Messrs.William,Jamesand Daniel(sons),Kathleen,Mrs.G. "RuralLife'urgestheCommittee firstofalltoinsistinitsfindingsthat ruralreconstructionmusttakeprecedenceoverallotheraspectsofreconstruction,fornosoundsocialsystemcanbefoundedinthiscountry withoutastrongandexpandingagriculture.
Wehavenoillusionsthatthemost powerfulinterestsinthecountrywill pressforacontinuationofpolicies whichwillbenefitafewcitymanufacturers,butwhichwillbleedthecountrywhite.Thepoliticalset-upwill makeitextremelylikelythatthese forceswillsucceedintheirantinationalpolicies-unlessastrongreportemphasisesthispointfirstofall, andunlessitisbackedbyastrong publicopinion.
Thereasonsforplacingruralreconstructionfirstareclearandunequivocal.ThelandalonecangiveAustraliathepopulationwithoutwhichit cannotsurvive.Thelandalone,with astrongpopulationofindependent farmersandwithastrongsystemof iamilyfarming,canensurethatfreeinstitutionsarepreservedinthiscountryagainstthegrowingmenaceof Statedictatorship.

2.TheSelf-GovernmentofRural Life:RuralLegislationwillneverbe satisfactoryunlessitisthesubjectof experttreatmentatthehandsofrepresentativemembersoftheruralcommunity.Legislationfurtheredbyparliamentarianswhosemaininterestis thecityandindustrialpopulation,or preparedbyacivilservicewhich,howeverefficientanddisinterested,isnot responsibletothepeople,canserve neithertheinterestsofthelandnor thoseofdemocraticgovernment.

3.TheReformofAgricultural dit:Thisinvolvesathree-foldpolicy:
(a)Positivemeasurestodealwith thepresentfinancialimpasse.Itis essentialthattheleadwhichhasbeen givenbytheN.C.R.M.indetermining theextent,thecausesandtheeffects ofruraldebtshouldbefollowedbythe Government,andthatthefindingsof acompetentbodyshouldbeimplemented.
lb)Theestablishmentofmachineryforbothlongtermandshorttermagriculturalcredit.Thelattershould taketheformofpracticalencouragementtoruralco-operation.TheformershouldbeprovidedbyaNational RuralBankwithsufficientcapitalto meetalltherequirementsofagriculture,andwithaninterestratewhich isspecificallydesignedforagricultural enterpriseandnotregulatedbythe mythicalrequirementsofamoney marketdesignedtosecuretheinterests ofspeculatorsandindustrialists.

Wedonotanticipatethatthese principleswillbeacceptedwithoutopposition.TherearecurrentinAustraliatwoideasastothere-organisationofagriculture.Onederivesfrom thecollectiveideainwhichtheindependenceofthesmallfamilyfarmer iscrushedoutintheinterestsofa mythicalefficiency.Thatwaylies bureaucracy,Statedominationand,in theend,thedestructionoffreeinstitutions.
Theotherideaderivesfromtheideal ofsocialandpoliticalfreedom.It leadstothesupremacyofthefamily farmownedbyfreemeninsecurity andwithoutsubserviencetofinancial institutions.Thisideaalonecan secureastableagricultureandafree Australia.

OneofthegreatAustralianachievementsofthiswar,intheconstructive sphere,hasbeentheestablishmentof theEleventhAustralianLineofCommunicationinCentralAustralia.This CentralLineofCommunicationisa remarkableorganisation.Transporting,asitdoes,vitalwarsupplies,food stuffs,andtroopreinforcementsfrom theCentralAustralianrailheadatAlice SpringstotheNorthernrailheadat Birdum,ithasreachedasurprising peakofefficiency.

Unhappilythisisafactwhichappearstobemoreclearlyrecognisedby ourenemiesthanbyourAllies.A recentBraziliancontributortoour contemporary,"America,"described howtheconsistentNazipropaganda lineistopresenttheUnitedStates asagodless,materialistnation,indifferenttospiritualvalues,worshippingno deitybutthedollar;andtoldalsohow farfromansweringthistheUnited Stateshavehithertobeen.
AboutayearagotheBrazilianCatholicActionleader,SenhorAlceude AmorosaLime,publishedalistofthe ninety-sevenAmericanorganisations whoseprimaryinterestwasinrelations betweentheUnitedStatesandLatin America.Notoneofthemwasa Catholicorganisation.Atthesame time,outofovertwohundredBraziliansinAmericanUniversitieswith grantsmadebyvariousorganisations interestedintheGoodNeighbourpolicy,onlyonewasataCatholicuniversity.

TheCatholicbodyintheUnited StatesisproportionatelystrongernumericallythanitisinBritain,butit seems,tojudgebythesedetails,not yettobeplayingtheimportantpart intherelationsoftheUnitedStates
withtheCatholiccountriesofLatin Americawhichispropertoit.
Britain,likewise,wouldbeina strongerpositionintheworldifthe Catholicbodycountedformore.In Europe,aswellasinNorthandSouth America,overandoveragaintherepresentativesoftheUnitedStatesand BritainencounterCatholicculture,and makemistakesthroughunfamiliarity, ifnotthroughcontempt.
ThecommonestmistakeistomeasuretheimportanceoftheChurchby toonarrowgauges.Noonemeans bytheadjective"Catholic,"whenitis appliedtosuchacountryasBrazil, thatmostoftheinhabitantsarepractisingbelievers,althoughinfactthey are.Itmeansthatthebasicinstitutions,likemarriageandthefamily andtheideasoflawandproperty,are stillvitalexpressionsoftheCatholickmwhichmodelledthem.
Astrikingwarningagainsttheplacingofchildreninwarnurserieswas utteredbytheBritishMedicalJournalinanarticleinitsissueofSeptember19,1942.Givingtheresultsofa scientificinvestigation,thearticleis asfollows:

Obviouslytherearesomeadmirable institutionsinwhichthesedistresssignalsarecomparativelyrare,butitis nolessobviouslydifficulttoestablish theperfectnurseryinwartime,when theidealstaffismorethaneverhard tofind,andthedemandenormously greater.Theelderlyhospitalnurse whoistoooftenincharge,with15-to18-year-oldassistantsasthebulkof herstaff,isapttolookontheemotionalneedsofthesmallchildasluxuries
Eventhosenursesandteacherswho recognisetheneedforindividualattentionandtendernessarecommonly toobusytosupplytheneed.Inday nurseriesitistruethatachildreturns homeeachevening,butheislikelyto findamothertootiredbylonghours ofwarworktobelovingandpatient ifthedailychangefromoneenviron menttoanothermakeshimhardto handle,aswellitmay.
Dr.Bakwinquotesahospitalcase inwhichachildwentsteadilydownhilluntil,"soweakthatitseemedhe might anyminute," hereturnedthechildtohismother, withtheresultofrapidandcomplete recovery.
Theobstinateinfantwiltsinhygieniccubicles,butthriveswithhumiliatingpromptitudewhenreturnedtohislesshygienichome.
Indesperationthepaediatricpolicy waschangedandmotheringcameto beregardedasessentialintreatment. InItalytheHolyHouseofLoreto attracted22pilgrimagesbetweenMay andSeptember.Altogetherabout6,500 sickpeoplewerebroughttotheshrine.
Onthefirstpilgrimagetherewere eightextraordinarycures,whichare spokenofasmiraculous.
DuringSeptember75,000HolyCommunionsweredistributedintheBasilica.ThisnumberexceededthegreatestnumberofCommunionsinprewar years.Therewere,infact,asmany pilgrimsasinpeacetimetotheshrine, thoughtravelconditionswerevery difficult.Manypilgrimstravelledon foot,notafewarrivinebarefooted.

Ultimately,thereareonlytwoworld ordersatstake.ThesecularisttraditioniseithergoingovertotheChristianside,ortotheanti-Christianside. Itcannolongerremaininastateof equilibrium.
Whichoftheseworldviewsarewe fightingfor?Weareverydefinitely ontheChristianside.Now,onecan beonasideinoneoftwoways:first, Catholic; conviction;thatishow.Iama Catholic;second,byforceofcircumstances,as,forexample,aGerman livinginyourcountryorminewho,perceivingthewickednessofHitler, thrustshiswholeenergyonthesideof theUnitedNations.
