Weliveinarapidlychangingworld.Thewaritselfisbutthe expression,rathertheeruption,offorcesstrugglingdeepwithinthesocial fabricofallnations-ofhumanityitself.Rivalsocialsystemsareinterlockedinalife-and-deathstruggleforexistence.WeinAustraliaaremenacedfromwithout-andnowtheregrowsthedangerthatwemaybemenacedfromwithin.Ayearago,inastatementissuedwithsheformalapprobationoftheHierarchy,anoteofwarningwassounded,whichwerepeat inthepassagesquotedbelowfromthatstatement.
Wearefightingforliberty. Willwehavetofightforthat,too, onthehomefrontwhenthewarwiththeAxisiswon?
Aswecontinuetofacetheimminent prospectofbattleonourownshores, somewillsaythatweshouldforget everythingexceptthewar,andthatit isfoolishtotalkofanykindoffreedomunlesswecandefeattheenemy. Thisisanunconvincingargument. Thereisnoconflictbetweenthewar effortandtheordinaryman'saspirationstowardssocialjustice.Oursoldierswillfightbetter,ourmunitions workerswillredoubletheirtoil,ifthey canreallybeconvincedthattheorder forwhichtheyarefightingissuperior totheorderaninvaderwouldimpose.
Itiswidelyacknowledgedthatitis notenoughtoattainsuperiorityinarmaments.Unlessthemenwhoemploythosearmamentsareanimated agreaterspiritualandmoralidealbyaheartfeltconvictionthattheNew Australiawillhebetterthantheoldarmamentswillnotbeenough.The mindsofAustralia'ssonswillbefreed fortheirimmediatetaskiftheyknow that,behindthem,theirownfreedom andthatoftheirfamiliesisvigilantly guardedandisnotbeingsappedaway byforceswhichwouldturnAustralia intoaNazioraCommunistdictatorship.
Intimeofwar,theseedsofdictatorshiparesownmoreeasilythanatany other.Theextraordinarymeasures whichmayhavetobeadoptedinwartime-howevernecessarytheymaybe
inthevastmajorityofcases-maycome tobeusedasamodelintimeofpeace; and,whiletheypreservetheappearanceofpoliticalliberty,theymaybe aseffectiveaspaganCommunismor Nazismindestroyingthefreedom whichtheindividualandthefamily ,hoirldrightlyenjoy.
TemporarySurrenderofLiberties.
Wearefacedwiththedangerthat emergencylaws,necessaryinwar-time, maybeusedasamodelforrepressive legislationintimesofpeace.Itis wellthatthiswarningshouldnowbe ,oiced,solongasitisclearlyrealised thatitisawarningconcerningfuture developments,andnotacriticismof lawswhicharenecessaryintheat:, normalperiodofwar.
ThepeopleofAustraliahavevoluntarilysurrenderedtheirlibertiesto theGovernmentbecauseofthecrisis.
Thisisatemporarysurrender.With thepassingofthecrisistheseliberties mustberestored,formanyofthem arethebasiclibertiesoftheordinary man.
Newlawswillbemadetorender Australia'swareffortmoreefficient.
Theimplicationsofalltheselaws shouldbecarefullyexaminedandthe freedomoffuturegenerationsshould notbeneedlesslydestroyed,
Thefreedomwhichwewishtopreserveisnottheunbridledlicencewhich wasgiventotheindividualcapitalist
inthelastcentury.Theremustbe ,ocialcontroltoensurethatthein-lividualdoesnottrampleonthe rightsofthecommunity.Butitis betterthatthatcontrolshouldbeexercisedbynaturalassociationsrecognisedbytheState,thanbytheState itself.
Toomuchpowerisasdangerousin thehandsoftheStateasitisinthe handsoftheindividual.Absolute powercorruptsthosewhoexerciseit. Itisbetterthatauthorityshouldbe sharedamongsmallerbodiesthanconcentratedinthehandsofalmighty Governments.
Thelawsandregulationsofthelast twelvemonthshavebroughtabouta greatermeasureofequalityinthesocialconditionsofthepeopleofAustralia.Increasedwagesforthework-
(1)Theremustbefreedomfortheindividual:Theindustrial,political andsocialsystemmustserveman. Mandoesnotexisttoservethe system.
(2)Theremustbefreedomforthe family:Thisinvolvesthegradual adoptionoftheprincipleoftheFamilyWage,andofpoliciestorestore ownershiptothepeople.
(3)Theremustbeadisciplinedfreedomforindustry:Thisinvolves thegradualdevelopmentofIndustrialCouncils,toensuretheselfgovernmentofindustryawayfrom thered-tapeofGovernmentcontrol, andatthesametimetheproper subordinationofindustrytothe goodofthecommunity.
Inamostfundamentalsectorofthe community'seconomiclife,itinvol-

Justice,however,isnotonlyamatterofgreaterequality.Itisamatteroffreedomaswell.Bothmust bemaintainedifjusticeistobefully achieved.Thetwoideasgosideby side.Theerrorofthenineteenthcenturywastogivefreedomtothecapitalistwhiledenyingjusticetothepeople.Itmaybetheerrorofthiscenturytogiveasemblanceofjusticeto themasseswhiledestroyingthefreedomofall.
Manisabeingwithasupernatural destiny,andhehasarighttothefreedomwhichisnecessarytoattainthat destinyaccordingtohisconscience.
Thewholequestionoftherealfreedomoftheworkerandhisfamilyis thoroughlyboundupwiththepolicies whichGovernmentsadopt.Theduty ofGovernmentsisconsciouslytoassistindividualstoexerciserealfreedombyadoptingpolicieswhichtodaycommandawideallegianceamong thepeopleofAustralia.

Ontheonehandthereisthefact thatinthevastmajorityofcaseshe hasnocontroloverthemeansofproduction.Thesealmostinvariably belongtoanother-beitaprivateemployer.apubliccompany,ortheState.

Thereisonewhollyandabsolutely goodresultofthealliancebetweenRussiaandtheUnitedNations:itisthe readinessonthepartofthelatterto studytheSovietexperimentw'thsy.npathyandgenuineinterest.
Nodoubtthereismuchwishful thinkinginthissympathyandmuch obliterationofmoraledges,but,grave asthisfaultmaybe,itisnottobe comparedinitsconsequenceswiththe toocommonhabitofturningourbacks onceandforalltowhatwedonotlike ordonotunderstand.
Lookingback,onemustconfessthat Christiansgenerallydidnotaidthe causeofpeacewhentheyinterpreted thecondemnationofBolshevismasa leadforrefusingtohaveanysort contactwithRussiaandforthinking theworstoftheCommunistsinevery sphereoflife.

ItisthepictureofaruthlessdictatorState,pitilesslypolicedbythe Gay-Pay-Oounderconditionsofpoliticalterror,riddledapparentlywith FifthColumnism,suppressedtothe lastmanmercilesslyandbyjudical methodsutterlyrepugnanttothe Christiantradition.Itisthepicture ofagreatrevolutionaryexperiment graduallyadaptingitselftotheweaknessesoftheordinaryhumanbeing, sothatmotivesofcompetition,reward,enrichment(withtheconsequentstratificationintoclasses),nationalism,cometoplayapartnotobviouslylessthanelsewhere.Butitisalso thepictureofanimmenseeconomic experiment,onthebasisoftheuntold naturalwealthofthecountry,inraisingthestandardofachievementand lifeaccordingtoacceptedcontemporaryvalues-anexperimentwhich,at itsbest,doesnotcompareinefficiency withthegreatcapitalistcountries, butwhichneverthelessmarksatremendousadvanceforRussiaitself.And itisthepictureofagreatnation,grow-
ingmoreandmoreconsciousofits owntraditions,realisingthealmost ubiquitousthreattopeaceinEurope, creatingimmenseforcesforitsown protection,desirousofpeace,atany rate,forthetimebeing,andprepared touseanymeansinordertodefend itsinterests.
WhatismissingfromAmbassador Davies'recordistheevidenceinsupportoftheviewthattheSoviet's mainpurposewastospreadrevolution andcorruptionacrosstheworld,to driveothercountriesintoawarupon theruinsofwhichRussiacouldgrow all-powerful;theevidencethatthe Russianpeoplethemselveswereliving inconditionsoflicence,anarchy,miseryandyetatthesametimeseeking forthatCommunistutopiaofabsolute equalityoftheWesternrevolutionary's dream:theevidence,inaword,that tieSoviet,whiledesperatelymakinga hidforrevolutionarydomination,was itselffallingtopiecesthroughitsown immoralityandconsequentinefficiency.

Inotherwords,AmbassadorDavies confirmstheviewthatcommonsense andanordinaryunderstandingofunchanginghumannature,workingupon suchevidenceaswasgenerallyavailable,shouldhavemadecurrent.The storiesofsinisterinternationalmoves andoffar-fetchedconspiraciesshould havebeendiscountedoratleastdismissedasearlyideasthatwouldgraduallybeemasculatedthroughRussia's ownneedtosurviveandadaptherself totherealworld.Ontheotherhand theequallyfancifulhopesofthosewho triedtoseeintheCommunistexperimentthecreationofaparadiseon earthshouldhavebeenshatteredbya similarrealismandtheinescapableevidenceofalltheuglyparaphernaliaof themodernpoliceState.
Andonthebasisofamoderateand reasonablyaccuratepictureofthedevelopingSovietitshouldhavebeen possibletobuilduprelationsbetween RussiaandtheWestwhichwould havehelpedtomaintainthepeace,to helptheSovietitselftoriseaboveits origins,and,nodoubt,tolearnsomethingfromitsownboldexperiments inthesocialandeconomicfield.Such commonsenserealismdoesnotfora momentinvolveanymoralcompromiseoracquiescenceintheuglysides oftheregime,noranyweakeningin thecondemnationoftheimmoralityof thephilosophyunderlyingit.Onthe contrary,insteadofcreatinganimpassablegulf,itprovidesmanyopportunitiesforhelpfulandconstructivein-

TheAgeofMyths.
Butwhatwearelearninginthecase ofRussia(whoisnowanally)must belikewiselearntinthecaseofall countries.Itmustbelearntbyus anditmustbelearntbyourenemies, ifsanityisevertoberestoredtothe world.
AtthemomenttheBolshevikmyth isbeingassiduouslyfosteredacrossthe faceofEurope.Withitgoesthe myththatthedemocraciesarebreedinggroundsforBolshevism,corrupt,inefficient,immoral,inarapidstateof decay.Allthis,weknow,isthe sheerestnonsense,artificiallydisseminatedforevilpurposes.Itisthegrossestexaggerationofourweakersides.
Butweonoursidenurseother myths,themyththatthewholeGermanpeoplearelosttoallgraceand decency,themyththattheFascistregimesaremonstrositieswithoutasingleredeemingfeature,themyththat thepeoplesofEuropearelookingto Britain,AmericaandMoscowforthe restorationoftheolddisorder,gingeredupwithSocialistandBolshevik stimulants,themyththatagangof desperadoesareholdingdownbyter: roraliberal-mindedSpanishpeople, themyththatthereissomemoraldistinctionbetweenNaziaggressionsand Sovietaggressionsorthatthereisa radicalpoliticaldistinctionbetweenthe twodictatorregimes,andsoon.
Inwartimewearefacedbythedeliberatefosteringofmythsrulersbelievetobenecessaryinordertomaintainthespiritsofthewarringpeoples, butthebasisofthesecontemporary mythsgoesfarbeyondwartimepropaeanda.Communism,Fascism,Demoplutocracywerelongbeforethewar wordsofabuse,onlydistantlyrelated
totherealityinthecountriesand groupswhichtheylabelled.Andso longastheworldcontinuestothink intermsofthem,peacewillbeimpossible.Fewthingswillamuseourdescendantsmorethanthethoughtthat theagewhichprideditselfuponits scientificprecisionwastheageparexcellenceofpoliticalthinkinginthe categoriesofchildren'sbogey-men,an ageinwhichmenwithascientificreputationwereoftentheleadersinthis typeofthinking.

Onceagain,onSundaynext,wewillberemindedfromthe pulpitoftheattitudeoftheChurchonthequestionofMixed Marriages.NowheredoestheChurchusestrongerlanguage thaninherofficialpronouncementson,andreferencesto,this.4ame disturbingproblem.Tothemixedmarriagemorethantoanything elsedoweowethebreakdownoftheCatholichome.Theproportionofmixedmarriageshasbeenformanyyears,andsilllis. tragicallyalarming.TheireffectontheChurch,ontheC:itholic i.artnerconcernedandonthefuturegenerationisnotmerelydeplorable.itiscalamitous.Intheinterestsofallthree,theHierarchyhavebeenforcedtotakedrasticstepsandtoenforcestill snorerigidlyregulationsgoverningthecelebrationofsuchmarriages. * *
Therehasbeencriticism,much-criticism-unreasoningandunwarrantedcriticismoftheactionoftheHierarchyinpromulgating theregulationsofSeptember,1939.YettheItishopsofthisProvincehavebutactedinstrictconformitywiththemindofthe HolySeeinthisgravematter,pregnantwithsuchfar-reaching consequences.ThatsomeCatholicsadoptthecriticalattitudethey doinsistheattributedtotheirignoranceofthecircumstances promptingtheseregulations,andtotheircompletelackofunderstandingoftheCatholicidealofmarriageinChrist.
TheBishopsmakenoapologyfurthestandtheyhavetaken. Thedevastatingeffectsofmixedmarriagesoverthepasttwogenerationsarecompletejustificationforwhatmayseemtothelay mindasevereandunreasonableattitude.
Theappallingincrease inthenumberofCatholicswhohaveceasedtopractisetheirfaith, moreparticularlysincetheoutbreakofwarandthemobilisation ofyouthofbothsexesintotheFightingForcesandauxiliaryand essentialservices,hasrevealedjusthowdeepwasthefaiththat wasinthem.Thattherootcauseofthistragedyistobefound intheirhome-lifeisundeniable.Thatthefailureofthehomeis :nmostcasesduetoamixedmarriageisalsoundeniable.

Thepreservationofthemidiisbasedonthetraining.example, andthoroughlyCatholicatmosphereohthehome.Andthisis vitiated,itnutultimatelycompletelydestroyedinthevastmajorityofcases,wherebothparentsarenotgoodandpractising Catholics.
The"new-regulations,then,areintendedasadeterrentto thosecontemplatingamixedmarriage.Therearegraverissues atstakethanmerelytheselfishhappinessoftheCatholicparty. Thishappinessitseltfailsevertomaterialiseinallbutexceptional cases,foramarriagewithouttheChurch'sblessingcannothopeto .bringlastinghappiness,andinamixedmarriagenoblessingis givenbythepriestpresidingattheceremony.
WithgravemisgivingstheChurchmerely"tolerates-amixed marriage.Sheknowswhatisgoingtohappeninmostcasesto hechildrenofthemarriage,andfearsforthem.Sheknows,too, howimpossibleofattainmenttheidealofmarriageinChristbecomes,whenbothpartieshavesuchhopelesslydivergentoutlooksonlifeanditsmeaning,andonwhatissacredeveninmarriage. *
Alltheexcusesofferedarefutileagainstthecoldfactsofpast andpresentexperience.Alwaysthiscaseisgoingtobetheexception.ButtwolivesCANNOTbeweldedintooneandbecome intheSacramentabeautifulsacredunionsweptupintothesymphonyoftheMass,asChristmeantittobe.whenoneparty knowsnothingaboutandcaresnothingforallthatmakesofCatholicmarriagethewonderfulthingitistothosewhounderstand.

BornatBallyneathy,Co.Tipperary, Sistercameofafamilyuniqueonthe sideofbothparentsforpriestlyand religiousvocations.OneofherbrothersbecameapriestintheSociety oftheHolyGhostFathers,another, BrotherLuke,oftheCistercians,Mt. Mellary,wasknownandreveredfar beyondthefieldsofhisfamousmonastery.Nineofhernephewsare priests,one,FatherJ.O'Connor,being attachedtothedioceseofAuckland, NewZealand.andsheissurvivedby onesister.Sister'sownchoiceofvocationwasprobablyinfluencedthrough herfriendshipwithtwoofheraunts whowereReligiousoftheGoodShepherdatWaterford,whereSisteren teredaspostulant.Afterfinishing hernovitiateattheMotherHouseof theOrderinFrance,Obediencenamed herforthisfoldinWestAustralia. whereshearrivedontheFeastofthe Presentation,thirty-threeyearsago, andsincethenshehasmostfaithfully andconscientiouslygivenofherbeautifulbesttohercommunity.
Aboutherthere alwaysthe shadowofthehumilityoftheMother ofGod,whilstherabsoluteguilelessnesswasarefreshmentanddelightto thosewholivedinconstantcontact withher.Inher,too,waseverevidenttheloveoftheIrishheartforits ownnativeland,andoftenitwasa lonelylove,whichmadeonefeelit musthavebeenthecostliestbolocaustsheplacedonthealtarofsacrificethemorningofherProfession.
Sister'shealthhadnecessitatedan operationaboutsixmonthsago,but shedidnotmakethenopen-torrecoveryafterit,andhadtoreturntoSt. JohnofGodHospitalaboutthree weeksprevioustoherdeath.There shewastenderlynursedbytheSisters, whomshelearnedinthehoursofher sicknessandsufferingtolooktoand leanupon,andNI-otherPrioressand Communityaregreatlyindebtedto thoseAngelsofCharityfortheirwonderfulkindnesstotheirdeceasedsister.
ItiswrittenofMotherMcAuley, FoundressoftheSistersofMercy, thatatherdeathbedshewassoconcernedforthesisterswhowerepresentthatsheaskedtheywouldbe givenacupoftea.Notlessthoughtful,thoughlessfamed,wassheof whomwewrite.Twoofhercommunity(onehercousin)whowere privilegedtoremainwithherwhile shewasdying,wereembarrassedto hearheraskthenightSisterifshe wouldgetthemacupofcoffee-itwas thelasttouchingevidenceofthat thoughtfulnessforotherswhichwas hercharacteristictrait.
Sisterhadbeenconsoledbyconstantvisitsfromthechaplainofher Convent,andontheeveningprevious toherdeathHisGracetheArchbishop cametoblessherandtotellherhe wouldofferMassforheratfiveo'clock nextmorning.ThatMasswaspleadingforherdepartingsouljustasshe neededitmost,andSisterwasconsciousofthatandwascomfortedupto herlastbreath.

Amen."Howoftendidthesewords fallfromthelipsofourrevered MotherMaryPatrickduringeachday ofherlonglife,inferventpetitionto theImmaculateMotherofGod.and thisMostBelovedMotherobtained forherfaithfulclientahappypassing fromthisnowunhappyworldonthe dayaftertheFeastoftheImmaculate Conception,1942.Tenderdevotion, fullofactivityindrawing-soulsto theloveandserviceofMary,wasindeedtheoutstandingcharacteristicof MotherMaryPatrickGilchrist.To thehandsofthePurestofcreatures didsheconfidehereveryduty,her everysacrifice,hereveryprayer,and greatwerethefruitsofsanctitydid herbelovedPatronessgiveinreturn.
Bornin1867ofahighly-respected WestAustralianfamily,MotherM. PatrickwasapupiloftheConventof Mercy,VictoriaSquare,formany years.OntheFeastoftheVisitation, July2,1889,shegaveherselftoGodin HolyReligionatVictoriaSquare, wherehereldestsister,thelateMother MaryLigouri,ofWestPerth,wasalreadyaprofessednun,andwhereshe waslaterjoinedbyherremainingsister,nowRev.MotherM.Aquin,ofSt. Brigid'sConvent,'WestPerth.Her longreligiouslife,foronFebruary6, 1942,shecelebratedtheGoldenanniversaryofherprofession,wasspentin lovingserviceofherGod,givinga beautifulexampleofourholyRulein actiontoallinthecommunitieswhere shelived.Herexampleandinfluenceduringthesixyearswhenit washerdutytotrainthenoviceswas inspiring.SheheldtheofficeofSuperioressinseveralconvents,atYork, MidlandJunction,andatBassendean, whereshehadbeeninchargesince 1929.AlltheSisterswhomshegovernedduringtheseyearslovedher,and reveredherforherbeautifulspirit ofcharity,herpatienceandherhumility.

Ifmany,manyyearsagotheSisters whoplannedandworkedatthesegardenshaddonesowiththeviewofone dayseeingMasscelebratedthere,they couldnothavedonetheirworkmore perfectly.Onthetopterrace,ina positionwhereitcouldbeseenfrom anypartofthegrounds,stoodthe Altar.Simplicitywasthepredominatingkeynote.Softlydrapedsatin,relievedhereandtherewithgolden leavesandasparagusfern,formedthe wallsandcanopy;delicatespraysof pinkflowersfromtheCollegegrounds decoratedtheAltaritself.Twofloodlightsfellfulluponit,lightingupevery drapeandfoldandglintingonthe goldenleavesandpolishedcandlesticks andvases.Twomorebulbssetin vasesontheAltarsentasoftlight overall.Thesecondterraceformed aprie-dieufortheHolyCommunicants;totheright,theGrottoofOur LadyofLourdes,flankedwithpalms andfernerywas,too,asoftglowof light;atthebackstoodtheCrib. TheCatholiccannotreconcilehis beliefinfreedomwithCommunism which,insteadofreturningthecontrolofthemeansofproductiontothe worker,concentratesitinthehands oftheState,sothattheworkerisas muchaslaveasever.
AgainstSocialDespotism.
TheCatholiccannotreconcilehisbeliefinfreedomwiththat"benevolent" socialdespotismwhichisgrowingin Australia.Underthishidden,but nonethelessreal,despotismtheState, insteadofexercisingitsproperfunctionofensuringthatthefamiliesof workersareabletomaintainandprovideforthemselves,contentsitself withpayingdolesandsupplyingsocial services.Thefamilyhasarightto maintainitself.Thedutyofthe Governmentistoensurethatthefamilyhastheresourceswithwhichtodo so.WhentheGovernmentcarries outthefunctionsofparents,itweakensthefamilyandsowstheseedof itsowndestruction.
Thedoleisnecessarysolongas thereisunemploymentinthepresent socialorder.Socialservicesaresimilarlynecessary.Hospitals,baby healthcentresandthelikewillalwaysherequired.Butthetypeof socialservicewhichissimplyasub-
stituteforjustwagesandallthat theycangiveisonlyastop-gapand isnotapermanentreform.
Further,freedomitselfisonlyan illusionunlessthemasseswhohave beendeprivedoftheirheritageofownershipcanonceagainenjoytheeffectiveownershipandcontroloftheir homes,theirland,theirbusinesses,and themeansofproduction.
Thefightforbetterwagestandards wasnecessaryinthepastandremains necessary.Butthefightforsocial justiceshouldnotbelimitedtothat onething.Despitealltheendeavour ofthepast,Australiaisstilldivided intotwoclasses-mastersandmenanditisrapidlydegeneratingintoa nationinwhichthereisonemastertheGovernmentandthebureaucracy. Somemaybedeludedintothinking theyarefreebecauseofthehigh wagestheirreceiveinthepresentabnormaltimes.Butthesetimeswill passandpresentwagestandardsmay wellpasswiththem.
Thegreatfighttobecarriedonin thefuture,iftheNewAustraliaisto befoundedonJusticeandonFreedom,isthefighttorestoreownership tothepeople-ownershipofhomes, ofland,ofworkshops,andofthe meansofproduction.
SocialJusticecanneverbeachieved ifpersonalfreedomvanishesfromthe faceofAustralia.ThatisthedangeragainstwhichAustraliansmust guardifwearenottolosetointernalforceswhatwesavefromtheexternalenemy.
Thefightforfreedomisafightfor thesmallunitagainstthelarge.
"Itisaninjustice,agraveevil,and adisturbanceofright-orderforalarger andhigherorganisationtoarrogateto itselffunctionswhichcanbepeformedefficientlybysmallerand,lower bodies.Thatisafundamentalprincipleofsocialphilosophy,unshaken andunchangeable,anditretainsits fulltruthto-day.Ofitsverynature thetrueaimofallsocialactivity shouldbetohelpindividualmembers ofthesocialbody,butnevertodestroyorabsorbthem."(PiusXi)
ThedutyofChristiansisclear.It isnotenoughforafewtoproclaim thesedoctrineswhichalonewillsave society.Itistheimperativedutyof everyChristiantoplayhispartthe lifeofthenationandtoensurethat theseprinciplesbecomepractices.The freedomwhicheveryAustraliandesirescanbefoundedonlyonbeliefin GodandontheChristianFaith.
Itisincumbent,then,uponall Christians,toplaytheirpartinguidingthedestiniesoftheirnation.They mustensurethatpublicaffairsare nolongeradministeredinaspiritof practicalpaganism,theresultsof whicharenowbeingwritteninletters ofbloodoverthewholeoftheearth.
