Theproblemwasrecentlyposedby FrankPakenham,anEnglishconvert toCatholicism-atonetimeinNeville Chamberlain'sConservativeResearch Department,andafterwardsaLabour CityCouncillorofLondon.

Inthe"LabourCharter"oftheItalianFascismwefindtheindividual subordinatedtotheNation,whichis "endowedwithanexistenceandwith endsandmeansofactionsuperiorin powerandduration,"andtheNation "findsitsintegralrealisation"inthe FascistStatetheStateis,inthewords ofMussolini,the"veritablerealityof theindividual,"and"allisintheState andnothinghumanexistsandnothing hasvalueoutsidetheState."Nazism andFascismareatoneintheirassertionofStateabsolutism.

ThelateHolyFatherwasemphatic inhisassertionthatitissocietythat forman,andnotmanforsociety. Inthenameofyouall,Iwishtoexpressourthankstothefightingmen oftheUnitedStatesforthesafetywe nowenjoy,andIdoso,knowingthat thesewordswillbereadandunderstoodbysomeofthem.Foragreat sourceofpleasuretoushavebeenthe visitspaidtotheschoolbyAmerican of ofJesuitUniversitiesandcollegesintheUnitedStateswhoseyearsofschoolinghadcreated abondbetweenthemandthewhole

Therigouroftheblackouthasnow beenrelaxed,andtheimminentthreat tothecity'ssafetyhasbeenremoved; but.nowthatthedangerisremotewe mustnotsupposethatitwasunreal; wehavesimplytothankGodforre. movingit.And,after-God,wehave tothanktheFightingForcesforthe immunitythatthiscity,thechildren, andweourselves,haveexperienced.I thinkitwell.onanoccasionlikethis,

SocietyofJesus,andwhosegenuine cultureandsterlingCatholicismshowedthattheirschoolinghadnotbeen invain.

Ourchietambitionatthebeginning ofthisyearwas,then,togetasbest wecouldtotheendofit.Yetin strivingtosolveaproblemarising outofthedisturbedconditionsofwartime,theschoolessayedanexperiment,whichwill,Ithink,provetobe ofenduringvalue.Wedecidedto substituteastudy-period,aschoolfor thehomeworkformerlyprescribedfor theboysoftheJuniorSchool.If theyaretobenefitbythem,young boysmustdotheirexercisesunder supervision,buttheabnormalconditionsnowprevailinghavedeprived parentsoftheleisuretheyformerly had,andIbegantorealisethatthey werefindingitincreasinglymoredifficulttoseethatthehomeworkwas done.Thereisoneconsideration,too, whichleadsmetothinkthatthenew systemmayprovetobeofvalueeven

dosomememoryworkathome;the secondis,thatallJuniorboyswhoare capableofdoingsoarerequiredto givehalf-an-hourtoreadingabook eachevening.Neitherofthesetasks shouldcauseanytroubletoparents. Thereading-periodisespeciallyimportant.Theboyslikeit.Suitable booksareprovidedforthematschool, andthosewhohavebeenfaithfulto practicehavealreadyderivedgreat benefitfromit.Byacquiringthe habitofreading,aboylearnstoteach himself;hefillshismindwitharich storeofwords,images,andideas,and unconsciouslytrainshimselfvisuallyin spellingandotherformsoforthography.Iwouldremindyou,too,of therequestImadeinmycircularletteronthesubject,namely,that,where possible,parentsshouldgettheboys todothereading,orpartofit,aloud.

Afterall,whatisChristmas?What aquestion!Butseeminglynecessary inthisyearofgrace.TotheCatholicitoffersnodifficulties.

Tomostitisthoughtofsimplyas aholiday.Abreakinthecontinuity oflabour,atimeofjollificationto whichisincidentallyattachedacharminglegend.

HowmanybelievethatChristmas Daycelebratesthemostimportant eventthatevertookplaceinthehistoryoftheworld?

Perhapstheritualsacrificestothe deifiedemperorsandthecommemorationoftheOlympichierarchyatthe endoftheRomanEmpirewerecelebratedinasimilarstateofmind.Perhapspeoplewentthroughthetraditionalrites,ledthegarlandedbeastsin solemnprocessiontothesacrificial altarwithmuchthesameemotionsas theyhavebeenaccustomedtobuy Christmaspresents,decoratethehouse andtreeswithholly;happytocelebiateanancientholidayandattached tooldcustoms,butwithoutanyreal convictionastotheirsignificance.

Stilltheoldpaganswouldhave knownthattheritualmustbeold,must bereligious,mustbeconcernedfundamentallywithsimpleelementslike woodorwaterorfire,butthatitmust alsohavebeeninsomewayrevolutionary,exaltingthehumble,orbelittlingthemighty.AndChristianity absorbedpagancustomsbecausethey werealmostChristiancustoms.

AnythingthattheearlyChurchdisapproveddiddisappear-thebutchery intheAmphitheatres.TheChurch wasreallyinapositiontosuppress, butitdidnotsuppresscustomsofthe WinterFeast.IfitistobeputbluntlyitcanbesaidthattheChurch "capitalised"thehumanandmystical elementswithintheritual.But,of course,inkeepingwiththeMarchof TimeandProgress,Christmashadto beimproved;andsoithasbeencommercialisedandvulgarised.

Educationalreformisstronglyurged bytheRuralMovement.Itisface tofacewithoneofthemostpowerful andeffectivecausesoftheFlightfrom theLand,andyetonewhichitisalmostentirelywithinthecompetence oftheCatholiccommunitytoremedy foritself.

Theproblemcanbestatedeasily. Everyyearhundredsofboysandgirls fromruralhomes,whosefutureisor shouldbeontheland,arebeinggiven atrainingwithinourcollegesandconventswhichfitsthemperfectlyforthe lifeofthecityandnotatallforthe lifeoftheland.

Theconsequenceofthiseducationis logicalandinevitable.Itisimpossibletoexpectchildrenwhohave beengivenaneducationwhichfits themforonewayoflifetofindtheir placewithinawayoflifewhichis almostcompletelyopposite.

Catholics,inthehistoryofAustralia, havefoughtamagnificentbattleto preservetheireducationalinstitutions intact,andtheirfighthasbeencrownedwithoutwardvictory.Thereisa danger,however,thatwherethefrontalattackoftheenemyhasbeen thwarted,the"fifth-columntactics" maysucceed.Thesystemofsecular educationisplannedcompletelyforan industrialsociety.Theboypassingat 'theIntermediateorLeavingstandard isqualifiedforafuturecareerasa publicservant,alawyer,adoctor,or foracareerinanyoftheprofessions girlgraduatingatthatstandard maxheateacher,atypistorasecretary.Thereisnorelationbetweenthe systemandthenecessitiesofthelife oftheland.

Economicnecessityhasforcedthe -1-"-atholiccommunitytoacquiescein thissecularsystem,butwhenweare facedwiththepossibilityofthecompletecollapseofrurallife,itwould becriminaltoacquiesceanylonger. Nousefulpurposecouldbeserved inbeingotherthanfrankuponthis matter.Thereasonsarevaried,and everyoneofthemcontributestoa lu,tificationofthefact-butneverthelessthefactisthatthelifeonthe 'ndhasbeencompletelydisregarded asanobjectiveinthetrainingwhich oarschoolsgivetotheirpupils.Itis notaquestionofblaminganyparticularsetofpersons.Teacherscan arguewithjustificationthatthepar,ntswishtheirchildrentobeeducated rpositionsinthePublicServiceor stenographers.That,nodoubt,is trueinmanycases.Parents,ontheir side,mayurgewithequaljustification thattheeducationalsystemisalready soover-balancedinfavourofacity trainingthatitrequiresamajoreffort ontheirparttotransformit,anditis saidthat,isolatedandwithoutorganisationastheyare,thiswouldbea completelyimpossibletaskfortheindividualparents.Theneedforan organisationinthisfactaloneisquite clear.

Theveritableeducationalrevolution atwhichweareaiminghasalready beenenvisagedbymanypioneersin thefieldofeducation.Theinitiative

forthe LAND

hasinsomecasescomefromtheBishopsthemselves,andnothingbutthe highestpraisecanbegiventothe initiativewhichestablishedtheAgri- culturalCollegesatWoodlawn(New SouthWales),Abergowrie(Queens- land),andTardun(W.A.).TheseAg- riculturalCollegesareamonumentto theBishopswhoestablishedthem, andtheyhavealreadycarvedthemselvesanicheintheruralandeducationallifeoftheCatholiccommunity. Thereisagreatfieldforanincreasein thenumberofsimilarAgriculturalColleges.Thehopeisthatthenewinterestwhichhasbeenenkindledin rurallifewillleadtothefoundation ofmoreofthem,fortheCatholicrural communitywillnotbeplacedona firmfoundationunlessitslifeisbased onthepracticeofthebestandmost up-to-datetechnicalmethodsinthe realmofagriculture.

Thefurtheroneenquiresintothe wholequestionofeducation,theclearerbecomesthefactthatthesolution isnotentirelyintheestablishmentof moreandmoreagriculturalcolleges, howevernecessarytheseCollegesmay be.Formanyyearstocome,dueto thehabitsofpastgenerations,itwill notbethenormalthingforthefarmertosendhissontoanAgricultural College.Theboyfromthelandwho isgivenaSecondaryeducationwill normallygotothemanySecondary andBoardingSchoolswhichareinexistenceincapitalandmainprovincial cities.SimplytoestablishAgricultural Collegeswouldcateronlyforasmall minorityamong sonsoffarmers.A deliberateeffortmustbemade,adeliberatepolicyembarkedupon,of changingthenormaleducationwhich isgiventothecountryboyintheordinarySecondaryandBoardingSchool.

Thereisnodoubtthattheproblems whichareinvolvedareverydifficult, buttheyarefarfrombeinginsuperable.Amongtheobjectivesofthe changeshouldbetheincorporation intothecurriculumofthenormalCatholicSecondarySchoolofthoseagriculturalsubjectswhichareincluded intheSecondarySchoolSyllabusin manyStates,andwhichenabletheordinaryboytoqualifyforhisIntermediateandLeavingCertificates.The argumenthasoftenbeenbroughtforwardthattogiveagriculturaltraining inSecondarySchoolswouldhinderthe pupilfromobtainingtheseCertificates. Butthefactswouldseemtobeotherwise.IntheStateofVictoria,forinstance,therearetwosubjects-Agri- culturalScienceandAnimalBiologywhichcanbecountedassubjetsboth attheIntermediateandattheLeavingstandard,butwhich,tothebestof myknowledge,arenottaughtinany CatholicSecondarySchool.Theinclusionofthesesubjectsinthenormalcurriculum,sothattheboyfrom thecountrycouldtakethemandatthe sametimequalifyfortheseCertificates,shouldbethefirstobjectiveof anyeducationalreform.Similarsub-

Nodoubtthere arebeginningsofthesamepolicyin anumberofCatholicschools,butas theGeelongGrammarexampleisthe onewithwhichthewriterisbestacquainteditisdealtwithhere.)Volun-taryhobbyworkisestablishedforthe boysinavarietyofcourses.Some doaMechanicsCoursewhichinvolves lecturesonTools,Machinery,andthe useofthoseobjects,sheet-metalwork, soldering,andtheuseofthelathe. And,inaddition,careistakenineach oftheseworkstobringouttheindividualityoftheboyandatthesame timetostresstheadvantagestobe gainedbycommunityeffort.Another courseisgiveninPlumbing.This theSchoolPlumber. Itinvolves,amongotherthings,the ventilationoftheSeweragesystem,sheet-metalworkandtheuseof fluxes,practicalworkincuttingmetal to-makecones,pipes,funnels,etc.,a knowledgeoftaps,washers,ball-valves ulhot-watersystems.Theschool Painteractsasinstructorinaclasson Painting,whichgivesagoodknow-

ledgeofthepreparingandmixingof paint,thepreparingofthesurfaceof theobjectstobepainted.Theleather-worksectionisgiveninstruction intheuseoftoolsinvolvedinthistype ofwork,instructioninthecuttingof leather,thestitching,piercingofholes, andthemanagementofthethread. Anothersectiondoacourseinthe growingofvegetables.

Noneofthesehobbyclasseshasas. sumedverylargeproportions.Neverthelesstheydoensurethatalarge numberofboysarereceivinginstructioninhowtomakethemselveshandy menandatrainingwhichwouldbe veryusefultothem,particularlyon thefarm,butusefuleveniftheyare tobeemployedinthecityinthenear future.Theboysofthisparticular schoolcomefromsomeofthewealthiesthomesintheWesternDistrict,and itmighthavebeenconsideredthatthe typeofruralinstructionwhichwould havebeengiventhemwouldhardly hethetypewhichwouldbeofvery greatusetothechildrenofCatholic farmerswhoaregenerallyinpoorer circumstances.Theremarkablething isthatthehobbycourseswhichhave beenestablishedaretypicalofthe natureoftheworkwhichiscommon onthesmallerfarm,andinthisrespectourCatholicSecondarySchools coulddomuchbyfollowingthisexampleand,nodoubt,improvingnoon it.

Allfourpriestswereworkingonthe KoreanMissionwhenJapanentered thewar.

Althoughtheyenduredmanyhardships,theyreceivednoactualill-treatmentatthehandsoftheirgaolers,or fromtheJapanesepolicewhowereresponsiblefortheirarrest.

ThearrestsweremadeonDecember 8and9,whentwoPrefects-Apostolic, MonsignorOwenMacPolinandMonsignorThomasQuinlan,withallpriests underthem,wereplacedinthegaols intheirrespectivetowns.

Someofthe22Irishpriestsunderwentlongperiodsofquestioning,in somecaseslastingallnight.

Thegaolswerecrowdedandextremelydirty.

Therewerenofacilitiesforwashing orexercise,andnoreadingmatterwas provided.

ThemissionariesimprisonedatKwochuremainedintheircellsfornearly twomonths.Theywerethenconfined inMissionhouses. -

TheIrishpriestswerereleasedearly inMarchafterinterventionofthe ApostolicDelegatetoJapan.

TheAustralianandAmericanpriests weretakenfromKoreatoKobein Japan,wheretheyremainedfortwo months,beforebeingtakenbyanexchangevesseltoLourencoMarques, wheretheexchangewithJapaneseinterneesfromBritishterritoriestook placeattheendofAugust.

Someoftheinidentsrecountedby thereturnedpriestsareamusing, thoughtheirimprisonmentwasno laughingmatter.

Afat,littledistrictofficer-in-chief, whowasaccompaniedbyalargestaff, haranguedtheprisonersfortwohours, gesticulatingwithanenormoussword, uponwhichheappearedtobeinmomentarydangerofcommittinginvoluntaryhari-kari.

TheJapanese,saidthepriests,were convincedthattheywereinfinitely superiortothewhiterace.Thisnotion wasadvanced,notassomethingdebatable,butasathingthatwasaxiomatic.

hireversingthedecisionofapreviousGovernmentandlegalisingtheCommunistParty,theFederalAttorney-General(Dr. Evatt)madeitclear"thatthedecisionevidencesnosympathy'by theGovernmentwithanyCommunistviewsordoctrine."This butreiterates,ofcourse,theoriginalveryforthrightstatementby theBritishPrimeMinisteronhisGovernment'sattitudetowards theRussianalliance.Theco-ordinationofmilitarystrategyand everypossiblemutualassistanceinthewareffortdoesnot,and mustnotimplyanideologicalcourtship.Itisnecessarythatthis veryimportantdistinctionhekeptinmind,moreparticularlyat thepresentmoment,whenourdomesticRussophilesarecommandinganeverlargersectionofthepressandradio,andofthegoodwillofanunthinkingpublic.Asarecenteditorialremarked,"the RussianshavelongsinceceasedtobeCommunistsandtheAustralianCommunistshaveneverbeenRussians."andwemightwell add,"nortrueAustralianseither.forthatmatter."

WhatwouldthisIndustrialCouncil do?Withoutsettingoutindetail allthepowerswhichitshouldhave, Mr.Mahersuggestedsomewhichmight begiven.

(1)Fixwagesandconditionsforthe industry.Obviouslynooutsidebody couldeverknowtheintricaciesofthe businessbetterthanthepeopleengagedinit,orbebetterfittedtodecidewhattheemployeesshouldreceive.

(2)Controlprices,undersupervision ofabodyappointedbyParliament. suchasthepresentPricesCommiss.on, toavertexploitationofthepublic.

(3)Controlprofits.Thereshould, however,bedefinitemaximumlimits imposedondividends,sothatthose withgreatereconomicpowershould notbeabletoreaptoogreatareward attheexpenseoftheircompetitors.

(4)Decidetheamountandthequalityoftheproductionofthegoodsin theindustry.

(5)Lookafterthesocialwelfare ofallengagedintheindustry,includingprotectionagainstunemployment, pensionsforoldageand-sickness, andperhapscontributoryinsurance schemes.Thiswouldenableustodo awaywithStatereliefanditsaccompanyingstainof"thedole."

(6)Attendtothemarketingofproductsoftheindustry.

(7)Limitthenumberofenterprises. Thereisadangerherethatcertainsectionsmightgetholdoftheindustry andrefusetoallowevenlegitimate competition-butthiswouldhaveto bewatched.

(8)Plantechnicaleducation,apprenticeshipandgeneraltraining.

1.Itmustbegivenstatutorypowers. LegalforcemustbeappliedtoitsdecisionsbytheCouncilitself.Itis necessarythattheStateshouldhand overtoanIndustrialCouncilpowers tomakeregulations,toimposefines,to enforcedisciplineforbreechesofregu. lations.

2.TheIndustrialCouncilisnota purelyeconomicbody.Ithasanaturallifeofitsown.Itisconcerned witheducation,socialwelfare,good feeling-aswellaswithwagesanddividends.

3.Itisnotapartofthepolitical system.ItdoesnotattempttosupplementordominateParliament.PeoplewillcontinuetoelecttheirrepresentativetoParliament,whichwillremainsupremeoverallIndustrial Councils,decideonthegeneralpolicy, willsuperviseworkingofallcouncils, andgiveortakeawaytheirpowers,as itwishes.

Mr.Maherpointedoutthatsucha planmeetsallthatwecouldaskofan industrialsystem.

Itfittedthenatureofman.Man, beingneitheragodnorabeast,must befree-butnotcompletely.Manrealisestheneedfortheassociationsthat willallowforinitiativewithoutallowinganarchy.Itenablesmento havesamecontroloverthewayin whichheearnshisliving.Themodern workerfeelsthathedoesnotcountin theindustrialmachine.Thatisone reasonwhyhesometimesmisuseshis employer'sequipmentandwasteshis employer'stime-that"thwartedfeeling"accountsforsomuchinCommunism.Sowemustgivetheworkerthe feelingofsatisfaction.Thatishis right.Itwouldbebetterifhecould tieanowner,butinlargeindustries menasindividualscannotbeowners. Wemustgivethemthebestsubstitute. Moreover,ithelpsmantoacquireproperty.Propertyandnotincomeis thecriterionoffreedomandprosperity. Incomemaycomeandgo,butproperty goesonforever.Onlythemanwho ownspropertyisreallyfree.AnIndustrialCouncilwillnotofitselfgive himownership,butitwillbeapower-

wardtheirideasandhavetheirgrievancessettledquickly.

Itwouldprobablybeeasiertoset upIndustrialCouncilsinAustraliathan inanyothercountryintheworld. Theemployersarealreadyjoinedtogetherinmanyassociations,suchas ChambersofCommerce,Associationsof Manufacturers,Employers'Federations, StandardAssociations.Theworkers areorganisedinTradeUnionstoa higherproportionthaninanyother country.Therearethusorganisations whichcanspeakfortheworkerwithoutourhavingtoestablishnewones. Thereisnoseriousclass-warinAustralia-nolegacyofhatredandbloody conflictasinEurope.Undoubtedly greaterco-operationwillleadtomore efficientproduction.Nooneestimates theenormousamountoftimelostin strikesandlock-outsinAustraliain thelast25years,andtheconsequent effectsonproduction.

TheIndustrialCouncilisnota "cure-all."Itisonlyoneaspectof thewholeproblem.Itisnotanarticleoffaith.Itdoesflowfromcer-

tulinstrumenttothatend.Itgets ridoftheworstevilsofthecapitalist system,whichmaybesummedupas classhatredandirresponsibilityamongbothcapitalistsandworkers. Thegreatestdestroyerofcivilisationis theclasswar.Thisisourlastchance togetridofitinAustralia.Obviously,ifworkershadanequalvoicewith employersoncouncils,iftheyreceived afairwageandpropertechnicaltraining,theywouldhavenothingtohate. Theemployerisnolongeramember ofahostilearmy. Itavoidstheevilsofnationalsocialism,whetheroftheGerman,Russian orItaliansort,whichwanttodominatehumanlife,fromthecradletothe grave;IndustrialCouncilsprovidethe onlywayout-forherewecanhave socialcontrolwithoutsocialdictatorship.Here,too,theStateisputin itsproperplace.Thefunctionof theStatesisnottoownbusiness, dominateeverysectionofsociallife. Itistosupervise,control,decidevital questions. formative,sideofeducationthat counts.Itisatruismthatmodern educationhasbeenaimingatcrammingintoboysasmanyscrapsof knowledgeastheirheadscanhold,and thattheneedfortrainingboystoassimilatetheirknowledgehasbeen grosslyneglected.Theendofitall isthataboyleavesschoolacquainted withmanysubjectsandignorantof themall.Theaverageboy-anditis theaverageboywhocounts-whohas had'allthebenefitsofmoderneducation"leavesschool,aftersomeeight yearsoflabour,withafewpuzzled ideasofmathematics,andmanyscientificformulae,andavaguenotion thatNelsonsaidsomethingmemorable atWaterloo-ornearit.Hecan barelyreadFrench;hecertainlycannotreadLatin.Andonethingwas quiteforgotten;hewasnottaughtto think.Norcanheexpresshimself effectivelyinhismothertongue.In otherwords,thetaskofeducatingthe boyislefttotheuniversity;butthat isjustwherethedefectsofhisschoolingappear:hismindhasnotbeen trainedtotheassimilationofknowledge,andhisprogressattheuniversityisslowanddifficult.

Butitwasnotalwaysso;therewas atimewhenboyscouldanddidlearn somethingatschool.TheJesuitschools ofthesixteenthandseventeenthcenturytookitforgrantedthat,bythe ageoffifteen,aboywouldhavemasteredallthatthereisofLatingrammar,andthathe beableto readallLatinauthors,andthathis chiefoccupationfromthatageon wouldbetoacquirematurityof thoughtandfacilityofexpression.Of coursethecurriculumofaschooltodaymustbeverydifferentfromwhat itwasinformercenturies;butthe pointtonoticeisthis:thattheboys ofFreiburgandClermontmasteredthe subjectspresentedtotheminaway thatboysrarelymastersubjectstoday.Thereasonfortheirsuccessis easilydiscovered:therewasnocramming,noshort-cuts,noseekingforillusorysuccessatexaminations.
