Inthemodernworldtheimportance ofthisaspectcannotbeoveremphasised.TheIdeasandinstitutionsof themodernworldarecompletelypagan, andifleftunalteredmustpermanently frustratetheeffortsofthosewhowish tomaketheChristianlifethenormal thing,notforarelativelyfewindividuals,butforthemasses,
Thepointhasbeenwell-madeina statementwhichdeservestobebetter knownamongCatholics."Itisnot enoughtosaythatifwechangetheindividualwewill,ofnecessity,change thesocialorder.Thatisahalftruth. Forthesocialorderisnotentirely madeupofindividualsnowliving.It ismadeupofinheritedattitudes whichhavecomedownfromgeneration togenerationthroughcustoms,laws, institutionsandtheseexistinlarge measureindependentlyofindividuals nowliving.Changetheindividuals andyoudonotofnecessitychangethe socialorder,unlessyouorganisethese changedindividualsintocollectiveactioninawidescalefrontalattackupon thesecorporateevils."
Thesocialaspectoftheapostolate oftheRuralMovementissummedup intheobjectivescontainedinitsprogrammewhichitholdsoutasthe solutiontothedifferentaspectsofthe ruralproblem.ItisnecessarytoemphasisethattheN.C.R.M.hasnoprogrammeinthesensethatapolitical partyhasaprogramme.TheN.C.R.M. isnomorethanaweaponinthehands offarmers,composedofthefarmers themselves,withwhichtoconfront whateverproblemstheymayfaceat anygivenmoment.Inthissense,the programmeoftheN.C.R.M.inahundredyearstimemightvarytoatremendousextentfromtheprogramme whichithasto-day,forconceivably, theproblemstobefacedmightbeentirelydifferent.
To-day,however,theprogrammeof theRuralMovementinthesocial sphererevolvesaboutfivepolicies:
(1)IndependentFarming.
(2)ThespreadofCo-operationto everypossiblesphere.
(3)ThereformofRuralEducation.
(4)Thedisseminationofthebest technicalmethodsinagriculture.
(5)TheRevivaloftheRuralHome.
I.INDEPENDENTFARMING.
TheRuralMovement'sadvocacyof IndependentFarmingisaimeddirectlyattheeconomicconsequencesof
LAND
specialisedCommercialFarming,the evilresultsofwhichhavebeenalready described;andindirectly,butprofoundly,atthewholeproblemofthe Australianruralmentality,oftheoutlookoftheaverageAustralianfarmers towardstheirland.ThetermIndependentFarmingisnewly-coined,and itisanattempttolinkupthetechnicalpoliciesinvolvedindiversified farmingwiththedesireforpersonalindependencewhichistneobjectiveand indeedthevery"raisond'etre"ofthe Catholicattitudetotheland.
SpecialisedFarminghasalready beendefined.Itisthefarmingpolicywhichregardsthelandassomethingtobeexploitedbythecontinual productionofoneortwocropsforthe overseasmarket.Thefarmisnotregardedprimarilyasthesourceofthe familyfoodsupply.Thisistobe purchasedwiththemoneyincomederivedfromtheannualcheque.Itis clearthatthereisnodifferencebetween thissortoffarmandthefactoryin whichrawmaterialsareprocessedfor transformationintomanufacturedarticlesforsale.
TheexactoppositeofSpecialised FarmingisSubsistenceFarming.The objectivehereisfortheproduction onlyoffamilyfoodsupplyandforthe productionofthefamily'sclothing fromthefarmitself.
IndependentFarming,whichisadvocatedbytheRuralMovement,is neithertheonenortheother.Itis themiddlewaybetweenthetwo.Its objectivesaretwofold:
iiThatthefarmshouldprimarilyhe regardedasthegranaryfromwhich allthefamilyfoodisproduced.This shouldbethefirstobjectivewhich thefarmfamilywouldsetitselfso that,whatevertheeconomicvicissitudesoftheoutsideworld,there wouldalwaysbealivingforthefamilyfromtheland.
(ii)Tosecurethemoneyincomewhich thefamilywillneedforeducation andtheothernecessitieswhichcannotbeproducedonthefarmitself, thefamilywilldiversifytheproductionofthefarmasfaraspossibleso thattherewillhemoneycomingin allthetime.
TheadvantagesofIndependentFarm ingovertheothertwosystemsareobvious.Theanti-ruralatmosphereof CommercialFarmingisovercomewhen thefarmisregardednotasachattel tobeexploitedformoney,butasthe verygranaryfromwhichthefoodof thefamilycomes.Thusthereisimportedinourattitudetothelandthat CatholicandEuropeantradition whichhasfoundedapermanentagricultureintheOldWorld.Onthe otherhand,byaiminginadditionat aregularmoneyincome,provisionis madetoenablethefamilytobetter itspositioneconomically,andtomake thelandattractivetothechildrenbecauseitpromisestangiblereturns whichallowittocompete,eventothe superficialeve,withthefinancialallurementsoftheCity.
Thosewhoareacquaintedwiththe traditionalpracticesofAustralianagriculturewillhavenoillusionsastothe immensityofthetaskwhichthe N.C.R.M.hasundertakeninthismatter.Thementalrevolutionwhich hastobeaccomplishedistremendous, anditiscertainthatwithoutthebasic spiritualobjectiveoftheRuralMovementtheeffortwouldbefutileItwas this,nodoubt,thatHis6racethe ArchbishopofMelbournehadinmind
whenhetoldthedelegatesatthelast NationalConventionoftheN.C.R.M. thattheywereonlyatthebeginning ofalongroadofwhichtheywouldnot seetheend.For,indeed,onlythe mostincorrigibleandunrealisticoptimistwouldexpectthechangefrom thecommercialtotheindependentattitudetowardsthelandtoassume nationalproportionsinlessthanone ortwohundredyears.Thisveryrealisationhasactedasadeterrentto somewhowouldotherwisehavebegun toplaytheirpartinthenascentrural revolutionforthenaturalinstinctis todemandaremedywhichismoreimmediate,more"practical."'Thetruth is,ofcourse,thatanylesserobjective wouldbefatal,foritwouldignorethe canceratworkintherurallifeofAustralia,andcontentitselfwithpalliatives.
Lesserandmoreimmediateobjectivestheremusthe-thatgoeswithout sayingandtheyfindtheirplaceinthe programmeoftheN.C.R.M.-butthey mustbeseenagainstthebackground ofthegreatdoctrineofIndependent Farming,thepolicywhich,inpresent dayAustralianconditions,alonecan bringabouttherevivalofthemind whichwillregardthelandassacred. Furthermore,whetherwebeginto-day orinfiftyyearstime,thesolutionis stillonetobemeasuredindecades andcenturies-andifwedelayeven tenyearstheChristiansolutionmay havebecomecompletelyimpossible,for therearealreadyAustralianeconomists,towhomGovernmentsinvariablylendareadyear,urgingthe adoptionoftheRussiansystemof Statefarmsasthelogicalendof CommercialFarming.
Thismentalandspiritualrevolution isthegreatobjectiveoftheRural
Movement,andallotherpoliciesof theN.C.R.M.fallintolinebehindit. Therearedifficulties,however,ofa temporalnaturewhich,materially speaking,willinvolveatremendouseffortiftheyaretobesolved.The firstistheproblemofexistingdebts, andthesecondistheproblemof water,forthesefactorshavebecome thematerialdeterminantsofAustralianagriculturalpolicy,andanyprogrammewhichdidnottaketheminto accountwouldbedoomedtofailure.
Ifthedebtproblemwereaphenomenonwhichwasjustnowcominginto existence,andifitweredueentirely tothebadpracticesofthepresent generationoffarmers,therewouldbe groundsforholdingthatitmightbe solvedbythefarmersthemselves,by achangeintheobjectivesoftheiragriculture,byareforminthemethods whichtheywouldadopt.Thefact, however,istheopposite.Thedebt positionwhichfacesAustralianfarmersto-dayistoalargeextentaproblemwhichwasinexistencebefore theirgeneration,aresultofgambling instinctswhichwereencouragedin Australianagriculturtandwhichwere handeddownasakindofheirloomto manyofthepresentgenerationof farmers.Itisaproblemwhichmust hedealtwith,foraslongasitcontinuesitwillfrustratetheeffortto buildupthetraditionofIndependent Farming,sincethenecessityofmeetingtheinterestbillannuallyinmany casescompelsthefarmertoregarda financialreturnfromcommercial cropsasthefirstobjectiveofthefarm.

Thisatmosphereofvagueness,uncertaintyanddoubtisamilieu pregnantwithpossibilities.Itisagoldenopportunityforthe ChurchinAustraliaandwemustseizeit.Fortheconversionof Australiatotheonetruefoldwouldgreatlyfacilitatebothsocial andeconomicreformswhichthemassofthepeoplesoardently desire.Itisourgreatnationalresponsibility,withtheaidofSt. FrancisXavier,tomakethiscountrythesouthernlandofthe HolySpirit.

Peoplewithoutfaithhaveeveryreasonforavoidingthethoughtandmentionofdeath.Tothem,itisanugly spectre,tobemetonlywhennecessary andtobeignoredaslongaspossible. ButChristians,whoserealcitizenship isinheaven,havenoreasontobeundulyafraidoflifeordeath.Deathis inevitable,andmeditationonitdoes notnecessarilycallformorbiddwelling onitsgrimmeraspects.TheChurch inherwisdomallowsforthenatural dreadweallhaveofdeath.The separationofthebodyandsouldoes violencgtotheirunity,andthisunity wouldhaveremainedunbrokenthrough physicalimmortalityifAdamandEve hadnotsinned.Thereare,then. humandrawbackstodeath:theillness thatusuallyprecedesit,thebreaking upoffamilygroupswiththeattendant sorrowandloneliness,thedarknessof thegrave,andthenaturalabhorrence weallhaveoffinaldecomposition. Thesearethephysicalevilsthatattend death,andtheyaredifficultforhumannaturetocontemplatewithout somefear.
Therearealsospiritualdrawbacks todeaththatmakeitdifficultevenfor afaithfulChristiantolookforwardto itwithcalmcourage.Inheriting,as wedo,afallennature,weareweak invirtueandconsciousofourshortcomings.WeknowthatthebesthumaneffortsarenothingwithoutGod. Thethoughtofthejudgmentisone thatisnotcalculatedtobringjoyto anyheart,fornooneissoperfectthat hecananticipatemeetingGodinjust judgmentwithoutsometrepidation.
Butoverandabovealltheseconsiderations,theCatholicviewpointisa victoryofthesupernaturaloverthe natural.Supernaturally,weaccept thephysicalevilsthataccompany deathasdrawbacksofsecondaryimportancecomparedwiththeprizethat willbeoursinChrist.Theseevilsare partofthepricewemustpayforour glory:theyarepartoftheCalvarythat precedesourEaster.Weseeinsicknesspartofourfinalpurification.We seeinseparationandlonelinessan addedreminderthatourcitizenshipis nothere,butinheaven.Weseein thegravetheChurch'sharvestfield 'wheremortalitywillputonimmortalityonResurrectionDay

OnFriday,at9.30a.m.,HisGracethe Archbishoppresidedatthechantingof theSolemnOfficeforthedeadinSt. Thomas'sChurch,Claremont.His GracethencelebratedtheRequiem Mass.VeryRev.DeanGilroy,V.F., andRev.FatherF.O'Connorwere deaconsatthethrone,Rev.Fathers MurphyandCryanweredeaconand sub-deacon,respectively,whileRev. FatherRafferty,assistedbyRev. FatherO'Farrell,wasmasterofceremonies.
AfterMass,HisGraceaddressedthe congregation,andafterwards pronouncedtheAbsolutionatthecatafalque.LateratthefuneraltheArchbishopreadthelastprayersatthe graveside.
SpeakingattheRequiemMass,His Gracesaid:-
Asaddutydrawsustogetherthis morning-tochanttheOfficeofthe DeadandtoassistattheRequiem Massforthereposeofthesoulof FatherTomMasterson.Toallofus hisdeathcamea,ashock,because eventhoughweknewthatheneverenjoyedrobusthealth,neverthelesswe thoughtthatafterashortrestinhospital,whichhetookperiodically,he wouldbeabletoresumehisordinary pastoralduties.Buthewascalledby hisMaster torenderanaccountof hisstewardship.Wearequiteconfident,however,thathewillbeable torenderafavourableaccount.For hiswholelifewasapreparationfor death.Hewasaverypriestlymanadeeplyspiritualman-amanofwhom itcouldquitegenuinelybesaidthat hewasalwaysengagedinhisFather's business:Hewasendowedwitha lovabledisposition,whichhelpedto makehispastoraldutiessoeffective. Alwayspatient,alwaysgentleand placid,rarely,ifever,washeheardto utteraharshoruncharitableword. Hewasamodelpriest-devout,zealous,punctual,methodicalandefficient. Wearequiteconfident,therefore,I say,thatheisabletogiveafavourableaccountofhisstewardshiptothe Masterwhomheservedsofaithfully andloyallyduringthe37yearsofhis priestlylife.
'ThelateFatherMastersonwasborn inCarrigallen,Co.Leitrim,68years ago.HewasordainedinSt.John's College,Waterford,in1904,andarrived inPerththefollowingyear.Hewas assistantatSubiacoforoneyear,and atCottesloeforthreeyears.Healso servedaslocumtenensforashorttime inBunbury,BusseltonandDardanup. In1914hewasappointedParishPriest ofthenewlyconstitutedParishof Claremont.Hehasseenthisparish growfromamodestbeginningtoa well-organisedparish,withtheirbeautifulchurch,aschoolandpresbytery. AnditwashisambitiontoseethePresentationSistersestablishedinaconventintheparish.Societiesandsodalitiesheestablished-theHolyName, SacredHeartSodality,Childrenof Mary,St.VincentdePaul,thePropagationoftheFaith,HolyChildhood. Hecateredfortheyoungpeoplesociallybyprovidingcourtsforthemasa branchoftheCatholicTennisAssociation.Andhislastinstructiontohis faithfulassistantbeforeenteringhospitalwastoorganiseaPraesidiumof theLegionofMary.
You,thepeopleofClaremont,have reasontobegratefultoyourdeparted pastor.Forheentererintoyourlives, becamepartofthem. Sointimatea part,indeed,thattimewillnotremove hismemoryfromamongstyou.But somethingmorethanamemorywill remain.Thelifeofapriestgoeson inthesoulsofthosetowhomhehas
ministered.FatherMastersonisgone, buttheeffectofhisministrywilllast fortime-andforeternity.Thehands thatsooftengavetoyoutheBodyand MoodofChristaremotionlessnow. Thelipsthatpreachedtoyouaresil-
YetwhobutGodcan measuretheimmensityofthatspiritual lifewhichexistsnowinthesoulsof othersbecausehereceiveditthere. Andso,whilethebodyofyourbelovedpriestcrumblesintodust,the effectsofhisworkcontinueuntilthe judgmentdayandbeyond.Manya soulinheavenorpurgatoryowesits salvationtoFatherMasterson.And thesesoulsareevennow,wedareto hope,kneelingbeforethethroneof Godjoiningtheirperfectprayerswith theprayersthatyouingratitudemust alwaysoffer,beggingourFatherin heaventobringspeedilythesoulof yourdepartedpriesttoitseternalreward,Onbehalfofthepriestsand myself,Iofferourdeepestsympathy tothefriendsandrelativesofthedeceasedintheOldLandandinthe U.S.A.,andalsotothepeopleofClaremont,whoarebereftofadevoted pastor.

Itwassuggestedintheevidenceof thetwoaccusedYugoslaysthatthe purposeoftheattemptedassassination wassimplytostagethemurderofthe GermanAmbassadoronTurkishsoilso thatTurkeywouldbeforcedintothe waragainstGermany.Inscouting suchapossibilitytheTurkishpress wentratherfarinfeaturingvonPapen notonlyastheAmbassadorofa friendlyPower,butasamansingularlybelovedbytheTurks.Hehad fought,itwasrecalled,withtheTurkisharmyinthelastwar,andhispresentofficeinAnkarahadsucceededby tenacityandwisdominsmoothingout manydifficulties,andinmakingwhat wasroundlycalledarealcontribution topeace.
