TheexclusivemilitarycharacteroftheFightingFrenchmovementwasonce againemphasisedtoareporteroftheLondon"CatholicHeraldinaninterviewwithaveryhighmemberofGeneraldeGaulle'sadministrativestaff. ThepaperhasconsistentlyendeavouredtoshowthattherolesofMarshall PetainandofGeneraldeGaullearecomplementaryratherthanantagonistic.Petain-muchtothefuryoftheGermans-maintainsFrenchindependenceonFrenchsoilbydiplomaticanddelayingmethods;Generalde GaullefightsonattheheadofFrenchmenwhomtheGermanscannotblackmail.

MaybealldeGaullistsdonotmaintainthisviewwithoutqualification, buttheiridealisfarclosertoitthanisgenerallyrecognised.Bothde GaulleandPetain,forexample,areinagreementthatthevictoriouspost-war FrancewillbesomethingquitedifferentfromtheThirdRepublic,whose rottennesshasjustbeenexposedinanobjectiveAmericananalysis,called "ReportonFrance,"byThomasKernan.manageroftheParisbranchof thepaper,"Vogue."Kemal.),incidentally,sympatheticallyanalysesthereligiousaimsofVichyandtheirimportanceforrevivingFrenchmorale,while explaininghowtheGermans,whofearsucharevival,haveattemptedto sabotageit,

HestronglyreprovedVichyforits policyofoutlawingandpunishingde Gaullistsympathisers,andthrewSt. ThomasandMirabeauatmyheadin defenceoftherighttoresistsucha policy.Hefailedcompletelytounderstandhowamanofthemental calibreofFatherSertillangescould backitsowholeheartedly.

IsuggestedthatinallthisVichy wasplayingadifficultdiplomatic game,andthelastthingitreallywantedwastheheadsofthespiritedde Gaullists.TheGermansaccusedVichy ofbeinginsecretsympathywithde Gaulle.

Afeelingofpermanentthreatagainst thestabilityofinternationallegalorder hasdisturbedandspoiledthelifeof EuropeanStatesduringthelastdecadestoapointwherethecrazybuildingofarmaments,whichtheverybelligerentStatesdeplore,hasresultedin StateattackingState,andarmsbuilt fordefencebeingturnedintoarms forattack,insteadofsuchworkbeing usedforpeacefulandconstructive worksforthebenefitofnationsasa whole.

TheseprinciplesasstatedintheinspiredwordsofPiusXII,arevalid notonlyforlargenations,butfor smallonesaswellwhatevermaybe "theirterritorialsizeortheircapacity fordefence."

IndependentofMaterialStrength.

Thephilosophythatclaimsgreater rightsforthestrongerStatesdenies theuniversalityofethicvalueswhich arebindinguponhumanconscienceindependentlyofanymaterialstrength,

Theonlyforcewhichcanbeacceptedinthesphereofinternationalethics isnottheforceofdominationbutthe abilityofaStatetoupholditsown rightswithoutrenouncingitsobligationstoothers.Suchforceorpower belongsaliketogreatandsmall,strong orweak,becauseitisthemoralforce ofconsciencebywhichrightsanddutiesarebroughtintoharmony.

Materialforcecannot(exceptin thecaseofdefence)heusedasaninstrumentforforeignpolicy,for"the willtoliveofanationmustnever meansentenceofdeathforanother."

Territorialsizeandcapacityfordefencecanvary,anditislogicalthat theyshoulddosinceeverynationre presentsadifferentpartoftheorganismofthesocietyofStates,butalthoughthesemaydifferinsizeand strength,eachhasthesamerightto liveasanother,forequalitybefore thelawhasnothingtodowithdifferencesofstrength,capacityor size,andeveryinfringementoflegal rightsdemandscompensation.

Turningtothegroupingofnations, the"Osservatore"goeson:

Theadmissionofaneconomicorganisationofinternationalsociety,theconstruction,thatis,of"economicgroups" betweensmallnationsandlargenationsinanattempttofollowtheroad ofeconomicco-operationisnotincompatiblewiththeideaoflegalequality.

Inordertomaintainproportional equality,astheHolyFatherhasclearlysaid,economicco-operationbetweennationsmustnotresultinthe politicalsupremacyofoneStateand thesubordinationofanother

Thecreamofouryoungmanhood, thousandsofourbravestandbest,are cheerfullysacrificingtheirlivesfor Godandcountry.Inthenameof commonsense,whatwillitavailusif werepelanexternalpaganforceonly tosuccumbplacidlytoaninternal one?Whatistheuseofhavinga choicebetweendeathbystrangulation orstarvation?Wefearandfightour enemieswhowouldforciblydenyus ourreligiouspractices.Thepresent Stateschoolsystemhasproveditself tobeabreedinggroundofindifferencetoreligion,thegatewaytoatheism.ChristianityoutsidetheCatholicChurch,judgedbyvacantpewsand emptychurchesandthepublicstatementsofnon-Catholicchurchleaders, isdyingofinanimation.Why?BecausetheBreadofDoctrineisofficiallydeniedtotheyouthofAustralia.Thatsystemmustgo.

'OnWednesdayevening,September 2,theHighateParishHallpresented anattractivespectacle.Theoccasion wastheL.C,Y.'s"DanceIntoSpring," whichprovedagreatsuccess.Nothing wasleftundonetogivethehallthe atmosphereof"Spring."Freshgreen foliagewasused,inadditiontothe usualpaperdecorations.Honeysuckle foliage,intermingledwithpaperroses, wasusedforwalldecorations,whilstin thecentrefernwasfestoonedmidst streamersandballoons.Garlandsof brightlycolouredflowersandsilver wallbracketsadornedeithersideof thestage.Theexquisitebowlsofsilverspraysandblueandyellowartificialflowersgracingthestagewere kindlyloanedbythePoppyHatShop.

Thehallwaspackedtodancing capacitybyyoungpeopleincluding newcomersfromotherparishes.Miss ShirleyBurgeandMissBerylSexton sangseveralpopularnumbersand Daring the givenagreatreception. eveningaboxofchocolateswas raffled,andBertRiggwastheholder ofthewinningticket.

Ifonemayjudgefromthepressreports,thenumberofconscientiousobjectorsisquiteconsiderable-theWitnessesofJehovahhavingopenedtherankstoadmitChristadelphiansandjust plain"Christians"and"believers."Now,apartfromitsnational import,theissuehasaninterestinghistoricalaspect,inasmuch isitillustratesthefinalphasesofthedisintegrationofProtestantism.ForthesepeoplewhonowclaimthattheprivateinterpretationoftheScripturesforbidsthemtoobeythecivilpowerbegan somefourcenturiesagobyaffirmingwithfireandswordthatreligionandpatriotismwereindissolublyboundtogether.Theywere thepeoplewhogaveusthephrase"cujusregioejusreligio," whichseemedtomeanthatreligiousdoctrineandpracticewere aspectsoftopography.IndeeditwentsofarinEnglandasto maketheThronethesourceanddepositoryofDivineRevelation. CatholicswerepersecutednotonlybecausetheywereCatholics. butbecausetheywerePapists,thatis.subservienttoaforeign power.Itwasuniversallyaccepteduntilveryrecenttimesthatit wasnotpossibletobeatoncetrulyCatholicandreallyEnglish. Well,thewheelhascomefullcircle,andtheextreme.elements ofadecayingProtestantismfindthemselves,inincreasingnumbers,unabletofindanylegitimacyinthedemandsofthetemporal power.FormerlyitstoodtothemalmostintheplaceofGod; to-dayJehovah'sWitnesses,atleast,regarditasoneofthemost outstandingworksofthedevil.Andthepoor,outcastCatholics arecomingintotheirown.TheirPopeisnolongerregardedas underminingthethronesofprinces,butisknowntobeworking incessantlyforthepoliticalandsocialstabilityofallnationsand forharmonybetweenStates.Non-Catholicchurchleadershave .adoptedthePapalpointsofprinciplesforpost-warreconstruction. andinEnglandthereisameasureofinter-churchco-operationunparalleledsincetheReformation.TheCatholicisnolongerthe 'artfuldodger"whichtheplayofhistoricalcircumstancesmade himinthepost-ReformationcenturiesinEnglish-speakingcountries.To-daytheCatholicChurchoncemoreleadstheworld.and itsmostbitterenemies'worstcomplaintisthatthePopedoesnot givealead!Yetto-day,whenProtestantismisbreakingfrom thesecularismitcreated,itisstilltheCatholicChurchalonewhich keepstheevenkeelofdeMandingobedienceandrespectforthe lawfulclaimsoftheState,whilevigorouslyresistinggovernmental injusticeandencroachmentupontherightsoftheindividualand thefamily.

Havingforcenturiesenduredtheunjustgibeofdisloyalty,it nowtranspiresthatCatholicismisfarandawaythebestguarantee ofgoodcitizenshipandcivicloyalty.Thisis.ofcourse,but anotheroftheparadoxesofChristianity.Fortheroutbeliefofthe Catholicisthathehasnotherealastingcity.Butsofarfrom breedingindifferenceandcontempttowardsthetemporalpowers, thissupernaturaloutlookrecognisesthattheheavenlyJerusalem iswonorlostpreciselyonearth'sgreenandpleasantfields.The Protestant'sworryiswhethertheScriptureswillallowhimto serveinthekingdomoftheworld,whiletheCatholic'sconcernis whetherthelawsoftherealmwillallowhimtoentertheKingdom ofGod.TheCatholicrecognisesthattheremustbeeternalstrife betweentheChurchandtheworldbecauseoftheincomparable natureofeach,yethealsorecognisesthatheistosomeextent boundtothecommunityofmeninorderthathemaygaintheCommonUnionofSaints.Soitisthattheranksoftheconscientious objectorsareseldomindeedadornedbyCatholics.Itwouldbe oddindeedforamemberoftheChurchMilitanttorefuseajust .battle.

There news fromSovietRussiahasalwaysbeen extremelydifficult.Eveninnormal times,censorshipinterferedwithall foreignjournalistsinRussiawhodid notacceptthePartyline.Itwasimpossibletogetvaluableinformation outofthecountryshortofleavingthe countryitself

TherewereontheContinentinthe years1934to1938afewremarkable anti-Communisticnews-services.Oneof themwasthe''LettresdeRome,"a Catholicpress-servicebyPereLedit, S.J.,inVaticanCity.Hisservice, however.lackedorganisationfinancial support,and-thiswasworse-itwas notattractiveenoughfordailypapers whosereaderswereusedtosensations andrealjournalistic"news."

Better,fromajournalisticpointof view,wasaservicepublishedbyDr.

Lodygenski,aRussiandoctor,inGeneva.Hepublishedlongextractsfrom Russianpapersandhadaccesstoauthoritativesources.Hewroteandsent allovertheworldarticlesaboutRussianartels,kolkhozesandsovkhozes. Butheforgotthatperhapseightyper cent,ofpeopleoutsideRussiahad neverheardaboutartelsandsovkhozes.Morethaneightypercent. certainlydidnotknowthedifference, andtheydidnotthereforereadthe articles.

TheFrenchboulevard-pressofthe type"Paris-Soir,"withlargelyprinted headlines,whichwereeasilyunderstood andwhichevenmoreeasilydeceived themasses,corruptedthepressworld. Well-foundedthoughtheywere,the newsfromDr.Lodygenskibecameless andlessattractive.

Germany'sAnti-CommunistAgency.

Therewasathirdanti-Communistic press-service.Itwasaservicewith amplefinancialbacking,plentyof journalisticattraction,awidespread, sensationalservicepublishedbythe GermanMinistryofPropagandaunder thetitle''Anti-KominternDienst" (Germanedition)and"Anti-Comintern Service"(Englishedition),

Thereweremanymoreeditions,for example,inSpanishandFrench.Nobodyhadtopayforreprintingthisinformation,therewasneveraclaimif thesourcewasnotmentioned.

NotonlytheCatholicpapersbutall publicationswhichwereunfriendlytowardsCommunismusedthesenotices, becausemanynationalpress-officesand press-servicestranslatedorspreadthe noticeswithoutmentioningthatthe sourcewastheGermanMinistryof Propaganda.Afewmonthsbefore theGerman-Russopactin1939the GermanMinistryofPropagandastoppedthisservice,butthedamagehad beendone,

Timeaftertimethepapersofall countriesintheworldhadreprinted suchnotices;forexample,thatsixty percent,ofthespoonsmadeinthis orthatRussianfactorywereuseless. Timeaftertime"famine"wasforecast.

Throughinformationinthepress manyCatholicshavecometobelieve thattheRussiansystemhastobecondemnedbecauseofitseconomicresults,insteadofitsMarxistprinciples.

Withtheadvanceofknowledge,a CommunistStatecouldbebuiltup withoutthosewidespreadeconomicand technicalmistakes.Wouldthatmean theendofouropposition?Notby anymeans.Butthiswastheimpressionleftonmanypeople,animpressionwhichsometimesledthemto ratherdangerousideas.Forwhile Communismwascondemnedbecause ofitsuselessspoonsanditstractors, thereweremanycountrieswhereexploitedpeopledidnothaveuseful spoons,anddidnothavetheopportunityofusingthemforgoodfood.

CrimesWorseThanCommunism.

Anothermistakewasmadeperhaps amoredangerousone.Thereare crimesworsethanCommunism,Cornmunismiscondemnedasasystem,becauseasasystemitisatheistic.There areothercrimesjustasbad,orworse, whichcouldnotbecondemnedasa system,becausetheywereonlytheresultofasystem,whichinitselfwas good.

Suchacrimeistheexploitationof themassesbycapitalism.Wemust makeitbetterunderstoodthatexploitationofthemassesisnoless asinthanadherencetotheCommunistParty.

Inmanyencyclicalsthiscrimeof unjustexploitationhasbeencondemn. ed,butwedonotagreewiththeCommuniststhatouractualsystemmust necessarilyleadtothisexploitation. Thatiswhywedonotcondemnour actualsystem,butwedocondemn theunjustexploitation.

Peopledonotpropagatetheabolish. mentofknivesfordailyusebecause sometimesmurdersarecommitted withthem.Inthesamewaywecannotcondemnoursystem,becauseit givescertainfreedomtoexploitthe masses,Butmurderaswellasexploitationareunanimouslycondemned.
