Dealingwithasubjectwhichcannot befreelydiscussedinawidelycirculatingnewspaper,atwopennypamphlet, entitled''AMachine-GunnerSpeaksto theDoctorsoftheForces,"hasbeen issuedbytheCatholicRecordsPress ofExeter)England).

Thepamphletisanarguedprotest againsttheofficialdistributiontoall meninthefightingservicesofprophylacticsagainstvenerealdisease.It showsthatotherquiteunobjectionable meansofreducingsuchdiseasewere beingmostsuccessfullytriedinthelast war;anditarguesirrefutablythatthe freedistributionofsuchprophylactics isnothinglessthanadirectincentive tofornication,Undoubtedlythis practiceincreases,evenpositivelyencourages,fornicationbothbycreating temptationandbygivingasenseofsecurityagainstdisease.Thosewho have"learntitwhileintheForces underofficialinstruction,"declaresthe writer,"willcarryitwiththemwhen theyreturntocivillife."

ItwasannouncdfromCanberraonTuesdaythattheFederal MinisterforHealthhailgazettedregulations,underNationalSecuritypowers,prohibitingpropagandaandadvertisingofcontraceptives.andtheuseofpostalservicesfurthispurpose.Thereasonsforthismeasurewere.apparently',thesuddenrealisationthat theAustralianbirthratehadfallenveryseriouslysince1920,and wasnowverymuchbelowthatoftheAxisPowers:secondly,to stemthespreadofvenerealdisease.Itissadlyparadoxicalthat ithastakenthethreatofexternalaggressiontomakeourpolitical leadersrealisethedangertoournationallifeofcontraception, whichoverthepasttwenty-fiveyearshasthreateneduswithdisso'utionfromwithin.Itis,moreover,depressingtoreflectthatthe stimulusoftheprohibitionisnotsomuchthedesirabilityofcitizensastheurgencyofsoldiers:andthatthelegislationaspiresnot somuchtoencouragebirthastoarrestthemarchoflusttowards deathanddisease.However.itisanagewhereonemustrejoiceeveninsmallmeasuresofsanity.

Theimminenceofwarhasdonemorethantocauseustorealisethedreadfuldangerofalowbirthrate.Ithascompelled ustorealisetheappallingspiritualrotwhichhasbroughtabout thecondition.Ithasturnedthesearchlightofghastlyreality uponthetruemotivesofbirth-prevention.Forthesobertruth oftheAustralianwareffortisthatthemassofthepeopleiseither notmakingsacrificesorismakingthemgrudgingly.Noristhis surprising.Forapeoplewhichwillnotmakesacrificesintheinterestsoftheirownpersonalperpetuationwillscarcelyacceptausterityfornationalsurvival.Thewomanwhodoesnotmissa greatpersonalthinglikeasonordaughtercannotreasonablybe expectedtomissasmallimpersonalabstractionlikeanation.If amanregardspaternityasamillstone,heisquitelikelytoregard patriotismasthedeepbluesea.Andthatisthetragichistory ofthepastquartercenturyoftheearth'syoungestnation.People whobeganbydespisingthespringsofpersonallifemightwellend inindifferencetothesourcesofnationallife.Inanycase,they willcertainlyend.

Whenanationhassteepeditselfinmoralperversionswhich evensavagesabhor,theinitialstepsofreconstructionmustinevitablyhealongthelinesofnegationandrepression.Soitis inthepresentinstance.Whenamanhaslostthebasicprideand ambitiontoseehisnamesurvive,itisrathermorethanuselessto askhimtoadmirethefamilyorcontemplatethefutureofAustralia.Allthatcanbedoneimmediatelyistoremovefromhimthe facilitiesforcorruptionandtheinstrumentsofdegradation.That willnot,ofcourse,healthespiritualcancer,forhewillreplaceartificialcontraceptionwithonanism.Andhereinisthesupreme paradox-thattherestrictionofcontraceptiveswillleadtoavariationof:Acewhichwillitselfprobablyincreasevenerealdisease.It maybethatthetwoaspectsofthelegislationwillmutuallydefeat oneanother.Butinanycase,thosethatlovethedangerwillperishinit.Thechiefliopeofthenewrestrictionsisthattheywill affordanegativemeasureofprotectiontotherisinggeneration.

Whetherthiswilloutweightheinfluenceofthesecularschooland theun-Christianhomeisanothermatter.Perhapsourpolitical leaderswillyetmakefurtherdiscoveriesinthesedirections.

OnSunday,August9,17newadult membersand41juniormemberswere consecratedwithfullceremonial.The impressiveceremony,duringwhichthe newmemberslinedthealtarrailsholdinglightedcandles,wasfollowedbya processionoftheBlessedSacrament, inthecourseofwhichtheRosarywas recited,thedeepresoundingresponses ofthemenbeingnoteworthy.

"TheMarialteachingoftheLegion, assetforthintheHandbook,isno otherthanthetraditionalteachingof theFathers,Doctorsandtheologians, theacceptedteachingofourFrench seventeenth-centuryschoolofspirituality,ofSt.JohnEudes,Berulle,Condren,Oiler,liossuetandespeciallyof theauthorofthe'TreatiseontheTrue DevotiontotheBlessedVirgin"GrigniondeMontfort.Thelatterissoon toreceivethesupremehonourofcanonisation,andthatisinitselfsufficient testimonythattheteachingofthe Handbookisentirelyinconformity withtheteachingoftheChurch,
