Afternearlytwoyears,theeconomy ofFrance,inbothoccupiedandunoccupiedterritory,hasbeeneffectively harnessedtotheGermanwarrequirements.Butsomethingmoreisrequir. ed,andthat,theGermanshope,Laval cangive,ThepressurethatisirresistibleincentralEuropeisheavyin France,andithascompelledMarshal PetaintocallbackLaval.Thereis littledoubtthatHitler'scalculations inJune,1940,havebadlymiscarried. HisFrenchadvisersassuredhimthat, evenifBritaindidnotmakepeaceor succumb,itwouldprovequitefeasible toturnFrenchopinionroundandto organiseitbehindapolicyofcollaboration,Theapostleofthiscollaboration wasPierreLaval,whobelievedittobe theonlypossiblepolicyforFrance longbefore1939.Lavalhadaprofoundandaccurateknowledgeof Frenchweakness.HisownweaknesswasthathehadneitheraParty noranypopularbacking,Heembodies,morethananyothermanin thepubliclifeofFrance,theideaof theServileState.Inthethirtyyears sincethatexpressionwasputintocirculationbyHilaireBelloc,in1912,its meaninghasbeenconfusedanditis oftenusedtodenotetotalitarianismor StateSocialism.Whatitwascoined toexpresswastheregimebywhich theauthorityoftheStatewasputbehindthebigindustries,sothatasmall classofpersonalownersdrewgreat

profitfromtheregulatedandcompulsorylabouroftheproletariat.Many FrenchandGermanindustrialistshave foryearswantedtoextendthecartel arrangementsandmarketcontrolto covercontroloflabouraswell,The whosupported Hitlerinhisrisetopowersoondiscoveredthathehadadifferentandmore bureaucraticconceptionoftheServile State,withthePartyLeadersandnot privateindustrialiststhemainbeneficiaries.TheHermannGoeringworks wereasignandasymbol.Buttothe "ComitedesForges,"thecontrastbetweenthedisciplinedandhardworking GermansundertheNaziregimeand thegrowingindisciplineofFrancein the'thirtiesmadeaverystrongargumentforcollaboration.Before1939 manyFrenchmenthoughttheBritish alliancewasbeingboughtattoohigh aprice,becauseitencouragedthe FrenchLefttoignorethespecialadvantagesofwealthandgeography whichenabledtheBritishtodispense withconscriptionandtotalkallthe timeaboutworkinglessandenduring lessandlesscontrol.Itwas,they judged,adangerouspathforBritain, butafatalpathforFrance.

Lavalisimmenselyopportunist,He wasreadyenoughin1934topushon theRussianalliance,in1935towoo Italy,after1936towooGermany.And to-dayhereturnstoameasureofpower ofwhichtheBattleofBritainandthe ambitionofDarlantogetherdeprived himin1940."TheAnglo-Saxondemocraticideologyis,hemaintains,poison toFrance,whichmustbeunitedand hard-working,ifitismeattoBritain andAmerica,Hisownpreference,as arichman,isforaneworderofdisciplineforthemanyandprofitsfor therulingfew,Hehasbeenableto stageapartialreturnbecausetheGovernmentofMarshalPetain,whichis alwaysbuyingtime,hasover-tradedon Germany'sweakerpositionsincethe Russiancampaignmiscarriedandthe UnitedStatesenteredthewar.The BritishdisappointmentinNorthAfricahasbeenhighlyimportanttogetherwiththeJapanesesuccesses,to strengthenLaval'shand.Forsome timenowtheVichyRadioservices havebeenincreasinglyanti-British,but intheeyesofthePariscollaborationiststhewholeofVichyisfilledwitha base"attentisme,"withofficialspreoccupiedwithguessinghowthecat

willjump,andover-awedbythewealth oftheUnitedStates. ThisParisestimateisinthemain correct.Fundamentally,thepolicyofFrenchmenmustbe,andis,toplay fortime,towaitandseewhetherBritainandtheUnitedStatesarecapable oftranslatingpotentialintogenuine superiority,butatthesametimetohe sufficientlyamenableandpromisingto thetemporarymastersofEuropeto avoidanyavoidablesufferinginthe necessaryinterval.There-introductnonofLavalisashufflinggesture. andhowmuchorhowlittleprofitit willbringtotheGermanswilldepend ontheestimateVichyformsofthewar situationasawhole,LikeMussolini, theVichypoliticianscancalculatethat amomentwillcomewhentheywill haveavaluefortheAllieswhichwill, perhaps,enablethemtosavethemselvesbyhasteningthedefeatofthe mainenemy.Itwassothatthe CentralPowerscrumbledin1918,beginningwithBulgariaandTurkey.

Tocheckthesecalculations,andto extracttheutmostcollaborationnow, OttoAbetzcontinuestoactasRibbentrop'srepresentativeinParis.Heis themanthroughwhomthepressure onVichyisapplied.Thereturnof Lavalissomethingofapersonaltriumphforhim,afteradiscouraging year.

OttoAbetzwhoisstillayoungman, firstbecameknownjustafterthelast warattheageoftwenty,becausehe wasparadingeverywherethemost militantCommunistviews;hewas,ostensiblyatanyrate,expelledassuch fromGermanybytheRepublicofWeimar.HearrivedinParisin1924,and, havingjoinedtheCommunistParty, becameoneofDoriot'sfriendsand incidentallymetandbecameattached toDoriot'ssecretary,SuzannedeBruquere,anardentCommunistfrom Lille,Apracticalyoungman,Otto soonrealisedthattheseassociations, thoughvaluableinthemselvescould bemadeprofitabletoGermaninterestsandhisown.Heaccordinglypaid afewvisitstoGermanyand,having convincedhisemployersthatdifferent tacticswereadvisable,returnedto France,notonlywithanewprogramme,butwithamplefundstocarry itout.Abetzhadunderstoodthat Communists,likeotherpoliticians,have theirprice.Anditwaslargelyhis workthatanumberofCommunists

byDoriot,brokeawayfrom ;heirpartyin1934,toformthe"Parti PopulaireFrancais."

Bythenineteen-thirties,Abetzhad becomeaprominentfigureinParisian ,ociety.Alwayselegantlydressedand wellversedinthesuperficialaccomplishmentsofamanabouttown,he posedasawarmfriendofFrance, whilesurreptitiouslypreparingfor Germaninfiltration.Usingeverymaterialandintellectualweapon-includingcorruption-forenlistingsupport, hegraduallycreatedalargecircleof menandwomenwhoadvocateda rapprochementwiththeReich, HebecameaclosefriendofJean Luchaire,sonofJulienLuchaire,directoroftheInstituteofIntellectualCooperation.Jeanhadforyearsbeen anardentadvocateofanententewith Germany,andto-dayhecontrolsone ofthechiefcollaborationistpapersin Paris,"TempsNouveau,"Hewas thenthedirectorofasmallliterary dailycalled"NotreTemps,"whose aimswereelectricbutwhoseexistence wasprecarious.Abetz,throughhis friendsinBerlin,ensuredthatthe paperobtainedsoundfinancialbacking,Fromthatmomentitssalesincreased,especiallyinGermany,"Notre Temps,"beingradicalintendency,receivedasmallmonthlysubsidyfrom.

Dancesareheldtwiceweekly,lightrefreshmentsarealways and thedepotisatalltimesheavilytaxed toprovideaccommodationforAustraianandAlliedmenoftheNavy,who walkfromtheirshiptoanatmosphereofserviceandhospitality.The PortChaplain(FatherBreslin)isan indefatigableworkerattheFremantle Depot,andthecentreowesitsexistencetotheearnestspadeworkandcooperationoftheOblateFathers.Hand inhandwiththeC.W.O.,theyareprovidingfacilitiesformentoattendMass andenjoytheirleaveonshore.

Inhospitals,too,theC.W.O., throughitsLadies'Auxiliary,distributescomforts,piousobjects,andliteraturetosickandwoundedsoldiers andsailors.TheLadies'Auxiliary alsoco-operatesinthecollectionoflitt3ratureandbooksfrommanyand variedsourcesinordertomaintaina never-endingsupplyofreadingmattertothevariousC.W.O.hallsand depots.

InthisStatetheC.W.O.handles enquiriesformissingmenandprisonersofwaronbehalfoftheApostolic Delegation.Hundredsofenquiries areansweredeveryyear-inmany casessuccessfully.

Theageinwhichweliveishauntedby thespectreofdeathandobsessedby sex,betweenwhichtwotherearemysticallinksandconnections.Inour daysthegreaterpartofmankindis livingunderanincessantthreatofsuddendeathonaccountofwarconditi(ns,andperhapsatnoothertime havehisthoughtsanddeedsbeenso subjecttosexualdomination:these thingsdonotjusthappenbychance, Theyindicateanequaluncertainty aboutthemeaningofthelifeofthe body,andofdeath.Intheordinary waytheproblemofdeathisapersonal one.Tooneforwhomlifehasmeaning,deathisnotjustacessationof physiologicalevents,ithasitsplacein thenaturalschemeofbeing.

Andforsuchaoneloveisnotaviolentunloosingofinstinct-itisrather themeansbywhichthelivingman mayreachbeyonddeathandtouchinfinitythroughtheperpetuationofhis kind.Butforhimtowhomlifemeans nothingbutinstinctivesatisfaction loveismeasuredbypleasureanddeath isashadowwhichhemustavoid.

TheChurchhasneverhesitatedto condemnthefanaticismwhichwould representthesexrelationshipasevil, Whileupholdingvoluntarycelibacy, Shechampionsandprotectsmarriage, Sheregardssexlibertyassoimportant thatSheresistslegislationwhichoften restsonaveryplausiblebasis:She considersfewevilsgreaterthanthatof interferingwithsofundamentala right. TheteachingoftheCatholicChurch onsexualmoralityisthemostsolid andstableofalldoctrinesonthesubject,To-day,amonginnumerableexperimentsfor"reform"(eveninChris. tianBooksseparatedfromCatholic Unity),thatChurchisthelastrefuge oftraditionalsexualmoralityinitsfull integrity.Herunchangeabilityinthis regardisoneofthechiefreasonsfor thehostilitywhichmostmoralreformersshowagainstHer.Whetherthey gosofarastodenyallideasoflaw, rightandnaturalmorality,orwhether theyareonlytryingtodiscreditthisor thatprecept,theyfindChristianteachingtyrannicalandunendurableandthe asceticismofitsproperpracticeinhuman,Theyaccuseitofexaggeratedspiritualism,oftryingtoturnmen intoangels,ofdisparagingthebodyand humanjoysandtheclaimsofearthly life

Medicalschoolshavebeenunderthe influenceofmaterialismforalongtime now,anditisdifficultforthestudents nottobeaffectedbytheirnaturalism, Materialismdeniesthatmencanbe raisedtoasupernaturalorder.Doctorsdistinguishmanfromthelower animals,buttoomanybywrongreasons,andsotheyalso-distinguishmedicinefromtheveterinaryartbywrong reasons:thereisgravedangerthat moralitywillnotexercisetheregulatinginfluencethatitshouldovertheir ideas. Anurgentquestionistheonethat thereisa"sexualneed"anditscomparisontoourneedoffoodanddrink.

Attheoutsetitistobenotedthatsexualactivityisdirectedtowardsthe goodoftherace,nutritiontowardsthe well-beingoftheindividual, Ifthecomparisonof"foodneed" and"sexualneed"isadmitted,then,as therearecertainrulesofdiettopreservehealth,sexualmoralityisreducedtosexualhygiene,Theconclu'ionsfromthisleadfranklyto"free love."

Itmaybe"nationalist"or"racist"andthisishowitispreachedinGermany."Motherhoodandmaternallove arethebe-allandend-allofahealthy

woman.Ifsocialcircumstancespreventherfrombecomingamotherin marriage,thensheshoulddosooutsidemarriage,andsheoughtnottobe thoughtofanytheworse,orheroffspringcalled'illegitimate,'Inview ofthecontestswhichfaceourpeople monogamousmarriage,normallydesirable,musttakeabackseat,forthe upkeepandincreaseofourworking andfightingpopulationisthesupreme duty. allegedharmfulnessofchastitytothe health,butbyexpositionoftheauthenticnatureofmanandofthe Christianrevelationabouthim, Wearenotjustasuperior*kindof animal-butmencreatedinGod's image,spiritualasregardsoursoul,our reasoningintelligenceandourwill,animalasregardsourbody,ourphysiologyandourinstincts.Thelatterare notperhapssohighlydevelopedasin theanimalwhohasnothingelsewherewithtocarryonandpreservehislife; inmanthey(instincts)havetobedirectedbyreasonandmadetoconform tolawswhichreasonfindsinitsknowledgeofhisbodilyandspiritualnature andofhisstateasacreatureofGod, Fromthispointofviewitisseenthat itisnotphysicalhealthbutmoraland spiritualhealththatisthesupreme good. ThelivesoftheCatholicclergy,of nuns,ofyoungmenandwomen,who arecontinentandatthesametime healthy,givetestimonytothistruth, Thosewhomakeupthislargenumber arenotfoundindoctors'consulting roomscomplainingoftheirtroubles duetoalackofsexuallife.Thealleged"sexualneed"isinmodernlife

excitedbybooks,films,shows,andso on,Hencewemustcontinuallyfight againsttheperversionofthesegreat giftscausinganunderminingofthe moralityofthecommunity,Thisis beingdonebytheestablishmentoflibrariesprovidingcleanChristianliterature,bythecensorshipoffilmsand stagepresentations,byencouraging cleansocialeventsforourpeopleof allages,andsoon.

Thisdiscussionisimportanttous inoursocialendeavour,becauseofthe tremendoussocialdisturbancesarising fromsexualaberrations.Thesedisturbancesaffecttheindividual,the family,andtheState,Itisimpossibletodolittlemorethanmention themhere.Divorceandthedecayof themarriageideaistheprevailingpopularposition. Thetripledeclarationofwarbythe CongressoftheUnitedStatesbrought tomedailyrepetitionsofthatoldfamiliarsaw:-Well,thismakesyourwork seemmightyunimportant,doesn'tit?" Thisledmetoponderonthetruthor thefalsityofthisquestion.After muchthoughtIfindthatitiswholly untrue.

ThedaybeforethebombingofPearl Harbour,Iwasatworkonamanuscriptconcerningartforchildren-a monographintendedforparentswho wanttoknowwhen,howandwhereto startinterestingtheirchildreninthe arts.Thismanuscriptwasbeingpreparedbecausethe"when,howand where"arequestionsconstantlyasked ofmebyparents.Thedaywarwas officiallydeclaredagainstJapan,the manuscriptwentintothefilesmarked "FutureUse,"andthepresentarticle waspreparedbecauseofasincerebeliefthattheartsaremoreimportant duringwartimesthanintimesofpeace' andthatitismoreimportantforus tofostertheartsinourchildrennow thaneverbefore.

2.Thestudyoftheartsenableshim bettertoobservetheworldaround him,becausethegreatartistclarifies andintensifiestheexperiencesoflife.

3.Inintegratedstudyofthevarious artsisacontributingfactorinthe emotionaldevelopmentofachild.

4,Acontemplationoftheartswill developanappreciationofthebeautiesseenaroundhimeachdayinthe home,inschool,innatureandthecity orcountrysideinwhichhelives.

5.Thestimulationofartinterests hasbeenknowntocureaproblem child.Theproblemchildoftenneeds onlyaninterestandfaithinhimself.

6.Astudyofthebackgroundsofthe artsofmanylandswillproduceatoleranceforthepeopleofeachnation; aconditionmuchneededto-day.The knowledgethatmanthroughhisown developmenthasbeenabletoproduce greatworksthatliveforcenturiesin-

Thesethingscontributetothegrowth ofourchildren,andintheendtothe growthofourdemocracy.Thisisamplereasonastowhythisartisticfreedommustbepreserved.Andpreserveditwillbe!\Varshavecomeand warshavegonesincethebeginningof theworld.Tragedyhasfollowedeach warandtheworldhashadtopickup atthatpointandmoveforward.But therearecertainthingsthathavealwaysexistedandwhichwarshave neverbeenabletocrush-thosethings arethedesireforreligion,scienceand thingsbeautiful.

Thesethingswillbesavedagain, anditisfortheafter-the-warperiod thatwemustbegintoplanatonce. Wemustbereadytorebuildthatworld thatislefttous,andouractionsand thoughtsto-daywillhaveaprofoundinfluenceonthedirectionofthatreconstruction.Inthiswartime,weshould carryonwiththeseeverlastingthings ratherthanshelvethemfortheduration,Ifweshelvethemtheywillbe rustyandweshallhavenostrongfoundationonwhichtobuild.

Aschoolboyrecentlywrotetoadefenceagencysayingthathewastired ofschoolandthathefelthewasdoing nothingforhiscountry.Thedirector oftheagencywrotebacktotheboy andsaidthatthegreatestthinghe coulddoforthedefenceofAmerica wastostudyhard,sothatwhenthis warisoverhewouldbeequippedto helphiscountryrebuilditself.Itseems thatthisisverygoodadviceforusall, thatwetaketimefromourbusylives tohelpourchildrentolivefullyand taketheirplacesinthepost-wardays inastrongerUnitedStates.Oneof ouraimsshouldbetoinstilinthem
