HisFrenchadvisersassuredhimthat, evenifBritaindidnotmakepeaceor succumb,itwouldprovequitefeasible toturnFrenchopinionroundandto organiseitbehindapolicyofcollaboration,Theapostleofthiscollaboration wasPierreLaval,whobelievedittobe theonlypossiblepolicyforFrance longbefore1939.Lavalhadaprofoundandaccurateknowledgeof Frenchweakness.HisownweaknesswasthathehadneitheraParty noranypopularbacking,Heembodies,morethananyothermanin thepubliclifeofFrance,theideaof theServileState.Inthethirtyyears sincethatexpressionwasputintocirculationbyHilaireBelloc,in1912,its meaninghasbeenconfusedanditis oftenusedtodenotetotalitarianismor StateSocialism.Whatitwascoined toexpresswastheregimebywhich theauthorityoftheStatewasputbehindthebigindustries,sothatasmall classofpersonalownersdrewgreat

ThisParisestimateisinthemain correct.Fundamentally,thepolicyofFrenchmenmustbe,andis,toplay fortime,towaitandseewhetherBritainandtheUnitedStatesarecapable oftranslatingpotentialintogenuine superiority,butatthesametimetohe sufficientlyamenableandpromisingto thetemporarymastersofEuropeto avoidanyavoidablesufferinginthe necessaryinterval.There-introductnonofLavalisashufflinggesture. andhowmuchorhowlittleprofitit willbringtotheGermanswilldepend ontheestimateVichyformsofthewar situationasawhole,LikeMussolini, theVichypoliticianscancalculatethat amomentwillcomewhentheywill haveavaluefortheAllieswhichwill, perhaps,enablethemtosavethemselvesbyhasteningthedefeatofthe mainenemy.Itwassothatthe CentralPowerscrumbledin1918,beginningwithBulgariaandTurkey.

OttoAbetzwhoisstillayoungman, firstbecameknownjustafterthelast warattheageoftwenty,becausehe wasparadingeverywherethemost militantCommunistviews;hewas,ostensiblyatanyrate,expelledassuch fromGermanybytheRepublicofWeimar.HearrivedinParisin1924,and, havingjoinedtheCommunistParty, becameoneofDoriot'sfriendsand incidentallymetandbecameattached toDoriot'ssecretary,SuzannedeBruquere,anardentCommunistfrom Lille,Apracticalyoungman,Otto soonrealisedthattheseassociations, thoughvaluableinthemselvescould bemadeprofitabletoGermaninterestsandhisown.Heaccordinglypaid afewvisitstoGermanyand,having convincedhisemployersthatdifferent tacticswereadvisable,returnedto France,notonlywithanewprogramme,butwithamplefundstocarry itout.Abetzhadunderstoodthat Communists,likeotherpoliticians,have theirprice.Anditwaslargelyhis workthatanumberofCommunists
byDoriot,brokeawayfrom ;heirpartyin1934,toformthe"Parti PopulaireFrancais."

cept?ifsomegoodpeoplearecontentwithCongregationalism,othersare contentwithAnglicanism.YetifCongregationalismisthetrueformofthe Christianreligion,Anglicanismisnot. Wemustlookforthereason,then,not intheformsofProtestantismtheyprofess,butinthemselves.Andheremany factorspresentthemselves,Firstly, theaverageProtestanttakesforgrantedwhathehasbeentaught,anddoes notthinkoflookingmoredeeplyinto thesubject.Secondly,theelements ofgoodthathisformofProtestantism hasretainedsoabsorbhisattention thathedoesnotadverttoitsdeficienciesandpositiveerrors.Thirdly,most Protestantshavetheideathatthey wouldbedisloyaltotheirparentsif theyforsookthereligionoftheirbirth foranyother.Eventhosewhodonot feelguiltyofdisloyaltywhenthey droptheirreligioninpracticewould feelguiltyiftheychangedtoanother religion.Fourthly,thevastmajority ofProtestantsareconsciouslyorunconsciouslybiasedagainstCatholicism byinheritedantipathy,andinfavour ofProtestantismbysocialconventions. Allthesefactorsdiscourageenquiry,orrenderimpartialenquirydifficultand rareItiseasier,therefore,totakefor granted,andbecontentwiththeform ofProtestantismintowhichonehappenedtobeborn,ignoringtheproblem astowherethefullandcompleteChristiantruthistobefoundThosewho dofacethatproblem,takethemeans tosolveit,andhavethecourageof theirconvictions,becomeCatholics.

Astoadolescence,thereiscompletedependenceonexternals toprovideamusement.Itneveroccurstomodernyouththatit shouldbeabletoamuseitself.Hencethecryamongmodern educationalistsfor"educationforleisure."Theissueisfurther complicatedbythefactthatmanyoftheseexternalamusements are,inthewordsofthelateHolyFather,"taintedwithsexual vice,"notablythemotionpictures.Butaboveall,itappearsthat theeconomicsystemisresponsible.Young-men,unemployed.or workingforapittance.orinthearmy,havesoonerorlatertoface theissuethatmarriagehasbecome,economicallyanyhow,avery remoteprospect.Whatwonder.ifinsufficientlytrainedinschool years,theybreakunderthestrain Amidsocialconditions whicharesub-human,itisfutiletoaskmentohesupernatural. Theresponsibilityformostofthemoraldisordersofourtimemust belaidatthedoorsofindustrialism.Smallyonderthatmen whohavenocontrolovertheirowneconomiclifeshould11.4be impelledtohavecontrolovertheirspiritualaffairs.Socialreconstructionmustprecedespiritualregeneration.
Thesatisfactorysolutionofanyproblem,butespeciallyofa gravemoralproblem,isthediscoveryofcausesratherthaneffects. Anumberofminoraspectsofthismattercouldbementioned, which,thoughnotgenerallyacceptable.arenonethelessinsome measurecontributorytoitsalarmingincrease.Thedecayof modestyamongwomenisalamentablesignofourtimes,which hastended,togetherwith-thehystericalclaimsforequalitywith men,tobreakthroughtheoldprotectivecoversofrespectand chivalry.Thereisalsothelicentiousnessthatstalksabroadinthe nameofmodernart,andinthe"romantic"novels.WiththedeclineofsoundphilosophytherehasariseninUniversitiesadebauchoftheintellectknownas"subjectivism,"whichthrowsthe onusofmoraldecisionsontothelowernatureofmaninsteadof ontohisintellect.Therearewidespreadnotionsofracialbettermentbasedontheideathatmendifferfromanimalsonlyindegree.Sterilisation,birth-control,cremation,andexcessivedrinkinghavesucceededinlargelydestroyingreverenceevenforthe humanbody,andthenormalfunctionsofnature.Theseevils cannotheeradicatedbyatermofimprisonment,norbytreatment fromapycho-analysist.TheChristianlife,livedfromchildhood. istheonlyalternative.

Theageinwhichweliveishauntedby thespectreofdeathandobsessedby sex,betweenwhichtwotherearemysticallinksandconnections.Inour daysthegreaterpartofmankindis livingunderanincessantthreatofsuddendeathonaccountofwarconditi(ns,andperhapsatnoothertime havehisthoughtsanddeedsbeenso subjecttosexualdomination:these thingsdonotjusthappenbychance, Theyindicateanequaluncertainty aboutthemeaningofthelifeofthe body,andofdeath.Intheordinary waytheproblemofdeathisapersonal one.Tooneforwhomlifehasmeaning,deathisnotjustacessationof physiologicalevents,ithasitsplacein thenaturalschemeofbeing.
Andforsuchaoneloveisnotaviolentunloosingofinstinct-itisrather themeansbywhichthelivingman mayreachbeyonddeathandtouchinfinitythroughtheperpetuationofhis kind.Butforhimtowhomlifemeans nothingbutinstinctivesatisfaction loveismeasuredbypleasureanddeath isashadowwhichhemustavoid.
TheChurchhasneverhesitatedto condemnthefanaticismwhichwould representthesexrelationshipasevil, Whileupholdingvoluntarycelibacy, Shechampionsandprotectsmarriage, Sheregardssexlibertyassoimportant thatSheresistslegislationwhichoften restsonaveryplausiblebasis:She considersfewevilsgreaterthanthatof interferingwithsofundamentala right. Medicalschoolshavebeenunderthe influenceofmaterialismforalongtime now,anditisdifficultforthestudents nottobeaffectedbytheirnaturalism, Materialismdeniesthatmencanbe raisedtoasupernaturalorder.Doctorsdistinguishmanfromthelower animals,buttoomanybywrongreasons,andsotheyalso-distinguishmedicinefromtheveterinaryartbywrong reasons:thereisgravedangerthat moralitywillnotexercisetheregulatinginfluencethatitshouldovertheir ideas. Anurgentquestionistheonethat thereisa"sexualneed"anditscomparisontoourneedoffoodanddrink.
Attheoutsetitistobenotedthatsexualactivityisdirectedtowardsthe goodoftherace,nutritiontowardsthe well-beingoftheindividual, Ifthecomparisonof"foodneed" and"sexualneed"isadmitted,then,as therearecertainrulesofdiettopreservehealth,sexualmoralityisreducedtosexualhygiene,Theconclu'ionsfromthisleadfranklyto"free love."
Itmaybe"nationalist"or"racist"andthisishowitispreachedinGermany."Motherhoodandmaternallove arethebe-allandend-allofahealthy
woman.Ifsocialcircumstancespreventherfrombecomingamotherin marriage,thensheshoulddosooutsidemarriage,andsheoughtnottobe thoughtofanytheworse,orheroffspringcalled'illegitimate,'Inview ofthecontestswhichfaceourpeople monogamousmarriage,normallydesirable,musttakeabackseat,forthe upkeepandincreaseofourworking andfightingpopulationisthesupreme duty. constraintsofmoraldiscipline,thata physiologicalneedcanbecurbedby reason-theydeclarethatrestraintof avitalurgeonmoralgroundsleadsto physicalandmentalmaladies,Itis theirgreatargumentanditisfalse.
Thevitalenergythatisstoredupin manneednotnecessarilybeexpended insexualactivity.Ifitbehusbandedthroughcontinence,theorganism reabsorbsthatenergyandusesitin otherways.itssurpluscanbethedrivingpowerbehindallkindsofactivities,andwherethereisstillanexcess ofvitalitynatureherselfprovidesfor itsinvoluntaryrelease,
Thestoredupphysicalandpsychical energymaybeusedin"goodworks," instudy;theymakepossiblethat spiritualfatherhoodwhichisdevoted tothecareofotherpeople'schildren,of thepoor,ofthesick,totheneedsof one'sfellowmenatlarge,toanygreat causehumanordivine.
ThelivesoftheCatholicclergy,of nuns,ofyoungmenandwomen,who arecontinentandatthesametime healthy,givetestimonytothistruth, Thosewhomakeupthislargenumber arenotfoundindoctors'consulting roomscomplainingoftheirtroubles duetoalackofsexuallife.Thealleged"sexualneed"isinmodernlife

excitedbybooks,films,shows,andso on,Hencewemustcontinuallyfight againsttheperversionofthesegreat giftscausinganunderminingofthe moralityofthecommunity,Thisis beingdonebytheestablishmentoflibrariesprovidingcleanChristianliterature,bythecensorshipoffilmsand stagepresentations,byencouraging cleansocialeventsforourpeopleof allages,andsoon.
Thisdiscussionisimportanttous inoursocialendeavour,becauseofthe tremendoussocialdisturbancesarising fromsexualaberrations.Thesedisturbancesaffecttheindividual,the family,andtheState,Itisimpossibletodolittlemorethanmention themhere.Divorceandthedecayof themarriageideaistheprevailingpopularposition. Thetripledeclarationofwarbythe CongressoftheUnitedStatesbrought tomedailyrepetitionsofthatoldfamiliarsaw:-Well,thismakesyourwork seemmightyunimportant,doesn'tit?" Thisledmetoponderonthetruthor thefalsityofthisquestion.After muchthoughtIfindthatitiswholly untrue.
ThedaybeforethebombingofPearl Harbour,Iwasatworkonamanuscriptconcerningartforchildren-a monographintendedforparentswho wanttoknowwhen,howandwhereto startinterestingtheirchildreninthe arts.Thismanuscriptwasbeingpreparedbecausethe"when,howand where"arequestionsconstantlyasked ofmebyparents.Thedaywarwas officiallydeclaredagainstJapan,the manuscriptwentintothefilesmarked "FutureUse,"andthepresentarticle waspreparedbecauseofasincerebeliefthattheartsaremoreimportant duringwartimesthanintimesofpeace' andthatitismoreimportantforus tofostertheartsinourchildrennow thaneverbefore.
Letustrytorealisetheuttervoid thatwouldexistshouldwelosethat artisticfreedomwhichwehavesocomplacentlyaccepted.Letusconsider ourneglectinfosteringandcherishing thosearts,Letusseewhytheyare worthsaving.Herearebutafewof thecontributionswhichtheartscan anddomaketousandespeciallyour children:
1.Theartsgiveachildaknowledge oftheculturaldevelopmentofthe worldinwhichhelivesandprovide himwithinnerresourcesofpleasure therestofhislife.
2.Thestudyoftheartsenableshim bettertoobservetheworldaround him,becausethegreatartistclarifies andintensifiestheexperiencesoflife.
3.Inintegratedstudyofthevarious artsisacontributingfactorinthe emotionaldevelopmentofachild.
4,Acontemplationoftheartswill developanappreciationofthebeautiesseenaroundhimeachdayinthe home,inschool,innatureandthecity orcountrysideinwhichhelives.
5.Thestimulationofartinterests hasbeenknowntocureaproblem child.Theproblemchildoftenneeds onlyaninterestandfaithinhimself.
6.Astudyofthebackgroundsofthe artsofmanylandswillproduceatoleranceforthepeopleofeachnation; aconditionmuchneededto-day.The knowledgethatmanthroughhisown developmenthasbeenabletoproduce greatworksthatliveforcenturiesin-

10.Thestudyofthereligiousarts ofdifferentcenturies,differentreligions anddifferentcountriescananddoes bringtochildrenanunderstandingof thetruebasisofman'sbeliefinaGod andtheimportanceofthatbelief.
Thesethingscontributetothegrowth ofourchildren,andintheendtothe growthofourdemocracy.Thisisamplereasonastowhythisartisticfreedommustbepreserved.Andpreserveditwillbe!\Varshavecomeand warshavegonesincethebeginningof theworld.Tragedyhasfollowedeach warandtheworldhashadtopickup atthatpointandmoveforward.But therearecertainthingsthathavealwaysexistedandwhichwarshave neverbeenabletocrush-thosethings arethedesireforreligion,scienceand thingsbeautiful.
Thesethingswillbesavedagain, anditisfortheafter-the-warperiod thatwemustbegintoplanatonce. Wemustbereadytorebuildthatworld thatislefttous,andouractionsand thoughtsto-daywillhaveaprofoundinfluenceonthedirectionofthatreconstruction.Inthiswartime,weshould carryonwiththeseeverlastingthings ratherthanshelvethemfortheduration,Ifweshelvethemtheywillbe rustyandweshallhavenostrongfoundationonwhichtobuild.
Aschoolboyrecentlywrotetoadefenceagencysayingthathewastired ofschoolandthathefelthewasdoing nothingforhiscountry.Thedirector oftheagencywrotebacktotheboy andsaidthatthegreatestthinghe coulddoforthedefenceofAmerica wastostudyhard,sothatwhenthis warisoverhewouldbeequippedto helphiscountryrebuilditself.Itseems thatthisisverygoodadviceforusall, thatwetaketimefromourbusylives tohelpourchildrentolivefullyand taketheirplacesinthepost-wardays inastrongerUnitedStates.Oneof ouraimsshouldbetoinstilinthem

Abetzthengavehisattentionsto "Gringoire."Thenitwastheturnof the"Figaro,"andafterthatof"Vu" and"Lu,"ownedbyLouisVogel,which weretooFrenchforAbetz'sliking,On thisoccasionhesucceededinobtaining theeditor-in-chief'sdismissalthepost beingthengiventodelaRocque'spredecessoratthe"PetitJournal."And so,dispensinghisfavourswithaprodigalhand,Abets,stepbystep,succeededinthoroughlyunderminingandsappingtheFrenchPress,whileheconsolidatedhis"francophile"reputation bymarryingSuzannedeBruquere; Bythetimewarbrokeouthehad achievedhisaim,InJuly,1939,he hadbeenexpelledfromFrance,buthe wasbackagaininParisassoonasthe Armsiticehadbeensigned.Andthere, aidedbyhiswife,heisto-daytrying tocompleteFrance'sruin,Suzanne keepswritingtoherFrenchfriendsof pre-wardaysdeploringthestrange "blindness"ofFrenchmen"whohave compelledHitlertoimposehappiness ontheircountry.'AsforAbets,he actsasintermediarybetweenVichy andBerlinandcontinuestofrequent hismanyfriendsinParis.Andif, assometimeshappens,oneofthese feelsatwingeofconscienceasherealisesthefullmeaningof"collaboration," hesootheshimwiththesewords: "Don'tyouknowIamyourfriend?I understandFrenchmentality,butIam facedwithgreatdifficultiesinBerlin.
