Whenshouldabookbebannedon moralgrounds?Whenitisdangerous topublicmorality.Andwhenisa bookdangeroustopublicmorality? Whenittendsnotablytopropagate immoralpracticesordoctrines,or when,thoughitcontainnosuchpropaganda,ittreatsofmatterswhich tendnotablytoarousesensualpassion,describingtheminsuchdetailand withsuchfrequencyastomakeit practicallycertainthattheaverage adultreaderwillbeseriouslytempted. Therearethustwodistinctreasons whyabookshouldbebanned.The firstconcernsprimarilythecontentof thebookitselfthesecondconcerns primarilytheinfluenceaparticular bookwithexerciseuponahypothetical person,theaveragepersonlikelyto readit.Thefirstofthesereasonsappliesonlytoabookbadinitself;the secondapplieseventoabookgoodin itself,butbadforthemajorityofits probablereaders.

WhenisaBookIndecent?

TheIrishStateCensorship,forexample,hasbylawpowertobantwo kindsofbooksonly:thosewhichadvocatecertain,specifiedimmoralpractices,andthosewhichare"intheir generaltendencyindecent."Both kindsmayrightlybedescribedas booksbadinthemselves.TheCanon LawoftheChurchincludesboth kindsinageneralban;therefore,no Catholiccandenytherightofthe Statetobanthem.ButanyCatholic isentitledtoraisethequestion whetherindividualbooksthusbanned bytheStatearereallywhattheState saystheyare,namely,"ingeneraltendencyindecent."

Whenisabookindecent? C.B. Murphy,in"TheBell,"forSeptember, gaveananswerwithwhichnoCatholiccouldquarrel.Hesaidthatabook isindecent"whenthematterofsexis draggedintothewritingforirrelevant purposes-sensuality,pot-boiling,or

other-insteadofoccurringnaturallyin literatureasitdoesinlife. But whenthematterofsexisrelevant,then thewritingisclean,eventhoughit 'dealswithsexfrequentlyandinfull detail."HealsoquotedCanonLaw toindicatethequantityandqualityof indecencywhichbringsabookunder theChurch'sgeneralban:"Whendoes abooklinthewordsofCanonLaw) exprofessotreat,narrate,orteachlasciviousorobscenethings?Hereisthe answerfromastandardCatholicauthority:'Theauthormust,atleastina considerableportionofhisbook,and

Letusnowtakethecaseofabook suchasC.B.Murphyrightlywould considerdecent,"eventhoughitdeals withsexfrequentlyandinfulldetail" becausethematterofsexisrelevant toitsliteraryorscientificpurpose.Let ussupposethatitspurposedemands thetreatmentofsextoofrequently andintoogreatdetailfortheaveragereader'sself-control,asmaybe saidofthebooksofsomegreatwriters, ofpartsofShakespeare,forinstance, andevenofpartsoftheBible.Ought suchbooksbebanned?

Astudyofthepracticeandgeneral teachingoftheChurchmakesitclear thatincertaincircumstancessuch booksmayrightlybebanned,butnot bannedabsolutely.

Thustheprefacetothelatesteditionofthe"IndexLibrorumProhibitorum"laysitdownthat"literaryor scientificmerits,eventhoughtheyare genuine,certainlycannotjustifythe

diffusionofahookwhichiscontrary toreligionandtogoodmorals."But asweshallsee,therearesomestandingexemptionsfromsuchabanfor certainpersonsofmaturemindwho needtoreachsuchbooks,andthe Churchgrantsfurtherexemptionstootherswhennecessary.

Inthepassagejustquotedthevery wordschosentoconveytheprohibition showhownarrowlytheChurchwould limititinsuchcases.Itdoesnotsay "thewriting"isunjustified,oreven thepublication,"but"thediffusion"of suchbooks-awordverymuchtothe pointinmoderntimeswhennearly everyonecanread,andcheapeditions, printedbytensofthousands,arewithinthereachofthesemi-literateand theimmature.

Butawritermightbeentitledto write,andapublishertoprintfora limitedandculturedpublic,abook ofgenuinemeritbutincidentallydangeroustoreligionormorals,which thereforetheChurchwouldhavetoban becauseoftheharmitwoulddoifit wereputwithinthereachoftheaverageperson.Possiblyitwasforthis reasonthatclassicalauthorslikeBalzac,SterneandRichardsonwereputon the"Index."AsregardstheBible, FatherDimnetremarksthat"theJew(

wererightinreservingthe"Canticle ofCanticles"formenabovethirty," andthoughtheCatholicChurchmakes nosuchformalruleaboutthis,orany otherpartoftheBible,shemaintains theprinciplethatcertainpartsofthe Biblearenotgoodforeverybodyto readindiscriminately,andthepractice ofnotreadingthempubliclyinthevernacular.

R.AncientShintoismhadnomoral code.Itwasapagannaturalreligion, whichhadnoideaofsinintheChristiansenseoftheword.Whatwewould regardasmoralevil,theywouldregard asamerelyphysicaloutbreak.The onethinghatefultothegodswasviolationofShintoritual.Afterthe seventhcentury,whentheworshipof theMikadoorEmperorwasintroduced, andtheethicsofConfuciusbeganto haveaninfluence,acodeofmorals calledthe"Bushido"wascreated.The keynoteof"Bushido"isloyaltytothe Emperor,andindifferencetodeath. ToengenderthesevirtuestheJapanesehadtoschoolthemselvesinthe virtuesofcourage,self-denial,and rigidself-control.Themilitarycharacterof"Bushido"ledtoacontempt forthedignityofwomen,andindifferencetotheprivatelivesofmen.Filial piety,however,ordevotiontoparents, isinsistedupon.Infact,filialpiety andloyaltytotheEmperorarethereal moraldutiesthatfitone'scharacter forthecompanyofthegreatancestral spiritsofthenation.Itmustbeadmitted,ofcourse,thatmostoftheordinarynaturalvirtues,eventhoughnot formallyinculcatedbyShintoism,find theirpace,asarule,inthelivesofthe Japanesesimplyinvirtueofthefact thattheyarehumanbeingsandnotinhuman.

Nowtheserightsarewhatarecalled "inalienable"-thatis,theycannotbe takenawaybyanyhumanpower.The authorityofthecivilStatehascertain powers,withincertainrights.Thus,a criminal"doingtime"forfeitsforthat periodtherighttomarry;buteven thentherightisonlypostponed.In suchacasethecriminalisnotafree manbecauseheisnotalawfulman. Inextremecasesofgravesocialcrime (likemurder)theStatehastheauthoritytoremoveacitizenoffthesocial mapaltogether,bytakingawayhislife. Outsidesuchcases,everybodyhasthe irremovablerightsthatsecureadecent anddignifiedhumanwayoflife.

Ourpresent-daycapitalistsystem Iwhichisnowalmostworld-widehas becomelikethat-adistortingmirror; inwhichtheessentiallygoodthing, privatepropertyandpossession,has beendraggedoutofshapebywrong use.

Letuslookintothisdistortingcapitalistmirrorforafewmoments.What isthepicturepresentedtous?

Thisisanotherterrificandundeniablefact.Thepowerofthesedespots is(atpresent)irresistible.Thisisbecausetheycontrolcredit,whichmay becalledthepowertobuyorpurchase. Incidentally,thePopestatesanother truthwhichhastremendousandfarreachingimportance-moneyisthe economiclife-bloodofthesocialcommunity.

Thefrightfulposition,then,isthis: Afewdespoticpersonsarecontrolling (andconsequentlyrestricting)theflow ofthelife-bloodofhumansociety-its quantityanditsdirection.Thatcontroliscausingwhatmay'betrulycalled"economicanaemia"insociety. Now,anybodywhocausedanaemiain anindividual,inafellow-man,would rightlybecalledacriminal.Those whocausewhatisequivalentofanaemiainthesocialbodymustbeconsideredsocialcriminals.Thereisnouse beatingaboutthe'bushinthismatter.

Itisnecessarytoputitbluntly.And theHolyFather'swordsareclear. Moderncapitalism,then,inthewords ofDr.GeorgeO'Brien(inhisscholarly "EssayontheEffectsoftheReformation")is"aparticularpointofview fromwhicheconomicactivityandgain becomeendsinthemselves,andnot merelymeanstoanend."

Thisisthegreatabuse-whichmakes themoderncapitalistsystemadistortingmirror.Itplaceseconomicgain inthefalsepositionofbeinganobject foritsownsake-andanendinitself.

By"economic,"wemaypointout, wemean,forallpracticalpurposes, "theadministrationofthenation's wealth."

"Moderncapitalism"hasbeencomparedbyanotherwriterto"militarism" -whichis"notanyparticularquality orscaleofmilitarypreparation(which inthemselvesmaybequitelawful),but astateofmindwhich,initsconcentrationononeparticularelementin sociallife,endsfinallybyexaltingit untilitbecomesthearbiterofallthe rest."(R.H.Tawney's"Asquisitive Society.")

ThisisexactlythecontraryofChristianteaching-thismakingofwealth, whethereconomicorindividual,anobjectinitself-afinalend.Todothis istoloseallsenseofproportion.The ChristianChurchhasalwayspreserved thegoldenmean,themoralbalanceof things,thetruesenseofvalues.

Christianityregardsmanasfitting intoGod'splanincreation.Christianitytakeswhatiscalleda"teleological" view.Thismeansthatmanisdestined byGodtheCreator,forafinalgoal-the greatgoalofthedivinepurpose.For manthisgoalisthesupernaturalgoal ofheaven,orthevisionandpossession ofGodHimself.Manisdestined,(ifhe fulfilstheconditionsGodrequires)to seeGod"facetoface."

Thisview(whichisnotmerelya "view"butafactdivinelyrevealedby thenew"industrial"ideaofmanasa livingmachine-assomany"hands" ofindustry.

Themediaevalideainsistedonthe corporatenatureofChristianity.The Reformationreplacedthisbyanexaggeratedindividualisticidea.

Thedoctrineof"privatejudgment" inallthingsresultedinmakingevery manalittledespot.

"Littleman-whatnow?"

This-thathumansocietyhas'become thevictimofitsownact;thepuppet ofafewdespots.Thatisthecurious andterribleresultwhichhasdeveloped historically.Averyfewrichmen havesecuredthecontroloverallmentotheextentthat"noonedarebreathe againsthiswill."

Whatistheremedy?

Itisnotdifficulttostatetheremedyinasummaryfashion-thatis,to sayingeneralwhatshouldbedone. Thedifficultyariseswhenwecometo detail.Ingeneral(asthePopehas said),theremedyresidesinareturnto Christianmorals.Nothingelsecanbe arealcureforsocialills.Everysincere, professingChristianwouldagreewith thisprinciple;thedisagreementarises onlywhenmethodsofthatreturnto moralityarediscussed.TheHoly Fatherhasindicatedcertainlineson whichreformmustproceed.ItisobviouslythedutyofChristianstocirculatethoselinesofprinciplewherever possible.

Inthescienceofmedicinethereare certainmaladiesrecognisedinwhich allpractitionersareagreedthat(totake asimpleexample)theheartmust'be strengthenedandfeverlessened.There may,however,bedisputeastothebest meanstoattainthosenecessaryresults.Justsoinsocialmaladies.The maladiesareclearenough,thegeneral principleoftreatmentisalsoclear.It isthepointsofdetailedtreatmentthat socialpractitionersboggleat.

Still,wecannevergetanywherein thislifewithoutbeingpractical.And so,beforeleavingthissubject,wemust touchupontheapplicationoftheprincipleswithouttrespassinguponparty politics-thatis,onparticularpolitical methods.Andasmoneyisboundup withthequestionofprivateproperty, itistotheproperuseofpropertyinrelationtotheuseofmoneythatwe mustturnforasolution.Itmaybe notedinpassingthatbymoneyis meantthe"purchasetoken"-thesymbolwhichgivesarighttobuythings. Mr.HilaireBellocrecentlysummedup thematterinthephrase,"therestorationofproperty."

Nowthisterm,"property,"has changeditsmeaningconsiderablyin themodernfinancialsystem,ascomparedwithitsearlierandmorenatural andprimitivemeaning-afactstressed byMr.G.K.Chestertoninoneofhis essays.WhenTennyson's"Northern Farmer"sanghisodetoproperty,he heardthesuggestionofpropertyinthe verysoundofhishorse'shoofs:his propertywasreallyprivatepropertyin thenaturalsenseoftheterm.Hereallyownedandcontrolledit.Butlater (asthePopehaspointedout)propertyhasbecomeamatterofinvested fundsadministeredbytrusteesanddirectorswhoarenowownersofitatall. Thistransformationhascausedthe basicideaofpropertytodiminishand almostdisappear.Insteadofhorses andcattleandhousesandland,with (ContinuedonPage6.)

IIECongress,organisedbythe Australian-RussianRelations Committee,topromotegoodwilltowardstheSoviet,has goneoffwithabang-ora whimper."Thishistoricevent"-as theirblushingsimplicitysawfittodescribeit-baggedarepresentative gatheringofeminentcitizenswhogave offanassortmentofviewsaslittlecorrespondingwiththeideologyandpracticesofRussiaastherealstateofthat countrymeasuresuptothesocial needsofAustralia.Withheavy,but probablyunconsciousirony,theRev. C.W.Norwoodreadprayers.Butthe secondlaughwasonthepressreport oftheproceedings.Thetoneofthe Congress,hymnedourmorningcontemporary,"wasthatofdeprecation ofclasswar. ."TheRev.Canon Bellprovidedthenexthumorousremarkbysayingthat"theChurch soughtthesamegoalasCommunismtheinternationalbrotherhoodofman,' althoughhesoberedtoawistfulconclusionbyaddingthat"itwasequally necessaryforCommuniststounderstandtheChristianpointofview."

Needlesstoadd,theProfessorswere thereinfearsomearray.Professor Fox,convenientlyglossingoverthe smallmatterofdialecticalmaterialism,saidthat"Russiaattachedprime importancetoculturalinterests."ProfessorMurdoch,withaudaciousvagueness,claimedthat"eventhemostantiCommunisthadtoconfessthatwehad obtainedeversomanyfreshandoriginalideasoneducationfromRussia." Dr.MerabHarrisannouncedthat"the Russianshadsetouttoestablisha newwayoflife."Therestofthebusinessranaccordingtoschedule,the firstmotioncarriedbeingoneofsignificantimpertinence:"Itistheduty oftheAustralianchurchesandofindividualChristianstolendtotheSovietwhateveraid,spiritualandmaterial,itmaybewithintheirpower tocontribute."

Ihavequotedtheseremarkstoshow theappallingmessintowhichmodern educationhasreducedus,andalsoto indicatetheextenttowhichCommunistinfiltrationhasdrivenamongthe "parlourPinks."Theystandbankruptintellectuallyamidtheruinsof internationalCapitalism,andcallon Bolshevismforsalvation.Butinit thereisnosalvation,andthelast stateofmankindbecomesworsethan thefirst.

ThiszealforthethingsoftheSoviet isallthemoreremarkableinthatthe CommunistsandthePinksregarded thewaragainstHitlerasanimperialistwaruptoJune22,1991,whenthe involvementofHolyRussiaconverted

it,notonlyintoajustwar,butintoa veritablecrusade.Priortothatthey hadbeen,notmerelylukewarm,but soantagonisticastocausetheirsup- pressionthroughouttheCommonwealth.So,whenRussiawasattackedandtheRedschangedtheirtune (whichtheyareabletodowithgreat rapidityandanadmirablelackofembarrassment),itwasnotsurprising thattheAlliedleadersdidnotaccept theirchangeofheartatitsfacevalue. Mr.Churchilldeclaredforthrightly thatRussiawouldreceiveallpossible aidagainstthecommonfoe,butthat heunsaidnothingofwhathehadsaid. againstCommunism.SimilarstatementsweremadeinAustralia.Mr. Menzies,thenPrimeMinister,stated:

tamedarequestforthegraceoffinal perseverance.

NexttheLordAbbot,inhiscapacityofSuperior,receivedtheneoprofessedformallyintotheBenedictineCommunity.(TheRitualsupplies anappropriatelittleaddressforthe purpose.)Thisdone,boththeSuperiorandallthemonksgavethenewlyprofesseda'brotherlyembraceas thoughtoconfirmthedeclarationof extendedBrotherhoodjustmade.From thismoment,DomBasilandDom MichaelweretrulyandforlifemembersoftheBenedictineCommunity. Throughtheprofessionjustmade, theyhadcutthemselvesawayfromthe world,andweredead,sofarasthe worldwasconcerned.Averystrikingsymbolofthismysticaldeathwas suppliedbythenextandmosttouchingpartoftheceremony.Lyingat fulllengthonthefloorofthesanctuary,ablackpallspreadovertheir forms,lightedtapersbeforeandbehind them,thechurch'bellstollingafuneral knell ithadallthesemblanceofa burialservice.

Inthisposetheyremaineduntilthe timeforHolyCommunionarrived, whentheDeaconcalledouttothem inthewordsofSt.Paul:"Riseyethat sleep,andarisefromthedead,and Christshallenlightenyou."Thenthe chantingoftheConfiteorandHoly Communion.JustbeforethelastGospel,theLordAbbotturnedforthelast timetowardsthenewmonksandinvokedaspecialblessingofGodupon them,ablessingthatcarriedwithita prayerthattheymightalwaysbe pleasingtoGodandasourceofedificationtoallaroundthem.

Andsotheceremonyofthefirst SolemnProfessionofAustraliansat NewNorciawasbroughttoanend. Theearnestprayerofthesetwohappy youngmenontheirprofessiondaywas thatGodmaygrantthattheirexamplesbefollowedbymanymoreoftheir countrymen.

Thisrarefunctionwaswitnessed withkeeninterestbyalargecongregation,butbynonesomuchasbythe mother,brother,andauntofDom BasilNoseda,who,withseveralfriends ofthefamilyhadmotoredfromPerth fortheoccasion.Alsoparticularlyinterestedspectatorswerethesenior boysofSt.Ildephonsus'College,among whomweresomeschoolmatesofthe newlyprofessed.TherewerealsopresentthepupilsofSt.Gertrude'sCollege,thenativechildrenofbothOrphanages,andnotafewofthelocal people.

DomBasilNosedawasbornatMt. Lawley,W.A.,in1919. Hereceived hiseducationattheHighgateHillConventSchool,atC.B.C.,Perth,andatSt. Ildephonsus*,NewNorcia,wherehe heardthecalltotheBenedictineOrder.

Theissueofthecensorshipofreadingmatterhasbecomea veryliveoneastheresultofMinisterialthreatsagainst"The DailyMirror"inLondon.andthesubsequentdecisionoftheMinisterofInformationtoexercisestrictercontrolovermessagessent fromLondonbycertaincorrespondents.This.however,isonly amatterofpassinginterest,fornonecandenythattherehasbeen grossirresponsibilityonthepartofasecitonofthepress.and thatthegravityofthewarsituationwillnecessarilyentailstricter controls.Butthisparticularcontroversialissueopensupthe broaderquestionoftherelationofreadingtoeducation,andhence largelytolife.Broadly,readingrelatestotwoactivities.Reading,consideredasameansofcontactwiththeworldaboutus andourfathersbeforeus,istheindispensibleallyofanytrueeducativeprocess.Butreadingisalsoemployed(to-day,unhappily. almostuniversally)asapastime.Inthisprocess,nothingwhateverhappensinthemind-simplythetimepasses.Apartfrom thequestionofhowmuchtimeonecanaffordtoletpass,pastime readingbecomesacravinglikesmokingandofaboutthesameintellectualvalue.

Readinginthetruesenseiscomplementaryto,andalmost identicalwith,education.Withoutiteducationcannotproceed. Forthegreatestthoughtofmankindisinbooksandthegreatest livingteachercandonohigherthingintheintellectualorderthan teachhispupiltoread.Noweducationinitsmostfundamental concepttonshouldfitamanforliving:itshouldseektoestablisha rightrelationbetweenmanandeverythingthatexists.Henceit isaparadoxthatonecannotfullyknowanythinguntiloneknows everything;inotherwords,thepartsderivetheirsignificancefrom theirplaceinthewholeschemeofthings.So,unfortunately,a greatdealofmodernscholarshipisessentiallyunrelatedtoreal education,becauseitfailstoachievethatrightmentalrelationship toeverythingthatis.Tothemindthatseesthewholecanvas. scholarshipispuregain;toanyother,itismoreorlesseccentricity. Henceeducationresolvesitselfintotwoelements.Firstly,the mindmustseetheuniverseasawholewithallthedetailsincorrectrelationshiptooneanother:thatis,itneednotknoweverything,butitmustknowwhereeverythingis.Secondly,theremust beadetailedstudyofindividualthings.i.e.,specialism.

Forthetotalviewofthings,whichistheessenceofeducation. onemustknowGod.Initsfailuretodothisthesecularistsystemimplicitlyconfessesthateducationofitselfisimpossible.One cannotomitGod,forHeistheonebeingthatexplainsthetotality ofbeing.Further,allthingswerenotonlymadeandsustained byGod,butalsoforGod.Thatfactgivesthemtheirpurposein lifeandtherelationofeachthingtoalltheothers.Andthe questionofthepurposeoflifeisquiteprimarytoeducation.for. withoutit.howcanoneproposetofitaman'smindforliving? Obviouslythiscanbetheonlytestofgoodnessorbadness-does ithelporhinderthepurposeforwhichheexists?Thenthereare thesupplementaryissuesconcerningwhatGodis,whatmanis. theimpossibilityofmanfulfillinghispurposewithoutsupernaturalassistanceandawholemassofderivativetruthsnecessary forallmeninthesensethatwithoutthemtheirviewofthings asawholewillbefalsifiedandeducation,therefore,madeimpossible.Thesethings,moreover,mustenternaturallyintoaman's judgmentsandinfluencethewayhelives.Then,andonlythen. willhehavethefirstessentialsofaneducatedmind.Hence.basically,onlytheCatholiccanhaveorgiveeducationinthetruesense. FatherLynch,ofThreeSprings.At theconclusionoftheMass,Bishop Gummerexpressedhisthanksfortheir kindlyreceptionandhisthankstothe priestsofthediocese,manyofwhom hadtravelledlongdistancestobepresentathisappointmentasBishopof Geraldton.HehadbeenParish PriestofOberoninNewSouthVales. Itwasalargeandscatteredparishand itspeopleweremainlyengagedinrural occupations.Goodandloyalasthe peopleofOberonweretohim,hefelt confidentthatthepeopleofGeraldton wouldbowtononeintheirloyaltyto theirbishopandclergyandintheir sterlingCatholicity.HehopedtofollowinthefootstepsofBishopO'Collinsandcarryontheworkhehad donesonoblyamongthemduringthe past12years.Thiswasnotanage forweakness.Theywantedpeopleto bestrongintheirfaiths,stronginits practiceandstrongintheirconfidence inAlmightyGod.Whateverdangers cametheirwaytheywouldfacethem together,confidentofthegoodand guidingloveofChristtheirLord.

IntheafternoonBishopGummer waswelcomedatagatheringofthe parishionersandonNfondaymorning wastenderedacivicwelcomebythe Mayor(Mr.Carson).

Theblessinganddistributionofthe palmsandolivebranchescommenced at10.45a.m.Rev.FatherMcGillicuddy,assistedbyRev.FathersLalor andDonnelly,asDeaconandSubDeacon,respectively,wasCelebrant. Duringthedistributionofthepalms theCathedralChoir,underRev.Father Lynch,sang"MonteOliveti"(Croce) and"PueriHebraeorum"(Palestrina). Theministersandchoirthenformed inprocession,andcarryingpalms,proceededtothemaindooroftheCathedral.Thedoorswereclosedandat theconclusionofthe"GloriaLaus," thecross-bearerknockedonthedoor withthebaseofthecross,andtheprocessionenteredthechurchoncemore. Whilsttheprocession,inwhichall werecarryingpalms,madeitswaytowardsthesanctuary,thechoirwere singing:"AsOurLordenteredthe HolyCitytheJewishchildrenproclaimingtheresurrectionoflifeand holdingpalmbranchessangHosanna intheHighest.Andwhenthepeople heardthatJesuswascominginto JerusalemtheywentouttomeetHim, andwavingpalmbranchessangHosannaintheHighest."

Forapeopletobecultureditmust read.Readingtothemindisasthe constituentchemicalsintheearthare totheplant.Theabsenceofanyof themmeansadwarfedandstunted plant.Soanunreadpersonhasacrabbedandnarrowedmind.Besidesthis, readingisalsoamostpleasantrecreation,andthereforealibrarymustsupplynotonlybocksforthedevelopment ofthemindbutalsoforitsrecreation.

However,justasthepresenceofthe wrongtypeofchemicalsintheearth candountoldharmtotheplant,socan evilwritingsdoterribleharmtothe mindandsoulofthereader.Inboth thefieldofinstructiveandrecreative literaturedoesthisholdtrue.The Churchdoesnotleaveusfreetoread anythingthatisevilmorallyorasregardsFaith.Thereisaheavyburdenontheconsciencenottoread booksthatareevilindoctrineorin morals.Fortheordinarylaymanthis isnotalwaysaneasymattertodecide forhimself,andthereforetheprincipal aimoftheCentralCatholicLibraryis toprovideaverylargechoiceofevery kindofbookthatanyreadermay choosewithoutanypreoccupation eboutthemoralissueofreadingit. This,ofcourse,isbutanegative viewoftheraisond'etreofourlibrary. Theprincipalreasonisthatwewant ourpeopletoread,andbeinstructed. Tothisend,noattemptismadeto makethelibraryentirelypayforitself.Othermeansaretakenformakingupanydeficiencies,andthebenefitsofthelibraryareofferedtoallat apricewellbelowthatoftheordinary circulatinglibrariesofthecity.Thus theleastpaidofouryouthwillfindone ofthebiggestlibrarieswellwithintheir means.

Thesearetheimportantfactsthat manyofourCatholicshavenotyet grasped:-

1.TheCentralCatholicLibraryis oneofthebiggestintheState.

2.Itisnotlimitedtopiousandreligiousbooks,butcontainsvery largesectionsoffiction,biography, socialandpoliticalwritings.

3.Thesectionforrecreationalreadingcontainsallthatis worthwhileintheverylatestbooks,both inlightandseriousfiction.There isnothingworthreadingthatit ispermissableforaCatholicto readamongthemostrecentpublicationsthatisnotfoundinthe library'sshelves.Furthermoresubscribersneedhavenoearthatonly milkandwaterybooksmaybe had.Nothingisexcludedexcept bookswhichareabsolutelyforbiddentoCatholicsaltogether,even thoughsomepeoplemightbeinclinedtoboggleatthevigorous crudityofcertainmodernwriters. Ontheotherhandthethoughtful personwillfindawonderfulcollectionofinspiringandelevatingliteraturethatwillprovidefoodboth fortheintellectandthesoul.

TheCentralCatholicLibrary,asit exists,owesitsbeingmainlytothe ChestertonClub,whichwasformedin July,1936.Herewasabodyofyoung Catholicpeopleanxioustodosome-

thing.Theyweremilitantsinthe realsenseoftheword.

TheLibraryinthenextstageofits existenceneededsuchanexpressionof enthusiasm.TheChestertonClubtook overtheVeritasandestablishedthe ChestertonBookShopatthesame time.

Onlythosewhoweremembersof theclubinthoseearlymonthsrealise thetremendousamountofworkdone 'byChestertonians.Forweeksmemberswouldworktillmidnight.Library bookshadtobeclassified,newbooks acquired,thebookshopbuiltup,and manyotherthingsincidentaltoanew librarydemandedarduouswork.

TheClub'saimswereambitious,and nonewilldenythatatremendous amountwasachieved.Indeedthe seedsofCatholicActioninthisState werenurturedbyitsmembers.

Thosewholistenedtosomeofthe brilliantlecturerswhospokeatthe Clubwillnotforgetthem.Acertain -demandforsuchanorganisationwas metbyitsinauguration, ChestertonClubAims.

Thename"Chesterton"wasadopted becauseitseemedtosymboliseallthat isbestinthemodernaspectoftheCatholicCrusade.TheClubaimedto induceitsmemberstoworkfortheCatholiccausethroughtheCatholic spirit,ratherthanthroughtheimpersonalobligationentailedbyarigid constitution.

WithintheCatholicChurchonefinds manylayorganisations,eachinits ownsphere,doingwonderfulworkfor God,bothinthespiritualandmaterial orderofthings,butwithmostofthem, onefindstheyareconfinedtooneparticularactivity.WiththeLegionof Mary,however,onefindssomething different.IntheLegionwehavean organisationwhichiscapableofdoing anykindofworkthatlaymencould becalledontodo,withoneexception, thecollectingofmoney.Onehasonly

toglanceoverevenafewofthemany activitiesoftheLegiontorealisethat.

Forexample:OnefindsparochialPraesidiatakingthecensus,searchingfor andconstantlyfindinglostsheep, recruitingmembersforthevarious otherSodalities,suchasSacredHeart, HolyName,ChildrenofMary.One findstheminstrumentalinhavinginnumerablechildrentransferredfrom StateschoolstoCatholicschools,the teachingoftheCatechismtochildren. OtherPraesidiaonefindsrunning PressSquadswithamazingsuccess,organisingclubsforyoungboysand girls,seekingout,instructing,andorganisingRetreatsforprospectiveconverts,runninghostelsforthedownand outs,bothmenandwomen;onehostel aloneishousingasmanyas275inmates,andnowtheLegion'slatestactivityhereinourownmidstisthetakingoveranddirectingoftheCentral CatholicLibrary.

Inconnectionwiththelatter,one mustviewitssuccesswithutteramazement.JustninemonthsagoaPraesidiumofelevenmemberswasformed forthiswork,andsincethenmanyalterationsandimprovementshavebeen effectedbymembersAseriesoflectureshasbeenheld,whichprovedto beoutstandinglysuccessfulfrommany pointsofview.Thenumberoflibrary subscribershasbeenmorethandoubled andaverywiderangeofthelatest bookshasbeenaddedtoourshelves. Thesubscriptionratehasbeenreduced toafigurewhichiswellwithinthe reachofeverymemberoftheCatholic community,andthenumberofmembersofthePraesidiumhasgrownto welloverthescore,eachoneofwhom hasproved100percent.inenthusiasm andloyaltytoLegionduty,andhas developedaLegionspiritwhichcould scarcelybesurpassedinanyotherPraesidium,andallthishasbeenachieved withoutanybustleorexcitement, eachmemberperforminghisorher dutyinthetrueLegionspirit,whiclf isthespiritofhumilityandobedience. Therudderthatmanneedsiseducation.

Nowtheusualideaofacomplete educationisthatitshouldaimatthe developmentofourbodiesandthecultivationofourminds.Itisgeneral. lyconsideredtoconsistonlyofa thoroughgroundinginsuchbranches ofknowledgeasliterature,history, theartsandsciencesandcommerce,so thatthepupilmaybefittedforthe winningofmaterialsuccessandworldlyhonours.

Education,however,doesnotconsist onlyoftuitioninthesethings.We knowthatmanisnotmerelyarational animal,butthatheiscomposedofa materialbodyandaspiritualsoul, andaneducationwhichconcernsonly thematerialwell-beingandtheworldly advancementofamanis,therefore, butapart-andtheleastimportant part-ofaman'seducation.

Thepurposeofmansbeingissomethingimmeasurablygreaterthanthe merewinningofearthlysuccess.Itis tobringthecargoofhissoulsafelyto portwithChristOurLordinHeaven. Justasthevoyageofashipwhich failstocarryitscargosafelytoportis wasted,sothevoyageofourlifeis wastedifwedonotattaintheendfor whichwesetoutonthatvoyage-the savingofoursouls.

Trueeducation, therefore,mustembracealsothecultivationofrespectforthevirtuesof truth,honesty,honourandjustice.It mustinculcateatrueknowledgeof God,ofman'sdutytoGodandtohis neighbour,andstimulatemantolove andserveGodbyobeyingHislaws. Inshort,trueeducationmustinclude theteachingofreligion,withoutwhich nomancanattaintheendforwhich hewasmade.Youmightaswell buildashipwithoutarudderandexpectittoreachportsafelyastoeducateamanwithouttruereligious principlesandexpecthimtoreachthe goalmarkedoutforhimbyGod. Therealpurposeofeducation istodrawoutanddevelopallthatis goodandtorootoutallthatisevil andvicious.Itistomakemanmore virtuousandtoleadhimalongthe roadtoGodandHeaven.Itisnot sufficienttodeveloponlythemindof thepupil.Itisalsonecessaryto trainthewillandtheheart,toforma rightconscienceandtobuildupa strongandreliablecharacter.The pupilmustbeshownthatconduct mustbegovernedbyconscience,and thatitisdegradingtoputasidethe lawofGodandyieldtothepowerpassions. Itisaninjusticetoyourchildren, therefore,toallowthemtobedeprivedofreligiouseducation.Iftheyare

deniedtheknowledgeofGodandHis laws,andofthenecessityofobeying thoselaws,theyarebeingdeprivedof themostimportantpartoftheireducation.Theyarelosingknowledgewhich isabsolutelyessentialiftheyaretoattaintheendforwhichGodmade them.

Nowtheeducationofachildisprimarilythedutyandtheresponsibility ofitsparents,andthatresponsibility cannotbegoaded.Theauthorityof theschoolisonlyadelegatedauthor ity-theauthoritygiventoitbythe parents-andtheparentsremainresponsibletoGodforthekindofeducationtheirchildrenreceive.

Parentsshouldremember,therefore, thattheschoolwhichdoesnotteach religiondoesnotturnoutthe'best citizens.Nosystemofeducation whichignoresGodcanforminthe pupilthevirtuesthatmakeforgood citizenship.Yetto-day,whengood citizensaremorenecessarythanat anyothertimeintheworld'shistory, religiousteachingiscompletelyignored intheschools,andtheformationof theupright,honourablecharacterso necessaryintheworldto-dayisbeing lefttoinfluencesoutsideoftheschools.

WemaythankGod,therefore,that somegoodChristianparentsand homesstillremain,butwherethese arelackingtheschoolwhichexcludes religionfromitsteachingwillseldom producethecitizenwhorespectsthe rightsandfeelingsofothers,whose conductisruledbyrightprinciplesand notbyself-interest.Thepupilsof suchaschoolwillseldombepurein morals,mastersoftheirpassionsor actuatedbyselflessmotives. DisobediencetothelawsofGod andlackofreligiousteachingareresponsibleforthekindofworldwehave to-day,aworldinwhichself-interests, greedandinjusticearetheoutstandingfeatures.Inmanycountries,the StatehasusurpedtheplaceofGod. Rightandwrongarenolongerjudged byGod'sstandardbutbythelikes anddislikesofindividualmen.Whateverpleasestheindividual,suitshis tasteorhelpshisambitionisheldto beright.Onlythatwhichdispleases him,causeshimanyinconvenienceor discomfortisconsideredeviland wrong.Formany,pleasure,power, moneyhavebecomethesovereign thingsoflife-theonlythingsworth strivingfor-andiftheycannotbeobtainedlifeisconsiderednolonger worthliving. Thisneglecttobringuptheyoung intheknowledgeandloveofGodhas resultedinaworldrentwithhatred anddiscord,seethingwithinjustice andoppressionandimbuedwiththe desireforrichesandpower-andthis conditionoftheworldshowsvery clearlyhowimperativeistheneedfor areturntotheprinciplesandteachingsofChrist.

Onlybyobeyingtheteachingof Christwillmenleaduprighthonourablelives,respecttherightsandfeelingsoftheirfellow-menandtreatthem withdecencyandjustice.

Ifwewantabetterworldforthefuture therefore,weshallseetoitthatat home,andatschool,ourchildrenare taughttoknow,loveandserveGod andChrist,HisSon.Peaceandprosperitycannotreturntotheworlduntil menacknowledgeGod'ssovereignty overthewholeearth.Therewillbe notruepeaceorhappinessuntilmen realise,andactupontherealisation, thatourcivilisationmusthefounded onGod'slaws.

OnlytheobservanceofGod'slaws andtheloyalfollowingofChrist's teachingscanensuretheestablishment oftruth,honestyandjusticeinthe dealingsbetweennationandnation andinmen'sdealingswithoneanother.

HowManyTimes

Howmanytimesinthecourseof thedaydoyousay"Don't!"toyour children?Youwouldprobablyhe surprisedifyoutooknoteofthenumber.Parentsneverseemtotireof saying"Don't,"butthoseofyouwho areparentsknowjusthownecessary itistopreventchildrendoingthings whichtheyshouldnot-bothforthe smoothrunningofthehomeandfor thechildren'sownsafety.Thatchild, forinstance,whowillplaywiththe fire-andwhowillevenclimbonthe fire-guardtodoit-isadangerto himselfandtothewholehousehold.To him,ofcourse,thereseemsnodanger. Heisgreatlyattractedbythebrightly glowingcoalsandtheleapingflames. Firehasanirresistibleattractionfor himandheprobablythinksyousay "Don'tdothat!"outofsomesortof perversity.Healmostcertainlyregardsyouasakill-joy.Butyouhave hadexperienceoffire.Youknowits natureandyourealisethatlifeand propertymayeasilybelostthrougha childplayingwiththefire.Youknow, too,thatthechildhimselfmighthave hiswholelifeblightedifheweredisfiguredbyfallingintotheflames.

Childrenareconstantlywarnedby theirparents,therefore,nottodocertainthings,andiftheypersistindoing themthereissometimesnoalternative buttogivethemaspankingtoteach themobedience.Thisspankingis reallyforthechild'sowngood,buta childwhohasjustbeenspankedand puttobedwillseldomlookatthematterinthisway.Heismorelikelyto thinkthathisparentsareunkindto himandtosobhimselftosleepin self-pity.

Grown-upsaresometimeslikechildren.Justasachildseesonlythe immediateevilofaspankingandthe thwartingofitsdesires,soweoften seeonlytheevilsideofthesuffering wemaybecalledupontoendure.Like children,wedonotunderstandthatwe canbepunishedforourowngood.We donotrealisethatourHeavenly Father,whenHeallowsustosuffer, maybegivingusjustsuchalessonas wegivetoourchildren-Thechildren probablywillnotrealisethenecessityforspankings,orthewisdomofthem, untiltheyhavechildrentheirown, andweoftenfindit'difficulttounderstandhowGod,who,wearetold,loves

WehavebeenwarnedbyourHeavenlyFather,whoisGod,thatthere arecertainthingswhichwemustnot do,andcertainotherthingswhich wemustdo,ifwearetolivehappily onearthandattaineternalhappiness hereafter.Thesewarningsarecalled theTenCommandmentsandtheyhave beengiventousbyGodforourown good.Likethechild,however,wedo notrealisethisandweoftenrefuseto obeytheTenCommandments.Like childrenweareverymuchinclinedto thinkwhenGodsays"Don'tdothat!" thatHesaysitoutofperversityand thatHeisakill-joy.

Actually,ofcourse,God,likethe earthlyfather,isthinkingonlyofour good.Heknowswhatisbestforus andwhatwemustdo,andnotdo,for ourownhappiness.Justasanearthlyfatherwarnshischildthathemust notdocertainthingstosaveitfrom hurt,soGod,whoknowsbetterthan anyearthlyfatherwhatisgoodforus, tellsusinHiscommandmentswhatwe mustdoandwhatwemustnotdoif wearetosaveourselvesfromsorrow andsuffering.

Sometimeswemaythinkthatour HeavenlyFatheriscruelWelike playingwiththefireanddisregardthe danger,andwhenGod,inorderto preventthegreatdisasterwhich wouldovertakeusifwecontinuedto ignoreHis"Dont's,"spanksustobring ustooursensesandsaveusfrom worsehurtwesometimescomplainthat Heiscruelanddoesnotloveus.We actjustasachildactswhenitis spanked,andwefeelfullofself-pity.

Playingwiththefire,inourcase,is disobeyingGod'slawsandthedisas. terwhichwillovertakeusifwecontinuetodisobeythoselaws,anddie stillrefusingtoobeythem,willbevery muchgreaterthanthesufferingachild wouldendureifitfellinthefire.It isadisasterwhichcannotberemediedeitherinthisworldorinthe next.Itistheverygreatestdisaster thanamancansuffer-itisthelossof everlastinghappiness.ManwascreatedbyGodtoknow,loveandserve Godinthisworldandtobehappy withHimforeverintheworldto come,buthecanonlyattainthishappinessifheobeysGod'slaws.ThereforeGod,inHiswisdomandlovefor us,sometimes,metaphoricallyspeaking,spanksusandputsustobedwithoutourtea.

Otherkindsofsuffering.Thesufferingwehavedealtwithuptonow isthatsenttousbyGodforourown good-similartothespankingthata disobedientchildreceivesfromits father.Butthereareotherkindsof sufferingalso.Weallknowofcases whereill-doingbringsitsownretribution.Suchsufferingneedsnoexplanation.Itfollowsautomatically fromaperson'sownactions.Anexampleofthiskindofsufferingwould beprovidedifachildactuallyfellin thefirethroughdisobedienceandsufferedbadlyfromburns.

Butsometimesill-doingbringssufferingtoothersalso.Venerealdisease isacaseinpoint.Manychildrenare bornwiththisdisease,andareterribly afflictedinconsequencethroughno faultoftheirown.Thissufferingfollowsasaresultoftheill-doingof others.Nowwhyshouldinnocent childrensufferforthesinsoftheir fathers?Surelythisisunjust?Of courseitisunjust-butwhoisresponsiblefortheinjustice?ItcertainlyisnotGod.

child'sparentspointedoutthedanger ofplayingwiththefire,soGodhas pointedoutthedangersofusingour bodiesimproperly.Ifamandisobeys God'slawinthismatter,heobviously hasonlyhimselftoblameifvenereal diseaseresults-andthechildrenwho sufferthroughtheirfather'sdisobediencetoGod'slawmayjustlylaythe 'blameattheirfather'sdoor.Itwould beasabsurdandunjusttoblameGod forthesufferingbroughttothemby theirfather'sdisobedienceasitwould betoblametheparentsforthesorrow andsufferingbroughttothemiftheir childwereburnedthroughhisown disobedience.

ComingtotheGoldfieldsasayoung man,Mr.McEncroefirstbecameinterestedinthetimberbusiness.However,hehadbeenbroughtupinacountrydistrictofVictoria,andbeingendowedwithanexpertknowledgeof stock,itwasonlynaturalthathe shouldconceivetheideaofahorse bazaarontheGoldfields.

Forayoungman,hewasgiftedwith aremarkablebusinessacumen,andin ashorttimehadestablishedaflourishingbusiness.Honouredandrespectedforhisstraightandfairdealing,a manwhosewordwashisbond,"Jim McEncroe"wasconsideredthebest judgeofhorse-fleshontheGoldfields, andhewasthemediumofsupplying mostofthelivestockrequirements.

Intheearlydays,ofcourse,thehorse wasingreatdemand,beingtheonly availableformoftransport,andintributetoJimMcEncroeitisnottoo muchpraisetosaythatbyhisforesight,wideknowledgeofstock,his untiringenergyandenthusiasm,hehad contributedinnosmallwaytothe developmentandprogressoftheGoldfields.

Mr.McEncroewasmarriedonthe Goldfields,andafteraperiodof15 years'residence,hecametoPerth, wherehecontinuedandextendedhis activitiesinlivestockdealing.

Hiseffortsmetwithgreatsuccess, andinassociationwithhisbrother,the lateJosephT.McEncroe,herapidly assumedaprominentplaceinbusiness circlesandestablishedhimselfasan importerofbloodstock.Intracing theprogressofPerthoverrecentyears, itisofinteresttorecallthattheMcEncroeBros.atonetimecontrolleda stockyardinWellington-street,onthe approximatesiteuponwhichthepresentPostOfficestands.

Mr.McEncroe'sinterestswerevaried andnotentirelyconfinedtostock,and inlateryearshebecameactiveinthe motortrade,althoughalwaysmaintainingacloseassociationwithlivestock, acallingwhichhadattractedsomany oftheMcEncroeclan.

AmemberoftheRoyalAgricultural Society,Mr.McEncroehadactedinthe officialcapacityofjudgeattheRoyal Show,localandnumerouscountry shows,whilehehadachievedinterstatedistinctionforjudgingatagriculturalshowsinotherpartsofAustralia. Heandmembersofhisfamilyhadall revealedaninherentloveforhorses. andhadonmanyoccasionscontributed totheridingeventsattheClaremont RoyalShow,whereMr.McEncroehad displayedhorsemanshipofthehighest order.

Mr.McEncroewasgreatlyinterested insportofeverydescription,andas vice-presidentoftheW.A.HuntClub andasalifememberoftheW.ATrottingAssociation,hehadtakenan activeandprominentpartintheorganisationandgrowthofthesebodies. Inparticular,hisworkonbehalfofthe HuntClubhadbeenmostvaluable,and inappreciationofhisservices,theClub hadseenfittoconferuponhimthe honourofalifemembership.
