ThisiswhytheCatholicNational federation-theonlyCatholicorganisationinFrancewithmachineryinall departmentsandanumericalstrength commensuratewiththenecessitiesofa massmovement-hasdecidedtomake thefullestuseofalltheapportunities offeredbythisnewlaw.Thisresolutiondoesnotsignifyanymeremanoeuvringdictatedbyalower(evenif legitimate)expediency;itspringsfrom aspiritwhichistheverynegationof partyselfishnessorsectarianism.Its inspiringideaistostriveforthecommongoodonCatholiclines,andto helpothersworkinginthesamesocial field(butonaneutralorsoi-distant neutralbasis),toaccomplishintegrally allthegoodpurposesofalegislation, excellentasawholeinitselfbecause .,.-oadbasedontheessentiallyChristianconceptionofthefamilyasa socialcell!
Atitssixthgeneralassemblythe Federationformallyaddedtoitsprogrammethepursuitofapractical campaignfortheapplicationofthe InsuranceActandtheconstitutionof organsappropriatetoitssmoothand successfulworking.Ashortsynopsis oftheActitselfisindispensabletoan accurateconceptionofthecharacter andconsequencesofacomplex,strenuousandsustainedeffortwhichmust necessarilyextendoveraprolonged periodofyears.
TheresourcesoftheInsurancefund willbemainlyderivedfromsumspaid monthlytothecollectingauthorities bytheregisteredemployers.Thelatterwillobligatorily,andonfixed dates,paydowntenpercent.ofthe totaloftheirpayrolls,debitingthe membersoftheirstaffsindividually withonehalfofthissum.Theemployers'5percent.isdueforevery man,includingthoseineligiblefor benefits.TheStatewillprovideno partoftheinsurancemoney,butwill furnishaproportionoftheresources ofare-insuranceorguaranteefund, securingthelegalminimumofeach oldageandinvaliditypension.
Thenumberofpeoplecompulsorily insurableisestimatedatnotlessthan e'ghtmillions--the10percentibftheir earningsataminimumof4milliards (fourthousandmillions)perannum.
Thebenefitsreceivableareasexhaustiveastheypracticallycouldbe: allnecessarymedicalsandsurgicalattendance,medicaments,apparatus,hospitalservice,notonlyfortheperson insuredbutforthemembersofhis family:indemnitiesforincapacitydue toillnessasdistinguishedfromaccidents(alreadyinsuredagainst);the paynientofallexpensesincidentalto maternityandtospecialneedsof nu;slings,andtheprovisionofasmall postmortemcapitalavailableforsurvivingrelatives.Certainsumscapitalisedandreservedwillbedevoted tooldageandinvaliditypensions(the latter,temporaryforfiveyears,and permanentafterwards);andgrants willbegivenfrom"solidarity"funds tochildren-andorphansincertain specifiedcases(invalidity,widowhood, etc.).Out-of-workallowanceswillbe advancedfromaspecial"Unemploy mentAccount."
Nottheleastimportantpartofthe Actisthatwhichimplementsthereceptionanddistributionofthefunds. Noexistingorganisations.however hightheirrecordsandreputationsin thematterof"mutualaid,"arerecognisedbythelaw.Thisisdeplored asadefectofthemeasure.ThereexistsinFrance,since1898,anumber offlorishingandmostefficient"SocietesdeSecoursMutuel"orMutual AidAssociations.TheseSocieties, workingunderwholesomeinfluence andwithapurely"mutualistmentality,"extendtotheirmembersthe sameadvantagesenjoyedbytheadherentsofsimilarSocietiesabroad. Themutualistesenrolledinthese friendlyorganisationsexceedfivemillions:thenewnationalinsurancelegislation-evenifnotimmediatelyand integrallyfataltothem-isboundto bringabout,inarelativelyshorttime, thedisappearanceofasystemrenderedsuperfluousbyitspublicrival. Whatcanbepreserved,however,if therequisitemeasuresaretaken,is the"mutualist"spiritdevelopedby thesesocieties,aswellasthosedisinterestedandphilanthropiccollaborationswhichaStateactivitybyitself aloneispowerlesstoincite.Inthe preparationofa.planthatwillkeep alivethecharitablegenerosityunemployedunderaNationalInsuranceregimethepartCatholicscanplayis evident.
Atthe-summitofthesystemabove itlinedtherewillbeaNationalOffice :inorganoftheLabourDepartment, directing.andcontrollingaseriesof establishmentscalledCountyOffices. Alongsideeachofthelatterwillbe constitutedasingledepartementalor countyFund-aState"Caisse,"which ,eiieper.andkeepanaccountfor everyinsuredpersonandforevery "primary"orprivateFund.The CountyFundswilldistributethebenelitsthroughtheirlocalsections(some ofwhichmayhechosenfromexisting benefitsocieties;orthroughtheprivate,primaryFunds.
Thisepitomeofthemainfeaturesoh theNationalInsurancesystemwill giveanideaofitsintenseinterestto Catholicsinacountrywheresucha machineforthedistributiontomilOnsofanextensivegamutofgrants mightbeexploitedforpurelytarty endsintheabsenceofappropriateaction.Thecollectionof4imilliards ofyearlyassessmentson45milliardsof wages--withthecapitalisationofa thirdoftheformerfortheserviceof oldageandotherpenisons--must necessarilyhaveprofoundeconomic andfinancialconsequencesandbeacompaniedbyreactionscorresponding tothesocialdoctrinesofthedistrulaitors.Theadministrationofthe Actwillinvolvetheemploymentof 20000paidagentsofvariousgrades.

"TheabstentionofCatholicswould heamonstrouserror,"writesAbbe Merkleninajournalwhichcannotbe accusedofbeingapartisanofDemocracy."Letusnotrepeattheblundersofthepast."TheAbbeechoes inChristianaccentsthefar-seeingsagacityoftheGreeks.Demosthenes, toldtheAtheniansinoneofhissublimely"commonsense"counsels:"The absentisnormallyrobbedofhisrights bytherivalswhoarealwayspresent; thenegligentbytheactiveadyersary whodreadsneitherworknordanger." IntheMotuProprioofPope.Pius X.wearetoldthat"aChurchcompositionissomuchthemoresacredand liturgicalasitthemorenearlyapproachesGregorianmelodyinitaform, itsinspiration,anditsstyle,andit issomuchthelessworthyofthetemplethemoreitdeviatesfromthis highestmodel."forthisreason,becauseGregorianChantisthestandard bywhichweguageChurchmusic,and alsoforthepracticalreasonthatthe spreadoftheknowledgeofGregorian Chantdependsmainlyonourschool teachers,thesubjectisasuitableone forthiseducationalconference.
Itisnotassertedthateverything Gregorianisgood.Theofficialliturgicalbookscontainsomecompositions whichareonlymediocre,andsome whicharemusicallybad.Butthe largemassofGregorianmusicwhich isundoubtedlygoodandisthetypical musicoftheChurch,willnotbeappreciatedwithoutstudyandpractice.
Plainsongdiffersinmanywaysfrom themusictowhichwearemostaccustomed.Itsmodes,forexample, putitclosertooldIrishmusicthanto modernmusic.Butwhatmakesit mostdifficulttoappreciateformodern earsisthenatureofitsrhythm.Its rhythmisfree.Itisnotcomposedof ,equaltimemeasures,ofbarsofequal length,asismodernmusic,butmoves freelyingroupsoftwoandthreenotes. Wemustnot,therefore,lookforin Gregorianmusicwhatisnotmeantto betheseAndwemustbecareful inourrenderingofplainsongnotto forceitintobarsofequallength. BorninDublin69yearsago,Mr. Dixonwasafamiliarfigureinpoliticalcircles.Unassumingandrarely seeninthelimelight,hewas,nevertheless,recognisedasadominatinginfluenceinthemanymovementswith whichhewasassociated.Atanearly agehemadetheacquaintanceofhis life-longfriend,thelateArthurGriffith.Hewassubsequentlyaleader oftheYoungParneliteLeagae,in whichcapacityheformedafriendship withAldermanTomKelly.Sociable andcultured,hewasaprominentmemberoftheoldCelticLiterarySociety, andagreatpersonalfriendofthelate WilliamRooney.In1898,inconjunctionwithRooneyandGriffith,he assistedinthefoundingofthe"United Irishman."
Mr.Dixonwasoneoftheoriginal foundersofSinnFeinin1905,andfrom thatyearonhewasintimatelyconnectedwithArthurGriffithinhispoliticalactivities.Hewasadirectorof theoldSinnFeindailynewspaper, andformanyyearsastaunchsupporteroftheCouncilforthePreservation oftheIrishLanguage.

OnthewholeIshouldsaythatthe opinionintheUnitedStatesisthat Catholicsforma-verynumerousbody inEnglandtohaveproducedsomany menofdistinctioninmanyfields. BesidesCatholicauthorsthereare famoussoldierswhoareCatholics, famousscientists,doctors,artists,law yers,athletes,actors,famouspeople ineverydepartmentofactivity.
YetCatholicsinEnglandandWales numberonlyonein17ofthepopulation.Thereare2,143,305Catholicsin EnglandandWales.Thetotalpopu lationis38,037.213(1921census).
ItisgenerallyconcededthatCathc lieinfluenceinEnglandisoutofall proportiontothenumberofCatholics. Itisdifficulttoproveinfluence,asone provesamathematicalproposition.It isdifficulttoproveahundredother factswhichareapparentbutnotdemonstratable.Youcannotmeasure influencebymerenoise,forexample.

ThereareCatholiccriminals.There areCatholicmurderers.Andwhen murderersturnouttobeCatholicsthe papersseethattheattendanceofa priestonthescaffoldisnotallowed topassunrecorded.Butevenhere thereisalessonthatthegeneralpub. lieappearstoappreciate.TheCathc. licChurchdoesnotdesertitscrim. inals.Itdoesnothidethemandtry toexplainthem.Itgoesonwith itsjobofseeingthemintothenext world.Thepublichascometorealise thatthesemenwhojumpintoeternity fromthescaffoldarenotmenwho haveledCatholicEves.Whenthey comebacktotheChurchattheeta: theyadmittheirfollyofdeparting fromasystemthatwouldhavekept themstraight.
Ifinditverydifficulttoforman opinionastohowthissituationhas comeabout;astowhichfactorhas contributedmostlargelytotheachievement'Theleastofthecauses isconsciousorganisation,ifby*organisationoneunderstandsthegrouping ofunitsunderacentralauthority withadefiniteideaofdefendingcertainprinciplesorinsistinguponcertainrights. sixyearsagomusthavemadeanenormousimpressionontheProtestans mind,becauseitwasthewell-consideredactofamanatthe,heightofhis powerandamanrecognisedtobeone oftheoutstandingintellectsofthe century.Hisworksthemselveshave hadapotenteffect,andnotleastof themthefascinatingstoriesof"Father Brown,"thesimplelittlepriestwho showedsuchenormouscommonsense andunderstanding.Theyhelpedto killtheremnantsofthesuspicionthat Catholicpriestswerenotexactlyhuman. Allsortsofthings,inrecentyears, haveraised.theCatholicChurchin Englandintheesteemofnon-Catholics TheChurchhasbeenblessedwitha successionofCardinalsatWestminstei whosegiftshavebeenexactlysuited totherequirementsoftheirtimes.This centuryhascalledforastatesman,an,' CardinalBournehasfilledthatrequirementasfewmencouldhavefilled it.
Onlyafewyearsago,whenEngland wasthrottledbyageneralstrikeand industrywascompletelytiedup,while theAnglicanleadersvacillatedCardinalBournecameoutwithastirring messagecondemningtheunconstitu tionalmeasuresofthestrikers.The messagerangthroughoutthecountry fromthebroadcastingstationswhich theGovernmenthadtakenover;it wasprintedinthenewspaperwhich wasproducedbytheGovernmentasa strikemeasure:itwaspraisedwheteverlawandorderreigned.Itvery largelyendedthestrike.Itdefinitely increasedthevalueofCatholicstock

Theexcavationswhichhaveresulted inthediscoveryoftheremainsofJean Bartwereundertakentowardstheend ofDecemberinordertoverifydocumentaryevidencewhichwasinexistenceandwhichtoldofhisburialat thefootofthehighaltarinthe ChurchofSaintEloi,Dunkirk. Nothingisrecorded,onewayorthe other,ofhisattitudetowardsorpracticeofreligion,buttheplaceofhis intermentissufficientevidencethathe diedatrueandloyalCatholic.
Atthespotindicatedinthedocumentstheremainsofthefamoussailor werediscoveredandidentified,andthe skeletonshowedBarttohavebeen about4ft.6in.inheight.
Theremainswerereverentlyborne toamortuarychapel,wheretheylay instate,guardedbyFrenchnavymen andsoldiers,andwheretheywerevisitedbymanyofthetownspeopleanxioustopaytheirrespectstothemem oryofDunkirk'smostillustriousson.
Thebeneficialsocialactionofthe ChurchwaspraisedbyPresidentGug giari,theotherday,replyingtoapetitionfromagroupofanti-clerical workers,whoresentedtherecentcreationoftheArchdioceseofParaguay.

TheRev.AdelbertFurman,70-yearoldpastoremeritus,wastalkingonthe telephonewhentheburglarsentered therectory,andhisassistant,theRev. ES.Krakowski,wasinthestudy copyingbaptismalrecords,Father Krakowskiwenttothedoor.
Thebanditleaderaddressedthe

Thiswaspartoftheimpprtantludg, mentgivenbyJudgeWakely,K.C., atAbbeyleixCircuitCourtastcthe rightofSaorstattotreasuretrove, saysaLondoncontemporary.The casehadcomebeforethejudgepre- viouslyinthisway.Inthecourseof excavationsatRathdowneyaman discoveredanumberofsovereignsand half-sovereignsintheruinsofanold house,theformeroccupierofwhich wasdead.Amongotherthingshe discoveredanumberofcoinstothe valueof£15,whichhesubsequently, handedovertothepolicewhodemandedtheritontheinstructionofthe authorities.
