SLAM C THREAT' N LEBANON 'There is a difference betvveen the Christian and Islamic view of power" the archbishop said. The archbishop's 300,000 Melkite Catholics along with 800,000 Maronite Catholics are being confronted with a militant and more aggressive Muslim majority. "In Islam, the church and the state are the same. "If they have power they impose their laws and customs on everyone. "A Christian view imposes only the civil law on all people" Archbishop Mansour said.

The archbishop pointed out before the war there were 17 different religious communes recognised in the Lebanon. Those "Big Six" Christian groups included his Melkite church. "Now the Muslims are more numerous, partly because they are allowed multiple wives, and they are asking for power. "We distinguish two kinds of democracy, the democracy of numbers and the democracy of quality. "In a democracy of quality' the minorities are entitled to their freedoms just as much as the majorities because wtien the difference is only between two competing political parties, the majority may change from time to time. "But when it is a difference between two religious communities the majority and the minority always remains the same. "That is why we are asking the liberties of the Christians be preserved in any new Lebanese state. "We are caught between two theocratic states. the Islamic states and the Israeli state. In Lebanon we want a lay state.
