The family should become the basic unit for the tax-transfer system and the financial value of mothers and wives who care for others at home should be recognised, says the Australian Catholic Social Welfare Commission.

The commission notes that expensive public care has to be provided for families which can no longer cope financially, that instability flows from family reduced responsibility, and from stable families having to support themselves and an increasing number of broken families.

Monsignor John Barden is Geraidton diocese's new vicar general following the death of Monsignor Ted Bryan who held the position 22 years. Monsignor Barden is parish priest of the Geraldton suburb of Rangeway Originally from Mullewa where he was educated by the Presentation Sisters. and studied with the Christian Brothers. Geraldton before spending five years at St Charles Seminary. He finished his theology at Prcpuganila College. Rome where he was ordained in 1952. Before moving the Rangeway he was administrator of St Francis Xavier Catbeckal for 13 years

[1100 "It would seem to make more sense for them (unemployed) to have the work and mothers to have regular schooling subsidies and other support for their contribution towards the next generation." Although family allowances cover only a small part of material casts involved and have declined in real value over recent years, the commission believes there is a good case for significant increases and maintaining their new value in real terms. It sees no obiection to means testing this benefit if it could be done efficiently.
