Tax cuts commended
The Social Welfare Commission of the Brisbane archdiocese has conducted a survey on the integration of programmes for youth unemployment. See page 2.
SYDNEY: The Australian Catholic Social Welfare Commission has commended the federal budget for tax cuts and other benefits but is disappointed at no increase in family allowances and the spouse tax rebate. "The government fails to give higher priority to
the ordinary family," says the commission. Family policies of a Government which significantly increases funding to child care services but allows family allowances t o fall behind in real money terms require a r e-evaluation" says the commission.
"Wives whose husbands are the sole providers seem to continue to be overlooked. "They receive no real benefit other than that stemming from the taxation framework. "We are disappointed a lso that the same benefit enjoyed by legally
married people has been made available to those people living in a de facto relationship," it says. Points praised by the Commission include: • tax cuts designed to give the greatest benefit to the lower income earners, • increased pensions,
• unemployment benefits, • supplementary rental assistance, • other welfare payments. It is encouraging that home care services for the aged or disabled people are being provided with additional funds.

"In spite of the Government's commitment to achieve the UN target of 0.7 per cent GNP in its first five years of office, there is a significant decrease in the aid allocation and all in a period the Government claims is one of substantial economic growth," said Mr John Birch, chairman of the Australian Council for Overseas Aid. "It is a disgrace that the Government has cut disaster and humanitarian aid by 51 per cent this year especially in view of the fact it was cut by 65 per cent last year.
