Holidays for the parents The third annual residential holiday of the Catholic Care for the Intellectually Handicapped taking place at Santa Maria College this week brought back many past helpers to look after the 18 handicapped people in what is described as a holiday for parents. Reason for family charter
CONCERN AT „."1GOil R 1+1NIE1‘1, VATICAN CITY -- The Holy See's new Charter of the Rights of the Family arose from concern by many Catholic bishops about "governmental interference" in parents' rights, said a priest who helped produce the document. The 1980 world Synod of Bishops took up the idea of a family rights charter "because these rights and prerogatives are often o verlooked or even at times violated,- said Mons T McHugh, one of the papally appointed experts for the 1980 synod and special adviser to the Holy See's UN observer mission. The 12 -article charter r epudiates government interference in the rights of persons to marry freely, to have children and to educate t hem according to their religious and moral beliefs. It insists public policies protect and promote marriage and the family and provide adequate socio-economic structures to assure family stabili ty, secur i tyand development. Ukrainian Archbishop Maxim Hermaniuk of Winnipeg, Manitoba, brought the idea of such a charter into sharp public view with a speech he made during the 1980 synod urging development of the charter and outlining what it should contain. But the concept actually came out of pre-synod consultations with bishops' conferences around the world, Mons McHugh said. The synod's permaneht council had incorporated it into the working paper for the synod earlier that year. He said the major concerns expressed in the pre-synod consultations focused on problems of state-imposed ideologies in public schools.
