T he commission has researched the northern Samar integrated rural development project. As a result of its research. it has asked three important questions:
L esson • why were the lessons learnt in the official evaluations of the Zamboanga del Sur project and other projects not heeded in the planning of the northern Samar project? • why was not adequate consideration given to the human rights and military implications of the project and area? • why were the local people not consulted?

The Catholic Commission for Justice and Peace claims in a submission to a government inquiry there are serious doubts as to whether Australian govern ment aid projects benefit the poor. T he commission recently made a submission to the Jackson Committee which r aised serious questions about Australia's official development assistance p rogramme and especially about the project in the northern Samar in the Philippines.
In his first major talk, at Vienna's Heroes Square shortly after his arrival, the Pope opened with a peace greeting to Austria and
its seven neighbouring nations of Eastern and Western Europe. To a crowd of some 100,000, including about 70 bishops from East and West, he emphasised Europe's unity in "the deep Christian roots and the human and cultural values which are sacred to all Europe." While noting the continent's history for political and religious divisions, he urged fresh efforts "for peace and justice, for the rights of man and Christian solidarity among peoples." For the Christian, he said, "love is stronger than hatred or revenge."

The human rights situation in the Philippines is extremely poor. It has recently been drawn to the attention of Australians through the criminal proceedings against Father Brian Gore and through the assassination of Senator Benigno Aquino. These are not isolated incidents. The military plays a significant role in the violations of h uman rights in the Philippines. In view of this. the commission has urged the Australian Government to suspend all military assistance to the Philippine government. The commission is concerned about the relationship of the Australian aid programme and the human rights situation in the Philippines. There can be no doubt the Philippine military benefits. directly or indirectly, from projects such as those in Zamboanga dcl Sur and northern Samar. • Cont page 11
