WASHINGTON: In their highly publicised statement the United States bishops have soundly rejected any form of nuclear war or the arms race and repeated their call for a "halt" rather than a "curb" on new weapons systems.

The final third draft of their 150 page pastoral letter condemns war on populations and doubts whether a nuclear exchange of fire can be kept within limits of moral acceptability. Coming close to issues prominent in Europe these days, the pastoral letter urges NATO to move out of a possible -first -use policy. It also calls for non-violent solutions to conflict and a comprehensive positive effort to promote peace. The first reaction of the Reagan administration came when Secretary of Defence, Caspar Weinberger, said US nuclear deterrence police "is consistent with many principles of Catholic teaching" in the pastoral. He quoted several of the moral judgements contained in the pastoral and said US policy agreed with most of those principles.
Gosnells broadside
Even though the Town Planning Appeal Tribunal has provisionally upheld a Catholic Church appeal against Gosnells City Council for a parish school site, the council has re-affirmed its opposition and says it will defer development permission. A city councillor who has led the opposition to the original Catholic application to use a site on Ovens Road has also kept up his opposition. Councillor Geoff Collins, member for the Canning Vale ward till retiring last
Saturday, said the council had a clear conscience over its opposition to the proposal. "The blood of any children who are hurt in Ovens Road will not be on the hands of this council which has remained steadfastly opposed to this complex being built," he said. He predicted traffic volumes in Ovens Road would increase by 100 per cent if the school was approved even though sworn evidence by traffic consultants at the Tribunal hearing proved traffic
would be only 11 per cent above residential use even if the Catholic property was allowed to use Ovens Road access.
The Tribunal upheld the Catholic appeal conditional upon creating a new road that is currently being explored with an adjacent owner. In a further move the council claims it will not permit the new development until Ovens Road is extended through to other housing developments that have not yet been scheduled for opening.
