Covenant power The principle was more than just a good idea: A covenant had within it the power to stimulate the taking of further steps t owards the full unity of the Church of God, he said. Explicit acceptance of the doctrinal understanding of the ministry contained in the covenant report and a c ommitment to future ordinations using a common ordinal would, the cardinal said, be a most important step to be resolved. The Methodist and United Reformed churches have women ministers. The Moravian Church does not, and the Church of England does not, although other churches in the Anglican communion do. On the "highly delicate matter" of the reconciliation of the covenant churches' existing ministries, Cardinal Hume said: "Where I am bound to express considerable hesitation concerns the proposed means of effecting the reconciliation." "If the liturgy for the reconciling of ministers is explicitly not considered to be an ordination to the presbyterate, then the question must be asked: Does the ceremony of reconciliation achieve its desired purpose?"
