Current dissent within and without the Catholic Church was causing grave pastoral problems, he added. Archbishop Quinn said that any resolution of these problems must be based on acceptance of the Church's teaching, while recognising the "fact of doctrinal' development." The following day Archbishop Quinn vigorously denied Press reports that he had called for a change in Church teaching on the matter. The archbishop called on the Vatican to "develop through consultation with theologians some clear guidelines on the possibilities and limits of dissent within the Church." The was an "immense problem for the church today" a V regarding teaching on contraception, he said. Archbishop Quinn suggested a dialogue between the Vatican and theologians to help resolve some of the difficulties. With theologians, he said a starting principle should be "recognition that the teaching on contraception is a serious and authentic doctrine of the ordinary magisterium. /4 He said that the issue posed a problem of pastoral ministry for those who wanted to uphold the teaching, because of the abundance of moral and pastoral litera. ture which opposed it and the number of theologians T who openly dissented from the teaching. 1 Archbishop Quinn called on the church to "create a new context for the teaching on contraception," placing it more strongly in terms of a positive teaching on the transmission of life and on sexuality. I V In asking for a few approach, Archbishop Quinn said, "I want to affirm clearly that this paper is based on an acceptance of the teaching of the Church as it has been enunciated by Pope Paul VI in the encyclical letter Humanae Vitae."
