Frederick Nolde, Lutheran minister from Philadelphia, who is director of the W.C.C.'s Commission of the Churches on International Affairs. The message warned that whereas the U.S. escalation poses problems for the Vietnamese because of "the extent of the destruction of their people," it also presents problems to the people of the United States because of the "bitter resentment" caused by the military policy of their government. "The hope of victory does not justify its cost," the cable said, asking that the United States multiply its efforts to take the conflict "from the field of battle to the conference table."
