URGENCY AND CARL ASKED FOR BY POPE VATICAN CITY:
POPE PAUL VI indicated the work of his special study group on the problems of family and birth regulation has not completed its work with a meeting in Rome. He urged its members "not to lose sight of the urgency of the situation which demands very clear guidance of the Church and its highest authority."
The Pope received the special commission in an audience, but his remarks were not made public until t wo days later. The commission began meeting here on March 25 and continued until late in the evening of March 28. The Vatican Press office described the meeting as the fourth held by the commission. It was actually the first fully attended plenary session. The meeting was presided over by Archbishop Leo Binz of St. Paul. U.S.A., who had been asked to come to Rome especially for the session.

V ATICAN CITY: THE Congregation of Rites has granted permision for laymen or lower clerics to read the Gospel of the Passion during Holy Week if priests or deacons are not available. The Liturgy of Holy Week calls for the Passion to be read or sung by three persons. one taking the part of Christ, the second acting as narrator, and the third speaking the parts of other characters in the Gospel narrative. Previously it was required that the Gospel be recited or sung by priests or deacons. The decree, published in the Vatican City's daily L'Osservatore Romano, on March 27, said that if lower clerics or laymen carry out this duty they must be vested in the alb worn by priests and deacons when they perform it. Permission for the change was granted at the request of several bishops, the decree states.

According to Father Annibale Bugnini, C.M., the secretary of the Vatican Liturgy Commission and under-secretary for liturgy in the Congregation of Rites, the new legislation is in effect an extension to the universal Church of a privilege granted to some priests during the period of experimentation on the new rite of concelebration.
INDIVIDUAL PIETY Although there are only five cases when concelebration is permitted "out of pastoral considerations," Father Bugnini said, this sixth case is allowed "for reasons of individual piety."
