NEW PAPAL ENCYCLICAL ISSUED ON PEACE VATICAN CITY.—HIS HOLINESS POPE JOHN XXIII HAS ANNOUNCED HE IS PREPARING A NEW ENCYCLICAL ON WORLD PEACE TO BE ENTITLED "PACEM IN TERRIS" ( PEACE ON EARTH). An official of the Papal Secretariat of State said the encyclical is of the greatest importance and ranked it as the equal of "Mater et Magistra," the Pope's pronouncement on social problems. HE SAID THE DOCUMENT WILL STRESS THE NEED FOR PEACE WITH JUSTICE, LIBERTY AND CHARITY, AND RESPECT FOR THE DESIRE FOR PEACEFUL COEXISTENCE OF INDIVIDUALS AND NATIONS. The encyclical, described as very long, will probably be issued on Holy Thursday (April 11), according to Vatican officials, in connection with the Mass to be offered by Pope John in the Sistine Chapel for diplomats accredited to the Holy See. The encyclical was mentioned for .the first time in a telegram sent on Passion Sunday by Pope John to Clemente Cardinal Micara, Vicar General of Rome. The Pontiff thanked the Cardinal and Rome diocese for the warm welcome given him during his visit to the Roman parish of San Basilio that a fternoon.

Previously there had been rumours that such an encyclical was being planned, but no details could be obtained. The encyclical will be the eighth issued by Pope John. In 1959 he issued four within five months. The first encyclical of his pontificate was issued on June 29 of that year was and entitled "Ad Petri Cathedrain" (Near the Chair of Peter). It was an appeal to separated Christians .to rea unite with the Church, and also warned of the universal devastation that would result from nuclear war. On August 1, 1959, he issued "Sacerdotii Nostri Primordia" (From the Beginning of Our Priesthood ) to commemorate the centenary' of the death of St. John
Vianney, patron of parish priests. On September 26 came "Grata Recordatio" (Grateful Memory), an appeal for prayers for the Pope's guidance, for missionaries, for peace, and for the success of the Rome diocesan synod and the ecumenical Council. "Princeps Pastorurn" (The Prince of Shepherds) was issued on November 28 to mark the 40th anniversary of Pope Benedict XV's apostolic letter on the missions, "Maximum Illud."
A NEW WING FOR AQUINAS • A three-storey school building with eight classrooms accommodating 350 junior school boys was opened on Sunday last a t Aquinas College. The building, erected at a cost of C75,000, is a Junior School Science wing and it was opened by the Minister for Education and Native Welfare, the Hon. E. H. M. Lewis, M.L.A., ( shown left). The school additions had been privately blessed by His Grace the Archbishop on Friday last. This building was the second phase in construction work a t Aquinas College, last year the senior school and science block was completed. The next stage will be the construction of a college chapel. Finance for these projects has been helped considerably by the appeal made to old boys of the Christian Brothers' College, Perth, and Aquinas, begun on an organised basis last year. Some features of the new wing include a tiered science demonstration room, canteen, sports store, change rooms and an undercroft open on one side.

On November 11 of the same year "Aeterna Dei Sapientia" (The Eternal Wisdom of God) marked the 15th centenary of the death of Pope St. Leo the Great. Pope John's most recent encyc lica I, "Paenitentiarn A gere" (TO Do Penance) was issued on July 1, 1962, to urge Catholics to practise penance in preparation for the ecumenical council.

Abdul Harris Nasution, the nation's top military leader. General Nasution explained that Indonesia's aims are "not only indvidual freedom and equality, but also social justice, spiritual and material well-being for all members of its society." He said that Indonesia's affirmation of is belief in God guarantees that the government will recognise and promote spiritual values. By many groups in this country, including the Catholics, General Nasiition is considered to be the strong figure opposing Indonesiali communists and serving as a checkmate to their growing power. In his personal life

At the same student meeting, a warning was issued by Jesuit Father Nicolaus Drijarkara, professor of philosophy at the University of Indonesia, on the dange - s of excessive nationalism. . Conflicting Reports VIENNA: CONFLICTING REPORTS HAVE REACHED IIERE ABOUT ALLEGED TALKS BETWEEN THE STATES AND UNITED GARY COMMUNIST HUN ON FREEDOM FOR CARDINAL MINDSZENTY. Reports from Budapest said the nations are discussing means of arranging for the departure of the Hungarian Primate from the U.S. Legation there, where he has lived in asylum since 1956. Meanwhile it has been reported from Washington that the State Department has issued a denial that any negotiations are taking place. In Budapest, according to reports, a Hungarian government spokesman has announced that "negotiations on a diplomatic level with the U.S. government are in progress." He reportedly added that "it is too early yet to speculate on the possible outcome of these talks,
but we hope to be able to say something soon. "We have been asked by the competent American authorities to treat the matter with discretion and abstain from statements for the time being." Also from Budapest came a report that a spokesman for the U.S. Legation stated that the U.S. government considers discretion vital for successful talks. DENIAL Washington reports de-, clared that U.S. government officials firmly denied the H ungarian spokesman's statement. Observers here believe that the Hungarian communists look on a settlement of Cardinal Mindszenty's case as a necessary prelude to improved general relations with the United States. The Hungarian spokesman's statement was made less than a week after his government decreed an amnesty for political prisoners, which apparently does not apply to the Cardinal.
