U.N. ToAct on Holy Places Israeli Charter Guarantees Freedom PARIS, Dec. 17.-(NC)-The latest Palestine resolution, passed by the United Nations General Assembly just before its adjournment, specifically includes Nazareth among the Holy Places which, together with religious buildings and sites, are to be protected, with free access guaranteed, under "effective United Nations supervision." The resolution, which sets up a Conciliation Commission for the settlement of the Palestine problem, re pats what has been a constant U.N. position namely, that "in view of its association with three religions, the Jerusalem area . . should be accorded special and separ. ate treatment from the rest of Palestine and should be placed under effective United Nations control." ;

The text of Article 15 of the proposed constitution for the State of Israel, regarding existing rights and tax exemption of Holy Places and religious buildings or sites and freedom of worship is given in full below. The new commission, composed or the United States, France and Turkey, is to present to the fourth regular session of the General Assembly next year detailed proposals for "a permanent international regime for Jerusalem area which will provide for maximunt local autonomy for distinctive groups consistent with the special international status of the
Jerusalem area."
Meanwhile the Security Council is requested to take further steps to insure the demilitarisation of Jerusalem at the earliest possible date. The Conciliation Commission is to appoint United Nations representatives who will co-operate with local authorities with respect to the interim administration of the Jerusalem area. The Lutheran World Federation has asked the United Nations for the return of all Christian church properties and compensation for any damage inflicted on them in Palestine.

Belgian founder and chaplain general of the Young Christian Workers, has returned to Brussels after a three-month tour during which he visited a number of South American countries. Canon Cardijn stated that a vast difference existed between the mentality of workers in Europe and in the South American countries he had visited. "The working class in South America is very individualistic," the priest said, and community responsibility has not been so developed as it has in Europe. .The aims held out by YCW leaders in South America must be different, too, he said, because there "every one dreams of the possibility of becoming a millionaire."
