PERTH, THURSDAY, SEPTEMBER

CARDINAL GERLIER PLEASED WITH VISIT TO SPAIN

SIXTY-ZIGHTH YIAR

4, 1941.

Dr. Evatt Pays Tribute to Catholic Social Teaching Quotes from "Justice Now! " WIDER DISTRIBUTION On the 19th. ult., Dr. H. V. Evatt, B.C., M.H.R., delivered a National broadcast, dealing with "Planning for Reconstruction," in the course of which he paid a tribute to the Catholic viewpoint as expressed in the 1941 state-

ment by Catholic Action. Dr. Evatt, who is Honorary Director Division, Commonwealth Department of Labour and National Service, said that the word "reconstruction" might not be a happy expression, but it meant a lot to most of us. It meant the building up of a better world. It was wrong to suppose that there was any conflict between putting forth a great war effort and planning a better social order. Unless we agreed to make plans now it might be too late when peace came. The problem of repatriating our fighting men was in itself a vast one. Then there were the many thousands of munition workers and militia men called up for long periods. Half a million men, at least, would be affected. of Research, Reconstruction

CARDINAL GERLIER. Spain is rising in spite of difficulties. Cardinal Gerlier, Archbishop of Lyons, has returned to France after completing his special mission from the Government of Vichy to the Spanish Government. Vatican Radio in a broadcast said that His Eminence expressed his great satisfaction at the cordial reception he received in Spain, in particular from the authorities, and his pleasure at his conversation with General Franco. Visits to the new schools in Spain convinced him once more, he said, of the truth that nations like France and Spain cannot be destroyed because the spirit of their youth is sound. Spain, said His Eminence, is rising in spite of difficulties. The Cardinal also mentioned that Gener. Moscardo had visited him personally'&d that the Papal Nuncio had received him in the most cordial manner. His Eminence alluded to the ties which, he said, exist between Spain and France, which should become valid once more, particularly moral, intellectual and spiritual ties such as may well be strengthened by the Spanish Institute of Scientific Research and the French Cultural Institute in Spain.

Galway Cathedral to be built on Site of Old Gaol Bishop Browne, of Galway, has taken possession of the former gaol sold to him by the county council for the nominal sum of £10 as the site for a new cathedral. He hopes to have the work of demolition started soon, so as to relieve local unemployment, even though his plans for the building of the cathedral may be somewhat held back.

Freedom Without Want. "If we can attack the employment problem," said Dr. Evatt, "and resolve to treat unemployment and the dole as enemies of the State, we must be receptive of new ideas, harmful though they are to the few. When I say employment, I also include the self -employer, the farmer, the small business man. A sound economic and social policy should cover all of them, should secure for them reasonable standards of living, should ensure for the children of Australia a better deal than has been the case in the past." Dr. Evatt mentioned two of the "Eight Points" in the recent declaration of Mr. Churchill and President Roosevelt-that referring to "improved labour standards, economic advancement and social security," and the point stating that there should be "an assurance that all men in all lands may live out their lives in freedom from fear and want." "The ideal of "freedom from want" could not be fully achieved, it would appear, said Dr. Evatt, without a wider distribution of the world's wealth and resources. Catholic Statement Quoted. "I think I can make the point clearer," he said, "by quoting from "Justice Now an official research study of the Australian National Secretariat of Catholic Action. I am not a

OF WEALTH NEEDED member of the Catholic Church, and, therefore, I feel a special duty to pay tribute to the value of this study. Here are three paragraphs from it It is barely conceivable that the working class as a whole can enjoy that independence to which their rights as human beings entitle them if they remain simply wage-earners, and are divorced from the ownership of property. Whether the State be Capitalist or Communist, the propertyless wage-earner of at the outside bodies and ultimately of the State itself, depending upon them completely for his own livelihood and that of his family. The dangers of this condition have not been sufficiently emphasised, for it is the deprivation of property, even more than the insufficiency of wages, which constitutes the major social injustice visited on the vast mass of workers in the modern world. In this social aspect the development of the social system has been unreservedly bad; for the class of independent owners who were the backbone of Medieval Europe and England has largely disappeared. It is not too much to say that it is just insofar as the institution of property has vanished from the working classes, who comprise the vast majority of the modern State, that totalitarian ideas have gained ground and totalitarian governments invaded the inviolable rights of human personality. Ideals Not Enough. The eloquent statement of ideals was not enough, said Dr. Evatt; we must try to realise them. To that end people should study and discuss social problems in their home, in their district, on their farms, at their places of work. "The problems before us seem endless," said Dr. Evatt. "Problems of housing, of health, of education, of child welfare, of water supply, of reafforestation, stabilisation of primary industries, closer settlement and deThere are the great centralisation. problems of international relations which will require the establishment of an authority which should on this occasion really do something to raise and maintain standards of living throughout the world. "But nothing of permanent value can be achieved unless the public conscience is aroused as to the existence of social and economic evils."

the cathedral at St. Hyacinth when Archbishop Antoniutti, Apostolic Delegate, consecrated Mgr. Georges Cabana as Coadjutor Archbishop for St. Boni face and Mgr. Rosario Brodeur as Coadjutor Bishop for Alexandria. Archbishop O'Brien, of Kingston, preached in English and Bishop Decelles, of St. Hyacinth, in French.

DEATH IN MELBOURNE OF FATHER WILLIAM LAWS, C.SS.R. The death occurred in Melbourne on Saturday, August 23, of the Rev. William Laws, C.SS.R., at the age of fortyfive.

Father Laws, who was a former student of St. Patrick's College, Ballarat, was ordained to the priesthood at At henry, Ireland. He did a special course of study in Rome, and was appointed Professor of Sacred Scripture at Athenry, Ireland. Later, Father Laws returned to Australia and was stationed successively at the houses of his Order at Pennant Hills, Sydney, Ballarat and Perth. His untimely death has cut off a scholarly priest of deep personal piety, zeal and learning. It is a severe loss to the Redemptorist Order by whom he is specially mourned. Solemn Office and Requiem Mass were celebrated at St. Mary's Monas-

tery, Wendouree, Ballarat, where the funeral took place.
