IThasbeensaidthat,beguiledperhapsbytheirownpatriotism,the GermanbishopshavebeenaltogethertooyieldingtotheState'sdemands.ItmustbesaidthatNationalSocialismwasopposedbythe Churchevenbeforeitcameintopower, andeventotheextentofrefusingthe sacramentstoitsadherents.Fears ofthenewmovementwereallayedtheywerenotremoved-bythesigning oftheConcordatandthesolemnpromisegivenbythehighestauthorities inthenewState.Assoonasthe ThirdReichhadgotintoitsswingwith itsGestapoandpresscensorshipand
ByK.P.BYRNE.thelike,therewaslittlechancethat theirprotestswouldeverreachthe worldoutsideGermany.
Thebishops'protestswerefrequent anduncompromising.Theygavea leadtotheirflocks.OnmanyoccasionstheyspokeupforthosenumerousCatholiccivilservantswholost theirpostsunderthenewGovernment, becausetheycouldnotinconscience beapartytoactionswhichwereunworthyofChristians.In1934Bishop Kaller,ofErmland,madesomesharp commentsontheattacksonthe Church:"Wedeclarewithsorrowthat duringthylastyearortwomovementsandcurrentsofopinionhaveappearedandgrownstrongerinour Fatherlandwhicharedirectedagainst thefundamentaltruthsoftheCatholic Church,andaimatsettingupanew religion-aGermannationalchurch foundedonthemythofbloodand race."
Thewholecountrywasfloodedwith weeklies,monthlies,booksandpamphlets,inwhichChristianitywasattackedandrejected.BishopEhrenfried,ofWurzburg,reviewedthesituationforhispeopleandspokeclearly: "Doyouwantonlytherightsofbare necessity,ordoyouwantfullrights foryourChurch?Betteryourselves anddefendthefullrightsofyour MothertheChurch!"
ThecombinedPastoralofthebishops assembledatFuldahadbeenawaited withsuspense.ItappearedonAugust20,1935:"Itisinaverygraveand decisivehourthatthebishops,by meansofthisPastoral,addresstheCatholicsofGermany....Fromthetomb ofSt.Bonifacetherecameforthtous bishopstheinjunctiontosendapas-
toralmessagetoGermanCatholics,to clergyandlayfolkalike,inorderto strengthenyoursoulsagainstthepropagandaofanewpaganism. Men andwomenwhohaveneverexperiencedthebeautyofourliturgyorthe peaceofsoulthatfollowsHolyCommunionbusythemselveswithallpossiblemeansofpropaganda,callingon mentoleavetheChurchandapostatise fromChristianity.Writerswhohave neverstudiedChurchhistoryand Churchlawfromunbiassedsourcesconfusethemindsoftheuncriticalwith highsoundingwords allconnection withthePrimacysetupbyChristHimselfistobebroken,andinitsplacea

Arethereanyoftheoriginalcopiesof theGospelsinexistence?
WedonotpossessanyoftheoriginalmanuscriptsoftheFourGospels, nor,indeed,ofanyoftheBooksofthe OldorNewTestament.
Neverthelessitiscertainthatthe Gospelswhichwepossessto-dayare sUbstantiallyaccuratecopiesofthe originals.Yearsofpainstakingwork bytheworld'sleadingScriptural scholarsexaminingandcomparing thousandsofcodices,manuscriptsand versions,andusingallthescientific aidstoresearchatourdisposalto-day, hasestablishedtheintegrityofthe Gospeltextbeyondreasonabledoubt.

WHATDOESINSPIRATIONMEAN?
WhenwesaytheBibleistheWordof Goddowemeanthateverythingin itistrue?
Wedo.Butwemeanmuchmore thanthat.
InsayingthattheBibleintheWord ofGod,wemeanthatGodHimselfis theAuthoroftheBookswhichconstitutetheBible.Thehumanwriters, likeSaintsMatthewandLuke,were simplytheinstrumentsusedbyGod inordertoexpressallandonlywhat He(God)wishedtoexpressinwriting. Atypistewhotypesaletterdictatedbyabusinessmanisnottheauthor oftheletter,thoughshedoestheactualwritingortypingofit.Thereal authoristhebusinessman.
Now,GodistheAuthoroftheBooks whichconstitutetheBibleinamuch deeperandtruersense.
Hedidnotsimplydictatetothe humanwriters.But,bythepower andauthoritywhichHealonepossesses,Hetookcompletecontrolof theirmindsandwillsandalltheirfaculties.And,withoutdoingviolence totheirfreedom,inducedthemto writedownwithunerringaccuracyall thatHewishedtowrite.
Heusedthesewritersastheywere, withtheirmentalequipment,their ideas,experiences,associations,andso forth.Andasthesedifferineachindividual,theywillnaturallyresultin differentliterarystyles.Thus,the differentliterarystylesofthehuman writersoftheSacredBooksdonot alterthefactthattheirrealAuthor isGod.
ThatGodistheAuthoroftheBooks whichconstitutetheBiblewecan knowwithcertaintyonlyfromthe teachingoftheinfallibleChurchfoundedbyChrist.Itisonlyfromthe samesourcethatweknowwhatbooks werethusinspiredbyGodand,thus, belongtotheBible.
BecauseGodistheAuthorofthe Bible,everythingintheBiblemust betrue,inthesenseinwhichitwis intendedbytheAuthoroftheBible.
ThetruthoftheBibleisthenatural consequenceofitsDivineauthorship ItmustbetruebecauseGod,theInfiniteTruth,isitsAuthor.
ItisscarcelynecessarytoobservethattheabsolutetruthoftheBible doesnotimplythetruthofeveryinterpretationgiventobiblicaltexts. Onlythoseinterpretationsaretrue whichrendertheexactsenseintended bytheAuthoroftheBible.

ANERRONEOUSNOTION.
AProtestantfriendwhoisaconstant readeroftheBiblesaiditwasthe WordIfColbecauseitwaswact,y true.Asmyownideaswereabit hazy,Ididnotknowwhattosayto this.
YourfriendwasquiterightinstatingthattheBibleiswhollytrue.He wasmistakeninconcludingthatit wasthereforethewordofGod.His mistakeconsistedinputtingthecart beforethehorse.
TheBibleisabsolutelytruebecause itistheWordofGod;butitisnot theWordofGodbecauseeverythingin itistrue.Ifthiswerethecase, manymerelyprofaneandhumanbooks wouldbetheWordofGod:forevery- thinginthemistrue.
ThetruthoftheBibleistheconsequenceofitsinspiration;butitdoes notconstituteinspiration.
TosaythateverythingintheBible istruedoesnotmeanthatitcontains thefullorcompleteRevelationofGod. Infact,theBibleexplicitlystatesthat itdoesnotcontainthewholeofChrist's Revelation.(Johnxx,30;xxi,26.)
REPEATINGOLDLIBELS.
HesaidtheCatholicChurchforbade peopletoreadtheBible,andwhen Ishowedhimthiswaswrong,he "itmaybealrightnow, butitisafactthattheRomanCatholicChurchdidnotallowpeople toreadtheBiblebeforetheReformation."
Itisnotafact.Neitherbeforethe Reformationnoratanyothertimedid theChurchforbidCatholicstoreadthe Bible.Onthecontrary,theChurch hasalwaysencouragedhersubjectsto readtheBible,particularlytheNew Testament.Theunfortunatetruthis thatthisdutyisneglectedbymany Catholics;asitisneglectedbythemajorityofProtestants.
Itseemstome,however,thatyour friend'sobjectionwasduetoamisunderstanding.WhattheChurchforbidsisnotthereadingoftheBible; itisthereadingofnon-CatholiceditionsoftheBible.Thereasonofthis disciplinarylawistobefoundinthe factthattheProtestanteditionsofthe BibleomitseveraloftheBookswhich theChurchholdstobeinspired,and oftencontainsannotationswhichthe Churchregardsaserroneousandmisleading. TheChurchhasnottakenthisstep inordertopreventhersubjectsfrom gettingthetruth,asherenemiessuggest,butpreciselyinordertopreserve thetruth.

OurDivineLorddeclaredthatone ofthesignsprecedingtheendofthe worldwouldbewarsandrumoursof wars:"Youshallhearofwarsandrumoursofwars.Seethatyebenot troubled.Forthesethingsmustcome topass:buttheendisnotyet.For nationshallriseagainstnation,and kingdomagainstkingdom:andthere shallbepestilencesandfaminesand earthquakesinplaces.Nowallthese thingsarethebeginningsofsorrows." (Matt.xxiv,6-8.)
Similarly,intheApocalypseofSt. John(Revelations),therearenumerouspredictionsconcerningtheterrible conflictsandcatastrophieswhich wouldoccurbeforetheend.
Butthereisscantjustificationfor theviewthatthepresentwar,its courseandaftermath,areforetoldin Scripture.Itismereconjecture;or moreoften,extravagantguess-work whichmustclotheitselfinthelanguageofScriptureinordertoobtaina hearing.
Atthepresenttimethereareall sortsoffantastictheorieswhichpurporttofinddetailedpredictionsconcerningthepresentconflictinthepro-
pheciesoftheOldandNewTestament. Theymaybesafelyrejectedashumbug.
* * WHYDOESGODALLOWWAR?
IfGodissogoodandmerciful,why doesHeallowallthehorrorsofwar?
GodpermitswarbecauseHeisnot merelygoodbutInfiniteGoodness. SinceHeisinfinitelygood,Hemust haveacorrespondinghatredofthe evilwhichisopposedtothatgoodness. Hepermitswarandallitsattendant horrorsbecause,inHisinfiniteloveof whatisgood,Hecannotallowtheevil ofsintogounpunished.
AsDr.FultonSheenwrites:"Isit notbasearroganceforuswhohave exiledHimfromthesocietyofnations, frompublicaffairs,tocomplainnow thatHeletssocietygotopieceslikea achildwho,disregardinghismother's advicenottoruninthedark,bumps intothedoor,skinshisnose,andthen beginstokickthedoorinanger,sowe, bydisregardingGodasthelightof theworld,bumpourheadsattheworld war,andthenbegintokickatthe Churchdoorsinangerandsay:"God isnotGod!WhydidHeallowthis tohappen?IfGodweregoodthere wouldbenowar."Ithinktheanswer isjustthecontrary:BecauseGodis Godwehaveawar!Goodnesscannotbeindifferenttoevil.
WEDIDNOTWANTIT!
ApartfromHitlerandStalinandtheir crowd, onlynobodywantedwar.They wantedtobeleftinpeace.
Itistruethat,apartfromthepeopleyoumentionandotherswhoseprofitsarefoundinbloodanddeath,nobodywantedwar.
Butitisalsotruethatthenations ofEuropewantedapeacewithout GodandHisjustice.Theydidnot realisethattheycouldnotbeguilty ofthatevilwithouthavingtosuffer aneviltheydidnotintend,namely, war.Forwarisboththeresultand thepunishmentoftherejectionofGod.

ThefactremainsthattheyhaveembarkedonaninsaneprojecttodominateandenslaveEuropeandthe world.
Thefactremainsthattheyarethe deadlyenemiesofChristianityinany shapeorform,andthattheystand forabestialpaganismwhichspells tyrannyandoppressionunspeakable forthosewhofallpreytoit.
TheEmpirehadeverymoralright tocometotheassistanceofthevictimsofNaziaggression,andtodefend thoseidealsofjusticeandliberty whichwerethreatenedbythenewpaganism.AsPopePiusXIdeclared, thosewhodiedefendingajustcause areheroesandmartyrs.
ThecauseoftheAlliesistherefore just.Itisthecauseofcivilisationitself.Theyhaveeveryrighttofight foritand,ifneedsbe,todieforit.
Wearenotangelsbut,inthisconflictatleast,wehappentobefighting onthesideoftheangels-foracause whichisnotonlybetterthantheNazi cause,hutbetterthanourselves.

YetIhavehearditsaidthatourmain objectiveistowinthewar.This doesnotsoundveryChristian.
SincetheAlliedcauseisajustcause, victoryfortheAlliedarmswillmean atriumphofjustice;atriumphof rightovertheprinciplethatmightis right.VictoryfortheAllieswill meanvictoryforthoseprinciplesfor
whichChristianitystands,andwhich theNaziswishtoabolish.
Inthecircumstances,then,thereis nothingun-Christianinstatingthat ourfirstobjectivemustbetowinthe war.NotonlyistherenothingunChristianinit,butitissimplycommonsense.IfthoseprinciplesofjusticeandlibertywhichChristianityhas wovenintotheveryfibreofEuropeancivilisationaretostand,thefirst stepmustbetodestroytheaggressiveenemiesofthatcivilisation.
Nazismcannotbereconciledwith justiceandrightandthatinternational goodfaithwithoutwhichpeaceisimpossible.Theyareincompatible.If oneistoprevailtheothermustbedestroyed.
Itisfutiletotalkofplansforanew housewhileourpresenthomeisbeing attackedbyawildbeast.Wemust firstmakesureofourownsurvivalby destroyingthatwildbeast.Wewill thenhaveatleastthechancetobuild.
IfweallowNazismoranyotherform ofTotalitariantyrannytosucceed, eventhenanewworldorderbased onjusticeandrightmaybebuiltwhen thattyrannywanesanddecays,as eventuallyitmust;butthatnew worldorderofjusticeandrightwill notbeerectedbythisgeneration.InsteadwewillbeplungedintothehorrorsofthenewDarkAges,arising fromthetriumphoftheNewBarbarianInvasionsoutoftheNorthand East.

WhyisChristmascelebratedonafixed dateofthecalendar?
AstheexacthistoricaldateofOur Saviour'sbirthwasunknowninthe earlydaysoftheChudch,Hisbirth, HisBaptism,andHismanifestationto theMagiwerecelebratedjustafterthe Wintersolstice,duringthefirstten daysofJanuary.Thiswasinaccordancewithanancienttraditionalready currentatthebeginningoftheSecond Century.
InRome,however,thefeastofthe Nativitywasseparatedfromthefeast oftheEpiphany,andcelebratedonDecember25.
Whenandhowthischangewasaccomplishedwedonotknow.Therecordshaveperished.TheoldestcertainlyauthenticdocumentwhichassignsChristmasDaytoDecember25 isthePhilocaliancalendaroftheyear 336,andthechronologistgivesnoindicationofanynoveltyaboutthefeast. Itwasclearlyafestivalalreadywell known.

Thetouchcallingforachange "throughoutthewholeworld"is enoughtohallmarkthemessage.This isthesecularistcounter-attacktothe effortsofothermembersoftheCommitteeto,li4uptheirmovementwith theNIalvernConferenceandtheutterancesoftheArchbishopofYork.And itis,intheliteralsenseoftheword, portentous,atonceominousandrevealing.

Thereallyrevolutionarynatureof Christianity,wherebyittransformed theworld,went,inshort,verymuch furtherthanthesmallnotionsofmodernsecularists.
Humanlifewastransformedbya doctrinewhichtaughtthatthelittle cycleofbirth,maturity,declineand deaththroughwhichthehumancreaturepassesisnottheframeworkofhis beingbutapreliminaryphase.The doctrinehasbeentheguideandthe comfortofmillionsoflivesthrough morethansixtygenerationsofthefollowersofChrist;itcarriedtheEnglish peoplethroughmanydarkyears, whethertheywerebeingharriedby theDanesintheninthcentury,or beinggroundunderthelawsofpoliticaleconomyduringtheearlyindustrialrevoltion,Evenashumanitariansmenareunintelligentwhoseek tounrootreligiousfaithbecauseitinterfereswiththeirplanning.
Bythesideofthesentencesjust quotedfromBenedictXV,wemay

placethisextractfromthe"Graves deCommuni,"issuedbyLeoXIIIin 1901,inanEncyclicalonChristianDemocracy,whichevenChristianDemocratsconsidertoolittle.
'WhatSocialdemocracymeansand whatChristiandemocracyoughtto meandoesnotsurelyadmitofdoubt. Theformer,moreorlessviolentinits utterances,isbymanypushedsofar astorejectthesupernatural,toprofesstoaimatonlybodilyandmaterialblessings,andtoplacehumanhappinessintheattainmentandenjoymentofthesealone.Hencethey wishtoplacethesupremepowerin theStateinthehandsofthemasses: sothathavingdestroyedclassdistinctionstheymayproceedtoanequal distributionofwealth;andsotheright toownprivatepropertyistobeabolished,andallprivatepossessions,includingeventhemeansifsubsistence, aretobecomecommonproperty.
"ButChristiandemocracy,asChristian,oughttohaveasitsfoundation theprincipleslaiddownbydivine faith,andwhileitworksforthematerialbettermentofthemasses,it shouldasfarasitcanpromotethe interestsofsouls,makeforwhatis eternal.Accordingly,toChristiandemocracytheremustbenothingmore sacredthanjustice;itmustinsistthat therighttohaveandtoholdbekept inviolate;itmustmaintainthedistinctionbetweenclasseswhichproperlybelongstoawellorderedState;in tine,itmustassertthathumansociety shouldhavethatformandcharacter whichitsdivineAuthorhasimposed uponit.ClearlythereforeSocialand ChristianDemocracycanhavenothing incommon;thedifferencebetween themisnolessthanthatbetweenthe sectarianismofsocialismandtheprofessionoftheChristianlaw.
"Itwould,however,byverywrong todistorttheterm'ChristianDemocracy'anduseitinapoliticalsense. ForalthoughDemocracy,byitsvery nameandbyphilosophicalusage,denotespopularrule.yetinthisappli cationitmustbeemployedaltogether withoutpoliticalsignification,soasto meannothingbutthebeneficentChristianactiononbehalfofthepeople mentionedabove.Forthepreceptsof thenaturallawandtheGospel,for theveryreasonthattheytranscend thechancesofhumanexistence,must necessarilybeindependent particularformofcivilGovernmentand adaptthemselvestoall,solongas thesearenotopposedtowhatisright andjust.Theyare,therefore,and remain,inthemselvescompletelyoutsidethePartyrivalriesandpolitical changes,sothatunderanykindof Government,peoplemayandoughtto abidebythosepreceptswhichbid themtoloveGodaboveallandtheir neighboursasthemselves.Thishas everbeenthemoralityoftheChurch; byitRomanPontiffshaveconstantly dealtwithStateswhatevermightbe theirformofGovernment.Andthis beingso,themindandactionofCatholics,whogivethemselvestopromotingthegoodofthemasses,may innowiseaimatembracingandintroducinganyoneformofGovernment inpreferencetoanother."
Weprintthesequotationsbecause theybearsoverydirectlyonthecontroversiesoftheday.Welivesurroundedbythementalitydescribedas SocialDemocracybyLeoXIII.Itis aphilosophywhichrestsonaprofounderroraboutmankind,thedenial bothoforiginalsinandofthereligious natureofman,andbeingfounded uponerror,itbringsevilsinitstrain. Ourmodernprogressivesareproudto bemodern,butitoughttomakethem pausewhentheyreflectuponthevio lentlyunhistoricalcharacteroftheir approach.Theyarepagansaswere noneoftheso-calledpagansofold,for religionwascentraltothelifeof GreeceandRome,asofEgypt,andindeedallantiquity.
Totalkofdisencumberingmenof thiscreedorthatistouseafalse metaphor.Todestroytheholdofone setofbeliefsismerelytomakeavacancywhichmustbefilled.Forseveralgenerationstherationalistsand highercriticsofGermanycommitted exactlythiserror,theysetouttounderminebeliefininstitutionalChristianity,andwereverylargelysuccessful;butthehistoricaleffectwasto letlooseagainprimitiveandbarbarous!Germanicimpulseswhichthe ChurchaloneinGermanhistoryhad grappledwithandpartiallysucceeded incivilising.Hitlercouldnothave arisenbeforethelatenineteenthcenturybecauseheneededtofind'in youthafteryouth'aspiritualvoid,and undisciplinedemotions.
Itwasnotaccidental,asthephilosophersofantiquityobservedthat extremedemocracypasseseasilyand quicklyintoextremetyranny,forthe democracywastheexaltationofindiscriminateappetitesandemotions,and collectionsofmeneasilycontrolled throughtheirpassions.
Toinviteatheiststothinkofways ofenjoyingthemselvesmoreistomake aconflictofappetitesinevitableand acute,yetmanyoftheplansofsecularhumanists,whentranslatedinto simpleandprimaryterms,amountto exactlythat.Youngpeopleareto heencouragedtothinktheyarethe lordsofcreation,thatitissomebody'sfaultifthereisanythingthey dislike,andthattherightpoliticians, guidedbyexperts,canprovidethe remedies.Irreverence,totheancientsastoChristians,sograveand dangerousasin,isamongthesemena matterofgoodtasteandmannersat themost.Yetthewarningofhistory isthateverycivilisationandculture hasareligiouscreedatitsheart,and asitssourceofcreativeactivity,andthatdoubtandscepticismarethe harbingersandforerunnersofagen- eraldecline.Thesmartintellectual scepticcomesonattheend;theyare intheepilogue,notprologue,eveninghatsandnotheraldsofthenewday. Whatstrengthandsupportthereis behindanopenattackuponwhat placeremainstoreligioninourinstitutionsandnationallifeissomething tobewatchedwithacarewhichthe randomutterancesofanti-religiouswriterswouldnotcommandontheir ownaccount.Itisthemeasureof ourspiritualhealthandofourcontinuitywiththelongcenturieswhich mouldedusasapeople,andgaveeven tothemembersofmovementslikethis 1941Committeetheiridealsofjustice, generosityandhighlivingwhichare theirbetterpart.
TheEnglishweremade-Christiansin theseventhcentury,andtheopen challengeofunbeliefwhichbeganto beheardinthenineteenthwasaninvitationtoanimmenseinnovation boundtohaveincalculable,butas Christiansjudge,disastrousconsequences.
Alas,whatcantheyteachandnot mislead, Ignorantofthemselves,ofGodmuch more, Andhowtheworldbegan,andhow manfell.
Itisjustahundredyearssince Newmanwastellinganincredulous generation,inthecolumnsof"The Times"of1841,thatsecularknowledge isnotinitselfaprincipleofmoralimprovement.Andbeholdin1941a committee,afteracenturyofvindicationhasunderlinedNewman,stillapproacheseducationinthesamenaive belief.

OnWednesday,June4,thefourthannualmeetingoftheCatholicWomen's LeaguewasheldintheCathedralHall. HisGracetheArchbishop,accompaniedbyRev.FatherRaffertyandthe LeagueChaplain,VeryRev.Father Haugh,O.M.I.,waspresent.Despite theadverseweatherconditionsthere wasaverylargegatheringofmembers,representativeofallthemetropolitanandsuburbanbranches.Afterthe recitationoftheopeningprayersbythe chaplain,Mrs.Jenkinsreadtheminutes ofthelastannualmeeting.
ThePresident,MrsMaxwell,thanked HisGraceforbeingpresentthatevening,andfortheinteresthehadshown intheLeague,alsoFatherHaugh,for everythinghehaddonetohelp.She wasgratefultootoVeryRev.Dr. Kennedy,Adm.,fortheuseoftheCathedralHall,tothestaffof"TheRecord,"forthepublicationoftheweeklynotes,andtothefollowingfortheir usefulgiftsfortheLeagueRooms:

Mrs.Maxwellremindedthemembers thatthemottooftheLeaguewas 'Charity,Work,Loyalty,"butinparticularshe--stressedthemeaningof 'lLoyalty."By"Loyalty"shemeant beingfaithfulbywordanddeedtothe Leagueandallitstoodfor.Members shouldfeelproudtobelongtoanorganisationwhichwasworld-wideand whoseworkwasCatholicAction.In God'sgoodtimeshehopedthatthe Leaguewouldbethepowerinthis landthatitshouldbe,foritstoodon afirmfoundation,namely,thatofour Faith.Itshouldnotbemerely"one ofthewomen'sorganisations,"butthe highestandthebestintheState.That itwouldbecomeifeachmemberpulled herweight.Mrs.Maxwellhopedthat theLeaguewouldemergefromthedark daysaheadwithflyingcolours.She thankedthemembersoftheExecutive andallmembersfortheirgreathelp duringtheyearandhopedthatthe samecordialrelationswouldbemaintainedinthefuture.

DuringthepastyearthemembershipoftheCatholicWomen'sLeague hasnotshownanyappreciableincrease, butwehavemadeupanyleewayin thisdirectionbythegreaterenthusiasmandthemoreactiveparticipation ofthemembersinalltheworkssponsoredbytheLeague.Newbranches havebeenopenedatMaylands,Guildford,EastFremantle,Collie,andBoulder.Moresuitableheadquartershave beenestablishedatNestle'sHouse, where,thankstothegenerosityofthe differentbranches,alargeroomhas beencomfortablyfurnished,andwhere memberscongregateinmostcongenial surroundings.Herethegeneralmeetingis*ldonthesecondWednesday, andtheExecutivemeetsonthefirst Mondayofeachmonth.Manyof thebranchescontributetowardsthe rentaloftheroom.
AsthefirstSundayinMayisobservedbytheCatholicWomen'sLeague throughouttheworld,inhonourofOur Lady,MotherofMankind,HisGrace theArchbishoprequestedthatwe,in WestAustralia,shouldfollowtheexampleofoursisterleagues.Therefore, themembersofthedifferentbranches receivedHolyCommunioninabody intheirrespectiveparishchurcheson thatday.TwoMasseshavebeensaid foreverymemberwhohasdiedduring theyear,onebeingsaidbythechaplainoftheleagueandtheotherinthe parishtowhichthedeceasedmember hadbelonged.Asecretcollectionis madeatthegeneralmeetingsforthis -orpose.
BydegreestheLeagueismakingits influencefeltbyitsrepresentationon thedifferentcivicorganisations.Two ofourmembersareontheNational CouncilofWomen-ourpresidentbeing re-electedthevice-presidentofthat body.OnthecommitteeoftheAlexandraHomeforGirlsarefourrepresentativeswhowatchespeciallytheinterestsoftheCatholicinmates.TheLeagueisrepresentedonthecommitteefor thereceptionofevacueechildren,and ontheWomen'sServiceGuild.Two membershaveattendedallmeetings convenedbytheDepartmentofInformation,andfromtimetotime,Miss Furzehasgivenusaresumeoftheactivitiesof,anddistributedliteratureauthorisedby,thatDepartment.Our presidenthasmostzealouslykeptthe Leaguetotheforebybeingpresentat practicallyverymeetingofcitizensto
whichourrepresentativehasbeeninsited.Afewmaybementioned: MeetingsoftheFreeMilkCouncil,the Soldiers'ReceptionCommittee,forthe BabyWeekAppeal,theSoldiers'DependantsAppeal,theCombinedHome CharitiesAppeal,forthePolishandthe GreekRelief,andtheR.A.A.F.andthe RedCrossAppeals. Therepertsfromthebranchesindicatethat,duringtheyear,anincreasingdemandhasbeenmadefortheassistanceoftheWelfareCommitteeof theLeague,andmuchgoodworkhas beendonebythem.Theyhavecateredforthesickandthepooroftheir districts.BytheirmembersthePerth Hospital,theHomeforAgedBlindat VictoriaPark,andtheAgedWomen's HomeatFremantle,andtheHomeof Peacearevisitedeachweek,andthe spiritualandtemporalwantsoftheinmatesareattendedto.AtXmasevery patient,manandwoman,attheHome ofPeacereceivedagiftfromtheLeague.OnthefourthFridayofeach monthdelagatesfromtheWelfarebranchesmeettheirgeneralpresident,Miss Hadyn,atheadquarters.
Theorphanages,too,havebeenthe recipientsofmanygifts.TotheFoundlingHomeaparcelofclotheswasdespatchedaswellas200garmentsto Clontarf.Aparcelofbeddingand clothingisbeingpreparedforthehalfcasteorphanageatBroome.TheLeagueagaintookaleadingpartintheorganisingoftheAnnualFieldDayat Castledare.whichresultedinthesum ofover£300beingraised.Parcelsof knittedgoodshavealsobeensentto thelatterinstitution.FortheCombinedHomeCharitiesAppeal,from whichourorphanagesbenefited,we handedinoverf75.
Leaguemembershaveparticipated wholeheartedlyinallparochialactivities.Theyhavegiveneveryassistancetotheirpriestsandplayedaleadingpartinorganisingthesocialfunctionsoftheirrespectiveparishes.
TheLeaguehasbeenregisteredas anorganisationtoraisefundsforpatrioticpurposes,andnotleastamong theworksoftheyearhavebeenthose ofapatrioticnature.Suchworksare mostlyverystrenuousandmanymembershavebeenuntiringandunstinting intheirenergiesinthisdirection.One dayeachmonththeLeagueisincharge oftheBarrack-streetBuffet,whererefreshmentsareservedtomeninuniform.Duringthestayoftheconvoys inFremantleweextendawelcometo soldiersgoingoverseasattheCathedral Hall,wheretheymaypartakeofrefreshmentsandentertainment. We aregratefultotheCatholicWelfareOrganisationforthefinancialhelpgiven usforthislatterwork,andtoVery Rev.Dr.Kennedy,Adm.,fortheuseof theCathedralHall.TheFremantle branchhasopenedapermanentcanteenintheirparishhallforsoldiersand sailors.Allstreetappealshavereceivedtheactivesupportofawilling bandofourworkers.Theseappeals havebeentoonumeroustomention, buttheLeaguehasbenthankedfor theaidgiveninthisway,bythecommitteesof:TheSportsmen'sPatriotic Council,thePolish,theGreek,andthe FrenchReliefFunds,theT.B.Soldiers' andSailors,Soldiers'Dependants, R.A.A.F.,theNavy,theW.A.Ambulance,andtheRedCross.Forthelatterwemadeaspecialeffortduringthe monthofMaydriveandhaveasum of£57toforward.Oneafternooneach fortnightafewofourworkersdispense afternoonteatotheinmatesinthe wardsofthePerthHospital.The moneyfromthiseffortishandedover totheRedCross.Adonationof£5 5swasgiventowardsthefundforthe Women'sWarWorkersoftheEmpire, and£5wasraisedfortheNavyAppeal.
LastyeartheLeaguewasagainresponsiblefortheCatholicBall,andthe sumoff56wastheresultantprofit. Thismoneybecamethenucleusofour patrioticfund,whichisusedsolelyfor theprovidingofcomfortsforthefightingforces.Undertheablesupervision ofMrs.Ryan,agreatdealofworkhas beencompletedandwillmakethesubjectofherspecialreport.
LatelyaSewingCirclehasbeen formed,themainobjectbeingthemakingofgarmentswhichwillbeforwardedtoLondontoMrs.Troy,fordistributionamongtheairraidvictimsin thestrickenareas.
MoneyhasbeenraisedfortheLeague fundsbymeansofbridgeparties,jumblesales,andbyvoluntarycontributionsofgenerousmembers.Thelearners'bridgecirclehascontinued,andhas helpedwithitsefforts.Lackoffunds
has,ofcourse,hinderedtheprogressof someofouractivities. OurthanksareduetoHisGracethe Archbishop,ourchaplain,VeryRev. TheTreasurer,Mrs.Davies,readthe balancesheetfortheyear,andMrs. RyanreadanaccountofthedistributionofthegoodsoftheCampsComforts.Shealsoreadthebalancesheet ofthePatrioticFund.
HisGraceexpressedpleasurewiththe advancementmadebytheLeague.He thankedMrs.Maxwellfortheableway inwhichshehadcarriedoutherduties aspresident.Hewaspleasedthat membershadsupportedsowholeheart-

edlythemanypatrioticworks,andexhortedthemtocontinuetodoso.He remindedtheLeaguetokeepeverto theforetheobjectsforwhichitwas founded,namely,forparochialandfor welfarework.Thelatterwasvery deartohisheart,anditwaswiththe greatestsatisfactionthathereadof theWelfareCommitteeswhichwere carryingontheworksoablyperformed inthepastbywomen'sbranchesofthe St.VincentdePaulSociety.Heasked thattheLeaguewouldconsiderthe foundingofabursetenableatSt.Charles'Seminary,tobeopenedearlyinthe newyear.Hewouldalsolikememberstoassistinsomewaywiththe furnishingofthechapelthere.His GracethankedFatherHaughforthe adviceandhelphehadgivenas spiritualdirectortotheLeague.
FatherHaugh,inresponse,thanked HisGraceforhisremarks,andreiteratedHisGrace'sexhortationthatmembersshould,firstandforemost,rememberthattheworkoftheLeaguewas CatholicAction.Hesuggestedthat thereshouldbeayearlyconferenceof delegatesfromthedifferentbranches, townandcountry.Inthiswayhe thoughtthattheLeague'sworkwould developandexpandintherightdirection.

Someonesaidoncethatitwasalways worthwhiletodothingsforchildrentheyweresoeasilypleased.Thetruth ofthisremarkwascertainlyproved bythehappyfacesattheMadhatters' DanceonFriday,June6. Inspiteof thestormyweather,therewasagood attendanceofbothpastandpresent pupilsoftheSacredHeartPrimary School.Amongthemanystylesof hatsworntherewereoneortwothat aughttheeyefortheoriginality-the birthdayCake,aFlower-garden,and oFlowerpotsthatcausedtheirwearerssomeinconveniencebytheirrefusal to"stayput.'Onlytheseniorpupils werepermittedtoattendthedance,but nSaturdayafternoontheParishHall resoundedtothevoicesofthe"tinies" andsome"not-so-tinies."Here,too, somequainthatswereseen,oneofthe mostoriginalbeing"Anappleaday." Tohavetheopportunityofvisiting Jerusalem,Bethlehem,andthesurroundingdistrictsatthetimewhenthe CrucifixionofOurLordiscommemoratedissomethingthatcomesonlyto thefortunate.Somefriendsandmyselfwereabletosatisfyourearnestdesiretodosoandwehadnohesitation inseizingthegoldenopportunity.
Leavingearlyintheafternoonof HolyThursday,wetraversedtheroad toJerusalemandonthewayfound manyinterestingfeaturesandlandmarkstoholdourattention.Oneof theoutstandingfeatureswasthemannerinwhichtheArabspreservethe landforcultivation.Ontheslopesof thesteephills,whichareallundercultivation,thesoilispreventedfrom beingwashedintothevalleybelowby rockterracesdescendingrightdown intothevalleybelow.BytheircarefulpreservationofthesoiltheArabs areabletoproduceexcellentcrops. Furtheralongtherouteweseeharvestinginprogress.Themostprimitiveandancientmethodsareinuse:the oldhandscy-thetakesoffthecropand thecamel,crouchingontheground nearby,waitsuntilhisbackisloaded toitsfullestcapacitywithwheatand barley.Whenhisloadiscompleted andsecuredherisesinhisslow,lumbering,manner,andslowlymakeshis waytothenearestclearpaddockand therethecropisleftuntilitistimefor threshing.
Mostofthistypeoflabourisdoneby thewomen,anditwasstrangetosee anArabwomandividingherattention betweencollectingthehayandrocking ababyinacotwhichshekeepsalongsideher.
Intheradiusoflessthanamilewe seethevariousstagesoffarming:the sowingoftheseed,thecropinfull bearing,andtheharvestingofgrain. Andbeyondandabovethispictureof ruralactivitiesissomethingelsewhich catchesourattention.Itisfaraway, butwecanseeitdistinctly.Itisa statueoftheBlessedVirginandthe ChildJesus,ofenormoussize,andset onthehighestpinnacleinallthismountainousdistrict.Thestatueisvisible formilesandisabeautifulandinspiringsight.Itstandsonaconcrete foundationabovetheGreekMonastery.
Wepassedthemonasteryandthe statue,butstillwefoundourattention caughtbyit,andwegazedbackinawe untilatlastthewindingtrackremoved itfromoursight.
ArrivingattheoutskirtsoftheHoly City,weseetheolddonkeycarrying onwithhisdailylabourandslowly makinghiswayhomeforhisshortrespitefromduty.Occasionallyamotor carpassesthroughthestreet,butthe naturalbeautyofthiscityismaintainedbytheabsenceofmodernprogress.Itssimplestyleanditscustoms addtoitcbeautyandhelpstomaintainwhatmustbeaveryclearresemblancetoitsoriginalappearancein OurLord'sday.Stillto-day,asinthe daysofOurLord'spresenceonearth, weseethepleasingsightoftheold shepherdpassingslowlythroughthe mainstreetswithhisflock,leading themtotheirhavenofrestforthe night.Thesheepconfidentlyfollow theirmasterthroughthebusystrets, takinglittleheedofthepassingcrowd.
Minglingwiththesheepanddonkeys isavariedcollectionofpeople-theold Jew,whohasnotseemedtoalterwith thegenerations,theMoslemandthe ChristianArab.
Afterashortstayatourhotelwelost notimeincompletingourtriptoBethlehem,adistanceofaboutfivemilesby road.Ontheroadwepassedthree oldwellswhoseconditiongavelittle hintoftheirtruesignificance,forthese werethewellsoftheThreeWiseMen. ItwasintheirwatersthattheThree WiseMensayreflectedtheStarof Bethlehemwhichguidedthemtothe birthplaceofOurLord.
AsweenteredBethlehemtherealisationgrew,strongerthatthelandwe trodwasthatwhichsawtheBirthof OurLord.Atthefootofthehills wecouldseetheshepherdsstillwatchingovertheirflocksastheydidwhen theyweretoldofthebirthofOurLord. Nowhereisthereanynoticeablechange fromthattime.
Overthevalley,inthedistance,we seethedistrictsofJerusalemsurroundedbymanyhillsofvariedaltitudes.
Weslowlyenterthetownitself,and wenoticethatafewbuildingsareof recentstructure,butstilltheimpression oftheresemblanceofthetowntoits originalstateisnotdestroyed.Soon wearrivedattheplacetowhichthe

WiseMen-thestableinwhichOur Lordwasborn.TheChurchoftheNativity,whichisbuiltoverit,lacks,in itsoutwardappearance,thebeautyof manymodernchurches.Ithasno largeentrancedoor,butsimplyahole inthewall,Oneiscompelledtobend lowtoenterandtomaintainthis crouchforafewfeet.Butonreaching theinteriorwefindthattheabsenceof modernbeautificationismorethan compensatedbythenaturalsimplicity ofthechurchitself.

Wementionedinour lastarticlesomeof manyandvariedactivitiesalreadyembracedintheLegion apostolateherein Australia.Theyare inthemselvesthe bestillustrationof theadaptabilityof theLegion.Theresultsachievedinall theseworkshave beenreallyremarkable.Somuchso, infact,thatthey,in theirturn,constitute perhapsthemost convincingproofof theLegion'sclaimtotheblessingof Godonitswork.Thereisobviously somethingprovidentialintheLegion ofMary.Andthatisitsstrength. WatchingtheLegionatworkto-day oneistemptedtothinkofthisageof CatholicActionasa"SecondPentecost,"bringingwithitaneweagerness amongthelaitytoco-operatewith ChristinthetremendousworkofRedemption.
ThespiritoftheLegionofMaryis thetruespiritofCatholicAction.Its aimisexclusivelyspiritual,andthe meansareprayer,inspiredbyachildlikeconfidenceinthepowerofMary's mediation,coupledwithagenerousgivingofone'sselfinfulfillingthework allottedbytheuraesidiumtoeach memberattheweeklymeeting.
Itisessentialthatthespiritofthe Legionbeunderstoodbyeverymemberofapraesidium.Experiencehas provedoverandoveragainthatwork undertakeninanyotherspiritthan thatsobeautifullyexplainedinthe handbookisdoomedtofailureright fromthestart.Thishashappenedso oftenthatitmightbeconsideredalmostanaxiomofLegionapostolate thatsuccessinanyactivityundertaken willdependonscrupulousadherenceto whatislaiddowninthehandbook, bothwithregardtothespiritthat shouldanimatethemembers,andthe meanstheyemploy.

ThatiswhyitistoMary,Mediatrix ofgraces,thattheLegionturnsinIts everyact.ThebasisofitsMariandevotionisnotmeresentiment;itis dogma.Mary'splaceinthedivine schemeofthings,andherpartinthe workofredemptionwhichpermeates andcoloursthewholeofhistory,isnot sufficientlyrecognisedto-day.TheinsistenceoftheLegionofMaryonthis recognitionisnotanexaggeration. Tworehearsalsthe weekbeforepreparedthewayforthe successofthisbeginningofwhatpromisestobeahappyandfruitfulpracticeonHolyNameSundays.The men'svoicesrangclearandloud throughoutthechurchandtheimpressioncreatedwasverygood.Theaim oftheDialogueMassistobringhome tothepeopletheirinestimableprivilege ofco-offeringtheMasswiththepriest. Just101yearsago,onJune6,1840, Ven.MarcellinChampagnat,Founder oftheMaristBrothers,wascalledfrom thislifetoenjoytherewardofhislaboursforGodandtheBlessedVirgin.
Theanniversaryofhisdeath,commonlyknownas"ChampagnatDay,"isobservedinallMaristSchoolsthroughout theworldasadayofspecialprayerto beseechAlmightyGod,throughtheintercessionofMary,togranttheprompt beatificationofHisservant.
Thisyear,forthesecondtime,areunionofOldBoypriestswasheldat St.Ildephonsus'College,NewNorcia,to coincidewiththecelebrationsof ChampagnatDay.Itwashopedthat byanticipatingtheanniversaryby severaldays,thepriestswouldbeable tomeetfellowOldBoys,whowouldbe attendingtheannualweek-endReunion.Unfortunately,however,this hadtobecancelledatthelastminute throughwar-timedifficulties.
OnMonv-afternoon,BrotherBernard,the.rincipaloftheCollege,ata meetingintheCollegeHall,welcomed thevisitorsandthankedthemforhavinglaidasidetheirparishworktoattendthereunion,inspiteoftheseriousinconveniencesoflongdistanceand petrolrationing.
Hethenintroducedthepriests: FatherCollins,FatherByrne,Father Ryan,FatherGallagher,FatherCunningham,FatherHynes,FatherCameron,FatherPrendergast,andFather O'Connor.Heapologisedfortheunavoidableabsenceofsome,particularly ofFatherHalpin,whowasdetainedby badroads;ofFatherCahill,whovisitedNewNorciathepreviousweek,but wasunabletoobtainleavefromhis dutiesofmilitarychaplaintoattend thereunion;ofFatherMcKay,P.P. ofCarnarvon,whofounditimpossible tomakethe500-oddmilesjourneyand ofFatherLynch,ofThreeSprings.
HepointedoutthenumerousvocationstheCollegehadproducedinits twenty-fiveyearsofexistence-anaverageofmorethanoneayear.
InshortaddressesFatherCollins, FatherCunninghamandFatherGallagherexpressedtheirpleasureat beingbackattheiroldCollegeonce more,andexpressedadesiretoseethe ranksoftheOldBoyPriestsincreased byrecruitsfromthepresentboys.They alsorecalledincidentsfromtheirown collegedays-perhapstoencouragethe audiencebyshowingthemthatthey themselveswereonce"boys."Inthe eveningashortconcertwasgivenin honourofthevisitors.
OnTuesdaymorningHighMasswas celebratedinttheCollegeChapel.Father Collinswascelebrant,FatherGallagher deacon,MherCameronsub-deacon, andFatherRyanM.C.Achoirof CollegeboysgaveaverygoodrenditionoftheSth.GregorianMass.It wasinspiringforthosepresenttorealisethattheywerepraying,notalone, butinunisonwiththewholeMarist world,comprisingsome10,000Brothers, 150,000pupils,andinnumerableex-
pupils,benefactorsandfriends."Grant thattheradianceoftheBlessedmaysoonshineontheforeheadofVen. MarcellinChampagnat,"wastheprayer oftheday.
AfterMass,atthespecialrequestof thepriests,aholidaywasdeclaredand atraditional"bushie"wassoonorganisod.
Atmid-day,adinnerwasgivenin honourofthevisitorsandwasgraced bythepresenceofHisLordshipAbbot Catalan,O.S.B.BrotherBernardpro- posedthetoastof"HisLordship."He wentontopubliclythankHisLordshipforhisinterestintheCollege,and for made,themanyimprovementshehas particularlyfortheconcrete swimmingpoolwhichisinthecourse ofconstruction.
Inreplying,HisLordshipexpressed hispleasureatseeingsomanypriests present,andhopedthattheCollege wouldcontinuetoprovidemanymore-particularlytohisownBenedictine Community.Hestatedthathewas anxioustocontinuetoco-operatewith theBrothersinmakingwhateverimprovementswereadvisable.
Inproposingthetoastof"OurOld BoyPriests,"BrotherNorbertincluded thosewhowereabsent-FatherHalpin, FatherCahill,FatherLynch,Father O'Halloran(whoisachaplaintothe A.I.F.,abroad),FatherCullenand others.
FatherCollinsreplied.Herecalled toHisLordshiptheoccasionofHis Lordship'sarrivalatNewNorciatwenty-sixyearsbefore,andwasabletorepeatsomeofthewordshespokeat thetime.
FatherRyanproposedthetoastof "VisitorswhoarenotOldBoys,ex-studentMaristBrothers,andex-students criticismoftheassertionthattheCollege'swealthofvocationscouldbeattributedtoitssaintlypioneers,he maintainedthatthosewhohadfollowed themhadcarriedontheirworkworthily,andwereequallyresponsibleforits success.Eachgeneration,hesaid,can lookbackandadmiretheSuperiorsof itsday.
FatherCameron,anOldBoyofthe MaristCollegeatKilmore,inhisreply, stressedthefamilyspiritwhichembracesallMaristOldBoys.Though educatedinVictoria,hefeltquiteat homeinthegatheringofWestAustralianpriests.
FatherGallagher,Administratorof theGeraldtonCathedral,paidtribute tothedebtheowedtohisAlmaMater, andhopedtoseeanever-increasing armyofpriestsemergefromtheCollege walls.FatherPrendergast,Father Byrne,FatherHynes,andFatherBoniface,O.S.B.,alsospoke.
Byafortunatecoincidence,Tuesday wasthetwenty-fourthanniversaryof FatherPrendergast'sordinationtothe priesthood.Hewasdulytoastedand wished"Admultosannos."

Whatwasittookourmindsoffthose things?\Vasitthewarwithitsterriblenewsoftheslaughterofnoncombatantsandthedestructionof oncefairandprosperouscities?Isit theapprehensionthatthiswarwill reachusontheseshoresoratleast drawusoverintoitsmaelstrom?Or wasittheheatofthatstrangeand excitingcampaignforthePresidency andCongressthatwewentthrough, whennearlyeverythingbutthereal issuewasdebatedpubliclybythecandidates?Isitthatwegrowtiredof anythingwhenwehavehearditoften enough?Orisit,perhaps,thatwhen thedevilissickthedevilamonk wouldbe,butwhenthedeviliswell, thedevilamonkishe?Inother words,whenthingslookblack,dowe thinkonlythenaboutnewordersand allthat,butwhenwepullslowlyback toprosperity,dowecometothink thatmaybeafterallwecangetalong prettywellaswewere?
Idon'tprofesstoknowtheanswers toallthesequestions.Maybeitisall ofthosethings.ButofonefactIam sure,andthatisthatthefirsteager glowofenthusiasmaboutsocialjustice hasfadedfromourminds.Wehave gonetootherthings,andnowthe wholebusinesslookslikeafad.like mahjongg,likeminiaturegolf,like Chinesecheckers,likelastyear'smovie. Weareworriedaboutotherthings now.
Whatarethoseotherthings?Well, amongthemarepeace,foreignentanglements,dictatorship,defence;and everybodyistalkingaboutdemocracyandcanitsurvive?
Thoseareprettybigsubjects,easily asbigassocialjustice.Butthereis onethingnearlyallofthemhavein common:thereisverylittlewecando aboutthem.Ifitdependedunusto keepthepeace,thepeacewouldbe kept,andwewouldperhapsneverbe inawar.Butwhenawarisraging, andespeciallysuchawarasthis,a worldrevolutioninarms,thenthereis notmuchwecandoaboutit.We cantakecertainprecautions-andwe tookthoseatthebeginning,withour 'NeutralityAct-butafterwehave donethat,andnomatterwhatelsewe do,itstillremainsentirelypossiblefor ustobedrawnintoit,justaswereso manyothercountrieswhichhadnointentionofmixingupwithit.Hence ourfurtherprecautionsofrearmament andconscription.
Isaidthatnearlyallthethingswe areworryingaboutlieoutsideofour abilitytosolve.Butoneofthemdoes not.Thatisdemocracy,anditscapacitytosurvive.Itwillsurviveifwe willittosurvive,andifwetakeprecautionstomakeitsurvive.Andit maybe,aswillappear,thatthereisa closerconnectionbetweensocialjusticeandthesurvivalofdemocracy thanwemaythink.
Thefactisthattherearesomethings whicharecommontoallgoodkinds ofgovernment.Ifyoucouldresurrect somegoodsouloutoftheMiddleAges, saysSt.ThomasAquinasandifyou toldhimthatwehaddemocracyin thiscountrybecauseourGovernment wasarepresentativeonebecauseit wassupposedtogovernforthecommon,notanybody'sprivate,good,and becausetheleastofthecitizens,not onlytherichandpowerful,hadthe fullprotectionofthelaws,hewould lookatyouwithamazement.He. wouldexclaim:"Why,anykindof Governmentissupposedtobethat; notonlydemocracy!"
Nowletusgetthisthingstraight. Theamountofauthoritypossessedby agovernmentisnotthemeasureof itsdemocracy.Thatisanothertheoryaltogether:thetheoryofeconomicliberalism,ofindividualism,sobitterlycondemnedbyPopePiusXIin hisvariousEncyclicals.Itisatheory
Democracy itscapacitytosurvive
thatleadstoeverykindofinjustice andoppression,asweweresayingin thosefar-offdays. Thetestofademocracyis,onthe otherhand,notwhetheritfulfilsthe generalrequisitesofeverygoodform ofgovernment:ruleforthecommon good,equaljustice,representativerule. Youcanhaveanabsoluteking,andif hedoesallthosethingsheisagood ruler,butheisnottheheadofademocracy.Thetestofademocracyis somethingentirelydifferent.
Thetestofademocracyiswhether thepeoplerulesitself.
Nownoticethatthatstatementsays twothings:thatthepeoplerules,and thatitrules.Rule,therefore,isone oftheelements,andwhoexercisesthe ruleistheother.Ruleiscommonto allgovernments;rulebythepeopleis whatmakesitademocracy.The amountofrulethatisexercisedina democracyhasnothingtodowithit. Ifitisaruleofthepeople,exercised forthepeople,bythepeople,thenwe havedemocracy.Therulemaybe greatorless,ascircumstancesdemand,

butitisdemocracy.Thisrulemust beforthecommongood,underitthere mustbeequaljustice,itmustberepresentativeofthecommunity'sauthority;butsomusteveryrule,not onlyademocracy.Theselatterare commonqualitiesofeveryjustform ofgovernment. Nownoticethedoubledangerfrom whichourdemocracyisthreatened. Onecomesfromtheprofessors,the theoreticalmen;theothercomesfrom thepoliticians,thepracticalmen.
Thetheoreticaldangerisnotimmediatelypressing.Itmaybecome pressinglateron,whentheirideashave trickleddownthroughtheirstudents intothelegislativehalls,butatpresentitisjustoneofthosedangersin thefuture,againstwhichweshould bewarned.Thedangeristhis:you takethecommonqualitiesofallgood kindsofgovernment,andyoucallthat democracy.Youthenintroduceanotherformofgovernmentthanruleby thepeople,andyoucallitdemocracy. Thenyouadoptthatformofgovernment,undertheimpressionfosteredby theprofessorsthatitisdemocracy,and lo,youhavelostyourdemocracy. Underthatsystem,wecouldgetany kindofgovernment:Communism,Fascism,Nazism,orwhathaveyou.Democracy,ofcourse,musthavethose commonqualitiesofequaljustice,decency,andtherest,butitisn'tdemocracyjustbecauseithas.NordoI saythatNazismandCommunismand Fascismactuallypossessthosequalities;buttheyclaimtohavethem,and theyalwayswillcomebeforeuspromisingthemtous.
Itseemstomethatthepracticaldangerismorepressing,anditmaybe thatitisthisdangerthatanswersthe questionswithwhichthisarticlebegan. Thepracticaldangerbeginsalsoby givingusanotherdefinitionofdemocracythantherightone.Tothose whoholdthisdefinitiondemocracyis theminimumofgovernment,andthe lessthegovernmentthebetterthedemocracy.Ihavealreadysaidthat thisisnotdemocracyatall,buteconomicliberalism,averydifferent thing.Ithascausedmuchharmin theworld.ItreallycausedthedownfallofFrance,ademocracy,andit broughttheBritishEmpirecloseto ruin.Whilethetotalitariangovernmentswerereallyruling,thedemocraciesweretryingtogetbythrough rulingaslittleaspossible.Theresult wasthatwhenforceopenlybecame thedominantanddecisivefactorin Europeanaffairs,thegovernmentsthat ruledhadavastadvantageoverthose thatrefusedtorule.
Notonlythat.Astillworsething happened.Allkindsofpeople,liberalsaswellasconservatives,representivesofthemasses,aswellasof money,denouncedthetheoryofrule asFascism,asifFascismwastheonly theoryofgovernmentthatupheldthe rightofagovernmenttorule.That isnottrue,butextremistsofboth sideshaveurgedit,fortheirownpurposes,onemerelyselfishandtheother -shallIsaydiabolical?Wecansee whattheresultsofthathavebeenin Europe. Nowobservehowthisfalsenotion hasoperatedinourowncountry.Many yearsagotheplutocratsofEngland formulatedtheideathattheveryessenceofliberty,andthereforeofde-
ere,andthatdictatorshipcomesIn whenithasmany.

mocracy,layinthegovernment'sallowingeconomicforces-business,commerce,money-thefullestpossible play.Freedomtothisgroupmeant nointerferencewithanybodyinthe processofmakingmoney.Governmentshouldsimplykeepitshandsoff andalloweconomicforcestohavethe freestpossibleaction.Theyformulatedthetheoryinthesayingthat thatgovernmentgovernsbestwhich governsleast.
Nowthistheory,andthesayingthat goesalongwithit,wasmostseverely reprobatedbyPopePiusXIinhis famousEncyclical,evenmoreseverely, infact,thanitsopposite,Socialism. TothistheorythePopeattributed nearlyallourmodernills.Hesaid:
"Justastheunityofhumansocietycannotbebuiltuponclasswarfare,sotheproperorderingofeconomicaffairscannotbelefttofree competitionalone.Fromthissource haveproceededinthepastalltheerrorsofthe'Individualistic'school. Thisschool,ignorantorforgetfulof thesocialandmoralaspectsofeconomicmatters,teachesthatthe Stateshouldrefrainintheoryand practicefrominterferingtherein,becausethesepossessinfreecompetitionandopenmarketsaprincipleof self-directionbetterabletocontrol themthananycreatedintellect.Free competition,however,thoughwithin certainlimitsjustandproductiveof goodresults,cannotbetheruling principleoftheeconomicworld.This hasbeenabundantlyprovedbythe consequencesthathavefollowed fromthefreereingiventothesedangerousindividualisticideals."
Laterhesays:"Freecompetitionand stillmoreeconomicdominationmust bekeptwithinjustanddefinitelimits, andmustbebroughtundertheeffectivecontrolofthepublicauthority,in mattersappertainingtothelatter's competence."Thereasonwhyheadded'economicdomination"tocompetitionasthingsthatmustbebrought undersocialcontrolisthatheeasily provedthatinourdayscompetition naturallyledtosomethingelse,infact itsopposite.Forfreecompetition,he says,"permitsthesurvivalonlyof thosewhoarethestrongest,which oftenmeansthosewhofightmostrelentlessly,whopayleastheedtothe dictatesofconscience."
Thusoutofcompetitionwegetwhat hecallsthedominantnoteofourmodernlife,economicdictatorship,control ofhumandestinyandoftheStateitselfbythosewhoholdmostofthe money.
PopePiusalsocalledthisdictatorship"aheadstrongandvehement power,which,ifitistoprovebeneficialtomankind,needstobecurbed stronglyandruledwithprudence."To curbit,hesays,thereisneedofa spiritofjustice,andthisjustice,he said,"mustbuildupajuridicaland socialorderabletopervadealleconomicactivity."Theremustbeasocial order,andthissocialordermustbe baseduponajuridicalorder,namely, oneoflaws.
Doesthismeanthat,tohavethis juridicalandsocialorder,wemust abandonourdemocraticformofgovernment;orelsegiveupanyfurther sociallegislation? Wedonothave totakeeitheralternative.Butwe willhavetotakeoneorotherofthem ifthepeoplegetthenotionthatdemocracymeanslessrule.Duringthe lastelectioncampaign,onesidedefinitelyadoptedthisnotion.Andthe otherside,inmyopinion,didnotsufficientlyrepudiateit.
Thatisaveryominoussituation.If thatpositionisonceuniversally adoptedbyourpeople,thenourform ofgovernmentwillhavechangedwithoutourknowingit.Forourformof governmentdependsonourtheoryof government.Ifweadoptthetheory thatpowerdepositedintheexecutive hasdepartedfromthepeople,thenwe nolongerhaveademocracy,butsome formofdictatorship.
Thepointis,ofcourse,thatwhen sociallegislationispasseddesignedto curbeconomicdictatorshipandmake themoneypowerservethecommon good,andnotprivatepurses,itis stillthepeoplewhowieldthepower. ItisstillademocraticState.Selfish interests,takingthenameoflibertyin vainforprivateprivilege,willhaveit thatwehaveabandoneddemocracy.I donotthinkthatourpeoplebelieve that. Povertymeanssufferingandhumiliation.Somanyhavethevow,butso fewhavethestingofpoverty.St. Francisacceptedpovertyandallits direconsequences-lackoffood,clothes, warmthandcleanliness.
Tolovethepoor,wemustfollow Jesus'exampleandbecomepoorwith ourbeloved:"Ifthouwillbeperfectgo sellallthatthouhastandgivetothe poorandcomefollowme."Follow me?Asarichyoungman?No,asa pooryoungman.Suchacontrast-two youngmen,therichyoungmanand thepooryoungMannamedJesus.
Onceyoutastethesweetsofpoverty youwillnotneedtosearchforwords towinotherstoitslove.Peoplewill bedrawnbyexamplemorethanany otherway.

Thehon.secretary(Mr.F.D.Mather) hasmadeavailablethefollowinginformationconcerningassistancegranted tothedependantsofouroverseasfightingforcesforthemonthofMay.
Duringtheperiod85applications forassistanceWerereceived,comprising85adultsand205children,making atotalof984familieswhohavesolicitedsupportsincetheinaugurationof thefund.
Ofthecasesdealtwithduringthe month,53familiesresidedinthemetropolitanarea,andthebalancewere receivedfromcountrydistrictsextendingasfarasGeraldton,Kalgoorlie, Gwalia,Bunbury,Collie,andEsperance.Ofthe85casesconsidered,six wererejectedandthebalanceapproved. CardinalFaulhaberisprobablybetterknowntoAustraliansthanhisfellowbishops,becausehisstatements haveoccasionallybeenreportedinour Catholicpapers.Inhissermononthe anniversaryofthePope'scoronation, theCardinalsaidwithreferencetoviolationsoftheConcordat:

Constantlyandeverywhere,oftenby theemploymentofmostquestionable methodsandagents,theNazissetthemselvestoferretoutanymorallapses onthepartofclergyorreligious,representtheminaone-sidedway,andconstantlyrakeupjudicialprocessesthat arelongsincepast.Meanwhilethe Churchisreproachedwithhavingsecretrelations,bothpersonalandpolitical,withRussianBolshevism!
EveneverywordoffriendshipaddressedtootherStatesandpeoplesby theSupremeHeadofourChurch,or actionsandattitudesdictatedbycourtesyandconvention,orbythereligiousconditionsofthetime,isregarded asanunfriendlyacttowardsGermany andevenasatacitalliancewithher enemies.
Onthegroundofracialand"blood" theories,itismaintainedthatthepersonalityandthelifeofJesusChristare alientotheGermannature,asarethe mainpointsofthefaithHetaught.But allthetalkabouttheJewishoriginof OurLordandthemonstrousinsults offeredtoHisVirginMotherarebuta thinlyveiledpretext.Forevenif JesushadnotbeenaJew,theywould rejectHim,sincetheirpridemakesthe ideaofaRedeemerrepellanttothem.
ShortlybeforetheAnschlusswith Germany,theAustrianbishopsissueda manifestoinwhichtheyexpressedtheir sorrowatthepersecutiontowhich theChurchinGermanywasbeingsubjected.ButtheAustrianbishopsthemselvessoonfoundthattheyhadto jointheirvoicestothecomplaintsof episcopalbrethrenintheoldReich. TheNazisclosedtheirschoolsandperpetratedshockingacts.Thebishops continuedtoguardtheirflocks:"But donotwaver InHolyCommunion, especiallyinfamilyCommunion,the workoftheparents,thecareofthe fatherandtheloveofthemother,will receiveevernewblessings,sothat nothingwillbeabletodisturbyour familyhappinessordeprivethelifeof yourchildrenofitsjoy."
NeverhasthesenseofCatholicity andtheFaithshownupsoclearlyin Germanyasithasinthisvilepersecution.Bishopsandpeoplearedetermined:"Butletitbemadeclearonce andforall,thatweGermanbishops willneverbuyfavourorevenmerely toleranceandfreedomfrommolestation atthepriceeitherofthemutilationof ourreligiousheritageoffaith,orofthe surrenderofChurchrights,orofdetrimenttoourpersonalcourageandcharacter. Onceagainunequivocalannouncementshavedemonstratedthat thefightisbeingwaged,notagainst theChurchalone,butagainstChristianityassuch."
TheChurchiscarryingonanunequal struggle.Meansofprotectionislimitedtothatwhichcanbesaidon Churchpremisesorprintedinjournals ofapurelyreligiouscharacter.The useofthegeneralpressorofpublic meetingasameansofvindicationis impossible.TheNaziscarefullyavoid astraightandopencontestinthis battleofideas.Butgraduallythese tacticsoftheforcesofunbeliefwilldefeattheirownends.
Peoplenolongerhaveconfidencein thetruthofwhatispublished.Thereis alsoasilence,notofagreementandacquiescencetherein,butofimpotence, whenfreediscussionandrefutationof suchspeechesandwritingsismadeimpossible.
