Theyhavepointedoutthatitwould beasorrydayforChristianityifHitlerwerenermittedtoimposehisutterlygodless,anti-Christianandtyrannical"NewOrder"upontheworld.

TheyhallpointedoutthattheAllieswere'failyjustifiedinresistingthe brutalNaziaggression,andinthusdefendingtherightsandlibertiesofcivilisedhumanbeings.

Theyhaveinsistedonthefactthat theAlliesareengagedinajustwar againstunjustandinexcusableaggression;andtheyhavestressedthemoral principlethatitisthedutyofallcitizenstoassisttheStateinthemeasure oftheircapacity,whentheStateisengagedinajustwar.

Byreasonoftheirposition,theyhave therighttodothis.Andtheexerciseofthisrightbecameimperative becauseofthepoisonouscampaignof confusion,deception,pseudo-pacificism andrevolutionarydefeatismsponsored byCommunistsandotherunprincipled traitors.

TheyKnowtheFacts.

HowdidArchbishopGilroyandCardinalHinsleyarriveattheconclusion thatthecauseoftheAlliesinthiswar wasajustcauseand,inthissense,a Christiancause?

Theanswerissimple.Unlikesome oftheircritics,theyhaveathorough grasp,bothofChristianmoralteachingandthefactsofthepresentworld situation.

TheyknowwhatChristianitymeans. TheyknowthemorallawofChrist,and arewellacquaintedwiththeconditions underwhichanationisjustifiedin goingtowar.Ontheotherhand, theyknowwhatNazismmeans.They know -a attheNaziswereguiltyofunjust unprovokedaggressionagainst peace-lovingbutpracticallydefencelessnationsintheirmadambitionfor worlddomination.Theyknowwhat aNazivictorywouldmeanforthecivilisedworldingeneralandforChristianityinparticular.

Itwasbecausetheywereandare wellawareofthesethingsthatthey arrivedattheconclusionthatthe causeforwhichBritainandherAllies arefightingisajustcauseand,therefore,thattheyaredefendingthose principles,rightsandlibertiesforwhich Christianitystands.

IsItaJustWar?

Isn'tthiswarpurelyandsimplyone formaterialwealthandtemporal power,justasthelastonewas?

Thereisnojustificationfortheassumptionthatthelastwarwas"purely andsimplyoneformaterialwealthand temporalpower."But,allowingthat topass,andcomingtothepresent conflict,itisdefinitelynottruethat GreatBritainandherAlliesarefightingforeconomicinterestsormaterial gain. Inthefirstplace,Britaindidnotenterthewarbecauseofanyterritorial ambitionortradeadvantage,butto cometotheassistanceofPoland whichhadbeenthevictimofunjust aggression.To-day,withtheother nationsoftheBritishCommonwealth, Englandisfightingforherveryexistenceasafreepeopleagainstthethreat ofNazislavery. Nooneacquaintedwiththeevents whichledtothedeclarationofwar couldseriouslymaintainthatEngland wenttowarfornurposesofmaterial gain.Shedidnotwantwar.She wantedpeace.Anditwasonlywhen

Nazibadfaithandaggressionhad madeitobviousthatpeacewasimpossiblewithoutthesurrenderofjustice, honour,andlibertythatsheentered thewar.

NooneacquaintedwiththeNazi creedandambitioncouldforamomentimaginethatallIlitlerdesired wastherectificationoftheinjustices imposedbytheTreatyofVersailles. HisaimwasandisaNazihegemony overEuropeandtheworld.

Yetsomepeoplearesoblindedby stalecatch-criesandslogansofforeign inspirationaboutthis'Imperialist War,Capitalistintrigue,"andsoforth, thattheyareincapableofgraspingthe mostobviousandstrikingfactsabout thepresentconflict.

Thattherearepeopleonourown sidewhoarejustasgodlessinlifeand outlookastheNazis,canbereadily conceded.Thattherearepersons andgroupsamongstuswhosemaininterestinthepresentconflictisthe amassingoffortunesfromthesufferingsandnecessitiesofthepeoplecan likewisebegranted. Buttoassertthatthesepeoplerepresentthenation,andthatthenation wenttowarfrommotivesofmaterial gainisanoffensiveanddangerouslie.

ASillyMistake.

Wasn'titEnglandwhostartedthewar overDanzig,andwhohadabetter righttoDanzigthanGermany?

Thefactthatyoucanseriouslyask aquestionofthatsortindicateseither thatyouwereneverawareofthe eventswhichledtoEngland'sentry intothewar,orelsethatyourmemoryisratherbad. Englanddidnotstartthewarover Danzig.Germanystartedthewarby refusingtonegotiateandbyinvading Poland.ThefirsthintthePolishpeoplereceivedthatGermanyhadrefused tosettlethematterbynegotiationwas thefallingofNazibombsonWarsaw. EnglandenteredthewarwhenPoland, herAlly,wasinvaded.

InviewoftheNazimethodsandbad faithinAustria,Czecho-Slovakia,and inviewofwhathashappenedsincein Denmark,Norway,Holland,Belgium, andtheBalkanStates,itcannotbe seriouslymaintainedthatalltheNazis wantedwasthereturnofDanzigto theReich.Inthelightofthese events,theimportofwhichshouldbe cleareventoyou,itisfairlyobvious thatthearrogantandover-bearing NaziclaimsintheDanzigaffair,were merelyapretextformilitaryaggressionagainstPoland. Whynotmakeanefforttofreeyourselffromthestupifyingeffectsofdefeatistpropagandaandlookatthe factsofthecase?

* TheAnti-GodCongress.

IamsureCardin;Hinsleyhashardly forgottenabouttheAnti-GodCongresswhichwasheldinLondona fewyearsago.

Youmaybesurethathehasnot forgottenthat.Andyoumayalso besurethathehasfartoomuchintelligenceandcommonsensetobe guiltyoftheabsurditythatbecause Englanddidwronginpermittingthe Anti-GodCongress,shewasnotdoing rightingoingtotheassistanceofPolandbydeclaringwaronGermany.

WithreferencetotheAnti-GodCongress,itwaspreciselybecausehewas fullyawareofthehavocwroughtby atheismandirreligioninEngland,that CardinalHinsleyinauguratedthe SwordoftheSpiritMovement.The purposeofthismovementistounite thepeopleofEnglandintherealisationofthesuprememoralandspiritual issuesatstakeinthepresentconflict. Itwastourgepeopletoliveuptothe Christianteachingwhichhadbeenso sadlyneglected,andwhichwaschallengedbythearmedmightofNazi paganism.

Ihaven'theardofa'ChristianCongress beingheldthereyet?

Itwouldseemthattherearemany thingsofwhichyouhavenotheard. AmostsuccessfulInternationalEucharisticCongress,whichwasattended byCatholicsfromallpartsofthe world,washeldinLondonin1908. Numerouspublicdemonstrationsof faith,ofanationalorlocalcharacter, havebeenheldinLondonandother citiesofEnglandsincethatdate.

NottheSame.

ThereareseveralimportantdifferencesbetweentheSino-JapaneseWar andthepresentconflictinEurope.

(1)Inthefirstplace,Britainwas notpledgedbytreatytocometothe assistanceofChina,asshewaspledgedbyTreatytocometotheassistance ofPoland.

MissingthePoint.

Howeverthatmaybe,yourquestions showthatyouhavemissedthepoint completely.CardinalHinsleyand ArchbishopGilroyhaveneverstated orimpliedthatallthepeopleofEnglandareChristians,oreventhatall whoclaimtobeChristiansliveupto Christianteachings.

Theyhavenotsaid,asyoumistakenlythink,thatEnglandwenttowarexpresslytodefendChristianity.

Theirattitudeismuchmorerealistic, factualandreasonable:Whateverthe wrongsdonebyEnglandinthepast; whateverthecrimesandshortcomings ofEnglishmeninthepresent,England wasjustifiedingoingtowaragainst Germany,andtheBritishpeopleare fightingforacausewhichisChristian inthesensethatitisjust;foracause whichisbetterthanmanyofthepeoplewhoarefightingforit.

Itisnotusuallyconsideredwiseto attacktheattitudeortheutterances ofpublicmenwithouthavingfirstascertainedwhattheyareandwhat theymean.

TheWarinChina.

Whydidn'ttheso-calledfightersfor ChristianityhelpChinaagainstJapan afewyearsago?Ihavenever heardtheCardinalorArchbishop Gilroymakerecruitingspeecheson behalfofChina.

YouneverheardtheCardinalor ArchbishopGilroymake"recruiting' speechesonbehalfofanynationatany time.

Thatyoushouldcallinsistenceon thejusticeoftheAlliedcause,andemphasisonthedutiesofcitizensto theircountry,"recruitingspeeches," merelyshowshowlittleacquainted youarebothwiththefactsofthepresentconflictandthedutiesofcitizens.

Letusnowtakeyourquestionabout theSino-Japaneseconflict:Whydidn't theso-calledfightersforChristianity helpagainstJapan?

Itwouldseemthatyouliketohave itbothways.YoucondemnCardinal HinsleyandArchbishopGilroyfor sayingthat'Britainwasjustifiedin goingtotheassistanceofPoland,and nowyouwanttocondemnthemfor nothavingurgedassistancetoChina. Thefactisyouaremerelygivingexpressiontoprejudicesanddon'treally knowwhatyouwant.

(2)WhenAustraliaisengagedina justwar,CatholicBishopsaremerely doingtheirdutywhentheyexamine themoralandspiritualissuesatstake, andexplaintheobligationsofcitizenshipandpatriotism.Butthereisno reasonwhytheyshouldurgeAustralianstogoandfightnationswith whomwearenotatwar.Itwasnot thedutyofAustralianstofightthe JapanesewhoinvadedChina;any morethanitwastheirdutytofightthe BolshevikswhofilchedOuterMongoliafromChina.Itisabsurdto expecttheBishopstourgethefulfilmentofadutywhichdoesnotexist.

(3)Itmustberememberedthat,a fewyearsago,theEmpirewasnotin apositiontogotowarwithanyfirstclassiPower-thankslargelytothe peoplewhowantedustosacrificepreparednessforthemythof"Collective Security"sodeartoLitvinov,andto trustthe"mightyRedArmy"todeliverusfromallharm.

(4)Itshouldberememberedthat thereveredleadersofthosepeople whowereurgingustodisarmmoreand more,andwere,atthesametime, urgingustogocrusadinginChinaand Spainandelsewhere,havejustsigned aNon-AggressionPactwiththe"JapaneseFascistAggressors,"andpledgedthemselvestoremainneutralin casetheJapaneseareattackedbyany thirdPower.

Itissignificantthatthe"InterventioninChina"chorushasbeen rathersubduedsinceComradeStalin signedthePactwithJapad,anddid Mr.Matsuokatheunheard-ofhonour ofgoingtotheMoscowStationtosee himoff.Possibly,thecorrect"Party line"hasnotyetbeenreceivedfrom theKremlin.

Thelargestreligiousbodyinthe worldto-dayistheCatholicChurch. AccordingtothelateststatisticsissuedbytheVatican,thetotalofCatholicsthroughouttheworldisnow 398,277,000. NextcometheConfucianistsandTaoistswith393millions, andtheMahommedanswith296,177,000. Thereare252,462,000Hindus;201,868000Protestants;161,305,000GreekOrthodox,and118,199,000Buddhists.

Ofallthesebodies,theCatholic Churchistheonlyonewhichishomogeneousincharacter,havingonebody ofteachingacceptedinitsentirety byallCatholics,andgovernedbyone supremecentralauthority.

IwastoldthattheGreekOrthodox Churchwasolderandlargerthanthe CatholicChurch.

Whoevertoldyouthatwascompletelymistaken.Inthefirstplace,the GreekOrthodoxChurchisnotone church.ItcomprisesanumberofindependentNationalChurches.Itis notolderthantheCatholicChurch; foritoriginatednearlyninehundred yearslater.

Afterthefirstreallydefinitebreak withRomewhenPhotius,Patriarchof Constantinople,lefttheCatholic ChurchintheIXth.Century,andset upanindependentorganisation,the EasternChurchfollowedthepathof allsuchbreak-awaybodies.Itdivided andsub-divideduntilto-daythereare sixteenOrthodoxChurchesexistingindependentlyofoneanother.

Eightoftheseseparatesectionshave theirownPatriarchs,namely,Jerusalem,Antioch,Alexandria,Constantinople,Bulgaria,Roumania,Russiaand Serbia.Theotherbodieslackadefinitegoverningauthority.

Theterm'GreekOrthodoxChurch" ispopularlyappliedtoanyortoallof theseorganisations;but,strictlyspeakingitshouldbereservedforthat sectionofOrthodox-whichacknowledgesthePatriarchifConstantinople. fortheBulgarians,Roumanians,Russians,andothersofSlavnationality cannotbecorrectlydescribedas "Greeks."Theyarecalledthe"Greek OrthodoxChurches"onlybecausethe EasternSchismbeganwiththerebellionofthePatriarchofConstantinople againstRomeintheIXth.Century.

Itshould,thereforebeclearthatthe GreekOrthodoxChurchisnotone unitedChurch,anymorethanProtestantismisoneunitedChurch;andthat thetotalmembershipofalltheGreek Orthodoxbodiescombinedamounts tomuchlessthanhalfofthemembershipoftheCatholicChurch.

IwastoldthatthepriestsoftheOrthodox'ChurchcanoffertheSacrifleeoftheMass.Isthisright?

Itisquitecorrect.

Photiusandotherswhobrokeaway fromtheCatholicChurchwerevalidly ordainedBishops.Theywere,therefore,capableofofferingtheMassthemselvesandofcommunicatingthat powertoothersbymeansoftheSacramentofHoly'Orders.Unlikethe Anglicans,theydidnotchangetheSacramentalritesofHolyOrderswitha viewtoexcludetheideaofofferingsacrificefromthepriestlyoffice.Thus theirorderswereandarevalid.

ThoughtheChurchrecognisesthe OrdersoftheGreekOrthodoxclergy asvalid,shedoesnotadmitthatthey

haveajuridicalrighttooffertheMass andadministertheSacramentsofthe NewLaw.ThereasonisthatChrist OurLordcommittedtheSacrificeand theSacramentsoftheNewLawtoHis Churchalone.ButtheGreekOrthodox'Churchesareschismaticbodies whichhavebrokenawayfromthe ChurchfoundedbyChrist,anddonot, therefore,shareinthecommissiongivenbyChristtoHisChurch.

IsmixedmarriageaSacrament?

MixedmarriageisaSacramentwhen bothpartiestoavalidmarriagehave beenbaptised. ItisCatholicdoctrinethateveryvalidmarriagebetweenbaptisedpersonsisaSacramentoftheNewLaw. Avalidmixedmarriage,then,inwhich bothpartiesarebaptised,wouldbea Sacrament.

Similarly,theChurchregardseveryvalidmarriageinwhichbothparties arebaptisedProtestantsasaSacrament. HowdidOurLordchangemarriageto makeitaSacrament?

Therewasnoneedtoalterthenature ofmarriageinordertoraiseittothe dignityofaSacrament.Asanatural contractestablishingajuridicaland moralbondbetweenthecontracting parties,marriageexistedfromthebeginningofthehumanrace.Christ simplytookthemarriagecontractas itexistedintheorderofnature,and madeitthetitle-deedofSacramental gracebetweenbaptisedpersons;so thatwheneverbaptisedpersonscontractavalidmarriage,thecontractitselfisSacramentalbythewillandinstitutionofChrist. Iwastolditwasridiculoustosay thatmarriagewasaSacrament'becauseChristdidnotinstitutemarriage. Asacontractintheorderofnature, marriageexistedfromthebegining. ButsinceChristasGodistheAuthor ofhumannature,Hemustjlethe Authorofmarriage,whichisaniiiStitutionofnatureitself.Itistrue,however,thatHedidnotinstitutethemarriagecontractduringHislifeonearth sometwothousandyearsago.

ThoughChristdidnotinstitutethe marriagecontractduringHislifeon earth,Hedid,nevertheless,institute theSacramentofMatrimonybymakingthemarriagecontractbetween baptisedpersonsthetitle-deedandinstrumentofSacramentalGrace.

TheBibledoesnotexplicitlystate thatChristraisedmarriagetothedignityofaSacrament.Butitdoesnot thereforefollowthatHedidnotdoso.

TheBibleisnottheonlysourceof DivineRevelation.ItdoesnotcontainthewholeteachingofChrist. Thereisanothersourceofequaldignityandworth,namely,Apostolic Tradition.Thetruthrevealedby GodandassuchtaughtbytheCatholicChurchthatmarriagebetweenbaptisedpersonsisaSacramentofthe NewLawinstitutedbyChristisexplicitlycontainedinTradition.

WEallknowthestoryofthe manwhocomplainedthat hiswifewaseverlastingly harpingonmoney,money,nothing butmoney.Whenaskedhowmuch heactuallygavehiswifehereplied thathenevergaveherany.

Thesamequerymaybeputtothose whocomplainthattoomuchissaidby Catholicspeakersandwritersonthe subjectofbirthcontrol.Theanswer isthatuptodatewearestilllooking foraneffectiveprogrammetomeet theeverincreasingtideofpropaganda infavouroflegalisedandevencompulsorybirth-controlpropaganda. Untilthisisprovideditisonlynatural thattheCatholicpublicshallcontinue,ontheirpart,tokeepasking how,intheconcrete,aretheytodeal withthetremendouspressurebrought tobearuponthembythebirth-control enthusiasts.

Thathundredsandthousandsof'dollarsarebeingraisedtospreadthispropaganda,thatitisbecomingmoreand moreinsistent,ingeniousandvocal,is

notaimkt_s*forrejoicing.Butitmay wellbeamatterforself-examination andthought.Attacksuponthe moralteachingsofChristianityproduceresultssimilartoattacksuponits dogma;theyservetostimulateactive mindsintheChurchtoexplorethe moralaswellasthedoctrinalcontent oftheFaith.

Thepresent,therefore,appearstobe anapttimetomakenoteofsomespecificelementsinthechallengewhich birth-controlpropagandaofferstoCatholicthought.

Whenaparishpriesttalkswithsouls individuallyintheconfessionalorprivateconference-hefindsthatbirth control'sappealiseffectivebecauseit isdirectedtointenselypersonaland self-centredinterests.Argumentspropoundedforitaredrawnfromimmediatepersonaldesiresandimmediate economicanxieties.Youdonotfind couplesurgingtobeallowedtopracticebirthcontrolbecausetheybelieve itapatrioticduty.Theyfavourit becauseitsuits,ortheybelieveit suits,themindividually,andthescope oftheirconcernforitendsthere.And theultimateargumentallegedforit, theoldandunanswerableargumentof thosewhorejectwisdomasaruleof life,isthattheyhavedecidedtoengageinitbecausetheywantit,irrespectiveofanyreasonsproorcon.Self isplacedirresistiblyaheadofchildren.

When,however,birthcontrolsteps outintotheopenandissuesanappeal tothepublicforfunds,itemploysa differentsetofmotives.Itappears astkoAsaviourofhealth,asthefoeof insanity,disease,everyillofmortal man.Itasksforcontributionsasa greataltruisticmovement.Thepeoplewhosignupforitspetitionsare personsnotaversetoworthycauses.

Birthcontrolasapublicmovement claimsnottofavourbuttohinderdepopulation,thedeadlyscourgeofadecayingcivilisation.Underthename ofPlannedParenthood,itposesasa safeguardofthephysicalexistenceof thepeopleofthenation.Therewas atimewhenMalthuscouldscarethe witsoutofahungryworldbythreateningthemwithstarvationiftoo many"mouths"weretobebrought intotheworld.Populationmustbe reduced,saidMalthus,ifwearetohave anythingtoeat.Suchanideacould findahearinginfamine-riddencountriesoftheOldWorld.IntheRussianlanguage,forinstance,theword "yedok,"literallyan"eater,"isused forindividualsinafamily,somewhat aswestillspeakofsomany"head"in somepartsoftheSouth.ButMalthus'alarmshavelongsincepassed intohistory.Ourproblem,atleast inthiscountry,istofindenoughpeopletoeatwhatwesoabundantlyproduce(orcanproduce,ifweusecommonsenseinagriculture).Sothe greatbirth-controllevermustrest uponanotherfulcrumifitwantsto shifttheworld.

Birth-controlpropagandacannotbe effectivelycombatedmerelybyassuming,withoutfurtherproof,thatitfs theenemyofchildren.Whatever anti-populationpoliciesitmayfoment inprivate,itspublicpronouncements wavesuchconsiderationsairilyaside. DevoteesofPlannedParenthoodare loudinprotestationsofloveforchildren,notonlyforBetterChildren (theold"quality-notquantity"slo-

gan)butforManyChildren,for'goodsizedfamilies.Theydenounceabortionasacrime,anduseabortionstatisticsasafurtherargumentwhypersonsshouldpracticebirthcontrol,that istosay,artificialcontraception,in orderthatabortionsshallnotoccur,Yet obviouslytheattitudeofmindtoward maritalobligationswhichisfurthered bybirthcontrolisveryclosekinto thatwhichimpelspersonstopractice abortion.

HavingabandonedMalthusianism, theyarefacedwithfigureswhichshow inournationnowadecliningincrease inbirths,andsoonanactualdecline inourpopulationitself.Unableto avoidcertainrealitiestheynowaccept theso-calledFamilyPattern.The familyadvocatedbythebirth-control advocatesislimited,butitisnolonger thetwo-childrenfamilyofadecadeor soago.Itcontainsfour,sixchildren; canevenbemore,providedthechildrenareproperlyrearedandeducated. Itisapatternwhich,undercertain circumstancesandwithcertainqualifications,isnotwhollyrepugnantto Christianideals.

Present-daybirth-controlpropaganda,therefore,restsuponavery ticklishsupposition.Itsadvocates assumethatthepositiveFamilyPatterncanbemaintainedandpopulationintegritypreservedalongwithand actuallyinconsequenceofthepractice ofbirthcontrol.

Atallcoststheymustmaintainthe possibilityofasynthesisorcombinationoftwoideas.Oneoftheseisa "positive"FamilyPattern,notamere limitation.Thismeansthatpeople aretobeurgedtoassumeandendure theheavyobligationsnecessaryin ordertobringupafamily,toconquer egotismandsensuality.Butthisnobilityofpurposemustbecombined withapracticewhichfromitsessence isacrimeagainstnatureandacrime againsttheinstitutionofmatrimony, apracticewhichisa"primafacie"evasionofthesesameobligations.

Contemporarybirth-controlpropagandaisforcedtoyoketogetherfamilywelfareandfamilydestruction, policiesoflifeanddeath.

Thestrengthofsuchanappealobviouslydoesnotarisefromanyinner logicalconsistency.Thebirth-control message,ofcourse,isgreatlyaidedby thefactthatactualmotivesforputting birthcontrolintopractice,inthegreat majorityofcases,arenotthesubtle andhumanitarianconsiderationsthat areutilisedinsolicitingfunds-considerationsofpublichealth,childwelfare, etc.-butthesimplewishtoevadethe ordinaryobligationsofmatrimony.A vastnumberofpeopleare'for"'birth controlwhonevergiveawhoopfor anyoftheelaboratereasoningsalleged byMargaretSangerandherassociates.

Andpeoplearealwaysimpressedby aprogrammewhichis"working.' Everycolouringislenttoroseatebirthcontrolrealities:thedivorces,moral degeneracyandabortionsthatactuallyinfestapopulationwhichfreely practicesartificialcontraception.And thewholeaffairisimmenselyfurthered bythesordidfinancialgainsattending thesaleofcontraceptives.

ACatholicOffensive.

Butapartfromthisverysubstantiallyfavourablecircumstance,theinternallyillogicalbirth-controlsynthesis isbolsteredupbyawholesetofparticularconsiderations,someofthem true,othersfalse.Allofthesemust bemetdirectlyandspecificallyby CatholicthoughtandCatholicpolicyif birth-controlpropagandaistoberoutedoutofitslastandmoststubborn stand.

Thiscanbeverysimplyillustrated.

Birth-controladvocatesplead,with compellingeffectiveness,thecostof childsbearing:somethingprohibitive formanyaworkingfamily.This pointwastakencarefullyintoconsiderationbythelateCardinalMundelein,whowiththisinviewencouraged theestablishmentofthehighesttype ofmaternity-hospitalcareintheArchdioceseofChicago.Bysuchprovisions-resultofCatholiccharity-one propisknockedfromunderthericketybirth-controlsynthesis,butthere areothersthatcannotbemetbycharityalone.

Birth-controlpropagandaisacamp follower,sotospeak,ofeveryformof economiciriseourityanddisorganisationinfamilylife.Propagandafor avoidingchildbirthisdifficulttoovercomeaslongaswetoleratethecontinuedincreaseofalandlessproletariat intheruralregions.Sucharuralproletariatremainsthehappyhunting

groundofthebirth-control-mindedexpertintheFederalorStatehealth agencies.

Itislikewiseacamp-followerofdisorderedconditionsinurbanlife:of profiteeringrents,realestatespeculation,lowwagesandotherevilsthat militateagainstnormalconfidenceand securityforyoungcouplesintheearly yearsoftheirmarriedlife.

Itmaywellbefoundthattheinfectionofbirth-controlpropagandacannotbecuredbyanymerelyremedial orpalliativecharity,butwillremain fixeduponthevitalsofoursociety untilprofoundandsearchingreforms areinstituted,ofthekindoutlinedin theSocialEncyclicalsoftherecent Popes.

Wemayfindithasbeensentto plagueusandtormentusuntilwe arefinallyarousedtoapplytheknife andcutdeeperthanwehadanticipatedintotheproblemofsocialreconstruction.

Buttherectificationofeconomicdisorders,thoughimperative,isnotsufficient.Inorderfinallyandcompletelytoridourcountryoftheillusions anddeuusionscreatedbytheskilfully engineeredsynthesisofanaltruistic FamilyPatternandagrosslysensual andselfishadvocacyofartificialcontraception,moreisneeded.Inthe lastanalysis,thesynthesisrestsupon acompleteoutfitoffalseandpervertedmoralvalues.The"personal values"thatitclaimstopreserveare notthetruepersonalvaluesthatpertaintotheverynatureofmanand woman,ofsexandparenthood.With alltheiremotionalappeal,theyarenot trulyhumanvalues,inthefullsense oftheword.Christianity,whichproclaimssuper-human,supernatural valuesfortherelationsofmanand womanintheSacramentofMatrimony,alonepossessestheperfectkey totheseordinarynaturalvalues;alone

caninterpretthemincompleteharmonywitheveryphaseofhumanliving.

FinalRemedy.

Practicallyspeaking,then,this meansthatalongwiththemovement toeradicatethosesocialdisordersthat favourbirth-controlpropagandamust comethepreachingofthepositiveCatholicsynthesisofbodilyandspiritual life.

TheexperiencesoftheJocistemovementinBelgium,France,andother, countriesshowthattheCatholicsynthesiscanbepopularised,dramatised, andpropagatedwithimmenseefficacy.Butitcanonlybeeffected whentheChristiansynthesishasbecomepartofthelivesandmindsof hundredsofthousandsofyoungCatholicmenandwomen,whocanliveit, speakforitandsacrificetheircomfortandpersonalinterestinitsbehalf. Notuntilweseethisoccur,willCatholicsinthiscountryhesufficiently safeguardedagainstthemenaceof birthcontrol.

Notuntilthenshallwehaveestablishedourownleverongroundsufficientlyfirmtoshiftbacktonormalthe ideasofdecent-livingpersonsoutside theChurchwhoaredeceivedbythe lyingpromisesofnationalbirth-control propaganda.

TheNorthernIrelandParliament cameunderheavyfirelastweekonthe scoreofitsdiscriminationagainstCatholics,bothlegislativeandinitsadministration.Anumberofcharges ofagravenatureweremade.They includedtheunjustraidsonCatholic homes,theimprisonmentofmenwithouttrial,andthelackofanyfinancial provisionforthedependentsoftheinternees,largenumbersofwhomwere thrownonthepublic'scharity.It wasalleged,furthermore,that90per cent.oftheworkerswhowerebeing "exportedtoBritainwereCatholics.

Ontheotherhand,thedominationof theLocalDefenceVolunteersbythe "B"SpecialConstabulary,itwasstated,hadresultedintheadmissionof onlyasmallnumberofCatholicsinto theranksofthedefenceforce.

DuringthedebatesinParliament, thequestionofgerrymanderingwas againraised,andfiguresquotedto showthat,contrarytotheGovernmentcontention,themanipulationof areastocreateanartificialProtestant ascendancywasafactbeyonddispute.

Theopeningattackwasmadeby SenatorT.S.McAllisterintheNorthernSenateduringthedebateonthe King'sSpeech.HeaccusedtheGovernmentofbeingthemostreactionary inEuropeandofwipingtothesideconstitutionallaw.Hiscomplaintwas againsttheraidsonCatholichouses, andhesaidthatinsomeconfinedareas uptoonehundredhouseshadbeen raidedinanight.

'How,"heasked,"canwebejustifiedincallingourselvesdemocrats whento-daymenaretakenfromtheir homes-breadwinners-andputinprison-shipsandintogaolswithouta trialorwithoutarighttoappearbeforethecourts,andtheirdependents aredeprivedofallsourcesofsupport andmaintenance?Arewelivingina ChristiancountryorinRussia?

Weareledtobelievethataman's houseishiscastle,butbythemethods oftheGovernmentofNorthernIrelandhishomeisrenderedaprisoncell byhispoliticalopponentsandthose whodifferfromhiminreligion."

ThechargethattheL.D.V.wasbeing recruitedonananti-Catholicbasiswas madebyMr.J.Beattie,whourgedthe MinisterofPublicSecuritytohaveit putundermilitarysupervisionandto changeitstitletoHomeGuard,asin Britain.Mr.Beattiewasansweredby thePrimeMinister,whosaidthatin Ulstertheyhaddifficultieswhichdid notexistinGreatBritain,andthatin forminganyforcetheyhadtobecarefulthattheyputarmsandammunition intothehandsofmenwhocouldbe dependedon.Theyhadtobesure,he added,thatiftroublecamethearms andammunitionwouldnotbeusedto assisttheenemy.

SenatorT.McLaughlinreopenedthe questionofgerrymanderingbecause theLordMayorofDerryhadstated, inproposingtheKing'sAddress,that herepresentedthemajorityofthe peopleofDerry.TheSenatorcounterclaimedthat,ifithadnotbeenfor gerrymandering,themayoralchairof Derrywouldhavebeenoccupiedbya representativeoftheminorityofUlster,theCatholics.ThenhegavefigurestoshowthestateofaffairsinpredominantlyCatholicareas.Inthe countyofFermanagh,whereCatholics were32,455outofatotalpopulationof 57,984,or56percent.,therewereonly sevenCatholicsamongthetwentyfiveontheCountyCouncil.OnEnniskillenCounciltherewerethirty-five membersandonlytenCatholics;on IrvinestownRuralCouncil,onlyeight Catholicsoutoftwenty-one;onLisnaskeaCouncil,twelveCatholicsoutof thirty-four.

liethenreferredtotherecentBishops'PastoralsandaskedinwhatcountriesoutsideRussiaandGermany wouldtheyfindsuchGovernmentvictimisation.Onthesubjectoftheinternees,heinstancedthecaseofa womanarrestedforwavingherhand toaninterneewhomsheknew,who wasbeingremovedfromtheprison shiptoaBelfastgaol.Themagistratewhoheardthecasedismissedit, andmadesomescathingremarks abouttheprosecution.Laterheal-

legedthat90percent.oftheworkers senttoBritainwereCatholics. DefenceoftheGovernmentalpolicy wasundertakenbySenatorCunningham,whosaidthattheGovernment wasdoingonlywhatwasproperinputtingdangerouspeoplewherethey coulddonoharm.Later,hecalled themcriminals(whichdrewaprotest fromSenatorMcLaughlin),andadded thatcaseswerebeingtriedeveryday whereyoungmenhadrevolversand ammunition.

ThestateofaffairsinNorthernIrelandissimplyalegacyleftbycenturiesofoppressionagainstCatholics. Partitionhasservedonlytoexacerbatematters.Atthepresenttime certainaspectsoftheGovernment's policyareunderstandable.Muchof theirarbitrarydecreesaredictatedby fearofwhattheNationalistsmaydo, andeverydiscoveryofconcealedweaponsaddstothatfear.WhenBritish troopsareonthemoveinNorthern Ireland,evenifitisonlyachurch parade,theutmostprecautionsare takentocopewitha le de main"onthepartofthe ?onalists.

ItismyfirmbeliefthattheBritish Governmentabhorsthisconditionof things,butispowerlessatthemoment tocorrectit.Whilethewarlastsand thereisthedangerofaGermaninvasionofIreland,itisimperativethat BritainshouldheavilygarrisonNorthernIreland.ThatistheBritishview, anditisareasonableone.Butafter thewarIrishmenwillclaimthatthe abolitionofPartitionmustaccompany theNewOrder.Theyarehopingthat theriseofanewspiritamongthenationswillensurethesatisfactionof theirappeal.

AsCatholics,weshallnot,of course,fallintothatolderror ofsupposingthattherecannotbea loving,just,andmercifulGodbecause themostinnocentamongushaveto suffer.Weknowthatifmanmisuses thatgreatestofGod-givengifts,the giftoffreewill,man,andmanalone, isresponsiblebyreasonofhisown criminalfollyfortheevilconsequences thatmustnecessarilyfollow-asthe resultofhishavingchosentheWay oftheFlesh,insteadoftheWayof theSpirit.AsCatholics,ourfaithis moredeeplyrootedthanthat.

Butisourfaithoftheorderwhich producesgrand,superbconfidencein Godthatnothingwhatsoevercan shake?Isitoftheorderthatcannot,evenforthefractionofasecond, thoughlifebecomesevermoredifficult,moresorrowfultobear,falterin thesetragicdaysofwarfare?Isitof thenaturethatthoughweloseour friends,ourhomes,ourlivelihood,even perhapsourhealth,ourheartswillnot harbourevensilentlydoubtsconcerningGod?Isthatourfaith,orisit merelythekindoffaiththatsays: "Nothingcanhappentome,Godis protectingme,IhavefaithinHim?" Suchafaithisgoodasfarasitgoes, butitdoesnotgonearlyfarenough. Itisafaiththatisboundedbythe narrowlirajtsofaman'sdesireforselfpreser4ationandassuchmayreceivea rudeshockifbychanceGoddoeslet somethinghappentohim!Thatis toonarrow,toosmall,tooselfishan applicationofourfaith.

God,ofcourse,doescareforthefate oftheindividual;for,isnotthewhole concernofChristHimself,withthefate oftheindividualaswellaswiththe wholehumanrace?Butthatconcernisfirstlywiththewelfareof man'ssoul;onlysecondlywithman's body.Godneverpromisedusan easytimeonthisearth,alifefreefrom painandhurttoourphysicalselves; andChristvoluntarilysubmittedHis Bodytotorturetoshowus,among otherthings,thattheChristianWay ofLifemustinevitablybringsuffering attimestoourpoorweakmaterialselves.ThekindoffaiththatbegsGod tosaveusfrom,andbelievesimplicitlythatHewillsaveusfromthisphysicalsuffering,istoogrosslymaterial, toonarrowinconception,toolacking inimagination,tobeofgreatuseto usinourdayoftrial.

Themanwhoholdsonlytothis narrowattitude,andwhoselifeis guidedbyit,thoughhecallhimself Christian,hasfailedtocomprehend Christ'slife,andthepurposeforwhich HetooktoHimselfourhumannature. Christlivedanddiedtosaveourimmortalsouls,notourephemeralbodies. OurfaithinHimshouldbe,notthat Hewillsavethebodybutthesoul fromhurt,HasHenottaughtusto fearthosewhocanhurtthesoul?theirpowertohurtthebodyisoflittleconsequenceinthelongrun.

Mpleasawholehaverealisedthat thiswarisawarindefenceofChristiannrinciples.Theyhavefaithin GodthatHewillpreservetheChristianWayofLife,andthatitistheir ownGod-givenmissiontooverthrow thoseforcesofevilwhichseektopolluteourworldandturnitintoahell onearth.Thatisthefaithofthe peopleasawhole:thatChristianity willprevail.Theyhavenoblytestifiedtothatfaith,andthatitisworth fightingfor,infacttheonlything worthfightingfor,bythewayin whichtheyworkedandsufferedand enduredallthatmodernscientificwarfarecanmakethemsufferandendure.

Letuseachandeveryoneofus proveworthyofourcountry'sideal: thefreedomofthesoulofman;and thisbyhavingthatwidertrustthat Godwillneverabandonoursoulsto theDevil,thatHewillgiveuseternal, gloriouslifewithHim,ifwewillbut staythecourseandhavecomparativelylittleconcernforwhatmenmay andcandotoourbodies.Letusby allmeanstakethenecessaryprecautionsforoursafety.Letusprayto GodthatHewillprotectusandtrust thatHewilldoso.But,ifevilshould befallus,letusstillcarryonbravely inthecalmandconfidentassurance thanaGodoflove,ofjustice,andof mercyhasoursoulsinHissafekeeping.

'Leavingthechurchweproceeded toOurLady'sTomb,whichisclose by.Thisisachamberwellbelowthe presentgroundlevel.Thereisjust roomtogetinthevault.Thesepulchreisenclosedinmarbleandthetop isusedasanaltar.Althoughthe actualvaultinwhichOurLady's sepulchreissituatedisverysmall, thereareotherchamberswhichare fairlyeqtensive,andherearelaidOur Lady'sfatherandmother,andalsoSt. Joseph.Therearemanyveryold paintingonthewalls.Idon'tsupposeallthemoneyintheworldwould buyevenoneofthem.Wevisited BethlehemandtouredtheChurchof theNativity.Herethechamber whereOurLordwasbornisalsodeep down.Enteringontherightisthe spotwhereHewasborn,andlower downontheleftistheplacewhere theylaidHim.Bothplacesarefitted asaltars.Alargesilverstarindicates theplacewhereHewasborn,andin thecentreisashallowcavityabout sixinchesacross,whereonecanplace piousobjectswhilstprayingthere.I hadasmallparcelcontainingaprayer bookandseveralrosaries,andyou maybesureIplacedthemthere,I havebeentwicetoJerusalem,andthe foregoingisaverybriefoutlineofthe firstvisit.ThesecondonecommentedonaFriday,thedaybeingchosen sothatIcoulddotheStationsofthe Cross.Thedistancefromtheold RomanBarrackstoCalvaryisnot great,andtakesinallabout40minutes.

TotraversetheroutewhichOurLord tookonthewaytoHisterribledeath: Thestreetsaredirtyandnarrow, steep,slipperyandevil-smelling.The finalstagesarewithintheChurchof theHolySepulchre,whereHewas strippedofHisgarmentsandnailed totheCross,whereHediedonthe Cross,wastakendown,andplacedin thesepulchre.Thereisanaltaron thespotwhereHewasnailedtothe Cross;anotherovertheholeinthe rockwheretheCrossstood:andthe HolySepulchreisatinychurchinitself.IreceivedHolyCommunion there,kneelingbytherockonwhich theangelsatwhoguardedthetomb.

THEwordlibertycreptintothe currencymanyyearsago.But theideaoflibertythroughthe worldhaschanged.ItwasaChristianconceptlongbeforethepolitician adoptedit.Libertyisperhapsthe greatestandmostastoundinggiftof Godinthenaturalorder,andwiththis gifttherearegraveresponsibilities.If Godcanaffordtogivemanthisliberty thenitisclearthatmanhimself,acting asanidividualorinacorporatecapacityofChurchorState,cannotview thecurtailingofothermen'slibertyin anylight-heartedspirit.Law,ofcourse, theremustbe,andlibertyisnot license.

Inpracticalaffairsbetweenthereligious,politicalandeconomiclibertyof theindividualandthereligious,politicalandeconomicclaimsofsociety therewillbeconstantstrife.Thereis nofixedlineofdemarcation.

Jefferson,intheDeclarationofAmericanIndependence,said:"Wehold thesetruthsasself-evident,thatall menareendowedbytheircreatorwith inalienablerights-thatamongthem arelife,libertyandthepursuitofhappiness."Butthenthereistheconnectionbetweenlibertyandreason, whichisofthefirstimportance.Leo XIIIcalledliberty"thehighestof naturalendowments,beingtheportion onlyofintellectualandrationalcreatures,"

Libertyislimitedbylaw-andwho istomakethelaw?

Itiseasytodeviseasetofrules which,ifobservedbythecommunity, wouldincreasethegeneralwelfarethatistheobvioustemptationofthe Dictator.Libertywouldstandinthe way.Thensomuchtheworseforliberty.

TheCommunistsandFascistshave fallentothistemptation.Ifliberty isforsalethedictatorcangivethe highestprice.

But,inadditiontothebribe,hehas argumentsfromtheerrorsofliberalism,whichrefusedtoacceptanystabilityintheobjectivetruthofrevealed religion.

Thedoctrine(intheChristianMessage)ofman'sfallandredemption,of theequalityofallmenbeforeGod,of theabilityandtheobligationtowin salvationand,consequently,ofthe sanctity,dignityandresponsibility,of theindividualpersonality,changedthe faceoftheworld.

The"rights"deduciblefromthese doctrinesshouldberecogniseduniversally,evenbythosewhoinwholeor inpart,denythedoctrinefromwhich theyarederived.

Wewillhavenoexcuseifwefailto understandhowdirectlytheserightsthesubstanceofourfreedom-depend uponthesincereacceptanceofChrist's teaching.Wheneverinthemodern worldthatteachinghasbeenrejected, freedomsoonerorlaterhasperished.

"Whatshallitprofitamantogain thewholeworldandsuffertheloss ofhisownsoul?""RenderuntoCaecarthethingswhichareCaesar's."

Itwasthedoctrineimplicitinthese sayingswhichconqueredtheEastern andWesternEmpires,anddetermined thecourseofsecularhistoryalmostto ourownday.

Theybroughtintheprincipleof secularauthoritysubjecttothemoral law-eachmanbelongingtotwoStates -aterrestialState,whoseendisthe commontemporalgood,andtheuniversalStateoftheChurch,whoseend iseternallife.

Evenifmankindhadnosoultosave, itwouldstillbetruethattheChristiancivilisationhadsavedhisbody. TheChristiansocietyistheonlyfree societythathaseverendured.Itis notaco-incidencebutaconsequence thatwhereverthebasicChristianinstitutionshavebeendestroyedthe powersandresponsibilitiesofGovernmenthavebeenincreased,sothatthey appropriatealltheresourcesofthe countrytomaintaintheirorganisation anddestroyalltherightsofpersonal. itytomaintaintheirauthority.

Sowhenwearetoldthatthenew movementswhichsupportorformthe revolutionareinthenaturaltrendof evolutionandthattheirideasrepresentthenormalandinevitableuevelopmentofanhistoriccivilisation,weare toldsomethingwhichisuntrue.These movementsmayaimatabettercivilisation,hutitisafundamentallydif-

ferentcivilisation.Itwillbebuilton theruinsoftheEuropeancivilisation asithasmaintaineditselffor2,000 years;onthedestructionoftheindependentChurchsovereignwithinthe sphereofmorality;andoftheeconomicallyindependentfamilysovereign withinthesphereofpolitics.

Itisaplainstatementtosaythat CatholicismcreatedEnglishliberty.

TheJury,theCommons,theCommonLaw,wereallofCatholicorigin andfullyestablishedinpurelyCatholic times.Juriesarenearlyasoldas Christendom;Parliamentscamefrom mediaevalSpain;agreatProtestant historianhassaid:"RomanecclesiasticswereresponsiblefortheGolden AgeoftheCommonLaw."Theylaid thefoundationsofthatfundamental conceptionthe'freeandlawfulman." Thatphraseshouldberemembered becausethemodernworldisdissolving inanarchyandtyrannybyforgetting it.

Christendomnotonlyestablished theLawtobetriedasafreeman,it establishedthe"CommonLands";laws againstusuryandmonopoly,under-

cuttingcommercialconspiracy;the guildsprotectingthesmalltrader-all ofwhichhavesincebeendestroyed.

TheProtestantworldconcentrated entirelyonthelibertyofopinion:it forgoteverythingelse,thelibertyof livelihood,thefreechoiceindaily affairs,thefreeman'sownershipofhis ownhouse,tools,andhisownbody andsoul.

ProfessorCollingwood(anon-Catholic)recentlywrote:"Therealground forthe'liberal'or'democratic'devotiontofreedomwasreligiousloveofa Godwhosetanabsolutevalueon everyhumanbeing.Freespeechand freeenquiryconcerningpoliticaland scientificquestions;freeconsentin issuesarisingoutofeconomicactivity; freeenjoymentoftheproducewonby aman'sownlabour--theoppositeofall tyrannyandoppression,exploitation androbbery-theseweretheideals basedontheinfinitedignityandworth ofthehumanindividual;andthis againwasbasedonthefactthatGod lovedthehumanindividualandChrist haddiedforhim."

AreYouaPractifal Catholic?

Manypeoplehavetheimpression thatifapersongoestochurchquite regularlyonSundaysandapproaches theSacramentsatleastonceortwice ayear,heisapracticalCatholic.However,theveryexpressiondemands more,i.e.,puttingCatholicdoctrine intopractice,inthechurch,inthe home,inbusiness,ineducation,in reading,andinshortineverythingthat entersintoourdailylife."Working atit"withpersistenceandself-denial isnecessarybeforeonecantrulystyle himselfapracticalCatholic.

Wearequitefamiliarwithso-called politicalplatformswhichtellwherea manstands,whileservingasguiding linesforhimself. Iamgoingtosuggesttoyousuchaplatformtomeasure andguideapracticalCatholic:

(

1)ApracticalCatholicwilllive withinhismeansandobservemoderationindressandappointments,allaccordingtohisstateoflife,sinceliving beyondone'smeansandexpensivelyis afruitfulsourceofmiseryandreligiousindifference.

(2)ApracticalCatholicwillavoid withcautionsuchtheatres,dancesand readingwhichmakeitdifficulttoremainpureinthoughtanddeed.

(3)ApracticalCatholicwillavoid allexcessineatinganddrinking,will becarefultosaygracedevoutlybeforeandaftermeals,beingmindfulof hisdebtofgratitudetoGod,

(4)ApracticalCatholicwillbezealousintheobservanceofthelawsof theChurchregardingfastsandabstinence,andwillnotmindaddingalittle voluntaryself-denialingratefulmemoryofthesupremesufferingsofhis LordandSaviourJesusChrist.

(5)ApracticalCatholicwilllove prayerandwillnotbeginorclosea daywithoutraisingagratefulandcontritehearttoGodinprayer.

(6)ApracticalCatholicwillfrequentlyapproachtheSacramentsof ConfessionandCommunionatleast onceamonth,thebettertoensure habitualpurityofconscienceandto providehimselfwiththemeanstosuccessfullywagethedailybattleoflife.

(7)ApracticalCatholicwillnotonly endeavourtoavoidscandal,buthe willseektomakeanexampleofhis homeinobservingthepracticesrecommendedbytheChurch,thuskeeping hisfamilycircleasfaraspossiblefrom thedangersthreateningtheirvirtue.

(8)ApracticalCatholicwilltryto belikeChristinhisdealingswithother menbypractisingthevirtuesofkindnessandcharityandactingaspeacemakerwhenoccasioncallsforit.

(9)ApracticalCatholic,realisingthe futilityandevensinfulnessofprofanityandsmuttyjokes,willbecareful toavoidthemandpersuadeothersto dothesame.

(10)ApracticalCatholic,understandingthesublimedignityofthe SacrificeoftheMass,willbeanxious toassistatitnotonlyonSundaysbut wheneverhecanconvenientlydoso, evenonweekdays.

(11)ApracticalCatholicwilltakea livelyinterestinthespreadingofGods kingdomandsowillbeanxioustohelp allhisparishsodalitiesandalsogive attentionandhelptotheForeignMissions.

Doyoufallshortofthisstandard? Whynotmakeaworthwhileattempt toimproveyourselfandbecomeinfact areallypracticalCatholic?

Areyouyoungandyourlifebefore you?ToyouespeciallywouldIappeal.Youareonthethresholdofa newworld,ofgreatchanges.Who knowswhatthefuturemaybring-the worldwillberebuiltbythosewhoare strongenoughtoliveandpropagate theirideals.Whynotenlistinthis armyofloyalfollowersofChristand ofthePoorManofAssisi?Makehis idealsyours,stiffenyourselvesby practicalself-denialandtheleadingof afulllife.Youareyoungbutoncewillyoudrinkthecupofyouth'spleasuretothefull,sparingonlythehusks oflifeforHimwhogaveHislife's bloodtothelastdroporyou?Givea littleofthefulnessofyouryouthto theserviceofGodandyouwillreceive inreturnajoyandhappinessbeyond compare.

AFACTofAustralianlifeto-day thatisregardedwithagood dealofeasy-goingtoleranceis thespreadofintemperance.Thetoleranceshowntothisevilisstupid, becausewehavesomuchbitterevidenceinthepastthatshouldwarn usthatalcoholismisnotaproposition tobetakenlightly.

YettheplagueofintemperanceinsidiouslyspreadsthroughoutAustralia to-dayweakeningmen,andtwisting youthfromanormaljoyousnesstoa pervertedattitudetowardslife.

Everymovetowardssocialreconstructiontendstobefrustratedbythe typeofAustralianmanwhoturnshis backuponthefactsofsocialinjustice inordertoenjoytheallurements,such astheyare,ofthepublichouse. Enoughtimeandmoneyisspentat hotelbarsthatcould,ifdivertedto socialreconstruction,makeAustralia alandofrealsocialjustice.Comparedtothemightyliquortraffic,theinstitutionsandactivitiesconcernedwith socialjusticearefeeble,inadequate anddesperatelyhard-up.

Intheworstyearofthedepression thefundsavailablefortheSt.Vincent dePaulSociety,forAustralia,wasless than£40,000. Lastyear£32,000,000 waspourpd thecoffersofthe liquortraffic.

Thelavishexpenditureonalcoholic beveragesisirrational,especiallywhen itcomesoutofthepocketsofwageearners,whoareobviouslyhampered forfundswhenitcomestotakingactiontodefendtheirsocialrights.

ThedrinkhabitamongAustralian menmakesthemapatheticconcern socialinjustice,andunconsciously theytherebybecomethemosteffectivealliesofthosewhoexploitlabour. Oncedrinkgetsaholdofamanheis asocialdefeatistandceasestooppose injustice.Becauseofthisitisamistaketotakethespreadofintemperancelightly.Itisnotsomethingina water-tightcompartment,becausethe manwhosquandershismoneyon drinkispartofsocietyandotherssufferbecauseofhisweakness.

Inourdaysthedrinkhabitisgettingaholdonasectionoftheyoung women,largelybecausedrinkisavailableatdancesandothersocialgatherings.WhenCatholicArchbishops someyearsagobanneddrinkfromCatholicdances,theywereadoptinga policythatshouldbeappliedtoevery dancehallinAustralia.Itisagood thingthattheyoungpeopleshould havedancesandothersocialgathering's,butyouthcangetplentyoffun outoflifewithoutseekingartificial stimulants.Expressedandapplied oppositiontodrinkatdanceswould gofartogettingridofthiscrazewhich islargelyimitative.

Everyone,fromthedeviltothedirectorsoftheComintern,realisethe value'Dfmeetingplaceswheremen cangettogetherandfraternise,ofmeetingplacesfortheyoungpeoplewhere theycanhavemusic,dancing,and laughter.

ItisafeatureofAustralianlifethat therearesofewopportunitiesformen tomeetsocially.

Theurbanworkerhasnowheretogo except-tothepub.Thebush-worker,themanfromstationsandfarms, havenomeetingplaceinthenearest town-but-thepub.Inoddspotsin Australia,suchasthecoal-miningareas nearNewcastle.therearemen'sclubs, butelsewhereitisusuallythepub,or nothing.

Theestablishmentofclubsorpeople'shousesisasocialneed,butuntil theycanbeactualiseditlooksas thoughthepubwillholditsowneven ifitkeepsonreducingqualityandincreasingprices.

Thestrongsuitoftheliquourtrafficisitpossessionofwhatisusually theonlymeetingplaceavailablefor men.Trotskyoncesaidthatthe worldcouldbeconqueredforCommunismbythecombinationof:(1)Associaion,(2)Fraternity,and(3)SkilledLeadership.Theliquortrade,by exploitingtheneedforassociationand fraternity,isasshrewdasTrotsky,and getsawaywithit.Andthespreadof CommunisminAustraliaislargely'due tothecreationoffriendlyassociation amongthedisinheritedandthosewho hungerforsocialjustice.

ConditionsinAustraliato-dayare notasbadasthoseofEnglandand Irelandofthenineteenthcentury,but wecertainlyareheadingfordisasterif theexistingtrendtointemperancecontinues,Theexpenditureoff32,000,000 ayearonalcoholicdrinksisabigbill inacountrythathasanarmyofunemployedandmuchmalnutrition

ThereisplentofmoneyinAu.,traliatobuildclubsandprovidcthe youthwithfacilitiesforrecreation,but somuchispouredintothecoffersof theliquortradethatthecommunity mustcontinuetogowithoutnecessities. Inagrubbylittlebookpickedupat asecond-handbookstallthereisa quotationfromPopeLeoXIIIthatis applicabletotheneedforactionin Australiaconcerningintemperance.

ThePopesays:

"Itisbettertodowhatlittlegood canbedone,ratherthantoleratewhat

isverybad.TheCatholicsshould producetheirCrosstodogood,and flourishittocreateparties.TheCatholics,unfortunately,havenotthe senseofassociationsufficientlydevelopedforsocialworks.Theyought toformgroupstoworkuptheLabour Question,infanteducation,thewelfareoftheworkingman."

ThePope'swordsarepertinentto theneedinAustraliaforthegrouping ofthoseCatholicswhoareabletoadvancethecauseoftemperance.In otherdaystherewastheLeagueof theCross;perhapsitcouldbebrought tolifeagain.Anythingwouldbe betterthanthepresenttendencytoretreatbeforethespreadofintemperance,andkeeponretreating.

DeplorableHousing Conditions

SOLDIERS'DEPENDANTS' APPEAL.

TheHon.Secretary(Mr.F.D. Mather)reportsthattheExecutiveof theorganisationhasbeendeeplyconcernedwiththeplightofanumberof familieswhoareresidinginhomesthat havebeenfoundtobetotallyunfit forhabitationandbadlyinneedof repairsandrenovations.Thefund's inspectorrecentlycalledonafamily consistingofamotherandfourchildrenwhowereresidinginasmall housecontainingtworoomsandakitchen,whichwereriddledwithwhite antsandhadtheflooringboardsbreakingaway.ThemembersoftheHomes Committeeadvisedthiswomantoendeavourtoobtainamoresuitableaccommodation,andinresponsetotheir requestshehaswrittenthefollowing letter:-

"InanswertoyourletterconcerningtheconditionofthehousethatI amrenting,Idon'tthinkitwouldbe worthwhilehavinganyrepairsdone toit,asitisfullofwhiteantsandthe floorboardsareeatenaway.Ihave triedhardtogetanotherhouse,butas soonasIsaythatmyhusbandisa memberoftheA.I.F.theymakesome excuseandtellmetocomebacklater, andwhenIgobacktheytellmethat theownerhasgotatenantforthe placehimself.Iwouldliketoget anotherplacebynextmonth,asIexpecttobeconfinedandIwanttohave anurseinattendance,butthereisno convenienceshereatall.Ipay13/6 perweekrent."

InordertohelpfamiliesinsuchcircumstancestheHomesCommitteeproposestograntfinancialassistanceinrespectto:

1.Improvementofthebuildingand itssurroundingstoprotectthe-general healthoftheoccupants.

2.Addingtoitscomfortandconveniencetoalimitedextent. Thisassistanceshallbeoperatedin twodistinctaspects:

1.Wherethedependantorhusband istheowner,partowner,orpurchaser oftheresidence.

2.Wherethedependantisthetenant only. Thisassistanceshallincludeadditionalaccommodationonlywhennecessaryforthehealthofthedependant andherfamily,andtopreserveasfar asisreasonablypossiblethevalueof theasset. InthecaseofNo.2,nofinancialis sistanoeshallberendered,butth! committeewillinspectandreporto theconditionsandendeavourthrough thelocalauthoritiesandothermeans togetessentialimprovementscarried out.

Itistobehopedthatthisadditional hel,,willenablethedependantsofour fightingforcetoliveinamuchmore comfortableconditionthanhashithertobeenthecase.

ButIamundone.Ihavebeendeceived,andsohastheentireCatholic worldforaperiodapproaching1,600 years.YouhavenotbeenworshippingtheMotherofGodatall,butthe Babyloniangoddess,Ishtar.

HowthiscameaboutIdiscoveredat anexpositionofcertainchaptersof theBookofRevelationbytheRev,C. Urquhart,BA.,onSundaylast,which wasadvertisedinthemorningpress underthealluringcaptions:"Mystery Babylonthegreat.Climaxand doomofRomishChurch."

ItappearsthatwhenBabylonperished,theofficeandjurisdictionofthe Babylonianhighpriesthood(knownas "theSupremePontiff")passedintothe handsoftheRomanEmperors.These powerstheycherisheduntilGratian (AD.378)becameaChristian.He (thinkingtheBabylonianabominationsill-befittingtohisnewreligion) handedthemovertoPopeDamasus (whohadnosuchscruples).The Popethereuponbegantorevivethe Babylonianabominations.Oneof thesewastherevivaloftheworshipof thegoddess,Ishtar.Thisladycould easilybeidentifiedwithOurLady,becauseshewassaidtohavehadblue eyesandgoldenhair.AllRomishrepresentationsoftheVirginhadsimilar features,whereastheJewishMotherof Christwasunlikelytohavehadeither. ThereforeRomeworshipsIshtar. Again,theCatholicobservanceof Christmaswasobviouslymerelyacele-

brationofthepaganfestivalofthesungod,becausenoshepherdwouldbe stupidenoughtobewatchingoverhis flocksinthewinter.Thereforethe Nativitycouldnothavetakenplacein December.

LikewisethefortydaysofLentand theFeastofEasterwerelinkedup withthefestivalinhonourofIshtar, Presbyterians("God'speople")celebratedtheResurrectioneveryLord's Dayandnotjustonceayear.SimilarlytheSignoftheCrosswasassociatedwiththeritualoftheBabyloniangod,Tor.

Allthismadefortheunescapable conclusionthatRomanismwasthe "mysteryBabylonthegreat"ofRevelation.

Mr.Urquhartwasnot,however,preparedtogothewholedistanceand mosniummouniimututHimmulniolosnemmuluems

describeCatholicismas"themotherof fornication,"nordidhethinkshecould besaidtobe"drunkwiththeblood' ofallthesaintsandmartyrs,though shehadbeenagreatmurderer.He wascareful,also,toimpressonhis hearerstheirrighttoprivateinterpretionoftheScriptures.Theyneed notaccepthiswordasthePope'she warnedthem.

ForallMr.Urquhart'sexegesis,I mustconfessthatIfoundhisexplanationsmoreapocalypticthantheApocalypseitself.Whenheidentified BabylonanditsriteswithRome,one wouldratherexpecthimtobestruck bythefactthatnoCatholichasever awakenedtothehoax.I,forone, thoughtallthatchildishstuffhaddied withrationalism.

However,thesituationwasmadeall themoreironicinthattheclergyman's audiencewereinvitedtojoinina hymnwhichwent:

"OpenmyeyesthatImaysee Openmyeyes,illumineme, Spiritdivine."

Itseemedtomeallforforbest,perhaps,thatthatprayerwasnotspontaneouslyansweredatthatparticular moment.Althoughitisadepressing spectacletowitnessthefatuitiesinto which"privateinterpretation'has plungedhundredsofsincere,wellmeaningchurch-goers.

InpreparationfortheFeastofPentecost,anovenatotheHoly Spiritwillcommenceto-morrowinallthechurchesoftheArchdiocese.ThispracticewasmadeobligatorythroughouttheCommonwealthbyadecreeoftheFourthPlenaryCouncilheldin Sydneyin1937.ItwilladdgreatlytothesolemnityoftheFeast andwillimpressuponthefaithfulthattheFeastofPentecostisa holydayoftremendousimporttotheCatholicChurch.Forthe descentoftheHolyGhostupontheApostlesmeansinfinitelymore thanamerecuriousspiritualphenomenon.Catholicsareaptto forgetitsrealsignificanceandtoregardthewonderofPentecost merelyinthelightofthegiftsofwisdomandprophecywhichwere bestowedupontheApostlesonthatoccasion.Actuallythesewere ofleastmoment;theyconstitutedthecharismata,thosepreternaturalaidswhichGodlenttotheinfancyoftheChurch,and whichweretakenawayinitsmaturity.Theirrealsignificance wastheirillustrativeforceofthepowerandbeneficenceofthe SpiritofGodwhenHefirstcametoabideforalltimewithHis mysticalSpouse,theCatholicChurch.

ItiscommonlysaidthattheBlessedEucharistwasthepartingGiftofOurLordJesusChristtothesonsofmen.Notlessa legacysurelywasthepromiseoftheParaclete.Hiscomingwas theuppermostthoughtinthemindofChristinthediscourseafter theLastSupper.AndwhenonOlivet,Hisdiscipleswereabout toseeHisvisiblepresenceforthelasttime,Heconsoledthemby thepromise"YoushallreceivethePoweroftheHolyGhostcominguponyou."ItmightbesaidthatatthetimeoftheAscension, Peter'sBarque-theChurch-wasfinishedtothelastdetail,completelyriggedandwithafullcrew.Yetitdriftedlanguidlyby theshoreuntilPentecostmorning,whentheHolySpiritbillowed itssailsandgavetoitthattremendousimpetuswhichwastoset itscuddingacrosstheseasofthewholeearth.Itscrewwasanimatedbyanewandindomitableenergyandenterprisewhich wouldfadeoutneitherfromthemnorfromtheirsuccessors.

FewCatholicsrealise,evenpartially,theastonishingpart whichtheHolyGhostplaysinthecorporatelifeoftheChurchand inthesanctificationofitsindividualmembers.Actuallyallthree PersonsoftheBlessedTrinityareengaged,butforourbetter understandingoftheactivityofGod,specialfunctionsareassigned toeachPerson.TotheFather,theworkofCreation,RedemptiontotheSon,andtotheHolyGhost,theworkorSanctification. MotherM.Stanislauswasbornin Victoriaandspent38yearsinreligion. Herfaithwasstrongbuthercharity ofwordanddeedwastheoutstanding characteristicofhermagnificent,noble soul.

WeareapttoforgetthatFaithcannotstandalone;itmustbesupportedbythestrongpillarofCharity,for wehavethewordsofSt.Paul,"Asthe bodywithoutthespiritisdead,so alsoFaithwithoutgoodworksisdead."

"Inordertoencouragedevotionto theSacredHeart,adayofAdontion, endingwithHolyHourintheevening, isheldontheThursdaybeforethe firstFridayofeachmonth.Alotof workisputintothisandwehavealwayshadverygoodresults.OneparticularFirstFridaytherewereten timesthenumberofpeopleatMass andCommunionascomparedwithany otherday.Thesamethingwasarrangedforthedayofprayerforpeace. "Soonwehopetohaveallthehomes consecratedtotheSacredHeart.Quite afewhavealreadybeenvisitedby membersforthispurpose.

"Wealsointendultimatelyto holdaRetreatfortheboysofthe parish.Theyhavealreadybeenvisitedandasufficientnumberhavepromisedtocome.

Legion.Itsgreatestsuccessisinthe principalfieldofallpriestlyapostolate -theparish-andsolongasthedirectionsinthehandbookarescrupulously adheredto,itsfoundationanywhere cannotbutbeasuccessandablessing.

ThedevotionsbeganwiththeadmissionbytheRev.SpiritualDirector, Rev.FatherConway,0.M.I.,ofalarge numberofaspirantstoMary'sSodality. Thecustomarydevotionalexercisesfollowed,andthenFatherConwaydeliveredtheoccasionalsermon.

"Hehadtakenforhistextthevery solemnwordsofOurDivineLordas HewasdyingontheCross,bywhich HeformallygaveMarytotheworld asitsMother,andmankindtoMary asherchildren.Thesewordswere appropriatetohispurposethatnight, whichwastoplacebeforethemMary astheirMother,withallitsimplica- tions-herloveforthem,herinterest intheirsalvation,herpowertohelp, herwilltosave,andontheirpart, thedutiesandobligationsastrue children-obedience,love,trust,imitationandhonour.Theomnipotenceof prayerisagreatreality,forChrist Himselfmadethegraciouspromise: "Askandyoushallreceive,seekand youshallfind,knockanditshallbe openeduntoyou."Howcomesit thenthatanyprayerisunanswered? St.Jamesgivesthereason:'Youask andyoureceivenot,foryourask amiss.'Theyfailintheirprayersonly forwantoftherightdispositions. ThesewereneverabsentwithMary,so inconformitywithHissolemnpromisesthewishesofChrist's'Motherbecamecommands,andprovidedthe clientsofMaryco-operate,werealways answeredbyGod. "Thosewhotookadelightinchildhood'sdaysingatheringflowersin Maytodecoratethelittleshrinesof theMadonnaintheoldhome,will haveallthetendermemoriesofchildhoodawakenedbythatnight'shallowedcommemoration.Whatapity ifwecannotoffertoMarytheinnocent heartsofchildhood,butearth-stained thoughtheybe,theyshallfeelasthey kneelbeforeheraltarsometremorof thegladnessofchildren'shearts.

AndwellMaryhasrepaidthatdevotion,foritcanbesaidwithoutexaggerationthattoherweowethepreservationofourFaith.Inthestormy yearsofpersecutionintheOldLand, whenbishopsandpriestswerehanged orexiled,andtheMasswasforbidden underpainofdeath,itwasMary's RosarythatkepttheFaith,thatkept aglowthatemberofanation'shope.

"'Twerewelltorememberthatifwe havethegreathappinessofbeingregeneratedinthewatersofBaptism andofsobecomingchildrenofGod,if intheEucharistafoodisgivenus whichstrengthensus,andlikethe ProphetEliasofold,enablesustocontinuejoyfullyonalaboriouspilgrimagealonglife'sruggedroad,ifwefind intheSacramentofPenancearefuge, allthesebenefits,afterGod,weowe toourHeavenlyQueen.

ThemonthlymeetingofFranciscan TertiariestookplaceonMay6,andin spiteofverystormyweatherwaswell attended.Severalnewmemberswere receivedbytheSpiritualDirector, Rev.FatherMcBride.Inhisdiscourse afterwards,FatherMcBridesaidthat Tertiariesshoulddomoretointerest peopleintheirOrder,anddotheirutmosttobringinothers,becausethe rulesoftheThirdOrderifcarefully followedcoulddoverymuchtomitigatethetroublesofthisterriblytroubledworld.

Wewouldliketoaddthatthegreat PopeLeoXIIIwishedallCatholicsto jointhisOrder.ThelateHolyFather, PiusXI,whenaddressingTertiarypilgrimsattheVatican,said:'Iam proudtocallyoumybrothers,sinceI havebeenaFranciscanTertiarysince theageof17."PiusXIIisalsoa member,whilemanyillustriousPopes, cardinals,kings,queens,discoverers, artists,menofscience,poetsofrenown,musicians,haveswelledthe ranksinmanycountries.

TheparishofSt.Brigid'ssuffered areallossinthepassingofthelate Mrs.AliceMaryMcCarthy,whichtook placeatherresidenceonThursday, March20,1941.BorninDublin,the deceasedlady,withherhusband,came toAustraliamanyyearsago.During herlonglifeintheWest,Mrs.McCarthyshowedherselftobepossessedof greatqualitiesofheartandmind.Of abright,cheerfuldisposition,afund ofshrewdcommonsense,greatandpatientcourage,shewasthevalued friendofmany.Butthegreatestpower ofherlifewasthatofazealousunflaggingpiety;itwasthisvirtuewhich madehergentleanduncomplaining throughlongyearsofpainandsuffering.Mrs.McCarthyneversoughtthe limelightortheapplauseofmen,hers wasahiddenservicetotheparish,a serviceofprayerandpainvaliantlyofferedtoGodforothers.Sheissadly missedbyhermourningfamilyofthree sonsandthreedaughters.Requiem MasswasofferedbyRev.FatherValentineonthedayofburial.R.I.P.

Theparishhallwasfilledto.overflowingonthenightofFriday,May9, whentheresidentsofHighgateParish, bothpastandpresent,mettoenjoy the"BacktoHighgate"night.This wasthefirstsocialoftheyearofthe Parents'andFriends'Association,and wasanoutstandingsuccessinevery way. Thefirstpartoftheeveningwasdevotedtoaconcert,andthiswasopenedbyabagpipesolobyMr,D.Bogue. Anaddressofwelcomewasthenread byMasterB.Ryan,whoseclearvoice andcarefulenunciationenabledeveryoneinthehalltohearthegreeting givenbythepresentpupilsofthe PrimarySchooltothosewholongago hadlearnttheirlessonsinthesame school,fromthesameteachers.

Theprogrammewasalongone,but everyitemwasgood.Thecommittee werefortunateinsecuringtheservices ofMr.JohnSullivanandMr.Fred Moore.Boththesegentlemen,inspite ofotherengagements,managedto comealongandhelp;whileMr.Cyril Dudleybroughtalonghis"doll"and gavetheaudiencesomegoodfun.Mr. andMissBuggy,Mrs.Wakefield,Mrs. DobsonandMissBernetwerealso amongtheartists.MissBernet'sviolin solosweremuchappreciated.Past andpresentpupilswerewellrepresentedbytheL.C.Y.Quartette(whose popularnumbersgaveagoodexcuse forcommunitysinging),MissEsler's Irishdancers,theMissesHoulahanand O'Halloran,childrenfromthePrimary School,andMissI.O'Dwyer.Mr.R. Theconcertwasbroughttoaclose byashortspeechbyVeryRev.Father Wallace,Adm.,inwhichheexpressed hispleasureatseeingsomanyfamiliar facesintheaudience,anddiscovering manyone-timeparishioners.Father Wallacethentouchedbrieflyonthe workdonebytheAssociationduring itsfirstyear,andcongratulatedthe membersontheirefforts.Hethen calleduponMr.Boswell,astheoldest maleparishionerpresent,andthelattermadeashortaddress, Later,theanniversarycake,which hadbeenmadeanddonatedbya memberoftheAssociation,wasplaced onatableonthestage.Thistable deservesspecialmention,foritwas100 yearsoldandhadbeenkindlylent byMissMargeryWyndham.Thecake wascutbytwooftheoldestparishionerspresent,MesdamesMcGradeand BoswellanddistributedbyMrs.Morris.Onthestage,too,weresixof theoldestladyparishioners. Thecommitteedesiretotendertheir mostgratefulthankstoallthosewho helpedtomakethiseveningthesuccessitundoubtedlywas.Inparticular,toMrs.Slattery,forobtainingartistsanddecoratingthehall;toMiss M.Wyndham,whoactedasaccompanist,andtoMrs.HughesandMissE. Whenthisequalityof rightshasbeendestroyed,attacked,or threatened,orderdemandsthatreparationshallbemade," ItseemsthatthePopeisnotmaKinganyclaimforabsoluteequality, butonlyforthatmeasureofbasic equalitythatisessentialtoeverystate ifitistocarryoutthepurposewhich ithasincommonwitheveryother.The identityofpurposecertainlyendows allstates,regardlessoftheirsizeor theirimportance,withthesameessentialrights-butitdoesnotinanyway conferabsoluteactualequalityoftreatmentineverysituationbecause,asis patentlyobvious,societiesdifferwidelyinfeatureandcharacter.Some stateshavebenefittedfromearlierdevelopment,havereachedahighermaterialandculturallevelthanothers, somehavebeenmoreprolificinindividualswhohavedisplayedgreatcapacities;and,becausesomestateshave beenendowedwithalargermeasureof insightandknowledge,theirresponsibilitiestowardstherestofhuman society,andthereforeincertaincircumstancestheirrightalso,mustbe coutheugreaterthanthoseofothers; forrightsanddutiesareinextricably boundtogether.

Butneverthelesstherearecertain rightswhicharesharedbyall,and whichallderivefromthosetwoinalienablerightsofstateslaiddownbythe Pope-therighttolifeandindependence.Everystatethatiswellgovernedandstrongenoughtomaintain withinitsterritorysufficientpeaceand ordertoenableitsmemberstoreach ameasureofthegoodofhumanlife, andwhichisalsocapableoffulfilling internationalobligations,hasaright tolifeandcontinuedexistencebecauseitfulfilsthepurposeofitsexistenceandisdoingnothingtohinder otherstatesfromfulfillingtheirs.

Thesecondcommonrightisimplicit inthefirst-forifeverystatehasa righttoexistenceandindependenceit necessarilyhastherightofself-preservationanddefence.Inaperfectly orderedsocietytherightofamemberstatetolifeandlibertyshouldbe securebymoralforcealone;butwhen thisisnotthecase,itbecomesthe rightofeverystatetodoallinits powerbyclliances,policeforceandarmamentstosafeguarditself-provided againthatittakesnostepswhichwill limitorendangerthelifeandliberty ofotherstates.

Ifthepurposeofastateistopromotethecommongoodofitsmembers theneverystatehastherighttouse itsownterritoryinthewaybestcalculatedtoprocurethatend,andso longasitdoesnotexercisethisright inawaywhichimpoverishesothers thentherightofnootherstatecan beexercisedagainstit.Inthesame way,anystatehastherightofruling itsmembers,definingtheirdutiesand privilegesanddirectingtheirworkstowardsthecommongood;inother wordseverystatehastherightof Sovereignty,butnotasovereignty thatisabsolute.Finally,ifthetrue functionofthestateis,aswebelieve, topromotethematerialandspiritual prosperityofthepeopleunderitscare, theneverystatehasequallytheright topursuethistaskunhindered,touse tothebestadvantageallitsresources.

Andthisrightisnotconditionedby thepowerorthesizeofthestate,but onlybytherespectduetotherights ofotherstates.

Everystatehasanequaldutyof providingconditionsconducivetothe attainmentofthefullgoodofhuman lifeforallitsmembers,andtherefore therighttothelibertywhichshall makethispossible;butthisdutyalso demandsarecognitionoftheinterdependenceofstates,becausethefull goodofthehumanracecanonlybe achievedbysharingresources.For thisreasoneachstatehasthedutyto itselfandotherstobecomeamember ofahighersociety,theinternational society.Forattimestherewillbea highergoodthanthatoftheindivi-

dualstate,andtherightofthewhole familywillstandandshouldprevail againsttherightofapart.Nostate rights,then,areabsolute;theymust alwaysbequalifiedbyconsiderationof theinterdependenceoftheunitsofthe internationalsociety,mustalwaysbe subordinatetothecommonwelfare.

Wehaveseenthatthoughevery stateenjoysequalityofessential rights,thisdoesnotinanywaydeny thenecessityofunequaltreatment undercertainconditions.Thisadmissionimmediatelyopensthewayto graveabusebyunscrupulousambitiouspowersanxioustodiscoverexcusesforenlargingtheirpossessions;

Roughlyspeakingtherearethree conditionsinwhichunequaltreatment wouldseemtobejustified-whena statebecomesincapableofescapingby itspwnmeansfromdifficultiesoris tooweaktoorderitsaffairssatisfactorily.Thenhelp,intervention,inits affairsbyothersmaybejustified. Againifastatecannotorwillnotfulfilinternationalobligationsorcannot protectforeigners,thenagainunequal treatment,intervention,isindicated. Again,therightofanationtoorderits lifeinitsownwaymaybesacrificedif, movedbyambition,itthreatensthe safetyofitsneighboursandthepeace oftheworld.Inallthesecasesitis clearthatunbridledlibertyandblind adherencetotheprincipleofequality wouldbefataltosocialorder.Such necessaryinequalityofactualtreatmentarisesfromtheinescapableinterdependenceofstates.

GodtheCreatorsharedoutthe richesoftheworldbetweenvarious partsandpeoplesforeachtodevelop itsspecialfunctioninlife,butevenso theyweregivenforalltouseandprofitby,andthisdivineplancannotbe ignoredinthepursuitofarigidtheory ofequality.Thisplanisdistorted whenbackwardnationsfailtodevelop theresourceswhichhavebeenentrustedtothem;thisinabilityorfailuretodischargeresponsibilitiesmay leadtoaloss,atleasttemporary,of righttoequalityintheworldsociety. Colonisationinthiscaseisjustified,so longasthecolonisingpowerrealises thatitholdsitsexternalrightsintrust forthecolony,holdsthemasaresult ofitsdutytoeducatethebackward nationuntilitreachestheclaimto equalityofrightswithotherstates.

Itisoftensaidthatthoughall states,smallandgreat,mayhave equalessentialrights,yettheveryfact ofasmallweakstateisamenaceto worldsecuritybecauseitprovidesa stimulustotheambitionofgreatpowers.Buttheexistenceofsuchstates whicharenottemptedtorelyupon might,butmust,rather,upholdthe causeofrightinallinternationaldifficulties,isaninvaluablereminderof justiceandmorality.Andthough theymayneedtoaugmenttheirpowersofdefencebyalliancetheyarefar morelikelytoworkenergeticallyfor theestablishmentandmaintenanceof aninternationalorganisationthatwill freethemfromdependanceuponcapriceofgreaterneighbours.Thus, thoughsmall,theyplayanimportant partininternationalaffairs,andso justifyastrongclaimtoequalrights.

Thefactthatgreatstatesandsmall alikehadacertainbasicequalityof rights,thoughdifferinginextentin proportiontotheirresponsibilities,was recognisedbytheLeague.InArticle IoftheCovenantitwaslaiddown thatallstates,greatandsmall,share therighttobeadmittedtotheLeague,providedthattheyarefullyselfgoverningandcouldgiveeffective guarantees.IntheAssemblyofthe League,allstatesgreatandsmallare consideredasequal,allareentitledto onevoteandthreedelegates,although thegreaterpowershavearightto manysubstitutedelegatesonaccount ofthelargervolumeofworkwhich fallstoalargerstate.

OntheCounciloftheLeaguethe greatpowerswereinthemajoritybecauseitwasconsideredthattheyhad thechiefresponsibilityforpreserving worldpeaceandalsohadtheresources necessarytomaintainit.Thegreat powerswerethepermanentmembers oftheCouncil;besidesthesethere werenon-permanentmemberschosen fromthesmallerpowersandsemi-permanentmemberschosenfromwhatevernationswerethoughttomerit

sucharight.Thisarrangementpoints toaverylivelyperceptionoftheinequalityofresponsibilitiesandtothe impossibilityofgivingabsoluteequalityofrightstoallnations;thoughthe factthatintheAssemblyallnations hadanequalvoiceshowedthatthe organisersoftheLeaguerecognisedthe existenceofacommonbasisofessentialrightsequallyheldbyall.

Sizeofterritoryandpopulationare notenough;thenationmusthavea governmentcapableofcarryingout equaldutiesbeforeequalitiesofright obtains.ForexampleChinawasrefusedaplaceontheCouncilin1928; itwasthoughtthathergovernment was,atthattime,neitherstableenough norstrongenoughtopreserveasufficientmeasureofinternalpeaceand ordertoplayavaluablepartininternationalaffairsandfulfilinternational obligations.

Althoughstatesallhaveequal rightsastoorder,peaceandjustice withintheirownborders,theclaimis notabsolutebynature,butproportionedtothemeasureofprotection andassistancewhichtheygivetotheir subjects,andthemeasureoftheirresponsibilityinthesocietyofstates."TheChristianDemocrat."

Probablynootherscientificspeculationshavereceivedsuchpublicityas thosedealingwiththeoriginofman. Certainlynoothershavebeensomisrepresentedbywritersofpopularscience,andevensomewould-bescientists.Theoriesandassumptionshave beenputforwarddogmaticallyasestablishedfacts;non-existentevidence hasbeeninvented.

Scientificmenasawholeareinfavouroftheprincipleofcontinuity,and thisattitudehasledmanyofthemto assume,atleastasaworkinghypotheses,thatmanhasevolvedfrom non-humanancestors.

Theargumentsproposedinsupport ofthehypothesisfallroughlyinto threegroups:

1.TheZoological.2.ThePalaeontological.3.Psychological

1.Thefirstandmostobviousargumentisbasedonthesimilarityin bodilystucturebetweenmenandcertainanimals,calledingeneralanthropoid.Thattherearepointsof similaritynoonewilldeny;butfor manytheseverypointsofsimilarity onlyhelptoaccentuatethegreatdifferenceswhichexistbetweenthem.

Acloseexaminationofthephysical structureot.atiesandmanhasshown thatifthereisanyrelationshipatall, itmustbetracedtoaveryfardistant ancestor.

2.Forawhilethehypothesisseemedtofindsupportonasupposedblood relationshipbetweenapesandman, basedonthebloodreactiontest.This argumenthaslostgroundsincefurther experimentsonthesamelinesseemto pointtotheoppositeconclusion.

3.Theembryologicalargumentis basedontheapparentdevelopmentof theembryothroughstageswhichseem tocorrespondtothedifferentstages intheevolutionarydevelopmentofits ancestors.

Muchimportanceisattachedtothe presenceatacertainstageofgillslits(mentionedonpage25byMr. Wells).Thesecorrespondpresumably tothefishypartofourevolution.

Wasmannpointedoutasearlyas 1909thattheyweremerely"pharyngealarchesandclefts:'Thereisan interestingstoryconnectedwiththis argument.

Dr.AnolaBrassaccusedHaeckelof havingdeliberatelyfalsifiedmanydiagramsinhiswork,"DasMenschenProblem(1907).

TothisHaeckelrepliedinthe'MunchaenAllgemeineZeitung,"January, 1909:"Toputanendtothisunsavoury disputeIbeganatoncewiththecontriteconfessionthatasmallnumberof myembryodiagramsarereallyforgeriesinDr.Brass'ssense-those, namely,forwhichtheobservedmaterialissoincompleteorinsufficientasto compelAs tofillinandreconstructthmissinglinksbyhypothesis andcomparativesynthesis Ishould feelutterlycondemnedandannihilated bytheadmissionwereitnotthathundredsofthebestobserversandmost reputablebiologistslieunderthesame charge.Thegreatmajorityofall morphological,anatomical,histological, andembryologicaldiagrams are nottruetonature,butaremoreor lessdoctored,schematisedandreconstructed."

4.Thepresenceofrudimentaryorgansisconsideredstrongevidenceof descentfromancestorsinwhichthey hadause.Thisdoesnotprove, however,thattheseancestorswerenot men.

ThePalaeologicalArgument.

Itisdifficulttostatethepalaeologicalargumentinafewwords,butit runssomethinglikethis:Wemay safelyassumethatwerethegeological recordcompleteweshouldfindachain offossilsconnectingmanwithanearly sub-humanancestor,andwearejustifiedinmakingthisassumptionbythe isolatedlinksinthechainwhichhave alreadybeendiscovered.

Nowletusexaminethesesupposed links.ExhibitAisthe"walkingapeman,""pithecanthropuserectus,"age about500,000years.Chestertonwrites ofhiminthisamusingfashion:"He (theprofessor)foundinJavaapartof askull,seemingbyitscontourtobe smallerthanthehuman.Somewhere nearithefoundanuprightthighbone,andinthesamescatteredfashionsometeeththatwerenothuman. Iftheyallformpartofonecreature, whichisdoubtful,ourconceptionof thecreaturewouldbealmostequally doubtful.Buttheeffectonpopular scienceswastoproduceacompleteand

attempttograppleoncemorewiththis centralproblem.AndIamfortified bytheknowledgethatafewinfluentialcontemporaryphilosophersadhere totheanimisticconceptionofhuman personality,oratleastregardthepsycho-physicalquestionasstillopen" Thatwasin1911.
