Would the Church Progess Under Fascism? Father Owen Dudley Discusses the Problem This declaration was made in the Ca. thedral Hall, Cardiff, by Father Owen F. Dudley, of the Catholic Missionary Society, when hc delivered an address on "The Menace of Communism," recently. "What is being done, either to stem the tide of revolt. or to remove the injustices?" asked Dudley. Father 'Where is there any big, combined, constructive effort for the unemployed? Palliatives and the dole have proved futile and degrading. and ultimately turn unemployed into unemployables. The policy of 'Rack to the land' is in abeyance, not because there ia not the land, and not because it is unpractical, but possible lo-eause it is unpalatable to those whoa.. vested interests are elsewhere. "There can k ea. la•althe social life in • • '1 a nation witH 'it. a large proportion of its population ,mt the soil, without a peasantry for its backbone, a peasantry producing for itself. , "The arglineeit that it would take ten years to turn townsmen into sants is no arc:tin-tent against doing so, hut rather for beginning at once. Breeding a Nation of Efferainates. "To all outward appearances. the re-

"Without entering unduly into the sphere of politics, I think this much may be said, and said justly. It is becoming increasingly evident that our leaders are somehow as incapable of dealing effectively with the social problem as the leaders of Europe are incapable of dealing effectively with the Disarmament problem." presentatives of this nation prefer the scandal to our national life of out workless thousands on pavements and at pub corners, to a large-scale, determined 'Back to the land' policy put into action. "We are breeding a generation of effeminates for whom there is no place in the industrial and professional world, but for whom there could be a place on the land to make men of them .and would be, were the State to act strongly. • "It was the custom of Englishmen at least to respect their leaders, even That if they disagreed with them. respect is dwindling; there is a feeling abroad that they are not leading in matters vital to this nation's life and vital to its future. "Even those who dislike what they nsider the harsh arrogance of PasHam will admit that it crushed the ef

forts of Bolshevistic Communism in They will admit, too, that it Italy. appears at present to be the one political and social system powerful enough to conquer what the older systems, through moral inertia, are failing to conquer—the most widespread social menace to which the world has .given birth, a revolt. as I have said, against the whole order of Christian civilisation. "Without advocating it or otherwise, for feeling on the question is running high. may I state that Fascism is a political and social movement to reestablish a political and social order based upon the traditions that have formed our European civilisation—traditions created first by the Roman Ern pire, and subsequently by the Christian Empire. "Fascism does not necessarily deify the State. though certainly in practice there has been a dangerous tendency

in that direction. In principle it acknowledges God and the Divine law above the State. It stands for the complete repudiation of materialism and any mere naturalistic theory of the State; it stands for super-naturalism. In England both the advocates and opponents of Fascism appear to me to need a fuller grasp of its fundamental principles. The Pope's Attitude. "As far as Catholics are concerned. it should be remembered that the Pope has established Concordats with two Fascist States; at the same time the signification of those Concordats must not be exaggerated. "It seems to me that we ha% c tt-, consider Fascism in these respects. Would the Pope's programme for social reconstruction be more likely of fulfilment urder its system? Corporate confed erations resemble remarkabliy the Pope's 'Vocational Groups.' Would our holy religion prosper under it? Would the Church of God be given fuller exercise of her rights in view of its strength against Communism and Freemasonry? Would the ideal of the Holy Roman Empire be no longer a half-forgotten dream, but at length on its way t o fulfilment?"
