A YEAR IN REVIEW 2025

FOREWORD

I am pleased to offer this review detailing some of my programme of work, supported by the Office of the President, during the period from January to 10 November 2025, the final year of my term of office.

Over the course of the year, we continued to see the horrific impact of the interacting crises of war, climate change, poverty and inequality in far too many parts of our shared, vulnerable world.

I was privileged to welcome to Áras an Uachtaráin representatives of a number of those organisations working on the ground to provide assistance to those suffering under such impossible circumstances.

This included representatives such as the DirectorGeneral of the World Health Organisation, Dr Tedros Ghebreyesus, the UN High Commissioner for Refugees, Filippo Grandi, the Secretary General of Amnesty International, Agnès Callamard, the UN High Commissioner for Human Rights, Volker Türk, and the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Tom Fletcher.

These were all matters which I know were of the deepest concern to Pope Francis, whose funeral I attended in Rome in April. Over the course of my five meetings with Francis, I was always struck by his consistent invocation of a shared humanity and by his acknowledgment of the essential dignity of each person. These are concerns which I believe are shared by his successor, Pope Leo XIV, whose Mass of Inauguration I had the honour of attending in Rome in May.

At home, I was pleased to welcome to Áras an Uachtaráin on an official visit in October the President of South Africa, Cyril Ramaphosa, who made such a significant contribution to the peace process in Northern Ireland. I was likewise pleased to welcome to Ireland my fellow Heads of State, the President of the

Swiss Confederation, Karin Keller-Sutter, in May and the President of Lithuania, Gitanas Nausėda in July.

Other international visitors of note included my good friend the Secretary of State for Northern Ireland, Hilary Benn, and H.R.H. Princess Anne from the United Kingdom, the Minister of Foreign Affairs of Brazil, Mauro Vieira, the Minister of External Affairs of India, Dr. Subrahmanyam Jaishankar, the Prime Minster of Qatar, Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, and United States Senator Bernie Sanders.

Over the course of the year, I was often struck by our own history in Ireland of facing so many of the issues of which I have mentioned. For example, I was pleased to have the opportunity of delivering a final address at the National Famine Commemoration in May, and also to welcome a number of those who suffered the murder of members of their families during the years of violence in Northern Ireland.

I was also honoured to be invited to once again address the United Nations Food and Agriculture Organisation’s World Food Forum Grand Opening, on this occasion via video message, in October, where I continued to draw attention to the vital need to break dependency and build a sustainable model of food security.

Across my Presidency, I have sought to emphasise the importance of culture, and the tremendous contribution which artists make to our society. At our annual St Patrick’s Day Reception, Sabina and myself celebrated artists as part of the Samhlaíocht agus an Násiún – Imagination and the Nation theme of my Presidency, while we again welcomed so many people from all backgrounds to Áras an Uachtaráin over our series of summer garden parties.

In this context, I was further pleased to present the Torc of Saoi of Aosdána to Paul Muldoon in February, as well as to welcome those such as the new Ireland Professor of Poetry, Vona Groarke, and the new Laureate for Irish Fiction, Éilis Ní Dhuibhne, to Áras an Uachtaráin.

From a sporting perspective, it was a pleasure to welcome Ireland’s legendary Italia ’90 World Cup squad to Áras an Uachtaráin to mark the 35th anniversary of that wonderful summer, and also to welcome members of Ireland’s first Women’s International team, who played in Ireland’s first international football fixtures in 1973.

For those interested, there is more information on all of the events which I have mentioned, as well as many more, both in this publication and on the president.ie website. The website also provides information on my engagements, including an extensive library of speeches, publications, photographs and news releases. I hope they will prove of interest to you.

As I have already noted, 2025 was the final year of my Presidency.

Serving as President of Ireland was a great privilege and I would like to thank the people of Ireland for the warmth of reception which they gave to both Sabina and myself over the last 14 years.

Over the final months of my Presidency in particular, we have been struck time and again by the support which we have received. At events such as the celebration night in the National Concert Hall in September, I deeply appreciated the incredible friendship and solidarity which the people of Ireland have demonstrated to me.

How valuable it was to be able to join with them over so many years in engaging with the issues, projects and ideas that will help us to achieve the best of our country and the best representation of Ireland and its values abroad – an inclusive citizenship and a creative society in a real Republic.

While my time as President of Ireland has come to a close, I will continue to stand with you as you build towards this most vital of goals.

May I wish my successor, Catherine Connolly, my best wishes for her term of office, and offer every blessing to the people of Ireland for the future.

On 7 January, President Higgins visited the US Embassy in Dublin, where he signed the book of condolences in memory of the former President of the United States of America, Mr. Jimmy Carter.

Statement by President Michael

on the death of President Jimmy Carter

“The values that a global public have come to associate with former President of the United States, Jimmy Carter, for younger generations in particular, will have been through their awareness, and admiration, of the work of the Carter Center. These values were, however, ones that can be seen to have informed all of his life.

President Carter will be remembered as a principled man who dedicated his life to seeking to advance the cause of peace across the world. His exceptional contribution was in his quest to understand the obstacles to peace.

In his long life of public service, Jimmy Carter’s service as the 39th President of the United States was during a significant and challenging period of American history.

Almost uniquely as a former President, his greatest legacy will however perhaps be his distinguished record and commitment to human rights in the decades following his Presidency. This is a legacy that was given international recognition when Jimmy Carter in 2002 became the only U.S. President to receive the Nobel Peace Prize after leaving office.

Through the Carter Center, which early in its work acquired a reputation for integrity in its many election observation missions, through his work as a founding member of The Elders, and as a prolific author right up until recent years, such work by him was always expressed as a pursuit of hope. President Carter provided a constant voice of the normative in his public policy, the importance of using the resources of reconciliation, and of promoting peace and dialogue.

This work, in the public world, was in addition to his voluntary work with charities such as Habitat for Humanity and in his privileging of the value of community work. He provided consistent support for those seeking to build a better and more just world, helped to provide greater access to healthcare to many of the most

vulnerable across the planet, and drew attention to human rights abuses wherever he saw them.

I cannot think of anyone who would be more appalled at the images on the television screens of the world of tiny children, a few weeks old or less, being buried having died from hypothermia, their mothers malnourished and the last of their working hospitals razed.

I had the privilege of meeting President Carter on a number of occasions in Ireland, Central America and Africa. I, as President, and all of us Irish at home or abroad, will particularly recall President Carter’s significant initiative in 1977 in recognising the potential role of the United States in support for the efforts at achieving peace in Northern Ireland. I know from my conversations with President Carter, that this was an interest which he retained in the decades after he left office. Indeed, this was an emphasised theme he included during his visit to Áras an Uachtaráin in 1995 when he met President Mary Robinson.

Jimmy Carter’s Presidency will also be remembered for his attempts to build peace through the 1978 Camp David Accords, the negotiation of the SALT II treaty with the Soviet Union, and the establishment of diplomatic relations between the United States and the People’s Republic of China. His foreign policy was one that was normatively driven, one that rejected the narrowness of exclusively interests-driven theory.

“A thoroughly decent man of great integrity” is how those who knew him will describe President Jimmy Carter, who leaves a rich legacy of public service.

On behalf of the people of Ireland, may I express my sympathies to President Carter’s children and extended family, to President Joe Biden, to the people of the United States, and to his wide circle of colleagues and friends across the globe.

President officially opens the BT Young Scientist and Technology Exhibition 2025

On 8 January, President Higgins opened the 2025 BT Young Scientist and Technology Exhibition.

President Higgins has been a great supporter of the Young Scientist and Technology exhibition, praising it for encouraging young people to push the boundaries outwards and applying their creative energy and curiosity to a constant exploration of how the world around them can be improved.

On 9 January, President Higgins received H.E. Claire D. Cronin, Ambassador of the United States of America, to Áras an Uachtaráin on a farewell courtesy call.

Upon their arrival in Ireland, and before they can carry out their duties, new ambassadors must be officially welcomed by the President of Ireland. Ambassadors are officially accredited to Ireland from the moment that the President accepts their Credentials.

At the end of their term, the President invites the Ambassadors on a Courtesy Call to Áras an Uachtaráin, to thank them for their service, hear their experiences in Ireland and discuss the departing Ambassador’s views on issues of relevance to our bilateral relations.

President receives members of Cork University Press on a Courtesy Call

On 14 January, President Higgins welcomed members of Cork University Press to Áras an Uachtaráin on a courtesy call.

Cork University Press will be celebrating its 100th Anniversary in 2025 and the members presented the President with a copy of the Atlas of the Irish Civil War: New Perspectives, of which President Higgins contributed the foreword, to help mark the start of their centenary year.

On 21 January, President Higgins received Dr. Conor McCabe to Áras an Uachtaráin on a courtesy call.

Dr. McCabe is a research fellow with Queen’s Business School, Queens University Belfast and presented the President with a copy of his new book of the writings of James Connolly, covering the period from 1889 to 1898 featuring previously unknown or lost writings.

On 21 January, President Higgins received former Republic of Ireland international footballer David Forde on a courtesy call, who presented the President with a copy of his autobiography, ‘Being The One’.

President Higgins appoints Micheál Martin as An Taoiseach

On 23 January, President Higgins signed the Warrant of Appointment and presented the seal of the Taoiseach and seal of the Government to An Taoiseach, Micheál Martin in accordance with Article 13 of the Constitution.

President appoints Members of Government

In accordance with Article 13 of the Constitution, President Higgins appointed the Members of the Government in a ceremony held in the State Reception Room at Áras an Uachtaráin.

President delivers Keynote Address at the National Holocaust Memorial Day Commemoration

On 26 January, President Higgins delivered the keynote address at the Holocaust Memorial Day commemoration.

The annual Holocaust Memorial Day commemoration cherishes the memory of all who perished in the Holocaust. It recalls six million Jewish men, women and children and millions of others who were persecuted and murdered by the Nazis because of their ethnicity, disability, sexual orientation, political affiliations or their religious beliefs.

This year’s Holocaust Commemoration marked the 80th anniversary of the liberation of AuschwitzBirkenau.

Speaking at the Holocaust Commemoration, President Higgins said:

“It is important that all in each generation and political leaders are made acutely aware of not just the consequences of an attempted genocide, but of the complicit actions of silence, of the averted gaze, of those who, by their culpable indifference, allowed the Holocaust to be planned, prepared and to occur, and of course those who refused to respond to those seeking refuge from it.

May I suggest that the role of education in ethical remembrance of the Holocaust is of immense importance. It is education in all its diverse and emancipatory forms that can play a critical role in ensuring not only that an atrocity like the Holocaust never happens again, but that a basis for building a peaceful future can be made possible.”

the President later said:

“We must ensure that every generation understands how the horrors of the Holocaust came to be, and we must draw from what that teaches us, 80 years on. Described as the nadir of basic human thought and action to which humanity can sink, it must be addressed how such dehumanisation came to be so effective, institutionally facilitated, and with such little resistance. There are those who, at its emergence, even went so far as to welcome its authoritarian assumptions offered behind a mask of ensuring order, be they politicians or newspapers editors across Europe.”…

and said:

“We must work together in our time to ensure that hatred and anti-migrant sentiment, for example, are not permitted to deepen their shadow across Europe and the world.

`Hope is an action, not just an aspiration. May we all continue to plant the alternative seeds of hope and peace, seeds that may yield a more harmonious co-existence on this shared, vulnerable planet, enabling us, when we are put to the test, again and again, however unjustly, to choose reconciliation.”

President receives the first Irish Women’s International football team on a Courtesy Call

On 28 January, President Michael D. Higgins welcomed members of the first women’s team to represent Ireland in international football to Áras an Uachtaráin.

Present at the event were 22 members of the squads which represented Ireland in the team’s first international matches against Wales and Northern Ireland in May and June of 1973, including captain Nono McHugh and Paula Gorham, who scored a hat trick in the very first international 3-2 victory over Wales. Also present was Patricia Broderick, sister of the late Anne O’Brien.

In a statement, President Higgins said:

"It is deeply important that the trailblazers of women’s football in Ireland are appropriately recognised. It is an honour to receive members of Ireland’s first international women’s football team at Áras an Uachtaráin to celebrate their achievements of 50 years ago.

The legacy of their determination and pride in representing their country on the international stage is reflected by all those international players who have followed in their footsteps and sent such a strong example of the quality of women’s football, which we see going from strength to strength including in the landmark qualification for the 2023 World Cup.

I join with all those who have marked the achievements of the squad over the last two years as the 50th anniversary of their achievements have been marked and thank all of the players for their major contribution to Irish sport.”

President attends the final of the Veronica Dunne International singing Competition

On 28 January, President Higgins attended the final of the Veronica Dunne International singing Competition at the National Concert Hall.

Inaugurated in 1995, the Competition was created to honour the lifetime's work of Irish operatic soprano and voice teacher Dr. Veronica Dunne.

President Higgins has been a long-time supporter of the Arts and Culture and was Ireland’s first Minister for the Arts from 1993 to 1997.

President presents the 2024 Presidential Distinguished Service Awards

On 30 January, President Michael D. Higgins presented this year’s Presidential Distinguished Service Awards for the Irish Abroad at a ceremony at Áras an Uachtaráin. The MC for the event was Doireann Ní Bhriain.

This year’s ten recipients are:

• Séamus Coleman, Republic of Ireland international football captain

• Patrick Leahy, Former United States Senator

• Aduke Gomez, Irish-Nigerian scholar

• Rosalind Scanlon, Artistic Director of Irish Cultural Centre in Hammersmith, London

• Professor Enrico Terrinoni, translator of Irish literature into Italian

• Orla Kiely, fashion designer

• Sr Teresa McKeon, missionary and educator in Sierra Leone (in absentia)

• Mary O’Neill, legal advocate in Los Angeles

• Pam O’Mahony, Irish community supporter in Australia

• Stella O’Leary, Observer to the International Fund for Ireland

The Presidential Distinguished Service Awards for the Irish Abroad recognise the service given to this country or to Irish communities abroad by those who live outside Ireland.

The Awards were established by the Government following the 2011 Global Irish Economic Forum as a means to recognise the contribution of members of the

Irish diaspora and were first awarded in 2012. To date, 120 people have been conferred with the award.

Speaking at the ceremony, President Higgins said:

“The Presidential Distinguished Service Awards enable us, as a nation, to recognise those members of our global family who have contributed, in their different ways, so significantly to Ireland’s reputation on the international stage as a country that understands the migratory experience, its challenges, responsibilities and the part that transience plays in all of our shared lives.

This evening’s awardees follow in the footsteps of all those others, heralded or unheralded, feted or forgotten, whose quiet determination to make a contribution beyond the self makes us all proud of them and whom we also remember here today. That spirit of generosity, and those qualities of an inward being and an inclusive outward gaze which so exemplify the best of our Irishness, have been practically and magnificently demonstrated by our honoured guests through their lives, their work, and their contribution of distinguished service to Ireland and to Irish communities abroad.

Mar Uachtarán na hÉireann, may I thank you deeply for representing Ireland so well, and for your personal efforts, service, sacrifices, and contribution to the achievement of excellence in your various fields. Mo bhuíochas libh uilig.”

On 5 February, President Higgins received the Lord Mayor of Dublin, Emma Blain, to Áras an Uachtaráin on a courtesy call.

President confers the Torc, Symbol of the Office of Saoi, on Paul Muldoon

On 6 February, Uachtarán na hÉireann, President Michael D. Higgins conferred the honour of Saoi of Aosdána on the poet Paul Muldoon.

At the ceremony, the President presented Paul Muldoon with the symbol of the office of Saoi, the gold Torc.

Speaking at the ceremony, the President said:

“With poetry, we may seek fulfilment beyond what may be on offer in a world where relationship and meaning take precedence over the immediacy or limitations of consumption, accumulation and the quest for power and profit. It is only by accepting our fragile material condition that we may hope to attain something higher – through artistic creation, human connections, solidarity, the seeking of harmony, of love, of beauty in our lives given our existence as what I have called ‘migrants in time’. Paul Muldoon’s poetry allows us to undertake such a journey of emancipation. His is a form of poetry known for its many and varied gifts. Some readers have recognised its use of paradox, with Paul’s poems being both playful yet serious, intangible yet direct, innovative yet traditional.

Reflecting upon a lifetime of outstanding creative work, which continues, it is such a pleasure to congratulate Paul Muldoon on being chosen by his peers in the world of arts and culture for this honour and, mar Uachtarán na hÉireann, to thank him for all that he has given, and all that he continues to give to us and to the world of Irish literature.

The honour of the Saoi is for singular and sustained distinction in the arts. Members of Aosdána may receive the honour of Saoi, which is an honour conferred only on artists whose body of work is considered by their fellow members to be of significant merit and distinction. Not more than seven members of Aosdána may hold this honour, which is held for life, at any one time. A Saoi is elected by fellow members of Aosdána.

Paul Muldoon’s election brings to 22 the number of Saoithe who have been elected across Aosdána’s 44 years. Paul Muldoon is the thirteenth Saoi in the discipline of literature.

Paul Muldoon is a poet and professor of poetry, as well as an editor, critic, playwright, lyricist and translator. Born in 1951 in Portadown, Co. Armagh, Muldoon is the author of twelve major collections of poetry, including One Thousand Things Worth Knowing (2015), Maggot (2010), Horse Latitudes (2006), Moy Sand and Gravel (2002), Hay (1998), The Annals of Chile (1994), Madoc: A Mystery (1990), Meeting the British (1987), Quoof (1983), Why Brownlee Left (1980), Mules (1977) and New Weather (1973).

He has also published innumerable smaller collections, works of criticism, opera libretti, books for children, song lyrics and radio and television drama. His poetry has been translated into twenty languages.

President receives the 2025 President’s Cup Men and Women Team Captains

On 6 February, President Higgins welcomed the Men and Women’s Team Captains who participated in this year’s FAI President’s Cup matches.

On Friday 7 February, last season’s Men’s Premier Division Champions Shelbourne FC played the 2024 FAI Cup Winners Drogheda United. (Shelbourne 2-0 Drogheda United)

On 10 February, the President and Sabina Higgins met a group of students from St. Mary's College, Arklow at Áras an Uachtaráin.

President receives H.E. Ricardo Hernández Menéndez, Ambassador of Chile, on a farewell Courtesy Call

On 12 February, President Higgins received H.E. Ricardo Hernández Menéndez, Ambassador of Chile, to Áras an Uachtaráin on a farewell courtesy call.

President Higgins has a decades long relationship with Chile, having been the first international observer, ‘Observador Uno’ in the 1988 plebiscite which rejected the continued rule of General Augusto Pinochet's dictatorship. In 2016 he received a Diploma of Honour from the Chilean government in recognition of this work.

In October, 2012 President Higgins undertook an official visit to South America visiting Chile, Brazil and Argentina. During his time in Chile he visited Santiago where he laid a wreath at the grave of Bernardo O’Higgins, a Chilean independence leader who freed Chile from Spanish rule in the early 1800s and who was one of the country’s founding fathers. He later arrived at the Palacio de La Moneda, or La Moneda as it is more commonly known, where he was welcomed by then President Sebastián Piñera. The President also delivered an address at the University of Diego Portales in Santiago.

On 16 February, the President and Sabina Higgins attended a performance celebrating 15 years of the St Agnes’ Late Starters Orchestra.

The St. Agnes’ Community Centre for Music and the Arts (CCMA) is a centre of excellence for the promotion of cultural equality, inclusivity and wellbeing through Music and the Arts.

Since its formation in 2010 as part of St Agnes’ School Violin & Orchestra Project, St Agnes’ Late Starters Orchestra has grown into a vibrant community of over 100 members, welcoming new members with no previous musical experience.

President receives Beartla Ó Flatharta Céilí Band on a Courtesy Call

On 25 February, President Higgins received the Beartla Ó Flatharta Céilí Band to Áras an Uachtaráin on a courtesy call, following their success at the Senior Céilí Band Competition at Fleadh Cheoil na hÉireann 2024.

At their meeting, the President and the Minister discussed a range of topics, including food security, the importance of culture, and connections between Ireland and India.

On 8 March, the President and Sabina Higgins attended ‘Irish Women In Harmony Concert’ in the National Concert Hall, for an International Women’s Day celebration.

Irish Women in Harmony is a collective of Irish female artists who have come together to support one another - both creatively and practically - in pursuit of their artistic goals. In the broader community the collective aims to raise public consciousness for women and children living in crisis.’

The concert featured, amongst others, performances by Moya Brennan, Una Healy, Tolu Makay, Aimée, Ruth Anne, Erica Cody, Stephanie Rainey, and Soulé.

President hosts representatives from the South East Fermanagh Foundation

On 6 March, the President and Sabina Higgins hosted a reception at Áras an Uachtaráin where they welcomed members of the South-East Fermanagh Foundation and a number of family members of those killed during the Troubles.

Those in attendance included immediate family members of a number of Gardaí killed during the decades of violence, including those of Garda Sergeant Patrick Morrissey, Garda Inspector Samuel Donegan, Detective Garda Jerry McCabe, Garda Detective John Morley, Garda Richard Fallon and Garda Detective Frank Hand, as well as family members of RUC Constable Robert Keys, Chief Prison Officer Brian Stack and Irish Army Private Patrick Kelly.

Also in attendance were victims and family members of those killed in a number of other atrocities including, amongst others, the Omagh bombing and the Dublin/Monaghan bombings as well as a number of individual murders.

At the event, the President viewed a memorial quilt containing patches representing many of the victims of

the conflict, including new patches recently sown to represent those victims who worked as members of the policing and security services.

The President said:

“Those of you here with us today have suffered unimaginable loss. In gathering here today, we remember formally all of the personal and public contributions made by each of your dearly loved relatives in their unique and individual lives, the difference they made and the legacy of service to the public and fellow citizens which they left in the lives of so many. But in truth, yours is a recall that is beyond anybody else’s memory or words.

The memorial quilt that you brought today, which contains patches representing many of the victims of the conflict, including new patches recently sown to represent those victims who worked as members of the policing and security services. The quilt addresses intimacy, loss and memory in a way that words fail. It is a beautiful and moving piece of art, offering a gesture of understanding of the human price paid by individuals, families and communities such as yourselves who have been made victims by terrorism. I thank you for giving us the opportunity of exhibiting it here in Áras an Uachtaráin.”

On 12 March, the President and Sabina Higgins hosted an afternoon tea reception at Áras an Uachtaráin for members of communities from around the country.

President and Sabina host the team of Italia 90

On 15 March, Uachtarán na hÉireann, President Michael D. Higgins hosted a reception at Áras an Uachtaráin to honour the Republic of Ireland international football squad who represented the country with such distinction at the 1990 World Cup in Italy. 2025 marks the 35th anniversary of the team’s achievements and President Higgins welcomed members of the squad to the Áras, led by team captain Mick McCarthy. Also present was kitman Charlie O’Leary, who recently celebrated his 101st birthday.

During the President’s speech, he said:

“How wonderful it is to see so many familiar faces here today, to welcome back so many members of the team whose journey that summer provided such joy and pride to the people of Ireland, and to have the opportunity to acknowledge, once more, the extraordinary contribution that you have made — not only to Irish football but to gifting us a memory that informed the spirit and confidence of a nation like no other ever at a defining moment in our shared story.

I am so delighted to see that Charlie O’Leary, 101 years young, is here with us today. Charlie – as the much loved kitman, the genuine care that you bestowed upon the players, and the camaraderie and sense of unity that you fostered, played such a pivotal role in shaping the character of the team, earning you the admiration and love of fans throughout the country.

Italia ‘90 was more than a tournament or a contest. It was a unique moment of shared national celebration, a time when Irish people, wherever they were in the world, came together in a spirit of joy, hope, and possibility.

Who could ever forget the drama, the sheer exhilaration of that night in Genoa? The tension as we stood on the brink of history, the national gasp and sheer elation when Packie Bonner made that save from Daniel Timofte, the collective breath held as David O’Leary stepped forward to send us into the quarterfinals of the World Cup for the very first time.

These moments are etched in our collective memory - so full of emotion, of relief, of unbridled joy - belonging to all of us, not just as a sporting achievement, but as a piece of living history we treasure, as milestones in our national story, woven into the fabric of our shared experience as a people.”

President Michael D. Higgins marks St. Patrick’s Day 2025

As this St. Patrick’s Day of 2025 will be my 14th and thus the final occasion when I will be wishing you the very best in your hopes and lives at home and abroad, as President of Ireland, I have thus felt encouraged to reflect on the themes that I have addressed in two sessions of the Presidency.

They were themes that included the need to think of the economy in an embedded if instrumental way within a set of values that sought equality, inclusion, the fullest capacity to participate and share creativity, and that we would seek to achieve this by doing so beyond any borders other than the best instincts of our shared humanity. That, I suggested, is the best expression and achievement of our Irishness.

As I leave the Presidency, I would like to repeat my belief that words and how they are used matter, and furthermore, that the ideas which they draw on matter.

I spoke of these issues both at home and abroad, convinced as I remain that it is possible to achieve a world that answers these challenges with shared values.

As I reflect on the discussions that occasionally arose following those normative excursions of mine, the response far too often seemed to end with ‘it is interests that matter’ and the suggestion that values are for a rarer visit.

When Irishness has been at its best, it has made real achievements in collapsing this false division.

For example, there are millions of people around the world living in lesser conditions of poverty, hunger, displacement or imprisonment who, as a result of the efforts of so many Irish people and others who have offered their lives and skills in the interests of humanity, with respect for difference, share a belief that the most important security that makes life possible in its fulfilment is a security that eliminates poverty, one that offers the right to food, shelter, education, the basic necessities of life.

Such Irish people, and many with them, believed that achieving such a security also provides the best opportunities for participation, peace, democracy and they had a vision that can offer real choices within longer-term thinking.

It is a fallacy to think that an abstract view of interests must not only be in opposition but, at times, seek to defeat such values.

Those who obdure and endure with a normative vision, be it from the poorest to those in power, are taking steps on behalf of all humanity, and the very life of our planet, when they reject the suggestion that we should live by, and encourage, an abstract version of accumulation and unrestrained greed, one entirely devoid of taking of the welfare of the ‘Other’ into account, a vision for living replacing the interconnectedness of the world by an insatiable sense of the self.

As we celebrate this St. Patrick’s Day, we do so in a world that is increasingly challenged by forces of division, inequality, and the flagrant degradation of our natural world that impacts the consequences of climate change on those least responsible for it.

Too many of our Irish people will have experienced the dreadful consequences of Storm Éowyn at the end of January. May I thank all those who worked to address the severe consequences, including all of the firstresponders, for their efforts.

Internationally we see borders closing to those who flee in desperation, the cruel withholding of aid from those most in need. Those relief efforts are experiencing in too many places the devastating consequences of a refusal to listen to the voices of the most vulnerable among us. We are listening, in places of influence, to a rhetoric that seeks not to unite, but to separate. An invitation to a limited and limitless version of the self is becoming the prevailing discourse.

In such moments, it is appropriate to ask ourselves: What kind of world do we wish to shape to allow for the future? Will we allow fear to triumph over solidarity, as do those who seek only power so as to strip away the

bonds that connect us to one another? Are we to abandon the project of achieving peace in diversity?

Such questions, I suggest, require an answer that addresses not just our present sense of interacting crises, but also our responsibilities to all those generations yet to come whom we must consider as having the right to live on planet Earth in harmony with nature, to share life and be secure from the consequences of the legacies of bad thinking and insatiable accumulation and consumption.

We must reject any cynicism that suggests that ideals are naïve or unachievable and instead recognise that it is collective ideals, when pursued with courage, that have brought about the most transformative moments in human history.

Ideas matter. Words matter. The sharing of both matters. If we allow the language of inevitability of a simple dominating version of the connection between economics and life to take hold, if we accept that war is inevitable, that inequality is inevitable, that environmental destruction is a necessary cost of progress, then we abandon the possibilities of transformation, not just for ourselves but for future generations.

Reflecting on the themes that have been central to my Presidency, I remain convinced that there are alternative ways of living together on this fragile planet — ones shaped not by the narrow pursuit of self-interest, by the politics of exclusion, but by the pursuit of the shared opportunities, joys and resonance that are available with each other and with nature. Policies with the economy seen as embedded and in an inter-generational moral timescale that can offer such an alternative.

All of this is possible by us working, in our different ways, together.

There is a hope, we can take encouragement in the story of Patrick, one of choosing the path of understanding, the path of shared responsibility, where our differences are not exploited as threats, but embraced as the richness of our human condition. It offers an emancipatory alternative story of ethical courage,

emerging as a symbol of hope and light in our present circumstances.

As we reflect on Patrick’s message on our National Day, let us do so, taking it as inspiration to develop a greater shared consciousness of the existential plight facing humankind, both of now and the future, of life as it is being lived and experienced, exploitatively with unnecessary strife and suffering, seeking instead an institutional framework that sees difference as an opportunity for an enriching co-operation towards shared goals.

To the people of Ireland, muintir na hÉireann, may I thank you for the trust you have placed in me over these past 14 years. It remains the greatest honour and privilege to serve you, to meet so many of you in your communities, to witness your compassion, empathy and kindness in so many different ways. It is something that I will always cherish - what you offered to Sabina, my partner in all that I have sought to achieve and myself - and we both appreciated and will always recall the warmth and support that you offered us, and the joy of your company.

I am convinced beyond any doubt that, in spite of all the challenges we face, there remains within the Irish people a profound and unyielding commitment to seeing beyond the self, to seeing the other as a friend, the principles of generosity, decency and care for one another.

On this St. Patrick’s Day 2025, let us invoke the spirit of Saint Patrick by acknowledging our shared responsibilities to each other, to our global family. Let us resolve to forge together a renewed sense of solidarity, reaffirming our commitment to the dignity and wellbeing of all, in building a just and compassionate world, one which reflects the best instincts of our humanity.

May I wish you all, wherever you may be and in whatever circumstances, a joyful, peaceful, and hopeful St. Patrick’s Day.

On 17 March the President and Sabina Higgins attended St. Patrick’s Day Mass in Saint Mary's Pro-Cathedral, Dublin and later the National St. Patrick’s Day Parade as Guests of Honour.

The theme of this year’s Festival and Parade is ‘Eachtraí’, the Irish word for Adventures, which represents the unique essence of Ireland and of Irish people.

The President is Patron of the St. Patrick’s Day Festival, which ran from 15 to 17 March.

'Samhlaíocht agus An Náisiún – Imagination and The Nation' is an initiative to highlight the powerful and transformative role of art and creativity in the evolution of Ireland as a republic and an idea.

On 26 March, President Higgins welcomed Ms. Dorothy Cross to Áras an Uachtaráin, where she presented him with a copy of her new book, "Kinship" which features a poem by the President entitled "The Return".

Kinship, this book, and the artistic project charts the act of returning a mummified body of a man to Egypt. This book, produced in conjunction with Dorothy Cross’s newest artistic project, charts this unique journey, drawing in new writings from some of the best contemporary writers from around the world, who write on and around the themes of the Kinship project –migration, home, refuge, crisis and the process of return.

As the body returned to its home across the Mediterranean, the Kinship project drew attention to the present-day plight of thousands of migrants who, fleeing their countries, attempt to cross those same waters.

President receives Mr. Gordan Grlić Radman, Minister for Foreign Affairs of the Republic of Croatia

On 31 March, President Higgins received the Croatian Foreign Minister, Gordan Grlić Radman at Áras an Uachtaráin on a courtesy call.

This visit to Ireland, requested by Minister Grlić Radman, is an opportunity to enhance bilateral relations, building on the visit of Prime Minister Andrej Plenković in September 2023 and regular Ministerial contacts between the two countries. Following the murder of two Croatian citizens in Ireland over the past 15 months, this meeting with President Higgins was also an opportunity for a symbolic show of support between Ireland and Croatia at a challenging time for the Croatian community.

President appoints Ms. Emily Logan as Police Ombudsman

On 2 April, President Higgins appointed Ms. Emily Logan as Police Ombudsman at a ceremony in Áras an Uachtaráin.

The Government nominated Emily Logan to be the new Police Ombudsman under legislation passed in 2024.

She was nominated for the role following an open competition undertaken by the Public Appointments Service.

President and Sabina attend Easter Sunday Commemoration

On 20 April, President Higgins led a ceremony to mark the anniversary of the 1916 Easter Rising at the GPO, O’Connell Street, Dublin.

The President laid a wreath outside the General Post Office, the landmark building that served as the headquarters of the 1916 rebels.

In 2016, President Higgins led a series of events commemorating the 1916 Rising. A selection of the President’s speeches during the centenary year have been published by the Government: ‘Ceiliúradh agus Comóradh Céad Bliain 1916 – 1916 Centenary Commemorations and Celebrations’ holds 35 speeches by President Higgins. They were delivered all around Ireland over a 2-year period, straddling the core centenary year of 2016 at both local and national events.

Statement by President Michael D. Higgins on the death of Pope Francis

On 21 April, following the death of Pope Francis, President Michael D. Higgins issued the following Statement:

“Mar Uachatarán na hÉireann, as President of Ireland, may I join with all those across the world, from their different stations in life, who have expressed such profound sadness on learning of the death of Pope Francis.

Pope Francis, in his important messages and in the presentation of his Papacy with a unique humility, sought to show in the most striking and moving of ways the extraordinary importance of the spiritual as a powerful source of global ethics in the challenges of contemporary life.

On the vital issues of our time - such as global hunger and poverty, of climate change and justice, of the plight of migrants and indigenous peoples, of the dispossessed, of the fundamental necessity of global peace and diplomacy - Pope Francis' voice constituted a consistent invocation of a shared humanity that is represented by acknowledgement of the essential dignity of each human person.

For example, in Laudato Si’, Pope Francis’ encyclical in 2015, he called upon us all to face the urgent challenge of protecting our common home, to accept the challenge of bringing the whole human family together in cooperative search of a sustainable and integral form of living.

These issues I had the privilege of discussing at length with Pope Francis across our five meetings over the course of his Papacy.

Pope Francis’ last visit to Ireland was as part of the World Meeting of Families in 2018. I was pleased on that occasion to welcome Pope Francis to Áras an Uachtaráin, where we continued the discussions which we had begun upon his Installation in 2013 and in the Vatican in 2017, and subsequently continued in our further discussions there in 2021 and 2023. The warmth and encouragement offered by Pope Francis was greatly valued by Sabina and myself.

During his visit to Ireland, Pope Francis spoke of the scandal of child abuse, including in the Church, and its consequences for victims and families. On such matters, and on others such as attitudes towards women and those of the LGBTQ+ community within the Church, Pope Francis sought to play a positive role. I recall at the end of our meetings he would say as to his work on such issues, ‘it is very difficult’, as he asked for and offered prayers. It is important that the steps he took are built upon as they constitute a source of hope in the years to come.

In paying tribute to Pope Francis' legacy, may we all reflect on the ethical approach that is necessary to tackle the many vital issues, including the serious danger of what he termed ‘the globalisation of indifference’, to which he drew the attention of office holders and their publics.

There was a warmth to Pope Francis and an abolition of any distance between himself and those with whom he was engaged. In reflecting on his Papacy, I think of Pope Francis' own words in his encyclical Fratelli Tutti with regard to Francis of Assisi, after whom he chose his name:

"Francis felt himself a brother to the sun, the sea and the wind, yet he knew that he was even closer to those of his own flesh. Wherever he went, he sowed seeds of peace and walked alongside the poor, the abandoned, the infirm and the outcast, the least of his brothers and sisters.”

May I express my deepest sympathies to the Apostolic Nuncio, to Archbishop Eamon Martin and all Religious in Ireland, to members of the Catholic faith throughout Ireland and across the world, to all those who will particularly feel his loss in his native Argentina and across South and Central America, and to all those of all faiths and none who were so inspired by his life and work.”

President receives Trade Union Representatives to mark May Day

On 1 May, the President and Sabina Higgins received a number of Trade Union Representatives to Áras an Uachtaráin to mark May Day.

Some of those in attendance included Kevin Callinan, General Secretary of Forsa, Justin McCamphill, President of ICTU, and Shay Cody, President of the Irish Labour History Society.

The event took place during Trade Union week, a week organised by the Irish Congress of Trade Unions to highlight the importance of unions and the critical role that they play in not just defending the rights of workers at home and around the world, but of defining the roll of the economy in new conditions.

Speaking at the event, President Higgins said:

“As many of you will know, I have been a supporter of trade unions for many years. Indeed I have been a member of a trade union for about 60 years now.

The trade union movement is a proud tradition. One thinks of how it makes its way into the hearts of those who were struggling for freedom in their different ways throughout the decades and across the continents. What they all have in common is the recognition of the power of the collective.

This year is a special year, celebrating as we are the 25th anniversary of the introduction of a minimum wage in Ireland – a milestone for the trade union movement. It is a powerful example of showing how the economy must be embedded in the politics and values of society.

Today we invite you to join us in celebration of your work, and the work of those activists who have gone before you, organising, marching, fighting for workers’ rights, and standing in solidarity with colleagues, fellow citizens, and with people all over the world, in struggles against injustice, inequality and exclusion in the workplace.

As we gather today, I suggest that it is a useful occasion to pause and to reflect on the current state of trade unionism in Ireland.

I suggest that we are gathering at a historic moment in the role of trade unions. Trade unions, with a long and glorious history of fighting for and providing protection for workers, are now in a position delivered by new circumstances. I believe that there is an opportunity for unions to play a leadership-defining role in the coming years as we build the future of our economy and our society.

Rather than simply reacting to the agendas of others, unions are now sitting down as equals with business leaders and with Government. The expertise that they are bringing to these discussions is being acknowledged, and unions have shown that they are skilful partners with the intellectual and analytical resources and capacity that is more than equal of that in any other part of the economy.

At this defining moment, the challenge facing you all with our fullest support is, as representatives of workers in every sector of our society, to give continuing leadership in these new circumstances and to play a central role in defining the Ireland of the coming decades as one where all workers, and people from all backgrounds and circumstances, can be enabled to flourish.”

The International Energy Agency (IEA) works with governments and industry to shape a secure and sustainable energy future.

On 6 May, President Higgins received Dr. Antonio Bibbò to Áras an Uachtaráin on a courtesy call.

Dr. Bibbò is a Doctor of Philosophy and lectures in the University of Trento, Italy.

In 2019, he curated the “Irish in Italy” exhibition in the Boole Library in UCC, which focused on the interrelationship between Ireland and Italy in the 20th century, especially the reception of Irish literary culture on the Italian peninsula.

On 7 May, the President and Sabina Higgins marked the occasion of the annual State Ceremony at Arbour Hill commemorating the Easter Rising, and the executed leaders of 1916.

Arbour Hill is the final resting place of the seven signatories of the Proclamation of the Republic, including Padraig Pearse and James Connolly, as well as other executed 1916 leaders.

President and Sabina host a reception to mark the 75th anniversary of the Civil Defence in Ireland

On 8 May, President Higgins and Sabina hosted a reception to mark the 75th anniversary of the Civil Defence in Ireland.

Civil Defence Ireland is the national civil defence organisation of Ireland. It is a statutory agency of the Irish Department of Defence and is administered by local authorities. It was established in 1951 in response to the threat of nuclear disaster posed by the atomic bomb following World War II.

Speaking at the event, the President said:

“Whether it be through any one of the services you provide, be it in medical rescue, search and rescue, emergency response, radiation monitoring, or community assistance, as Civil Defence volunteers you have shown, time and again, dedication and response capability in support of the primary emergency services that is a vital resource for local communities.”

President receives the UCC Law Society’s Mutatio Factorem Award

On 9 May, President Higgins received the UCC Law Society's prestigious Mutatio Factorum Award at Áras an Uachtaráin.

The Mutatio Factorem Award, meaning 'Change Maker,' is awarded by the UCC Law Society to individuals who have made a significant impact in their field and serve as a source of inspiration for young people everywhere.

President delivers Keynote Address at the National Famine Commemoration

On 17 May, President Higgins led the 2025 National Famine Commemoration Ceremony in Kilmallock, Co. Limerick

The annual National Commemoration revolves between the four provinces of Ireland, with this year’s event being held in Munster.

President Higgins has made the ethical commemoration of key events in our history, such as the Great Famine, a core tenet of his Presidency.

The President said:

“Having given the keynote address at the National Famine Commemoration on six occasions, I do so in 2025 for what will be my final time as Uachtarán na hÉireann. Doing so presents me with the greatest difficulties. Famine is a horrific reality in so many parts of the world, repeated again and again, accepted by too many with indifference. The occurrence of repeat famines is a great human failure.

We are now also seeing starvation being used as an instrument of war. As peoples in countries such as Yemen and Sudan suffer hunger and famine created by conflict, so many additional deaths are caused by blockages to the food and medical aid they need. The consequences of a forced starvation in Gaza, for example, are daily on our television screens. In relation to Gaza, United Nations Secretary

General António Guterres stated with passion and despair recently,

“As aid dries up, the floodgates of horror have re-opened. […] Gaza is a killing field – and civilians are in an endless death loop”.

The President later said:

Hunger and displacement are among the greatest challenges facing the world. At their root, of course, is the impact of climate change, which is contributing not only to immediate conditions of famine, but also to the ability of breaking a limiting food dependence in the future.

It is when we acknowledge the assumptions, and the related indifference, that stands behind the facts that are the experience of those we see dying on our television screens, and it is when we speculate on the full impact of the ideological context that is coming to dominate, and its influence on policy, that we are best prepared to understand, and to use, our own Famine experience in such a way as might generate an appropriately ethical response to the obscenity of recurring famines in our own time in different parts of our shared, vulnerable planet and the assumptions that are responsible for an insufficiency of response.

President and Sabina attend the Inauguration of His Holiness Pope Leo XIV

On 18 May, President Michael D. Higgins and Sabina travelled to Rome to attend the inauguration of His Holiness Pope Leo XIV in St. Peter's Basilica.

The Mass of Inauguration, which officially began the Pontificate of Pope Leo, took place in St Peter’s Square at 10am Rome time.

In a statement following the announcement of Pope Leo’s election, President Higgins said:

“May I, as President of Ireland, extend my warmest congratulations to Pope Leo XIV on his election as successor to Pope Francis.

This is an immensely significant moment for all those of faith and goodwill around the world who look to the Papacy for spiritual guidance, moral clarity, and global leadership at a time described by his predecessor Pope Francis as needing the vocation of diplomacy.

Pope Leo XIV assumes this important role at a time of great challenges for the world.

I extend Pope Leo my very best wishes as he begins his Pontificate, and I welcome his statement that he is prepared to lead with compassion, wisdom, and an enduring commitment to the values of peace, justice, and human dignity. In his words so far, he has given priority for the need for building the mind and practice of peace.

Ireland enjoys a long-standing and deeply rooted connection with the Holy See. It is founded on shared values of interdependence, and the responsibility that goes with it. We in Ireland very much look forward to maintaining and deepening that relationship with Pope Leo, as we continue to share and work together on the project of fostering dialogue and understanding between peoples and nations.

President Visits St. Isidore’s College

On 18 May, President Michael D. Higgins and Sabina visited St Isidore’s College in Rome, where they met with members of the Irish Religious Community.

The Franciscan Community are this year celebrating the 400th anniversary of the College, which was founded by Irish Franciscan Luke Wadding in 1625.

President and Sabina welcome students from INTO Global Citizenship School

On 21 May, President Michael D. Higgins and Sabina welcomed school children from across the island of Ireland who have participated in the INTO Global Citizenship School to Áras an Uachtaráin to talk about the work their schools are doing in support of the United Nations Sustainable Development Goals.

The Irish National Teachers’ Organisation (INTO), founded in 1868, is the oldest and largest teachers’ trade union in Ireland.

Global Citizenship Schools supports primary schools in learning about and taking action on local and global issues.

President receives Senator Bernie Sanders on a Courtesy Call

On 26 May, President Michael D. Higgins welcomed US Senator from Vermont Bernie Sanders to Áras an Uachtaráin, following the Senator's keynote address at the Robert Tressell Festival on Saturday 24 May.

The President previously welcomed Senator Sanders to Áras an Uachtaráin during his visits to Ireland in February 2024 and June 2017.

On 28 May, President Michael D. Higgins received the Irish Development Education Association’s inaugural Global Voice for Humanity Award at the IDEA annual conference at the Grand Hotel, Malahide, Dublin.

The Global Voice for Humanity Award has been created by IDEA to honour individuals whose life and work exemplify the values at the heart of Global Citizenship Education and Development Education - values such as justice, human dignity, solidarity, critical thinking, and the power of education to transform lives and societies

President attends the “Words on the Wave: Ireland and St. Gallen in Early Medieval Europe” Exhibition

On 29 May, following a courtesy call at Áras an Uachtaráin in the morning, President Higgins and The President of the Swiss Confederation, Karin KellerSutter attended what President Higgins suggested is one of the most important cultural exchanges between the famous library of St Gallen in Switzerland and the National Museum of Ireland, reflected 7 years of the finest cooperation between our cultural institutions.

President Higgins was present to hear President KellerSutter speak as special guest and the curators and staff of both museums.

President Higgins stated that ‘Words on the Wave: Ireland and St Gallen in Early Medieval Europe’ is perhaps the finest combination of their manuscripts and found objects from Irish excavations and others.

President officially opens Bord Bia Bloom 2025

On 29 May, President Higgins formally opened the annual Bord Bia Bloom show in Dublin's Phoenix Park.

The President is Patron of the festival, which attracts over 100,000 visitors each year.

In his address, the President said:

“This year, we celebrate the 19th edition of Bloom. Spanning over 70 acres here in the Phoenix Park, over the past nearly two decades the event has blossomed into Ireland’s leading festival of plants, garden design, horticulture, food and drink for all its patrons and loyal supporters.

Bloom has come to represent the unofficial launch of Summer here in Ireland, so embedded has it become into our social calendar, and it has built a loyal core of supporters that Sabina and I have come to know very well over the last 14 years.

“During my 14 years as Uachtarán na hÉireann, I have had the privilege of witnessing a groundswell of grassroots initiatives – community-led, citizen-driven, often voluntary – that have sought to restore harmony between human activity and the natural world, initiatives that speak to the very best of our shared values. The recent formalisation of the role and value of community gardens was a most welcome development. Community gardens speak to our most humane instincts, to nurture, to cooperate for the common good, and to live in a respectful relationship with nature and with one another. I greatly hope that this recent formalisation marks a turning point, a seed planted that, with care and commitment, can flourish into a landscape where such vital initiatives are supported and celebrated as they deserve to be.

This year, we also mark the tenth anniversary of the establishment of the United Nations Sustainable Development Goals, our shared global blueprint for a more inclusive, fair, and sustainable world. It is encouraging to note the progress Ireland has made. Recent assessments show that over 80 percent of the 169 SDG targets have been achieved here, with particularly significant strides in education, health and wellbeing.”

President honoured by University of Galway

On 6 June, at a special event in the University of Galway, the University was announced as the custodians of the Presidential Archive of President Michael D. Higgins.

The documents in the archive, which include personal papers, writings and correspondence, will be held in the Archives and Special Collections of the University Library. In addition to the Archive, the President is also donating a number of books from his personal collection to the University, where they will be available to students and scholars.

The event was held at the Aula Maxima in University of Galway’s iconic Quadrangle, which was renamed The Michael D. Higgins Auditorium as part of the celebrations.

A portrait of President Higgins, by artist Colin Davidson, which will hang in the auditorium was unveiled during the event.

Creation of a handwoven linen wall hanging, presented to President Michael D. Higgins and Sabina Higgins

On 13 June, the President and Sabina welcomed members of Linen in the Liberties to Áras an Uachtaráin, who presented them with a handwoven linen wall hanging.

The linen wall hanging was created in a collaborative project between Áras an Uachtaráin, Linen in the Liberties, and the Office of Public Works. This project was inspired by the Presidential initiatives of collective creativity and biodiversity.

The wall hanging combines flax grown in the organic walled garden at Áras an Uachtaráin and in Flanagan’s Field Community Garden in Rialto, Dublin 8.

Linen in the Liberties is part of the wider group, The Liberties Weavers, a voluntary organisation based in Dublin’s Liberties, with an interest in sustainable textiles, heritage crafts, local history and community. Their aim is to revitalise the textile heritage of the Liberties by reviving the craft locally and making the history and the skills of weaving accessible. They are part of a growing community across Ireland who are educating and inspiring a move to a sustainable textile industry and healthy communities.

President receives Dr. Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization

On 23 June, President Higgins welcomed the DirectorGeneral of the World Health Organization Dr. Tedros Ghebreyesus, to Áras an Uachtaráin on a courtesy call.

Dr. Tedros Ghebreysus, was visiting Dublin to participate in the 2025 World Conference on Tobacco Control.

Ireland is a member state and an advocate for the World Health Organisation, as the key multilateral entity providing leadership and setting standards for health globally.

President Higgins has met with Dr. Tedros on a number of previous occasions, most recently in December 2023 when Dr. Tedros was accompanied by Dr. Michael Ryan.

Dr. Mohammed Mustafa, known as Dr. Mo, is an emergency physician trainee and humanitarian advocate who recently spent time working as an emergency medical doctor in Gaza.

On 10 July, President Higgins received the President of Lithuania, H.E. Gitanas Nausėda and his wife Diana Nausėdienė on a courtesy call at Áras an Uachtaráin.

President attends the National Day of Commemoration at the Royal Hospital, Kilmainham

The National Day of Commemoration commemorates all Irishmen and Irishwomen who died in past wars or on service with the United Nations.

At this year’s ceremony on 13 July, the President laid a wreath on behalf of the people of Ireland, after which one minute of silence was observed.

The National Day of Commemoration takes place each year on the nearest Sunday to July 11, which is the anniversary of the 1921 truce.

President receives H.E. Mauro Vieira, Minister of Foreign Affairs of the Federative Republic of Brazil on a courtesy call

On 15 July, Uachtarán na hÉireann, President Michael D. Higgins met with the Minister of Foreign Affairs of Brazil, Mauro Vieira, on a courtesy call at Áras an Uachtaráin.

This year marks the 50th anniversary of diplomatic relations between Ireland and Brazil in 1975, and Minister Vieira’s visit is the highest level inward engagement by a Brazilian politician to Ireland in that time.

The visit is particularly timely as Brazil this year holds the presidency of BRICS as well as COP30 in Belém in November. These major events follow Brazil’s recent presidency of the G20 in 2023 and 2024.

President Higgins has a strong personal connection with Brazil and made an Official Visit to the country in 2012, where he met with current President Luiz Inácio Lula da Silva and then President Dilma Rousseff.

The President has had further meetings with President Lula at the UN General Assembly in New York in September of last year, and at the coronation of King Charles in London in May 2023.

In a statement following the meeting, President Higgins said:

“I very much welcome the opportunity of meeting with Foreign Minster Vieira today and of expressing my support

as President of Ireland for the vital work which President Luiz Inácio Lula da Silva and his Government are doing, in extremely challenging conditions, in support of multilateralism, and in particular in support of the internationally agreed measures to deal with the impact of climate change and the issues of justice for future generations in relation to the environment.

I very much treasure the meetings which I have had with President Lula over the years. During my Official Visit to Brazil in 2012 when I met with then President Dilma Rousseff, I had special meetings with President Lula. I had more recent opportunities to share brief meetings with him last year at the United Nations General Assembly and in 2023 at the coronation of King Charles.

I strongly admire President Lula’s courage in taking on the challenges of global and intergovernmental responsibility. For those who believe in the United Nations Sustainable Development Goals and sustainable development, globally and within Europe, he is the best ally which they have internationally in achieving these goals.I commend Brazil on the strong focus placed on sustainable development during its Presidency of the G20 and I am very pleased that Ireland has joined the Global Alliance Against Poverty and Hunger established by President Lula.

The Amazon Cooperation Treaty Organisation represents one of the most positive voices with regard to the long view of climate change. Under grave difficulties, they are seeking to fight against the speculative money funding illegal logging and the thousands involved in lobbying for fossil fuel conglomerates. President Lula and Brazil should be given support by all those who believe in the importance of reversing the perilous position into which the future of all forms of life on the planet have been plunged.

At COP30 in Belém in Brazil in November, a city with which Ireland has a connection through the work of Roger Casement, there needs to be an effective alliance to resist the domination of COP by lobbyists on behalf of oil and logging.

It is also important that the recognition and presence of indigenous people, whom Brazil and President Lula wants to get appropriate recognition and centrality, should not be reduced to being a sideshow of COP30. The support of Ireland and those EU member states who share our perspective will be vital in achieving this.”

President receives Filippo Grandi, UN High Commissioner for Refugees on a courtesy call

On 15 July, Uachtarán na hÉireann, President Michael D. Higgins met with Filippo Grandi, UN High Commissioner for Refugees on a courtesy call at Áras an Uachtaráin and following the meeting the President said in a Statement:

“I was pleased to meet today with Filippo Grandi, the UN High Commissioner for Refugees, and to commend him for the exceptional commitment which he has shown to refugees across the world over the last ten years.

Our meeting provided an opportunity to resume the discussions which we have had on a number of occasions across his term as High Commissioner, including when we previously met in Áras an Uachtaráin in 2019, accompanied by refugees from Syria, Vietnam, Iran and Sudan who had found a home in Ireland.

Our interacting global crises of hunger, rising inequality, climate change and biodiversity loss, each exacerbated by

war and conflict, are leading to large increases in those fleeing from their homes.

Acute hunger grew for the sixth consecutive year in 2024, with more than 295 million people in 53 countries and territories experiencing the worst forms of acute food insecurity. The total number of people facing famine or at risk of famine more than doubled between 2023 and 2024, with over 95% of this increase in Gaza and the Sudan, with populations also experiencing catastrophic levels of acute food insecurity in South Sudan, Haiti and Mali.

Prior to his current position, High Commissioner Grandi served in UNRWA from 2005 to 2014, first as Deputy Commissioner-General and then as CommissionerGeneral. I visited Gaza a number of times in that period, including my visit as part of a European Delegation in 2005 with the former Prime Minister of the Netherlands, Andreas van Agt.

Today, the entire population of Gaza is facing Crisis or worse levels of acute food insecurity, with over 80% of

cropland and 83% of agricultural wells having been destroyed. UNICEF has reported that at least 5,119 children between the ages of 6 months and 5 years were admitted for treatment for acute malnutrition in May alone, while a reported 66 children have already died of malnutrition.

It is further reported that at least 1,580 medical personnel have lost their lives, with a further 180 in Israeli detention centres.

The world needs reminding that statements agreed by the General Assembly of the United Nations, while not having an immediate mechanism of enforcement in a military sense, have a deep moral significance.

It is important to also remember that under the Charter of the United Nations, when a resolution has been carried, as is the case in the Middle East, there in an individual obligation on each sovereign member state to take all of the measures available to it to implement what has been agreed.

Those who support the human rights perspective, both as context and obligations, are facing a time when what has been internationally agreed is being reported in the daily media as being broken.

What is even more dangerous is a new impunity being granted to those who announce in advance forcible dispossessions and relocations, be it the population of Gaza or the half a million Afghans forced to leave Iran.

We have in recent months witnessed the militarisation of aid, this is affecting the most vulnerable. There are 20,000 mothers in Gaza who are being subjected to conditions of dehydration and malnutrition with all the consequences to their own life and those of their children.

There are grieving families dealing with the loss of the member of the family who sought out to gather food with the United Nations last week accepting as a verified figure 784 people shot at feeding stations.

The reduction from 400 feeding stations under UNRWA to the four of the Gaza Humanitarian Foundation means that those taking the incredible risk to seek aid are having to pass through long areas that are regarded as militarized zones, with the vast majority of those killed women and children.

It is time for the public of the world to unite in asserting that the universal acceptance of human rights is our best and only strategy for achieving peace and sustainability for future generations.”

President receives the Birmingham Irish Cycle Appeal on a Courtesy Call

On 22 July, President Higgins welcomed members of the Birmingham Irish Cycle Appeal to Áras an Uachtaráin.

The Birmingham Irish Cycle Appeal (BICA) is a voluntary organisation founded and led by members of the Irish community in Birmingham. BICA has raised over £1 million for numerous charities across Ireland and the UK.

This year the group undertook a 600-mile journey from the Giant’s Causeway to Blarney Castle.

President meets representatives of Row to Recovery

On 23 July, the President and Sabina Higgins met representatives of Row to Recovery at Áras an Uachtaráin.

Row to Recovery started in 2014 with just three women recovering from breast cancer and a volunteer coach.

They row once or twice a week on the river Corrib, all year round, weather permitting. The group now includes both men and women with any cancer diagnosis

President receives Dr. John Kennedy on a Courtesy Call

On 25th July President Higgins welcomed Dr. John Kennedy to Áras an Uachtaráin on a courtesy call.

In 2024, Dr. Kennedy provided an endowment to the University of Manchester to mark its 200th anniversary to facilitate a series of annual lectures at the University. President Higgins’ delivered the inaugural address in this series in April 2024 with a lecture entitled ‘Of the consciousness our times need in responding to interacting crises and the role of Universities as spaces of discourse in facilitating it’.

President opens Fleadh Cheoil na hÉireann 2025

On 3 August, President Higgins formally opened the 2025 Fleadh Cheoil na hÉireann in Wexford.

Fleadh Cheoil na hÉireann is the world’s largest celebration of Irish music, language, song and dance.

The President said:

Fleadh Cheoil na hÉireann is such a significant and special event in Ireland’s cultural calendar, a time to celebrate our rich musical heritage and traditions, a time when we come together from all over the island and welcome so many visitors from around the world who have come to celebrate with us our Irish music, song, dance and language, that vibrant tapestry of traditional Irish culture that has been woven over centuries.”

“The level of interest among young musicians is truly a remarkable feature of the Fleadh Cheoil. That youth and that vibrancy is something that the forefathers of Comhaltas would be so very pleased to see as an outcome of their early work.

Then there are the lifelong friendships that are formed during Scoil Éigse’s master classes and also between artists who may compete against each other but also continue to play together in the informal sessions that are part of the Fleadh, in addition to the Comhaltas weekly music classes that laid the footing for the vibrancy of the music today.

President receives the Rt Hon Hilary Benn, MP, Secretary of State for Northern Ireland

On 5 August, President Higgins and Sabina received the Secretary of State for Northern Ireland, the Rt Hon Hilary Benn, MP and his wife Sally Clark at Áras an Uachtaráin.

The President and Secretary of State, Hilary Benn have had a close relationship for a number of decades and President Higgins was also a friend of his father, the late Tony Benn.

On 6 August, President Higgins received Her Royal Highness Princess Anne, The Princess Royal, on a courtesy call at Áras an Uachtaráin.

At their meeting, The Princess Royal acknowledged President Higgins’ long-standing contribution to Irish public life as he approaches the end of his second and final term, and the strength and value of the relationship between Ireland and the UK.

President speaks with Gabriel Boric, President of Chile

On 27 August, President Higgins spoke with Gabriel Boric, President of Chile, via telephone.

The telephone call was a follow up to their conversation at the UN General Assembly last year.

In 2023, at the request of President Gabriel Boric, President Higgins contributed a video message – which the President delivered in both the Spanish and English languages – which was played at an event attended by invited Heads of State in Santiago to mark the 50th anniversary of Chilean coup d’état.

President hosts reception for Judges of the High Court

On 3 September, President Higgins hosted a reception for Ms. Justice Emily Farrell, Mr. Justice Liam Kennedy, Ms. Justice Siobhán Lankford, Mr. Justice Barry O’Donnell and Mr. Justice Oisín Quinn to mark their appointment as Judges of the High Court.

At the event Ms. Justice Emily Farrell formally presented a letter informing the President of his election as an Honorary Bencher of the Honorable Society of King's Inns.

President attends ‘Against All Certainty - A Celebration of President Michael D. Higgins’ at the National Concert Hall

September 5th marked the release of President Higgins’ debut spoken word album, Against All Certainty with music from celebrated musician, Myles O’Reilly on Claddagh Records. This brand-new spoken word collection sets the President’s poetry work to a musical composition by Myles O’Reilly. Michael D. Higgins has published four collections of poetry — The Betrayal; The Season of Fire; An Arid Season; and New and Selected Poems. This album, recorded in Áras an Uachtaráin, is his first recorded project in the spoken word.

The celebratory evening saw the President’s poems at the heart of the concert, read by Paula Meehan, Sebastian Barry, God Knows, Imelda May, Ryan Tubridy, Panti Bliss and Olwen Fouéré accompanied by Myles O’Reilly and National Symphony Orchestra Ireland.

The evening also featured music from some of Ireland’s best loved performers, including Imelda May, Martin Hayes, Paul Brady, Mary Coughlan, Andy Irvine, Myles O’Reilly and Rónán Ó Snodaigh and new voices such as Niamh Bury, Muireann Bradley, Brían Mac Gloinn and Seán Boylan.

As part of the event, President Higgins read two of his poems ‘The Death of Mary Doyle’ and ‘Against All Certainty’, accompanied by Myles O’Reilly and National Symphony Orchestra Ireland.

President Higgins receives H.E. André Tinoco, Minister of Foreign Affairs of the Republic of Costa Rica

On 9 September, President Higgins welcomed H.E. André Tinoco, Minister of Foreign Affairs of the Republic of Costa Rica to Áras an Uachtaráin on a courtesy call.

2025 marks 25 years of bilateral relations between Ireland and Costa Rica. President Higgins visited Costa Rica in October 2013, on a three-country official visit which included Mexico and El Salvador. During his visit to Costa Rica, he met with then-President Laura Chinchilla, then Costa Rican Minister for the Environment, René Castro, and delivered a keynote address at the Inter-American Court of Human Rights in San José.

President marks appointment of Vona Groarke as the new Ireland Professor of Poetry

On 11 September, President Higgins marked the appointment of Vona Groarke as the tenth Ireland Professor of Poetry at an event at Áras an Uachtaráin.

Vona Groarke’s term as Ireland Professor of Poetry runs from September 2025 to November 2028, taking over from the previous holder Professor Paul Muldoon.

During their tenure the Ireland Professor of Poetry is associated for one year with each of the three universities and resides for a period of approximately eight weeks at each. While in residence, the poet engages with students through a series of workshops and readings, performs outreach work and makes one formal presentation, usually in the form of a lecture.

The Ireland Chair of Poetry Trust was established in 1998 following the award of the Nobel Prize for Literature to Seamus Heaney. It was felt that this

should be marked by choosing, every three

years, a poet of honour and distinction to hold the Ireland Chair of Poetry. The Chair is supported by Queens University Belfast, Trinity College Dublin and University College Dublin, as well as by the Arts Council of Northern Ireland and the Arts Council/An Chomhairle Ealaíon.

The High Commissioner for Human Rights is the principal human rights official of the United Nations and is responsible for all the activities of the Office of the High Commissioner for Human Rights (OHCHR).

President officially opens the National Ploughing Championships

On 16 September, President Higgins formally opened the National Ploughing Championships, taking place place in Screggan, Tullamore, Co Offaly.

The President has attended the Ploughing Championships since his Inauguration in 2011, and has described the festival as “an outstanding example of the Irish genius” and “the most beloved rendez-vous in Ireland’s rural calendar.”

In his address, the President said:

May I pay tribute to the National Ploughing Association and in particular to its Managing Director, the remarkable Anna May McHugh, for another superbly organised event that brings together not only many of the old favourite elements to the programme, but also some new attractions in 2025. For over 50 years Anna May’s leadership of the NPA has ensured that these Championships continue to go from strength to strength, year to year. Congratulations to you and all the team at the NPA.

This festival is in itself a testament to the vibrancy and the organisational talent in Ireland’s farming community, and I would like to thank all the farmers involved for their generosity and community effort in facilitating the provision of a site for all that happens.

I have just been down to see some of the ploughs and the horsemen at work. How wonderful it is to see our ploughmen continue to cherish their horses, as the staging of the horse plough classes shows. They do so out of love for that beautiful animal, the horse, but also because they –and our loy diggers alike – take pride and pleasure in keeping alive, and even perfecting, an ancient human skill.

As I watched, I was minded to recall the beautiful sculpture in Áras an Uachtaráin, The Plough and the Stars, a cultural icon of the foundation of the State, so generously gifted by sculptor John Behan and Gerry King, a legendary figure in the world of ploughing. It is a commemoration of the 1913 Lockout of Dublin workers,

but it also speaks to the deep cultural and symbolic role of the plough in Irish life.

The excellence of skill and talent in ploughing, as demonstrated by competitors, is a core aspect of the Ploughing. Yet this event is, of course, much more than that. It constitutes the national stage for showcasing all things agricultural — new techniques, new technologies, safety, sustainability, and the best of Irish farming.”

“Farming, and the family farm in particular, is at the very core of Irish rural life. It has an intrinsic value that goes far beyond the economic. It involves a deep connection to the land and nature, shaping daily routines, community interactions, and even identity; part of a lifestyle characterised by self-sufficiency, fostering resilience and promoting sustainable practices.

Retaining and supporting a family farm model is of vital importance to the future of our country and to the future of our rural communities. Farming as a way of life must be cherished, protected, supported, nurtured, sustained and enjoyed. Research indicates that this can be best achieved with appropriate regional policies and sufficient supports for farm families, whether it is in the field of environmental protection or in terms of market structure. I say this as farming presents unique challenges, including financial pressures, the physical demands of the work, and the emotional toll of potential farm crises.”

On 18 September, President Higgins welcomed Ms. Éilis Ní Dhuibhne, Laureate for Irish Fiction, to Áras an Uachtaráin on a courtesy call.

Éilís Ní Dhuibhne was appointed Laureate for Irish Fiction in July 2025

The Laureate for Irish Fiction is an initiative of the Arts Council. The role seeks to acknowledge the contribution of fiction writers to Irish artistic and cultural life by honouring an established Irish writer of fiction, encouraging a new generation of writers, promoting Irish literature nationally and internationally and encouraging the public to engage with high quality Irish fiction.

On 19 September, the President and Sabina Higgins welcomed members of the Public to Áras an Uachtaráin to celebrate Culture Night 2025, marking the fiftieth anniversary of the founding of Druid Theatre with a performance of Riders to the Sea by J. M. Synge.

President receives H.E. Dr. Jilan Wahba Abdalmajid, Ambassador of Palestine, on a Courtesy Call

On 23 September, President Higgins received the Ambassador of Palestine, Dr Jilan Wahba Abdalmajid, at Áras an Uachtaráin on a courtesy call.

At their meeting, the Ambassador expressed her deep appreciation, on behalf of President Mahmoud Abbas and the Palestinian people, for the resolute support and solidarity of President Higgins, the Irish Government and the Irish people.

In a statement following the meeting, President Higgins said:

“The recognition of the State of Palestine by a growing and significant number of countries at the United Nations at its General Assembly meeting this week is a moment of hope for Palestinians, and an important moment historically in terms of the recognition of the Palestinian people’s right to independence and sovereignty.

Beyond its symbolic importance, it is of the greatest importance that actions now follow this display of support in terms of providing for access to the humanitarian relief so urgently needed to address the malnutrition being imposed on the people of Gaza, for a ceasefire to be put in place, for all hostages to be released, and meaningful structures for a two-state solution to be enabled and achieved.

There is a responsibility on Member States of the United Nations to consistently apply the criteria of the UN Charter. Article 4 (1) of the Charter, and the 1948 Advisory Opinion of the International Court of Justice on the sufficiency and exhaustive nature of these criteria, are clear in this regard. Any additional conditions depart from this opinion delivered decades ago."

President hosts an Afternoon Tea Reception

On 24 September, the President and Sabina Higgins hosted an afternoon tea reception at Áras an Uachtaráin for members of communities from around the country.

In his speech the President said:

“Sabina and I are so pleased to be able to have the opportunity to welcome so many people from around the country, many friends and acquaintances with diverse experiences of citizenship, including those representing community groups, people of all ages and circumstances.

Events such as this afternoon tea reception provide us both with an opportunity to recognise and celebrate the valuable contribution that so many of you have made in your respective fields of endeavour, a contribution that assists in the creation of vibrant and diverse communities.”

President receives Guestbook Award for

Narrative Hospitality

On 26 September, President Michael D. Higgins was today honoured with the Guestbook Project Award for Narrative Hospitality at an event in Áras an Uachtaráin.

The award was presented to the President by the founder director of Guestbook, the Charles B. Seelig Chair of Philosophy at Boston College, Professor Richard Kearney.

The event featured a discussion between President Higgins and Professor Kearney about how the President’s life and work has reflected the art of 'narrative hospitality' - as both a poetics of imagination and an ethics of openness to strangers.

The discussion included Michael D. Higgins’ work as President, as poet and as politician, as well as his work fostering the exchanging of histories and narratives through a process of ethical remembrance in the

Machnamh 100 series of seminars to mark the centenaries of the foundational events of a century ago, and throughout the Decade of Centenaries.

The President and Professor Kearney further discussed the multiple ways we narrate the past, including the different roles played by history and by different forms of storytelling including fiction, poetry, art, drama and film.

The event was attended by a number of academics from relevant disciplines in Irish universities.

President Higgins is the fourth recipient of the Guestbook Project Award for Narrative Hospitality. The three previous recipients were former President of Ireland and former UN High Commissioner for Human Rights Mary Robinson in 2022, the late broadcaster and host of ‘A Celtic Sojourn’ Brian O’Donovan in 2023, and author Colum McCann in 2024.

On 30 September, President Higgins welcomed representatives of Dance Ireland to Áras an Uachtaráin on a courtesy call.

Dance Ireland are Ireland’s national dance development organisation, and support the development of all forms of dance in Ireland through professional development opportunities and advocacy.

On 2 October, President Higgins received Dr. Thant Myint-U, historian and Honorary Fellow at the University of Cambridge, on a courtesy call at Áras an Uachtaráin where he presented the President with a copy of his book ‘Peacemaker’.

The book tells the story of his grandfather, the former Secretary General of the United Nations – U Thant.

President is bestowed the honorary title of “President of the University of Galway Literary and Debating Society”

On 2 October, President Higgins was bestowed the honorary title of “President of the University of Galway Literary and Debating Society” at an event in Áras an Uachtaráin.

The Literary and Debating Society is a student society at the University of Galway. It was founded as the Literary and Scientific Society in 1846, and incorporated into the then Queen's College, Galway, in 1852.

President meets representatives of Galway Active Retirement Group

On 3 October, the President and Sabina Higgins met representatives of Galway Active Retirement Group who had a visit to Áras an Uachtaráin.

Ómós don Uachtaráin/An Evening in honour of the President

On 4 October, the President and Sabina Higgins attended a special concert at Áras Chrónáin, the Irish Culture Centre in Clondalkin, Dublin with a special performance of two pieces of music which the band Kíla have composed in his honour.

The President officially opened the concert space in Áras Chrónáin while serving as Minister for Arts, Culture and the Gaeltacht in the 1990s.

On 7 October, President Higgins received photographer Steve Pyke MBE to Áras an Uachtaráin on a courtesy call.

Mr Pyke presented the President with a copy of his book Scribendi: Portraits of Irish Writers 1985-2025, which was undertaken during a year-long residency at the Photo Museum Ireland.

President Higgins is one of the over 100 subjects photographed in the collection.

President Receives the President of the Republic of South

Africa, H.E. Cyril Ramaphosa

On 8 October, Uachtarán na hÉireann, President Michael D. Higgins, received the President of South Africa, H.E. Cyril Ramaphosa, at Áras an Uachtaráin for an Official Visit.

Following a ceremonial welcome, a private meeting took place between the two Heads of State, followed by a bilateral meeting between their delegations.

The meetings were followed by a lunch, where the Presidents and their delegations were joined by a number of invited guests. The lunch was addressed by both Presidents.

A number of guests associated with the Anti-Apartheid Movement over the years attended the official lunch, including representatives of the Dunnes Stores AntiApartheid Strikers, whose refusal to handle the sale of grapefruit from South Africa commencing in July 1984 made a major international contribution to drawing attention to the apartheid system, and former Tánaiste

and a founding member of the Irish Anti-Apartheid Movement Joan Burton. Also in attendance at the lunch was international human rights lawyer Blinne Ní Ghrálaigh KC.

President Higgins has met President Ramaphosa on a number of occasions over the years, with the two Heads of State’s most recent previous meeting taking place in New York in September 2024, where they held a bilateral meeting at the United Nations headquarters during the UN General Assembly.

President Ramaphosa has a long connection with Ireland, having played a significant role in the Peace Process in Northern Ireland. As part of this work, he served as an arms inspector in the Independent International Commission on Decommissioning in Northern Ireland and carried out inspections alongside the late former President of Finland, Martti Ahtisaari.

President Higgins made an Official Visit to South Africa in November 2014, and also visited the country as President in December 2013, where he attended the funeral of the former President of South Africa, Nelson Mandela.

On 12 October, President Michael D. Higgins received author Ben Phillips at Áras an Uachtaráin, who presented the President with a copy of his book 'How to Fight Inequality' and his pamphlet 'Public Good'

President Addresses the World Food Forum Grand Opening 2025

On 13 October President Higgins addressed the 2025 World Food Forum Grand Opening via video message.

The vital need for food security, and the importance of moving past reactive emergency responses to tackling the underlying structural causes of hunger, has been a key theme of the President’s work.

The President has consistently raised the importance of food security, and the links between it and the interlocking global crises of global poverty, migration, debt and climate change in his meetings with global leaders in recent years.

In October 2023, President Higgins delivered two addresses on the topic of food security at the World Food Forum, hosted at the FAO’s headquarters in Rome, one at the Forum’s opening session as well as the keynote address the Forum’s closing session. The President’s addresses in Rome built on a further two addresses which he delivered at the second Dakar Summit on food sovereignty and resilience in Senegal in January 2023.

The President has also written extensively on the topic in recent years, including reflecting on the repeated crises which have arisen since he first travelled to Somalia and saw first-hand the devastation of the famine in that country in 1992.

In 2024, the United Nations Food and Agriculture Organisation awarded President Higgins the prestigious Agricola Medal, in recognition of his work advocating for global food security.

World Food Forum Grand Opening 2025

President receives the inaugural Centre for Justice and Law Reform Medal of Excellence from the Law Society of Ireland

On 14 October, Uachtarán na hÉireann, President Michael D. Higgins, was awarded with the inaugural Centre for Justice and Law Reform Medal of Excellence by the Law Society of Ireland at a ceremony in Áras an Uachtaráin.

The medal was presented to President Higgins by the President of the Law Society, Eamon Harrington.

The award seeks to honour and recognise people who have demonstrated exceptional leadership, commitment and achievement in areas such as the protection of fundamental rights, access to justice, the functioning of democracy, and the strengthening of the rule of law.

Delivering the citation for the Award, Eamonn Harrington said:

“Your presidency has been marked by a steadfast determination to give voice to the weakest and most vulnerable, not only in Ireland but across the globe. In a world facing profound upheaval, your principled stance on national and international issues, including the protection of fundamental rights and the rule of law, has offered a moral compass in uncertain times that has been both inspiring and deeply reassuring.

The Law Society’s Centre for Justice and Law Reform awards this Medal of Excellence to you in recognition of your exceptional contribution to the causes central to our mission: advancing justice, promoting thoughtful and evidence-based legal reform, and cultivating a society grounded in fairness, inclusion, and equality. Your example has inspired lawyers, policymakers, activists, and citizens to pursue transformative change through law, public policy, and political activism.

This Medal, specially commissioned by the Centre, symbolises our appreciation and gratitude for your intellectual rigour, your courage in confronting difficult

truths, and your lifelong insistence that law must be animated by compassion and respect for human dignity. Your service has enriched Irish life and contributed to global conversations about justice and human rights.”

Accepting the Medal, President Higgins said:

“May I thank Eamon Harrington, President of the Law Society, for your kind introduction, and may I say what an honour it is to be bestowed with the Medal of Excellence from the Centre for Justice and Law Reform.

The Centre, a research initiative by the Law Society of Ireland, which aims to improve the justice system through evidence-based research and advocacy, is such an important and worthwhile initiative, helping to shape law reform and bring about improvements in the justice system through fostering debate among the legal community and beyond, and advocating for positive changes to improve the public’s experience of the Irish justice system.

The rights-based approach that the Centre for Justice and Law Reform advocates echoes that which I too have advocated throughout my Presidency, one that highlights how human rights are based on the recognition of the inherent dignity of every person and require active protection and promotion within a society that aims for inclusivity, equity, one where rights are recognised and honoured.”

The Centre for Justice and Law Reform is a new research centre established by the Law Society to influence positive and progressive change in Ireland. Its purpose is to develop thought leadership on matters which have justice and law reform at their heart. The mission of the Centre is to seek to influence the development of the justice system and shape law reform in the public interest by conducting and publishing evidence-based research; engaging with policy makers; and advocating for the implementation of legal and policy reforms.

President attends unveiling of Focus Theatre Commemorative Plaque

On 18 October, the President and Sabina Higgins attended the unveiling of a plaque in honour of Focus Theatre and its founder, the late Deirdre O’Connell, at the site of the Focus Theatre in Pembroke Lane, Dublin.

Following the unveiling of the Commemorative Plaque the President and Sabina hosted a special reception in Áras an Uachtaráin.

In his speech the President said:

“It is a deeply deserved recognition of a life, and of a space, that gave so much to the artistic and cultural heritage of Dublin, and indeed to the spirit of Ireland itself, a gesture of gratitude that now takes its place among the landmarks of our shared cultural memory.

I wish also to say that for Sabina and myself, this occasion carries a special personal resonance. Deirdre was a close and cherished friend of ours, one whose generosity of spirit, fierce artistic integrity and luminous imagination touched all who had the privilege to have known her.

Deirdre O’Connell was a pioneer. An artist whose life was marked by vision and conviction, her work as actor, teacher, and director was grounded in an unyielding belief in the power of theatre as a transformative force – not a commodity, not a mere entertainment, but an essential human encounter, an exchange of truth between performer and audience, between soul and society.

Deirde created possibilities where few existed. When Deirdre founded the Stanislavski Acting Studio in April 1963, at the Pocket Theatre on Dublin’s Ely Place, the first actor-training studio of its kind in Ireland, she helped to open doors to new forms of artistic expression in our country.

Deirdre brought with her an understanding of the Stanislavski System, filtered through her study with Lee Strasberg and the Actor’s Studio in New York, yet always adapted with her own intuitive sense of Irish conditions, that ability to draw out authenticity, to help her students to find their inner truth, their voice, their being.”

On 21 October, President Higgins welcomed Mr. Tom Fletcher, United Nations Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator to Áras an Uachtaráin on a courtesy call.

Mr. Fletcher briefed the President on the visit which he had made to Gaza the previous week.

President hosts an Afternoon Tea Reception

On 22 October, President Michael D. Higgins and his wife Sabina hosted the final afternoon tea reception of his term of office at Áras an Uachtaráin.

President Higgins and Sabina have sought over the last 14 years to open up the Áras to members of the public in an ever-expanded way. They have extended a welcome to approximately 15,000 to 20,000 members of the public at Áras an Uachtaráin each year, including approximately 17,000 people last year.

This has included the annual themed series of summer garden parties in the Áras grounds, receptions, afternoon teas, concerts, tours and other occasions, including events each year for Brigid’s Day, International Women’s Day, St Patrick’s Day, May Day, Culture Night, the turning on of the Christmas Tree lights at the Áras, and many others.

At the event, the President and Sabina welcomed approximately 100 members of the public, groups and organisations from around the country to the Áras.

Among those present were a group of scientists from the College of Science and Engineering in University of Galway who earlier this year, collaborating with astronomers in Leiden University and the University of Arizona, discovered a new planet using the European Southern Observatory’s Very Large Telescope in the Atacama Desert in Chile. They have called the new planet, which is some 430 light years away, ‘WISPIT 2b’.

In recognition of their achievement, President Higgins announced that he would be presenting the painting ‘New Universe’, by the artist Zhao Shaoruo, to the University following the completion of his term of office. The painting, which was commissioned by Richard Kelly, godson of President Higgins, to mark the President’s inauguration on 11 November 2011, hung in the entrance hall of Áras an Uachtaráin throughout President Higgins’ fourteen years in office.

Also in attendance were members from the Inniskillings Museum in Enniskillen and representatives of SIPTU trade union. In 2016 the museum kindly loaned to SIPTU the green harp flag that flew over Liberty Hall in 1916. As President, Michael D. Higgins was delighted to accept the flag back to its original home in time for the centenary of the Rising, and it is expected that the relationship between the museum and Liberty Hall will continue to be a fulfilling and lasting one.

Among the other guests were a number of members from Crann, a charity promoting the sustainable use and conservation of trees and forests in Ireland, members of Animal Help Net Kerry, and Oisín Large, whose parents (also present) wrote to President Higgins to bring his attention to Oisín’s poem ‘Lament for Palestine’ which was published in the Wicklow Times in June.

Speaking at the event, President Higgins said:

“With my Presidential term drawing to a close, today’s event marks the final afternoon tea that I will host mar Uachtarán na hÉireann. The many events such as this which Sabina and I have held over the past 14 years have been occasions to witness the moral leadership and unstinting efforts of so many people throughout the country working towards the creation of a just and equal world.

May I suggest that such efforts represent the best expressions of an active, engaged and inclusive citizenship, one that demonstrates a commitment to a better future founded on principles of solidarity and recognition of the dignity of all members of our shared global family.

Over the past 14 years I have been constantly reminded that, in spite of all the challenges we face, there remains within the Irish people a profound and unyielding commitment to seeing beyond the self, to seeing the ‘other’ as friend, the principles of generosity, compassion, kindness, decency and care for one another.

Mar fhocal scoir, may I express again my gratitude to each and every one of you for the individual and collective

contribution that you have all made to our country in your different capacities, for your friendship, for your spirit of inclusion and endeavour, demonstrating what can be achieved from the values of social inclusion, participative citizenship and sustainable living, as we work towards crafting a flourishing Republic that is responsive to the great challenges of our times and the achieving of an inclusive, peaceful and sustainable future for all on our shared, precious planet.”

Through their events and receptions, the President and Sabina have made a particular effort over the last fourteen years to include disadvantaged groups, including in their invitations for example many

members of the Traveller community, migrant and refugee groups, those who have lost family members in the conflict in Northern Ireland, members of the LGBTQI+ community, those working in advance of global solidarity, women who had been in the Magdalene Institutions, and many others. This has been of particular importance to the President in a global context when such groups have in some instances faced increasing hostility over recent years.

On 23 October, President Higgins welcomed the President of the University of Galway, Mr David Burn, to Áras an Uachtaráin on a courtesy call.

In June of this year, the University of Galway was announced as the custodians of the Presidential Archive of President Higgins

The documents in the archive, which include personal papers, writings and correspondence, will be held in the Archives and Special Collections of the University Library.

In addition to the Archive, President Higgins also donated a number of books from his personal collection to the University, where they will be available to students and scholars.

On 24 October, President Higgins and Sabina cast their vote in the Presidential Election at Saint Mary's Hospital in the Phoenix Park.

President elected as Honorary Bencher of the Honorable Society of King’s Inns

On 24 October, President Higgins was elected as an Honorary Bencher of the Honorable Society of King’s Inns at a dinner at King’s Inns, Henrietta Street, Dublin.

The President was formally presented with a letter informing him of his election as an Honorary Bencher in September this year when the President hosted a reception for Judges of the High Court.

The Honorable Society of King’s Inns, established in 1541, is Ireland’s Oldest School of Law.

The President most recently met with Andy Burnham during a visit to Manchester in April 2024.

He previously welcomed Mayor Burnham and Mayor Rotherham to Áras an Uachtaráin in March 2022.

President attends a special screening of “Báite” hosted by Screen Ireland

On 5 November, the President and Sabina Higgins attended a special screening of Irish language film “Báite” at the Lighthouse Cinema in Dublin.

Báite, directed Ruán Magan and produced by Danú Media as part of TG4's Cine4 scheme. The production was also funded by Coimisiún na Meán and Screen Ireland.

On the night, President Higgins received a special presentation made on behalf of Screen Ireland to acknowledge the significant contribution President Higgins has made to the Irish film and television industry, as well as his support and advocacy for the Irish language in arts and culture throughout his public life and Presidency.

On 7 November, President Higgins welcomed volunteers from the 2023 Tidy Town winners, Abbeyleix, and the 2024 Tidy Town winners, Ballincollig, to Áras an Uachtaráin on a courtesy call.

Tidy Towns is an annual competition, first held in 1958, organised by the Department of Rural and Community Development and the Gaeltacht in order to honour the tidiest and most attractive cities, towns and villages in the Republic of Ireland.

GARDEN PARTIES 2025

Each year, the President and Sabina Higgins host a series of Garden Parties to celebrate the work of people and organisations who have been active in projects and areas that are central to the Presidency of Michael D. Higgins.

The Garden Parties continue a tradition established by past Presidents, and over the course of 7 events, the President and Sabina have welcomed people from all over the island of Ireland to Áras an Uachtaráin, its house and gardens.

President hosts a Community Day Garden Party

On 13 June, the first garden party of 2025 took place, and celebrated community groups from around Ireland, including members from the National Youth Council of Ireland, Gaisce, the National Association for Youth Drama, the Immigrant Council, and the Irish Wheelchair Association.

The President during his speech said:

“…Over the years, Sabina and I have so welcomed the opportunity that these garden parties provide for us to meet various members of communities, community groups and activists who, in their different ways, are using their skills and expertise to build inclusive communities across Ireland.

Today, we do so in a spirit of intergenerational hope, to acknowledge, to affirm and to celebrate, what it means to be young in Ireland today, and to recognise and acknowledge the vital and indispensable contribution, the energy, creativity and enthusiasm that young people have brought and can continue to bring to the evolving Irish Republic.

May I take this opportunity to welcome all those present today, from so many diverse organisations. To everyoneyou are all so welcome today.”

President hosts a Bloomsday Garden Party

On 15 June, President Higgins and Sabina hosted a Bloomsday Garden Party at Áras an Uachtaráin.

Bloomsday, 16 June 1904, is the date immortalised in James Joyce’s 1922 novel Ulysses and named after the book’s protagonist Leopold Bloom.

Each year, the President and Sabina host a special Bloomsday themed Garden Party to celebrate the work of James Joyce.

The President said:

“While Bloomsday has eclectic but impeccable origins from a literary source, now it has become an important day in our annual cultural calendar, one that invites us to recall, in the fullness of James Joyce’s literary and artistic greatness, a writer who is an unparalleled representative of a writer’s struggle for publication, migrant consciousness, of the

torture and indifference of memory, above all of seizing the opportunities offered by transience.

On Bloomsday we commemorate and celebrate the life and works of James Augustine Aloysius Joyce, modernist, avantgarde writer, and regarded by so many around the world as one of the most influential and important writers of the 20th century.”

The President later said:

“A life without the arts, without the contribution of artists and cultural practitioners, of limited public opportunities for sharing cultural experiences, of never being lifted to transcendence by performance in the many forms of the arts – such a life would constitute a much diminished existence, an unfulfilling encounter with life, one devoid of beauty, creativity, and human expression. A world in which there was no music to move us, no paintings to inspire us or books and films to enlighten and provoke us would be a world stripped of colour, texture and vibrancy.”

President Higgins, Sabina and all of the staff at Áras an Uachtaráin were deeply saddened to learn of the death of Seán Rocks just a couple of weeks after the Bloomsday Garden Party.

In a statement issued upon learning of Seán's death, the President said:

“It is with the greatest sadness that I have learnt of the death of Seán Rocks.

Ireland has lost one its finest broadcasters and advocates for the arts and artists. Seán’s show Arena on Radio One was an example, for all generations of listeners, of the deep, wide and supportive curiosity that he delivered from a rich insight into all aspects of the arts and culture.

Seán’s interest in all forms of the arts shone through on every topic and he expanded so many people’s appreciation of performance and culture of all kinds, a public service broadcaster in the truest sense.

Just last month, we had the benefit in the Áras on Bloomsday this year of Seán’s brilliant critical and presentational skills and of welcoming his family. His trademark warmth and knowledge of the performers and their work lifted the occasion as it always did, communicating an instinctive respect for performance.

Sabina and myself were honoured to welcome Seán to Áras an Uachtaráin on a number of other occasions over the years.

I think for example of the wonderful way in which Seán led an event for youth to mark the visit of the then Prince of Wales, His Majesty King Charles, on his visit to Áras an Uachtaráin in 2017. Seán introduced young people from all over Ireland representing the worlds of art, music, sport, science, agriculture and advocacy.

May I express, on behalf of Sabina and myself, our deepest condolences to Catherine, to Morgan and Christian his sons, and to all of his many friends, colleagues and devoted listeners across the country.

On 18 June, the President and Sabina Higgins hosted a Garden Party dedicated to Communities in All Their Diversity.

The President said:

“Today’s garden party is a celebration dedicated to Communities in All Their Diversity. In extending this invitation, Sabina and I wished to celebrate the extraordinary work carried out, often quietly and with insufficient recognition, by so many people across the country, people who give of themselves each day in support of others, helping to create and sustain communities that are inclusive, kind, and vibrant, that offer a sense of belonging, of care, of shared interests, of hospitality that can enable us all to benefit from a flourishing and engaged society.”

President hosts a Community Day Garden Party

On 24 June the President and Sabina hosted a community day garden party celebrating the roles of individuals across the community and voluntary sector settings, working to make our society a better place.

The event had a special focus on those volunteers who give their time in support of League of Ireland football clubs around the country and those working for organisations supporting the welfare of animals across the country.

The President said:

“In celebrating community today, may I take the opportunity to reflect on the special contribution being made, week after week, by so many active citizens from the sporting world. I want in particular to mention clubs from those in the League of Ireland, who work so hard in nurturing and fostering that spirit of togetherness and

shared purpose that is such a vital part of our social fabric in so many towns and cities across the country.

I am delighted that we have more than 60 individuals present from various League of Ireland clubs around the country”

President hosts a Garden Party Celebrating Global Solidarity and the UN SDGs

On 26 June, the President and Sabina hosted a garden party celebrating global solidarity and the UN Sustainable Development Goals.

The President said:

“This garden party is held under the theme “Celebrating Global Solidarity and the UN Sustainable Development Goals”. It is in my view a most timely theme, and one which resonates deeply with the values we must cherish and act upon, together, as a global community.

Sabina and I are most happy to extend a warm welcome to community members, activists, and all those who have been dedicating themselves and committing to fostering a sustainable future for our citizens in Ireland and beyond. May I also acknowledge the remarkable efforts of individuals involved in various campaigns including on climate justice, humanitarian aid, global development, gender equality, and the eradication of global hunger. Molaim sibh.

May I take this opportunity to welcome many members from Comhlámh who join us today. This year Comhlámh marks a special milestone as they celebrate their 50th anniversary since their establishment. Traoslaím libh.”

President hosts Garden Party Family Day: Celebrating Families in All Their Diversity

On 29 June, the President and Sabina Higgins hosted a Family Day garden party at Áras an Uachtaráin celebrating families in all their diversity.

The President said:

“In Ireland today, family structures are diverse and evolving, reflecting a wider range of living arrangements and social attitudes compared to previous generations. While the traditional nuclear family remains a significant part of the landscape, we have experienced significant changes, with an increasing number of cohabiting couples, one-parent families, and samesex couples, together with a decrease in the average number of children per family.”

President Hosts an Irish Country Music Concert

In the final in a series of Garden Parties held at Áras an Uachtaráin, the President and Sabina Higgins hosted a special Presidential Concert celebrating Irish country music on 2 July 2025.

The President said:

“The love of Irish music and song has become so deeply ingrained into our Irish culture. It has been said – and it is so true – that our music is of us, and yet it is of the world. The importance and respect that we give to our song-writing and our music, our willingness to extend the tools and techniques of melody, harmony, lyrics, and form that lie behind so many great songs and pieces of music, is a defining feature of what we mean when we refer to our ‘Irishness’.”

and he later said:

“We are so fortunate in this country to have so many gifted musicians, singers and songwriters, and we are fortunate here this evening that some of them are with us to perform at this concert. I thank them all for sharing their craft and providing us with such memorable music.”

AMBASSADORS PRESENT THEIR LETTERS OF CREDENCE

When another country wishes to appoint a new Ambassador to Ireland the Government must agree to that appointment. An accreditation ceremony subsequently takes places at Áras an Uachtaráin, where the new Ambassador presents a letter of credence to the President of Ireland.

The Ambassador-designate is greeted on arrival at Áras an Uachtaráin and invited to sign the visitors book. The Ambassador-designate then proceeds to the State Reception Room, where he/she formally presents their letter of credence to the President. The formal exchanges of greetings between the new Ambassador and the President gives them the opportunity to get to know one another and also to convey messages between the authorities of the respective states.

Following accreditation, the new Ambassador is escorted by the President to the main front door of Áras an Uachtaráin where he/she inspects a military guard of honour. The new Ambassador then departs Áras an Uachtaráin with a military escort.

At the end of their term, the President invites the Ambassadors on a Courtesy Call to Áras an Uachtaráin, to thank them for their service, hear their experiences in Ireland and discuss the departing Ambassador’s views on issues of relevance to our bilateral relations.

APPOINTMENT OF JUDGES

Judges in Ireland are appointed by the President acting on the advice of the Government and in accordance with Article 35.1 of the Constitution. In most cases, the Government decides who to appoint as a judge after it has been advised by the Judicial Appointments Advisory Board.

Judges are completely independent in the performance of their functions and on their appointment take the oath set out in Article 34.6.1 of the Constitution.

The President signs all Warrants of appointment and invites Judges appointed to the Supreme Court, High Court and the Court of Appeal to a ceremony in Áras an Uachtaráin.

LEGISLATION

During 2025, President Higgins signed eleven Bills into law.

The Houses of the Oireachtas (Dáil Éireann and Seanad Éireann) are responsible for passing bills, but it is not until Bills are signed by the President that they become law.

The President’s role in this context is to consider whether Bills presented to him are compatible with the Constitution.

The President cannot veto a Bill simply because he doesn’t agree with its provisions, but other than Money Bills or Bills to amend the Constitution, where he has doubts over a Bill’s constitutionality, he can, after consulting with the Council of State refer it to the Supreme Court to make a determination in this regard.

If the Supreme Court finds that the Bill, or any part of it, is unconstitutional, the President cannot sign the Bill and it is not enacted. However, if the Court holds that the Bill is constitutional, the President signs the Bill and it becomes law. In this situation, under article 34 of Bunreacht na hÉireann, the constitutionality of this legislation, or the provision of the Bill that had been referred to the Supreme Court, cannot be challenged at a later stage.

In the case of a disagreement between the Dáil and the Seanad, members of the Oireachtas may petition the President not to sign a Bill on the grounds that it contains a proposal of such national importance that the will of the people should be sought, in the form of a referendum. Such a petition requires a majority of the Seanad and at least one third of the Dáil. This provision of the Constitution has never been exercised.

THE ‘CENTENARIAN BOUNTY’

The tradition by which people who have reached their 100th birthday receive a gift from the State of €2,540 and a special message from the President of Ireland, wishing them a happy birthday and congratulating them for their longevity, was started in 1940 by President Douglas Hyde.

In 2006, the Government decided to extend the eligibility criteria for the scheme so that all Irish citizens born on the island of Ireland are eligible to apply.

Since 1 January 2000, the President of Ireland has also marked the birthday of people over the age of 100 years. On his or her 101st and every subsequent birthday, the person receives a special commemorative coin in a presentation box, along with a congratulatory letter signed by the President. A new coin is designed for each year.

LIBRARY & ARCHIVE

The Library & Archive supports the information and research needs of the Office of the President. This involves the preservation, curation and development of collections of historical importance, the operation of an online library management system, cataloguing of collections, and compliance with legal obligations under the National Archives Act, 1986.

Archives

Under the National Archives Act, 1986, the Office of the Secretary General to the President annually transfers records that are over 30-years old to the National Archives for preservation and public access. The Office transferred 254 files, for release to the public on 2 January 2025. The files mainly related to 1994, the fourth year of President Mary Robinson’s term of office. Files cover the then President’s State visits to Poland, Tanzania, Zambia, Uganda, Zimbabwe, Hungary, Canada, USA, Switzerland, Great Britain and Northern Ireland, and France. The records also include State visits to Ireland, appointment of judges, Acts of the Oireachtas enacted in 1994, and engagements attended by President Robinson across the country.

Records from 1995 were transferred to the National Archives in November 2025, for release to the public in 2026.

Library

A new library management system was implemented, and online cataloguing of the current book collections began in January 2025. Retrospective cataloguing will allow further recording and discovery of the collections on a full electronic catalogue, at a future date. This will include a significant donation of books made by President Higgins at the end of his term of office.

A pilot project was undertaken to conserve and digitise the Douglas Hyde Collection, to ensure its preservation, and with a view to increasing its visibility to the public, and for research and educational purposes. Twenty-five artworks on paper were selected, including fine art prints, and original paintings and drawings. The digitisation of the selected artworks was carried out in September. These will be available to view in an online exhibition on the website www.president.ie

FINANCES AND GOVERNANCE

The Constitution of Ireland, Bunreacht na hÉireann, established the Office of President, and the Presidential Establishment Act 1938 set out the role of President and his/her associated allowances.

The budget for the Office of the President is set by the Oireachtas, on an annual basis, under Vote 1. Spending under this heading is detailed annually in the Appropriation Account, which is independently audited and published by the Comptroller and Auditor General (C&AG).

The Office of the Comptroller and Auditor General performs its audit under the authority conferred by the Comptroller and Auditor General (Amendment) Act 1993 and in accordance with the International Standards on Auditing (ISAs) as promulgated by the International Organisation of Supreme Audit Institutions. The audit, through the reporting of the audit opinion, give independent assurance that the Appropriation Account properly presents the receipts and expenditure of the Vote for the current year of account and has been prepared in the form prescribed by the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation.

Staffing levels, and salaries of every member of the President’s staff, are set according to standard civil service pay scales and arrangements. The Internal Audit function for the President’s Establishment has rested with the Internal Audit Unit of the Department of the Taoiseach since 2012/2013.

The Audit Committee provides independent oversight of financial arrangements and is tasked with providing independent advice regarding the suitability and robustness of the organisation’s internal control systems and procedures. Its work is informed by analysis of the financial risks to which the Office of the President is exposed and aims to cover the key controls on a rolling basis over a reasonable period. The Committee met on 3 occasions during 2025 to the 10 November.

Allied Services

The Office of the President is supported by a number of Government Departments and State Agencies.

The Defence Forces provide ceremonial support to the President for State events including State Visits, Credentials Ceremonies and Commemoration Ceremonies, and also provide continuous formal and informal assistance to the President through the Office of the Aide de Camp. An Garda Síochána provide security and transport for the President and the Department of Foreign Affairs plan and organise the President’s official foreign travel. The Office of Public Works (OPW) look after the listed building that is Áras an Uachtaráin and provide all the services required for the many events hosted at the Áras. The formal gardens, and the certified organic vegetable and kitchen gardens that provide fruit, vegetables and flowers for use at the many events hosted by Áras an Uachtaráin, are also managed by the OPW. The National Shared Services Office provide human resources, financial management and payroll shared services. The Office of the Government Chief Information Office (OGCIO), provides standard corporate ICT services.

1938 Allowance

The annual presidential allowance of €317,433.96 per calendar year exists to support the work of the Presidency.

The allowance has been in existence since 1938, under the terms of the Presidential Establishment Act 1938, and has been available to every President over the last 80 years. The current amount was set in 1998 (under S.I. No. 67/1998) at £250,000, which since the introduction of the euro has been set at the rate of €317,433.96.

The allowance is used to meet additional costs not covered elsewhere in the President’s Vote and assists in enabling each President to define his or her Presidency.

In recent years, the allowance has been used to support hospitality for the approximately 20,000 people that visit Áras an Uachtaráin each year (not including years impacted by the COVID-19 pandemic), State Dinners for visiting Heads of State, and the hundreds of events hosted by the President at Áras an Uachtaráin each year.

The 1938 Allowance is provided to the President at the rate of €26,452.83 per month. For the year 2025, a full month’s allowance was provided to the President for each of the ten months from January to October. A further one third of a month’s allowance of €8,817.61 was provided to cover the period from 1 November to 10 November. Therefore, the total allowance provided to President Michael D. Higgins in 2025 was €273,345.91 rather than the full year figure of €317,433.96.

To further enhance transparency, an external Oversight Committee was independently established, and meets throughout the year, including virtually.

The following is a financial summary of the matters considered.

These figures relate to spending under the 1938 Allowance for the period 1 January 2025 to 10 November 2025.

A deficit of €33,913 was recorded in the 1938 Allowance for the year to 10 November 2025. In any given year, the vast majority of the spend of the Allowance takes place prior to November, with a very significant amount relating to the series of summer garden parties for example. In order to provide a continuing level of hospitality to the public and visiting dignitaries as was provided in previous years, the surplus in the Allowance from previous years was used to cover the deficit caused by the shorter 2025 end date of 10 November.

Following the conclusion of his second term as President, from November 2018 to November 2025, President Michael D. Higgins returned a total underspend of the 1938 Allowance of €384,467 to the Exchequer.

The accumulated savings over the course of President Higgins’ second 7-year term were as follows:

This return of €384,467 is in addition to the underspend of €238,443 returned to the Exchequer at the conclusion of President Higgins’ first term as President from November 2011 to November 2018.

Taking his two terms combined, President Higgins therefore returned an underspend of the 1938 Allowance of €622,910 to the Exchequer over his two terms as President.

In addition to the return of €622,910 of the 1938 Allowance to the Exchequer, President Higgins also gifted a total of €1,999,965 to the State over the course of his 14 years in office, made up of €689,474 in gifts of his emolument (or pay) and €1,310,491 in gifts of his Oireachtas and Ministerial pensions.

Therefore, combining gifts of emolument and pensions, in addition to underspend of the 1938 Allowance, President Michael D. Higgins returned a total of €2,622,875 to the Exchequer over the course of his two terms as President of Ireland.
