MILTON, Ga. — An Amazon delivery driver was issued a citation July 21 after allegedly leaving the scene of an accident. The driver of the dump truck told police he was collecting trash from a home on Dunbrody Drive when the Amazon van tried to drive around him. He said the van hit the dump truck, damaging the camera and its mount on the front of the vehicle. The two drivers reportedly stuck around the scene for 10 minutes or so but did not exchange any information because it

Thermostats stolen from new homes MILTON, Ga. — Police were called to a new development off of Freemanville Road July 22 after thermostats were reported missing from new homes. A real estate agent for Annandelle Farms told police a Nest thermostat was stolen from a house sold earlier in the week. When the new homeowner went to check on the house the night of July 20, she noticed it was unusually warm inside. The upstairs thermostat was missing from her new home, but not the one downstairs, according to police. The real estate agent said an employee for the company noticed a thermostat missing from another home in the development July 21.

Dry cleaners, restaurant report overnight burglaries MILTON, Ga. — A burglar broke into a dry cleaners and a restaurant on Morris Road some time in the early morning hours of July 14. Police responded to Ace Dry Cleaners and Moctezuma Mexican Grill and found the front doors to both businesses had been smashed.

The Amazon driver told police he thought the other driver obtained his information, or at least his license plate number, so he left after 10 minutes. The driver was issued a citation for duty to stop at the accident, and police said they told him to always call 911 whenever he is in an accident.

The owner of the dry cleaners told police the entire cash register was taken, worth $300, along with $1,400 inside the register. The manager of the restaurant told police the only items she noticed missing were four $2 bills from a cash register and two water bottles from a nearby refrigerator. The thief was caught on cameras breaking into the establishments around 4:30 a.m. He was wearing gloves, a mask and a baseball hat.

Mailboxes damaged on residential road MILTON, Ga. — Police were called July 15 after homeowners along North Christopher Run noticed their mailboxes had been damaged overnight. Police initially responded to a call from one homeowner who believed her mailbox had been hit with a baseball bat. When she went to leave her home that morning, she said the mailbox was lying on the ground. While police were talking to the woman, a neighbor walked over and said her mailbox had been dented badly. Police checked the surrounding area and counted four mailboxes had been damaged.

Deadly threats alleged in social distancing row ALPHARETTA, Ga. — Two people allegedly threatened to shoot each other July 24 over a dispute on social distancing guidelines at the post office. The incident started at the Old Milton

Parkway branch, then spilled into the roadways before ending at the RaceTrac gas station near the Avalon. Police say that when the two parties were standing in line at the post office, one man wearing a mask noticed a couple standing closely behind him without masks. The man, who had his pregnant wife in the car and family members with autoimmune diseases, told police he then asked the couple if they saw the lines on the ground recommending 6 feet of distance. At that point, the woman allegedly became upset and began yelling at the man in front. The argument eventually moved to the parking lot, where the woman allegedly threatened to shoot the man. When police arrived, the couple told police it was the man with the mask who had threatened to shoot them. They said they had issued no similar threat. Police were unable to determine who had instigated the threats, and with no way to identify the initial aggressor, no charges or citations were issued.

Thief removes medication from unattended purse ROSWELL, Ga. — A woman called police July 19 reporting medication had been stolen from her purse at East Roswell Park. The woman told police she left her purse on the side of the field while she played soccer for a couple hours at the Fouts Road park. When she finished, she noticed two pill bottles missing from inside the purse. The two medications were the only items taken from the purse, according to police.

Milton considers tightening reins on fireworks stands By JOE PARKER joe@appenmediagroup.com MILTON, Ga. — The sale and use of fireworks, a contentious issue among horse-loving residents of Milton, may become a bit more challenging for fireworks vendors. Officials have presented amendments to the city’s ordinances that place more stringent regulations on how fireworks stands can appear and where they can do business. The updates recently went before the Planning Commission and could soon come before the City Council for final approval. As proposed, the new regulations would only allow fireworks stands to operate in select areas in the Crabapple and Deerfield areas for no more than 30 consecutive days. The businesses would be limited to 800-square feet in total size and could only be white or off-white in color. A single banner, either black, white or off-white, would be allowed. Stands will be required to be within 1,000 feet from a fire hydrant.

Many residents, especially those who own horses, have called on the city to restrict the use of fireworks as much as possible.

Milton cannot outright ban the sale or use of fireworks. State regulations permit the rockets red glare and bombs bursting in air every day of the year,

not just holidays like the 4th of July. The city can enforce its noise ordinance to stop the use of fireworks that create “loud and unreasonable” noise, but major holidays — Memorial Day Weekend, July 3-4, Labor Day, New Year’s Eve and New Year’s Day — are exempt. Despite the outward appearance, City Manager Steve Krokoff said the updates are not meant to limit fireworks use. Rather, the focus is to restrict large, gaudy stands from popping up in Milton. “The legislation being introduced is related to design standards and locations,” he said. “The city wanted to ensure that we had some control over both, so that these temporary stands were as consistent with our standards as possible. While the city would like to see more discretion used when igniting loud fireworks in close proximity to our farms and have some more consideration for those with sensitivities to loud noises and pets, this legislation is not intended to affect the supply and legal distribution of fireworks.”

Fulton Schools presents plan for phased re-opening of classrooms By CANDY WAYLOCK candy@appenmediagroup.com NORTH FULTON COUNTY, Ga. — Fulton County Schools leaders admit the playbook for managing education in a COVID-19 crisis is changing constantly. Plans made become plans discarded as data comes in. A month ago, Fulton was planning a return to in-school instruction, with a virtual option for those not ready to return. Weeks later, the school district was forced to scrap those plans and implement district-wide remote learning as COVID+ cases soared. School officials are now finalizing plans for a phased reopening, perhaps as early as mid-September, if the downward trend of COVID+ cases continues. “This is complicated,” said Superintendent Mike Looney. “There’s not a book I can reference…so I’m talking to as many informed people as I can in the health, education and government [fields].” Even that comes with challenges, Looney noted, citing the differing opinions on what is best for kids. He relies mainly on information from the Fulton County and Georgia departments of health, and he emphasized data drives the decisions. The information today was not readily

available in March when Fulton became the first district in Georgia to shutter schools because of COVID-19. It was a decision Looney said “was a quick decision” and perhaps a rash one as well. Plans to transition instruction to a virtual platform in March were not fully in place, resources and technology issues surfaced, and learning suffered. “We have learned from that process, and we have been planning for an improvement,” Looney said. Chief Academics Officer Cliff Jones said remote instruction this fall will not mirror the experiences student’s had last spring. “Be assured, universal remote learning will be a different experience, with provisions that allow more rigor and more concern for the learning environment,” Jones said. Emphasis will be placed on teachers maintaining connection with students, daily live instruction, more time spent in the “virtual” classroom, and mitigating instances of academic dishonesty and cheating. “The lessons [from last spring] were not missed on us,” Jones said, noting that safeguards have been put in place to ensure students are present. During the July 23 meeting of the Fulton County Board of Education, a

reopening strategy for the school year was presented. School begins Aug. 17 with teachers in schools and students learning from home. A Phase 1 reopening could begin as early as after Labor Day if the number of COVID-19 cases continue to decline from the summer surge. Face-to-face would start with PreK–2 and for special need students who could return to schools in small numbers for meetings with their teachers. Students in grades 3-12 could arrange for one-to-one conferences with their teachers. From there, depending on data, those options could expand through Phase 4. Full face-to-face instruction will reopen when the number of COVID cases remains at or below 100 per 100,000 population for two weeks. Students may still opt to continue virtual learning. Currently, cities in North Fulton, including Alpharetta, Johns Creek, Milton and Roswell, are the closest to hitting the goal of 100/100,000. Cities in South Fulton are considerably further away from that benchmark. The city of Atlanta has nearly half the number of positive cases in the entire county. The decision on whether clusters of schools, or sections of the district could be in different phases at the same time

is still under discussion. Looney said reopening will be done in a measured way, based on data, that maximizes safety. “The worst thing we can do is open and close [again], and have this rubber band effect that upends people’s lives,” Looney said. Teachers return to work Aug. 3 for two weeks of pre-planning. Provisions have been made for those teachers unable to return for “legitimate” reasons, but Looney emphasized short-term subs will not be available. Chief Talent Officer Ron Wade noted the anxiety of teachers returning to work is primarily based on safety. “We have put in place safety measures, [including] they will be wearing masks, schools will follow CDC guidelines, daily health checks, [virtual staff] meetings and limiting visitors into the schools,” Wade said. Board Member Gail Dean noted some teachers have concerns about returning to schools when they have children at home. Looney responded it was a situation that parents of all 95,000-plus students are also dealing with in this situation. “I hope the teachers understand it is very difficult to strike a balance, and we are trying to make this situation as fair as possible,” Looney said.

North Fulton Chamber retools as pandemic endures Business group plans more timely initiatives to aid area employers By PATRICK FOX pat@appenmediagroup.com NORTH FULTON, Ga. — Stoked by a widespread surge in coronavirus cases, the Greater North Fulton Chamber of Commerce has stepped up efforts to assist local businesses weather an uncertain economy. The chamber hosted its first in-person event in three months July 16 at the Chattahoochee Nature Center — outside, of course, celebrating the center’s butterfly exhibit. The Business After Hours event was limited to 50 people, and there was a standby list. “People are ready to get back to inperson visits,” said Chamber President Kali Boatright. “We want to make sure our business members are confident that if they come to one of our events, that we’re following all the right guidelines and doing all the right things.” BOATRIGHT The Greater North Fulton Chamber mounted initiatives in the early stages of the pandemic, teaming with the Forsyth County Chamber to present a series of virtual job fairs throughout May and June. It also assembled a series of business workshops online free to members and non-members. The topics were timely, dealing with topics like financing, securing Payroll Protection Program assistance and how to promote consumer confidence. One event featured a town hall with all five mayors from major North Fulton cities.

Charity group names new executive ROSWELL, Ga. — North Fulton Community Charities has named Marten Jallad the new director of operations. In his role, Jallad will oversee all operations and lead the facilities management and thrift shop teams. Jallad has extensive experience in retail store management with big box retailers and thrift stores. His skill set includes the management of both large facilities and teams.

The Chamber also teamed with economic development heads from four cities to survey local businesses about conditions, layoffs and sentiment. The first survey was conducted in April and drew responses from more than 500 local businesses. Another survey was conducted in May, and a third survey just wrapped up in late July. “I believe, and what I’m hearing from other chambers all over, is that the economy, at this point, is really in the hands of consumer confidence,” Boatright said. “Are folks ready to get back out there?” On July 28, Lt. Gov. Geoff Duncan spoke at the monthly Wellstar Chamber Luncheon series, outlining highlights of the unusual 2020 Legislative Session that had been interrupted by the pandemic. Boatright said the free seminars, keyed toward business interests, will continue through August. “As a regional chamber, one of the blessings is we have connections to a lot of excellent speakers and knowledgeable experts,” she said. “There’s so much information out there, it’s very difficult to cull through all of it.” More recently, the Chamber has formed its own Economic Recovery Task Force made up of public and private leaders from throughout North Fulton. It has five functions: • Cash flow and liquidity – advising businesses on current sources of funding, such as the Payroll Protection Plan and other assistance. • Small business and entrepreneurism – a group of legal and financial experts available to assist those wishing to start their own business. “It’s an exciting time for Marten to join NFCC,” said NFCC Executive Director Holly York. “He brings years of experience in facilities management to our team and has expertise in retail and thrift operations.” Jallad said he is looking forward to the challenge. “I am so very excited to join such an organization that provides so much to

Finally, plans are underway to retool the Chamber’s Emerging Leaders Program, a student leadership course that launches each fall and runs until May. The Chamber is reshaping its curriculum to accommodate the school district’s decision to offer online only classes. Fulton’s first farm winery enjoys early success By JOE PARKER joe@appenmediagroup.com MILTON, Ga. — Painted Horse Winery at the Farm at Pamelot in Milton recently celebrated its first year in business. Over that time, the only winery in Fulton County has packaged nearly 3,000 bottles of its wine and is staying busy with events each weekend. Owner Pamela Jackson said business has been tremendous, but there have been headaches that come with being the first farm winery in the area. For one, she said, state regulations

on farm wineries are far more liberal than Milton’s alcohol codes. Georgia allows farm wineries, by default, to sell “foreign” wines, those manufactured beyond the state’s borders, and permits the sale of beer and liquor along with wine. Up till recently Milton was less expansive with its alcohol regulations. However, last month, the Milton City Council approved an update to its alcohol ordinance that will permit Jackson to sell out-of-state wines, a concession she said is vital to her business. “I just have four varietals of my own,”

she said. “We have lots of bottles but not a lot of variety, and we needed to offer something a little less expensive. Georgia wines average $45 a bottle, and for some that’s too much.” While the city came around to the request after some prodding, officials have been generally less receptive to the idea of permitting beer and liquor sales at Painted Horse. Jackson said she has no intention of offering liquor — except perhaps for a

special event like Mint Julips during the Kentucky Derby — but she needs to be able to offer beer. “Beer is important,” she said. “We have a lot of couples who come in, and one of them may not like wine, they want a beer. It’s just something that needs to be added for us to be a complete venue for people to visit on a Saturday or Sunday.” Milton Economic Development Manager Sarah LaDart, who spearheaded Milton’s recent alcohol ordinance changes, said the city must be careful in allowing a provision that some could regard as allowing a bar to operate. “We say over and over and over again we don’t allow bars,” LaDart said. “So, when we hear of a beer, wine and liquor trio together, we have to be careful, because time after time our residents have told us they do not want bars. So, we want to make sure…while Milton continues to grow, we keep Milton what our residents want us to be.” LaDart added that while Painted Horse is the only farm winery in Milton, the city must craft its ordinances for any future vineyards within its borders without providing too much lenience.

The press, and who’s going to know? Covering city council and county commission meetings tends to be, let’s say, tedious at times. With some exceptions — like when a developer is asking for a multitude of variances to increase RAY APPEN the number of units Publisher Emeritus ray@appenmediagroup.com they want to build — covering government meetings tends to be routine, quiet, and frankly, a snooze. Attendance tends to be sparse. Today, most council and commission meetings are streamed, so you can sit in your home and check out what your elected representatives are up to. I will suggest however, that in normal times the number of people who actually watch online is less than the number who attend in person. Hatcher Hurd who reported for Appen for so many years, always used to sit in the front row, week in and week out, notebook in hand, listening to every detail. For many meetings, he was part of an audience of less than five. But he always showed up. Sitting in the front row, Hatcher became something different than just a body in a chair. He became a “check and a balance.” Council members always knew that he would check up on their decisions and would make sure that everything passed the smell test — the balance. Because he had more institutional knowledge than most council members, there wasn’t much that slipped past him. He knew the rules. He knew the history. He knew who to call. He knew enough of the law to know when it was being manipulated. For all practical purposes, his function at those council meetings was akin to a referee at a football game. Everyone abides by the rules, or he calls it. Over the past 30 years, we’ve had an Appen reporter at around 4,000 city council meetings by my estimate. And we’ve reported on every single one. We’ve had to throw that yellow flag onto the field more than a few times. Recently we threw one on the City of Roswell for withholding information that, by law, belonged in the public domain. It ended up in court, and ultimately the information became available once again to the public. Last year, we threw the yellow flag when the Forsyth County Commission approved an item in open session — a matter earlier discussed in executive session— that they provided no details for. Nothing. They subsequently reintroduced the item, providing more details before casting a second vote.

Over the past 30 years, we’ve had an Appen reporter at around 4,000 city council meetings by my estimate. And we’ve reported on every single one. We also wrote an article last year on Forsyth County’s plan to finally make their agenda documents available to the public online in advance of meetings. We were told it was “in the works,” but now, over a year later, still no agenda packet available online. Gwinnett County made their agenda packets available online more than 10 years ago. Fulton has had its agenda documents available online before meetings for years, as well. So has Cherokee County. The public needs reasonable access to public business. If access to online agenda items were ever needed, it is now when everyone is sheltering in place or avoiding unnecessary crowds. We’ll keep you posted on Forsyth County’s online agenda packet availability. Meanwhile, we’re still awaiting word from the Georgia Attorney General’s Office over a request we made two months ago. It related to Forsyth County’s probe into a commissioner’s alleged circumvention of open records protocols. The county has yet to release the emails we requested. City councils, county commissions, school boards, all public institutions make decisions that impact your lives. They spend your tax dollars as they see fit. They award contracts paid for with your money and they do this in compliance with established law. One primary reason they comply with the law is because there is a newspaper reporter sitting in the front row listening. Years ago, after a city council meeting had ended, our reporter was getting ready to go home. It was late. Two council members were still in chambers having a conversation. One councilman said to the other, “Why don’t we just go ahead and approve that? Who is going to know?” In response, the other council member replied, pointing to our reporter a few feet away, “he will.” If the day arrives when there is not a reporter sitting in that front row, it will be a game with no referee. How do you think that will go? Support your local press. It’s the only one you’ve got.
